Delaware County Sheriff’s Deputies observed a vehicle traveling at 80 mph in a posted 55 mph zone in the town of Colchester. A traffic stop was conducted, 61-year-old Mark Mclaren of Hortonville was driving in unregistered vehicle without insurance, he was issued tickets for Speeding & Operating a Motor Vehicle with a Suspended/Revoked Registration, Mclaren was released & is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.
The Otsego County Health Department reported that a raccoon located in Unadilla has tested positive for rabies. Anyone seeking information on rabies can call the Health Department tat 547-4230, or go to otsegocounty.com for more information. All county residents are encouraged to get their pets vaccinated as soon as possible & to keep their pets updated against rabies.
The Broome County Special Investigations Task Force executed a narcotics search warrant in the Town of Chenango, at the Comfort Inn on Upper Front Street. 42 year old James Konidis of Binghamton is accused of throwing a package of narcotics out of his 4th floor window in an attempt to hide or dispose of the drugs, investigators located 6.1 grams of Fentanyl thrown from the window, plus they seized methamphetamine as well as a scale for weighing narcotics from the room. Konidis was charged with Criminal Possession of a Controlled Substance, Tampering with /Attempting to Conceal or Destroy with Physical Evidence, Criminally Using Drug Paraphernalia, Konidis was taken to Central Arraignment at the Broome County Sheriff’s Correctional Facility for processing and arraignment.
Today, U.S. Senator Kirsten Gillibrand visited the Southern Tier Crime Analysis Center to announce Senate passage of her FEND Off Fentanyl Act. Fentanyl is 50 times stronger than heroin, the majority of illegal fentanyl entering the United States is made with Chinese precursor chemicals and manufactured in Mexico. This bill will empower the U.S. government to go after the cartels bringing Fentanyl into the US and those producing and shipping the precursor materials. The law also enhances sanctions enforcement and gives the Treasury Department tools to combat fentanyl-related money laundering.

State Police arrested 3 teens after fleeing from law enforcement in a vehicle. Troopers were in Endicott they observed a Hyundai Elantra that was reported stolen out of the Syracuse area. Troopers attempted to make a traffic stop, The vehicle accelerated and failed to comply. Numerous violations occurred through multiple villages, towns and city. While on Interstate 81 near exit 5, Troopers deployed a Stinger, which is a tire deflation device, All 4 tires deflated and 3 juvenile occupants were taken into custody, they were charged with Criminal Possession of Stolen Property, the 16-year-old driver was also charged Unlawfully Fleeing from a Police Officer in a Motor Vehicle. All were arraigned at Youth Part Court.
Commerce Chenango will host the 1st “Taste of Chenango” event Tomorrow in Norwich, Commerce Chenango CEO Sal Testani said that they hope for a large crowd of people to come out for this 1st time event at the Chenango County Fairgrounds:

State Comptroller Tom DiNapoli issued a statement today regarding the state budget negotiations on the budget plan that is due with the next few days. DiNapoli said the the Governor and Legislature are discussing many issues as they work to finalize the state budget, which needs to be passed at the end of business on Monday, April 3, in order to meet payroll requirements, if a final agreement is not reached, lawmakers can pass a budget extender, which is a temporary solution to ensure that state workers get paid on April 6. DiNapoli said that State law also requires his office to withhold salary payments to legislators after March 31 if a budget is not in place.
Delaware County Public Health announced that a raccoon tested positive for rabies in the town of Delhi. This is the first animal in Delaware County to test positive for rabies in 2023, 1 dog was bitten by a the rabid raccoon, there were no human exposures. According to the owner of the exposed dog, the raccoon was not acting sick or appeared to be rabid. Vaccination records of the dog indicated the animal was not up to date on its rabies vaccinations & will have a 6-month quarantine following State Department of Health guidelines. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics in Delaware County, in Sidney on May 8th from 5:30PM to 7:30PM at the Sidney Fire Hall: 74 River Street, or in Hancock on May 22nd from 5:30 to 7:30PM at the Hancock Town Hall, at 661 West Main Street.
19th District Congressman Marc Molinaro announced his schedule for visits around the district. Today, Congressman Molinaro visits the Otsego- Northern Catskills BOCES at 12:15, & Fox Hospital in Oneonta at 1:30pm & the Oneonta Town Council at 3:15pm on Monday the Congressman will visit SUNY Binghamton at 2:30pm.

The State Police announced that they are aware of swatting incidents that have occurred across the state. "Swatting is when a caller states that there is an active shooter in a school, so far all of the reports were unfounded. Local law enforcement agencies are working with State Police and Federal officials to investigate the threats.
The United States Attorney's Office announced that Adam Baldwin of Binghamton was sentenced to 30 months in jail for receiving shipments of methamphetamine, which he provided to a 3rd party in exchange for payment. The drugs were sent to an Alexandria Bay UPS store. Law enforcement intercepted 2 of the packages in October 2021, they contained 1,070 grams of pure methamphetamine. Baldwin was also sentenced to a 3 year term of post-release supervision.
The Town of Unadilla announced their Spring Clean up will be held this Friday starting at 6:30 Am until 2:00 PM. The town will accept, Appliances, Scrap Metal, Electronics, 4 tires per residence, more information is available at town of unadilla.org.
Les Gregory of Sidney will turn 100 years old on Sunday, there will be Celebration for Gregory on Saturday at the Sidney Fire Station, Mr. Gregory told WCDO News of how he made it to 100 yeas of age & how he is humbled by all the attention he has received:

Halbert said that Gregory served in the Army Air Core, which turned into the Air force, over 28 years, he operated his own insurance business, volunteered in the Sidney & other Fire Departments for over 70 years, he created the Delaware County Arson Task Force and is a long time Sidney Rotary member. Halbert said that every Sidney household will get a copy of the Walton Reporter this week, which spotlights Les Gregory's life. It will be a cold & breezy Holiday weekend throughout the Upstate region, local meteorologist Rich Townsend explains:

Those who must be outside for any length of time should bundle up in layers, keep hands & faces covered up, in order to avoid the risk of frostbite or hypothermia.
State Police arrested 51-year-old Lauren Brooks, of West Edmeston, following an investigation and subsequent indictment by the Steuben County Grand Jury, for contact he had with a minor child. The incidents of contact occurred while Brooks resided in the town of Corning from 2012-2016, he was arraigned for Course of Sexual Conduct Against a Child, Endangering the Welfare of a Child, and 298 counts of Criminal Sexual Act, 90 counts of 2nd degree Rape and 28 counts of 3rd degree Rape. Brooks was remanded to the Steuben County Jail in lieu of $10,000 cash bail $20,000 property bond. The investigation is continuing, and anyone who may have been a victim of Brooks and has not come forward, can contact the State Police at 607-962-3282.
State lawmakers voted to give themselves a $32,000 pay raise in a special session Thursday, Local State Assemblyman Joe Angelino told WCDO News that this was not the way to go about getting a pay-raise for lawmakers:

The plan if approved would make them the highest-paid state legislators in the nation at $140,000 annually. The plan still has to be approved by Governor Hochul.
Broome County District Attorney’s office announced that 23-year-old Muhammad Aziz was sentenced to five years in New York State prison and five years post release supervision after pleading guilty to criminal possession of a weapon, back on June 15th, State Police executed a search warrant at Aziz’s residence in Johnson City, they seized cocaine and methamphetamine, along with an illegal and loaded .9 mm pistol. The DA's Office also announced that 34-year-old Michael Perez was sentenced to two to four years in New York State prison after pleading guilty to attempted criminal possession of a weapon, back on November 5th, 2021, Perez assaulted and threatened a United Health Services Security Officer with a knife outside of a UHS medical facility in Binghamton.

The State DOT will be deploying heavy equipment to where it is needed, Emergency crews & Utility Company Crews are preparing for possible Power Outages.
The Bandera Family & Community Alliance announced Free Christmas Dinners again this year for Binghamton & Norwich residents, and this year they are adding a free Christmas Dinner for the Oneonta Community, Bill Bandera told WCDO News about their plans this Christmas:

Otsego County Sheriff's Office arrested 35 year old Brandon Hill of Oneonta after patrols responded to the report of a fight in progress on September 12th, at 954 State Highway 205 in the Town of Oneonta. Hill was charged with Resisting Arrest, Criminal Mischief & Disorderly Conduct, he was processed and was released on an appearance ticket, Deputies also arrested 34 year old Michelle Mead of Oneonta following the investigation into the fight & trespassing complaint, she was charged with Resisting Arrest & Obstruct Governmental Administration. Hill & Mead will appear in Town of Oneonta Court to answer to the charges on October 6th.
Officials with NYSEG remind area residents about checking for identification if someone shows up claiming to be a NYSEG representative. NYSEG employees carry a company-issued photo ID with a unique employee number, customers should always ask for ID before providing personal or account information, or granting access to property. The announcement follows the arrest of 29-year-old Nicholas Denmark of Ithaca for 3rd degree burglary after he claimed to be from the utility & allegedly stole items once inside a residence.
State Comptroller Tom DiNapoli released his annual report regarding municipalities in fiscal stress. DiNapoli said that the city of Poughkeepsie was the only one with Significant Fiscal Stress, North Tonawanda was in Moderate Fiscal Stress, 5 were listed as susceptible to fiscal stress, none of the area towns, villages or counties made the list this year.

The National Weather Service investigators revealed that a tornado moved through the Walton area on Sunday September 25th. The tornado moved through between 6:38 and 6:41 pm. Tornado damage was located along Walton Mountain Road where trees fell in a convergent pattern, damage was also reported on Route 10 to an auto repair shop and the west branch of the Delaware River along South River Road. The Weather Service measured the tornado’s winds at EF0 to EF1.

State Police responded on September 24th to the Oneonta Walmart after a report that a Samsung cell phone and wallet containing cash and cards were stolen. Both items were accidentally left in the women’s restroom, when the owner realized that they left the items behind, they returned to the restroom and could not find them. The cell phone and the wallet were later located inside the Grand Union in the town of Hartwick, the cash was not located. 18 year old Payton Gendron of Conklin was arraigned today on a federal indictment, for the May 14th Mass Shooting at a Buffalo Tops Supermarket that killed 10 & wounded 3 others. Gendron was arraigned on a 27-count indictment which was handed up last week, he could face the federal death penalty for the shooting. Gendron also faces a state charges in addition to the federal indictment.

The National Weather Service has confirmed that a tornado touched down in Ulster County on Wednesday, July 13, shortly before 9:00PM. Investigators determined that the EF-1 tornado with 90 mile per hour winds touched down 2 miles west of Kingston, near State Route 29, it then moved southeast to just west of the NY State Thruway where it uprooted and snapped trees, displaced a car canopy. Many homes were damaged by fallen trees, thousands lost power from the storm.
The Bainbridge Chamber of Commerce will hold their next meeting tomorrow Morning. The meeting will begin at 7:30 am at the back of Bob's Diner, chamber members are urged to attend.

STATE POLICE reported that In the month of June, members from Troop "C" removed 44 impaired drivers off the roadways. Troop "C" encompasses 7 counties, they had removed 41 impaired drivers the month before.
State tax receipts totaled $34.4 billion through the first quarter of State Fiscal Year 22-23, exceeding the Division of the Budget's forecast by $1.7 billion, according to the monthly State Cash Report released by State Comptroller Tom DiNapoli. Attorney General Letitia James and the State Department of Taxation and Finance announced the arrest and arraignment of 60 year old Carl Carro of Walton, for failing to pay more than $75,000 in New York state taxes over the past 6 years, he was previously arrested for operating a multi-million dollar Ponzi scheme. Carro is charged with multiple counts of Criminal Tax Fraud, Offering a False Instrument for Filing and Repeated Failure to File Personal Income Tax Returns, if convicted, he faces 10 to 20 years in state prison. Carro was arraigned in the village of Sidney court and was remanded pending a bail hearing.
Broome County District Attorney Mike Korchak announced that the State Court of Appeals 3rd department upheld a rape conviction of Steven Silva of Johnson City. Silva was sentenced to 4 years in Jail followed by 10 years Post Release Supervision, plus he must register as a Sex Offender, for performing sexual acts with a 14 year old.

State Police Bureau of Criminal Investigation and the Computer Crimes Unit arrested a 17-year-old for Promoting a Sexual Performance by a Child and Possessing a Sexual Performance by a Child. An investigation revealed that the unidentified 17-year-old from Otego was in possession and was promoting images consistent with child sexual exploitation. The arrest stems from a cyber tip received by the New York State Internet Crimes Against Children Task Force. Investigators located 233 videos and 68 images depicting child pornography. The teen was issued appearance tickets to the Otsego County Court on Wednesday.

Construction of a new SUNY Oneonta sign on the corner of Ravine Parkway and West Street will soon be underway. The groundbreaking for this project is scheduled for Monday, May 23 and we anticipate that the project will take approximately five months to complete. 6 Otsego County School in 4 Districts participated in the Otsego County Film Plastic Recycling Challenge, with Gilbertsville-Mount Upton winning by collecting about half of all film plastic collected. Jeff O'Handley of the Otsego County Conservation Association explains:

O'Handley said that the event is co-sponsored by the Association and the County Solid Waste Department. During the challenge, schools collect as much film plastic as they can, it's collected, weighed, and then dropped off for recycling, where it can be turned into new material such as composite lumber. State Police Bureau of Criminal Investigation and the Computer Crimes Unit arrested a 17-year-old for Promoting a Sexual Performance by a Child and Possessing a Sexual Performance by a Child. An investigation revealed that the unidentified 17-year-old from Otego was in possession and was promoting images consistent with child sexual exploitation. The arrest stems from a cyber tip received by the New York State Internet Crimes Against Children Task Force. Investigators located 233 videos and 68 images depicting child pornography. The teen was issued appearance tickets to the Otsego County Court on Wednesday.

Construction of a new SUNY Oneonta sign on the corner of Ravine Parkway and West Street will soon be underway. The groundbreaking for this project is scheduled for Monday, May 23 and we anticipate that the project will take approximately five months to complete. 6 Otsego County School in 4 Districts participated in the Otsego County Film Plastic Recycling Challenge, with Gilbertsville-Mount Upton winning by collecting about half of all film plastic collected. Jeff O'Handley of the Otsego County Conservation Association explains:

O'Handley said that the event is co-sponsored by the Association and the County Solid Waste Department. During the challenge, schools collect as much film plastic as they can, it's collected, weighed, and then dropped off for recycling, where it can be turned into new material such as composite lumber. 36 Year Old Jonas Whaley of the Town of German pleaded guilty to possession with intent to distribute methamphetamine and possession of a firearm in furtherance of a drug-trafficking crime in US District Court in Syracuse. Whaley was arrested in September of 2021 & As part of his guilty plea, he admitted to possessing 50 grams of an illicit substance containing methamphetamine, plus handguns to protect himself while distributing drugs. Whaley faces sentencing on August 23rd.
Otsego County District Attorney's office announced the conviction of Bradley Cook of Oneonta for 2 counts of 1st degree criminal sexual act, for performing sexual acts with a minor under the age of 11 on 2 occasions. Cook will be sentenced June 24th.

Firefighters were called to 452 West Street at about 1:00 AM Sunday to find the home fully engulfed, Fire Fighters from West Oneonta, Otego, Laurens, West Laurens, Mt. Vision, Worcester, Schenevus, Franklin and Pindars Corners fire departments assisted at the scene, no one was home when the fire broke out & no injuries were reported.

State Comptroller Tom DiNapoli announced the results of an audit of the Otsego County Industrial Development Agency regarding the Oneonta Rail Yards Acquisition. The audit stated that the agency did not adequately plan for the 2017 acquisition of the rail yards, which was acquired based on a $6 million to $20 million development plan, but without an interested developer. Auditors found no indication that the board of directors had significant discussions of the pros and cons of developing the property, they then learned that a large-scale timber operation would be the only type of local industry that could profitable at the Rail Yards property.
The Friends of Recovery of Delaware and Otsego Counties will be expanding into Chenango County with a new site being prepared in the City of Norwich. The new location will be located at at 24 East Main Street in Norwich, they hope to open up the facility sometime this spring, more information about the program is available at friendsofrecoverydo.org.
The Chenango Arts Council’s annual Chenango Student Art Show will take place from March 4th to March 31st, the exhibit will open with a reception and awards ceremony on Friday March 4 beginning at 5:30 pm. The Otsego County Office of Emergency Services were requested to respond to a reported structure fire at 22 Maple Street in the Village of Gilbertsville Monday morning at about 9:15 AM. Firefighters from Gilbertsville, Morris, Mount Upton, Otego, Sidney, Wells Bridge and Otsego County EMS, all responded to the scene, 64 year old Louise Dubben was located deceased inside her residence. The Otsego County Office of Emergency Services, New York State Office of Fire Prevention and Control and the New York State Police are leading investigation efforts. An investigation into the fire is ongoing.
The City of Oneonta Police Department has arrested 29 year old Elijah Vergari of Oneonta in connection with the NBT bank robbery that occurred at 1 Wall Street in the City of Oneonta on December 29th. An indictment was handed down by a Grand Jury for the arrest of Vergari, Vergari was delivered to the Otsego County Court Monday, he was arraigned for 3rd degree Robbery, Due to the existence of pending felony charges in Delaware County, bail was set for $10,000 cash bail and he was remanded to the custody of the Otsego County Sheriff. The Oneonta Police Department worked in conjunction with the New York State Police Forensic ID unit, the U.S. Department of Homeland Security Investigations, and NBT bank security services.
An Oneonta man died in a two-car crash on Route 365 in Westmoreland late Sunday night. The Oneida County Sheriff's Office stated that 20-year-old Joshua Parker of Utica, was driving westbound on Route 365 when he started to have car trouble and put his flashers on while trying to make it to a gas station, Parker's vehicle was hit from behind by 40-year-old Lance Johnson of Oneonta, who was transporting medical test samples to a lab. Johnson was pronounced dead at the scene. Parker was taken to St. Elizabeth Medical Center to be treated for injuries that are not considered to be life-threatening. The investigation is ongoing.

Chenango County Sheriff's Deputies were dispatched Sunday morning to the Mirabito Gas Station in the Village of Greene where they located 31 year old Phillip Cosilmon of Smithville slumped over his steering wheel, with drugs & drug paraphernalia in plain view. Cosilmon was taken into custody and the Sheriff's Office Narcotics Division conducted a search of the vehicle and seized 2 pounds of Methamphetamine, Cocaine, Heroin, & other narcotics plus over $22,000 in cash, the narcotics seized had a street value exceeding $100,000. Cosilmon was charged with Criminal Possession of a Controlled Substance, he was arraigned in the Town of Norwich Court & was remanded to the Chenango County Correctional Facility without bail, pending action in Chenango County Court on May 17th. The investigation is still ongoing, and more charges are likely.

Local government sales tax collections in April grew by 45.7% over the same month in 2020, according to State Comptroller Tom DiNapoli. Collections totaled $1.5 billion, up $464 million from April of last year, as the state was in the beginning stages of dealing with the COVID 19 pandemic & shutting down to try to curtail the spread of the virus. DiNapoli said collections last month were still strong, up by more than 10.2% when compared to April of 2019, which was well before the pandemic.
The public is invited to shop for gently-used items donated by SUNY Oneonta students following the campus' annual Move-Out Donation and Reuse collection, tomorrow at 9:00 AM at the ReUse Center, 23 Duane Street, Oneonta. The college had designated collection spaces in each of the 10 active residence halls to collect the items students no longer wanted, Off-campus students donated directly to the ReUse Center Proper mask use and social distancing will be enforced at the event.
