Governor Kathy Hochul announced $23 million in grants to help improve water quality across New York State while mitigating the effects of climate change. Locally, the Village of Sidney will receive $480,000 to install water meters equipped with advanced meter reading technology, the Village of Walton will get $30,000 to identify sources of inflow and infiltration, evaluate alternatives, and recommend improvements to the wastewater collection system.
Delaware County Department of Emergency Services has received a shipment of disposable masks from the State and starting today, they are being distributed to a variety of locations in the County. The masks can be found in Delhi at the Price Chopper & County Office Buildings, in Walton at the Big M & Delaware County Mental Health Facility, in Deposit at the Big M & DMV office & in Sidney at the Price Chopper, Great American and DMV. The masks will be free to anyone in the community and will be on a first come first serve basis.
New York’s ban on single-use Styrofoam food and beverage containers, as well as ‘packing peanuts,’ takes effect Saturday. The new law allows a civil penalty of up to $250 for the first offense, $500 for the second in the same calendar year, and $1000 for the third and subsequent violations in the same calendar year.

State Police have identified the Trooper who fired his issued firearm Last Wednesday in Unadilla as Trooper Justin Miller, who has been a trooper since 2016. Trooper Miller responded on December 22 to a domestic dispute in Unadilla, he was confronted by Mark Beilby who was armed with a knife inside the home. Beilby did not comply with Trooper Miller’s repeated commands to drop the knife and advanced at the trooper, Trooper Miller discharged his firearm, striking Beilby, and then administered first aid, Beilby was first takn to AO Fox Hospital’s Tri-Town Campus in Sidney & then to Wilson Hospital in Johnson City, where he was pronounced deceased. The State Attorney General’s Office is investigating the incident.
The State Health Department tested over 650,000 people Friday & Saturday combined, with about 85,000 new positives, for a positivity rate of 14.1%. Patients Hospitalizations were close to 4900, patients in an ICU dropped slightly to 880, the number on ventilators went up by 6 to 501. The State reports over 60,700 deaths since the start of the pandemic. Vaccine Locations can be found at vaccines.gov.
The State Department of Health announced new guidance allowing healthcare workers and other essential workers who test positive for COVID-19 and are fully vaccinated to return to work sooner than previously allowed, in order to provide healthcare and other essential services. This decision follows new guidance from the CDC, after a surge of the Omicron variant. Workers can return if they have not had a fever for at least 72 hours without fever-reducing medication, have a resolution of symptoms & testing is not required.
Otsego County Sheriff's Office arrested 41 year old Brian Boore of Worcester following a traffic stop in the Town of Worcester. Boore was charged with Criminal Possession of a Controlled Substance following a traffic stop on Main Street Worcester, Boore was a passenger in the vehicle and was found to be in possession of a small quantity of heroin and methamphetamine, he was an appearance ticket returnable to the Worcester Town Court at a later date.
The Village of Oxford has received $50,000 for tree planting from the DEC, the Village Tree Board will coordinate the planting of 175 street and park trees during the spring and fall of 2022 with guidance from the NYS DEC and a local certified tree expert. The grant was awarded in celebration of Arbor Day as part of a $1.18 million award to communities across the state to inventory, plant, and maintain public trees.

The Sidney Police Department executed an arrest warrant on 37 year old Barry Bradt of Unadilla, following an investigation into a level 3 registered sex offender failing to register his address with the State Sex Offender Registry, as required by law. Bradt is accused of registering with the Sidney Police Department and the state Registry as living at an address in the Village of Sidney, while physically residing at an address in Unadilla. Bradt was charged with Failure to register change of address within 10 days & Offering a false instrument for filing, he was arraigned in Village of Sidney Court & he was remanded to the Delaware County Jail on $5000 bail.
5 Broome County residents have died from COVID-19 within the last 6 days, according to Broome County Executive Jason Garnar on Wednesday. Garnar said that the County has 1,661 active cases, with 96 people hospitalized; the vaccination rate is 62% fully vaccinated, and he also said that Broome County Hospitals are expected to pause elective surgeries shortly.
State Police are recruiting in order to add to their numbers, with the Trooper exam to be administered from January to April of next year. A computer-based exam will be offered at 54 testing centers around the state, more information is available at joinstatepolice.ny.gov.
The Jericho Arts Council announced that they are accepting applications from artists who wish to participate in next year’s Regatta Row’s, featuring 12 Adirondack paddle chairs, and new this year story poles, Spokesperson Rachel Hares explains:

Delaware County Sheriff’s Office Arrested 24 year old Jake Vanwagner of Hobart for speeding & Aggravated Unlicensed Operation of a motor vehicle. Vanwagner was stopped by deputies Tuesday night, he is scheduled to appear at the Town of Davenport Court at a later date to answer the charges.

State Police at Sidney were dispatched last night at about 7:00 PM, to a report of a domestic dispute at a residence on Lyons Street in the village of Unadilla. The responding trooper was confronted by 24 year old Mark Beilby, who was armed with a knife inside the home. Beilby did not comply with the trooper’s repeated commands to drop the knife and advanced at the trooper. The trooper discharged his issued firearm, striking Beilby, who was transported to Tri-Town Hospital then transferred to Wilson Medical Center where he was pronounced deceased. The New York State Attorney General’s Office is investigating the incident.
The State Health Department continues to report an increase in COVID cases, with over 28,900 new cases Tuesday out of 271,000 tested, for a positivity rate of 10.66%. patient hospitalization are over 4400, patients in an ICU Bed are over 828 and the number of ventilators is 475, there were 57 deaths in Hospitals & nursing homes Tuesday from the virus.
Delaware County Public Health reported 70 new COVID cases on Tuesday & Wednesday, their positivity rate was at 9.3%. There are 279 active cases, 4 hospitalized and 520 quarantined, and an 83 death from COVID has been confirmed. 54.5% of County residents are fully vaccinated.
State Police will be holding a car seat check on December 23, from 3:00 to 6:00 PM at the Troop C Headquarters on State Route 7 between Sidney & Unadilla. Certified Passenger Safety Technicians will install, inspect and/or check your child car seats for free. Appointments are preferred; at 561-7604, however, drive-ups will not be turned away.

The Greater Oneonta Historical Society is planning an online Auction November 12th, and they will also return with an in person Auction November 19th, as their 2 main Fundraisers this year. Spokesman Bob Brzozowski told WCDO News that they hope to bounce back this year after just doing an online auction last year, due to the pandemic & shutdown:

Yesterday was Election Day, The Delaware County Board of Elections did not announce a winner for the Sidney Town Supervisor’s race, between write-in candidates Eric Wilson & Kevin Greene, Officials told WCDO News it will take days or maybe even weeks to count & certify all of the write in votes across all 19 towns from this year's elections, there were 552 write in Votes Tuesday in Sidney Town Supervisors race. The winners for the Sidney Town board were Frank Selleck & Bill Heath, in the Town of Meredith, Town Council winners were John Janiszewski & David Briggs, the Town of Franklin Board seats go to Garret Sitts & Heather Ross, the town of Middletown Supervisor Will be Patrick Davis, the Town of Tompkins Clerk was Michelle Phoenix, in the Town Of Delhi, the supervisor will be Mark Tuttle, the Town Council winners were Margaret Baldwin & Matthew Kryston & the Walton Town Supervisor will be Joseph Cetta. In Chenango County, Sheriff Ernest Cutting was re-elected, The County Clerk winner is Brian Wessels, & the winners for the Norwich City Council are Fred Gee, William Loomis, Tom Revoir & Barry Christopherson. Voters approved the proposition to the Right to clean air, clean water and a healthy environment.

Mason was charged with Aggravated Unlicensed Operator of a Motor Vehicle, Speeding, Failure to Use a Turn Signal, and Operating a Motor Vehicle Without Stop Lamps. Mason was later released on traffic tickets to Masonville Town Court at a later date.

Former Assembly Republican Minority Leader Brian Kolb pleaded guilty Monday to driving while ability impaired, relating to an incident on New Year's Eve 2019 in Ontario County. Police reported that Kolb was behind the wheel when he crashed his state-issued vehicle went into a ditch, he blamed the crash on his wife. Kolb stepped down from the position of Assembly Minority Leader days later, he did not seek re-election to the Assembly in November 2020.
On Wednesday, October 27th, Delaware County Sheriff’s Deputies responded to a report of a male subject acting irrational and driving at an extremely high rate of speed on State Highway 30 in the Middletown/Andes area. Responding Deputies located 29-year old James Lor of Margaretville, who is accused of operating the vehicle while in an intoxicated condition. Lor’s Driver’s license was revoked due to numerous previous DWI related suspensions. Lor was also found to be in possession of a small quantity of Cocaine. Lor was charged with Felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, along with several other charges, Lor was arraigned in the Town of Delhi Court and was released on his own recognizance, pending court action at the Town of Middletown Court at a later date.

State Police, the Delhi Police Department, and the State University Police at Delhi responded to a fight Sunday at a large college party off campus on Scotch Mountain Road in Delhi. One person sustained stab wounds and was ultimately transported to Albany Medical Center for treatment. 3 others were treated at a local hospital for non-life-threatening injuries. The incident is still under investigation but appears to be an isolated incident. Anyone who may have witnessed the altercation is asked to call New York State Police at (607)432-3934.
Delaware County Public Health reported 1 more COVID 19 death in their report covering last Thursday & Friday, bringing their total to 64. The County had a positivity rate of 4.86%, more than twice the state average, they had 39 new cases, 108 active cases & 6 hospitalized and 125 quarantined. 52.1% of eligible Delaware County Residents were vaccinated against COVID 19.
UHS Chenango Memorial Hospital will be hosting two upcoming vaccination clinics for eligible individuals looking to receive a booster or third dose of the Moderna COVID-19 vaccine. On October 28, 2021, Troopers monitored traffic in the active work zone on State Route 17 east to Interstate 81 north in the city of Binghamton. Road crews were replacing concrete pavement. During the detail, a trooper blends in with the workers and watches for risky and unsafe behavior. 5 Tickets were issued for speeding, 4 for cellphone use while driving, 2 for violating seat belt laws & 5 for other assorted violations.
Local sales tax collections totaled $5.2 billion in the third quarter (July-September of 2021), up $861 million (20%) from the same period last year and continuing the trend of exceeding pre-pandemic levels, according to a report released today from State Comptroller Thomas P. DiNapoli. Statewide, every region saw solid growth in sales tax collections during the third quarter compared to the same period last year. Outside of New York City, the July-September period marked the fifth consecutive quarter that county and city sales tax receipts met or exceeded pre-pandemic levels. Statewide local sales tax collections in the third quarter of 2021 grew 8.6% ($409 million) over the pre-pandemic third quarter of 2019.

James help to bring down former Governor Andrew Cuomo following an investigation by her department into sexual harassment claims made by several women against Cuomo.
U.S. Marshals arrested a Georgia fugitive in Binghamton, who was wanted for a fatal shooting in Atlanta. Marshals arrested 21 year-old Dalonqueze Powell of Atlanta was arrested at a residence on Tracy Street in Binghamton, Marshals were assisted by State Police, Binghamton Police & several other agencies.
Governor Kathy Hochul reported that the numbers are slowly improving regarding COVID 19 in the state Saturday. over 166,000 were tested Saturday, with 3588 positives, for a positivity rate of 2.1% Patient Hospitalization are down to 1,842, the number of Patients in an ICU is down to 448 & the number on ventilators is down to 253, there were 26 deaths reported in hospitals & nursing homes Saturday.
Governor Kathy Hochul signed legislation designating a portion of State Route 51 in the Town of Butternuts as SP4 Richard F. Walton, Jr. Memorial Highway. Richard Walton, Jr. was born and raised in the Town of Butternuts, he underwent basic training and medical training after enlisting, he volunteered to go to Vietnam, On February 6th, 1970, while serving in Vietnam, Walton lost his life in a helicopter crash.

The New York State Department of State and the Division of Consumer Protection today alerted consumers about real estate and rental scams, in which scammers work to steal prospective tenants’ money when they are looking to rent a home or an apartment. New Yorkers claimed losses of over $1.7 million during the last 3 years from scammers, if a consumer has fallen victim to a rental scam, they are encouraged to file a complaint with the Division of Consumer Protection. Governor Kathy Hochul announced 25 new #VaxtoSchool pop-up vaccination sites to increase vaccination rates among school-aged New Yorkers. In the Southern Tier, 2 sites will be opening Friday, at the Chenango Valley High School from 2:40 pm to 5:00 pm & at the Broome-Tioga BOCES Main Campus in Binghamton from 10:00 am to 12:00 Noon. The New York State Department of State and the Division of Consumer Protection today alerted consumers about real estate and rental scams, in which scammers work to steal prospective tenants’ money when they are looking to rent a home or an apartment. New Yorkers claimed losses of over $1.7 million during the last 3 years from scammers, if a consumer has fallen victim to a rental scam, they are encouraged to file a complaint with the Division of Consumer Protection. Governor Kathy Hochul announced 25 new #VaxtoSchool pop-up vaccination sites to increase vaccination rates among school-aged New Yorkers. Chenango County Sheriff's Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday. Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney. Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.
The state has made progress in making high-speed connections available to New Yorkers, ranking 2nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli. The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home. Governor Kathy Hochul today announced significant progress with the Emergency Rental Assistance Program and the Excluded Workers Program. The amount of pandemic-related emergency rental assistance paid out has nearly doubled in the past 3 weeks, up to $399 million, enabling tenants at risk for eviction to stay in their homes and helping struggling landlords to receive unpaid rent. Starting tomorrow, middle-income renters previously ineligible for assistance can begin applying for funding through the Emergency Rental Assistance Program, also Governor Hochul announced that over $1 billion in Excluded Workers Program funds have been approved for distribution to date. Governor Kathy Hochul announced that the Public Health and Health Planning Council passed an emergency regulation and the Health Commissioner issued a determination requiring all teachers, administrators and other school employees to submit to weekly COVID-19 testing unless they show proof of vaccination, with either a CDC vaccine card or the Excelsior Pass. The Governor also announced that the State Department of Health has finalized and released official guidance for classroom instruction regarding Facemasks, which closely echoes the CDC guidance which districts were advised to follow. The operator of Prestige Limousine, 31 year old Nauman Hussain, has pleaded guilty to 20 counts of negligent homicide in connection with the fatal Limo crash in Schoharie in 2018. Hussain will be placed on interim probation for 2 years, will serve 1,000 hours of community service, he will not serve jail time & he was ordered to pay an undisclosed amount of money in restitution to the families of the deceased. The October 6th, 2018, crash killed 18 people in the limo including the driver, plus 2 pedestrian in the parking lot of the Apple Barrel Convenience store at State Routes 30 and 30A in Schoharie.

New York Attorney General Letitia James today issued an alert to New Yorkers, warning them about the "Boss Scam," a common text and email scam in which fraudsters pose as a consumer's employer and request gift cards due to a purported work emergency. This scam may be on the rise during the coronavirus disease 2019 (COVID-19) pandemic since many employees are working remotely. New Yorkers who have been targeted by this scam are urged to file a complaint by completing and submitting a Consumer Frauds and Protection Bureau online complaint form or by calling (800) 771-7755.
Due to an increased spread of COVID-19, Chenango County is requiring mandatory face masks in all County Buildings and Offices at the start of business on Monday, August 16, 2021. It is also at this time recommended that Chenango County businesses, organizations and schools immediately implement a face mask requirement for their vaccinated and unvaccinated employees, patrons and students. The State DOT is looking for people to fill a variety of positions in the Southern Tier. Currently there is a need to hire Snow plow drivers for the upcoming winter, those with CDL’s are preferred, but all applicants are welcome. More information is available at ny.gov.
Lieutenant Governor Kathy Hochul said that she plans to run for Governor in 2022, after she finishes up Governor Cuomo’s existing term. Cuomo will officially resign August 24th, Hochul will then take over as Governor. She plans to name a New Lieutenant Governor next week.

The victim of an August 5th shooting in Delhi has been released from the hospital. State Police said that 28 year old William Effner was shot by Roger Lynch of Franklin, who fled the scene and was killed by a member of the State Police Special Operations Response Team member during a standoff on August 6th. Effner was flown to Albany Medical Center with non-life-threatening injuries.
State Police continue to search for the body of 57 year old James Jones of Louisiana in the Whitney Point Reservoir. Jones was Kayaking with a friend Saturday when his boat overturned & he failed to resurface.
Democrats announced their unanimous endorsement of Molly Fitzgerald of Binghamton for re-election in the race for the Supreme Court 6th Judicial District. In addition to her duties as a trial court Judge from 2008 until 2019, Justice Fitzgerald also served as the Administrative Judge for the Sixth Judicial District from 2016 through 2019.
SUNY Delhi Athletics has achieved full NCAA Division III status, They will be eligible for full status starting Sept. 1st, it will include all 9 women's sports and 8 of the men's sports. SUNY Delhi will become eligible to participate in the NCAA Division III National Championships.
