The Norwich Fire Department responded last night at about 9:40 to a commercial structure fire at 4450 State Highway 23 at Norwich Meadow Farms in the town of Norwich. Norwich Fire Chief Jan Papelino told WCDO News what they encountered and what caused the fire:

Chief Papelino said that several other Fire companies responded, Fire fighters were on the scene until 3:30 AM, no injuries were reported.

Delaware County District Attorney Shawn Smith announced today the 3rd set of criminal indictments against 51 year old David Gensler of Delhi, Gensler was arraigned in Delaware County Court & the indictment was unsealed, the 3rd indictment is the result of a joint investigation by the Village of Delhi Police and the State Police. Previously, Gensler was indicted for Sexual Abuse, Attempted Sexual Abuse, Disseminating Indecent Materials to Minors, Luring a Child, Rape, Stalking & Unlawful Imprisonment. The New Indictments charges him with Falsely Reporting of an Incident, Offering a False Instrument for Filing, Tampering with Physical Evidence, & Conspiracy in order to falsely report a crime against another party. Gensler was remanded to the Delaware County Correctional Facility without bail, pending trial in this matter.
22 year old Matthew Bartosik of Conklin was sentenced today to 50 years in jail for the January 3rd killing of his uncle, Michael Lewis, following a family argument. Bartosik shot his uncle several times, resulting in his death, he also shot his cousin, who survived the incident. When police arrived and tried to enter the house, Bartosik shot at the troopers and deputies. Bartosik was eventually apprehended and took a plea deal and was convicted for 2nd degree murder, 4 counts of attempted murder, 3 counts of attempted murder of a police officer, plus criminal use of a firearm, criminal possession of a weapon & 1st degree assault.

State Police arrested 43 year old Todd Seamon of Hartwick for 1st Degree Burglary, after Troopers were dispatched to a report of a burglary on State Route 28 in Schuyler Lake where a victim was assaulted. An investigation revealed that after an on-going dispute, Seamon forced entry into a 77-year-old's home and struck the victim multiple times causing injuries. The victim was transported to Bassett Hospital with what appear to be non-life-threatening injuries. Troopers located Seamon and he was arrested and processed. Seamon was transported to the Otsego County Correctional Facility for Centralized Arraignment.
Delaware County Sheriff’s Deputies arrested 3 people following a traffic stop for a driver known to not have a valid driver's license. 24 year old Deanna Eignor of Hobart was stopped, her & a passenger, 26-year-old Schoen Stocks of Jefferson were found to have fentanyl, scales and packaging materials in the vehicle. Eignor & Stocks were charged with Criminal Possession of a Controlled Substance, Criminally Using Drug Paraphernalia, and Eignor was charged with Aggravated Unlicensed Operation & other traffic violations, she had been released on her own recognizance on unrelated charges, & was additionally charged with Criminal Contempt. 28-year-old Wesley Eignor of Hobart was charged with Aggravated Unlicensed Operation of a Motor Vehicle after he arrived on the scene & did not have a valid license. Deanna Eignor was held on $5,000 bail, Stocks & Wesley Eignor were released on appearance tickets.
Several Area Fire companies responded to a fire at 41 Circle Drive in Sanitaria Springs last night after 10:00 PM. All occupants were able to escape, No injuries were reported, WCDO news will have more information as it becomes available.

Norwich Police arrested 61 year old Donald Hults of Syracuse, who is a Level 3 Sex Offender, following an investigation into a reported sexual abuse of a child. Norwich Police investigated a complaint that Hults had arrived uninvited at a July 4th gathering in Norwich where he knew nobody in attendance, and inappropriately touched a 10-year-old child. Hults was located in Syracuse he was interviewed by Norwich Police detectives, and was taken into custody and he was charged with 2 counts of Sexual Abuse, plus Forcible Touching, & Endangering the Welfare of a Child, Hults was arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility, where he is being held without bail pending further court proceedings.
Broome County Sheriff's Office arrested 36 year old Brittney Hall of Harpursville, for 2 counts of Criminal Possession of Narcotics with Intent to Sell, Criminal Possession of a Controlled Substance & Criminal Use of Drug Paraphernalia, following a traffic stop in the Town of Union. Hall faces court action on the charges at a later date.
Commerce Chenango is hosting a Thanksgiving Luncheon on November 20th at the Norwich YMCA, with free admission to 2 representatives from Commerce Chenango Members, and $25 for other, as well as a donation to area food pantries, Commerce Chenango President & CEO Sal Testani explains:

State DEC announced more than $1.72 million in grants to 6 land trusts for 9 projects that help conserve local forests. The land trusts will purchase new conservation easements that will protect air and water quality, preserve wildlife habitat and biodiversity, support sustainable forest management, and increase outdoor recreation opportunities for the public. Locally, the Otsego Land Trust, will get $54,250 to purchase a conservation easement on the 41-acre Burr Forest property in the town of Westford, adjacent to Betty and Wilbur Davis State Park. The easement property is 90 percent forested, and includes wetlands and hemlock stands, along with large concentrations of native plants.
On November 24, Haley Hubbard and Rendezvous Lounge at 158 Main Street in Afton will donate a frozen turkey and fixings to 25 local families in Afton, They have chosen 25 local families that will received a Thanksgiving dinner, Hubbard told WCDO news about this effort to help others:

The Otsego County Sheriff’s Office arrested 34 year old Dustin Henness of Morris following an investigation in to a sex offender who failed to update the New York State Sex Offender Registry of a change in status. Investigators were alerted that a level 3 sex offender was utilizing a Facebook account that was not registered, and was under an alias. Henness was taken into custody without incident, was processed and was held for arraignment at the Otsego County Correctional Facility.
State Police arrested retired Trooper Thomas Mungeer for 3rd degree Grand Larceny. The investigation determined that between March 2018, and October 2022, while serving as the President of the New York State Troopers Police Benevolent Association, Mungeer misappropriated union funds for personal use and expenses, he was arrested at Troop G Headquarters in Latham, he was arraigned and was released pending his next court appearance in Albany County Superior Court on December 1st.

The Friends of Rogers Environmental Education Center is hosting its annual Animals of Halloween on Saturday, from 3-6 PM. The Otsego County Sheriff’s Office arrested 34 year old Dustin Henness of Morris following an investigation in to a sex offender who failed to update the New York State Sex Offender Registry of a change in status. Investigators were alerted that a level 3 sex offender was utilizing a Facebook account that was not registered, and was under an alias. Henness was taken into custody without incident, was processed and was held for arraignment at the Otsego County Correctional Facility.
State Police arrested retired Trooper Thomas Mungeer for 3rd degree Grand Larceny. The investigation determined that between March 2018, and October 2022, while serving as the President of the New York State Troopers Police Benevolent Association, Mungeer misappropriated union funds for personal use and expenses, he was arrested at Troop G Headquarters in Latham, he was arraigned and was released pending his next court appearance in Albany County Superior Court on December 1st.

Delaware County Historical Association will Unveil a Women's Suffrage Marker in Delhi on Saturday Morning at 11:15 am, adjacent to the Delaware National Bank on Delhi's Main Street. The ceremony will take place during Delhi's annual Harvest Festival on Courthouse Square. The marker recognizes the importance of this location in the local effort to allow women the legal right to vote in the early years of the last century.

State Police arrested 36 year old Nathanael Manwaring of Maine, for allegedly intentionally striking a victim with his pick-up truck, killing the victim. State Police responded Wednesday to the report of a pedestrian struck by a vehicle in a driveway on Lamb Road in the Town of Nanticoke. Manwaring is accused of intentionally striking 41 year old Rodney Clark of Binghamton, following a dispute. Clark was taken to Wilson Hospital by a private vehicle where he succumbed to his injuries. Manwaring has been charged with 2nd degree Murder, 1st degree Manslaughter, he was processed and transported to the Broome County Correctional Facility for Arraignment.

The State DEC announced that more than $3 million was awarded to 45 not-for-profit land trusts across the state, through the Conservation Partnership Program, which will support 61 projects designed to support land trusts for the prevention of farmland Conversion, Water Quality and conserve open space. Locally, $98,000 will go to the Otsego Land Trust: for Professional Development, they also will receive a Transaction Grant for $22,000, the Chenango Greenway Conservancy will receive a Capacity Grant, for $18,750

The Chenango County Sheriff’s Office arrested 42 year old Justin Thompson of Pennsylvania as a fugitive from justice. Chenango County Sheriff detectives were advised Wednesday that Thompson was considered armed and dangerous, & he might be in the Town of Greene. Members of the Chenango County Sheriff’s Office and State Police responded to a residence in the Town of Greene, they found Thompson hiding in a motor home on the property. He was arrested without incident and arraigned in Chenango County Court on a Fugitive from Justice warrant. Thompson was ordered to be held at the Chenango County Correctional Facility until extradited to the State of Pennsylvania.
24 year old Xavier Tappan-Bright of Binghamton, plead guilty today to Criminal Possession of a Weapon in Broome County Court. Tappan-Bright, is a 2nd time Violent Felony Offender, will be sentenced to 8 years in State Prison, followed by 5 years of post-release supervision when Sentenced on August 28. In January, the Broome County Special Investigations Unit Task Force executed a Search Warrant in Binghamton, they seized a loaded .38 caliber pistol, containing 6 rounds in the magazine.

State Labor Department announced an increase of 14,400, private sector jobs in April, the state was up to 8.47 million private sector jobs, the state's seasonally adjusted unemployment rate held constant at 4.2% and the state labor force participation rate increased to 61.0% in April 2025.

Delaware County Sheriff's Deputies were patrolling along State Highway 28 in the Town of Andes and observed a vehicle traveling at a high rate of speed. 36-year-old Natasha Reed of Delhi was charged with Reckless Driving and issued a traffic summons for speeding, at approximately 94 miles an hour in a 55 zone. Reed was issued appearance tickets and released to appear at the Town of Andes Court at a later date to answer the charges.

Delaware County Sheriff's Deputies were patrolling along State Highway 28 in the Town of Andes and observed a vehicle traveling at a high rate of speed. 36-year-old Natasha Reed of Delhi was charged with Reckless Driving and issued a traffic summons for speeding, at approximately 94 miles an hour in a 55 zone. Reed was issued appearance tickets and released to appear at the Town of Andes Court at a later date to answer the charges.

Norwich City Police arrested 31 year old Brennon Bennett of Norwich for Failure to register as a sex offender and on a parole violation. Bennett is a Level 3 Sex Offender, who is accused of using a fraudulent address with the Norwich Police Department, where he is required to check in on a regular basis, in compliance with State Parole and Sex Offender Regulations. Bennett was convicted of 1st degree Attempted Rape in 2017, he was released from the jail & was Paroled in December. Bennett was arraigned at CAP Court and held on without bail due to prior felony convictions.
Chenango County Sheriff's Deputies arrested 25 year old Damien Lane of Norwich for 4 counts of 3rd degree rape & 4 counts of Endangering the Welfare of a child. Lane is accused of having a sexual relationship with a 16-year-old female, for about 6 months, he was processed, arraigned & was remanded to the Chenango County Correctional Facility on $50,000 bond.
Otsego County Sheriff's Office arrested 24 year old Amber Renwick of Otego, for 3 counts of Promotion of a Sexual Performance by a Child, 2 counts of Possession of a Sexual Performance by a Child plus Sexual Misconduct, following an investigation in to a cyber tip received from the National Center for Missing and Exploited Children. In February of 2025, investigators received information from the Internet Crimes Against Children Taskforce of child sexual abuse material being disseminated from a Kik online social media account, Renwick did possess and send the child sexual abuse material to other users. The Sheriff’s Office & State Police Computer Crimes Unit executed a search warrant & she was taken in to custody, was processed and was being held for Arraignment. The investigation is on-going and additional charges are pending.

Delaware County Sheriff’s Office responded last May to a motor vehicle roll over accident in Harpersfield. 25-year-old Isaiah Caballero of Oneonta, lost control of the vehicle, it left the roadway and struck a tree, 25 year old Nyheim Golden-Williams was killed in the crash. Deputies located cocaine & a loaded pistol that did not have a serial number. Caballero was arrested at the Ulster Correctional Facility Tuesday, he was charged with Criminal Possession of a controlled substance, Criminal Possession of a weapon and Vehicular Manslaughter, he was arraigned and was remanded back to the Ulster Correctional facility on $20,000 cash bail or $40,000 bond. Delaware County Sheriff’s Deputies also arrested 21-year-old Alexis Lotterman of Walton for Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, she was a passenger in the vehicle and was also in possession of the narcotics and firearm, she was arraigned and remanded to the Delaware County Correctional Facility on $10,000 cash bail or $20,000 secured bond.

29 year old Grace Archer of Afton pleaded guilty to Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in Delaware County Court. Archer admitted to possessing methamphetamine and driving while impaired in the village of Sidney on December 31st. Sentencing is set for July 11th, Archer is expected to be sentenced to 3 years in prison to be followed by 2 years of post-release supervision on the drug charge, and 1 year of incarceration for her DWAI conviction.
The Chenango County Historical Society will host an unveiling this morning of the recently refurbished “special edition” marker at Rogers Environmental Education Center at 10:45 am. Assemblyman Joe Angelino announced that a bill that required a mandatory prison sentence without parole for those convicted of killing a police officer, firefighter or 1st responder, or for killing a child, failed to pass the assembly code committee and was not sent for a full floor vote. Another bill would have made it a crime to spit in the face of a police officer, correction officer or 1st responder, it also failed to pass the codes committee. Angelino said that there are bills coming up that fall short for the safety of the general public that may pass:

Angelino also said that a budget agreement has still not been passed, it was due on April 1st, an extender was passed through Thursday, another extender was passed to extend it into next week.
Delaware County Sheriffs Office received a report Friday of a threat made to an Insurance Company. 75 year old Robert Meredith of Andes, made multiple death threats to employees of the insurance company. Investigators found that Meredith was in possession of a semi-automatic pistol, he did not possess a State Pistol Permit. Meredith was charged with Criminal Possession of a Firearm, he was released on an appearance ticket returnable to Andes Town Court at a later date.
51 year old Cindy Manon of Margaretville pleaded guilty in Middletown Court to Driving a Motor Vehicle While Ability Impaired by Drugs. Manon was sentenced to 3 years of probation supervision, she is also required to attend a Victim Impact Panel, and her license is revoked for at least 6 months, if she violates these terms, she will be resentenced to 1 year in jail. On August 30, a State Trooper pulled over Manon, she failed the field sobriety test, a lab test showed positive results of methamphetamine and other drugs in her system.
Delaware County Sheriff’s Deputies responded on September 29th, 2024, to Davenport for a report of a car into a house. 2 occupants of the house had sustained major injuries, the operator of the vehicle, 18-year-old Jayden Aviles, of Maryland, New York was impaired by Cannabis, 1 of the victims died as a result of the injuries sustained during the collision. A Delaware County Grand Jury handed down an indictment charging Aviles with Driving while Ability Impaired by Drugs, Vehicular Manslaughter & Vehicular Assault, Aviles was arrested Friday & was released but had to surrender his passport, Drivers License, he could not leave the region Aviles is scheduled to re-appear at the Delaware County Court at a later date for further Court Action.
Governor Kathy Hochul today announced that 8 SUNY campuses are developing departments, centers, and institutes of AI and Society to broaden AI development. The state has provided $5 million in funding to foster collaboration across disciplines to promote inclusive AI research, to address ethical concerns in the use of AI, and to advance responsible data use. Investments will launch the creation of the Institute for AI and Society at Binghamton University.

49 year old Timmy Rifenburg of Binghamton was sentenced to a total of 27 months in federal prison, followed by 10 years of supervised release, for failing to register and update his registration as required by the Sex Offender Registration and Notification Act, and for violating the terms of his supervised release, after a conviction for failure to register as a sex offender. Rifenburg was required to register as a sex offender for a 2007 federal conviction for possession of child pornography. Rifenburg of failed to report moving to a residence that was not approved by the probation office, for possessing 3 unreported internet capable cellphones, viewing pornography and for being unsuccessfully discharged from sex offender treatment.

State Police with the assistance of the Broome County Sheriff’s Department responded to the report of human remains located behind the Windsor school bus garage. An investigation has determined that the deceased individual is 68 year old Edward Crampton, who was reported missing in January after his family had not seen him since Thanksgiving. No foul play is suspected in his death.
23 year old Gage Pankiewicz of Walton was sentenced to 5 years of felony probation supervision for Criminal Possession of a Controlled Substance, in Delaware County Court this week. On September 4, 2024, deputies executed a search warrant in Walton on suspicion of drug trafficking. A forcible entry was made, and deputies arrested Pankiewicz, among other suspects. During the search, methamphetamine, fentanyl, packaging materials, scales, and a rifle were seized. If Pankiewicz fails to abide by the terms of his probation, he faces up to 2 1/2 years in state prison.
29 year old Tyler Long of Sidney was sentenced to 1 to 3 years in prison in Delaware County Court this week, for failing to abide by the terms of the Sex Offender Registry. Long had previously pleaded guilty to Failure to Register an Internet Account. Last July, the Delaware County Probation advised Sidney Police Department that Long had 6 separate unregistered email accounts that he failed to report to the Probation Department, Long’s probation supervision was terminated, and Long was sentenced to a prison term of 1 to 3 years.
Broome County Sheriff’s Deputies responded Sunday to a weapons complaint in the Town of Maine. Deputies located a female victim bleeding from her neck and proceeded with medical aid until Emergency Medical Services transported her to UHS Wilson hospital. 27 year old Shamirah Hauer of Port Crane, had been assisting the victim with putting in hair extensions for nearly an hour before she began to strike the victim with her fists and a pair of scissors, a 3rd party stopped the assault, Hauer left the scene, the male witness called 911. Vestal Police and State Police assisted & Hauer was taken into custody without further incident, she was charged with 1st degree Assault,m she was arraigned & was being held at the Broome County Correctional Facility.

State Police with the assistance of the Broome County Sheriff’s Department responded to the report of human remains located behind the Windsor school bus garage. An investigation has determined that the deceased individual is 68 year old Edward Crampton, who was reported missing in January after his family had not seen him since Thanksgiving. No foul play is suspected in his death.
23 year old Gage Pankiewicz of Walton was sentenced to 5 years of felony probation supervision for Criminal Possession of a Controlled Substance, in Delaware County Court this week. On September 4, 2024, deputies executed a search warrant in Walton on suspicion of drug trafficking. A forcible entry was made, and deputies arrested Pankiewicz, among other suspects. During the search, methamphetamine, fentanyl, packaging materials, scales, and a rifle were seized. If Pankiewicz fails to abide by the terms of his probation, he faces up to 2 1/2 years in state prison.
29 year old Tyler Long of Sidney was sentenced to 1 to 3 years in prison in Delaware County Court this week, for failing to abide by the terms of the Sex Offender Registry. Long had previously pleaded guilty to Failure to Register an Internet Account. Last July, the Delaware County Probation advised Sidney Police Department that Long had 6 separate unregistered email accounts that he failed to report to the Probation Department, Long’s probation supervision was terminated, and Long was sentenced to a prison term of 1 to 3 years.
Broome County Sheriff’s Deputies responded Sunday to a weapons complaint in the Town of Maine. Deputies located a female victim bleeding from her neck and proceeded with medical aid until Emergency Medical Services transported her to UHS Wilson hospital. 27 year old Shamirah Hauer of Port Crane, had been assisting the victim with putting in hair extensions for nearly an hour before she began to strike the victim with her fists and a pair of scissors, a 3rd party stopped the assault, Hauer left the scene, the male witness called 911. Vestal Police and State Police assisted & Hauer was taken into custody without further incident, she was charged with 1st degree Assault,m she was arraigned & was being held at the Broome County Correctional Facility.
