Otsego County Health Department announced that a Raccoon has tested positive for rabies. The animal was found in Westford, all of the animals that were exposed to the Raccoon are being treated, Officials urge residents to get all pets & farm animals vaccinated, those that are not vaccinated & are exposed will be euthanized. Former Oneida County Corrections Officer Thomas Eck appeared in Oneida County Court on Tuesday, he had pleaded guilty to offering a false instrument for filing, for his role in the beating death of inmate Messiah Nantwi at the Mid State Correctional Facility, Eck was sentenced to 1 year in jail, he was the 15th Corrections officer in Oneida County to be prosected in connection with the death of Nantwi & Robert Brooks. The 2 cases have led to proposed legislation, the Duty to Intervene Act, making it a felony to not intervene while one of your fellow officers is beating an inmate.

Otsego County Office of Emergency Services announced that the State of Emergency for bot the towns of Pittsfield & Laurens have been rescinded today. Motorists are urged to drive with caution in those towns as recovery efforts are continuing.
49 year old Thomas George of Binghamton, was found guilty following a jury trial in Broome County Court for Criminal Possession of a Weapon. On July 1, 2025, Police conducted a traffic stop in Johnson City, officers located drug paraphernalia and a quantity of methamphetamine, they also discovered that George had a loaded handgun concealed in his waistband, with 10 rounds of ammunition. George is scheduled to be sentenced on August 14th, he faces up to 15 years in State Prison followed by 5 years of post-release supervision.

State DEC announced several changes to deer hunting regulations to increase harvest of female deer and improve DEC’s ability to manage abundant deer populations. Under the new system, all hunters will receive a first Antlered Deer Tag which can be used during any season, except the September antlerless season. 79 year old Stanley Suchy of Stamford pleaded guilty in Delaware County Court today to sexual crimes against minors. In November, Suchy was indicted on 3 counts of Predatory Sexual Assault Against a Child, and 1 count of Course of Sexual Conduct Against a Child, he agreed to plead guilty to Course of Sexual Conduct Against a Child, which includes a term of 10 years incarceration and 20 years of post-release supervision, registration as a sex offender as well as other fines and restrictions. Suchy admitted to multiple instances of sexual contact with a child under the age of 13 between 2010 & 2020. After pleading guilty, Suchy was remanded to jail to await sentencing on April 21st.

Delaware County District Attorney Shawn Smith announced an 8 count indictment has been filed against 54 year old Joseph Bellows of Downsville, from the crash that occurred in Hancock on July 17th, that resulted in the death by electrocution of East Branch Assistant Fire Chief Jason McGlone. Bellows was charged with Speeding, Driving While Intoxicated, Using a Cell Phone while Driving, Criminal Mischief, Vehicular Manslaughter and 2nd degree Manslaughter. DA Smith said that the most serious charge of 2nd degree Manslaughter carries a maximum sentence of 5 to 15 years in jail if Bellows is convicted.

Romain was charged with 1 count of Torturing/Injuring/Failure to Provide Sustenance to Animals, while Natterer faces 11 counts. The Investigation revealed that the pair were housing numerous emaciated dogs at the residence The dogs were seized and the defendants were taken in to custody, were processed and issued Appearance Tickets returnable to the Town of Edmeston Court at a later date. All of the animals were turned over to the Susquehanna SPCA where they are currently receiving medical attention.

Chenango County Sheriff's Office responded to a report of a bomb threat Tuesday at about 1:00 PM that was made to Community Bank on State Highway 23 in the Town of Norwich. The building which included Community Bank, a Mirabito Gas Station, and Dunkin Donuts were quickly evacuated. Chenango County Sheriff’s Office and State Police responded and secured the scene, a State Police Explosives Detection Canine conducted a thorough search of the entire premises and did not locate any signs of any explosive devices, it was determined that there was no threat to the public and the businesses were back open at approximately 4:00 pm. The investigation to who made the threat is still ongoing.

52 year-old Terrell Heyward was sentenced to 21 years to life in prison today in Broome County Court. On January 11th, Heyward shot 54 year-old Sarah Hauer in the back of the head at the Woodburn Court apartment building on Exchange Street. The District Attorney's Office contended that Heyward was frustrated that his girlfriend, who was a friend of Hauer’s, wouldn’t see him. When Hauer told Heyward that his girlfriend was unavailable, he shot Hauer and fled these, leaving her to die.

Otsego County Sheriff's Office arrested 37 year old Mohamad Haidar of Decatur, following an investigation into repeated domestic violence. Haidar was charged with Predatory Sexual Assault, plus multiple counts of 1st degree & 3rd degree Rape, 1st & 3rd degree Criminal Sexual Act, Assault, Stalking, Labor Trafficking, unlawful inprisonment, Strangulation, Criminal possession of a weapon & Overdriving, torturing, failure to provide proper sustenance for animals. Investigators were contacted by victims who reported sustaining severe abuse for several years while living with Haidar, where they were forced to live at the residence and submit to extreme abuse which often resulted in serious physical injury. Haidar was taken in to custody without incident, a search warrant was executed & evidence was seized. The Susquehanna SPCA removed numerous animals. Haidar was processed and was lodged in the Otsego County Correctional Facility for Arraignment, the investigation is on-going and additional charges are pending. 35 year old Natasha Reed of Hamden was indicted on 2 counts by a Delaware County Grand Jury for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation of a Motor Vehicle. Reed allegedly possessed over 500 milligrams of cocaine, on November 26, 2024, Deputies conducted a traffic stop and found Reed to have a suspended license, officers seized cocaine and drug paraphernalia from the vehicle.

Sidney Police Department received a fraud complaint, where teh vicitm was scammed by an elaborate scheme to defraud and had already lost $57,000. The scammers were able to gain the trust of the victim by posing as a Microsoft computer virus technician and a bank fraud technician, Police learned that the victim was being directed to withdraw another large sum of money by the scammers, Sidney Police & the State Police BCI unit set up a sting operation, which led to the arrested of 42 year old Xueyu Luo of New York City into custody. Luop was charged Grand larceny, Tampering with physical evidence, Scheme to defraud, Resisting arrest and Obstruction of governmental administration, Luo was processed & was transported to the Delaware County Jail to await arraignment, He was released on his own recognizance to appear back in court at a later date. The investigation is ongoing.

Otsego County Sheriff's Office arrested Christopher Ingraham of Pittsfield, for Assault, Attempted Assault, Reckless Endangerment, Reckless Driving, Driving While Ability Impaired by Alcohol as well as several other related charges, following an investigation into a personal injury motor vehicle/ assault complaint in the Town of Pittsfield. Deputies determined that Ingraham struck 3 individuals with his vehicle attempting to break up a physical altercation, 2 were transported to a local hospital for their injuries, he was taken into custody without incident and was processed and was turned over to the Jail pending Centralized Arraignment.
Otsego County Sheriff's Office arrested 28 year old Gabriel Jensen of Oneonta for DWI, driving with a BAC of .08% or More of Alcohol, Failure to Keep Right, and other related charges, following the investigation of a motor vehicle accident in the Town of Hartwick. Jensen is accused of operating the vehicle while intoxicated, he was processed and released on Traffic Tickets.

Delaware County Sheriff’s Deputies investigated a complaint regarding 2 vehicles driving recklessly, they located both vehicles and conducted traffic stops. Deputies determined that following a verbal dispute that had occurred, both parties then operated their vehicles in a reckless manner through the Village of Walton, onto State Highway 10 toward Delhi. State Police arrested 43 Year old Delbert Dewey of Sherburne for Arson & Criminal Mischief, On July 5th, Troopers responded to a report of a vehicle on fire in a driveway on Classic Street in Sherburne. The investigation revealed that Dewey intentionally started a fire inside the vehicle after having a disagreement earlier in the day with the residents on Classic Street. Dewey was later arrested and was arraigned and was remanded to the Chenango County Jail on $15,000 cash bail, $30,000 bond, pending future court action.

Otsego County Sheriff's Office arrested 36 year old Joseph Clary of Oneonta, for Sex Offender Failure to Update Change of Address. Clary was released from the Elmira Correctional Facility, he was to report to the Otsego County Department of Social Services to secure temporary housing which would provide an address that would be listed on his State registry. After 10 days, Clary failed to notify or report to the DSS, the Otsego County Sheriff’s Office or his parole officer, he was located Tuesday in Oneonta by parole officers and taken in to custody, he was taken to the Otsego County Correctional Facility for arraignment. .

23 year old Gage Pankiewicz of Walton was sentenced to 5 years of felony probation supervision for Criminal Possession of a Controlled Substance, in Delaware County Court this week. On September 4, 2024, deputies executed a search warrant in Walton on suspicion of drug trafficking. A forcible entry was made, and deputies arrested Pankiewicz, among other suspects. During the search, methamphetamine, fentanyl, packaging materials, scales, and a rifle were seized. If Pankiewicz fails to abide by the terms of his probation, he faces up to 2 1/2 years in state prison.
29 year old Tyler Long of Sidney was sentenced to 1 to 3 years in prison in Delaware County Court this week, for failing to abide by the terms of the Sex Offender Registry. Long had previously pleaded guilty to Failure to Register an Internet Account. Last July, the Delaware County Probation advised Sidney Police Department that Long had 6 separate unregistered email accounts that he failed to report to the Probation Department, Long’s probation supervision was terminated, and Long was sentenced to a prison term of 1 to 3 years.
Broome County Sheriff’s Deputies responded Sunday to a weapons complaint in the Town of Maine. Deputies located a female victim bleeding from her neck and proceeded with medical aid until Emergency Medical Services transported her to UHS Wilson hospital. 27 year old Shamirah Hauer of Port Crane, had been assisting the victim with putting in hair extensions for nearly an hour before she began to strike the victim with her fists and a pair of scissors, a 3rd party stopped the assault, Hauer left the scene, the male witness called 911. Vestal Police and State Police assisted & Hauer was taken into custody without further incident, she was charged with 1st degree Assault,m she was arraigned & was being held at the Broome County Correctional Facility.

Chenango County Sheriff's Office arrested 35 year old Matthew Baird of Columbus, for Sexual Abuse, Forcible Touching, and Endangering the Welfare of a Child, after they received a complaint of Sexual Abuse. Baird was accused of having sexual contact with a juvenile victim. Delaware County Sheriff's Deputies responded to a fatal, two car motor vehicle accident yesterday morning on State Highway 28 in the Town of Meredith. 45 year old Marsha Rotella of Delhi was traveling on State Highway 28 when she was attempted to pass a 2nd vehicle, operated by 46 year old Jamie Navarro of Pembroke Pines, Florida, an approaching, uninvolved vehicle caused Rotella to steer back into the southbound lane & she hit the Navarro vehicle, lost control, she skidded off the roadway and overturned, Rotella was ejected from the vehicle, she was pronounced dead at the scene.

Delaware County Sheriff's Deputies responded to a fatal, two car motor vehicle accident yesterday morning on State Highway 28 in the Town of Meredith. 45 year old Marsha Rotella of Delhi was traveling on State Highway 28 when she was attempted to pass a 2nd vehicle, operated by 46 year old Jamie Navarro of Pembroke Pines, Florida, an approaching, uninvolved vehicle caused Rotella to steer back into the southbound lane & she hit the Navarro vehicle, lost control, she skidded off the roadway and overturned, Rotella was ejected from the vehicle, she was pronounced dead at the scene.

State Department of Labor today released preliminary local area unemployment rates for May 2024. The State's seasonally adjusted unemployment rate held steady at 4.2% in May 2024. Locally Chenango County had 3.2% unemployment, Delaware County 3.9% & Otsego County 3.7%.
45 year old Kareem Young of Binghamton was found guilty of Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia by a Jury last week in Broome County Court. On January 5th, the Broome County Special Investigations Unit executed a narcotics search warrant at 25 North Street in Binghamton, Young possessed cocaine and implements of narcotics trafficking. Young faces sentencing on September 23rd, he is facing up to 15 years in State Prison
State Police will be holding a Child Passenger Car Safety Seat Check today & tomorrow, as State Law requires that all children must be restrained in an appropriate child restraint system while riding in a motor vehicle until they reach their 8th birthday. The Delaware County Department of Emergency Services announced that Deputies & 1st responders reported to a serious crash this morning on State route 28 between Delhi & Spring Valley Road. State Police responded Saturday to the Tioughnioga River in the town of Lisle regarding a possible drowning. The investigation determined that an 11-year-old male from Marathon, was fishing with friends and decided to jump in the water to swim when he went under the water and didn't resurface due to the strong current. At 7:15 pm., the victim was located deceased in approximately eight feet-deep water by the Broome County Dive Team. There were no signs of foul play, and the scene was consistent with an accidental drowning.

Oneonta Police Department responded last night to investigate a reported gunshot wound victim at Fox Hospital's emergency room. Officers learned that a 51-year-old male victim was transported by a 3rd party in a private vehicle, which left the scene prior to the arrival of police. The victim stated that he was on Chestnut Street when he was injured by a bullet. Police searched the location & no evidence was found. Hospital Security Staff were able to provide surveillance video of the vehicle and individual dropping the victim off at the hospital. An Otsego County Deputy located the vehicle on I-88 and initiate a traffic stop. 3 people were in the vehicle, Police discovered that the incident may have occurred on River Street between Mitchell and Wilcox, but no evidence was located, Anyone with any information should contact Oneonta Police at (607) 432-1111, or at local.nixle.com/tip/city-of-oneonta.

The Binghamton Police Department arrested a 17-year-old from Johnson City for leaving the scene of a pedestrian hit-and-run Tuesday afternoon. Binghamton Police responded at Court and Water streets for a report of a person who was crossing the road being struck by a vehicle, the victim was a 45 year old man from Binghamton, He was transported to an area hospital w& was in critical condition. Detectives found the suspect and their vehicle later, he was arrested & was released on an appearance ticket.

Delaware County District Attorney's office announced that 60 year old Eva Witteman of Binghamton pleaded guilty to Criminal Possession of a Controlled Substance, and was sentenced to 5 years of felony probation supervision in Delaware County Court. On February 21, 2023, a Delaware County Sheriff’s Deputy, conducted a welfare check of a vehicle which appeared to be broke down on State Highway 17 in Hancock, Witteman had a suspended license, & was charged with Aggravated Unlicensed Operation of a Vehicle, & she possessed 12 grams of methamphetamine. Witteman pleaded guilty to the drug charge, she was to 5 years of felony probation supervision. if she violates probation, she could be re-sentenced to 2.5 years in state prison.

NYSEG officials reported that many customers were still without power this afternoon around the tri-county region, following last night's powerful thunderstorms. NYSEG Reported about 1200 without power in Broome county, about 600 in Otsego County, 120 in Chenango County & about 25 in Delaware County, as crews continue to restore power in areas that had downed trees & power lines.

49 year old Richard Foster of Middletown appeared in Delaware County Court & entered a guilty plea to Attempted Assault, Foster was originally charged with a series of crimes stemming from a domestic assault that took place on March 14th. Foster was observed obstructing traffic on State Highway 28, Officers apprehended him after he struck a woman multiple times and attempted to steal prescription pills. Foster was sentenced to one year in jail, an Order of Protection was issued for the victim for a period of 2 years.

Barrows was arraigned and was declared delinquent and a probation violator, he was sentenced to serve 2 to 6 years in jail, he was also ordered to pay fines, fees and surcharges imposed by the court.

Otsego County Sheriff's Office arrested 27 year old Chase Northrop of Morris as a Fugitive From Justice out of the state of Texas. The Investigation revealed that Northrop violated the terms of his probation which led to a warrant for his arrest, Northrop turned himself in to the Otsego County Sheriff’s Office today where he was taken in to custody, he was arraigned and was remanded to the Otsego County Correctional Facility to await extradition to Texas.
Broome County Sheriff's Office reported that a mudslide occurred this morning in Windsor, partially blocking State Route 79 near Piper Hill Road, shortly after 5:00 AM today. The southbound lane was blocked for several hours as State DOT crews worked to clear the road.

Loucks' Drivers License & vehicle registration was suspended, he was ticketed for Operating a Motor Vehicle with a Suspended/Revoked Registration, Aggravated Unlicensed Operator, speeding & several other charges, Loucks was released & is scheduled to appear in the Town of Delhi Court at a later date.
Broome County District Attorney's Office announced that 36 year old Robert Simpson of Binghamton was sentenced to 9 years in State prison after pleading guilty to 1st degree Robbery. Simpson forcibly stole property from another person while brandishing a knife on August 14th 2022 in Binghamton, he was identified hours later through video surveillance of the area of the crime. Simpson will also serve 5 years of post release supervision.

Melissa Knorr had struck the victim multiple times as well as violated an order of protection, Deputies arrested Knorr for Criminal Contempt as well as Harassment, Knorr was arraigned & was released, she is scheduled to appear in court at a later date.

Otsego County Sheriff's Office arrested 55 year old Troy McDonald of Unadilla following a traffic stop on July 23rd. McDonald was charged with Operating a Motor Vehicle while Registration is Suspended, he was issued Uniform Traffic Ticket returnable to the Town of Unadilla Court at a later date.
Pennsylvania State police Arrested 40 year old Christopher Boyle of Binghamton, for allegedly selling large amounts of methamphetamine in Susquehanna County. Troopers encountered Boyle during a pre-arranged drug sale and arrested him without incident, they eventually seized Methamphetamine, Boyle was arraigned Friday and was sent to the Susquehanna County Prison on a $50,000 cash bail, he was charged with 3 counts of possession with intent to manufacture or deliver a controlled substance, 4 counts of criminally using a communication facility, and more than a dozen other related charges.
State Police are looking for 15 year old Emily Clapper, who was last seen leaving a house on State Route 51 in the Town of Winfield on July 29th. Clapper is described as a 5’4" white female with red hair, she was last seen wearing a grey hoodie, black leggings, and a pink shirt, she is originally from Oneonta, she may be returning to Oneonta or possibly Utica. Delaware County Sheriff’s Deputies observed a vehicle traveling at 80 mph in a posted 55 mph zone in the town of Colchester. A traffic stop was conducted, 61-year-old Mark Mclaren of Hortonville was driving in unregistered vehicle without insurance, he was issued tickets for Speeding & Operating a Motor Vehicle with a Suspended/Revoked Registration, Mclaren was released & is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.

The Broome County Special Investigations Task Force executed a narcotics search warrant in the Town of Chenango, at the Comfort Inn on Upper Front Street. 42 year old James Konidis of Binghamton is accused of throwing a package of narcotics out of his 4th floor window in an attempt to hide or dispose of the drugs, investigators located 6.1 grams of Fentanyl thrown from the window, plus they seized methamphetamine as well as a scale for weighing narcotics from the room. Konidis was charged with Criminal Possession of a Controlled Substance, Tampering with /Attempting to Conceal or Destroy with Physical Evidence, Criminally Using Drug Paraphernalia, Konidis was taken to Central Arraignment at the Broome County Sheriff’s Correctional Facility for processing and arraignment.

The Otsego County Sheriff's Office arrested 49 year old April Hillier of Davenport, following a traffic stop in the Town of Oneonta on July 23rd. Hillier was charged with Driving While Intoxicated, Aggravated Unlicensed Operation of a motor vehicle, speeding & other charges, she was found to be operating a motor vehicle on a public highway while intoxicated, with a suspended Driver’s License. Hillier was arrested and held at the Otsego County Jail pending arraignment; due to a refusal to submit to a chemical test.

The State Department of Labor released preliminary local area unemployment rates for June. The State’s seasonally adjusted unemployment rate held constant at 3.9% in June, locally Chenango County had 2.8% unemployment, Delaware County had 3.6% and Otsego County had 3.3% in June.

The Broome County provided an update on the progress of their new Criminal Investigations Unit at the Broome County Correctional Facility. The new unit consists of a supervisor and 2 full-time investigators, including a trained K9 handler that can search for drugs and various contraband inside the facility. The Unit has made 8 arrests resulting in 6 felonies and 3 misdemeanors, ranging from Promoting prison contraband to assault, to criminal mischief.

43 year old Nicholas Marte of Mount Upton was sentenced to 1 year of Drug Treatment Court, along with 5 years of felony probation supervision in Delaware County Court. On April 7, 2022, Hancock Police discovered Marte passed out in his vehicle at the Valero Parking lot, police confiscated needles and heroin. Marte pleaded guilty to Attempted Criminal Possession of a Controlled Substance, on Monday he was sentenced on his conviction, he must enroll in and successfully complete Adult Treatment Court.
Otsego County Sheriff's Office arrested 34 year old Jesse Dilatush of Burlington following an investigation of a burglary which occurred in 2022. Dilatush was charged with Burglary, Grand Larceny Petty Larceny & Criminal Mischief, he is accused of forcing his way into a dwelling and stealing a Kubota tractor which was later found abandoned in the Town of Burlington. Chenango County Sheriff’s Office located Dilatush in the Town of Columbus and he was turned over to investigators for arrest processing, he was being held at the Otsego County Correctional Facility pending court proceedings.

Sidney Police Department arrested 33 year old Jesse Terry of Unadilla Wednesday, for criminal possession of stolen property, unlawful fleeing a police officer, aggravated unlicensed operation of a motor vehicle, driving while under the influence of drugs & resisting arrest amon other charges. Sidney Police received an alert about a stolen vehicle out of Oneonta, the vehicle was observed at a car wash, with State Police assisting the traffic stop, Terry did not comply and rammed the Sidney Police car, police pursued along West Main Street, the pursuit ended at the Circle Drive Apartments, where Terry hit 1 of the apartment buildings with the vehicle, he fled into an apartment building and was taken into custody, he was treated at the hospital & was later arraigned in the Village of Sidney Court & was remanded to the Delaware County Jail. More charges are pending.
Delaware County District Attorney's Office announced that 41 year old Darren Moscato of Delhi, was arraigned on a sealed indictment in Delaware County Court Monday. The indictment was unsealed, Count One accused Moscato of attempting to endanger the welfare of a child, the other counts accuse him of Attempted Disseminating of Indecent Material to Minors, Engaging in a sexually explicit conversation with a minor with the intention of enticing the child to engage in sexual activity, and for sending explicit pictures to the minor. Moscato was released to the supervision of the Delaware County Probation Department, pending a conference on July 24th.

Delaware County District Attorney's office announced that 58 year old Mark Seeley of Walton, was sentenced to 2 years in the County Jail for Aggravated Harassment and Criminal Contempt. On September 11, 2022, Seeley, threatened several individuals, the Court issued orders of protection for the victims, Seeley violated the orders of protection multiple times. On May 8th, Seeley agreed to a plea deal in County Court, but on May 31st, State Police were contacted by the victims who had discovered that Seeley posted about the victims on social media. Due to the numerous violations the District Attorney’s Office voided the plea & Seeley was sent to jail.

Delaware County Sheriff's Office arrested 51 year old Stacy Coss of Andes for driving while ability is impaired by the use of drugs, and aggravated unlicensed operator. On July 7th, Deputies stopped a motor vehicle in the Town of Andes being operated by Coss, her driving privileges were revoked from a prior DWI and she was operating a motor vehicle in an impaired state. Coss was released on appearance tickets and directed to appear at the Town of Andes court at a later date.

The investigation revealed that 73 year old George Sydlar had called 911 3 times on July 6th and more than 20 times prior to report similar incidents which were all determined to be unfounded. Deputies arrested Sydlar for falsely reporting an incident, he was released on an appearance ticket to the Town of Davenport court at a later date.

58 year old Phillip Peterson was indicted by a Delaware County Grand Jury on 2 counts of attempted assault, for allegedly attacking his wife in the town of Franklin by punching her in the chest after open heart surgery & by throwing a TV at her in April. Peterson will be arraigned on the charges on July 10th.
Otsego County Sheriff's Office arrested 37 year old Daniel Pope of Laurens following an investigation of a motor vehicle accident in the Town of Morris. Pope was charged with 3 counts of Aggravated DWI for allegedly having a Child Less Than 16 Years Old in the vehicle, plus DWI, Operating a Vehicle with a BAC of .08% or higher, 3 counts of Endangering the Welfare of a Child & Speed Not Reasonable and Prudent The 3 children in pope's vehicle sustained minor injuries in the accident and were treated and released at the scene by EMS, Pope was released on an Appearance ticket and for Town of Morris Court at a later date.

27 year old Chad Underwood of Sherburne was arrested by the Chenango County Sheriff's Office for Menacing, Aggravated Harassment and Making Terroristic Threats. Underwood was involved in a Domestic Dispute & a harassment complaint. Underwood was arrested, arraigned and held with no bail in the Chenango County Jail pending future court action.
