The New York City Department of Environmental Protection announced that the Filtration Waiver granted to towns & counties in the City's upstate Watershed has been granted for another 10 years. The agreement was reached 20 years ago after lengthy negotiations between the City, The State & a coalition of local leaders from the towns affected by the original onerous regulations proposed in 1989. The agreement allowed for New York City to receive water from the upstate reservoirs without building an expensive filtration system.
The City of Oneonta announced that City Hall would be closed on Monday, New Year's Day. Oneonta City Hall will re-open on Tuesday January 2nd, a Common Council meeting is scheduled for Tuesday evening at 7:00 PM.

The PROGRAM is funded through the Environmental Protection Fund, with resources from the fund used to cover the full cost of purchasing U.S. Drug Enforcement Administration-compliant medication drop boxes, as well as the cost of pick up, transport, and destruction of collected waste pharmaceuticals for a two-year period. The program is being instituted as Flushed medications have been found in New York lakes, rivers, and streams and can negatively affect the waterways, as well as the concerns about unused pharmaceuticals getting into the wrong hands. Retail pharmacies, hospitals, and long-term care facilities are encouraged to enroll online at dec.ny.gov/chemical or at on.ny.gov/rxpilot.
Governor Cuomo unveiled the 15th proposal of the 2018 State of the State: launch a comprehensive program to provide students access to healthy, locally-sourced meals from kindergarten through college. There are nearly 2.7 million New Yorkers, including almost 1 million children, who do not have consistent access to the food they need to live an active, healthy life. The Governor's No Student Goes Hungry Program includes investments to expand the Farm to School program, legislation to expand access to free breakfast and policy changes to ensure students in kindergarten through college receive access to farm-fresh foods in a quality learning environment.

State DOT officials announced the completion of a $3.9 million replacement of the State Route 7 Bridge over the Norfolk Southern Railroad in the Town of Worcester. Construction of the new bridge was expedited and completed in one construction season, replacing a bridge that opened in 1941. Approximately 2,000 vehicles per day travel the Route 7 Bridge.

23-year-old Kevin Perry appearing Oneonta Town Court yesterday, & his case will be held over for a Grand Jury. Perry has been charged with 2 counts of 1st degree murder & criminal possession of a weapon, in connection with the fatal shooting of his parents in the family home in the town of Laurens on December 12th. Perry remains held in the Otsego County jail without bail, Grand jury action is expected next Month.
Governor Cuomo unveiled another proposal that will be part of his 2018 State of the State, which is the plan to combat high local property taxes. The Governor proposes making the state's countywide-shared services panels permanent. The panels have led counties to further consolidate services in order to cut costs at the county levels, so far, 34 counties submitted nearly 400 projects with more than $200 million in savings. Governor Cuomo proposed that County Governments pool employee health plans into combined healthcare groupings, to increase the buying power which should lead to lower costs, save local tax dollars, and not affect employee's plans.

The announcement was highlighted in DEC’s second Electronic Waste Recycling Report, which documents e-waste recycling from 2013 to 2015. The e-waste reports are available on DEC’s website dec.ny.gov/chemical.
State Police announced that State Trooper Joseph Gallagher was seriously injured after he was struck by a vehicle while assisting a disabled motorist at the on-ramp of a Long Island Highway on Monday. Trooper Gallagher is assigned to Troop L in Brentwood in Nassau County, and he has been a member of the State Police since 2014. Trooper Gallagher was taken to an area hospital & underwent emergency surgery, he was lsited in Critical condition.
A Broome County Sheriff’s Deputy stopped a vehicle for several NYS Vehicle and Traffic Law violations on Friday on State Route 79 in the Town of Fenton. 28 year old Deanna Olmstead of Windsor was arrested for felony DWI, Aggravated DWI, Aggravated unlicensed operation of a motor vehicle driving without an interlock device and several other charges. Olmstead was arraigned in the Town of Fenton Court and remanded to the Broome County Sheriffs Jail pending additional court action.

Those eligible for Paid Family Leave include: Parents during the first 12 months following the birth, adoption, or foster placement of a child; Caretakers for a sick spouse, domestic partner, child, stepchild, parent, stepparent, parent-in-law, grandparent or grandchild; Employees with a spouse, child, domestic partner or parent who has been notified of an order of active military service abroad. Today is the 2nd day of the trial of 64-year-old Ramadan Abdullah of Johnson City, in Broome County Court. Abdullah is accused of stockpiling weapons in various locations in Broome County; he was indicted for 15 counts of criminal possession of a weapon following his arrest in June
Dr. Vance Brown announced that he is stepping down as President of Bassett Medical Center, but will stay on as CEO. Dr. William LeCates has been named as deputy President while a search is conducted to replace Dr. Brown. Dr. Brown announced that the move is part of a restructuring plan at Bassett.

104-year-old Frank Doolittle of Bainbridge will be presented with the Congressional Gold Medal at a ceremony in Sidney on Saturday, Veteran’s day. Doolittle will receive his medal Saturday at 2:00 PM in a ceremony at the Thomas Z. Fagan Municipal airport from Congresswoman Claudia Tenney; Doolittle served in World War 2 in the US Civil Air Patrol.
The votes have been tabulated, and New York Voters Approved of Proposition #3 Tuesday, which would allow for the forming of a Land Bank, to allow for some projects to move forward on a case by case basis. The move would allow for some projects like making some roads wider & for the construction of bike paths in the Catskills & the Adirondacks.
State Police responded to a report of 3 people attempting to burglarize a home in the Town of Union. Responding troopers observed the reported vehicle & conducted a traffic stop. Police arrested 20 year old Alfred Irish of Endicott, 20 year old Anthony Bennett of Apalachin and 20 year old Vincent Pitts of Vestal, were arrested on Burglary Charges, they were arraigned in the Town of Union Court and remanded to the Broome County Jail with no bail set. Their next court dates are pending.

State Senator Fred Akshar joined members of the Norwich Fire Department and Norwich Mayor Christine Carnrike to announce approximately $290,000 in State and Municipal Facilities Program (SAM) funding to purchase two new ambulances for the City of Norwich. The two ambulances were purchased this summer and have already been put into use, rotating into service to replace two older ambulances. Norwich Fire Department covers the City and Town of Norwich and the towns of Plymouth, North Norwich and Preston.
Today, Hartwick College will host the 5th Annual Hartwick Hawks’ Night Fever, a pep rally for the entire College community, in Lambros Arena, Binder Physical Education Center, on the College campus. The event starts at 9 p.m., and is free and open to the community

Oneonta Police Detectives arrested a 52- year-old man from New Rochelle Thursday afternoon following a 2-month investigation into narcotics trafficking. Search warrants were obtained for the suspect's person and for an 85 Ford Avenue. The suspect was transported to the City's Public Safety Building. A 2nd warrant was served that permitted officers to conduct a body search, the suspect became combative, officers observed that the suspect placed a substance believed to be cocaine in his mouth, which was swallowed after a struggle with 4 officers. EMT’s responded, the suspect was taken to Fox Hospital in Oneonta, where he died at 7:40 PM. The body was taken to Lourdes Hospital in Binghamton for an autopsy and toxicology screening. The suspect's name is being withheld pending notification of next of kin. The incident remains under investigation by the Oneonta Police Department under the supervision of the Otsego County District Attorney's Office.
Officials at SUNY Broome have confirmed that freshman Miranda Gifford of Rome, has died from injuries she sustained in a car crash on State Route 12 in Oxford Monday. The Chenango County Sheriff's Office said Gifford veered in to oncoming traffic around 12:00 noon & struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse, where she died Wednesday afternoon. The cause of the crash is still under investigation. Gifford was enrolled at SUNY Broome, they are offering counseling for students affected by Gifford’s death.
The Houston Astros are sending several items to the National Baseball Hall of Fame & museum, that were used their World Series championship. Artifacts donated by the Astros following Game 7 includes a Glove used by Astros third baseman Alex Bregman, a Jersey worn by Astros pitcher Justin Verlander in Game 6 & a Cap worn by Astros pitcher Charlie Morton in Game 7. The artifacts will be featured in the Autumn Glory exhibit, which will be on exhibit through the 2018 Postseason.
The Village of Oxford Mayor Terry Stark has officially proclaimed November as “Oxford Recycles Month.” to coincide with the state’s “NY Recycles” and the national “America Recycles Day” held every year on November 15th. Mayor Stark calls upon the people of the Village of Oxford to observe November with appropriate programs and activities. Oxford Academy will be spreading the message of recycling with students during “Oxford Recycles Month.”
Residents are reminded to set all clocks back 1 hour at bedtime Saturday night. Area Fire departments also remind residents to change their batteries in all smoke alarms & test them to make sure that they will work in case of a fire.
Tomorrow, local Special Olympics athletes and coaches will join the Law Enforcement Torch Run in carrying the "Flame of Hope" to start the 6th Annual Binghamton Polar Plunge. Last year the Binghamton Polar Plunge raised over $21,000 with all proceeds helping to fund training and competition local Special Olympics athletes. Tomorrow, local Special Olympics athletes and coaches will join the Law Enforcement Torch Run in carrying the "Flame of Hope" to start the 6th Annual Binghamton Polar Plunge. Last year the Binghamton Polar Plunge raised over $21,000 with all proceeds helping to fund training and competition local Special Olympics athletes. This year, the Plunge for Special Olympics will be held at Bowman Lake State Park at 745 Bliven Sherman Road in Oxford; Registration will be from 11:00 AM to 12:30 PM, & the Plunge will start at 1:00pm. Governor Cuomo announced a new statewide initiative to examine cancer patterns and the potential causes of cancer in 4 regions across the state that have a higher incidence of certain cancers. The Department of Health will be reviewing cancer data, potential demographic and occupational factors, and will consult with the DEC on environmental factors contributing to the cancer clusters.
New York State today filed a notice of intent to sue the Environmental Protection Agency for violating the federal Clean Air Act by failing to curb ground-level ozone pollution that blows into New York from upwind states. Attorney General Eric Schneiderman said that at least 1 in 3 New Yorkers breathe air with unhealthy levels of smog pollution. The EPA's own studies demonstrate that pollution from states upwind of New York contributes substantially to the state's dangerous smog problem.
The Oneonta Police Department is asking the local public for assistance, following possible acts of vandalism. The Police Department announced that the bathrooms at Neahwa and Wilber Parks sustained damage within the last few days. New York residents stand to lose more than $72 billion in reported deductions for income and property taxes if proposals to change the federal tax code are implemented, according to a report issued today by State Comptroller Thomas P. DiNapoli. Among the deductions the administration has targeted are those for state and local taxes, New Yorkers reported more than $72 billion in such federal deductions in 2015, including $51.7 billion for income taxes and $20.9 billion for property taxes.

State Police arrested 34 year old Michael Graziano of Oneonta, for Grand Larceny and Falsifying Business Records, after troopers were advised of a theft by an employee that had occurred at Springbrook in the Town of Milford. Graziano allegedly falsified business records to steal over $7,000 in pay; he was arraigned in the Town of Milford Court and was release on his own recognizance. His next court date is on December 12th.
State Senator Fred Akshar, & Assembly Members Donna Lupardo and Cliff Crouch will hold a public Town Hall Meeting today, to discuss the ongoing repurposing of the Broome Developmental Center to provide substance abuse treatment to individuals struggling with addiction. Officials from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, Broome County Department of Social Services and the Broome County Health Department will answer questions and address concerns related to the repurposing project. The event will run from 6:00 to 8:00 PM at Chenango Valley High School.
Governor Cuomo announced $7.5 million to construct, rehabilitate and improve the homes of 367 income-eligible families across New York. The funds are awarded through New York State Homes and Community Renewal's Affordable Home Ownership Development Program, administered by the Affordable Housing Corporation. In the Southern Tier, a $600,000 grant will go to Delaware Opportunities for the acquisition and rehabilitation of approximately 15 homes located on scattered sites in Delaware County. $290,000 grant to M-ARK Project, for the acquisition and rehabilitation of approximately 10 homes located in Delaware County.

Currently, the law requires brand label registrations to be filed by certified mail, registered mail or overnight mail. Under the bill the Alcoholic Beverage Control Law will permit brand label registration applications to be submitted electronically and filed every three years, rather than every year. The bill also permits the Authority, or third party, to charge a processing fee for electronic submissions.
Delaware County Public Health will be sponsoring a free EPA Certified Lead Renovator 8-Hr. Training Course today at the Walton Town Hall. ConTrax, LLC is conducting the class. The class is sponsored by Delaware County Public Health; it will include all course materials, manual, refreshments, lunch and certificate of completion. State Police executed a search warrant at 5435 and 5186 Elk Creek Road in the Town of Meredith, following an investigation into the illegal growing of marijuana. Police seized approximately 500 harvested Marijuana Plants, about 100 pounds of processed marijuana, plus 34 grams of hashish, a digital scale, $1166 in cash, 7 long guns, 2 Security surveillance systems. Police arrested 59-year-old Richard Lane of Walton, 48 year old Edward Lane of Meredith, & 61 year old Clayton Rockefeller of Meredith, for Criminal Possession of Marijuana, all 3 were arraigned in the Town of Davenport Court and remanded to the Delaware County Jail on $2500 cash bail or $5000 bond.

Sidney village officials were notified that a squirrel in NYSEG Substation was responsible for yesterday's power outage, which affected 350 Sidney Customers & 60 Bainbridge customers. The power outage disrupted several area businesses along Delaware Avenue, generators were used to power up traffic signals at State Route 8 & Delaware Avenue, Sidney Police also directed traffic at other affected locations. NYSEG Reported that power was restored at about 7:30 PM Tuesday.
The Pouring of the Concrete has started, as part of the Sidney Main Street Revitalization Project. The concrete is being poured in a way to allow Main Street Businesses to remain open for their customers, the 1 side of Main Street that is being worked on currently is expected to be concluded in the next 2 weeks, the work for the other side of Main Street will begin early next year.
The State office of Alcoholism & Substance Abuse Services announced the opening of the new Voices Recovery and Community Outreach Center at 340 Prospect Street in Binghamton. The center will provide free support and services for people who are in recovery from a substance use disorder and for their families.
Hartwick College officials have announced The Hartwick College Founders’ Award, a guaranteed tuition grant of $10,000 per year, which will be awarded to each newly enrolled 1st year and transfer student who is a resident of New York State. Grants will be awarded to new students beginning in the fall of 2018. Students who enroll in the College’s innovative 3-Year Bachelor’s Degree Program are also eligible for this award. No special grant application is required; students only need to apply for admission to Hartwick and file the FAFSA form.
The State DEC announced that remaining Deer Management Permits in several Wildlife Management Units would be available to hunters beginning November 1st. The DEC will re-open the permit application process on a first-come, first-served basis. Hunters may apply for up to two additional permits at any DEC license sales outlet beginning Nov.

Currently, state property tax laws provide partial property tax exemptions to qualified veterans of the United States Military; however, this exemption does not apply to school taxes. In 2013 and 2016 the alternative veteran's property tax exemption and Cold War property tax exemption were amended to give school districts the options of allowing the exemption, now, all 3 veteran's property tax exemptions would be applied to school taxes.
The State Department of Labor released preliminary unemployment rates for September. The State’s seasonally adjusted unemployment rate increased from 4.8% to 4.9% in September, Locally, Chenango County had 4.7% unemployment, Delaware County had 5% & Otsego County had 4.4%.

Democratic Attorneys General from 17 states are calling on Congress to abandon NRA-backed legislation that would allow concealed-carry gun permits issued in one state to be valid in all states. The top prosecutors in states like New York, Pennsylvania and Iowa warn that reciprocity measures under consideration in Congress "will lead to the death of police officers and civilians, the proliferation of gun traffickers, and acts of terrorism" in a letter sent to congressional leaders.
Governor Cuomo and US Senator Charles Schumer are teaming up to denounce a tax overhaul proposal from Republicans in Washington that they say would hurt middle-class homeowners. They urge the state's Republican Congress members to oppose what they said is a partisan attempt to hurt big Democratic states such as New York and California. Republicans argue their plan would also increase the standard deduction and reduce business taxes in an effort to spur the economy. Negotiations over the proposal are continuing in Congress.

Currently, volunteer firefighters are eligible for accidental disability and death benefits through Workers' Compensation if they are injured in the line of duty. Under the bill, volunteer firefighters who contract lung, prostate, breast, lymphatic, urinary, neurological, melanoma & many other types of cancer will be automatically eligible for health benefits if: Upon entry to volunteer, a physical exam did not show any evidence of the cancers; Individuals have at least 5 years of service fighting structure fires; and the firefighter is currently active or has been within the last 5 years.
Heather Franklin was back in Chenango County Court Friday, she is facing charges along with her husband Ernest Franklin, for allegedly killing their adopted son Jeffrey on March 1st, and setting their home on fire to cover up the murder. The Franklins will be tried separately, in early 2018.

State Lawmakers did not complete the 2017 session Wednesday, and are being called back to Albany to wrap up the session Friday Morning. A few items were left on the table when work completed late last night, but are likely to be voted on Friday, they included bills extending control of New York City Mayor authority over the public school system & the continuation of sales taxes in upstate and Long Island counties.

The previous office was closed after the Division learned that a rent was being charged to stay in the Sidney Civic Center, after the village of Sidney sold the building to a private developer, prior to the sale, the village allowed the office to be in the building at no charge.
The State Department of Health today announced several new enhancements to the state’s Medical Marijuana Program. Changes increased the number of certified patients to the program, since the addition of chronic pain as a qualifying condition. The enhancements will streamline and simplify the registration process for practitioners, making it easier to certify patients for the medical marijuana program. There are 1,066 registered practitioners in New York’s Medical Marijuana Program, Nurse practitioners and physician assistants were certified & now make up more than 10% of the registered practitioners in the program.
Construction is underway on a $4.2 million bicycle and pedestrian trail that will link downtown Binghamton with the South Side neighborhoods. The Greenway is part of Governor Cuomo's $59 million investment in the multi-phase Route 434 Greenway / Route 363 Gateway project ; The 1st phase includes the Route 434 Greenway trail from the South Washington Street Pedestrian Bridge to the intersection of Pennsylvania Avenue and Vestal Avenue in Binghamton’s south side The Greenway phase will also provide a crossing over Route 434 on the Pennsylvania Avenue Bridge. The rest of the phases of the project should begin in 2020.

The DEC launched a revision last year, which includes changes to deal with the illegal disposal of construction & demolition debris, and a stronger oversight of Mulch Processing facilities. Comments will be accepted to the DEC through July 13th.
New York state's maple-syrup production jumped by 7.5% this year to a record 760,000 gallons, up from 707,000 gallons the year before, according to the USDA. New York ranked 2nd again for maple syrup production, behind Vermont, which produced 1.98 million gallons in 2017.
State Police arrested 45-year-old Vernon VanValkenburg of Masonville, for Criminal Possession of a Weapon, 4 counts of Reckless Endangerment, and Illegal Discharge of a Firearm within 500 feet of a Residence. Troopers responded to a report of shots fired by a subject at a residence on Finnerty Road in the Town of Masonville, VanValkenburg is accused of firing at a neighbor's house, VanValkenburg was unable to possess a firearm due to a prior felony conviction, he was arraigned in the Town of Masonville court and remanded to the Delaware County jail on $1,000 cash bail. An order of protection was issued, no injuries were reported.
The towns of Unadilla crews are working on paving Idumea road today. The road will be closed to Through Traffic until completion late this afternoon.

Ridesharing companies like Uber and Lyft will be able to start offering rides statewide beginning on June 29, in time for the 4th of July Holiday. The State Senate legislature passed a bill this year to allow for ride-sharing in the Upstate communities, but it did not allow it to start until July 9th. The new bill allows for ridesharing to begin in time for the possible Lucrative July 4th holiday.
In conjunction with the Governors Traffic Safety Committee, The Delaware County Sheriff’s Office participated in the statewide, zero tolerance Click It or Ticket Seatbelt Campaign from May 22nd, to June 4th, with 3 highway checkpoints & dedicated patrols. National seatbelt usage in 2016 reached 90% for the 1st time. Delaware County Deputies issued 123 traffic tickets during the 2 week period, with 72 of those tickets being issued during the grant funded “Click It or Ticket” activities.
Governor Andrew Cuomo announced a "Clean Energy for Agriculture Task Force" plan to help New York farmers cut energy costs and utilize clean energy. Recent Studies show that nearly 36,000 farms account for 3% of the State's greenhouse gas emissions and 25% of NY's land use, the plan aims to reduce the emissions by 40% by year 2030,

The site of the 1969 Woodstock Music and Art Fair, The Bethel Woods Center for the Arts, has officially been placed on the State and National Register of Historic Places. The National Register is a program of the National Park Service and U.S. Department of the Interior, which recognizes the significance of buildings, structures and sites throughout the country. In August 1969, more than 400,000 people traveled to Max Yasgur's dairy farm for the now-famous three-day music festival, featuring some of the most iconic musicians of all-time. Currently, The Bethel Woods Center for the Arts is located at the Woodstock site.
The Chenango County Sheriff’s Office is now taking applications for Sheriff’s Camp 2017. The camp program runs Monday mornings though Thursday afternoons and is for youths 9 years to 12 years old. Sheriff's Office Staff put on demonstrations on drugs, canines, gun safety, horse & buggy rides, boating safety and scuba diving. Applications can be picked up at County school district or at the Chenango County Sheriff’s Office, more information is available at 334-5175.

Included in the package is a bill sponsored by Senator Jim Seward, to change the requirement for school districts to conduct internal audit risk assessments from annually to biennially. The package of bills was sent to the Assembly.
The operators of New York State’s power grid expect electricity demand to be manageable. The New York Independent System Operator reported that electricity supplies are expected to be adequate, with enough resources to meet any peak demand this summer, even during heat waves where air conditioner usage peaks. Operators forecast that peak demand will be over 33,000 Megawatts, slightly above last years peak.
Governor Cuomo announced $1.5 billion dollars for renewable energy projects such as wind, solar, hydroelectric & fuel cells, to advance the state’s goal of achieving 50% of electricity from renewable by 2030. The investment is expected to produce over 40,000 jobs in the coming years.

The Public Safety & Legal Affairs Committee of the Otsego County Board of Representatives announced that they continue to investigate the situation regarding Sergeant Ros Devlin of the Otsego County Corrections Department, who is also the son of Otsego County Sheriff Richard Devlin. Ros Devlin was accused of using excessive violence as a corrections officer, he is also accused of making threats, possibly against area schools and the public in general that led to his pistol permit being revoked, and he was banned from being on County Property, and his behavior was being investigated by the County District Attorney’s office, The County’s Labor Attorney, the Sheriff’s Department & State Police. Sheriff Devlin was requested to recuse himself from the investigation due to an obvious conflict of interest, which he initially refused; County officials said that the Sheriff did not advise them of his original disciplinary action until April 10th. The investigation is continuing.

Deputies also arrested Young’s passenger, 26-year-old Anthony Rhinebeck of Hancock, for Criminal Possession of a Hypodermic Instrument, he is accused of possessing 3 hypodermic instruments, Rhinebeck was arraigned and was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bail bond.

The Chenango County Soil and Water Conservation District was awarded $67,716 to work with four farms to plant 1,015 acres of cover crops over a three year period, to improve soil quality, reduce erosion, increase soil organic matter and improve resiliency to the farm from extreme weather conditions like floods & droughts.
State Police arrested 34 year old Rachel Howard of Burlington Flats for the Aggravated Driving While Intoxicated with a B.A.C. result of .18 and other traffic violations. This arrest occurred after a traffic stop when Howard was observed driving across hazard markings while on County Route 22 in the Town of Exeter. An investigation determined that she was driving while highly intoxicated. Howard was issued tickets returnable to the Town of Exeter Court on April 19, 2017.
The New York State Museum is opening a new exhibit on the Empire State's experience in World War I. The exhibit titled "A Spirit of Sacrifice: New York State in the First World War" opens on Saturday, just over a week after the nation marked the 100th anniversary of the United States' entry into the conflict fought from August 1914 to November 1918. The exhibit's highlights include a life-size recreation of a trench on the Western Front. The exhibit at the downtown Albany museum runs through June 3, 2018. More than 500,000 New Yorkers served during WWI, the most of any state. Nearly 14,000 lost their lives.
The State DEC is opening spring turkey season on May 1 in the upstate counties. The DEC's annual youth turkey hunting weekend is scheduled for April 22 & 23, for junior hunters ages 12-15. The DEC encourages experienced hunters to take a novice hunter afield this spring, more information about turkey hunting in New York, see the 2016-17 Hunting and Trapping Regulations Guide or visit the "Turkey Hunting" pages of DEC's website at dec.ny.gov.

Wards 1-4 will get their waste picked up stating on Monday, wards 5 through 8 will get their first pick up April 24th.
