State Police released the names of the people involved in a 2-car Head-On crash in the Town of Columbus Saturday. 27 year old Bradley Prosser of Sherburne was the driver of the first vehicle that crossed into the opposing lane and crashed head on into a 2nd vehicle. Prosser was pronounced dead at the scene, he had a .23 BAC according to the autopsy report. Prosser’s passenger, 26 year old Tasha Carney of Edmeston suffered minor injuries from the crash. The driver of the 2nd vehicle was 46 year old Shannon Donnelly-Travis of Schuyler Lake; she was airlifted to Upstate Medical Center in Syracuse, for a fractured arm and leg.
State Senator Fred Akshar continued the 2nd year of his "Akshar's All-Stars" student recognition program on Tuesday by recognizing students at 4 school districts. At the Harpursville High School, Akshar recognized senior Colin LaDue for his leadership, dedication and many contributions to his school and community. At the Afton High School, Akshar recognized sophomore Logan Ives for her selfless devotion to charity and giving back to others in need. Firefighters from Sherburne & 2 other local departments responded to a fire at Crandall's Auto on Blanding Road in Sherburne last night at about 8:30 PM. No injuries were reported, the building was completely destroyed; investigators are trying to determine how that fire started.
The Chenango Arts Council's 2019 Grants for Teachers application deadline has been extended until this Friday, December 21st. The Program provides up to $500 to K-12 teachers in Chenango County who find innovative ways to integrate the arts into the regular school curriculum through projects that are not covered by the school budget. Teachers currently employed by a public or private school in Chenango County are eligible to apply; more information is available at chenangoarts.org/grants/grants-for-teachers. Awards will be made in February 2019.

Talbot was additionally charged with unlicensed operator, operating without a headlight. She was released on tickets returnable to Franklin Town Court at a later date.

Delaware County Sheriff's Department investigators have filed more charges against 29 year old Lacey Benson of Fish's Eddy, for 2 counts of Promoting Prison Contraband. Benson was being booked into the Delaware County Jail on Separate Charges, when she was found to possess a hypodermic syringe with the needle attached, hidden inside her body, later that same day she was found to be in possession of 2 more hypodermic syringes with needles attached, inside the Delaware County Jail. Benson was arraigned & was sent back to the Delaware County jail without bail.
State Police arrested 26 year old Thomas Harris of Unadilla for DWI, Reckless Driving and Harassment Sunday, after a trooper monitoring State Highway 357 observed
Harris driving at about 100 miles an hour. Harris was stopped; his B.A.C was measured at .20%. Harris is also accused of making numerous threats of physical violence
toward troopers and their family members. He was arraigned in the town of Sidney Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000
property bond.
Norwich Fire Department responded Monday night at about 10:30 PM, to a Trailer Fire on River Street. Investigators believe that the cause of the fire was from a tree that
took down a power line, the trailer was a complete loss. No injuries have been reported.
New York sent an estimated $24.1 billion more in tax payments to Washington than it got back in federal spending in federal fiscal year 2017, getting back 90 cents for every dollar, according to a report released today by State Comptroller Tom DiNapoli. In 2017, New York was one of just 11 states that sent more to Washington than it received. Only New Jersey, Massachusetts and Connecticut fared worse while New Mexico fared the best. While New York received 10 cents less per dollar of taxes, most states received more than they paid.
Assemblyman Cliff Crouch encourages new farmers to apply for the state’s New Farmers Grant Program. Empire State Development and the state Department of
Agriculture recently announced $1 million in new funding is now available to promote agricultural growth and support people who are entering or newly entered farming
with individual grants worth up to $50,000. For the past 5 years, the program has awarded nearly 90 farms with grants totaling $3.27 million.
Governor Cuomo today announced $5 million in state funding is available to support the recruitment and retention of Certified Recovery Peer Advocates and nurse
practitioners to assist New Yorkers suffering from addiction. The New York State Office of Alcoholism and Substance Abuse Services will award up to 170 grants to
certified outpatient and opioid treatment providers to help secure approximately 120 nurse practitioner and 50 Certified Peer Recovery Advocate positions across the
state. Applications will be accepted through November 7th. Interested parties can review the Request for Applications at oasas.ny.gov.
SUNY Broome celebrated the grand opening of a $12.7 million advanced manufacturing building yesterday. The Advanced Manufacturing Center was built on the site of
the old mechanical building, the new facility houses classrooms and high-tech labs for welding, soldering, fermentation and food processing; the building is already in
use this fall semester.
Otsego County Conservation Association is formally launching the first annual Heat Smart Otsego Campaign Tonight at 6:30 pm, at Foothills Performing Arts Center. The event will feature guest speaker, Jay Egg. The founder of EggGeothermal, Egg will discuss the basics of geothermal, and examine how far geothermal can go towards a renewable energy future. New York State is committing $12.5 million to Onondaga County's major renovation project at NBT Bank Stadium in Syracuse, in preparation for the arrival of the Mets' minor league franchise in 2019. The Governor also announced the team has been renamed and will now be known as the "Syracuse Mets."

Oneonta Police are reminding City residents to lock up their vehicles, after reports of items removed from them and a number of locked vehicles have had attempted entries made. Oneonta Police suggest locking all windows & doors, keep valuables hidden from sight and be sure to secure any easily moved home and lawn decorative items when you are not home. Officers from the Oneonta Police Department will conduct patrols of all residential neighborhoods to detect and deter criminal activity, residents who see something suspicious, should contact the police department at 432-1111.

Patch said in a letter released today that he appreciated the efforts of Broome County Executive Jason Garner with the funding program, but said that an email from an un-named Broome County Legislator accusing Patch & Animal Adventure of criminal activity was inappropriate, and that his business was being used as a chip in a political game. Patch said that he will address his concerns with the lawmaker in question, the entire Broome County Legislature & the public at a later date.
Delaware County Sheriff’s Deputies arrested 32 year old Bradley Wallace of Delhi for 3rd degree assault, Criminal Obstruction of Breathing or Blood Circulation, and unlawful imprisonment, following an investigation of a domestic dispute in the Town of Delhi. Wallace was arraigned in Town of Delhi Court and remanded to the Delaware County Jail in lieu of $500 cash bail or $1000 secured bond.

The Audit found that the Board did not ensure all disbursements were approved before payment and listed on an approved abstract & did not ensure all disbursements were supported and for proper purposes. The audit found that the board began to enforce the collection of delinquent real property taxes in March 2016, but $172,900 remains outstanding. DiNapoli's report recommended that the board Review, audit and approve all disbursements before payment, unless otherwise allowed by law, Ensure disbursements are adequately supported and for proper purposes & that they should audit the Clerk-Treasurer’s records and report at least once a year.

Delaware County Sheriff Deputies arrested 34 year old Otto Mullen of Cobleskill for Unlawful Possession of Marihuana, Aggravated Unlicensed Operation and other traffic infractions, after a traffic stop where Mullen was observed traveling at a high rate of speed on State Highway 10 in the Town of Hamden. Mullen is accused of operating a motor vehicle while his driving privileges were suspended & possessing marihuana. Mullen was processed and released with appearance tickets to appear in the Town of Hamden Court at a later date.

Police in Nicaragua were turning over Orlando Tercero to Judicial Authorities in Nicaragua, they may decide to send Tercero back to Broome County to face charges, in connection with the death of Haley Anderson at Tercero's Binghamton apartment last week. Both Tercero & Anderson were nursing students at Binghamton University & had dated for a short period of time last year. The Broome County District Attorney's Office is working with Binghamton Police in presenting charges against Tercero to a grand jury, if he is indicted, he could be brought back to Binghamton to face charges.
Governor Cuomo announced that for the 3rd consecutive week, the number of laboratory confirmed influenza cases has decreased. Last week, 3,692 laboratory confirmed influenza cases were reported to the State Department of Health, The number of weekly hospitalizations decreased for the 5th consecutive week, with 694 New Yorkers hospitalized for influenza. There have been 5 pediatric influenza-associated deaths this flu season.
Lawmakers in each house of the Legislature have finished their budget proposals, State Senator Jim Seward said that the Senate budget cuts $1 Billion dollars in taxes but adds spending for Agriculture, the Opioid Crisis & veterans issues:

Sheriffs from all over the state are pushing for lawmakers to include money for enough resource officers to be stationed at every school district in the state, Delaware County Sheriff Craig Dumond comments:

The Sheriff's Association lobbied lawmakers to include the money in the state budget, following an increase in mass shootings at schools since January nationwide.
State Police arrested 38 year old Randy Grabo of Otego for DWI and several traffic infractions, following a 1-car vehicle accident in the town of Morris. Both Grabo and the occupant of the vehicle were taken to Bassett Hospital for further evaluation. Grabo was later released and issued tickets to return to the town of Morris Court on March 26, 2018.
State Police arrested 20 year old Collin Vonlangen of Fenton for Menacing, Aggravated Unlicensed Operation and traffic infractions, after a 2 vehicle crash on State Route 7 in the town of Colesville. During their investigation, troopers learned that Vonlangen was the operator of a vehicle that collided with a second vehicle, he displayed a metal pipe in a threatening manner toward the driver of the 2nd vehicle. Vonlangen was released on an appearance ticket and is scheduled to appear in the town of Colesville Court on March 21, 2018.
A Nineveh woman has been arrested for allegedly stealing checks from a family member and making purchases. 35-year old Jessica Schultz was arrested on Monday and charged with grand larceny, criminal possession of a forged instrument, and identity theft. The Broome County Sheriff's Office says Schultz allegedly stole personal checks from a family member taking 63-hundred dollars from their account. Schultz was already incarcerated at the Broome County Jail on other charges. She will be arraigned in the near future.
47 year old Kenneth Upton of Mount Vision was indicted on a varoety of drug counts, following an arrest by Oneonta Police for allegedly selling heroin in 2016. Upton was being held in the Otsego County Jail on $10,000 cash bail or $20,000 bond pending future court action.

Police in Nicaragua were turning over Orlando Tercero to Judicial Authorities in Nicaragua, they may decide to send Tercero back to Broome County to face charges, in connection with the death of Haley Anderson at Tercero's Binghamton apartment last week. Both Tercero & Anderson were nursing students at Binghamton University & had dated for a short period of time last year. The Broome County District Attorney's Office is working with Binghamton Police in presenting charges against Tercero to a grand jury, if he is indicted, he could be brought back to Binghamton to face charges.
Governor Cuomo announced that for the 3rd consecutive week, the number of laboratory confirmed influenza cases has decreased. Last week, 3,692 laboratory confirmed influenza cases were reported to the State Department of Health, The number of weekly hospitalizations decreased for the 5th consecutive week, with 694 New Yorkers hospitalized for influenza. There have been 5 pediatric influenza-associated deaths this flu season.

State Police arrested 38 year old Randy Grabo of Otego for DWI and several traffic infractions, following a 1-car vehicle accident in the town of Morris. Both Grabo and the occupant of the vehicle were taken to Bassett Hospital for further evaluation. Grabo was later released and issued tickets to return to the town of Morris Court on March 26, 2018.
State Police arrested 20 year old Collin Vonlangen of Fenton for Menacing, Aggravated Unlicensed Operation and traffic infractions, after a 2 vehicle crash on State Route 7 in the town of Colesville. During their investigation, troopers learned that Vonlangen was the operator of a vehicle that collided with a second vehicle, he displayed a metal pipe in a threatening manner toward the driver of the 2nd vehicle. Vonlangen was released on an appearance ticket and is scheduled to appear in the town of Colesville Court on March 21, 2018.

Governor Cuomo announced that 2 schools had "copycat" threats made by students threatening violence and saying they would bring guns to schools earlier today. The 2 matters are under control according to State Police, the schools involved were the Chautauqua Lake School District and the Randolph Academy in Cattaraugus County. Both students are in police custody.
The Northeast Classic Car Museum was recognized with the Antique Automobile Club of America Plaque award for outstanding achievement in preserving the history of the automobile. Governor Cuomo today announced 30-day amendments to the Executive Budget, including legislation to protect New York taxpayers from federal tax increases. Amendments include legislation to create a new optional Employer Compensation Expense Tax system, allowing participating employers to shield their employees from federal tax hikes. Budget amendments include provisions to decouple the state tax code from the federal tax code so that State taxpayers do not see more than $1.5 billion in state taxes because of federal tax increases.
Delaware County Sheriff’s Deputies arrested 40-year-old Eric Bowen of Endicott on charges of speeding, operating with a loud exhaust, unlawful possession of marijuana, and criminal possession of a controlled substance, following a traffic stop in the Town of Hancock. Bowen is accused of possessing a quantity of Methamphetamine in the vehicle. Bowen was later released on an appearance ticket returnable to Hancock Town Court at a later date.
State Police arrested 33-year-old Quintin Kemp of West Winfield for 2nd degree Assault & Criminal Mischief, after troopers responded to a dispute in which Kemp allegedly threw a cell phone at a woman, which struck her in the face, and caused a laceration & damaging to a television worth more than $250. The victim was treated for her injuries at a local hospital and released. Kemp was arraigned and was remanded to the Otsego County Jail on $2500 cash bail or $5000 property bond, pending court action in February 21st.

Delaware County Sheriff's Deputies arrested a Davenport man Tuesday as a fugitive from justice from Missouri. Deputies arrested 25 year old Jerry Parkes of Davenport on the Warrant issued by Governor Cuomo, Parkes is charged with violating the terms of his probation and fleeing from Missouri to avoid prosecution. Parkes was arrested at the Delaware County Correctional Facility where he has been held without bail, since December, he was wanted in Missouri for violating the terms of his probation imposed upon a conviction for domestic assault. Parkes was arraigned; he will be turned over to Missouri law enforcement officers shortly.
The Village of Afton announced that they would be holding a public meeting on Sunday from 2:00 to 4:00 PM, to show residents the draft of the Economic Revitalization Strategic Plan. The public is invited to attend, the meeting will be held in the Susquehanna Room at 105 Main Street in Afton.

The State Department of Criminal Justice Services announced a Missing Child Alert, for a 1-year-old white/male from Ontario Countyhas been cancelled. Police said that 1-year-old GLENN NEWSWANGER; from Stanley NY, was found in Virginia with his father, 36 year old Leroy Newswanger. The investigation is continuing.
State Police and local law enforcement agencies statewide will crack down on impaired and reckless driving during Super Bowl weekend. The STOP-DWI campaign will include underage drinking enforcement, along with increased patrols and sobriety checkpoints to deter, identify, and arrest impaired drivers. During the 2017 Super Bowl campaign, State Police arrested 110 people for impaired driving and issued more than 4,098 total tickets. The campaign will be running from Saturday until 4 AM on Monday.

The budget includes a $225 million investment to help localities consolidate efforts, and further empowers towns to share justices. The Initiative is designed to lower property taxes by sharing services, facilities & equipment wherever it is feasible.
Chenango County Residents over the age of 60 can get their taxes prepared for free, through Cornell Cooperative Extension. The service is available by appointment starting this month. The federal government docked New York $14 million on Thursday for installing more than 500 I Love New York signs. The penalty imposed by the Federal Highway Administration is designed to try to force the removal of the blue-and-white highway signs that the Cuomo administration installed in recent years to promote tourist attractions. The Federal Highway Administration officials said that they are giving New York until September 30th to remove the signs or reach a compromise, if the State reaches an agreement, the $14 million will be restored to the state.

Rozelle and Reed were charged with 4 counts each of criminal possession of a controlled substance among other charges, they were arraigned & sent to the Broome County Jail without bail.
