Police, State Police & the Oneonta Fire department responded to the report
of a woman hit by a car on the Lettis Highway near Main Street last night. 32 year old April Johnson of Oneonta was
crossing the highway & was struck by a vehicle driven by 41 year old David
Shafer of Otego, who was ticketed for Aggravated unlicensed operation of a motor
vehicle. Johnson was taken to Fox
Hospital & was later transferred to Albany Medical Center; the highway was
closed for about 2 ½ hours for the investigation.
State
Police & local law enforcement agencies are hosting “Coffee with a Cop” on
Sunday, from 9:00 AM to 12:00 Noon at The Tulip and The Rose Café at 435 Main
Street in Franklin. The public is
invited to talk with law enforcement about concerns and ask questions, Coffee with a Cop is a national program
launched by the Hawthorne Police Department in California.

deploy technology that allows customers to block suspected robocalls. Telecom companies will be required to update
their blocking technology to protect their consumers; they must also adopt
available technology that warns consumers about potential robocalls and scams,
including those not originating from New York numbers. The proposal would also
ramp up financial penalties against companies who do not comply with New York's
"Do Not Call Law."

row, according to estimates by the U.S. Census Bureau. New York has a population of 19.5 million people, ranking 4th out of the
50 states, the state's population
dropped by 76,790 other states losing significant population were Illinois,

2020 Census. Top reasons cited for

& the Red Cross is assisting the displaced residents.

be held tonight at the Foothills Performing Arts Center, on Market Street in

77 New York State Legislators to the distinguished list. The award is an
indication of the individual lawmaker's support of New York agriculture and
Farm Bureau. All of the representatives
from the state Senate & Assembly from the tri County area were chosen.

Lawmakers are calling on Governor Cuomo today to repeal or delay his bail
reform changes that are scheduled to take effect on January 1st. The reforms would allow hundreds of
defendants accused of offenses considered “non-violent” to walk free of bail
while awaiting trial, Some of crimes that are included are criminal sale of a
controlled substance, 2nd Degree Manslaughter, money laundering in support of
terrorism, failure to register as a sex offender, promoting an obscene sexual
performance by a child and aggravated cruelty to animals.

County Fire Investigators are trying to determine how a fire started at the
East Branch Harvard Methodist Church in East Branch Monday Morning. The fire was reported by a passerby, and
preliminary reports suggest that the fire started in the steeple. Church officials are trying to determine if
the church can be rebuilt, no injuries among 75 responding firefighters were
reported.
The
Greater Afton Area Chamber of Commerce will be hosting 2 events this month in
time for the upcoming Holiday Season. On
Saturday November 23rd, The Chamber is holding the Small Business Holiday Gift
Shop, 9am to 3pm at Afton Central School Gymnasium, and November 30th is Small

Criminal Obstruction of Breathing, Harassment & a Parole Violation. Stein allegedly engaged another person in a
physical domestic dispute in the Town of Delhi; he was arraigned in the Town of
Delhi Court and was remanded to the Delaware County Jail pending future action
in Town of Delhi Court.
Local
governments in New York levied a total of $36.6 billion in property taxes in
2019, a 2.4% increase over 2018, according to a report released today by State
Comptroller Tom DiNapoli. There are
more than 3,700 taxing jurisdictions; property tax levies increased the most in
cities at 6.1%, towns at 4.4% and school districts at 4%. Village levies grew
by only 1.7%; the full report can be found at osc.state.ny.us.

Delaware County Sheriff Craig DuMond announced the arrest of
7 people on a variety of drug charges Thursday afternoon after the execution of
a search warrant at 37 Union Street in Sidney.
Deputies & Investigators dismantled a large scale Methamphetamine trafficking
operation, they arrested William McLean, Nikita Kingsbury, Trevor Light and an
unidentified 17 year male from Sidney, plus Jeffrey Robinson of Norwich, and Kevin
Mosher & Gina Overbey, who had no known address. Sheriff Dumond comments:

Sheriff Dumond said that the arrests followed a month long investigation;
all were charged with 2nd degree Criminal Possession of a Controlled Substance
they were arraigned in Delhi Court & were remanded to the Delaware County
Jail without bail pending future court action, additional charges are anticipated
& the investigation is ongoing.
Sidney Village Police assisted at the scene.
State Police are investigating a crash in the town of
Franklin that left 2 teenagers in serious condition. Troopers were dispatched Thursday afternoon at
about 4:30 PM to Walley Road in the town of Franklin; they located a Chevy
pick-up truck with a 17-year-old male driver and 14-year-old male passenger
crashed into a tree. The investigation
revealed that speed was a contributing factor when the unidentified 17-year-old
lost control of the vehicle around a curve on Wally Road, spun off the roadway
and into a tree. Both occupants were
transported by LifeNet to Albany Medical Center. The accident remains under
investigation.
State police are investigating a sewage spill that Thursday
afternoon at about 2:30 PM on County Route 10 near Elk Creek Road in the town
of Meredith. The unidentified Driver of
the septic tanker was taken to Fox Hospital for evaluation, the driver rolled
the septic tanker, which spilled about 2,000 gallons of sewage, & struck a utility
Pole, temporarily knocking out phone & electric service in the east Meredith
area. The septic tanker belonged to JB’s
Line Cleaning and Plumbing Service, the cause of the accident is under
investigation.

approximately 4:40 AM today on State Highway 12 near Phetteplace Road in the
town of Norwich. The investigation
revealed that a 42-year-old male from Chittenango operating a delivery truck crossed
over the yellow lines & struck a tractor trailer head-on, the tractor trailer
burst into flames on contact. The driver
of the tractor trailer was a 45-year-old male from Lisle. Troopers reported that the delivery van driver
was transported to Wilson Memorial and later moved to Upstate Medical in
Syracuse, sustaining non-life threatening injuries. The driver of the tractor
trailer was not injured. State route 12
was closed for about 7 hours for the investigation & clean up; the roadway
was re-opened shortly before noon. More
information will be released as it is made available. The accident remains
under investigation.

school tax bills are collected. Officials said that NBT Bank will no longer be
collecting Sidney school taxes, mailed checks should go to the Sidney Central
School District, Attention Tax Collector, 95 West Main Street Sidney

closed, due to a 2 vehicle head on crash between a Van & A Tractor
Trailer. The road will be closed for
several hours for the cleanup & investigation; motorists are advised to use
Chenango County Route 32 as a detour.
The Delaware County Democratic Committee announced that
Congressman Antonio Delgado, State Senator Jen Metzger and local candidates
will attend their Annual Community Barbecue on Sunday, September 8th from 2:00
to 5:00 PM at the Hamden Town Pavilion.

State Police warn residents of several fraudulent schemes
asking for money. Recent scams involve
callers claiming to be from the State Lottery, The IRS, Social Security, a
Utility Company, a Computer Company or the caller will claim that there is
family emergency requiring money. State
Police remind residents to never send cash to anyone you do not know, Do not
send gift cards to unknown callers, No
lottery will pre-charge taxes as a result of winning, never provide information
with your bank account information or social security number, & never
provide access to your computer, in person, on the phone, or through the
internet. If you feel like you have been victimized, contact your local police
agency.
The Chenango County Sheriff’s Office arrested 56 year old
James Miles for Criminal Contempt & Harassment After a report of a domestic
dispute in the Town of Norwich. Miles is
accused of violating an order of protection and subjected the female victim to
unwanted physical contact. Miles was arrested and arraigned in the Town of
Norwich Court where he was remanded to the Chenango County Correctional
Facility on $5,000 cash bail and $10,000 bond.
Chenango County Sheriff’s Office arrested 25 year old
Timothy Egelston for endangering the welfare of a child, following a complaint
in the Town of New Berlin. Egelston was arraigned in the Town of Sherburne
Court and remanded to the Chenango County Correctional Facility on $1,000 cash
and $2,500 bond. Egelston is to reappear in the Town of New Berlin Court at a
later date.
The State Senate passed Senator Jen Metzger's bill to green
the State government's passenger fleet by 2030 and reduce its share of
greenhouse gas emissions from transportation. The bill requires that as
existing vehicles are replaced or the fleet increased, the state must purchase
battery, electric, plug-in hybrids, and other zero-emissions vehicles. The State currently has 6,771 passenger
vehicles, of which 768 are already electric or gas-electric hybrids. There is a companion bill in the Assembly.

State Police arrested 32 year old Ramel Howard of Binghamton
for False Personation, Criminal Possession of Stolen Property, Aggravated
Unlicensed Operation and several lesser charges, after a trooper initiated a
traffic stop in the city of Binghamton after he spotted a vehicle that was
reported stolen in Endicott in October 2018.
Howard provided a false name, he was also found to have a warrant for a
parole violation, and He was transported to Broome County Central Processing
for arraignment.
State Police arrested 22 year old Samantha Jicha and 21 year
old Zachary Mumbulo of Middlefield, for Endangering the Welfare of a
Child. Troopers responded to the
couple’s residence on Blacks Road with Otsego County Child Protective Services
after a hotline complaint, Troopers
discovered loaded weapons, marijuana and drug paraphernalia. The infant was removed from the scene and
placed in the care of a relative. Both
Jicha and Mumbulo were released on appearance tickets.
Delaware County Public Health will hold a Free Rabies

The Chenango County Sheriff’s Office arrested 56 year old
James Miles for Criminal Contempt & Harassment After a report of a domestic
dispute in the Town of Norwich. Miles is
accused of violating an order of protection and subjected the female victim to
unwanted physical contact. Miles was arrested and arraigned in the Town of
Norwich Court where he was remanded to the Chenango County Correctional
Facility on $5,000 cash bail and $10,000 bond.
Chenango County Sheriff’s Office arrested 25 year old
Timothy Egelston for endangering the welfare of a child, following a complaint
in the Town of New Berlin. Egelston was arraigned in the Town of Sherburne
Court and remanded to the Chenango County Correctional Facility on $1,000 cash
and $2,500 bond. Egelston is to reappear in the Town of New Berlin Court at a
later date.
The State Senate passed Senator Jen Metzger's bill to green
the State government's passenger fleet by 2030 and reduce its share of
greenhouse gas emissions from transportation. The bill requires that as
existing vehicles are replaced or the fleet increased, the state must purchase
battery, electric, plug-in hybrids, and other zero-emissions vehicles. The State currently has 6,771 passenger
vehicles, of which 768 are already electric or gas-electric hybrids. There is a companion bill in the Assembly.

State Police arrested 32 year old Ramel Howard of Binghamton
for False Personation, Criminal Possession of Stolen Property, Aggravated
Unlicensed Operation and several lesser charges, after a trooper initiated a
traffic stop in the city of Binghamton after he spotted a vehicle that was
reported stolen in Endicott in October 2018.
Howard provided a false name, he was also found to have a warrant for a
parole violation, and He was transported to Broome County Central Processing
for arraignment.
State Police arrested 22 year old Samantha Jicha and 21 year
old Zachary Mumbulo of Middlefield, for Endangering the Welfare of a
Child. Troopers responded to the
couple’s residence on Blacks Road with Otsego County Child Protective Services
after a hotline complaint, Troopers
discovered loaded weapons, marijuana and drug paraphernalia. The infant was removed from the scene and
placed in the care of a relative. Both
Jicha and Mumbulo were released on appearance tickets.

Delaware County Sheriff's
Deputies, State Police and the Stamford Fire Department and Emergency Squad
responded to a 911 report of a fatal hit-and-run vehicle-pedestrian accident on
State Highway 10 in the Village of Stamford.
The Preliminary investigation indicates that the victim, 24 year-old
Shannon German of Stamford was lying in the roadway when she was struck by a
tractor trailer that continued traveling north following the collision. State Highway 10 was subsequently closed to
traffic for several hours for the investigation. The tractor trailer and driver was located in
the Schenectady area by State Police, who has been identified as 50-year-old
Peter Baldauf of Delancey, who did not see German lying in the roadway and
unknowingly struck her. Baldauf has not
been charged in relation to the accident.

houses of the legislature have passed their budget bills:

Operation of a Motor Vehicle. 46 year
old Leon Lamb was arrested following a traffic stop on County Road 32 in the

license, and he was arraigned in the Town of Norwich Court and remanded to the
Chenango County Correctional Facility on $1,000 cash bail. Lamb is to appear in
the Town of Norwich Court at a later date.
Officials with Social Security
report that a scam reported in January is still continuing. The scam includes a phone call from someone
claiming to be from Social Security or another agency, thee calls can even
display the Social Security national customer service number, on the caller
ID. The scammer states that Social
Security does not have all of your personal information on file, or needs
additional information so the agency can increase benefit payments, or that
Social Security will terminate your benefits if they do not confirm your
information; none of These calls are from Social Security. Officials stated
that if you receive these calls, do not give personal information, hang up
& report the call to the Office of the Inspector General at 1-800-269-0271.

enforcement will conduct a special targeted enforcement detail this St.
Patrick's Day weekend to deter drinking and driving. The traffic enforcement
detail begins today and runs through Monday. Drivers can expect a number of
sobriety checkpoints, additional DWI patrols, underage drinking and sales to
minors details during the campaign. State Police will also be ticketing
distracted drivers who use handheld electronic devices. During the 2018 St. Patrick's Day weekend
enforcement effort, Troopers made 243 arrests for DWI and issued nearly 13,000
tickets.

budget amendments to the 2020 Executive Budget to ensure towns and villages are
not adversely impacted by changes to the Aid and Incentives to Municipalities
program. The proposal would use additional sales tax revenue from the elimination
of the internet tax advantage to keep towns and villages whole. Approximately
$59 million in revenues for towns and villages are preserved through this
action. The State will also implement
the Internet sales tax requirements earlier, starting June 1 of this year as
opposed to September 1st. The
elimination of the internet tax advantage is expected to generate $390 million
in additional revenue for local governments.
43 year old Charles
Green of Binghamton was sentenced to 15 years in federal prison for
participating in an area methamphetamines ring that brought crystal meth into
the Southern Tier from Arizona. Green
was1 of 10 people arrested in 2016 in "Operation Hailstorm."

Sheriff’s Deputies arrested 26 year old Philip Misner of Oneonta, New York on
one count Aggravated Unlicensed Operation 3rd degree following a traffic stop
on State Highway 357 in the Town of Franklin. Misner was additionally charged

registration suspended or revoked, and was released on tickets returnable to
Franklin Town Court at a later date.

A Town of Worcester
resident was arrested by the Chenango County Sheriff’s Office for one count of
Aggravated unlicensed operation, following a traffic stop in the Town of
Norwich. 38 year old Shawn Finch was
allegedly operating a motor vehicle with a suspended license. Finch was taken
into custody and arraigned in the Town of North Norwich Court where he was
released on his own recognizance. Finch is to appear in the Town of Norwich
Court at a later date.
A Town of Smithville
resident was arrested by the Chenango County Sheriff’s Office for Criminal
Mischief and Harassment; 29 year old Jarid Winner was allegedly involved in a
domestic dispute that occurred in the Town of Smithville, where he is accused
of breaking multiple items and subjecting the victim to unwanted physical
contact. Winner was remanded to the
Chenango County Sheriff’s Office on $500 cash bail.

Governor Cuomo & State Comptroller Tom DiNapoli announced today that the state budget is facing a 2.3 billion dollar shortfall, due to the Federal “Salt” adjustments that penalized the state by eliminating full deduct-ability of state and local taxes, plus Stock Market volatility and a slowing economy in the 4th quarter:

Lawmakers have until April 1st to get a budget passed for
the start of the next fiscal year.
The Vestal Police Department has charged 34 year old Daniel
Butash of Endicott with felony counts of vehicular assault, 2nd degree assault
and DWI. Butash is accused of driving while intoxicated in the wrong direction
on State Route 17 in Vestal early Friday morning, while fleeing Police; he crashed
his vehicle head on into a Patrol car driving by Broome County Sheriff's Deputy
Kristy Botsford. Butash suffered only
minor injuries, Deputy Botsford suffered a broken Femur in her right leg, and
both were taken to Wilson Hospital in Johnson City following Friday Morning's
crash, more charges against Butash are possible.
Johnson City Police arrested 39-year-old Hayes Cutting of
Bainbridge, following an alleged theft from the Johnson City Walmart & a
pursuit on Airport Road after Cutting refused to stop for officers. Cutting lost control of his vehicle at
Barrier Road, Cutting & his passenger 35-year-old Amanda Vanhouten fled
into the woods but were apprehended a short time later. Cutting and Vanhouten were charged with grand
larceny, resisting arrest & criminal possession of controlled substance,
Cutting was found with heroin at the scene with intent to sell, Cutting was also handed multiple vehicle and
traffic violations, authorities say.
State police responded to almost 1,100 crashes and issued
more than 600 travel ban tickets during last week's snowstorm. State Police said that there were more than
1,500 disabled or abandoned vehicles from the snowfall, there were 3 deaths
& 1 tractor-trailer driver ignored the ban near Rochester Wednesday
afternoon & caused a 19-vehicle pileup.
State Lawmakers may decide to eliminate "Cash Bail”
this year, among other reforms involving those arrested for criminal
activity. Governor Cuomo outlined
possible reforms in his “State of the State” address last month:

penalizes the poor & minorities & allows too many people with financial

Firefighters from several area companies responded to a
blaze at 3 Johnson Street in Bainbridge at about 4:00 PM Sunday afternoon. Bainbridge Fire Chief Fred Bell told WCDO
news that the fire was electrical, starting in the 1st floor kitchen, it spread
to the 2nd floor, all occupants & their pets escaped, there were no
injuries reported. Firefighters from
Afton, Sidney, Guilford, Masonville, & Coventry also responded.
The Delaware Valley Humane Society is seeking donations for
the McClancy family, who lost their belongings in Friday's Fire at 14 East Main
Street in Sidney. Humane Society
Director Erin Insinga told WCDO News that the family had adopted 2 dogs from
the shelter, that eat 4-Health Grain Free Dry Food, they will also accept
toiletries, Gift cards & any other donations on behalf of the family at the

34 Year Old Terrence Truitt of Oneonta will have his arson
case go before a Grand Jury shortly.
Truitt is accused of intentionally setting the fire at 5 Walling Avenue on
Saturday December 29th, where former Oneonta fire fighter John
Heller died in the blaze. Truitt was originally charged with 1st
degree arson, he is being held without bail in the Otsego County jail pending Grand
Jury action.
Former New York Republican State Senate leader Dean Skelos
reports to prison today to begin serving his 4+ year prison term for
corruption. Skelos reports today to a
federal prison at Otisville, New York,
His son, Adam, reports to the federal prison in Danbury, Connecticut, to
begin serving his four-year sentence. Dean Skelos and his son were both
convicted in July on charges of extortion, wire fraud and bribery, with the
elder Skelos using his political influence to get his son high paying no-show
jobs.
Governor Cuomo today announced up to $10 million in capital
funding is available to expand addiction treatment services. The funding is being administered by the New
York State Office of Alcoholism and Substance Abuse Services, and will be
distributed through a Request for Applications process. Selected applicants must develop and support
a minimum of 16 beds up to a maximum of 40 beds. Funding is only available for
new beds, not conversions of currently operating programs. The Request For
Applications can be viewed at oasas.ny.gov. Responses are due by February 19.
Chenango county residents 60 & older can get their
income taxes prepared for free again this year through the Volunteer Income Tax
Assistance program through Cormell Cooperative Extension in Norwich. Appointments are available from February
through April, & they can be made at 334-5841, extension 11.
Broome County is offering grants through the Small Community
Fund for 2019, for local municipalities, non-profits, and local economic
development entities that are working on projects to assist in carrying out the
Broome County Comprehensive Plan. A
total of $150,000 is available, last year, funds were provided for the
demolition of a smokestack in Deposit to make way for their new community park,
among several other projects around the county.
Grants ranged from $2,500 to $50,000, with the average grant being
approximately $16,000. The initial deadline for applications is March 31, 2019.

teaming up for a lawsuit against pharmaceutical companies, for misleading
health care providers about the addictive dangers of opioid medications they
manufactured. so far, the cities of
Albany, Schenectady, Troy & Plattsburgh are on the lawsuit against several
top manufacturers of prescription opioid medications, more are expected to join
the suit, as the opioid crisis has continued to grow across New York State.

Monday afternoon for a structure fire at a Barn that had been converted into
Apartments. Fire Fighters from Afton,
Coventry, Sidney & Masonville responded, no injuries were reported, but 1
dog died in the fire. The cause of the fire
was a malfunction with the propane system, according to Bainbridge Fire Chief
Fred Bell.
The American Red Cross continues to ask for eligible
residents to come forward & donate blood, as blood supplies are still quite
low. A Blood Drive is being held today
