38 year old Mark Archer of Oneonta was indicted for 12 felonies and arraigned in Delaware County Court Wednesday for alleged sexual crimes against children. The Indictment accuses Archer of 3 counts of Sexual Abuse, 2 counts of 1st degree Rape, as well as Criminal Sexual Act & 4 counts of Predatory Sexual Assault Against a Child. Archer was remanded to the Delaware County Correctional Facility on $75,000 cash bail, or $750,000 bond. The case is scheduled for a conference on October 30th.
Otsego County Sheriff's Office arrested 21 year old Bryce Barnhart of Cortland following a motor vehicle pursuit which began in the Town of Springfield and continued into Schoharie County on Tuesday. Barnhart was charged with Unlawfully Fleeing a Police Officer, Failure To Comply, Reckless Driving & Speeding & Speeding in a Construction Zone, he is accused of traveling up to 118 miles on U.S. Highway 20 in the Town of Springfield, & for hitting another vehicle while exiting a parking lot. Barhart was processed and released on an Appearance Tickets in both Counties at later dates.

Attorney General Letitia James today secured an agreement with one of the nation's largest insulin manufacturers, Novo Nordisk, to cap the price of insulin at $35 per monthly prescription for uninsured New Yorkers for five years. The agreement also requires Novo Nordisk to implement a program with pharmacies to let uninsured patients know before they pay that they are eligible for the insulin cap. Today's agreement follows earlier agreements with two other large insulin makers, Eli Lilly and Sanofi, to cap insulin prices at $35 a month for uninsured New Yorkers.
NYSEG officials reported that many customers were still without power this afternoon around the tri-county region, following last night's powerful thunderstorms. NYSEG Reported about 1200 without power in Broome county, about 600 in Otsego County, 120 in Chenango County & about 25 in Delaware County, as crews continue to restore power in areas that had downed trees & power lines.
After hundreds of calls to the Oneonta Police Department to respond to various Issues at the Town House Inn on Main Street in Oneonta, City officials have decided to try to shut the motel down, Oneonta Mayor Mark Drnek told WCDO news what they are doing:

In recent weeks, Oneonta Police have responded to a shots fired complaint, there was also a fatal overdose there recently, among the 400 incidents reported at the Town House Inn. Mayor Drnek said that the Oneonta Police Department, like many others, is short staffed and can't spend many hours a week responding to the same location repeatedly.
Delaware County Sheriff's Deputies responded on August 13th, to a report of vandalism in the Town of Kortright. It was reported that someone had driven a bulldozer on West Kortright Church Road causing extensive damage to the roadway, on September 4th, Deputies arrested Robert Sargent for Criminal Mischief, he was released on an appearance ticket, for the Town of Kortright Court at a later date.
The Community Foundation for South Central New York announced that the Chobani Community Impact Fund Grant Proposal Guidelines are available online. Foundation Executive Director Tina Barber explains:

Delaware County District Attorney's office announced that 32 year old Nicholas Durbin formerly of Deposit, appeared for arraignment on a 4-count indictment in Delaware County Court. Durbin is charged with Sexual Abuse & Course of Sexual Conduct Against a Child, for allegedly sexually abusing a 4-year-old child on 4 separate occasions, he pleaded not guilty to the charges, and he was remanded to the Delaware County Correctional Facility on $50,000.00 cash bail.

The New York Hot Farm Pulling Series tractor and truck pull has been rescheduled for Saturday at the Chenango County Fairgrounds in Norwich. The initial pull date was scheduled for July 4 but was canceled due to weather. Gates open at 4 pm. with tractor pulls starting at 6:30 pm. Admission is $10 and previously purchased tickets will be honored. In memory of 911, all first responders will be granted free admission with valid identification.
Hospice of Chenango County will hold a fundraising Chicken Barbecue Sunday in Norwich, to raise money for their programs. Hospice Spokesperson Sarah Greene told WCDO News about some of the programs that the money from such fundraisers helps:

Delaware County Sheriff’s Deputies observed a vehicle traveling at 80 mph in a posted 55 mph zone in the town of Colchester. A traffic stop was conducted, 61-year-old Mark Mclaren of Hortonville was driving in unregistered vehicle without insurance, he was issued tickets for Speeding & Operating a Motor Vehicle with a Suspended/Revoked Registration, Mclaren was released & is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.
The Otsego County Health Department reported that a raccoon located in Unadilla has tested positive for rabies. Anyone seeking information on rabies can call the Health Department tat 547-4230, or go to otsegocounty.com for more information. All county residents are encouraged to get their pets vaccinated as soon as possible & to keep their pets updated against rabies.
The Broome County Special Investigations Task Force executed a narcotics search warrant in the Town of Chenango, at the Comfort Inn on Upper Front Street. 42 year old James Konidis of Binghamton is accused of throwing a package of narcotics out of his 4th floor window in an attempt to hide or dispose of the drugs, investigators located 6.1 grams of Fentanyl thrown from the window, plus they seized methamphetamine as well as a scale for weighing narcotics from the room. Konidis was charged with Criminal Possession of a Controlled Substance, Tampering with /Attempting to Conceal or Destroy with Physical Evidence, Criminally Using Drug Paraphernalia, Konidis was taken to Central Arraignment at the Broome County Sheriff’s Correctional Facility for processing and arraignment.
Today, U.S. Senator Kirsten Gillibrand visited the Southern Tier Crime Analysis Center to announce Senate passage of her FEND Off Fentanyl Act. Fentanyl is 50 times stronger than heroin, the majority of illegal fentanyl entering the United States is made with Chinese precursor chemicals and manufactured in Mexico. This bill will empower the U.S. government to go after the cartels bringing Fentanyl into the US and those producing and shipping the precursor materials. The law also enhances sanctions enforcement and gives the Treasury Department tools to combat fentanyl-related money laundering.

State Police arrested 3 teens after fleeing from law enforcement in a vehicle. Troopers were in Endicott they observed a Hyundai Elantra that was reported stolen out of the Syracuse area. Troopers attempted to make a traffic stop, The vehicle accelerated and failed to comply. Numerous violations occurred through multiple villages, towns and city. While on Interstate 81 near exit 5, Troopers deployed a Stinger, which is a tire deflation device, All 4 tires deflated and 3 juvenile occupants were taken into custody, they were charged with Criminal Possession of Stolen Property, the 16-year-old driver was also charged Unlawfully Fleeing from a Police Officer in a Motor Vehicle. All were arraigned at Youth Part Court.
Commerce Chenango will host the 1st “Taste of Chenango” event Tomorrow in Norwich, Commerce Chenango CEO Sal Testani said that they hope for a large crowd of people to come out for this 1st time event at the Chenango County Fairgrounds:

Sidney Police Department arrested 33 year old Jesse Terry of Unadilla Wednesday, for criminal possession of stolen property, unlawful fleeing a police officer, aggravated unlicensed operation of a motor vehicle, driving while under the influence of drugs & resisting arrest amon other charges. The indictment was unsealed, Count One accused Moscato of attempting to endanger the welfare of a child, the other counts accuse him of Attempted Disseminating of Indecent Material to Minors, Engaging in a sexually explicit conversation with a minor with the intention of enticing the child to engage in sexual activity, and for sending explicit pictures to the minor. Moscato was released to the supervision of the Delaware County Probation Department, pending a conference on July 24th.

On September 11, 2022, Seeley, threatened several individuals, the Court issued orders of protection for the victims, Seeley violated the orders of protection multiple times. On May 8th, Seeley agreed to a plea deal in County Court, but on May 31st, State Police were contacted by the victims who had discovered that Seeley posted about the victims on social media. Due to the numerous violations the District Attorney’s Office voided the plea & Seeley was sent to jail.

State Police and other law enforcement agencies continue to search the State Route 79 area and continue to maintain a presence searching for a man that may be a threat to himself and others in Chenango Forks. State Police said that the man may be armed, residents from Route 369 to Richards Road were advised to stay inside, keep their doors and vehicles locked. State Route 79 has been re-opened to traffic. The suspect is described as a white male, with dark hair, approximately 6 foot 1 inches tall and 275 pounds, last seen wearing a black shirt, light-colored pants or shorts and may be wearing glasses. Anyone with information should call 911, & should not approach the suspect..
Delaware County Sheriff's Office arrested 51 year old Stacy Coss of Andes for driving while ability is impaired by the use of drugs, and aggravated unlicensed operator. On July 7th, Deputies stopped a motor vehicle in the Town of Andes being operated by Coss, her driving privileges were revoked from a prior DWI and she was operating a motor vehicle in an impaired state. Coss was released on appearance tickets and directed to appear at the Town of Andes court at a later date.

Delaware County District Attorney's Office announced that 41 year old Mary Cutting of Sidney appeared in Delaware County Court Monday & was arraigned on a sealed indictment, which was unsealed & accuses Cutting of selling fentanyl in the Village of Sidney on January 19th, another Count accuses her of selling methamphetamine in the Village of Sidney on January 25th. Cutting pleaded not guilty, she was released from custody, and faces court action on July 31st. Cutting could face up to 9 years in State Prison if convicted.

Poole pleaded guilty to Criminal Possession of a Controlled Substance for possessing fentanyl with intent to sell, The Broome County Special Investigations Unit executed a search warrant at Poole's residence and seized cocaine, methamphetamines, a scale, packaging materials & fentanyl, he was on probation from a 2021 felony narcotics possession charge.
The Greater Oneonta Historical Society will host the 2nd in a series called “Let's Talk Oneonta Baseball” Today from 6:00-8:00 pm at 183 Main Street. Special guest Helen Rees is the daughter of the late Jim Konstanty on Oneonta, who was the National League's Most Valuable Player in 1950 for the Philadelphia Phillies. The Norwich Police Department is investigating a homicide. Around 6:30 pm. on Sunday, officers responded to 89 North Broad St. for a welfare check and missing person complaint. During an investigation, police found the body of 44-year-old Alisa Ann Martin in the residence. Norwich Police are working closely with the State Police and Chenango County Sheriff’s Office. Anyone with information about this case is asked to contact Norwich Police at 607-336-8477.
Delaware County Sheriffs Deputies received a Trespassing complaint in the Town of Davenport. The investigation revealed that 73 year old George Sydlar had called 911 3 times on July 6th and more than 20 times prior to report similar incidents which were all determined to be unfounded. Deputies arrested Sydlar for falsely reporting an incident, he was released on an appearance ticket to the Town of Davenport court at a later date.
Oneonta Mayor Mark Drnek announced that a visit to Fox Hospital over the weekend resulted in the finding of a blood clot in his lungs. Drnek said on his Twitter page that he will have a reduced schedule due to the pulmonary Embolism, but still plans on attending regularly scheduled City meetings.
NBT Bancorp announced that it has received regulatory approval to complete the proposed merger of Salisbury Bancorp. The Office of the Comptroller of the Currency and the Connecticut State Banking Department both approved the Merger, and NBT received an application waiver from the Federal Reserve Bank of New York. The Merger is expected to close on August 11, a weekend systems conversion will follow with locations of Salisbury Bank opening as NBT Bank offices on August 14.

The Broome County Sheriff’s Office announced an update following the issuing of an Executive Order By County Executive Jason Garnar last week, that prohibits hotels and multiple dwellings from contracting with municipalities to house large groups of individuals. The Sheriff’s Office learned that a least 2 local hotels in Vestal were contacted by a New York City officials 2 days before the executive order, to try to house migrants then in New York City, to Broome County, both hotels declined. Sheriff Fred Akshar stated that they began their investigation prior to the state of emergency declaration & Deputies are continuing to monitor the situation and have been ordered to turn away any vehicles involved in exporting the migrants.
A New Sienna Institute Poll today showed that for the 1st time, Governor Hochul 45% of those polled viewed her unfavorably, while 40% viewed her favorably. Her Job Approval rating dropped 6% to 44%, however a strong majority think that Hochul is a hard worker at a 58 to 20% rating. The poll shows that 38% think the new state budget will be good, while 26% said that it won't.
The Delaware County Chamber of Commerce & the Leatherstocking Education Addiction Foundation are teaming up for a discussion tomorrow on ZOOM regarding getting people with past criminal records, back into the local workforce that is starving to fill positions. The Delaware County Sheriff's office announced that on May 9th, Deputies were dispatched to respond to a motor vehicle accident that occurred in the Town of Delhi. 41 year old Akila Kerr of Delhi, was the driver of the vehicle, Deputies suspected alcohol was a factor & conducted field sobriety tests. Kerr was charged with Driving While Impaired and Driving with a BAC of 0.08% or higher, as well as speed not reasonable and prudent, failure to keep right and move from lane unsafely. Kerr was released on appearance tickets and scheduled to appear before the Town of Delhi Court.
Delhi Village Police, assisted by the Delaware County Sheriff’s Office and the State Police Computer Crimes Unit executed a search warrant at 2 residences in the Town of Walton, where a quantity of electronic devices was seized by the police. Officers arrested former Waton Town Supervisor Joseph Hanley on a Sealed Indictment Warrant issued by the Delaware County Supreme Court, he was charged by Grand Jury indictment with Attempted Endangering the Welfare of a Child and Attempted Disseminating Indecent Material to a Minor. Hanley was remanded to the Delaware County Jail pending arraignment before the Delaware County Supreme Court.

Officers arrested former Waton Town Supervisor Joseph Hanley on a Sealed Indictment Warrant issued by the Delaware County Supreme Court, he was charged by Grand Jury indictment with Attempted Endangering the Welfare of a Child and Attempted Disseminating Indecent Material to a Minor. Hanley was remanded to the Delaware County Jail pending arraignment before the Delaware County Supreme Court.

Terry DeCutler of Sidney & Nicholas DeCutler of Unadilla were sentenced in Otsego County Court, to 20 years to life in prison, for the murder of Kaleb O'Neill in Oneonta on Memorial Day last year. The DeCutler brothers both pleaded guilty to 2nd degree Murder, for the fatal stabbing of O'Neill in an alley near Dietz Street in downtown Oneonta.
In the new State Budget Plan, there is an Increase in the State excise tax on cigarettes and little cigars. Effective September 1st, the State excise tax on cigarettes will increase by $1.00 per pack of 20 cigarettes. Also, effective September 1, 2023, the New York State excise tax on little cigars will increase by $1.00 per pack of 20 little cigars. More information is available at tax.ny.gov.
Governor Kathy Hochul today announced more than $7 million for 15 providers across New York State to support medication for addiction treatment. The funding is being distributed through the State's Opioid Settlement Fund, Awardees are providers certified by either various state agencies including the the Office of Mental Health, & the Department of Health. Opening statements began in Schoharie County Court Monday, in the trial of Nauman Hussain. Hussain is the owner of Prestige Limousine, he is charged with criminally negligent homicide and second-degree manslaughter in connection with the 2018 crash in Schoharie that killed 17 passengers, the driver and 2 people in a gas staion in Schoharie, where the vehicle's safety is in question.
Broome County Sheriff’s Deputies responded to reports of a vehicle in the Chenango River Friday off of I-88 near Exit 3. The updated report stated that 21 year old Colby Degnan went off the highway into the Chenango River, he & passenger Colleen Bobola escaped the vehicle as it started floating down the river & was sinking, Bobola was able to make it to shore, the currents swept Degnan further down the Chenango River. Deputy Mark Hamilton tied a rescue line around his waist before jumping into the river, Hamilton brought Degnan back to shore, but he was unresponsive, CPR was performed, Degnan was transported to Wilson Hospital where he remains in critical condition, Bobola was taken to Wilson Hospital for minor injuries and released. The Broome County Sheriff’s Accident Reconstruction Unit is currently investigating the accident.

Broome County Sheriff Fred Akshar released details on a pregnant inmate who attempted to smuggle drugs into the Broome County Correctional Facility and overdosed after entering the facility, leading to the death of her unborn child. Akshar said that his staff worked to saved the life of 36 year old Quashaia Oranchak of Owego on March 20th, after she was arrested by State Police on felony drug charges, she began showing signs of a drug overdose shortly after arriving, Narcan was administered & EMT's were called to transport her to Wilson Hospital, where she had a baggie of a substance located in her body, which tested positive for both methamphetamine and fentanyl. Toxicology reports from the Coroner show that both the unborn fetus’s blood and cerebral spinal fluid contained an extremely high & fatal level of methamphetamine. Oranchak was charged with Criminal Possession of a Controlled Substance & Promoting Prison Contraband. The Sheriff's Office report can be found at gobroomecounty.com.
Norwich City Police arrested 27 year old Mark Andrews of North Pitcher Friday on a variety of charges after he failed to comply with Police & led them on a chase. Andrews was taken into custody & was charged 20 charges including aggravated unlicensed operation, Driving while under the influence of drugs, reckless driving, and resisting arrest. A Norwich Officer attempted to stop a Pick up truck with switched plates, with the pursuit ending at Hortsman’s Trailer Park in the Town of Norwich, Andrews barricaded himself in the vehicle until he was taken into custody, Andrews was also wanted on 2 warrants, & was allegedly operating the pickup while under the influence of Methamphetamines, & that Andrews’ license had been suspended 33 times. Andrews was arraigned was released.
Delaware County Sheriff's Office arrested 45 year old David Moxley of Hamden following a motor vehicle accident on April 14th. Deputies responded to a 1 car motor vehicle roll over with entrapment on County Highway 14, in the Town of Meredith, the vehicle went off the road into the ditch, and had rolled onto the roof. Moxley was charged with DWI and aggravated driving with a BAC greater than 0.18%, he was released on appearance tickets returnable to the Town of Meredith Court at a later date.
Delaware County Sheriff's Office arrested 2 juveniles for 3rd degree Assault, following an incident at the Charlotte Valley Central School on April 12th. The Preliminary investigation by Deputies revealed that a physical altercation had occurred where the victim was physically injured, both juveniles were charged, and were issued a juvenile appearance ticket and were directed to report to the Delaware County Probation Department at a later date.

Scrivener said that they have lined up a USDA loan, that would be used to pay for the project, which would then be paid back with the grant money when it finally arrives. The project area includes a new water mains under South Broad Street, and East Main Street.

Almashni is being held in the Broome County Jail pending additional court action.

State Police were called Tuesday afternoon to Castle Creek Road in the town of Chenango for a report of a car versus motorcycle fatal accident. The preliminary investigation determined that 31 year old Joseph Portorsnok of Binghamton, was turning left onto Castle Creek Road when he entered the path of a motorcycle, driven by 20 year old Kaitlynn Eaton of Castle Creek, who collided into Portorsnok. Police said that Eaton died at the scene. The investigation is ongoing.
The Broome County District Attorney's Office announced that 38 year old Jeremiah Raub of New Milford Pennsylvania was released on $150,000 bail. Raub was charged with murder and arson in connection with a fatal house fire on Milford Street in Binghamton in 2011 that killed 17 year old Jeffrey Aissa, he was arrested by Binghamton Police last Month. Raub was placed on a pre-release program and will be monitored by Broome County Probation through a GPS ankle monitor, His next court date is scheduled for May 15th, the investigation into the fire remains active.
Commerce Chenango will host "Preventing Targeted Violence to Keep Communities Safe" on April 26th at the Colonia Theatre, 35 South Broad Street, Norwich. State Police released their update on the reported abduction of Tatiana David in Ithaca Wednesday. A witness reported that David was forced into a white SUV by the suspect, 34 year old Michael Davis of Richmond, Virginia against her will. An endangered adult alert was issued by State Police, They said that the victim and the suspect were in a previous relationship and have a 4-year-old child together. At 9:25 pm, Davis's vehicle was detected crossing into the State of Virginia, Virginia State Police stopped the vehicle, at which time Davis fled the scene, leading Virginia State Police on a pursuit which ended when the suspect vehicle crashed in a wooded area at 10:05 PM. Davis began firing at Virginia State Police, who returned fire, Davis was critically wounded and was taken to an area Hospital and is in critical condition, Tatiana David was located deceased outside the vehicle at the crash location with an apparent gunshot wound, her autopsy was scheduled last night, the results will be released shortly, the investigation is continuing.
Broome County Sheriff’s Correctional Facility announced that 26 year old Tymel Platt of Binghamton is facing 6 felony charges for smuggling Cocaine and Fentanyl within the facility. The Corrections Criminal Investigations Unit acted on information that Platt was in possession of contraband, his body was scanned which revealed an item hidden on his person, they recovered 2 smaller packages, with Cocaine & 4.1 grams of Fentanyl, which is capable of killing 205 people. Platt was charged with 4 counts of Criminal Possession of a Controlled Substance & 2 Counts of Promoting Prison Contraband, Platt was incarcerated on assault charges, he will be arraigned at a later date in the Town of Dickinson Court.
The United Way of Mid Rural New York officially expanded into Madison County on April 1st, making the local United Way chapter a 4 county chapter. Executive Director Elizabeth Monaco told WCDO News that the move into Madison County will present different challenges than the recent expansion into Delaware & Otsego Counties did:

Platt was charged with 4 counts of Criminal Possession of a Controlled Substance & 2 Counts of Promoting Prison Contraband, Platt was incarcerated on assault charges, he will be arraigned at a later date in the Town of Dickinson Court.
The United Way of Mid Rural New York officially expanded into Madison County on April 1st, making the local United Way chapter a 4 county chapter. Executive Director Elizabeth Monaco told WCDO News that the move into Madison County will present different challenges than the recent expansion into Delaware & Otsego Counties did:

Monaco said that the 1st fundraising effort in Delaware & Otsego Counties, brought in almost twice the amount than the previous year, but the circumstances in Madison County will not lend itself to doubling the fundraising in the 1st full year.

36 year old Jason Gerhard of Montrose Pennsylvania was found guilty in Broome County Court today for Criminal Possession of a Weapon. State Police responded to a home on Patch Road in the Town of Chenango last February, where Gerhard entered a residence without permission, he was in possession of an illegal handgun & was arrested, at that time, Gerhard was on probation for illegal possession of a .38 caliber revolver. Gerhard could spend 3½ to 7 years in State prison when he is sentenced on April 20th.
The New York State Sheriffs’ Association announced that this year's President is Sheriff Craig Apple of Albany County, he is the 4th term Sheriff of Albany County. Delaware County Sheriff Craig DuMond was named 1st Vice President of the New York State sheriff's Association.
The Endicott Police Department arrested 44 year old David Scanlin for 3rd degree burglary, Grand Larceny and & 3rd degree Arson. Back on January 11th, Scanlin is accused of setting fire to a vehicle parked at J&K Auto Clinic, later that day, Scanlin is accused of stealing a vehicle on the lot at Tank's Auto Sales. Scanlin was remanded to the Broome County Jail without bail.
The latest Sienna College poll shows that New York Voters approve of the job Kathy Hochul is doing as Governor 56-36%, her best marks since taking over as Governor. 6 of Hochul’s State of the State proposals have overwhelming support, but her proposal to allow SUNY to increase tuition is strongly opposed. In the same Poll, Voters Say that Long Island Republican Congressman George Santos should Resign from Congress, following a string of lies told on the campaign trail. About 2/3rd of Democrats, 59% of independents and a about half of Republicans polled said that Santos should resign, only 17% said he shouldn’t resign.

State Attorney General Letitia James has requested records relating to a New Year's incident where a Binghamton Police Officer was taped kneeling on the neck of Hamail Waddell, who filed a complaint against the officer. Binghamton Police said that the officer is on desk duty, following protests outside the Police station, anyone with video of the incident is asked to turn it over to Binghamton Police investigators by calling 607-772-7089.
State Police today announced the results of a January 17th speed enforcement initiative along the New York portion of U.S. Highway 20. State Police and local law enforcement agencies stepped up patrols during the morning and evening drive times. 25 Troopers from various Troops issued a total of 178 citations and gave 41 warnings. 104 of the citations issued were for speed.
Governor Kathy Hochul today announced the availability of up to $7.5 million for state-certified providers and other treatment programs to establish low threshold services to address opioid addiction. The funding will provide up to $500,000 for 15 programs statewide to offer low threshold services, certified treatment providers, clinics by the state Office of Mental Health, hospitals, and harm reduction programs are eligible to apply for the funding.
