The Sidney Main Street revitalization Project is wrapping up the work on one side of Main Street this week, except for the planting of trees perennials & grass that will be planted in the spring. Ian Law of Place Alliance explains:

Chenango County Sheriff’s Deputies arrested 37-year-old Timothy Heady of Smyrna, fur unlawful manufacture of Methamphetamines. Heady was arrested as deputies were conducting a follow up in reference to a burglary in the area; Deputies were then assisted by the State Police Crime Scene Contamination Unit. Heady was arraigned in the Village of Sherburne Court and was remanded to the Chenango County Correctional Facility on cash bail; he will reappear in the Town of Smyrna Court at later date.
State Police arrested 65-year-old Joaquin Delgado of the Bronx, for Aggravated DWI, with a B.A.C. result of .20% and other traffic violations, after troopers responded to a report of a car in a ditch on Phillips Odell Road in the town of Guilford. Delgado was not injured; he was issued tickets returnable to the town of Guilford Court on January 18, 2018.
Michael Rodriguez of Pennsylvania was charged with reckless endangerment & assault, for firing allegedly firing a weapon at the Galleria Mall in Wallkill on November 26th. A mother & 12 year old son were injured in the shooting, Rodriguez will not be arrested on any weapons charges as he had legal permits to carry the weapon in both Pennsylvania & new York.
Fire investigators have ruled that it was static electricity set fire to a flammable liquid during the manufacturing process that led to a fire at the Verla Cosmetics factory in New Windsor on November 20th. 1 person was killed & 125 suffered a variety of injuries at the plant that employed 225 people.
The Broome County Legislature has tabled a vote on accepting state funding for the proposed opioid addiction center being opened in the former Broome Developmental Center. The State had offered 2.7 Million dollars toward start up costs at the facility, which was scheduled to open early next year. Syracuse Behavioral Healthcare is scheduled to operate the facility.
51-year-old John Gomes of Cohoes has been charged with reckless endangerment & arson, for allegedly trying to recreate a smithing technique he saw on television that led to a fire that destroyed 3 buildings & damaged 18 others last Thursday in Cohoes. 1 firefighter was injured in the Thursday afternoon fire, which spread rapidly from Gomes's backyard due to 20 to 30 mile an hour wind gusts.

State University at Oneonta officials announced that a freshman at the college died over the weekend. 18-year-old Daniel Michaels of Dix Hills died Saturday evening, details surrounding the death have not yet been released, and a memorial service was held on campus Sunday for Michaels.
The State DOT announced that construction on the I-86; I-81 & State Route 17 projects will be ramped up at several locations this week, starting this morning. Motorists are advised to check 511 for the latest traffic patterns in the Binghamton area.
The Oneonta Parks & Recreation Committee will hold their next regular meeting today, that meeting will begin at 7:00 PM at the Oneonta Common Council Chambers at City Hall.

Today is Election Day, with polls open until 9:00 tonight. All New York voters will decide on 3 propositions on the back of the ballot regarding a constitutional convention, if convicted politicians should lose their pensions, and if forest land in the Adirondacks and Catskills can be used for wider roads or bicycle paths. In Delaware County there are significant races for Town Supervisor in Sidney & Walton, for town board seats in Sidney & Franklin, in Chenango County for town supervisor in the towns of Norwich, Plymouth, Oxford, Smyrna & Otselic, plus Norwich city justice & Norwich city alderman in the 4th ward. In Otsego County, there are races for the Board of Representative's in all districts except the 10th & 11th, where candidates are running unopposed. There are also races for the Town of Oneonta Supervisor & Town Board & Oneonta City Mayor, there are 4 candidates running for 2 seats on the Town of Butternuts board.

An Autopsy performed at Lourdes Hospital in Binghamton has determined that Kenneth Faulkner of New Rochelle died from a Cocaine Overdose. Oneonta Police had picked up Faulkner where they had warrants to search Faulkner & an apartment in Oneonta, following a drug investigation. Faulkner struggled with Oneonta Police officers & swallowed a packet believed to contain Cocaine, EMT's brought him to Fox Hospital, and he died a few hours later, after the Police struggle Thursday night. The investigation into the incident is continuing by the Oneonta Police Department & the Otsego County District Attorney's office.
Delaware County Sheriff Deputies arrested 43-year-old Scott Burgess of New Jersey, for allegedly speeding on State Highway 268 in the Town of Hancock. Deputies accuse Burgess of driving while intoxicated, with a child as a passenger. Burgess was charged with Aggravated DWI & Endangering the Welfare of a Child, he was arraigned in the Town of Colchester Court & was remanded to the Delaware County Correctional Facility on $2,500 cash bail or $5,000 secured bond.
State Police arrested 75-year-old John Skerkis of Texas for DWI, and other traffic violations, after troopers responded to an accident on Main Street in Milford. Troopers accused Skerkis of being intoxicated when he drove into a ditch; he refused to submit to a breath test to determine his blood alcohol content. Skerkis was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail in lieu of $3,000 cash bail or $6,000 property bond. His next court date is on November 7, 2017.
The State Preparedness Corps will conduct disaster preparedness training Today at the Sidney Public Library. The Training is free, There will 2 sessions, one from 3:00 to 4:30 PM for senior citizens & another for the general public from 6:00 to 7:30 PM. Delaware County Sheriff’s Deputies arrested 38-year-old Cheryl Butler of Walton, Saturday for Felony DWI, Endangering the Welfare of a Child, & other charges. Deputies stopped Butler in the town of Delhi; she is accused of driving in an intoxicated condition with a 9-year-old passenger. Butler was arraigned at the Town of Delhi Court & was remanded to the Delaware County Jail on $500 cash bail or $1000 in secured bond pending future court action.
Governor Cuomo announced $59 million in funding through the Weatherization Assistance Program to help cut utility costs for approximately 9,200 income-eligible families and seniors across the state. Funds will be released to a statewide network of non-profit organizations to conduct energy-efficiency work including air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold. 22-year-old Gerard Bourgeois of Morris will spend 6 months in jail & will serve probation, after he pleaded guilty in Otsego County Court to 2nd degree assault. Bourgeois was charged for hitting a 62-year-old mentally disabled man in the head with garden shears in 2016, causing head injuries.
Oneonta police arrested 22-year-old Marquis Cunningham of the Bronx for criminal possession of a forged instrument, criminal possession of marijuana and aggravated unlicensed operation of a motor vehicle. Cunningham is accused of having counterfeit $50 bills & driving with a suspended driver's license, he was arraigned & was sent to the Otsego County jail on $2,500 cash bail; he was released on bail & will appear in court to answer to the charges shortly.
Oneonta Police arrested 2 people for criminal possession of a controlled substance Friday. 29-year- old Amber Typlt & 23-year-old Christopher Wellman are accused of possessing heroin, they were being held in Otsego County jail pending court action.
The Chenango County Sheriff’s Office investigated a 2-vehicle crash on South Canal Street in the Village of Oxford that shut down the road for about 4 hours at about 12:30 Monday afternoon. A Vehicle operated by Miranda Gifford of Rome veered into oncoming traffic & she struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse by LifeNet. Hall and his passenger were uninjured. The cause of the crash is still under investigation.
The Chenango County Sheriff’s Office, & the Chenango County Bureau of Fire, is investigating a fire at 108 County Road 21 in the Town of Plymouth that claimed the life of Plymouth Fire Chief Frank Fowlston Monday. The fire was reported at about 2:00 AM, it appeared to have started in the living room. Fowlston was discovered inside the residence, the autopsy was conducted at Lourdes Hospital, it was determined that Fowlston died of smoke inhalation. Fire Departments from Plymouth, Norwich, North Norwich, Smyrna, and Sherburne fought the blaze, the cause is still under investigation.
Delaware County Sheriff’s Department Investigators arrested 38-year-old Jennifer Fogliano of Masonville on a Bench Warrant from Village of Sidney Court for Failure to Appear on a Grand Larceny charge. When officers responded to Fogliano’s residence, occupants locked themselves in rooms and refused to comply. Officers eventually arrested Fogliano, 37-year-old Jarred Cutting of Masonville, 31-year-old Andrew Baker of Masonville, 22-year-old Ashley Murphy of Sidney Center for Obstructing Governmental Administration. Murphy is accused of possessing Methamphetamine, she was charged with Criminal Possession of a Controlled Substance. All were arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $1000 cash bail or $2000 bond. Foglianoa was also arraigned on the Bench Warrant on an additional $1000 cash bail or $2000 bond.
Delaware County Investigators arrested 29-year-old Alexander Griffin of Endicott on a Sealed Indictment Arrest Warrant alleging that GRIFFIN had been trafficking drugs in & around the Town of Deposit. Investigators made several controlled purchases of crack cocaine from GRIFFIN; the case was presented to a Delaware County Grand Jury that returned an Indictment, charging GRIFFIN with 3 counts of Criminal Sale of a Controlled Substance. GRIFFIN was located in Endicott and was arrested Thursday; he was transported to the Delaware County Correctional Facility to await court action.
The Local Early Intervention Coordinating Council will be meeting today to oversee the Early Intervention Program. The Council’s meeting will be held from 10:00 AM to 12:00 Noon at the Ogden Free Library in Walton, more information is available at 832-5200. The mission of the Program is to enable the County’s infants and toddlers under the age of 3, who are disabled, developmentally delayed or at risk for disability and their families to access an appropriate array of services and supports to maximize his/her potential.

Governor Cuomo today announced that applications from non-profit non-public schools and day care centers, are now being accepted for the $25 million Securing Communities Against Hate Crimes Grant program, for grants to strengthen security and prevent hate crimes or attacks against these facilities because of their ideology, beliefs or mission. The grant is administered by the State Division of Homeland Security and Emergency Services, & could provide up to $50,000 for security upgrades. Applications are due by December 18th.
The Chenango Substance Abuse Prevention Coalition in collaboration with The Chenango County Sheriff’s Office & The Norwich City Police Department will hold 3 National Drug Take-Back Month Events this Saturday. Chenango County Sheriff’s Deputies arrested 29 year old Coy Biviano for Criminal Possession of Stolen Property, while he was incarcerated at the Chenango County Correctional Facility following an investigation in to stolen property. It is alleged that Biviano was in a residence in North Norwich where he unlawfully took property not belonging to him. The property was later located in the residence were Biviano was staying. Biviano is to appear in the Town of North Norwich Court at a later date.
State Senator Jim Seward joined officials from the Greater Oneonta Historical Society to announce a $250,000 state grant to fund renovation and restoration work at the Oneonta History Center on Main Street. The $250,000 grant is under the state's 2002 Strategic Investment Program and is administered by the Dormitory Authority of the State of New York.
Otsego County officials announced that the Exeter Drop-Off Site for bagged garbage and recyclables will stop collecting at 12:00 noon on Saturdays, starting September 23rd. The New hours are Monday, Wednesday, Friday 7:00AM to NOON & Saturday 8:00AM – NOON, through September 30th. No commercial haulers or construction debris at the Exeter site. James Brower and Tobias Rundstrom-Wooding were indicted by a Chenango County Grand Jury last week; they were arraigned in Chenango County Court on the indictment charges today. Rundstrom-Wooding was indicted last week on 8 counts including 1st & 2nd degree murder, plus 1st degree rape, tampering with physical evidence, possession of a sexual performance by a child and making false statements, his bail was set at $500,000 cash or $1 million bond. Brower had a 4-count indictment which included a 2nd-degree murder, hindering prosecution, tampering with physical evidence and making false statements, his bail was set at $400,000 cash or $800,000 bond. Both men are accused of the rape and murder of 11 year old Jacelyn O'Connor in the town of Norwich in July.
Sidney Village Police announced the arrest of 60-year-old Jesse Riglioni of Sidney on a sealed indictment warrant, for criminal sale of a controlled substance. Friday's arrest followed a 3 month investigation into the sale of narcotics in the village of Sidney, Rigliono is accused of selling cocaine in Sidney, he was remanded to the Delaware County Jail without bail, state Police assisted in the investigation.

Responding to the reported Equifax Breach last week affecting about 150 Million Americans, Governor Cuomo today directed the Department of Financial Services to issue a new regulation making credit reporting agencies to register with New York for the first time and comply with this state's first-in-the-nation cyber security standard. The Department Superintendent will also have the authority to deny and revoke a consumer credit reporting agency's authorization to do business in New York if they are not in compliance.

Delaware County Sheriff’s Deputies arrested 42-year-old Amanda Losurdo of Delhi for violation of parole. The arrest occurred during the course of assisting the Delaware County Probation Department, where it was determined that Losurdo was in violation of the conditions of her parole. Losurdo was taken into custody and turned over to the Delaware County Correctional Facility, to await the future action of the State Department of Corrections or by a court.
Casey Callahan was found guilty Friday morning in Otsego County Court of 2nd degree murder in the death of his wife, Elizabeth Callahan in 2000 in Pennsylvania. The jury began deliberations Thursday & announced its decision Friday, Callahan will be sentenced October 30th in Otsego County Court.

State Senator Jim Seward and Assemblyman Cliff Crouch called on Governor Cuomo to take action to support Village of Sidney residents waiting for completion of a flood buy-out program related to Hurricane Irene in 2011. Homeowners in Sidney have contacted both Senator Seward and Assemblyman Crouch to express concern over duplicative paperwork requirements and the long wait period in regard to a federally funded home buyout program that is being administered by New York State agencies. In the letter, Seward & Crouch requested that Cuomo appoint a task force or leader to coordinate the state's efforts, cut red tape, and bring it to a quick conclusion for Sidney Village homeowners.
State Police arrested 27 year old Jessica Cambier of Bainbridge for DWI and other traffic violations, after a traffic stop for speeding on State Route 205 in the town of Oneonta. Cambier was given tickets returnable to the town of Oneonta court on September 19th.
Attorney General Eric Schneiderman warned New Yorkers to remain vigilant against possible hacking and phishing attempts by cyber-criminals following the Equifax data breach. Equifax is 1 of the nation's 3 major credit-reporting agencies; they experienced a massive breach affecting 143 million Americans and over 8 million New Yorkers. Hackers accessed names, Social Security numbers, birth dates, addresses and, in some instances, driver's license numbers. Approximately 209,000 individuals had their credit card numbers stolen. New Yorkers should be on the lookout for Phishing emails that claim to be from Equifax where you can check if your data was compromised; Phishing emails that claim there is a problem with a credit card, your credit record, or other personal financial information; Calls from scammers that claim they are from your bank or credit union or Fraudulent charges on any credit card.
Delaware County Sheriff’s Deputies arrested 44-year-old Robert Owens of Montague, New Jersey with Aggravated Unlicensed Operation of a Motor Vehicle, following a traffic stop in the Village of Walton. A check of his driving privileges indicated that Owens license was suspended. He was arraigned at the Village of Walton Court and released upon his own recognizance, scheduled to appear before the same court at a later date for further proceedings.

State Senator Jim Seward and Assemblyman Cliff Crouch called on Governor Cuomo to take action to support Village of Sidney residents waiting for completion of a flood buy-out program related to Hurricane Irene in 2011. Homeowners in Sidney have contacted both Senator Seward and Assemblyman Crouch to express concern over duplicative paperwork requirements and the long wait period in regard to a federally funded home buyout program that is being administered by New York State agencies. In the letter, Seward & Crouch requested that Cuomo appoint a task force or leader to coordinate the state's efforts, cut red tape, and bring it to a quick conclusion for Sidney Village homeowners.
State Police arrested 27 year old Jessica Cambier of Bainbridge for DWI and other traffic violations, after a traffic stop for speeding on State Route 205 in the town of Oneonta. Cambier was given tickets returnable to the town of Oneonta court on September 19th.
Attorney General Eric Schneiderman warned New Yorkers to remain vigilant against possible hacking and phishing attempts by cyber-criminals following the Equifax data breach. Equifax is 1 of the nation's 3 major credit-reporting agencies; they experienced a massive breach affecting 143 million Americans and over 8 million New Yorkers. Hackers accessed names, Social Security numbers, birth dates, addresses and, in some instances, driver's license numbers. Approximately 209,000 individuals had their credit card numbers stolen. New Yorkers should be on the lookout for Phishing emails that claim to be from Equifax where you can check if your data was compromised; Phishing emails that claim there is a problem with a credit card, your credit record, or other personal financial information; Calls from scammers that claim they are from your bank or credit union or Fraudulent charges on any credit card.
Delaware County Sheriff’s Deputies arrested 44-year-old Robert Owens of Montague, New Jersey with Aggravated Unlicensed Operation of a Motor Vehicle, following a traffic stop in the Village of Walton. A check of his driving privileges indicated that Owens license was suspended. He was arraigned at the Village of Walton Court and released upon his own recognizance, scheduled to appear before the same court at a later date for further proceedings.

Governor Cuomo today announced that 10 UH-60 Blackhawk Helicopters and 55 Soldiers from the New York Army National Guard's 42nd Combat Aviation Brigade have deployed to Florida to assist in the response to Hurricane Irma today. In addition, Airmen from the 105th Airlift Wing deployed a satellite communications with 7 personnel teams on Sunday, to Mississippi as part of the Hurricane Irma response and support to the Florida National Guard. The Joint Incident Site Communications Capability allows the Airmen to rapidly set up Internet and other communications capabilities during disasters.
The Broome County Sheriff’s office responded to the intersection of Old State Road and Bevier Street in the Town of Kirkwood for a motor vehicle accident. Deputies located the driver, 67-year-old Daniel Clune of Harpursville. Clune was charged with driving while intoxicated as well as driving with a blood alcohol above .08%, he faces court action shortly.

Brewer was located by the Norwich Police; He was arraigned and remanded to the Chenango County Jail on $1,000 cash bail or $2,000 property bond.

Hurricane Katrina and Super Storm Sandy damaged nearly half-million vehicles combined; early estimates suggest that Harvey may double that number. The National Weather Service has confirmed that a tornado touched down in the Madison County town of Georgetown on Tuesday afternoon. The Investigation revealed that the tornado had sustained winds of 90 miles per hour & was a part of the Storm system that traveled through Central New York Monday Afternoon. Damage in the area of the tornado included downed trees and Utility Poles there were no injuries were reported.
State Owned Drones will be used for the 1st time at the New York State Fair in Syracuse this year. The drones will be used to monitor traffic conditions & the capacity of the surrounding parking lots, on the weekends of the Fair, which traditionally has the highest attendance. Governor Cuomo said that the State DOT & STATE Police would operate the Drones.
Chenango County Sheriff’s deputies arrested a Town of Coventry resident on charges of Sexual Abuse & Endangering the Welfare of a Child. 38-year-old Charles Crosby-Barrows was being held on unrelated charges at the Chenango County Jail, he is accused following an investigation of a reported sexual abuse of a juvenile female in 2016.
Math & English scores for New York Students who took standardized tests this spring, showed a slight increase over the 2016 scores, according to the State Education Department. 39.8% of students grades 3 to 8 were proficient in English Language Arts, up almost 2% from 2016, 40.2% of students passed the Math tests, up by 1.1% from 2016. Students who opted out declined from 21% to 19%.
Chenango County Sheriff’s deputies arrested 50 year old Michelle Ryan-Cook of Smyrna for 2nd degree Forgery, 3rd degree Grand Larceny & Falsifying Business Records. Ryan-Cook is accused of stealing more than $3,000 from a Sherburne business from November 2016 to April 2017; she faces court action shortly.

The State Liquor Authority, Police Agencies & the State DMV will conduct statewide sweeps of locations holding liquor licenses, looking for fake IDs and illegal sales to minors. The combined enforcement effort will begin immediately.

The Chenango County Sheriff’s Office arrested 21-year-old Kathleen Brown of Norwich for illegally entering a residence. Brown allegedly punched & grabbed an individual by the neck, and pulled a child from a family member, she then attempted to leave in a vehicle that did not have child safety seats. The driver, 22-year-old Lucas Cummings of Norwich was found to have a suspended driver’s license. Brown was arraigned in the Town of Norwich Court for Criminal Trespass & Endangering the Welfare of a Child. She was released & will appear in court at a later date. Cummings was issued a Ticket for Aggravated Unlicensed Operation of a motor vehicle & will appear in the Town of Norwich Court at a later date.

Thompson was transported to Fox Hospital for treatment of injuries sustained in the accident. Deputies charged Thompson with DWI & Failure to Keep Right. He was issued tickets returnable in Town of Franklin at a later date.

Local sales tax collections across New York grew 3.3% in the first 6 months of 2017, according to a report released today by State Comptroller Tom DiNapoli. Through June, local collections totaled $8 billion compared to $7.8 billion during the same period last year. DiNapoli’s report revealed local sales tax collections in several regions outpaced the statewide average, including Southern Tier at 4.5%, Central New York at 4.4% & the Mohawk Valley at 4.3%.
Governor Cuomo announced that Brooklyn's Threes Brewing Company earned top honors at the first-ever New York State Craft Beer Competition, winning the Governor's Excelsior Cup. Threes Brewing earned gold in the Light Lager category and moved on to win Best in Show. Entries were submitted from 143 breweries, with Gold, Silver, and Bronze medal winners awarded in 20 categories. Lamicela did not return from a day trip at Big Indian Wilderness area in western Ulster County. Lamicela is described as a white man with brown hair, 5'8", about 130 pounds. Forest Rangers say he last wearing a black and gray striped shirt, khaki shorts, a beige ball cap with the words "New Smyrna" written on it, and a black backpack. Delaware County emergency services and Forest Rangers are working with a growing number of volunteers today; they have a command post at the Margaretville Fire Department. Anyone with information on Lamicela's whereabouts is asked to contact the State Forest Rangers, or State Police at Troop C headquarters in Sidney at 561-7400.
