The Chenango County Public health announced their latest Coronavirus numbers today.  They are up to 125 confirmed cases, 103 people are quarantined, 1 person is hospitalized & there have been 91 recoveries, they have performed over 3300 tests.
Delaware County Sheriff's Deputies arrested 47 year-old Lionel Simard of Davenport for possession of stolen property, he is accused of possessing license plates that were reported stolen from a parked vehicle in the Town of Davenport on May 21st.  Simard was issued an appearance ticket in the Town of Davenport Court at a later date.

State Police, Sherburne Police & several other agencies, responded to a report of a person in the Chenango River that went underwater and had not resurfaced in Sherburne.  The New York State Underwater Recovery Team and divers and an air boat from the Chenango County Bureau of Fire searched the river, Shortly after 8:00 p.m., the victim was located & was pronounced deceased at the scene & has been identified as The victim is identified as 18-year-old Nicholas Russell of Smyrna.  Police said that Russell and 3 friends were swimming in the Chenango River when he began to have difficulty staying above water.  A witness attempted to assist Russell but he went under water and never re-surfaced.
State Department of Labor released local unemployment rates for April.  The number of private sector jobs in the State was 6,467,600, the State’s seasonally adjusted unemployment rate increased from 4.1% to 14.5%.  Locally, Chenango County's Unemployment rate was 11.7%, Delaware County 12.4% & Otsego County was 12%.
Commerce Chenango will host a live webinar today regarding the potential Phase 2 re-opening & its guidelines for the Southern Tier Region, which could happen in the coming weeks.  The webinar will be held through Zoom, anyone who would like to participate can email Commerce Chenango at "Register@ChenangoNY.org.

Chenango County Public Health announced today that they are up to 96 confirmed cases of the Coronavirus, they've had 3 deaths, 67 recoveries 7 people are hospitalized & 68 are quarantined.
Delaware County Sheriff's Deputies arrested 38 year old Dennis Lafferty of Unadilla for violating an order of protection earlier this month.  Deputies received a complaint from an Otsego County domestic violence victim earlier this month, reporting receiving a phone call from the Delaware County Correctional Facility where the victim’s alleged abuser was being housed for the Otsego County Sheriff’s Office, Lafferty allegedly violated the terms of an order of protection issued by the Hartwick Town Court last November, by making calls to the protected party following his incarceration on April 13th.  Lafferty was charged with 4 counts of criminal contempt & he remains incarcerated in the Delaware County Correctional Facility, pending a court appearance in the Town of Delhi Court on a later date.

The Chenango County Health Department reported that they
have 4 positive cases of the corona virus.
94 people are on precautionary quarantine, 53 are in mandatory
quarantine in Chenango County.
State Police responded Thursday to County Road 18 in the
town of Morris for a personal injury accident.
The investigation revealed that a male was operating a lawn tractor
southbound on the western shoulder of County Road 18; he failed to observe that
a Chevrolet Malibu also traveling southbound on the roadway when he turned left
in front of the Malibu’s path while attempting to enter a driveway.  The female driver of the Malibu was unable to
avoid the male on the lawn tractor; he was transported to Chenango Memorial
Hospital with injuries to his head and face.
The driver of the Malibu was not injured.   The accident remains under investigation.

The City of Norwich Police Department and the Chenango
County Sheriff’s Office are seeking information on 31 year old Christopher
Lacroce, for allegedly leading Police on a high speed chase last Friday, &
who is also wanted on a warrant for allegedly hitting a pedestrian with a
vehicle September 15th at the intersection of Mitchell and Silver streets in
Norwich.  Lacroce faces charges of
2nd-degree assault, among other charges that are pending following Friday’s
chase.   Anyone with information
regarding Lacroce’s whereabouts is asked to contact the Norwich City Police

The Otsego County Chamber's
Small Business Banquet will be held on Thursday, November 21 at The Otesaga
Hotel and Resort in Cooperstown.
Nominations for various awards are being taken currently; the

State officials, the Division of Homeland Security and the
Office of Fire Prevention and Control will preside over the 22nd Annual New
York State Fallen Firefighters Memorial Ceremony this morning.   The Ceremony will honor 23 fallen
firefighters who gave their lives in the line of duty, at the Empire State
Plaza Convention Center in Albany at 11:00 AM.

Governor Cuomo signed "Stop Hacks and Improve
Electronic Data Security" Act which imposes stronger obligations on
businesses handling private data to provide proper notification to affected
consumers when there is a security breach. The Governor also signed legislation
requiring consumer credit reporting agencies to offer identity theft prevention
and mitigation services to consumers who have been affected by a security
breach of the agency's system.    The
bill will take effect in 240 days.
21-year-old Skuyler Reynolds of
Chenango Bridge is facing 5 more counts of burglary and 1 count of criminal
possession of stolen property, in connection with a series of church burglaries
in Broome County.  Reynolds is a suspect
in church burglaries in Binghamton, Johnson City, Chenango Bridge, Port
Dickinson and Port Crane, he is being held in Broome County Jail. Pending court
action, the investigation is continuing & more charges may be forthcoming.

The Chenango Arts Council is partnering with Friends of
Rogers to offer a bus trip to the American Museum of Natural History in New
York City.  The touring bus will leave
the Chenango Arts Council parking lot, at 27 West Main Street in Norwich at
7:00 AM on Saturday, August 3rd and return to the same location at around 10 pm

that folk singer Peter Yarrow, of Peter, Paul and Mary fame, will appear on the
NBT Main Stage in downtown Norwich on Sunday, September 8th. The 2019

Governor Cuomo announced that New York residents can fish
for free without a license in one of the 7,500 lakes and ponds or 70,000 miles
of rivers and streams across the state during this weekend.  New York's Free Fishing Weekends help encourage

A Town of Greene resident was arrested by the Chenango
County Sheriff’s Office for Harassment and Criminal Contempt Monday.  Deputies arrested Brittany Niemiec after a
complaint of a domestic dispute where she allegedly subjected the victim to
unwanted physical contact while there was an active order of protection in
place.  Niemiec was arraigned in the Town
of Greene Court and was released on her own recognizance.

that their next meeting will be held on January 31st.  The Coalition skipped a December meeting due
to the Holidays, the January 31st meeting will be held at the Sidney High
School Library from 6:00 to 7:30 PM.
The Chenango County Sheriff’s Office arrested a Village of Oxford man for an active Arrest Warrant issued by the Town of Preston Court.  42 year old Jason Barrows turned himself into the custody of the Sheriff; he was wanted for 2nd degree Burglary, Criminal Mischief and Grand Larceny for allegedly breaking into a residence & stealing more than $1,000 in property & Animals, and vandalizing windows on a vehicle.  Barrows was arraigned in the Town of Preston Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. He is scheduled to reappear in court at a later date.
New State Attorney General Letitia James joined a coalition
of 17 attorneys general, in filing a notice of appeal in Texas v. U.S.,
defending the Affordable Care Act and the healthcare of millions of Americans.
Today's filing moves the legal defense of the ACA to the U.S. Court of Appeals
for the Fifth Circuit where the Attorneys General will appeal the lower court's
ruling that the ACA is unconstitutional. On December 30th the district court
granted the request to certify the judgment for appeal, and to stay the
judgment pending that appeal. Thursday's filing continues the coalition's legal
defense of the ACA, with a request to appeal the district court's December 14
opinion in the Fifth Circuit.
The Chenango County Sheriff’s Office arrested Dustin Dunagan
of Sherburne for Aggravated Unlicensed Operation & Criminal Possession of
Marihuana on Wednesday.  Dunagan was
arraigned in the Town of Plymouth Court and was remanded to the Chenango County
Correctional Facility on $200 cash bail. Dunagan is scheduled to appear in the
Town of Pharsalia Court on a later date.
On Tuesday, a Town of Norwich resident was arrested by the
Chenango County Sheriff’s Office for Promoting Prison Contraband 1st.  31 year old Derek Davies was charged after
the Chenango County Correctional Division discovered prison contraband in Davies’
cell during a random search; he was processed and will be arraigned in the Town
of Norwich Court

The Chenango County Sheriff’s Deputies responded to a call for a burglary in progress on Morgan Hill Road in the Town of Afton. The caller reported that when he entered his building and unknown individuals fled the scene out the rear door of the building. The Sheriff’s Office K-9 Team & Deputies patrolled the wooded area behind the house, hours later, they arrested 37 year old Jessica Palmatier of Bainbridge, for Criminal Possession of a controlled substance, 3rd degree burglary, and she was arraigned in the Town of Afton Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. State police assisted, they arrested the 2nd suspect, 39 year old Jeb Davis of Sidney, and he was charged with 3rd degree burglary & was arraigned in the Town of Afton Court and remanded to the Chenango County Correctional Facility with no bail.

Chenango County Fire Investigators are trying to determine the cause of a fatal fire Wednesday night on Granville Road in the Town of Sherburne. The fire was reported at about 6:30 last Wednesday Night, one woman died in that fire, her name has not yet been released, the investigation is continuing.
The Broome County Sheriff's Department announced that 17-year-old Ali Masland was reported missing from her residence on West Chenango Road in the Town of Chenango late Wednesday afternoon. Masland is described as 5’2, 100 pounds with brown hair and black eyes, she wears glasses and she has developmental disabilities and may be carrying a backpack. Anyone with information on Masland is asked to contact the Broome County Sheriff’s Office at 778-1911.

Today approximately 100 Delegates from across 10 counties met in Binghamton to formally nominate the Republican candidate for State Supreme Court in the 6th
Judicial District, they unanimously selected Chenango County District Attorney Joe McBride to run as the Party's candidate in this November's election. The vacancy in
this office was created by the recent retirement of Judge Kevin Dowd.
A judge has denied a motion by ex-Assembly Speaker Sheldon Silver regarding his bail request, pending the appeal of his corruption conviction and seven-year prison term. U.S. District Judge Valerie Caproni has denied Silver's request Monday, she stated that the substance of Silver's appeal lacks merit, and the sole purpose of the request was to stall Silver starting his prison term on October 5th. Silver was sentenced to 12 years in prison after his first conviction in 2015, that conviction was overturned after the U.S. Supreme Court redefined the boundaries of public corruption, then a 2nd jury convicted him
earlier this year, for taking $5 million illegally by using his political power for personal gain.

A new report released Monday by a coalition of New York State law enforcement officials, public health experts and elected officials, showed that The Delaware County had the highest rates of gun-related suicide and homicide. The research focused at the rate of homicide and suicide in each county from 2012 to 2016, the report showed that for every 100,000 residents of Delaware County, there were 13.4 gun-related deaths, & the a rate of suicide by gun at 12.9. Other counties that ranked high were Allegany, Wyoming, Cattaraugus and Sullivan counties. New York State’s overall gun-related death rate was 4.4 deaths per 100,000 residents, which is below the national average of 11.8 deaths per 100,000 residents.
The Chenango County Sheriff’s Office arrested 19 year old Cordell Witherow of Plymouth for 3rd degree Assault. Witherow is accused of causing serious physical injury to an unidentified male victim. Witherow was released on an appearance ticket and is to appear in the Town of Plymouth Court at a later date.
Chenango County Sheriff's Department arrested 24 year old Cara Kaskeski of Mount Vision, for Welfare Fraud & Offering a False Instrument for Filing. Kaskeski allegedly collected more than $9,000 in child care assistance from July 2014 through November 2017 which she was not entitled to receive, she was issued appearance tickets to appear in the City of Norwich Court at a later date.

US Postal Inspectors, State Police CNET, Homeland Security Investigators (HSI), Vestal Police Department and the Broome County Drug Task Force made a controlled delivery of a package containing approximately 250 grams of Ecstasy to a residence in Binghamton. Following the delivery, a search was conducted at the home of 32 year old Andrew Davis, A search of the residence leads to the recovery of the package, digital scales, cellphone, & other items, Davis was charged with Criminal Possession of a Controlled Substance, he was arraigned and was remanded to the Broome County Jail without bail.

Deputies reported that the victim sustained injuries from a knife and was transported to Chenango Memorial Hospital then later transported to Wilson. Cuda was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility on $10,000.00 cash bail.

The Broome County Special Investigation Unit Task Force executed a search warrant in Port Crane, which resulted in the arrests of 31-year-old Brett Poyer & 30 year old Jodi Bickos. Officers seized 2.2lbs of methamphetamine, packaging materials, and paraphernalia at the residence, Poyer and Bickos were charged with Criminal Possession of a Controlled Substance, and Criminally using Drug Paraphernalia, they face court action shortly.

The Chenango County Sheriff’s Office has completed its investigation of Monday's fatal fire at 553 German Hollow Road in the Town of Plymouth. Investigators have determined the fire started in the area of a wood stove being used to heat the residence. It was also determined from autopsies that Debbie Pfeiffer, Amber Morrow and Benjamin Pfeiffer all died from smoke inhalation.
Delaware County Sheriff’s Deputies arrested 22 year old Nicholas Corrao of Stamford on 1 count of Endangering the Welfare of a Child following a report of child abuse in the village of Stamford. Deputies allege that Corrao acted in a manner which was injurious to the mental and moral welfare of a child less than 17 years of age. Corrao was issued an appearance ticket and is scheduled to reappear at the Town of Stamford court at a later date.

The teen was arrested and arraigned in the Town of Laurens Court, he was released to an adult & an order of protection was issued for the victim, the teen faces action today in Town of Laurens Court & Otsego County courts.

The State office of Alcoholism & Substance Abuse Services announced the opening of the new Voices Recovery and Community Outreach Center at 340 Prospect Street in Binghamton. The center will provide free support and services for people who are in recovery from a substance use disorder and for their families.

Oneonta Police served a search warrant Tuesday at 5 Myrtle Avenue, following an investigation of the sale and possession of Marijuana & the violation of an active order of protection. Arrested were 30-year-old Jason Harageones of Unadilla for Criminal Contempt, Criminal Possession of a controlled substance & Criminal possession of marijuana. Hargeones is also accused of causing damage to a surveillance camera, which led to an additional Criminal Mischief charge. Police also arrested 28-year-old Danielle Stoesser of Oneonta for Criminal Possession of a controlled substance & Criminal Possession of marihuana; she is also accused of engaging in a physical confrontation with the officers processing her arrest and was charged with Obstruction of Governmental Administration. Harageones was arraigned & remanded to the Otsego County jail without bail; Stoesser was issued an appearance ticket and released to appear at a later date.

Chenango County Sheriff’s deputies arrested a Town of Coventry resident on charges of Sexual Abuse & Endangering the Welfare of a Child. 38-year-old Charles Crosby-Barrows was being held on unrelated charges at the Chenango County Jail, he is accused following an investigation of a reported sexual abuse of a juvenile female in 2016.
Chenango County Sheriff’s deputies arrested 50 year old Michelle Ryan-Cook of Smyrna for 2nd degree Forgery, 3rd degree Grand Larceny & Falsifying Business Records. Ryan-Cook is accused of stealing more than $3,000 from a Sherburne business from November 2016 to April 2017; she faces court action shortly.
The Chenango County Sheriff’s Office arrested 21-year-old Kathleen Brown of Norwich for illegally entering a residence. Brown allegedly punched & grabbed an individual by the neck, and pulled a child from a family member, she then attempted to leave in a vehicle that did not have child safety seats. The driver, 22-year-old Lucas Cummings of Norwich was found to have a suspended driver’s license. Brown was arraigned in the Town of Norwich Court for Criminal Trespass & Endangering the Welfare of a Child. She was released & will appear in court at a later date. Cummings was issued a Ticket for Aggravated Unlicensed Operation of a motor vehicle & will appear in the Town of Norwich Court at a later date.

The Chenango County Sheriff's Department arrested 21-year-old Damion Spicer of Norwich for Criminal Contempt. Spicer was charged following a report of a domestic dispute, where Spicer allegedly subjected the female victim to unwanted physical contact while an order of protection was in place. Spicer was arraigned in the Town of Otselic and was remanded to the Chenango County Correctional Facility on $5,000 cash bail, $10,000 bond, pending court action in the Town of Norwich Court at a later date.

Oneonta Police Department were dispatched to a reported stabbing at 12 Division Street early Friday Morning. Police found a 24 year old man bleeding from lacerations to his head and hand, after he tried to break up a domestic dispute among neighbors. The stabbing victim confronted the male, he was then assaulted with a knife & was transported to Fox Hospital, where he was treated and released. Police arrested 53 year old EDDIE BURNS of the Bronx for 2nd degree Assault, Criminal Possession of a Weapon, Reckless Endangerment, & Criminal Possession of a controlled substance. Burns was arraigned and was remanded to the custody of the Otsego County Sheriff's department without bail.
28-year-old Travis St. Denny of Norwich has been arrested following an investigation from information from the Statewide Central Register of Child Abuse and Maltreatment Hotline. St. Denny was arrested for promoting an obscene sexual performance by a child and endangering the welfare of a child, , he was arraigned in Norwich City Court & was remanded to the Chenango County Correctional Facility on $20,000 cash bail, or $40,000 bond. Delaware County Sheriff's Deputies and Hancock Village Police arrested 33-year-old Christen Wrighter of Hancock Monday on a number charges, after a traffic stop. Deputies and Hancock Police started an investigation recently following a number of complaints of people who made advance payments to Christen Wrighter Photography for photographs that she failed to provide. Deputies observed Wrighter speeding on State Highway 97 in Hancock Monday evening, they discovered that she had her driving privileges suspended, she also unlawfully possessed a quantity of the prescription controlled substances, including Oxycodone. Wrighter was charged with Aggravated Unlicensed Operation, Criminal Possession of a Controlled Substance, speeding, Scheming to Defraud, Grand Larceny & petty Larceny. Wrighter was arraigned in the Village of Hancock Court and was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bail bond pending further court action. The investigation is ongoing.

Chenango County Sheriff Ernest Cutting reported the arrest of 2 parents in connection with the death of 16-year-old Jeffrey Franklin on March 1st in the Town of Guilford. The Sheriff’s Office arrested 35-year-old Ernest Franklin & 33 year old Heather Franklin following the investigation of a fire at their residence on state Route 8. The autopsy showed that the fire did not cause Jeffrey’s death, and that he was deceased prior to the fire, investigators believe the fire was set to cover up the murder of Jeffrey. Both parents are charged with 2nd degree Murder, Arson and Tampering with Physical Evidence. The investigation is continuing and further charges may be filed.
Oneonta Police arrested 20-year-old Kyle Alger of Oneonta on Drug Charges Friday Night. Alger was interviewed by police at his Rose Avenue home after a neighbor called to complain that someone was vomiting outside of Alger’s car. Alger is accused of throwing an item underneath the vehicle as police arrived, police then recovered 2 grams of bulk heroin & 11 individually packaged paper folds, and $532 cash. Alger was charged with Criminal possession of a controlled substance.
