Governor Cuomo signed the "Safe Way Home Act" this
week, which provides survivors of sexual assault no-cost transportation from
medical facilities where they received initial care in the wake of an assault
to their home or a shelter. This
legislation will go into effect after 90 days.
Delaware County Sheriff Deputies responded to a residence in
the Town of Hamden along with the Town of Hamden Dog Control Officer following
a report of an animal neglect and abandonment.
Deputies located an injured dog, which was transported to a local
veterinary clinic for treatment. Deputies charged 31 year old Samantha Harrison
of Hamden for Failure to provide proper substance to an animal; she was issued
a criminal summons and is to appear in the Town of Hamden Court at a later
date.
The Regional Economic Development Council local Awards have
been announced. In Delaware County,
Saputo Dairy, will be able to Purchase and Install New Equipment in their Delhi
facility with their $599,000 award, Trout Unlimited, Federal Hill Culvert
Aquatic Connectivity Restoration in Hughes Brook in the Town of Delhi received
$109,264, the Village of Delhi Water Treatment Plant will receive $82,000 for
improvements, & Delaware County will receive $50,000 for their
Comprehensive Housing Study.

Margaux Malekian of Dobbs Ferry, on 1 count of Aggravated Unlicensed Operation,
Unlicensed Operator, Speeding, and Driver’s view obstructed following a traffic
stop in the Village of Delhi. Malekian was released on an appearance ticket and
is scheduled to return to the Delhi Town Court at a later date to answer the
charges.
The Morris fire department was dispatched to the Brian
Madden residence at 287 West Hill Road home at just Monday afternoon. Mutual aid was provided by from
Gilbertsville, West Laurens, Laurens, Mt. Vision, South New Berlin, New Berlin,
Pittsfield, and Mt. Upton, no injuries were reported, Madden escaped without
injury.
Firefighters responded Monday
afternoon to a fire at 959 County Highway 10 in Laurens. The fire at the Decker residence was
attributed to a clogged chimney, the Deckers & their dog escaped without
injury, friends & relatives have started a go fund me page to assist the
family.

clothing, personal care products and home health products that were substantially
similar and found that 42% of the time, products targeted towards women are
more expensive than men's. Women’s
merchandise costs 7% on average more than similar items for men, with personal
care products for women found to be priced 13% higher than men's products.

toys, coats and school supplies to communities in need. Volunteers from the
Producers Guild of America participated in collecting and sorting donations for
the 4th year in a row.
State Police arrested 38 year old Andrew Van Dusen of
Gilbertsville for allegedly stealing packages off porches in Oneonta’s West
End. Van Dusen was charged with 2 counts of Burglary, criminal mischief &
numerous counts of petty Larceny, he was arraigned & was released on his
own recognizance, he is scheduled appear in the town of Oneonta court on Jan.
2, 2019.
Congressman Anthony Brindisi announced that he secured key
language in a government funding bill to protect the Bainbridge VA clinic from
closure. Brindisi inserted a provision requiring the VA to conduct a market area
assessment before taking action on Bainbridge, in the recent government
spending legislation that the President signed last week. This protection will allow Bainbridge to keep
its doors open and continue serving area veterans.
The Annual free Christmas dinner put on by Gene Schmidt
& his family will be held tomorrow Christmas Day in Sidney. The dinner will be held at the River Street

4 people accused of participating in the murder of 53 year
old Kenneth Robinson of Worcester in October, were arraigned in Otsego County
Court. 15-year-old Anais Soto of Oneonta
was granted a reduction in bail to $2500; she was released & was ordered to
wear an ankle monitor. Dylan Robinson,
Alexander Borgreen & Nicolas Meridy were arraigned for 2nd degree Murder,
1st degree Burglary, and Attempted Robbery, Meridy is still being held without
bail; Robinson and Borgreen’s are being held on $25,000 cash Bail or $50,000
Bond.
Stephanie Shulgay of Worcester pleaded guilty to 4th degree
Grand Larceny, for stealing about $33,000 from an elderly couple that she
worked for as a caretaker. Shulgay was
sentenced to 12 weeks in jail and five years of probation, she has already
complied with full restitution
The Broome County Special Investigations Unit Task Force
executed a narcotics search warrant Wednesday in Binghamton; they arrested 32
year old Christopher Fox on a variety of Drug charges. Officers seized 24 grams of Fentanyl, plus
marijuana, drug packaging materials and approximately $ 7,400 in cash from
suspected drug sales. Fox was arraigned
& was remanded to the Broome County Jail pending future court action
The Sidney Elks Lodge will hold a free Dinner this Saturday
at 1:00 PM for area veterans, service members & their families,

Otsego County Sheriff's Department arrested 22 year old John
Morton of Fayetteville, for the theft of a motor vehicle from the Village of
Cooperstown on December 1st. Police were
called to Stewart's following the complaint by a patron that when she returned
to her car from inside the store, her vehicle was gone; she did leave the car
unlocked with it running. State Police
located the vehicle on State Route 28 in Richfield Springs, Morton was charged
with 3rd degree Grand Larceny, & 2 counts of Petty Larceny, he was
arraigned & remanded to the Otsego County Jail on $2000 cash bail or $4,000
bond pending future court action.

Ernest Franklin of Guilford was sentenced in Chenango County
Court Monday, to 21 years to life in state prison, for the murder of his
adopted and disabled teen son Jeffrey, and starting a fire at the family home
to cover it up, in February of 2017.
Franklin planned the murder with his wife, Heather Franklin, who
accepted a guilty plea to manslaughter; she has not been sentenced for her role
in the murder.
The Greater Chenango Cares event, with Military Medical
personnel performing medical dental & Veterinary services, will begin at
the Norwich High School this Thursday through July 20th. The Chenango United Way is coordinating
volunteer efforts, Spokesperson Elizabeth Monaco comments:

State Police arrested 36 year old Joshua Brown of West
Monroe, for Criminal Possession of a Controlled Substance, Driving While
Ability Impaired by Drugs. Troopers responded to County Road 32 in the town of
North Norwich for a 1-car accident, they located the vehicle in a corn field
with Brown behind the wheel. Brown was
transported to Chenango Memorial Hospital for an evaluation. An investigation yielded suspected
concentrated cannabis, LSD, mushrooms and Marihuana wax. Brown was arraigned in the town of Norwich
court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000
property bond.

Delaware County Sheriff’s Deputies arrested 26 year old
Alexander Dietrich of Hawley, Pennsylvania for DWI and Driving with a BAC
greater that 0.08%. The arrest occurred during the course of an investigation
of a reported one car motor vehicle accident on State Highway 17 in the Town of
Hancock. Dietrich was arraigned in the
Town of Hancock Court and was remanded to the Delaware County Correctional
Facility on $500 cash bail or $1,000 dollars secured bond pending future court
action.

Laurens man found to be in possession of contraband in the Otsego County
Correctional Facility. 20 year old
Dakota Coffey was charged with Introduction of Dangerous Contraband After he
was found in possession of a vape pen containing THC oil hidden on his person
while being processed into the Otsego County Jail and it was located later by
staff after a search of his housing unit.
Coffey was arraigned in the Town of Hartwick Court where he was released
on his own recognizance.

concentrated cannabis, LSD, mushrooms and Marihuana wax. Brown was arraigned in the town of Norwich
court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000
property bond.

Delaware County Sheriff’s Deputies arrested 26 year old
Alexander Dietrich of Hawley, Pennsylvania for DWI and Driving with a BAC
greater that 0.08%. The arrest occurred during the course of an investigation
of a reported one car motor vehicle accident on State Highway 17 in the Town of
Hancock. Dietrich was arraigned in the
Town of Hancock Court and was remanded to the Delaware County Correctional
Facility on $500 cash bail or $1,000 dollars secured bond pending future court
action.
Otsego County Sheriff’s Department arrested of a Town of
Laurens man found to be in possession of contraband in the Otsego County
Correctional Facility. 20 year old
Dakota Coffey was charged with Introduction of Dangerous Contraband After he
was found in possession of a vape pen containing THC oil hidden on his person
while being processed into the Otsego County Jail and it was located later by
staff after a search of his housing unit.
Coffey was arraigned in the Town of Hartwick Court where he was released
on his own recognizance.

Aaron Powell of Binghamton was sentenced to life in prison
without the possibility of parole in Broome County court on Today. Powell was recently retried for the murder of
his estranged wife Christina & Mario Masciarelli in the Powell family home
in 2013, he was convicted a 2nd time after he was granted a retrial by a higher
court, Powell will serve the same sentence that he received following his first
conviction.
Final arguments were being delivered today in Chenango
County Court in the Ernest Franklin murder trial. Franklin is accused of killing his special
needs son & setting the family home on fire in the town of Guilford in 2017,
watching the movie "Manchester by the Sea" with his wife, which
featured a similar plot. Heather
Franklin will be tried separately at a later date, also in Chenango County
Court.
Broome County district Attorney Steven Cornwell announced
that 33 year old Shawn Kostick of Endicott was indicted on 10 counts by a grand
jury last month, for the 2014 murder of his father Harry Kostick in
Endicott. Kostick is charged with 2nd
degree murder, 1st degree manslaughter, intimidating a victim or witness,
forgery, & criminal contempt.
30 year old Lance Beckwith of Norwich was arrested by the
Chenango County Sheriff’s Office for Promoting Prison Contraband and Criminal
Possession of a Controlled Substance.
Beckwith allegedly possessed dangerous contraband while incarcerated at
the Chenango County Jail, where he was being held on other charges, he will
appear in the Town of Norwich Court when called upon.
35 year old Joshua Whaley of Pitcher was arrested by the
Chenango County Sheriff’s Office on an active New York State Parole
warrant. Whaley was picked up for a
parole violation, he was also charged with criminal possession of a controlled
substance and criminal possession of a weapon, for allegedly possessing
methamphetamine and guns at the time of arrest.
Whaley was remanded to the Chenango County Correctional Facility without
bail pending future court action.
33 year old Kevin Begeal of Oxford has been arrested by
Oneonta City Police on Burglary, Grand Larceny & other Charges. Begeal is accused of breaking into a Chestnut
Street home and stealing two guitars and a television, and he allegedly tried
to sell them to a Norwich Music Store.
The Village of Unadilla
announced that crews repaired a small water main break, at Cone Lane & Old
Village Lane this morning. Service
affected about 12 to 15 customers, customers should let the water run until it
is clear.
61-year-old Phillip Stein of Binghamton was charged with 3rd
degree attempted robbery in connection with Thursday's Bank robbery at
Citizen's bank in Binghamton. Stein is
accused of entering the Bank at 10:25 AM and gave a bank teller a note that
demanded cash, he ran before taking any money.
Stein was apprehended near the bank in the area of Glenwood Avenue, he
was also charged with violation of parole.
