State Troopers reported that 28 year old Mark McGraw died in a logging accident in the town of Hancock on Tuesday morning. Troopers said McGraw died of a broken neck, he had been working by himself felling trees at about 9:40 Tuesday Morning when a tree fell and he was pinned.
The North Dakota Industrial Commission voted to approve regulations to reduce the volatility of crude oil at the source before it is shipped across the nation. North Dakota will increase the safety of transporting crude oil that eventually crosses New York State. Governor Cuomo's administration has taken 66 actions to safeguard New York's residents from potentially serious incidents involving the increased shipment of Volatile crude oil by rail or Boat, the actions were taken following a well-publicized train explosion in North Dakota earlier this year.
New York Farm Bureau members along with the Feeding America Food Banks announced that New York Farm Bureau members have donated almost 9.6 million pounds of food and farm products in 2014 through the month of November. That translates to nearly eight million meals being provided to New Yorkers in need. This record number is more than a million pounds of food ahead of where donations were last year at this time.
Congressman Chris Gibson announced the passage of the Clay Hunt Suicide Prevention for American Veterans Act, which requires changes to Department of Defense and VA mental health programs. Congressman Gibson co-sponsored the bill, which increases access to mental health care by creating a peer support and community outreach pilot program to assist transitioning servicemen and women. It also requires an independent 3rd party to conduct annual evaluations of VA mental health and suicide prevention programs, authorizes the VA to collaborate with non-profit organizations to improve suicide prevention efforts, and starts a loan repayment program to help recruit new psychiatric caregivers. The bill is named for Marine Corporal Clay Hunt, who was diagnosed with Post Traumatic Stress Disorder & faced delays in treatment; he took his own life at the age of 28 in 2011.

Many charities employ telemarketers for their solicitations, and those middlemen often take a chunk of the proceeds. If you receive a call from a telemarketer, ask what programs are conducted by the charity? How much of your donation will be used for charitable programs? How much is the telemarketer being paid and how much is the charity guaranteed
Doctors statewide would have wider discretion in treating Lyme disease if Gov. Cuomo signs legislation now on his desk. The bill would allow doctors to go outside of accepted medical guidelines to treat Lyme disease without automatically triggering an investigation by the state's Office of Professional Medical Conduct. Last year, 17.9 people out of every 100,000 in New York were diagnosed with Lyme disease according to the CDC. The deadline for action by Cuomo is Dec. 17th
The New York State Department of Taxation and Finance said bitcoin purchases will not be subject to sales taxes. According to a tax guidance memo from the agency’s Taxpayer Guidance Division, digital currencies are a type of “intangible property” and, as such, are not subject to a sales tax when purchased. Governor Cuomo announced State assistance for storm recovery efforts to communities in 17 counties that were impacted by flooding of June 26th to July 10th in 2013 and Winter Storm Nemo in February 2013. The State will relieve local governments of their entire required share of FEMA Public Assistance Program costs to minimize the financial impact on local taxpayers. The counties eligible for State assistance include Broome, Chenango, Delaware & Otsego Counties.

The Broome County Sheriff's office arrested a Harpursville man for having sex with an 8-year-old child. 39-year-old Martin Elliott Jr was arrested following an investigation into the allegations. The sex crimes allegedly took place over a period of two years at a home in the town of Colesville. The State Office of Children and Family Services assisted in the investigation and an order of protection was issued on behalf of the child. Elliott was sent to the Broome County Jail without bail. He's charged with 1st degree criminal sexual act and 1st degree sexual abuse.
Applications for the Home Energy Assistance Program can be filed starting Monday. HEAP is a federally funded program, administered through local counties, that assists income-eligible households in meeting winter heating costs. The program can support payment for electricity, propane, natural gas, wood, oil, kerosene, coal, or other heating fuels. You can apply for HEAP online at otda.ny.gov or at mybenefits.ny.gov.
The state Attorney General's office issued a consumer alert following recent reports of bogus tax debt collection scams. The State Taxpayer Rights Advocate reported recent fraudulent activity by scammers posing as debt collectors, pressuring consumers into sending payments via money order to satisfy debts that the consumers may not actually owe, & promising to settle the alleged debt for a fraction of the cost. Some of the calls have come from the number 305-507-8505. New Yorkers who believe they have been victims of any tax scams are urged to file complaints at ag.ny.gov or 1-800-771-7755.
Deductibles and co-payments will be flat, with individual premiums rising about 4.5% in New York's health exchange for individuals and families during its 2nd year. State Health Department officials said their exchange has operated smoothly in the 1st year after some initial computer capacity problems. The exchange has enrolled 370,604 people with commercial and nonprofit insurers, 525,283 in Medicaid and 64,875 in the state's Child Health Plus coverage. For the coming year, 16 insurers offer plans for individuals and families, 9 insurers offer coverage for small businesses with 50 or fewer workers. Open enrollment begins Saturday.

The sentencing of convicted murderer Ganesh Ramsaran of South New Berlin has been scheduled for October 31st in Chenango County Court. Ramsaran was convicted last Tuesday of 2nd degree murder in connection with the December 2012 killing of his wife, Jennifer. Ramsaran could face 25 years to life in state prison.
The Chenango County Sheriff's Office arrested 42-year-old Mark Barrett of Smithville for Felony DWI, Aggravated Unlicensed Operation of a motor vehicle and Moving from lane Unsafely. Barrett was charged following an accident on State Highway 235 in the Town of Coventry, where he is accused of swerving off of the road, striking a guide rail, crashing in a creek & fleeing the scene of the crash. Barrett was arraigned in the Town of Coventry Court and ordered to the Chenango County Jail on $5000 bail and $10,000 Bond, he faces action in Coventry Town Court at a later date.
The Chenango County Sheriffs department 28 year old Jared Smith of New Berlin was arrested for violation of unlawfully growing of Cannabis. Smith was charged following a complaint of marihuana plants growing in the backyard of a residence in the Village of New Berlin, following a complaint from an area business. Smith was processed and released on an appearance ticket to appear in the Town of New Berlin Court at a later date.
Governor Cuomo announced New York State has been awarded a $22.4 million "GEAR UP" grant by the U.S. Department of Education, to help low-income and at-risk students receive college preparation beginning in 7th grade through high school. Participating school districts will have the opportunity to prepare students through the Pathways in Technology Early College High Schools program, which includes training science, technology, engineering and math careers, targeted to at-risk, disadvantaged students.
U.S. Representative Richard Hanna announced a $120,000 grant for the Decker School of Nursing at Binghamton University. The money will be applied toward the study of mental health, with an emphasis on training to meet the needs of 16 to 25 year olds. Another emphasis will be placed on rural and other vulnerable populations. In New York State, suicide is the leading cause of injury or death for children ages 10 to 14. Around 200,000 children live with serious mental health conditions.
U.S. Senators Schumer and Gillibrand called on the federal Department of Justice to allow the state to begin part of its medical marijuana program early to treat children with forms of epilepsy and other seizure disorders. State health officials, at the request of Governor Cuomo, asked the federal government for permission to begin receiving the drug from out-of-state manufacturers even before the formal state program begins.
Former New York Governor George Pataki is indicating he may run for president. Pataki, who served for 3 terms from 1995 to 2006, met recently with David Koch, the billionaire businessman and GOP backer. Pataki was a relatively unknown state lawmaker when he beat 3 term Governor Mario Cuomo in 1994. He easily won reelection in 1998 and 2002, but endured slumping popularity ratings in his final term, and chose to not run again.
State Attorney General Eric Schneiderman issued a consumer alert about a scam targeting school districts across New York & 21 other states. The scam involves a bogus company named Scholastic School Supply mailing phony invoices to school districts in the hope of receiving payments without rendering goods or services. 5 upstate district contacted the Attorney General's Office to file complaints. School districts are encouraged to file a complaint at 800-771-7755 or ag.ny.gov.

State Police and other law enforcement agencies gave to chase on I-81 for a man wanted for a double homicide in Greene County.  Early reports state that the suspect is dead; following a chase that reached speeds of more than 140 MPH through Broome and Cortland counties, the unidentified suspect hit a stop strip and went off side of road. I-81 Northbound lanes between exits 9 and 10 were closed off & a detour was established for traffic, as the investigation continues, more details are expected to be released later today.


Delaware county emergency service personnel responded to a motorcycle accident at state route 7.  The accident occurred at around 2:00 PM Sunday afternoon, near the Ouleout veterinarian hospital; Lifenet responded and transported at least 1 victim to Wilson Memorial Hospital in Johnson City.  More details are expected to be released later today.


Chenango County sheriffs department arrested 54 year old Mark McCarthy of Norwich for DWI, driving with BAC greater than .08%, Aggravated DWI with a child under the age of 17, and operating a motor vehicle while using a mobile phone.  McCarthy was initially stopped for talking on his cell phone while driving in the town of Norwich, he was taken into custody without incident, processed, and arraigned in the Town of Norwich Court, and he will reappear in the Town of Norwich Court at a later date.


During the summer people should be aware of how to protect themselves against rabies. According to Health Department officials, raccoons, fox, skunks and bats pose the greatest threat in the summer. Experts say bats tend to feed more in the summer, so in order to keep them from feeding in a home, or someplace near a home, it's important to keep screens to windows in and make sure any exterior holes in a home are sealed off. The State Health Department website said 121 animals have tested positive for rabies so far this year

The Chenango County Sheriff's Office executed a "no knock" search warrant at 386 Neff Hill Road in the Town of Bainbridge, following a lengthy narcotics investigation. Investigators arrested 33-year-old Amber Chesebro & 33-year-old Manuel Thillet, on charges of 1st degree Criminal Nuisance & Criminal Use of Drug Paraphernalia. The Narcotics Division recovered cash, drug paraphernalia & financial documents on large money transfers. Chesebro & Thillet were arraigned in the Town of Bainbridge Court, Chesebro was remanded to the Chenango county Jail on $2500 cash bail, Thillet was remanded on $10,000 cash bail. The investigation is ongoing and further charges are pending.
Area Assemblyman Cliff Crouch has revered his earlier position on Medical Marijuana. Crouch said earlier versions of the bill over the past 4 years were very loose, the newly passed bill tightened up most of those issues:

The bill also expires in 7 years; it could be eliminated even earlier if there are objections from either the state health commissioner or the Superintendent of the State Police.
Dairy farmers and yogurt producers would be eligible for an expanded federal tax credit, to install energy-producing bio-gas systems, under a proposal by Senator Chuck Schumer. The proposal would expand the menu of eligible uses for a 30% federal investment tax credit for bio-digesters. Dairy farmers and food processing facilities making yogurt and cottage cheese could utilize the proposed Bio-gas Tax Credit, using their waste products to help fuel new biogas facilities. There are about 2,000 biogas systems installed around the country, including more than 100 in New York. The House and Senate are expected to work out an agreement on renewal of expired tax breaks after the November election.
Delaware County District Attorney's Investigators arrested Kellie Bush and Gary Tompkins Jr. of Walton, for allegedly filing false documentation wit the Delaware County Department of Social Services. Bush and Tompkins are accused of receiving in excess of $2,500 in public assistance benefits that they were not eligible to receive, Tompkins was charged with 4th degree Welfare Fraud & Offering a False Instrument for Filing. Bush was charged with 1 count of 4th degree Welfare Fraud, they were arraigned in the Town of Delhi Court & were sent to the Delaware County Jail on $2,500 bail pending future court action.
The Chenango County Sheriff's Office arrested 20 year old Casey Flanders of Endicott & Mark Grassi of Endicott for 4th degree Grand Larceny & 5th degree Conspiracy. Both are accused of stealing over $1000 dollars' worth of baby formula from Wal-Mart, Both were placed into custody and arraigned in the Town of Norwich Court, and are being held on $2500 bail pending future court action.
Heroin use continues to rise in New York State and health officials want the public to be aware of the signs and symptoms associated with the drug. Signs of heroin use include a lack of interest in appearance, increased absences from work or school, and people stealing from family members. Last month, Governor Cuomo was in the Southern Tier to sign new legislation aimed at combating the heroin epidemic.
Governor Cuomo signed a series of bills to strengthen existing laws and add new measures to protect New Yorkers from aggravated harassment, domestic violence, GPS units used for stalking, and public lewdness in relation to children under 16. Details are available at governor.ny.gov.

The project is located in the former Sherwood Height section; it's the first phase of many projects reshaping the village of Sidney following the floods of 2006 & 2011.
A state judge dismissed 2 lawsuits that sought to force Governor Cuomo to authorize shale-gas drilling in New York. Supreme Court Justice Roger McDonough tossed the lawsuits, ruling that the Joint Landowners Coalition of New York and Mark Wallach, the trustee for Norse Energy, lack the authority to bring the legal challenge & because they did not suffer environmental harm. The state's review of fracking is guided by the State Environmental Quality Review Act, which requires an extensive analysis when a government action could have an impact on the environment.
68-year-old Duane Merrill of Hamden died in a farming accident on Friday afternoon, according to the Delaware County Sheriff's Office. Deputies reported to 2152 Chambers Hollow Road, where Merrill was baling hay when the tractor's seat detached causing him to fall backward onto the ground between the tractor and baler, He became entangled in the machine and was killed.
The Chenango County Sheriff's Office arrested 22-year-old Michele Huedepohl of Triangle for 3 counts of Endangering the Welfare of a child. Huedepohl was charged for allegedly forcing a 9 year old to smoke marijuana, and for allowing a 15-year-old female to smoke marihuana in her presence and in the presence of a 6-year-old child in the Village of Greene. Huedepohl was charged with 3 counts of Endangering the Welfare of a child & was issued appearance tickets for the Village of Greene Court and will appear at a later date.
Chenango county sheriff's deputies arrested 45-year-old Jeffry Reynolds, following traffic stop in the Village of New Berlin. The deputy observed the Reynolds of almost causing a head on accident, deputies accused Reynolds was driving while intoxicated. Reynolds was taken into custody, processed & was released to a sober 3rd party. Reynolds was charged with DWI, Driving with a BAC of .08 or more, unsafe tires, no distinctive plate, and failure to yield right of way, he will appear in the Town of New Berlin Court at a later date.
New York will disclose the routes and schedules of freight trains hauling tanker cars filled with crude oil as they pass through New York on their way to coastal refineries. The State denied a request by CSX Transportation & Canadian Pacific Railway to sign a non-disclosure agreement; they began providing the information to the State Emergency Response Commission on June 7th. Safety concerns about the shipment of oil by rail has grown as the frequency of the shipments has grown. Senator Chuck Schumer is co-sponsoring legislation requiring the FEMA to form a panel to address derailments involving hazardous materials and crude oil tankers.
Republican gubernatorial candidate Rob Astorino challenged Governor Cuomo to 8 debates between now and Election Day. Cuomo may first face a Democratic primary, as Democratic candidate Zephyr Teachout will submit 3 times the number of petition signatures necessary to force a primary.

Governor Cuomo today announced that New York residents and visitors may fish for free without a fishing license in any of the state's 7,500 lakes and ponds or 50,000 miles of rivers and streams during the weekend of June 28-29 or at any of the free fishing events to be held throughout the state this summer. Saltwater anglers may also fish in marine waters or for migratory marine fish species without enrolling in the Recreational Marine Fishing Registry from June 28-29.

This morning Governor Cuomo will be in Broome County, to sign legislation combating the state's heroin epidemic. Governor Cuomo will sign the Legislation at Binghamton University at the ITC Center, at 10:30 AM.
Oneonta police arrested 20-year-old Shelby Mochrie of Davenport for allegedly selling heroin in the City of Oneonta. Mochrie was charged with criminal sale of a controlled substance, she was sent to the Otsego County Jail on $15,000 bail, and will return to court on July 9th.
The Chenango County Sheriff's Office arrested 29-year-old Mark Pittsley of Preston for Driving While Intoxicated and Unlawful Possession of Marihuana. Pittsley was charged following a traffic stop in the Town of Preston, his blood alcohol content was more than 3 times the legal limit; he was also in possession of marihuana. Pittsley was released & faces court action at a later date.
The Otsego County Sheriff's Department arrested County Jail Inmate Cody Barnes for 2 counts of criminal sale of a controlled substance. Barnes is accused of selling heroin in the City of Oneonta on two separate occasions in early January of this year, he was being held on $25,000 bail for allegedly brokering local drug deals, he was arraigned and sent back to jail on an additional $20,000 bail. Barnes faces up to 24 years in prison if convicted of the felony drug sales due to a previous felony drug conviction.

This year’s legislative session is scheduled to end this Thursday.


Investigators have been unable to determine exactly what caused the fire that destroyed the Ellis Brothers furniture building in Binghamton. The April 30th fire caused heavy damage throughout the building, which was torn down because of the danger of collapsing. Fire officials believe the fire may have started in a maintenance room, but there were too many other possible causes that could not be narrowed down, officials have closed the investigation.


A new Sienna research institute poll regarding how the state is doing compared to 4 years ago, shows that voters are divided. 32% believe that New York is better off now, 26% believe the state is worse off, and 40% believe the state's condition is unchanged. Regarding the voters personal situation, 28% believe they are better off, with 23% feel their situation is worse, and nearly believe their situation is the same. 39% to 50% of New Yorkers say the state is headed in the right direction, Upstate New Yorkers; however, say the state is going in the wrong direction by a 5-point margin.


The Delaware County Department of Public Works will be closing county route 16 in the towns of Franklin & Walton, to through traffic to replace a bridge just north of Douglas Hill Road, the project should take about 3 weeks, weather permitting, motorists should seek alternate.


New York will no longer add a sales tax to the charge for tastings at wineries, and the state is creating a $350,000 fund to research hops and malting barley for beer. The announcement by Governor Cuomo comes after wineries pushed for the change at an April summit in Albany. Wineries conducting tasting were already exempt from paying a use tax. The governor has been bullish on the state’s wineries and its expansion of beer production. There’s a website to tout the state’s products at taste.ny.gov.


Proposed legislation in New York would require high school students to learn CPR. The legislation, introduced by Sen. Mark Grisanti, would require students to learn CPR before they graduate. In a 30-minute class, students can learn how to operate an AED. The Board of Regents would be responsible for implementing the training, and school districts would have to fund it. It passed the Senate, but has to be voted on by the Assembly and approved by the governor, before it can become law.


The Unadilla Chamber of Commerce will hold their next meeting tomorrow morning at 8:00 AM At the Unadilla Fire Station. The chamber’s next big event is the annual Carnival of Sales on Saturday July 12th, volunteers are needed for that event, those interested can volunteer by calling 369-2614.


Broome County Executive Debbie Preston said she is continuing to recover from lung cancer and is feeling better each day. Preston said she has been cleared to return to work on June 30, starting with half days and working up to full days. In April, Preston announced she was diagnosed with lung cancer. She has since undergone surgery in New York City. She recently had a follow-up appointment with her doctors at Sloan Kettering. Her next follow-up appointment is set for December.

Today’s rainy forecast will move the National Baseball Hall of Fame and Museum’s 75thAnniversary Celebration Ceremony indoors to the Hall of Fame Gallery, featuring Hall of Famers Phil Niekro and Cal Ripken, at 11:00 AM. The event will be open to those purchasing a Museum admission, it was previously scheduled to be held on the front steps, with portions of Main Street closed, it will remain open to vehicle traffic.  Today’s Ceremony will mark the 75th birthday of the Museum, which opened its doors on June 12th 1939, as an estimated crowd of 12,000 fans packed Main Street to witness the Ceremony.



The New York State Senate passed Senator Tom Libous’s  “Buy From the Backyard Act” to promote the purchase of locally grown and produced food. The bill requires that state agencies allocate 20% of their total contracts for food from within New York State.  The bill has been sent to the Assembly. Senator Libous stated that a full list of local farmers markets and recipes that use local products are available at .


The  Oneonta Job Corps Academy will host a “Community Relations/Industrial Council”  Meeting & Student Recognition Ceremony today.  The event will run from 3:30pm to 5:30pm at the Oneonta Municipal Airport at 391 Airport Road, where the Oneonta Job Corps Academy and the Oneonta Airport Commission will celebrate the work that the students of the Job Corps put into the Oneonta Municipal Airport.
