State Troopers arrested 35-year-old Sean Urgo of Norwich for criminal obstruction of breathing, endangering the welfare of child and 2nd degree harassment. The arrest followed the investigation into a dispute on Bartlett Road in Norwich; Urgo was arraigned in the Norwich town court and released on his own recognizance. An order of protection was issued for the victim; Urgo’s faces court action on November 21st.
The web site New York created to help uninsured state residents find coverage, under the Affordable (/l%20)Care Act, is still operating without significant problems, in contrast to the trouble-plagued federal web site. The New York web site allows applicants to enroll in 20 minutes to an hour, depending on the complexity of their personal finances, according to the Community Service Society of New York. U.S. Senator Charles Schumer announced that the FDA has heeded his call and approved regulations to make it harder to access painkillers that contain Hydrocodone. The FDA has reclassified Hydrocodone as a Schedule II controlled substance, which will impose greater restrictions in how doctors can prescribe the drug and the quantity that can be prescribed. Hydrocodone is among the most widely prescribed drug in New York State.

Rights to instill bullying prevention instincts in parents, teachers and students with the “Drive for the Kids” program, which comes to the Delhi elementary school from 5:00 pm to 8:00 pm during the Costume Dance. Delhi Motor Company will host the fundraiser where, for every test drive taken during the fundraiser, the school will earn $10 from Chrysler toward enrichment programs. The leaf pickup program for this year in the village of Sidney is now underway. The village will utilize its vacuum leaf loader the collection of leaves. Village residents should rake leaves to the curb for pickup. People are asked to not park vehicles on the street where they could conflict with the pickup.

The State DOT has scheduled a public information meeting tonight, to discuss the planning study for the I-81 Pedestrian Bridge. The meeting will be held in the Dickinson Town Hall at 531 Old Front Street, Binghamton at 6:30 PM with the presentation will beginning at 7:00 PM. The pedestrian bridge remains safe for cyclists & pedestrians, but has been deteriorating and it does not have sufficient clearance over I-81 and does not meet current requirements under the Americans with Disabilities Act. State Police at Oneonta arrested 42-year-old Kathleen Duncan of Otego for 2nd degree felony Assault. The arrest resulted from an incident on Marble Road in Oneonta, where Duncan is accused of hitting and kicking a subject and then striking him with a hammer. Duncan was arraigned in the Oneonta Court and released on her own recognizance & will return to Oneonta court on September 26th.
Chobani Yogurt has issued a recall as a type of mold commonly found in a dairy environment was found in products made at their new Idaho plant. The product in question is fewer than 5% of their total production; the effected product may appear to have swelling or bloated containers, with the code number 16-012 with the expiration dates between September 11th and October 7th. Officials said that the retails stores have removed the majority of the affected products. Product made in the Chenango county facility is not affected. Customers who purchased cups with the affected code and dates can get replacements by contacting the Customer Loyalty Team on the company's website.
Congressman Chris Gibson announced that he opposes the idea of military intervention in Syria. Gibson says he wants Congress to oppose President Barack Obama’s plan to launch a missile attack on Syria in retaliation for the alleged chemical weapons massacre of civilians, however, House speaker John Boehner agrees with the president’s plans. . Gibson served in Iraq during wartime and as part of a peace-enforcement mission in Kosovo, Gibson said a mediated settlement would be far better for the U.S. and its interests than launching missiles
State Troopers arrested 39-year-old Craig Vantassel of Morris for Driving While Intoxicated following a personal injury accident on State Route 51 in the town of Butternuts. Vantassel was issued tickets returnable to the Town of Butternuts Court on September 12th.
Delaware County officials announced that a new and upgraded 911 system would be installed in the county. The new system is estimated to cost $15 million, although some of it will be offset by state and federal grants. It's not yet known what the local share of the cost will be. Throughout the county, older communication towers will be replaced with new ones. It will increase the range of the emergency calls and the amount of channels on which first responders can communicate. The number of towers will also double. The system is expected to be up and running by 2015.
Consumer confidence in New York State has dropped to a 20-month low. The monthly Index of Consumer Sentiment, conducted by Siena College, found buying plans were down on most products, including vehicles, electronics and homes. New York’s consumer index fell 2.1 points in August, while the nation’s index dropped 3 points. New York’s consumer sentiment was 73.3, which was 8.8 points below the nation’s index of 82.1. Consumer confidence was higher among New York City area residents, but lower among upstate residents.
A proposal would prohibit New York government officials from collecting frequent-flier benefits earned through travel paid by taxpayers. The bill is aimed at state officials who pocket free airfare and luxury hotel stays based on taking trips while on state business. The bill by assemblymen Steve McLaughlin, Jim Tedisco and Michael Fitzpatrick follows reports that Assembly Speaker Sheldon Silver may have earned more than 200,000 frequent-flier miles. The bill would need to be passed by the state legislature and signed by Governor Cuomo in order to become law.

The SUNY 4E network will focus on societal challenges in energy, the environment, economics and education. Some upstate sheriffs have made public comments that they have no interest in enforcing what some believe to be an illegal piece of legislation. The governor said their job is to enforce the law, all of the laws, whether they agree with it or not.

The arrest resulted from a traffic stop on State Route 28 in Oneonta, Champaneri was arraigned in Oneonta Town Court and remanded to the Otsego County Jail in lieu of $2,500.00 cash bail/bond. He is scheduled to reappear before the Town of Oneonta Court on August 22nd.

The arrest resulted from an investigation into a reported altercation on Pine Cliff Circle in the Town of Davenport, Bridgeforth was arraigned before the Town of Davenport Court and remanded to the Delaware County Jail in lieu of $8,000.00 cash bail/ $16,000.00 bond, and he will appear in the Town of Oneonta Court on July 23rd.

Taft is accused of covertly recording a victim without their knowledge or consent, he was processed and arraigned in the Village of Green Court and remanded to the Chenango County Correctional Facility on $1,000 cash bail.

Governor Cuomo today announced $1 million in funding available to law enforcement agencies to video record criminal interrogations. The grants will be available through the New York State Division of Criminal Justice Services (DCJS), for either the purchase and installation of video recording equipment for police departments and sheriffs' offices that have not yet implemented the practice, or allow agencies to upgrade older equipment to ensure it functions properly. 44-year-old Samuel Parrotti of Lisle was sentenced in U.S. District Court to 5 years in federal prison, for 4-area bank Robberies last year. Parrotti admitted that he stole more than $37,000 in 4 separate heists in Binghamton, Whitney Point, Scranton & Sayre in July & August of last year.
A group of people have been walking since Friday along state route 7 from Albany to Binghamton, to deliver a petition to the federal court house to judge Thomas McEvoy in Binghamton on July 23rd. the 133 mile “Journey For Justice” is sponsored by Project Salam, in support of Yassin Aref of Albany, whose supporters claim that he was entrapped through the efforts of the FBI in 2006, & convicted as a terrorist, and are seeking his release from prison. Recently, Aref’s attorneys filed for documents through a “Freedom of Information Law” request & learned about secret evidence used to misidentified Aref as an Al-Qaeda agent. Delaware County Sheriff’s Deputies arrested 22-year-old Nicole Curtis of Walton on a Family Court Warrant issued by County Court Judge Becker. Curtis was arraigned in Delhi Town Court and remanded to the Delaware County Correctional Facility to await further court proceeding.

Delaware County Sheriff’s Deputies arrested 22-year-old Nicole Curtis of Walton on a Family Court Warrant issued by County Court Judge Becker. Curtis was arraigned in Delhi Town Court and remanded to the Delaware County Correctional Facility to await further court proceeding.

The incidence of confirmed rabies cases of raccoons in the tri county area continues to increase. State Troopers arrested 49-year-old Juan Cartagena of Windsor for Driving While Intoxicated. Cartagena refused a breath test after being pulled over during a traffic stop on State Route 11 in Kirkwood last weekend, he was issued tickets returnable to the Town of Kirkwood Court on July 30th.

State University of New York Chancellor Nancy Zimpher today announced the launch of Phase II of SUNY Works, the system’s cooperative education and internship initiative. Eighteen campuses across the state are now expanding their icooperative education opportunities. Campuses launching SUNY Works as part of Phase II include UAlbany, SUNY Buffalo State, SUNY Oneonta and Broome community college. Eliot Spitzer has met the deadline to file thousands of petition signatures for his bid to revive his political career by running for New York City comptroller. Spitzer said over 27,000 signatures were submitted to the city Board of Elections just after 10:30 p.m. last night, ahead of a midnight deadline. It came just four days after the tarnished ex-governor launched his campaign.
Statewide tourist spending rose 6.2 percent to $57.3 billion in 2012. Every region in the state saw growth in 2012 from the previous year, with the most dramatic increases in New York City and Long Island. The Central New York region, which includes much the Southern Tier, saw a 5 percent increase in 2012, when it brought in $1.9 billion according to Empire State development.

He was arraigned and sent to the Otsego county jail on $20,000 bail. He faces up to 12 years in prison if convicted due to a previous felony conviction

Emergency crews & DEC officials have responded to a CSX Train derailment in The Mohawk valley this morning, where 2 dozen cars fell off the tracks, spilling loads on adjacent State Route 5 at around 8:00 this morning. 2 people were injured; State routes 5 & 10 will be closed for a couple of days for the clean up. Amtrak announced that they would have to make schedules changes away from the affected line, more information is available at the Amtrak website or at 1-800-USA-RAIL.
State lawmakers voted to exempt retired police from restrictions from the New York SAFE ACT, on large-capacity magazines and guns classified as assault weapons. The legislation passed Friday, the exemption would apply to officers who bought or were issued restricted weapons in the course of their duties and who retired in good standing. The new law stipulates that the officers would still have to re-qualify for right after they retire and they are still required to register those guns.
Governor Cuomo announced that the State has awarded $13.1 million in grants under Operation IMPACT to 17 counties to fight gun violence and other violent crimes. This funding allows municipalities to enhance police patrols and increase investigations to target high crimes areas. Operation IMPACT counties reported that crime was down 9% for the first quarter. Locally, the Binghamton Police Department will get $381,700 in grant money.
NYSEG officials announced that they are taking measures to prepare for a summer of hot temperatures. NYSEG accelerated reliability practices including Vegetation management, comprehensive maintenance, visual and infrared inspections of equipment, Helicopter patrols of key facilities and high-tech inspections and testing of substation equipment. The Drug Enforcement Administration announced 150 arrests yesterday of those who were involved in trafficking bath salts and synthetic marijuana here, DEA officials said that the added problem is that the money from the sale of these drugs goes to the Middle East and the often goes to suspected terrorists groups.
NYSERDA is offering grants for projects that will stimulate environmentally friendly, sustainable economic growth consistent with the Regional Sustainability and REDC plans. This funding is available through Phase II of the Cleaner, Greener Communities Program. Funding Categories include Streamlined Permitting, Comprehensive Planning, & Capital Projects. Applicants must include a scope of work, budget, and project timeline with application, which is due August 12th.
Hospice Chenango announces the 2nd Annual “We Honor Veterans” motorcycle ride to benefit Hospice. The ride will take place on August 10th, the money raised will be allocated to provide services to Veterans who reside in Chenango County and opt for Hospice care. The ride and is open to any rider and passenger for a fee of $10.00 per person. Registration will begin at 9:30am at the American Legion Post at 29 Sheldon Street in Norwich. Chenango county officials report that 57-year-old Rick Baker of Guilford died in the fire at 209 Joslyn Road, late Sunday night. Firefighters from Guilford & Oxford responded to the blaze in a trailer at around 11:40 Sunday night, fire investigators are still trying to determine what caused the fire, their investigation is continuing. No injuries among firefighters were reported.

The Walton Central School District & The Walton police state police & the Delaware county sheriffs department continue to work together following another threat to students posted on Facebook this week. No actual incidents have occurred at the district after any of the threats against Walton elementary school students. Security has been beefed up, and the investigation is continuing.

Effective today, nonprofits that are registered with the state will now be required to report the percentage of their expenditures that go to federal, state and local electioneering. Groups that spend at least $10,000 to influence elections will be required to file itemized schedules of expenses and contributions. Those disclosures will be available for public scrutiny on the Attorney General’s NY Open Government website (http://www.nyopengovernment.com/).

A rally against the proposed CONSTITUTION Pipeline is scheduled in downtown Oneonta later today. The rally will be in front of Foothills Performing Arts Center on Market Street in Oneonta at 5:00pm.
