Governor Cuomo today signed an executive order banning all non-essential state travel to Mississippi. The order requires all New York State agencies, departments, boards and commissions to immediately review all requests for state funded or state sponsored travel to the state of Mississippi, and bar any such publicly funded travel that is not essential to the enforcement of state law or public health and safety. The ban follows Mississippi’s enactment of a discriminatory law that allows business and non-profit groups to refuse service to people on the basis of their sexual orientation or gender identity.

The program is available for use on any home computer or public computers at CDO Workforce Offices, in Oneonta, Sidney or Delhi, at the SFCU branch in Delhi. Also, Volunteer Income Tax Assistance is available for individuals and families who made under $54,000 in the 2015 tax year, They offer free tax preparation and filing by trained individuals under the supervision of volunteer site coordinators, apointments are required by calling Catholic Charities at 432-0061. Franklin Central School District officials saved more than $800,000 in health insurance costs by switching carriers and offering employees a buyout incentive, according to an audit released today by State Comptroller Tom DiNapoli. In January 2013, Franklin school officials assessed the benefits and costs associated with the district’s health insurance coverage and pursued a lower cost alternative, they found a new insurance carrier that was less expensive and which offered employees 2 additional health plans that provided equivalent or better coverage than the previous plan. the district saved an additional $283,000 by offering 25 employees an annual health insurance buyout incentive.
On Friday, April 1st, Delaware County Sheriff’s Deputies arrested several people following an investigation into an under aged drinking party. Arrested were 19-year-old Kyle Conklin of Delhi, 19 year old John Gisonna, of Delhi, 24-year-old Stephen Jastrow of Delhi, 20-year-old Christopher O’Connor of Bayville, 24-year-old Anthony Rodriguez of Delhi, 23-year-old Alexander Bracco of Delhi All face court action in Town of Delhi court at a later date.
On Sunday, Delaware County Deputies stopped a vehicle in the Town of Hamden for not having an inspection displayed in the front window. As a result of this traffic stop, Deputies arrested 20 year old Anthony Mastrorocco of Walton for driving while ability impaired by drugs, Unlawful possession of Marijuana and uninspected motor vehicle. He was issued appearance tickets for each charge returnable to the Town of Hamden Court on May 2nd.
State Senator Jim Seward announced that the recently adopted State budget includes $200,000 for the City of Oneonta to help offset public safety costs generated due to being a SUNY host community.

State Police arrested 36-year-old Cristal Cartelli & 38 year old Curtis Webb of Sidney on a variety of charges including drug possession. The arrests occurred after Cartelli failed to stop at a stop sign on State Route 206 in Bainbridge, Troopers recovered heroin & marijuana during a search & they found that Cartelli was wanted on a warrant in Vestal & Webb was wanted on a warrant in Sidney. Cartelli & Webb were arraigned & were both remanded to the Chenango County jail on bail, pending court action on April 26th.
State Police at Sidney arrested 35 year old Melissa Bateman of Unadilla for the felony aggravated DWI with a child less than 16 years old, plus criminal possession of a controlled substance and other traffic violations. The arrest occurred after troopers responded to a 1-car accident on State Route 7 in the Town of Unadilla, Bateman is accused of driving while impaired by drugs when she drove off the roadway and struck a guide rail, one of her passengers was a 14-year-old girl. Bateman was found to unlawfully possess 7 prescription pills. Bateman was issued tickets returnable to the Town of Unadilla court on April 11th.
State lawmakers are wrapping up negotiations on the state budget plan, which is due on Friday. Assemblyman Bill Magee thinks that a good amount of the agricultural budget cuts will be restored:

Magee chairs the Assembly Agriculture Committee, he said that the Governor usually makes cuts in his original executive budget in January & most if not all of the cuts are restored each year.
Governor Cuomo announced New York State is providing 235 police departments and sheriffs’ offices with state-of-the-art radar units, investing more than $343,000 to replace old or obsolete devices. This is the first time in nearly 2 decades that the state has provided this funding, which will allow agencies to more effectively target reckless drivers. The need for new technology was identified by the state Division of Criminal Justice Services Highway Safety Technology Unit, which annually performs preventative maintenance and repairs on about 5,500 radar devices, many were too costly to repair, others lacked an ‘instant on’ feature and some were too large for newer-model police cruisers.

State Police observed Purdy speeding at 80 miles per hour on I-88, Purdy refused to submit to a breath test to determine his blood alcohol content. He was arraigned in the Town of Oneonta court and was released after posting $400 bail. Purdy’s next court date in the Town of Milford is on April 5th.

The Chenango County Sheriff’s Office arrested 34-year-old Jodi Babcock of Bainbridge, who was stopped for operating a suspended vehicle, aggravated unlicensed operation of a vehicle, and loud exhaust. During the course of the traffic stop hypodermic needles & heroin were found. Babcock is accused of possessing the heroin with intent to sell, she was also wanted on a bench warrant by the City of Norwich Court. Babcock was charged with Criminal Possession of a Controlled Substance, along with vehicle and traffic violations. She was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. The Sheriff’s Narcotics Division and Village of Sidney Police Department assisted with the Investigation.

All of the infected patients are travelers returning to New York from countries where Zika virus is ongoing. Zika virus cannot be transmitted by casual person-to-person contact. Infected mosquitoes primarily transmit Zika virus, there is very limited chance of local transmission in New York during the winter. pregnant woman who have traveled to a country where Zika is ongoing, & are experiencing fever, rash, joint pain, or conjunctivitis, should contact their health care provider. State Attorney General Eric Schneiderman today issued a consumer alert following a recent uptick in local reports of telephone scammers posing as officials from the Internal Revenue Service. The scams target seniors, students, and first-generation Americans, the caller claims to be an IRS agent, police officer, or even a member of the Attorney General’s Office, they tell the victim that unless the debt is paid immediately, they will be arrested & they will insist on payment through a Green Dot Card Money Card or Western Union Money-Gram. The Department of Corrections and Community Supervision & the State Department of Civil Service will be holding an exam for its latest correction officer recruitment effort. While the exam will be held on April 9th, the application deadline for this examination is February 24th. Delaware County Sheriff’s Deputies arrested a Davenport man following their investigation of domestic incidents that occurred on the evening of January 19th and the morning of January 20th, but were not reported until later on January 20th. Deputies arrested and charged 39 year old Lewis Bassett of Davenport, with two counts of criminal obstruction of breathing or blood circulation and two counts of endangering the welfare of a child, Bassett was arraigned in the Stamford Town Court he was released on his own recognizance pending future court proceedings.

These new locations will add to the expanding network of sites that help eligible New Yorkers file timely and accurate returns at no charge. The State is offering 1,200 sessions at 85 locations, each staffed by State Department of Taxation and Finance tax experts who are available to assist eligible New Yorkers with electronically filing their 2015 taxes. State Police arrested 32 year old Darilyn Cabrera of Rochester for aggravated unlicensed operation of a motor vehicle. Troopers reported that Cabrera failed to move over as she drove past a trooper responding to a roadside issue on State Route 17 in the Town of Hancock. Cabrera was found to have 25 suspensions on 15 different days& she was wanted on an active bench warrant for assault in Newburgh. Cabrera was arraigned & was remanded to the Delaware County jail on $1,000 cash bail or $2,000 property bond pending future court action.

This collaboration is the latest in a long line of efforts by Governor Cuomo's "Enough is Enough" campaign to end sexual violence on college campuses. Delaware County Deputies arrested and charged 37 year old Julia Coan of Oneonta Sunday, for Driving While Ability Impaired by Drugs and felony Aggravated DWI with a Child. Coan was arrested following a one-car personal injury motor vehicle accident on State Highway 28 in the Town of Meredith involving Coan who is accused of driving in an impaired condition with a child less than seventeen years old within her vehicle. Deputies were assisted in their investigation by a Sidney Village Police Department. Coan was issued tickets and released on her own recognizance to return to the Town of Meredith Court on February 3rd.
The State Department of Labor today released preliminary local area unemployment rates for December 2015. The State’s unemployment rate stayed at 4.8% in December, Locally, Chenango County had 5.1% unemployment, Delaware County had 5.5% and Otsego County 4.9% in December.

New York State of Health is encouraging uninsured New Yorkers to enroll in a plan by January 31st. More than 2.7 million people are enrolled in health insurance through NY State of Health, including 1.9 million enrolled in Medicaid, and 827,000 enrolled in non-Medicaid coverage. Consumers who do not enroll in a QHP by January 31 will be unable to enroll in a QHP for the remainder of 2016 unless they have a qualifying “life event” such as marriage, losing employer coverage or, under a new law that takes effect this year, they become pregnant. Enrollment in Medicaid, Child Health Plus and the Essential Plan, which is new in 2016 for lower income New Yorkers, is open all year.

Teachout recently moved to Duchess County & is seeking to replace Republican Chris Gibson, who announced he would not seek another term in Congress. State Police arrested 30-year-old Anthony Torres of Oneonta for 3rd degree assault and criminal obstruction of breathing or blood circulation. Troopers responded to a 911 report of a dispute at a home on County Highway 11 in the Town of Laurens. An investigation determined that during a physical argument with his girlfriend Torres pushed her down and choked her. Torres was arraigned at the Town of Laurens court and was released without bail required. His next court date is pending.

Lawyers for former State Senate Majority Leader Dean Skelos and his son Adam filed a motion in federal court requesting to have their convictions tossed out and a new trial granted. Both were convicted of bribery, extortion and conspiracy charges back on December 11th, Dean Skelos was found to have used his political influence to arrange payments and jobs for his son. They are scheduled to be sentenced on March 3rd.
