State Troopers reported that 28 year old Mark McGraw died in a logging accident in the town of Hancock on Tuesday morning. Troopers said McGraw died of a broken neck, he had been working by himself felling trees at about 9:40 Tuesday Morning when a tree fell and he was pinned.
The North Dakota Industrial Commission voted to approve regulations to reduce the volatility of crude oil at the source before it is shipped across the nation. North Dakota will increase the safety of transporting crude oil that eventually crosses New York State. Governor Cuomo's administration has taken 66 actions to safeguard New York's residents from potentially serious incidents involving the increased shipment of Volatile crude oil by rail or Boat, the actions were taken following a well-publicized train explosion in North Dakota earlier this year.
New York Farm Bureau members along with the Feeding America Food Banks announced that New York Farm Bureau members have donated almost 9.6 million pounds of food and farm products in 2014 through the month of November. That translates to nearly eight million meals being provided to New Yorkers in need. This record number is more than a million pounds of food ahead of where donations were last year at this time.
Congressman Chris Gibson announced the passage of the Clay Hunt Suicide Prevention for American Veterans Act, which requires changes to Department of Defense and VA mental health programs. Congressman Gibson co-sponsored the bill, which increases access to mental health care by creating a peer support and community outreach pilot program to assist transitioning servicemen and women. It also requires an independent 3rd party to conduct annual evaluations of VA mental health and suicide prevention programs, authorizes the VA to collaborate with non-profit organizations to improve suicide prevention efforts, and starts a loan repayment program to help recruit new psychiatric caregivers. The bill is named for Marine Corporal Clay Hunt, who was diagnosed with Post Traumatic Stress Disorder & faced delays in treatment; he took his own life at the age of 28 in 2011.
Charity solicitations usually gear up during the holiday season, but you should check with the solicitor to make sure the money is indeed going to a worthy cause. Many charities employ telemarketers for their solicitations, and those middlemen often take a chunk of the proceeds. If you receive a call from a telemarketer, ask what programs are conducted by the charity? How much of your donation will be used for charitable programs? How much is the telemarketer being paid and how much is the charity guaranteed
Doctors statewide would have wider discretion in treating Lyme disease if Gov. Cuomo signs legislation now on his desk. The bill would allow doctors to go outside of accepted medical guidelines to treat Lyme disease without automatically triggering an investigation by the state's Office of Professional Medical Conduct. Last year, 17.9 people out of every 100,000 in New York were diagnosed with Lyme disease according to the CDC. The deadline for action by Cuomo is Dec. 17th

State Troopers arrested 39 year old Timothy Collins of Andes for felony Aggravated Driving While Intoxicated, after a traffic stop for failing to keep right on State Route 28 in Andes. Collins is accused of driving while intoxicated with 6 year old and 9 year old passengers in the vehicle. Collins was issued tickets returnable on December 11th to the Town of Andes Court.
The State Department of Taxation and Finance kicked off the holiday shopping season today by reminding New York consumers and merchants that items of clothing and footwear sold for less than $110 are exempt from New York State’s 4% sales tax. Clothing and footwear items under $110 are completely tax free, tanks to the actions taken by the governments of new York city & 8 upstate counties, with the local portion of their sales tax those items, also exempted, locally that includes Chenango & Delaware Counties.
State Senator Jim Seward announced a consumer protection measure for life insurance policyholders, which amends the Life Insurance Company Guaranty Corporation of New York Act to protect policyholders in the event of an insurance company’s bankruptcy. The law also allows for the creation of a non-profit resolution facility, which would administer and undertake the business of an insolvent insurance company. The new state law will take effect immediately.
Broome County adopted a $365 million budget for 2015 that has a slight increase in property taxes, along with declines in spending and revenue. Executive Debbie Preston proposed a plan in September that called for $10.5 million less in spending than in 2014, and $13.7 million less in revenue. It would raise the property tax levy 2.5 percent, while predicting $6 million less in sales tax revenue. Last week, her office declined to veto three changes proposed by the legislature, effectively adopting the budget
Labor advocates and religious leaders gathered yesterday at the state Capitol to deliver a message to state lawmakers: Don't raise your pay without raising the minimum wage. About a dozen representatives from labor unions, food pantries and faith organizations held a news conference to make their case. Leaders in the state Senate and Assembly support increasing lawmakers' salary. A special session of the Legislature would have to be called before year's end in order for a raise to take effect in January. In 2013, lawmakers approved an incremental increase, raising the rate to the current $8 an hour before it increases to $8.75 on Dec. 31 and $9 on Dec. 31, 2015

Democratic incumbents in state races all have leads of at least 20 points over their Republican opponents heading into the closing days of the 2014 campaign, according to a new Siena College Poll. Governor Cuomo leads Rob Astorino 54-33% with Green Party candidate Howie Hawkins up to 9%. Democratic Attorney General Eric Schneiderman increased his lead over John Cahill 55-35% & State Comptroller Tom DiNapoli has a 58-31% over Bob Antonacci.

The checks will provide rebates to homeowners on school property taxes if their local district stayed under the state tax cap, which limited the growth in taxes to less than 2% this year. In 2012, The State tax department sent about 1 million checks each worth $350 for people with a child under 17, who met the income eligibility.
The Chenango Arts Council will host the “Wee Witches and Wizards of Norwich” on Saturday from 2:00 to 5:00 pm. The Chenango County Sheriff’s Office, Village of Greene Police Department, and State Police executed a search warrant at 87 South Chenango Street in the Village of Greene Friday. Officers arrested 47-year-old Carmine Pezzino for unlawful manufacturing of Methamphetamines; he was arraigned & was remanded to the Chenango County Jail without bail. Officers charged 3 occupants with loitering, 26 year old Cody Bush, 29 year old Rebecca Fiore & 26 year old Heather Clark, they were released & given appearance tickets for Village of Greene court at a later date. Additional charges are expected as the investigation continues.

State Police responded to the report of a car & motorcycle accident in Apalachin Sunday at 1:40 PM at State Route 434 and Pennsylvania Avenue. State Police Investigators report that a Buick operated by 71 year old DONALD ULMER Sr. of Little Meadows, Pennsylvania turned left in front of an oncoming motorcycle operated by 43 year old AUBURN LYONS of South Gibson, Pennsylvania. Lyons was pronounced dead at the scene, an autopsy is scheduled to be performed at Lourdes Hospital in Binghamton today, the Investigation is continuing.
Delaware County Deputies arrested 20-year-old Casey McKlveen of Latrobe Pennsylvania Saturday for 2nd degree Rape & Endangering the Welfare of a Child. McKlveen is accused of engaging in sexual contact with a female less than 15 years of age. He was arraigned in the Town of Delhi court, and was remanded to the Delaware County Correctional Facility on $25,000 cash bail.

Otsego County will be holding its annual Household Hazardous Waste Event for Small Businesses on Friday September 12th, from 2:00 pm to 4:00 pm at the Meadows Office Complex County Highway 33W in Cooperstown. Small businesses that qualify will receive a subsidy of $50 for cost associated with collection from the County. Registration is mandatory at 547-4225 during normal business hours through Labor Day, and then and Monday to Friday from 8:00 AM to 5:00 pm beginning September 2nd.
Delaware County Deputies conducted a traffic stop on Main Street in the Village of Franklin. 22-year-old Brooke Ketchum of Bainbridge was arrested for Driving while Intoxicated, unsafe start and aggravated unlicensed operation of a motor vehicle. Ketchum is scheduled to reappear in the Town of Franklin Court at a later date.
The Bainbridge Village Board will hold a work session this afternoon at 5:00 PM, to discuss the comprehensive plan. The board will hold their regular meeting on Tuesday, both meetings will be held at the village offices at 33 West Main Street, and both will be open to the public.

Fruits, veggies and whole grains will fill the plates of all the students who choose to buy their lunch in the cafeteria this school year. The changes are being made to comply with the Healthy, Hunger-Free Kids Act of 2010. They include whole grains as the primary ingredient in all grain products, one cup of fruit at breakfast, more fruits, vegetables, low-fat dairy and protein foods. 25-year-old Brandy Bousson of Norwich pleaded guilty in Chenango County Court on Monday to 3rd degree burglary, a class D felony. Bousson was sentenced to 6 months in the Chenango County Jail plus 5 years probation, she was credited with time served and was released. Bousson was accused of breaking into Mayhood's sporting goods January 6th & stealing over 30 guns & ammunition along with Christopher Gonzalez, who was found dead of hypothermia several days later after the burglary.
A state panel implementing the Start-Up New York program voted Tuesday to include Hartwick College in Oneonta as potential Tax free business sites. The Oneonta zone would be 1.15 acres of vacant land at Hartwick College, any business that would move into that site would have all taxes waived, including sales and use taxes, real estate and property transfer taxes and local personal income taxes, Eligible businesses must be a new company in New York state, an out of state business locating here, or an expanding business. They must also create jobs in the first year and their business activities should align with the mission of the college or university.
New York will consider whether to bid on the 2024 Olympics. Talks between Governor Cuomo and New York City Mayor Bill de Blasio will continue about whether to bid for the summer games and create an advisory committee. The U.S. Olympic Committee is expected to narrow cities for a 2024 bid in the coming months and make a decision by year’s end. New York bid but lost the 2012 Olympics to London.

Nearly 100 New York lakes have issues with occasional algae blooms, according to U.S, Senator Chuck Schumer, who is calling on the EPA to set standards for toxins in lakes so the state can become eligible for federal help in combating blue green algae. Lakes in the Tri County region with blue green algae were Chenango & Echo Lake in Chenango County, plus Somerset & Titus Lakes in Delaware County. Schumer said more than a dozen countries test drinking water for toxins, but the EPA does not.
Federal regulators are pressing officials of the Constitution Pipeline for new information about environmental impacts as part of a move that will delay the determination on whether the project can be licensed. The authorization decision deadline had been scheduled by FERC for September 11th , but now the commission advised the pipeline company that they are required to submit new information, following new comments from the earlier impact report. FERC did not indicate how much additional time would be required.
The Chenango County Sheriff’s Office will be hosting a Boater Safety Course on May 31st from 8:00 am to 4:00 pm. The class is free to all participants, who were born on or after May 1st 1996 who are now required to complete an approved course in boater education to operate any boat or watercraft. 25-year-old Brandy Bousson of Norwich pleaded guilty in Chenango County Court on Monday to 3rd degree burglary, a class D felony. Bousson was sentenced to 6 months in the Chenango County Jail plus 5 years probation, she was credited with time served and was released. Bousson was accused of breaking into Mayhood's sporting goods January 6th & stealing over 30 guns & ammunition along with Christopher Gonzalez, who was found dead of hypothermia several days later after the burglary.
A state panel implementing the Start-Up New York program voted Tuesday to include Hartwick College in Oneonta as potential Tax free business sites. The Oneonta zone would be 1.15 acres of vacant land at Hartwick College, any business that would move into that site would have all taxes waived, including sales and use taxes, real estate and property transfer taxes and local personal income taxes, Eligible businesses must be a new company in New York state, an out of state business locating here, or an expanding business. They must also create jobs in the first year and their business activities should align with the mission of the college or university.
New York will consider whether to bid on the 2024 Olympics. Talks between Governor Cuomo and New York City Mayor Bill de Blasio will continue about whether to bid for the summer games and create an advisory committee. The U.S. Olympic Committee is expected to narrow cities for a 2024 bid in the coming months and make a decision by year’s end. New York bid but lost the 2012 Olympics to London.

Nearly 100 New York lakes have issues with occasional algae blooms, according to U.S, Senator Chuck Schumer, who is calling on the EPA to set standards for toxins in lakes so the state can become eligible for federal help in combating blue green algae. Lakes in the Tri County region with blue green algae were Chenango & Echo Lake in Chenango County, plus Somerset & Titus Lakes in Delaware County. Schumer said more than a dozen countries test drinking water for toxins, but the EPA does not.

State Police arrested 43-year-old HARRY CLAUSON of Whitney Point for Endangering the Welfare of Child & 48 counts of making false child abuse reports to the State Child Abuse Hot line. The false reports occurred from September 2013 to February of this year, the false reports alleged violent acts against or in the presence of minor children, each report required immediate Police response and investigations. CLAUSON was arraigned in the Town of Chenango Town Court and remanded to the Broome County Jail on $1000 cash bail and/or $2000 property bond.
Governor Cuomo today signed legislation that adds New York to the list of states that have joined National Popular Vote compact. Member states will award their electoral votes for president to the candidate that receives a majority of the national popular vote. The governor’s signature mean that New York pledges to award its 29 electoral votes to the winner of the national popular vote in ALL 50 States plus the District of Columbia, but only to take effect once enough other states have passed identical legislation so that the compact possesses a majority of the Electoral College’s 538 votes. The bill has now been enacted by 11 jurisdictions possessing 165 electoral votes.

The Tax Foundation has raised its ranking of New York after the state adopted major reforms to its corporate income tax system and estate tax. New York's overall business tax climate ranking improved two spots to 48th, beating out New Jersey and California. The Tax Foundation has raised its ranking of New York's business tax climate because of tax reforms included in the newly adopted budget. The foundation said New York is still not a low-tax state. But it said the recent changes are a first step toward tackling the problem by broadening bases, lowering rates, reducing burdens and eliminating complexity.
A drastic decline in the number of volunteer firefighters, and EMT workers, has state lawmakers pushing for legislation to entice people to volunteer. The number of volunteer firefighters statewide has declined from 140,000 in the early 1990s to fewer than 90,000 now. The proposed volunteer incentive act would exempt motor vehicles, owned and used in the performance of duty by a volunteer, from registration fees and use taxes, among other perks. Westchester County Executive Rob Astorino announced he would run for the Republican nomination to challenge Governor Andrew Cuomo. Astorino released a video message informing the public of his decision. Astorino was elected to his second term in November in Westchester County; he has been traveling the state courting support from GOP chairmen and potential donors. Last month, Astorino opened an “Astorino for Governor” campaign account, which allowed him to raise campaign funds at the higher limits set for statewide candidates. The state Republican Party convention is scheduled for May in Rye Brook.

The Oneidas will pay $50 million a year to the state, from gambling revenues at Turning Stone casino, in return for a casino monopoly in a 10-county area. Both sides say the settlement ends decades of legal battles between the Oneidas and the state and Madison and Oneida counties.

Governor Cuomo's staff will announce the boundaries of the tax-free zones for the program StartUp NY shortly. The program erases all taxes for businesses willing to start up on SUNY campuses, some private campuses and some land near colleges. More information is available at startup-ny.com.
