State Police continue to investigate tips that will help locate the person or persons responsible for throwing 2 beagle mix dogs out of a moving vehicle on Wednesday, December 12th on I-81 in Marathon. Several local, state and national animal welfare agencies and private donors are now offering a total of $16, 500 reward leading to the conviction of the person(s) responsible after the case has gained national attention. The following agencies have contributed: the Animal Legal Defense Fund $10,000, People for Ethical Treatment of Animals $5,000, the New York State Humane Association $1,000 and a private donation $500. Anyone with information about the suspect(s) is asked to call SP Homer at (607)749-1614.
Governor Cuomo today announced that more than $763 million in economic and community development funding has been awarded through Round 8 of the Regional Economic Development Council initiative. Locally, the Southern Tier RDC, which covers Delaware & Broome Counties, will get 65.4 Million dollars for various projects, Central New York, which includes Chenango County, receives 88.2 million dollars, and the Mohawk Valley region, which includes Otsego County, receives in 85.4 Million dollars.
NY State of Health announced that enrollment reached 4.7 million at close of business on December 15th, the deadline for January 1st 2019 coverage. Enrollment volumes in Qualified Health Plans and the Essential Plan outpaced last year’s levels with over 83,000 more people enrolled compared to last year.
In 2018, The Raymond Corporation contributed to over 150 nonprofit and educational organizations with monetary contributions, forklift donations and voluntary participation. Charter Spectrum will pay a record $174 million and refund customers in New York $62 million in a settlement over claims it defrauded internet subscribers. The settlement announced Tuesday by the State Attorney General's Office is the largest consumer payment by an internet provider in U.S. history. Charter Spectrum has agreed to provide some premium cable channels for free to customers as part of the deal, customers will each receive between $75 and $150, and they will also get streaming services and premium channels, with a retail value of over $100 million, at no charge for about 2.2 million active subscribers.

The food was collected from fans during the Put the Biscuit in the Basket food drive from November 28 to December 15, 2018. Totaling 1,415 pounds, the provisions will help feed Broome County families in need this holiday season.
Senator Fred Akshar will continue the second year of his district-wide "Akshar's All-Stars" student recognition program on Tuesday by recognizing students at one Broome County school and three Chenango County schools. Each month, Senator Akshar recognizes local students selected by their school districts in the 52nd Senate District who have shown great leadership, compassion, school spirit or improvement amongst their peers. The Broome County District Attorney's office announced that a Grand Jury has handed down a 14 count indictment against 2 Deposit residents on a variety of drug charges. Johanna DeGraw & Marlon Graham were arrested Friday, police seized Heroin, Methamphetamines and Fentanyl following a raid on Wheeler Street in Deposit. Both are being held in the Broome County Jail awaiting future court action.
New York Farm Bureau members along with the Food Bank Association of New York State announced this morning that farmers from across the state donated 10,628,208 million pounds of fresh food and farm products this year through the month of November. That is 1.6 million pounds more of food compared to this time last year, and it translates to almost nine million meals
The Oneonta Common Council passed the resolution at Tuesday Night's meeting, renaming the City's Airport as the "Albert S. Nader Municipal Airport". Sam Nader served as Mayor of Oneonta in the 60's & was the driving force at having the Airport established over 50 years ago. The Common Council also passed the next fiscal year's budget at Tuesday's meeting.
Delaware County Sheriff’s Office’s Criminal Investigation Division arrested 32 year-old Andrew Baker and 26-year-old Terry Linen Jr. for possessing contraband while incarcerated in the Delaware County Correctional Facility. It is alleged that Baker possessed tobacco while in custody, and was charged with Promoting Prison Contraband, Linen was found to be in possession of a disposable lighter which he had hidden inside his person. Linen was charged with Promoting Prison Contraband. Both Linen and Baker will appear in the Town of Delhi Court to answer these charges.
NY State of Health announced in the first 4 weeks of the 2019 open enrollment period, enrollment is outpacing last year, with more than 930,000 consumers enrolled or renewed coverage in a Qualified Health Plan or the Essential Plan for 2019. Consumers must enroll or renew by December 15, for coverage beginning January 1, 2019. The City of Oneonta and the Otsego County Conservation Association will be co-sponsoring a talk on the emerald ash borer on Wednesday, December 12 at 6:30pm at the Otsego County Chamber of Commerce, 189 Main Street, Suite 500. The insect attacks and kills all species of ash trees, Its presence in Otsego County was confirmed in 2014 in Unadilla. The program is free and open to the public. Governor Cuomo announced more than $9 million in federal funding has been secured to expand opioid addiction treatment services across the state. This funding includes $5.7 million to expand access to medication assisted treatment, $2.1 million to develop new recovery centers in areas of high need, and over $1.3 million for specialized treatment and recovery programs. These initiatives are being funded through the State Opioid Response Grant, which is administered by the Substance Abuse and Mental Health Services Administration. State Police Responded to an apparent Murder Suicide in the town of Stamford Tuesday, after 57 year old Christopher German of South Kortright failed to show up for work in Cooperstown. Troop C BCI Captain Scott Heggelke Explains:

Captain Heggelke said that the incident occurred after 9:00 PM Monday; The Delaware County Coroner's Office ordered the bodies removed for autopsies, which were being performed at Lourdes Hospital in Binghamton this afternoon, the official cause and approximate time of death is expected to be in the final Autopsy report, which may be released later today.
The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.
State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.
State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.
State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

Today is Election Day, with many positions to be decided by voters. New Yorkers are voting for 1 US Senate Seat, All House of Representative seats, Governor, Attorney General, Comptroller & all seats in the State Assembly & State Senate. Locally, voters will also decide on races for Otsego County Sheriff, Broome County Sheriff, the 6th District of the State Supreme Court, plus many town level seats are being decided. Polling places will be open until 9:00 PM.
The State Attorney General's Office reminds voters that their office's Election Day Hotline is available for those experiencing issues at their polling place today. The Hotline is 800-771-7755; voters can also email their issues to civil.rights@ag.ny.gov through 9:00 PM tonight. Delaware County Sheriff's Office arrested 3 Delhi area residents on felony drug possession charges following the execution of a high risk search warrant at a Meredith Street in Delhi. Deputies seized bulk packaged heroin and 30 bags of packaged heroin, marijuana, a scale and drug packaging paraphernalia. Investigators arrested 50-year-old Ramar Hassell and 54-year-old Valerie Alexander of Delhi for Criminal Possession of a Controlled Substance, Unlawful Possession of Marijuana, Hassell was also charged with Resisting Arrest. Investigators also arrested 25-year-old William Effner of Delancey and charged him with Criminal Possession of a Controlled Substance & Criminally Possessing a Hypodermic Instrument. All 3 were arraigned & were remanded to the Delaware County Jail on $100,000 cash bail pending their appearance in the Town of Delhi Court on November 9th.

State Police Investigators are looking to identify a man who is linked to the larceny of two generators, solar lights, propane tanks, a kayak paddle and several signs in the town of Guilford. The items were taken between October 13 and 14 from two properties. The vehicle used in the crime is a maroon colored, four-door Nissan Frontier with a ladder rack, carrying two kayaks. State Police were dispatched to a report of an armed robbery at Nirchi’s Pizza located at 701 Taft Avenue. The suspect was armed with a rifle and left with an undermined amount of money. He fled on foot behind the business; No one was hurt during the incident. He is described as a white male, medium build, clean shaven, wearing a green poncho, dark rain type pants, dark boots and a black knit hat with eye holes cut out. The investigation is still on going at this time. Anyone with information regarding this investigation is requested to contact the New York State Police at 775-1241.

Delaware County Sheriff’s Deputies arrested 31 year old Jessie Bolster and 40 year old Roy Bolster of Harpursville after they were stopped in Hancock for Traffic infractions. Jessie Bolster was operating the motor vehicle while having several active suspensions; Roy Bolster was wanted on an active arrest warrant from Tompkins County Family Court. A search of the vehicle revealed the pair were in possession of Oxycodone & bags of crystal methamphetamine. Both were charged with 4 counts of Criminal Possession of a Controlled Substance, Jessie Bolster was additionally charged with Aggravated Unlicensed Operation. Both were arraigned & were remanded to the Delaware County Correctional Facility in lieu of $10,000 cash/$20,000 secured bond.
The Otsego County Sheriff's Department responded Friday to the report of a bear getting hit by a car on State Route 28 in the town of Milford. The unidentified Driver was not injured, the vehicle was towed from the scene and the bear was killed in the collision, which was reported at about 7:20 AM Friday Morning.
State Police executed a residential search warrant at a home in the town of Delancey; they arrested 20 year old David Dotey on 3 felony counts of Promoting Obscene Sexual Performance by a Child, Possessing Obscene Sexual Performance by a Child and Computer Trespass. Dotey is accused of uploading and distributing sexual performance by prepubescent children, he was arraigned and was remanded to the Delaware County Jail on $2,500 cash bail or $5,000 property bond. The case is still under investigation, additional charges are possible.
Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. Applications from homeowners for the residential assistance program will be accepted starting today, the deadline for applications are February 4, 2019.
A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.

24 Year old Kevin Perry of Laurens was sentenced in Otsego County Court to 2 concurrent prison terms of 25 years to life. Perry pleaded guilty to 2 counts of 2nd degree murder for the killing of his parents Solveig & Timothy Perry, in the family home in Laurens last December.

So far, 4 of the cases were reported just outside of New York City and a 5th case in Buffalo, Health officials confirmed 39 cases of EV-D68 in children across the state, which is a virus that is linked to Acute Flaccid Myelitis. The Centers for Disease Control and Prevention revealed that they are investigating 155 suspected cases of AFM nationwide.

Troopers located 27 deceased cow carcasses and several inches of manure, there was no food or water in the barn. After consulting with a veterinarian and the District Attorney’s office, Mumbulo was arrested. He was released on appearance tickets returnable to the town of Edmeston Court on November 19th.

Sawyer and Brinson were arraigned in the town of Otsego Court and released on their own recognizance and will reappear at a future court date.

State Attorney General Barbara Underwood announced that following her office’s investigation into rent-to-own Practices of the Manufactured Home Park industry, 8 have
agreed to major reforms of their practices. As part of the settlement, the owners must reimburse tenants for any down payments and other costs expended and allowing
tenants to rescind their Option to Purchase Agreement. Locally, JKLM Communities of Oneonta, who own the Valley Stream Trailer Park in Oneonta, has agreed to
discontinue rent-to-own practices found to be unlawful, the Attorney General’s office will continue to work with the New York Housing Association and its members to
reform practices for the benefit of manufactured home park tenants throughout the state.
New York State’s unemployment rate fell to 4.1% in September 2018, reaching its lowest level since June 1988, according to preliminary figures released by the State
Department of Labor. The biggest job gains were in the fields of Educational & Health Services; Leisure & Hospitality & Construction.

Delaware County Sheriff’s Deputies arrested 18-year-old Devon Dority of Hamden for Menacing and Attempted Assault. Dority is accused of attempting to cause physical
injury by throwing a knife at a person during a domestic dispute. Dority was arraigned at Hamden Town Court and was remanded to the Delaware County Jail on $1000
bail. Dority is scheduled to appear at Hamden Town Court at a later date to answer the charges.

State Police at Deposit arrested 28 year old Rio Myers of Damascus for Driving While Intoxicated, Criminal Possession of a Controlled Substance, & Unlawful Possession of Marihuana. A trooper on patrol was on the lookout for a vehicle operating erratically, a description was provided. The trooper was able to observe the vehicle in the town of Hancock unable to maintain a lane. A traffic stop was initiated and Myers was arrested, he was also found to be in possession of THC wax. He was released on appearance tickets returnable to the town of Hancock Court on October 22.
State Police arrested 25 year old Eric Frank of Oxford for Assault & Criminal Possession of a Weapon, Menacing and Reckless Endangerment, Troopers were dispatched to a residence on County Road 32 in Oxford for a report of a dispute. A complainant told troopers that Frank pointed a shotgun at the complainant then fired it in the air. He’s also accused of punching the complainant in the face then with the stock of the gun. Frank allegedly then struck the mailbox with his vehicle. Frank was arraigned in the town of Oxford Court and remanded to the Chenango County Jail on $15,000 cash bail or $30,000 property bond.

Chenango County Sheriff’s Office announced that 34 year old Timothy Adams of Sherburne will be charged shortly, in Connection with the Monday Morning Robbery at
The Sherburne Mirabito Convenience Store. Adams is accused of forcibly stealing items in the store & throwing hot coffee in the store clerk's face before fleeing the
scene. Monday afternoon, deputies located Adams, who had harmed himself with a knife and fled on foot to a nearby overgrown field where he was later apprehended.
Officers administered first aid to Adams, he was transported to Wilson Memorial Hospital in critical condition, upon release, he will be charged with 2nd degree Robbery.

Hartwick College officials revealed today that 1 of their graduates was a victim of the Schoharie crash that killed 20 on Saturday. Officials said that class of 2015 graduate
Savannah Bursese was killed Saturday in the Schoharie Limousine crash; she earned Bachelor of Arts degrees in both Political Science and Business Administration.
State Police & The NTSB are still investigating the circumstances that led up to the crash.

A judge has denied a motion by ex-Assembly Speaker Sheldon Silver regarding his bail request, pending the appeal of his corruption conviction and seven-year prison term. U.S. District Judge Valerie Caproni has denied Silver's request Monday, she stated that the substance of Silver's appeal lacks merit, and the sole purpose of the request was to stall Silver starting his prison term on October 5th. Silver was sentenced to 12 years in prison after his first conviction in 2015, that conviction was overturned after the U.S. Supreme Court redefined the boundaries of public corruption, then a 2nd jury convicted him
earlier this year, for taking $5 million illegally by using his political power for personal gain.

Tomorrow is Primary Day in New York State, as voters in Political parties decide on their candidate to represent that party on election day in November. Among the key Primary races for Democrats, candidates will be chosen for Governor between incumbent Andrew Cuomo & Cynthia Nixon; there are 4 candidates running for Attorney General & in the 121st Assembly District, Democrats will chose between Dan Buttermann & incumbent Bill Magee. Republicans locally will be deciding their candidate in the 122 Assembly District between incumbent Cliff Crouch & Nicholas Libous & in the Otsego County Sheriff's race Republican voters will decide between incumbent Richard Devlin Jr. & Robert Fernandez.
Otsego County held its 21st annual Hazardous Waste Collection Day this past weekend, with a Friday event in Unadilla & the Saturday event at the Meadows Office Complex in Cooperstown. Approximately 689 households participated, & this was the 9th year that pharmaceuticals and medications were collected free of charge, with an estimated 175 pounds collected for incineration. A team of local volunteers diverted latex paint from the waste stream and poured an estimated 270 gallons into bulk containers, which will be re-mixed by Golden Artist Colors of Chenango County for eventual re-distribution to local not-for-profit agencies.
Nearly a year after Hurricane Maria plowed through Puerto Rico, public health conditions are still poor and access to basic health care is limited. Maria was a Category 4 hurricane, a Hospital was destroyed, and chronically ill patients are still struggling to get the care they need. Waterborne and infectious diseases continue to rise, and the mental health crisis Puerto Rico faced before Maria has worsened. 4 representatives will be going to Puerto Rico later this month to assist, according to Nurse Anna Buell:

The Public Service Commission has given Spectrum another 30 day extension for filing their 60 day exit plan. The Commission took away its approval of the merger between Charter and Time Warner Cable in July, after they failed to adhere to the rules stipulated by the state upon the original approval of the merger.
