Acco Brands of Sidney & Wal-Mart announced an agreement today in Sidney that Walmart will have a large assortment of Acco Brands products in their stores, following a 250 billion dollar Walmart corporate decision to commit to purchasing American Made Products. The Sidney Main Street Revitalization Product is wrapping up on the first side of the street today, according to Sidney Mayor Andy Matviak:

Trees and the rain Gardens on the first side of Main street will be completed after the winter weather early next year, as the 2nd side of the street's construction begins, that side is expected to be completed by June of next year.
Governor Cuomo today announced the availability of up to $3.5 million for research and development proposals to accelerate the use of electric vehicles, reduce the cost of installing and operating charging stations, and provide recommendations on how they can be used for grid resiliency. NYSERDA will administer the solicitation, proposals could focus on How to reduce the impact of charging vehicles on the grid; how vehicles can be integrated into buildings to provide backup power; or How to remotely manage electric vehicle charging at peak times. There are about 23,000 electric vehicles registered in New York currently.
New York State of Health announced that more than 45,800 new enrollees already have enrolled in coverage in the first four weeks of the current open enrollment for next year. Enrollment is outpacing last year by about 13% & more than 140,000 consumers have already renewed coverage or newly enrolled in health plan for 2018. New York's uninsured rate is down to 4.7%.
Assemblyman Cliff Crouch reminded pistol permit holders that due to SAFE Act requirements, they must recertify all pistol permits 5 years after the date the license was issued. Last January, the State Police mailed approximately 350,000 letters statewide to remind pistol owners of the new recertification restrictions. Governor Cuomo today announced New York has committed $2.6 million to build or improve 12 playgrounds at 10 State Parks across New York - as part of a goal to modernize 100 State Park playgrounds. Locally, Chenango Valley State Park will receive funds to construct a 3,500-square-foot splash pad as a part of the beach redevelopment.
The Delaware County Sheriff’s Office and Delaware County Corrections Officers arrested several people who were allegedly conspiring with inmates to smuggle contraband into the Correctional Facility during visitation periods. arrested were Maureen Storrs of Delhi, Mary Ellen Chukoloski of Binghamton & Britney Fraser of Davenport on a vareity of drug charges & conspiracy. All three were arraigned in the Town of Delhi Court and were remanded to the Delaware County Jail on $40,000.00 cash bail or $80,000.00 bond. Deputies arrested inmates George Robinson of Delhi, Edward Reed of Binghamton, Gregory Shamus of Delhi, on a variety of charges including promoting prison contraband & conspiracy, they were arraigned in the Town of Delhi Court on November 28, 2017 and returned to the Delaware County Correctional Facility without bail.

Vulto Creamery of Walton has been named in a wrongful death lawsuit by the widow of Richard Friedman of Vermont, Veronica Friedman. Mr. Friedman died November 2nd 2016 after suffering a massive stroke caused by the Listeriosis infection he suffered from eating the raw milk cheese manufactured by the Vulto Creamery, which was contaminated with Listeria. The Friedman’s purchased Vulto cheese last October and Friedman's symptoms caused him to go to the Emergency Room at Brattleboro Hospital on October 11th; he was later transferred & suffered a stroke and died at Dartmouth-Hitchcock Hospital. 6 other people were hospitalized and 1 other person died in connection with the Vulto Creamery Listeria.
Governor Cuomo signed the Clean Water Infrastructure Act Wednesday; it is a $2.5 billion investment in drinking water infrastructure, clean water infrastructure and water quality protection across the state.

The State University of New York Board of Trustees today announced the appointment of Kristina Johnson as the 13th chancellor of SUNY, replacing Nancy Zimpher, who will step down as Chancellor in June. Johnson’s appointment is effective September 5 at an annual state salary of $560,000.
The Sidney Village Police Department announced that they would be participating in the National Drug Take Back event this Saturday. Sidney Police Chief Jan Gorshack comments:

The New York State Senate has voted to impose an 8-year term limit in Legislative leadership positions. The legislation calls for no more than 8 years for anyone to serve as State Senate Leader or Assembly Majority leader, they Senate has adopted their own in-house policy to limits leadership terms to 8 years, regardless of the outcome of the legislation. The proposal came forward after years of top-level corruption by leaders of both houses of state government.
The American Cancer Society's "Paint the Town Purple Day" is tomorrow, where tri town area Residents & businesses are asked to decorate with purple item, for cancer awareness. Spokesperson heather Brewster explains:

Today, Law Enforcement Officers around the state will participate in Operation Safe Stop Day. During "Safe Stop," police officers are on board school buses and in marked and unmarked patrol units on selected bus routes that have a history of illegal passing complaints. Police issue tickets to drivers who pass stopped school buses. In the last four years, 35 students were hit by motorists passing stopped school buses in New York State.
The New York State Office of General Services will hold a surplus vehicle auction today, at the State Police Troop C Headquarters in State Route 7 between Sidney & Unadilla. More information about surplus items can be found at nysstore.com. The auction will begin at 9:30 AM.

Over the next 2 months, the State Liquor Authority Beverage Control Investigators, working with underage minor decoys, will conduct statewide sweeps at more than 500 locations holding liquor licenses, including bars, restaurants, liquor stores and grocery stores. State investigators from the Department of Motor Vehicles will join State Liqour Authority during some of these enforcement operations; in addition to conducting their own fake ID enforcement sweeps at locations across New York. The combined enforcement effort begins today and runs through April.
The City Of Oneonta Fire Department is conducting a community risk assessment, Residents in the city of Oneonta & town of Oneonta served by the fire department t are encouraged to complete the survey & submit it. State Police arrested 36-year-old Danielle Fuger of Roscoe for the felony Grand Larceny. Troopers were advised of a theft in December in the Town of Colchester, the investigation determined that while being allowed to stay at this home for a week, Fuger allegedly stole about $1,200 cash from the owner and then left. Fuger was located in the Sullivan County Jail where she was being held on an unrelated charge, she was arraigned in the Town of Colchester Court and was then sent back to the Sullivan County Jail.
Outdoor enthusiasts and activists from across New York have gathered in Albany this week to urge state lawmakers to back plans for a 750-mile trail system. The proposal would include a plan to complete and connect two greenway trails crisscrossing the state from Manhattan to Canada and from Albany to Buffalo, resulting in a 750-mile paved biking and hiking route that could be marketed as a national tourist destination. The plan could cost $53 million, and would need to be approved by the Legislature.
Governor Cuomo today announced the kick-off of New York State Women's Suffrage 100th Anniversary Commemoration Commission, which will be responsible for a series of statewide programs that celebrate women's suffrage in New York State. The 14-member commission will work to promote the anniversary of women's suffrage between 2017, marking 100 years from when women won the right to vote in New York State and 2020; a century after the 19th Amendment was ratified. New York State is home to the first-ever Women's Rights Convention, held in Seneca Falls, in 1848 and 69 years later, women in New York State won the right to vote.
Lawmakers held a press conference Wednesday to repeal the SAFE Act in the upstate counties, but leave it intact in New York City's 5 boroughs. State Senator Jim Seward co-sponsors the bill:

The legislation would reverse elements of the SAFE Act including gun licensing recertification requirements, storage mandates, firearm seizures and registries, and information collected on gun owners. The bill was introduced in January.
State Police arrested 41 year old Kent Wheeler of Windsor, for 3rd degree Assault, they arrested girlfriend 35 year old Karissa Tennant for Criminal Mischief, after troopers responded to a February 22nd report of a road rage on Place Road in the Town of Windsor. Troopers reported that just after a road rage incident with another motorist, Wheeler allegedly punched the other motorist in the face several times causing an injury, while Tennant had kicked the other vehicle, causing over $250 worth of damage. The victim was treated at a local hospital for a laceration and released. Wheeler and Tennant were issued tickets returnable to the Town of Windsor Court on March 7th.

State Police received a reported Child Pornography complaint, The investigation led to the Village of Sidney, 28 year old Justin Crandall of Sidney is accused of sending sexually explicit photographs of a young child to another person, he was charged with 1st degree Rape, Promoting Sexual Performance by a Child less than seventeen years old, Endangering the Welfare of a Child and Criminal Possession of a Controlled Substance. State Police also arrested 27 year old Jessica Crandall of Sidney, for Criminal Sex Act and Endangering the Welfare of a Child, for the alleged sexual abused of a child less than 11 years old. Justin & Jessica Crandall were arraigned in the Village of Sidney Court and were remanded to the Delaware County Jail. The Village of Sidney Police Department assisted throughout the investigation.
The Unatego Central school board voted 6 to 1 Monday to close the Otego Elementary School as of August 31. Unatego Superintendent Dave Richards explains:

Senator Akshar said that Governor Cuomo & Attorney General Eric Schneiderman have weighed in on the issue, and they hope to get a compromise worked out this session:
The current state budget has extended the hire-a-vet tax credit from this year through January 1st of 2019 & the period of eligible employment for qualified veterans has also been extended through January 1st of 2018. The credit is provided to any business that hires a veteran returning home from military service, on a full-time basis for at least one year. The credit is equal to 10 percent of wages paid, with a maximum of $5,000 per veteran, it increases to 15% of wages if the veteran is also disabled, with a maximum of $15,000 per disabled veteran.
Governor Cuomo announced that New York State is formally calling on the federal Environmental Protection Agency to establish an official drinking water standard for the federally unregulated contaminant 1,4-dioxane. Under the federal Safe Drinking Water Act, the EPA has primary authority to regulate drinking water quality, to date, the EPA has not only failed to issue an Maximum Contaminant Level for this contaminant, but an existing federal loophole exempts public water systems serving less than 10,000 people from even testing for it & other contaminants.
Governor Cuomo announced that legislation authorizing 16 and 17 year olds to enroll in the New York State Donate Life Registry goes into effect this Week. The new legislation enables this population to enroll in the Registry at the same time they first apply for a driver license, learner permit or non-driver ID, potentially increasing enrollments in New York by thousands. State Police responded to a structure fire at 8 Lancaster Street in Cherry Valley early Monday morning. The Cherry Valley Fire Department quickly extinguished the fire, 86-year-old Frank Menento died during the fire. State Fire Investigators are assisting State Police with the investigation and a cause has not been determined yet.

The Unatego Central school board voted 6 to 1 Monday to close the Otego Elementary School as of August 31. Unatego Superintendent Dave Richards explains:

Richards said that the Unatego school board memebers vsited other area school buildings that have been repurposed, they hope to be able to the Otego elementary school building as a viable important building for the Otego Comuntiy.

The current state budget has extended the hire-a-vet tax credit from this year through January 1st of 2019 & the period of eligible employment for qualified veterans has also been extended through January 1st of 2018. The credit is provided to any business that hires a veteran returning home from military service, on a full-time basis for at least one year. The credit is equal to 10 percent of wages paid, with a maximum of $5,000 per veteran, it increases to 15% of wages if the veteran is also disabled, with a maximum of $15,000 per disabled veteran.
Governor Cuomo announced that New York State is formally calling on the federal Environmental Protection Agency to establish an official drinking water standard for the federally unregulated contaminant 1,4-dioxane. Under the federal Safe Drinking Water Act, the EPA has primary authority to regulate drinking water quality, to date, the EPA has not only failed to issue an Maximum Contaminant Level for this contaminant, but an existing federal loophole exempts public water systems serving less than 10,000 people from even testing for it & other contaminants.
Governor Cuomo announced that legislation authorizing 16 and 17 year olds to enroll in the New York State Donate Life Registry goes into effect this Week. The new legislation enables this population to enroll in the Registry at the same time they first apply for a driver license, learner permit or non-driver ID, potentially increasing enrollments in New York by thousands. State Police responded to a structure fire at 8 Lancaster Street in Cherry Valley early Monday morning. The Cherry Valley Fire Department quickly extinguished the fire, 86-year-old Frank Menento died during the fire. State Fire Investigators are assisting State Police with the investigation and a cause has not been determined yet.

State Police responded to a report of shots fired on Algerine Street in Afton, at about 11:30 this morning. Troopers found one person with a Gunshot wound that required medical treatment, who was in police custody. The investigation is continuing. The Afton School district Superintendent Betty Briggs told WCDO News that the building was placed in "Lockout" following the reported shooting, but there was only staff and no students in the school today, due to a scheduled "Conference day".
State Police is currently investigating 2 burglaries that have occurred in Otsego County, 1 in the Town of Pittsfield and the other in the Town of Burlington. Both burglaries occurred on January 19th, and involved the theft of property from homes on County Highway 13 and State Route 80. Governor Cuomo announced $14 million in Grants is available to protect soil and water resources on farms across New York State ram, to address water quality challenges on farms in watersheds across the State. The program complements the Governor's proposed $2 billion Clean Water Infrastructure Act of 2017, which would provide additional funding for source water quality protection initiatives, including projects to ensure proper management and storage of manure on farms across the State.
Governor Cuomo announced that 41 million dollars in Grants are available to cultural & Arts organizations around the state. The State Council on the Arts grants is awarded in 16 programs in all 62 counties in the state.

A new Siena research poll says Governor Andrew Cuomo's 2017 agenda is largely supported by New Yorkers. Cuomo maintains a 56 percent to 37 percent favorability rating, unchanged since late last year. His job performance rating stands at 45 percent approve, 53 percent disapprove -- also little changed from last month. Meanwhile, 47 percent of voters are ready to back the governor for a third term, a job Cuomo is seeking again next year.
State Police arrested 28-year-old Tammy Roe of Davenport for Criminal Possession of a Weapon & Menacing, after troopers responded to a dispute in Davenport. An investigation determined that during a verbal dispute with her ex-boyfriend Roe had threatened him while holding a knife. No one was injured. Roe was arraigned in the Town of Davenport and was released, pending court action on February 14th.
The Binghamton Senators have called a Press Conference for Tuesday afternoon at the Holiday Inn of Binghamton, they are expected to address the replacement team for the Senators, after Ottawa team officials announced that they are moving the their top Farm team out of Binghamton after this current season. Published reports out of Albany suggested that New Jersey Devils would be moving their farm team from Albany to Binghamton; an official comment is expected at tomorrow’s press conference.
State Police and Broome County SIU Task Force executed a search warrant at 475 Popple Hill Road in the Town of Lisle as a result of an investigation into the sale and manufacturing of methamphetamine. Police seized items associated with one pot meth manufacturing, Arrested were Matthew Crowningshield, Heather Clark, Scott Doty & Andrew Kuhr. They were charged with Criminal Possession of Controlled Substance and Unlawful Manufacturing Methamphetamine; they were arraigned and were remanded to the Broome County Jail without bail.

The Task Force will again hold forums, meet with experts, and evaluate what further state measures are needed to reduce drug abuse.
The Harm Reduction Work Group is coordinating today's Medication Take Back Event. Residents are asked to remove outdated or unused prescription medications from their homes for safe disposal. Today's event will be held from 10:00 AM to 12:00 Noon at the North Norwich Town Hall located on County Road 23. The program is in collaboration with The Chenango County Sheriff's Office and The Norwich City Police Department.
Law enforcement cell phone tracking devices are coming under scrutiny in several states, where lawmakers have introduced proposals ranging from warrant requirements to a ban on the technology. The devices mimic cell phone towers and allow law enforcement to collect unique subscriber numbers and other basic data from cell phones in a particular area, Law enforcement officials say the devices help to find suspects and victims, and to solve crimes. This year, lawmakers in at least 6 states are proposing bills to require warrants to use cell phone surveillance devices, including New York State.
The next Reunite Bainbridge Committee Meeting will be hold tonight at 7:00 PM at Bob's Diner. David DeClue, President of the Bainbridge Development Corporation, will be asking committee members and other interested parties to brainstorm ideas for potential uses of the Jericho Tavern if & when it is ever purchased. 25-year-old Joshua Underwood appeared in Oneonta City court Wednesday, he was charged with 2nd degree murder, attempted arson & criminal possession of a weapon, in connection with the beating death of 52-year-old Mark Morrison, at 229 Main Street in Oneonta. Underwood is accused of hitting Morrison with a weight from exercise equipment while Morrison slept, & then unsuccessfully trying to set a fire to cover up the crime, in the early morning hours of January 1st. Underwood faces a felony hearing January 18th, he is being held in the Otsego County jail without bail.

State Police issued 33,153 tickets during the holiday season “Drive Sober of Get Pulled Over” campaign. The special traffic enforcement period from Friday, December 16, 2016 through Sunday, January 1, 2017, which also included local law enforcement agencies, was designed to significantly reduce deaths and injuries caused by drunk or impaired driving.
Governor Cuomo today unveiled a new Enhanced Middle Class Child Care Tax Credit that will help more than 200,000 middle class families make their child care more affordable. The Enhanced Middle Class Child Care Tax Credit would supplement the current New York State Child and Dependent Care Tax Credit and more than double the benefit for families earning between $60,000 and $150,000. Additional details are available at governor.ny.gov.
An OPEN HOUSE will be held on Tuesday, January 17th at the Sidney Civic Center in the first floor conference room from 6:00 to 7:30 to view the planned improvements to Main Street. Project consultants will be available to discuss the design, collect input and answer questions prior to bidding the project and constructing the improvements in 2017.
Retail Giant Macy's announced that 68 stores will be closing worldwide in 2017. New York store closures include the Oakdale Mall store in Johnson City, as well as stores in Clay & Rochester, affecting over 140 employees. Sears also announced the closing of 150 K-marts or sears department stores, one k-mart in New Hartford & sears stores in Queens, Cheektowaga, Amherst, & Middletown, will close shortly.
The Delaware county board of supervisors has chosen the first woman chair of the board this week; Tina Mole of Bovina is the new chairperson of the board. Mole has represented the town of Bovina for 13 years, she also works for State Senator John Bonacic, and she replaces Jim Eisel of Harpersfield, who served as chairman for 15 years.
State Comptroller Tom DiNapoli released the results of an audit of the town of Walton. The audit showed that the Supervisor appointed the Clerk to act as his bookkeeper; however, the New York State Attorney General’s office has expressed the view that the office of the Clerk is incompatible with the Supervisor’s bookkeeper position. They also found that No annual audit is performed of the records of the Clerk or Supervisor. The Audit recommends The Supervisor should maintain the financial records or appoint a bookkeeper that does not have incompatible duties, such as those of the Town Clerk. The Board should conduct an annual audit of the records and reports of any Town officer or employee who received or disbursed moneys on behalf of the Town, or engage an independent public accountant to do so.
