Otsego County Sheriff’s Department announced the arrest of 2 men on multiple charges after a joint investigation by his Office and the NYS DEC Police in the Town of Middlefield. 22 year old Dylan Kingsley of Rome & 23 year old Nathanial Smoot of Statesville, North Carolina were charged with illegally taking of a deer, possession of a loaded weapon in a vehicles, trespassing & hunting without a license among other charges, for allegedly hunting illegally on private land in the Town of Middlefield. Kingsley is accused of illegally shooting a deer while Smoot is accused of hunting without a license. Both were arraigned in the Town of Middlefield Court & face action at a later date.
Otsego County Sheriff's department arrested 44 year old Bradley Ganio of Laurens, for 3rd degree Assault, Criminal Obstruction of Breathing & Harassment, following a recent domestic dispute. Ganio was arraigned and is scheduled to reappear in the Town of Laurens Court at a later date.

State Police arrested 21 year old Timothy Johns of Greene for Aggravated DWI with a reportable BAC of .21%. Troopers responded to a report of a one car accident on State Route 206 in the town of Greene, where Johns was accused of operating the vehicle when he struck a guide rail and became stuck, Johns was released to a sober 3rd party and will appear in the town of Greene Court on December 6th.

State Police arrested 25 year old Jeffrey Gurnee of Afton for Sexual Abuse following an investigation of an alleged sex abuse several years ago where Gurnee allegedly inappropriately touched a child under the age of 14, & a child under the age of 11 on another occasion. Gurnee was arraigned in the town of Afton Court; he was remanded to the Chenango County Jail on $5,000 cash bail or $10,000 bond. An order of protection was issued for each victim
Chenango County Sheriff's Department arrested a 15 year old juvenile for Arson and Aggravated Cruelty to Animals, following an investigation into 3 fires over a 4 day period at 993 County Road 3 in the Town of Smithville earlier this month. 1 of the fires killed 25 goats & other livestock. The juvenile was arraigned in Chenango County Family Court and remanded to a juvenile facility.

NY State of Health announced that Qualified Health Plan enrollees can begin renewing their coverage for 2019 starting today. Consumers must enroll or renew by December 15, 2018 for coverage beginning January 1, 2019. Renewal notices have been sent to more than 500,000 households with current NY State of Health coverage with information about their 2019 eligibility, health plan options, and costs. Delaware County Sheriff’s Deputies arrested 39 year old Michael Allen of Delhi with disseminating indecent material to minors and endangering the welfare of a child. Allen is accused of electronically sending pornographic material to a minor. Allen was arraigned at the Town of Delhi Court, where he was later remanded to the Delaware County Correctional Faculty in lieu of $5,000 cash bail. Allen is set to appear in the Town of Delhi Court at a later date for further court proceedings.

ACCO Brand employees rallied together for the Sidney United Way campaign this year, with 250 employees taking part in this year’s fundraiser. The donations will help local charities such as the Sidney Emergency Squad, Local Girl and Boy Scout Troops, Delaware Valley Humane Society, Tri-County Senior Center, American Red Cross, Local Food Banks, Catholic Charities and many others. the fall 2018 campaign raised and donated more than $25,000 to help support the work of the Sidney United Way.
New York State’s unemployment rate fell to 4.0% in October 2018, matching its lowest level on record, according to preliminary figures released by the State Department of Labor. The number of unemployed New Yorkers fell in October, from 397,600 to 387,700, its lowest level since April 2001. There was also a 26,600 person increase in the state’s civilian labor force, the largest monthly gain recorded since March 2004. Current labor force data extend back to 1976.
The Delaware County Board of Supervisors has proposed a 103 Million dollar budget proposal for fiscal year 2019 this week. The plan calls for a Property tax increase of about 1.56%. A public meeting will be held on the budget at the next board meeting on November 28 at 1:00 PM in Delhi.

28-year-old Devan Ellsworth of Norwich has been indicted for manslaughter and criminally negligent homicide, for allegedly causing the death of his 20-month-old daughter in August in Norwich. Ellsworth was originally charged with assault following the August 27th incident, where first responders were called to Ellsworth’s home on Henry Street following the report of an unresponsive child, who died the following day in a Syracuse hospital. Ellsworth remains held in the Chenango county jail pending court action.

A Delaware County Grand Jury handed down several Sealed Indictments Thursday relating to 3 separate narcotics trafficking investigations conducted in the Sidney and Hancock areas by the Delaware County Sheriff's Office Criminal Investigation Division. Arrested were 36 year old Angela Huggins of Sidney, 36 year old Mark Tubbs of Sidney & 30 year old Lisa Hayslip of Oneonta for selling illegal drugs in Sidney. 4 people from Fish’s Eddy were charged, 23 year old Samantha Wren, 33 year old William Weyrauch, 29 year old Seth Appley & 29 year old Lacey Benson for allegedly selling a variety of illegal drugs in Fishes Eddy, Benson faces an additional charge of Promoting Prison Contraband, for allegedly introducing secreted hypodermic instruments into the Delaware County Correctional Facility following her arrest. All were arraigned and were remanded to the Delaware County Jail without bail pending further court action.
State Police at Norwich are looking for the public’s help in locating a 43-year-old woman from Greene who is in need of medication. Arzou Hami was last seen on Sunday, October 7th exiting a vehicle near State Highway 369 in Port Crane. Hami has also identified herself as Michelle Girard. She was last seen wearing white capris, slip-on shoes, a dark shirt and carrying two suitcases, she is white, approximately 5’7, 165 pounds with short brown hair and brown eyes. Anyone with information is asked to contact State Police at 561-7400.
The Chenango County Sheriff’s Office Narcotics Division and the City of Norwich Police Department conducted a traffic stop on 29 year old Logan Dalrymple of Sherburne, whose vehicle and person were subject to a search warrant. Officers seized methamphetamine packaged for sale and Suboxone strips. Dalrymple was charged with Criminal Sale of a Controlled Substance, Possession of a controlled substance, Tampering with Physical Evidence and Promoting Prison Contraband, she was arraigned in the City of Norwich Court and remanded to the Chenango County Correctional Facility on $25,000 cash bail, the investigation is ongoing and additional arrests are expected.
Governor Cuomo today announced $45 million in state grant funding has been awarded to 57 counties and New York City for emergency communications. This funding enables local governments to expand their emergency response capabilities to enhance public safety operations. Locally, Chenango County receives $534,000, Delaware County $497,000 & Otsego County $796,000.

Youth across New York State have declared tomorrow, October 13 as the 2nd annual “Seen Enough Tobacco Day” to protect young people from the billions of dollars of tobacco promotions in places where adolescents and young adults can see and be influenced by them. State Police at Norwich are looking for the public’s help in locating a 43-year-old woman from Greene who is in need of medication. Arzou Hami was last seen on Sunday, October 7th exiting a vehicle near State Highway 369 in Port Crane. Hami has also identified herself as Michelle Girard. She was last seen wearing white capris, slip-on shoes, a dark shirt and carrying two suitcases, she is white, approximately 5’7, 165 pounds with short brown hair and brown eyes. The Chenango County Sheriff’s Office Narcotics Division and the City of Norwich Police Department conducted a traffic stop on 29 year old Logan Dalrymple of Sherburne, whose vehicle and person were subject to a search warrant. Officers seized methamphetamine packaged for sale and Suboxone strips. Dalrymple was charged with Criminal Sale of a Controlled Substance, Possession of a controlled substance, Tampering with Physical Evidence and Promoting Prison Contraband, she was arraigned in the City of Norwich Court and remanded to the Chenango County Correctional Facility on $25,000 cash bail, the investigation is ongoing and additional arrests are expected.
Governor Cuomo today announced $45 million in state grant funding has been awarded to 57 counties and New York City for emergency communications. This funding enables local governments to expand their emergency response capabilities to enhance public safety operations. 69 year old Diane Wood of Sherburne has been identified as the person killed in a fire in Sherburne Wednesday. Area Firefighters fought the blaze at 605 Glanville Hill-Hardscrabble Road for about 6 hours, the house was fully engulfed by the time fire fighters arrived after a passerby called it in. the cause of the fire has not yet been determined & the investigation is continuing.

Attorney General Barbara Underwood today announced an agreement with Uber to settle allegations it intentionally concealed a 2016 data breach in violation of state law. The settlement requires Uber to adopt a data breach notification and data security practices and a corporate integrity program for employees to report unethical behavior, and hire an independent third party to assess its data security practices. It also requires Uber to pay a record penalty of $148 million. The agreement followed a 2016 breach where hackers informed Uber that they had downloaded the personal information of 25 million riders and 7.7 million driver in the U.S., Uber ultimately paid the hackers $100,000 to conceal the breach.
With the award of the multi-million dollar Downtown Revitalization Improvement Grant, the City of Oneonta and SUNY Oneonta are collaborating to bring Artspace to Oneonta to conduct a feasibility study to regarding a possible implementation of a self-sustaining arts development project. Artspace is a nonprofit real estate developer specializing in creating, owning and operating affordable spaces for artists and creative businesses, a visit is scheduled for October 23-25, 2018, it will include site visits of potential project locations, meetings with stakeholders and local artists, and a meeting open to the public. Governor Cuomo today requested that the federal government grant a Major Disaster Declaration for 8 counties devastated by flash flooding during severe storms in August. A Declaration would result in financial assistance from the federal government for emergency protective measures, debris removal, and repairs to public buildings and infrastructure. The 8 county request includes Broome, Chenango, & Delaware Counties locallly, after damage estimates exceeded $36 million in infrastructure repair, debris removal and structural damage as a result of these storms. Widespread power outages impacted more than 1,500 homes and businesses in the area, responders rescued and evacuated more than 200 people from campgrounds.
47 year old William Holtslander of Unadilla was found guilty by an Otsego County Court Jury on 13 counts of 1st degree sexual abuse. Holtslander was convicted after 4 hours of deliberation by the jury, for molesting a girl under the age of 11, 13 times; he faces sentencing on November 13th.

The raccoon was killed by a dog that was not current with rabies vaccination, it will be placed on 6 month quarantine, and there was no known human exposure to the raccoon. Otsego County Sheriff Department attempted to stop a vehicle Wednesday afternoon on State Route 23 in the town of Morris for speeding. The vehicle's operator failed to comply, a pursuit through the Village of Morris. Deputies reported that during the pursuit, the unidentified driver attempted to pass another vehicle when his engine exploded and the vehicle caught fire. The suspect was taken into custody, numerous charges are pending, and firefighters from the Morris Fire Department extinguished the blaze.

Attorney General Barbara Underwood announced the guilty pleas of Joseph Zupnik & Daniel Herman, the former owners and operators of Focus Rehabilitation and Nursing Center in Cooperstown, for endangering the welfare of an incompetent or physically disabled person. Herman and Zupnik's guilty pleas included admissions that between May 28th and June 1st 2016, they recklessly acted in a manner likely to be injurious to the physical, mental, or moral welfare of a physically disabled person & failing to provide sufficient staff to provide the necessary care for one Focus resident, including, nutrition, medications, and incontinence care. Zupnik and Herman face sentencing on October 10, 2018.

Attorney General Barbara Underwood announced the guilty pleas of Joseph Zupnik & Daniel Herman, the former owners and operators of Focus Rehabilitation and Nursing Center in Cooperstown, for endangering the welfare of an incompetent or physically disabled person. Herman and Zupnik's guilty pleas included admissions that between May 28th and June 1st 2016, they recklessly acted in a manner likely to be injurious to the physical, mental, or moral welfare of a physically disabled person & failing to provide sufficient staff to provide the necessary care for one Focus resident, including, nutrition, medications, and incontinence care. Zupnik and Herman face sentencing on October 10, 2018.

28 year old Devan Ellsworth of Norwich appeared in court earlier today, so far he has been charged with 2nd degree Assault & endangering the welfare of a child, in connection with the death of his 1 year old daughter last weekend in Norwich. First responders & Norwich police were called to the Ellsworth apartment on Henry Street in Norwich Sunday for a report of a 1-year-old child with a head injury, the child died Monday after being transferred to Upstate Medical Center in Syracuse. Ellsworth is expected to have his case heard by a Grand Jury & charges are expected to be added, he is being held in the Chenango County Jail without bail.

State Comptroller Tom DiNapoli released an audit today that examined 7 school districts and their compliance with school bus safety requirements, it found that school districts are not confirming all school bus drivers are completing required training and drug testing, and that school bus safety drills and inspections are done. DiNapoli recommended school officials take immediate steps to address the deficiencies, have superintendents annually approve all drivers that transport district students, have all drivers meet the minimum training requirements, & have random drug and alcohol testing, & have all buses have pre-trip inspections conducted. State Police arrested 41 year old John Nixon of Sherburne for Driving While Ability Impaired by Drugs, after a trooper responded to the report of a vehicle veered across the center line, into a drainage ditch & then back to the other side of the highway, striking several mailboxes, on State Route 8 in the town of Guilford. Nixon was arrested; he was released to a sober third party and is scheduled to appear in the town of Guilford Court on September 11th.
62 year old James Hone of Oneonta was arrested following a high
speed chase & after ramming his vehicle into 2 Oneonta Police cars,
totaling one of them, and injuring an officer. Hone was wanted on a
warrant for criminal contempt after allegedly violating an order of
protection, he was located by Oneonta police on 6th Street, when
Police attempted to make the arrest, Hone drove into the patrol car, a
2nd patrol car arrived & was also plowed into by Hone. Hone was
charged with attempted assault of a police officer, criminal
possession of a weapon, criminal mischief and 2nd degree assault
causing injury to a police officer, plus several other charges.

colleges at SUNY & CUNY will have a food pantry or stigma-free food
access for students in need by the end of the fall semester. New York
will be the 1st state to have a program to combat student hunger.
Currently, nearly 90% of SUNY and CUNY campuses offer these

New Yorkers health care issues.

Aging will be hosting their annual Senior Flu Vaccination Clinic for
adults age 60 and over on Tuesday, September 25th from 9:30 – 11:30
at the Norwich Family YMCA. Senior citizens can receive a flu shot &
attend a health fair where area partners will be available to talk about
area programs and services, plus the Norwich Police Department will
be doing a drug take back where they will collect any old or unused

Last year, billions of gallons of untreated sewage and storm water impacted more than 200 waterways in New York due to antiquated and overwhelmed sewer systems, according to a report released today by State Comptroller Tom DiNapoli. The report details the problems with combined sewer overflows, which commingle the water from rain and snow melt with the wastewater in combined sewer systems. There are 46 communities in New York responsible for 807 outfalls where excess untreated or partially treated wastewater is discharged from pipes directly to rivers, streams, estuaries and coastal waters when their systems are overwhelmed. Delaware County Sheriff’s Deputies responded to State route 10 near Beers Brook Road in the Town of Walton to assist the Walton Fire Department following a grass fire. The Investigation determined that the fire was caused by a projectile firework; Deputies arrested 26 year old Brett McLaughlin of Hancock, with Unlawfully Dealing with Fireworks, and for violating the State’s Burn Ban. DEC Law prohibits open burning between March 16th to May 14th. McLaughlin was issued an appearance ticket for Town of Walton Court at a later date.

Deputies reported that they recovered more than 30 signs and charged 18 year old Russell Storey of Andes, 18 year old Dylan Reed of Margaretville, NY, and an unidentified 17 year old Roxbury male with Grand Larceny & Criminal Mischief & they also charged 20 year old Darian Scudder of Halcottsville with Criminal Possession of Stolen Property. All 4 suspects were issued appearance tickets for Town of Middletown Court at a later date.

Fair officials announced that on Monday at 6:00 AM, 200 Lifetime Passes will be made available on the fair's online store, at nysfair.ny.gov for $200 each. The passes are metal medallions and allow free admission to the owner for any day of the fair. The owner's name will be engraved on the back of the medallion. Along with the medallion, the owner must show valid photo identification to get free admission to the fair. The medallion can be picked up at the fair's administration building starting on August 1. The 2018 New York State Fair runs from August 22 to September 3.

The 2nd trial of former Assembly Speaker Sheldon Silver gets underway today in New York City. Silver was convicted of using his political influence for political favors; the conviction was tossed last summer, when appellate judges in the 2nd Circuit ruled that the definition of “official acts” had been changed by a previous Supreme Court decision in the public corruption case of former Virginia Governor Bob McDonnell.
Delaware County Sheriff’s Deputies arrested 35 year old Daniel White of Mt. Upton for Aggravated Unlicensed Operation of a Motor Vehicle, use of a Vehicle without an Ignition Interlock Device, Unlawful Possession of Marihuana, plus several other traffic violations, on Circle Drive in the Village of Sidney. White was arraigned at the Village of Sidney Court and remanded to the Delaware County Correctional Facility in lieu of $2500 cash bail. White is scheduled to return to the Village of Sidney Court at a later date to answer the charges.

DiNapoli’s report finds the enacted budget increases General Support for Public Schools by 3.4% and provides an additional $50 million in competitive grants for prekindergarten, after-school and other programs. The Budget holds flat most direct aid to local governments; it is funded at $715 million, the same level for the last 6 years. The budget also maintains the appropriation for the Environmental Protection Fund at $300 million.
Hartwick College has received a $300,000 grant from The Clark Foundation to help fund a new Hospital Suite Simulation Unit for the College’s nursing department. The new equipment will be located in repurposed space in Smith Hall. The grant will enable the College to better prepare its nursing students to enter the field, and grow the department by another 10 students. This is the fourth such award from the Foundation since 2011.

Governor Cuomo announced nearly $2.2 million will be awarded to 34 farms across the state through the Climate Resilient Farming Grant Program, to help farms reduce their operational impact on the environment and better prepare for and recover after extreme weather events. In the Southern Tier; Chenango County Soil and Water Conservation District was awarded $77,255 to work with 6 farms to implement cover crops, which are planted to improve soil quality, reduce erosion, and to increase soil organic matter to improve resiliency during periods of flood and drought.
Broome County Special Investigators seized 200 bags of heroin, drug packaging materials, marijuana and $300 in suspected drug money from a Chenango Street residence in the City of Binghamton. The Broome County Special Investigations Unit (SIU) Task Force on Wednesday executed a search warrant at 66 Chenango Street. Police arrested 38 year old Juan Delacruz of Binghamton on a felony drug possession charge. Delacruz was arraigned in City of Binghamton court and remanded to the Broome County Jail.
State Senator John Bonacic announced Friday that he will not be running for another term. Bonacic has served in the state Senate for 20 years & has served in elected office for more than 4 decades. Bonacic’s 42nd District includes the Masonville, Delhi, Hamden, Walton, Tompkins and Colchester.
State Senator John DeFrancisco said Friday he will not seek re-election and plans to end his 40-year career in politics when his term expires at the end of the year. DeFrancisco had considered a run for Governor but he announced Friday that he will retire from the Senate & from politics.

Governor Cuomo announced nearly $2.2 million will be awarded to 34 farms across the state through the Climate Resilient Farming Grant Program, to help farms reduce their operational impact on the environment and better prepare for and recover after extreme weather events. In the Southern Tier; Chenango County Soil and Water Conservation District was awarded $77,255 to work with 6 farms to implement cover crops, which are planted to improve soil quality, reduce erosion, and to increase soil organic matter to improve resiliency during periods of flood and drought.
Broome County Special Investigators seized 200 bags of heroin, drug packaging materials, marijuana and $300 in suspected drug money from a Chenango Street residence in the City of Binghamton. The Broome County Special Investigations Unit (SIU) Task Force on Wednesday executed a search warrant at 66 Chenango Street. Police arrested 38 year old Juan Delacruz of Binghamton on a felony drug possession charge. Delacruz was arraigned in City of Binghamton court and remanded to the Broome County Jail.
State Senator John Bonacic announced Friday that he will not be running for another term. Bonacic has served in the state Senate for 20 years & has served in elected office for more than 4 decades. Bonacic’s 42nd District includes the Masonville, Delhi, Hamden, Walton, Tompkins and Colchester.
State Senator John DeFrancisco said Friday he will not seek re-election and plans to end his 40-year career in politics when his term expires at the end of the year. DeFrancisco had considered a run for Governor but he announced Friday that he will retire from the Senate & from politics.
Officials with Afton Motorsports Park announced that the practice for drivers originally rescheduled for tonight has been postponed. An announcement is expected later in the week regarding the status of Friday's race schedule.
