Norwich Police Department executed a search warrant at 41 Cortland Street following an investigation into the sale and distribution of illegal narcotics. 39 year old Shawn Utter of Norwich, & 24 year old Brittany Cox were charged with several Counts of Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, Criminal Nuisance & Conspiracy, Officers seized cash from suspected drug sales, drug measuring equipment, methamphetamine, fentanyl, cocaine, marijuana, various pills, & weapons, The Village of Sidney Police Department assisted on scene with their drug detecting K9 unit, Utter was remanded to the Chenango County Correctional Facility without bail pending further proceedings. Cox was processed and arraigned in Norwich City Court, where she was remanded to the Chenango County Correctional Facility on $10,000 cash bail.
The FBI & the Johnson City Police Department arrested 69 year old Robert Randesi of Johnson City on federal drug & weapons charges after the execution of search warrant at a warehouse style building in Johnson City. Officers located over 20 pounds of suspected methamphetamine, quantities of marijuana, approximately $24,000 in cash, several firearms including AR-15 style rifles, ghost guns, firearm parts and ammunition, plus machinist tools and metal fabricating equipment consistent with tools used to construct or mill firearms & their parts. Randesi is currently in the Broome County Jail, He faces court action for both state and federal charges.
The State DOT announced the start of the $7 million Southside Oneonta Safety and Mobility Improvement Project, which will reduce traffic congestion and enhance pedestrian access along the State Route 23 and State Route 28 corridor. The project includes extended turning lanes, a new sidewalk and an additional pedestrian crosswalk, ADA-compliant curb ramps, plus 2 new bus stops for Oneonta Public Transit users, construction will be continuing through the fall of 2027.

State Police arrested 41 year old Donatello Lazarati of Baldwinsville for Grand Larceny, after an investigation revealed that Lazarati was working with the Assigned Counsel Program in Chenango County, Lazarati submitted duplicate billing to Chenango County for the same legal services and accepted payment. Chenango County sustained a financial loss of approximately $4,700. Lazarati was arrested was arrested, and was turned over to members of Troop C, he was processed & then transported to the Chenango County Jail for Centralized Arraignment.
38 year old Ronald Boerner of Andes pleaded guilty in the Town of Andes Court to Driving While Impaired by Drugs and was sentenced to a 1-year conditional discharge, he will be required to attend a Victim Impact Panel, Impaired Driver’s Program and his license will be revoked for at least six months., if he violates any terms or conditions of his conditional discharge, he could be re-sentenced to 1 year in jail. On October 15, 2025, State Police responded to a 2 car accident in Andes, they found that a vehicle was rear-ended when turning into a parking lot, Boerner failed Field Sobriety Tests and was arrested.

Also, the Division of Consumer Protection Helped Over 27,000 New Yorkers, collecting Nearly $2.7 Million for Consumers, New Yorkers Can File a Complaint at dfs.ny.gov/complaint.
The Delaware County Sheriff Craig DuMond reported to the Board of Supervisors meeting this week, that the road patrol division responded to 18,518 total calls for service in 2025, arrests were up 6.2% last year from 2024, traffic tickets increased by 5.4% and motor vehicle accidents saw an increase of 37.66%. The office's Criminal Investigations Division investigated 740 cases last year, including 69 where warrants were requested, making 64 arrests. The corrections division saw a 28% reduction in the number of inmates processed into the jail in 2025.

State Police in Troop C conducted an “Operation Hard Hat” detail Wednesday along State Route 17 in the town of Windsor. The detail coincides with National Work Zone Awareness Week, 65 citations were issued; 34 for Speeding, 8 for Seat-belt compliance, 4 for Operating an electronic device, 9 for Failure to move over and 10 for other assorted violations.
Broome County officials announced today that they have received $854,370.00 in New York State funding through the STRIVE II program to cut down on domestic violence. This funding will support a coordinated countywide effort to improve outcomes for victims of domestic violence and strengthen public safety.

79 year old Stanley Suchy of Stamford pleaded guilty in Delaware County Court today to sexual crimes against minors. In November, Suchy was indicted on 3 counts of Predatory Sexual Assault Against a Child, and 1 count of Course of Sexual Conduct Against a Child, he agreed to plead guilty to Course of Sexual Conduct Against a Child, which includes a term of 10 years incarceration and 20 years of post-release supervision, registration as a sex offender as well as other fines and restrictions. Suchy admitted to multiple instances of sexual contact with a child under the age of 13 between 2010 & 2020. After pleading guilty, Suchy was remanded to jail to await sentencing on April 21st.

New York State Department of Transportation announced that they plan to fill 175,000 potholes across the state, now that the snow & Ice season has ended. Governor Hochul and Commissioner Dominguez joined a paving crew Monday morning to show that filling potholes is a priority this spring.

Schmitt was charged with Criminal possession of stolen property, tampering with physical evidence & Conspiracy, after 2 stolen snowmobiles were found on Schmitt’s property. The State Attorney General’s Office is investigating the death of an unidentified Binghamton man this past weekend. On March 7, Binghamton Police responded to the report of a man in the road blocking a Broome County Transit bus, he eventually climbed onto the front of the bus, resisted arrest, was taken to Binghamton General Hospital for a health evaluation, & was discharged the following day& was taken to Binghamton Police Headquarters, he experienced a medical emergency, officers administered 1st aid until EMT's took him to Wilson Medical Center, where he was later pronounced dead. The State DEC & local fire departments remind area residents that the annual burn ban will will take effect March 16th, and will run through May 14th this year. During the Burn Ban, people will not be allowed to have large open fires and the burning of leaves, brush, cardboard are prohibited. The use of fire pits with fireguards, small cooking fires, charcoal and propane gas grills are allowed. The Burn Ban exists due to the high risk of wildfires & grass fires that can occur during the early spring and spread rapidly due to the drier than normal conditions.

4 Binghamton men who were arrested February 4th by the Broome County Sheriff’s Office on 11 felony weapons charges have been remanded to the Broome County Correctional Facility following an indictment filed by the Broome County District Attorney’s Office in Broome County Court. Samear Wallace, Johnathan Ayala, Isaiah Johnson, and Jahliek Walker-Coates, were charged with a total of 11 felony weapons charges following an investigation into gunshots fired in the Town of Dickinson, they were found to be in possession of 4 loaded ghost guns, one stolen and loaded handgun and six high-capacity ammunition feeding devices, including a 50-round drum magazine.

Deputies arrested Rice for Criminal Trespass and Harassment, Deputies transported Rice to the Delaware County Sheriff’s Office for processing, she was turned over to the Delaware County Correctional Facility & was held for arraignment.
Delaware County Sheriff's Deputies conducted a traffic stop in Delhi February 10th, the driver provided Deputies with a false name and date of birth, K9 Dexter discovered Methamphetamine, Fentanyl, plus scales and packaging materials. 43-year-old Adam Bright of Delhi was charged with Criminal Possession of a Controlled Substance with intent to sell, plus Criminally using Drug Paraphernalia, Obstruction of Governmental Administration, False Personation, Aggravated Unlicensed Operator among other traffic violations, Deputies transported Bright was turned over to the Delaware County Correctional Facility to be held for Arraignment.

The Otsego County Sheriff’s Office arrested 30 year old Victor Quisquina of Virginia following the investigation of a property damage motor vehicle accident in the Town of Otego. Quisquina was charged with DWI and several related charges, and he did not possess a valid driver’s license, he was processed and released with Uniform Traffic Tickets/Appearance Ticket and is set to appear in court at a later date.
State tax receipts totaled $85.8 billion through three quarters of the State Fiscal Year (SFY) 2025-26, $2.3 billion higher than estimates released in the Division of Budget’s Mid-Year Update, according to the State Comptroller's Office. Collections were $5.9 billion higher than those through December 2024, Personal income tax receipts totaled $44.9 billion and were $1.5 billion above projections and $4.2 billion higher than the same period in SFY 2024-25, due to the impact of wage and financial market growth over the course of the year. The Delaware County Sheriff's Office is assisting with a Missing Persons Report from Weehawken New Jersey. 20 year old Emilio Acosta left home on December 18th, he had 2 knapsacks and his ski helmet, he is familiar with the Roxbury area and his family reportedly used to go skiing at Belleayre Mountain. Acosta is 6'1", about 190 pounds with black hair & he was wearing a New York Yankees cream colored sweatshirt, Gray Sweatpants and black Timberland boots. New York State recently announced more than $25.5 million in grants to support 29 water quality and climate resiliency projects in the State DEC’s Region 7. In Broome County, the Town of Chenango will receive $560,000 construct a salt storage facility, The Friends of the Upper Delaware River, receives $458,537 to conduct an in-stream stabilization and floodplain reconnection project to improve flood resiliency, aquatic habitat, and water quality in the Upper Delaware River Watershed, and Broome County will receive $400,000 to purchase a new vacuum truck to reduce sediment flow from catch basins discharging into the Minor Tributaries to Lower North Susquehanna River and ultimately the Chesapeake Bay watershed.

UHS Delaware Valley Hospital has been awarded a $20 million grant through the State Department of Health. The Hospital recently announced plans to build a 4-story addition & the grant will support that expansion. The new building will house primary medical care services, specialty services, physical, occupational & speech therapy and a laboratory, The Medical Neighborhood Project is expected to begin shortly, with the anticipated completion by the end of 2027.
The Deposit and Hancock Central School Districts Boards of Education have voted to move forward with a merger feasibility study, to see if it would be advantageous to combine the 2 districts. The New York State Education Department will provide up to $100,000 to help pay for the study, which will Review district enrollment, staffing, facilities, finances, and programs, weigh the possible benefits and challenges of merging and Gather input from people from both districts. Updates will be shared on district websites, newsletters, and at public meetings.

State Police and the Broome County Sheriff’s Department responded to a residential fire at a home on Broad Street in the town of Chenango, A 26-year-old female resident had been able to get herself and two children, ages five and two, out of the home, but was unable to get to a one-year-old due to the heavy thick smoke. Troopers and Sheriff’s Deputies were able to get in through a window and get the one-year-old out of the home. The child was transported to Upstate Medical Center and passed away from the injuries sustained in the fire. Troopers are working with Broome County Fire Investigators to determine the cause of the fire.

Public Meeting #1 for the Otsego Lake Watershed Protection Plan will be held Today, from 6:00 to 8:00 pm. at Glimmerglass State Park in the Lakeview Pavilion, at County Road 31, Cooperstown. The public meeting will provide an overview of the planning process and the desired outcome of the Watershed Protection Plan. A community survey will be launched during the public meeting and will be available for at least one month to gather additional input from the community. The Department of State provided funding to develop a Plan that identifies water quality threats and recommends local actions to safeguard the resource. Water quality in Otsego Lake is changing because of climate change, invasive species, and harmful inputs to the lake, the plan will identify causes of the degrading water quality and define specific actions to protect the lake and watershed.

Work on the project is getting underway this month with tree removal and other site preparation activities. Major construction will start in early to mid-July and will focus initially on the northern end of the intersection and the interior of the roundabout. During this phase, only the ramps to and from the Lettis Highway will be open to traffic traveling eastbound on Main Street. All other vehicular and pedestrian access will be closed. Detours for vehicles and pedestrians will be posted.

State Department of Labor announced that the number of private sector jobs increased over the month by 5,600, to 8,464,400 in March. New York State's seasonally adjusted unemployment rate decreased from 4.3% in February to 4.2% in March, The statewide labor force participation rate held steady at 60.9% in March 2025.
The State Department of Motor Vehicles is urging New Yorkers to sign up to be organ donors. Last year, for the 1st time, more than 50% of New Yorkers had registered to become organ and tissue donors through New York’s Organ Donor Registry. More than 80% enroll in the registry do so through the DMV. Currently there are 7,917 New Yorkers awaiting an organ transplant, almost 500 New Yorkers each year, die while waiting for a transplant.
Chenango County Sheriff’s Office arrested 19 year old Kenyon Pickens of Guilford for reckless Endangerment, following an investigation into a 3 car accident on April 11th. Pickens is accused of attempting to avoid being stopped by a marked patrol unit, by accelerating his vehicle and driving in a reckless manner, Pickens failed to stop at a stop sign, resulting in a 3-car motor-vehicle accident at the intersection of State Highway 8 and County Road 37. Pickens was processed and was released on an appearance ticket for Town of Guilford Court at a later date.

Lewis faces 15 years in State Prison as a Second time Felony Offender, in October 2023, the Endicott Police Department were called to a residence for a report of a disturbance, they found Lewis was in possession of a loaded firearm, which was identified as a 22 Caliber Semi-Automatic handgun which had been defaced.
Governor Kathy Hochul launched the ConnectALL Deployment Program Request for Applications, or RFA, to secure internet service to unserved locations across New York State. ConnectALL will accept applications from April 15 through May 5 to fund projects deploying traditional fiber optic, cable, hybrid fiber-coaxial, licensed fixed wireless broadband service, and federally designated alternative technologies such as unlicensed fixed wireless and low-earth orbit satellite services. New York State is investing $1 billion to the program.
Tax collections for State Fiscal Year 2024-25 totaled $117.5 billion, $2.1 billion higher than forecast by the Division of the Budget in the Executive Budget Financial Plan, according to State Comptroller Thomas DiNapoli. Tax collections were higher due, in part, to increased personal income tax receipts resulting from financial market growth. All Funds spending totaled $241.5 billion, 2.8%, higher than last year. Broome County Sheriff Fred Akshar released the results of the first quarter of targeted DWI response conducted by the BCSO Road Patrol. The Sheriff’s Office began administering the STOP-DWI Program in January of this year, and partnered with the Broome County District Attorney’s Office to fund an additional patrol deputy specifically to target drivers under the influence of alcohol or drugs. From January 1, 2025 – April 1, the DWI Enforcement Deputy charged 24 individuals with DWI, conducted 275 vehicle stops, made 44 arrests and issued 287 tickets.

57 year old Paul Geer of Hancock was convicted by a jury in US District Court for 2 counts of coercing and enticing 2 separate children to travel across state lines to engage in unlawful sexual activity and 2 counts of transporting the children across state lines with the intent to engage in criminal sexual activity with those children. Geer was a teacher at the Family Foundation School in Hancock, where he used his position of authority to coerce 2 students to travel with him to Maine and Toronto, Canada. where he raped or otherwise sexually abused each of the two children. Sentencing is scheduled for July 9th, where Geer is expected to be sentenced to many years in prison & pay fines up to $250,000, followed by a term of supervised release of up to 5 years after prison.

A Chenango County Grand Jury indicted Brandon King for 1st degree rape, 1st degree burglary, 2 counts of menacing and criminal obstruction of breathing or blood circulation. On January 17th, in the Town of Norwich, King armed himself with a rifle and then broke into a home, restrained the victim, held a knife to the victim's neck, and strangled the victim.
A State Trooper observed a vehicle off the roadway on State Highway 30 near County Highway 8 in the town of Roxbury Sunday Morning. An investigation at the scene determined that a Jeep Cherokee was traveling west on State Highway 30 when it went off the roadway and struck an embankment. 59 year old Karen Tesi of Grand Gorge was transported to Margaretville Hospital then later air lifted by LifeNet to Albany Medical Center. Her injuries are believed to be non-life threatening.
State Police arrested 26 year old Morgan Hopkins of Cortland for Promoting a Sexual Performance by a Child Less than 17 years of age and Possessing a Sexual Performance by a Child less than 16 years of age. Hopkins is accused of promoting and possessing images consistent with child sexual exploitation. His arrest followed an investigation and the execution of a search warrant at his Cortland residence. The investigation stemmed from a cyber tip from the National Center for Missing and Exploited Children. Hopkins was transported to the Cortland County Correctional Facility for arraignment.
The State Department of Financial Services, Department of Public Service and the Department of State’s Division of Consumer Protection secured more than $245 million in recoveries and restitution for New Yorkers in 2024, assisting over 71,000 New York households & returning $17.3 million to consumers, an 78% increase over 2023. Governor Hochul also proposed more consumer protection items in her State of the State and Executive Budget proposal to protect consumers shopping online, to crack down on exploitative practices.

Troopers were dispatched to County Road 39 in Worcester, they determined that after physically assaulting a victim, Rayford destroyed property within the home and shot several rounds into the ceiling. Rayford is also accused of taking the victim’s cell phone and preventing the victim from calling for help. Troopers took Rayford into custody and the victim was checked out by Worcester EMS for injuries on scene but did not wish to be transported to a local hospital. Rayford has been charged with Reckless Endangerment, Strangulation, Criminal Possession of a Weapon, Assault, Menacing & Criminal Mischief, he was processed and was transported to the Otsego County Correctional Facility for centralized arraignment.

State Police arrested 46 year old Clyde Stevens of Binghamton following an investigation into fraudulent prescription practices at a Rite Aid pharmacy in Endwell. Stevens is accused of illegally dispensed both controlled and non-controlled substances, The inquiry began after the company identified discrepancies in medication distribution, revealing that Stevens had dispensed quantities exceeding doctors' prescriptions on multiple occasions. These actions resulted in a financial loss of more than $4,000 to the pharmacy. Further investigation found that Stevens also unlawfully filled prescriptions for controlled substances that had never been authorized by a medical professional. Stevens was charged with 5 counts of Criminal Sale of a Prescription for a Controlled Substance by a Practitioner or Pharmacist, 11 counts of Forgery plus Grand Larceny & 5 counts of Fraud and Deceit Related to Controlled Substances. Stevens was transported to the Broome County Correctional Facility for arraignment.
The Norwich Police Department announced today that they have been awarded a New York State Office of Mental Health Division of Forensic Services grant and have partnered with Chenango County Behavioral Health to create a Crisis Intervention Team in the City of Norwich. The first goal of CIT programs is to transform crisis response systems to minimize the times that law enforcement officers are the first responders to individuals in emotional distress, the 2nd goal is to ensure that, in situations where their presence is required, police have the knowledge, skills, and support to deescalate situations and divert individuals from the criminal and juvenile justice systems whenever possible.

Federal & State agencies are on site at the farm advising on depopulating, cleaning, and disinfection activities. Contact with the flock was limited to the owner. The State Department of Health recently launched a campaign, Clear the Air!, to highlight the dangers of secondhand smoke exposure for children with asthma. Children exposed to secondhand smoke can have more frequent and severe asthma attacks; are more likely to get ear infections, bronchitis and pneumonia. There are more than 7,000 chemicals in tobacco smoke, including hundreds of toxic chemicals. About 70 of the chemicals in secondhand smoke can cause cancer. Mediation began Monday regarding the illegal walkout of Corrections Officers at a number of state facilities last week. Correction Officers who walked out are in violation of the Taylor Law & a temporary restraining order to return to work. Governor Hochul said that they state has offered an amnesty period where they could go back to work, no questions asked and they suspended portions of the HALT law, & they had to deploy 6,500 members of the National Guard to cover the inside of correction facilities and the mediation is continuing.

While on scene, Nack was in possession of over 10 grams of suspected methamphetamine, during the execution of a search warrant, additional controlled substances were located. Nack & Truax were charged with criminal possession of a controlled substance, they were transported to the Otsego County Sheriff’s Office. Nack was held in the Otsego County Correctional Facility for Arraignment, Truax was issued an appearance ticket returnable to the Town of Oneonta Court and released.

Following arrest processing, the defendant was released on an Appearance Ticket returnable to the Town of Oneonta Court at a later date.

State Police responded to a two-vehicle crash on Interstate 81 in Marathon. 26 year old MD Sanzid Bin Rashid of the Bronx, was traveling north on I- 81 in a SUV, of the Marathon exit, Bin Rashid encountered slowed traffic due to construction, swerved to avoid stopped traffic and went into the left lane striking a Toyota, both exited the roadway, The Honda overturned, landing on its side. The operator of the Toyota, a 71-year-old male from New Jersey did not survive the crash. A passenger in the Toyota, a 70-year-old female of New Jersey was transported to Upstate Medical Center with non-life-threatening injuries. Rashid was treated at the scene. The investigation continues.

The National Weather Service has now confirmed a record setting 28 tornadoes hit New York State this year, following a tornado confirmation in St. Lawrence County over the past weekend. the previous record was 25 in 1992, more than 20 of the tornadoes touched down in the month of July.
Governor Kathy Hochul today announced that an additional $200 million is now available to school districts and bus operators for zero-emission school buses through the second installment of funding from the Clean Water, Clean Air, and Green Jobs Environmental Bond Act. The funding provides support for the purchase of electric buses, charging infrastructure or fleet electrification planning. To date, 250 districts have started developing these plans, and more than 100 additional districts are in the process of applying for fleet planning in coordination with their local BOCES districts. 41 year old Rasheed Crawford of Binghamton pleaded guilty to 2 counts of Robbery in Broome County Court. On April 8th, at the Mirabito Service Station on Court Street in Binghamton, and on April 10th, at EZ Food Mart on East Main Street in Endicott, Crawford forcibly stole lottery tickets and cash from store clerks while brandishing what looked like a handgun. Crawford is scheduled to be sentenced on November 8th, to 8 years in State Prison followed by three years of post-release supervision.

21 year old Leyska Rivera-Mateo of Binghamton, was sentenced to 4.5 years in New York State Prison followed by 3 years post-release supervision for 2nd degree Assault, in Broome County Court. Rivera-Mateo went to Endicott on July 23, 2023, where she attacked a female victim by throwing her to the ground, pinned her & repeatedly punched & kicked her, dragged her by her hair down concrete stairs, and resumed the attack, the victim sustained multiple jaw fractures.

Investigators worked with Child Protective Services to establish a safety plan and safe residence for the victim while the investigation took place. Following an investigation, Morehouse turned himself and was charged with 2 counts of Sexual Abuse & Endangering the Welfare of a Child, Morehouse was issued appearance tickets returnable to the Town of Lisle Court.

Broome County Special Investigations Unit Task Force collected $89,000 and cocaine after conducting an investigation into the sale of cocaine on June 14th. The task force executed a search warrant at 47 St. Charles St. in Johnson City and a financial institution, 25 grams of Cocaine, packaging, scales, cutting agents and around $89,000 were recovered, Krystal Newborn was arrested and charged with several counts of criminal possession of a controlled substance and criminally using drug paraphernalia, Newborn was arraigned at Central Arraignment and released pending further court action.

The Chenango County Sheriff's Office arrested 44 year old Robert Collins of Sherburne for Criminal Contempt and Resisting Arrest. Collins was spotted by a deputy on the property where an order of protection was issued, Collins began to resist arrest with the Deputy and did not comply with lawful orders, he was taken into custody, he was arraigned and was remanded to the Chenango County Correctional Facility on cash bail pending action in Village of Sherburne Court at a later date.
19 year old Qualem Hernandez of Binghamton, pleaded guilty last week in Broome County Court to Criminal Possession of a Weapon. Hernandez will be sentenced to 8 years in New York State Prison, followed by 5 years of post-release supervision when he is sentenced on September 13th. On April 12th, Hernandez opened fire in the direction of individuals in the City of Binghamton. The Binghamton Police Department investigated the shooting and with the assistance of visual recording devices and Street Cameras they were able to identify and arrest Hernandez.

Cooperstown Cheese Company based in Milford, New York announced a recall of over 1400 pounds of cheese, The recalled cheese was purchased, sold or distributed from June 21st to July 10th, They were distributed in New York State through farmers markets, restaurants and retail stores. All recalled products are labeled with Cooperstown Cheese Company labels which contain the company contact information. The FDA reported that the products were recalled due to a potential to be contaminated with Listeria.

A raccoon in the Town of Kortright has tested positive for rabies. This is the third animal in Delaware County to test positive for rabies in 2023. One person was exposed to the rabid raccoon and has begun Rabies Post-Exposure Prophylaxis. No domestic animals were exposed to the rabid raccoon. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics for cats, dogs, and ferrets in Delaware County.

Broome County Sheriff’s Deputies responded to reports of a vehicle in the Chenango River Friday off of I-88 near Exit 3. The updated report stated that 21 year old Colby Degnan went off the highway into the Chenango River, he & passenger Colleen Bobola escaped the vehicle as it started floating down the river & was sinking, Bobola was able to make it to shore, the currents swept Degnan further down the Chenango River. Deputy Mark Hamilton tied a rescue line around his waist before jumping into the river, Hamilton brought Degnan back to shore, but he was unresponsive, CPR was performed, Degnan was transported to Wilson Hospital where he remains in critical condition, Bobola was taken to Wilson Hospital for minor injuries and released. The Broome County Sheriff’s Accident Reconstruction Unit is currently investigating the accident.

State tax receipts totaled $79.8 billion through the 3rd quarter of the State Fiscal Year 2022-23, exceeding the latest projections from the Division of the Budget’s (DOB) Mid-Year Update to the State Financial Plan by nearly $7.7 billion, according to State Comptroller Tom DiNapoli. Personal income tax receipts totaled $42.1 billion and were $8.1 billion above the latest financial plan projections through December 31st, but $6.9 billion lower than the same period in Fiscal Year 21-22. DiNapoli said that there were 2 fewer collection days from the prior year as well as higher refunds from the Pass-Through Entity Tax and property tax relief.
The State Labor Department announced that the number of private sector jobs in New York State increased over the month by 22,100, to 8,105,700 in December. The State unemployment rate held at 4.3% in December, the Labor Participation rate was at 60.5%

Broome County Sheriff’s Office Detective Division arrested 23 year old Demetrius Johnson of Binghamton, for fraudulently using another person’s credit card information to make purchases at a local retail establishment. Johnson was charged with 2 counts each of Unlawful Possession of Personal Identification Information, Petty Larceny and Identity Theft, he was processed and released on an appearance ticket to answer his charges on a later date.

The Broome County Office of Emergency Services reported that 226 drivers passed school buses with their stop arm out in February. Over 1,500 violations have been recorded by its School Bus Stop Arm Camera program since the beginning of the school year last September. Fines are $250 for 1st offenses, additional fines could be $275 and $300.
Governor Kathy Hochul today announced that more than $1.65 million in goods and services have been recovered for New Yorkers who received faulty or fraudulent service from auto dealers and repair shops. The DMV Office of Vehicle Safety investigates complaints from consumers, In 2021, the agency was able to recoup refunds for 540 customers totaling more than $385,000. The DMV investigated complaints about the quality of the repair work done on customer's vehicles & were able to get those consumers $78,000 of additional repair work completed at no additional charge.

The victim was Bassett Hospital to be treated for injuries sustained during the dispute, Hilts was remanded to the Otsego County Jail pending court action in Edmeston Town Court on February 7.

The State Office of Cannabis Management reported that 10% of cities and 34% of all municipalities have opt-ed out of all cannabis sales. The Marijuana Regulation & Taxation Act enacted last March gave cities, towns, and villages until December 31st to pass a local law that makes a request to the state Cannabis Control Board to opt their jurisdiction out of hosting retail and/or on-site cannabis consumption licensees. In November, the OCM opened a web-based portal to help localities fulfill this requirement. Municipalities that opted out can opt in at any time.

Governor Hochul & Attorney General Letitia James announced that New York’s indoor mask mandate is back in effect just one day after a Nassau County judge ruled that it couldn’t be enforced. New York State filed an appeal Tuesday following the ruling, and Judge Robert Miller granted the state’s request for a stay of the the previous ruling that the governor and health officials lacked authority to require masks. The State Department of Education already sent a notice to schools Tuesday saying regardless of Monday’s ruling, masks would still be required. Another hearing on the mandate is scheduled for Friday.
The Greene Police Department, State Police & The Chenango County Sheriff's Office are investigating a shooting in Greene Tuesday Morning at around 8:00 AM. The hooting took place at 8 1/2 Jackson Street, the victim was listed in stable condition at Wilson Hospital in Johnson City, an unidentified person has been arrested, the investigation is continuing.
Delaware County Sheriff’s Deputies stopped a vehicle operated by 19-year old Levi R. Shambaugh, of Delancey on sun Day January 16th for allegedly driving 70 Miles per hour in a 55mph zone, on State Highway 10, in the Town of Delhi. Shambaugh’s New York State driver’s license was suspended due to a failure to answer a summons. Shambaugh was charged him with Aggravated Unlicensed Operation of a Motor Vehicle, speeding among other charges, he was released on appearance tickets for the Town of Delhi Court at a later date.

State Police responded on Saturday at approximately 11:05 AM, to the report of a 2 vehicle accident on State Route 7 in Otego. Police stated that a Chevrolet Trail Blazer driven by 42 year old David VanBuren of Otego, while leaving a driveway, entered into the roadway and fails to yield the right of way to a Kia driven by 61 year old Lewis Keyser of Otego. Keyser was flown to Albany Medical Center by LifeNet for emergency surgery for injuries sustained in the accident, the investigation is continuing.

A New York state judge has ruled that the state's mask mandate can’t be enforced. The mandate was re-instituted by the governor over concerns about a winter surge of coronavirus cases. The state health department has said the mandate would be in place until Feb 1. A State Supreme Court Judge ruled that the state Department of Health didn’t have the legal authority to implement the mandate. Governor Hochul says her administration disagrees with the ruling and is “pursuing every option to reverse this immediately." School District can still enforce Mask Mandates for students.

On January 14th, Delaware County Sheriff’s Office Criminal Investigation Division assisted State Police with the execution of a search warrant on a residence in the Town of Roxbury, they charged Clark with Falsifying Business Records and Criminal Possession of Stolen Property, he was arraigned at the Town of Roxbury Court and was released on his own recognizance. Clark is scheduled to appear at the Town of Roxbury Court at a later date.

A State Police Unit came into contact with the vehicle that was reported in the crime, on State Highway 320 in the Town of Norwich with the assistance from the Norwich City Police Department. 28 year old Jesey Smith of Spencer was charged with Attempted Robbery, he was arraigned in the Town of New Berlin Court & was remanded to the Chenango County Correctional Facility without bail. Smith is scheduled to re-appear back in the New Berlin Court at a later date. The occupants of the Smith vehicle have not been charged and the case is still under investigation.
New York would extend the option to request an absentee ballot through the rest of 2022 under a bill that passed in the State Senate and Assembly. The bill will allow voters to request absentee ballots if they are concerned about voting in person due to the COVID-19 pandemic. The bill heads to Governor Hochul’s desk for her consideration.

The Chenango United Way announced that they exceeded its goal of $425,00 by raising $448,981 in Chenango County for 2021, also the United Way of Delaware and Otsego Counties also exceeded its goal of $50,000 by raising $53,149 in Delaware and Otsego Counties in 2021. Funds from the campaigns will be allocated to programs that are addressing the issues of financial stability, education and health. Awards will be determined in early February.
According to preliminary figures released today by the State Department of Labor, the number of private sector jobs in New York State increased by 45,400 to 7,667,400 in December. The State's seasonally adjusted unemployment rate decreased from 6.6% to 6.2% in December.

State Police responded Friday to a two-vehicle head on collision on Murphy Road near Ketchum Road in the town of Conklin. The vehicles were a Dodge Charger and Chevy Silverado SUV, All of the occupants in the Dodge Charger sustained serious injuries, with The driver and 2 passengers were taken to Wilson Medical Center, 2 other passengers were flown by LifeNet to Upstate University Hospital in Syracuse. Delhi Police arrested 28-year-old Andrew Kreger of Delhi for 6 counts of Petty Larceny, 6 counts of Criminal Possession of Stolen Property, 6 counts of Criminal Possession of Forged Instrument and 3 counts of Forgery, follow a recent investigation. Kreger was arraigned in Delhi Town Court where he was remanded to the Delaware County Jail on $25,000 cash bail or $25,000 secured bond.

Delaware County Sheriff's Office arrested of 33-year-old Brad Wenk of Lakewood, Pennsylvania, on State Highway 268 in the Town of Tompkins for traveling at a high rate of speed. Deputies determined that Wenk was operating a motor vehicle while intoxicated, he is charged with aggravated DWI & Wenk will appear in the Tompkins Town Court on a later date.
STATE POLICE reported that 57 year old James Jones of Louisiana was recovered from the Whitney Point Reservoir around 9:00 AM Tuesday, he was kayaking with another person when his kayak tipped over. His kayak was located but he did not resurface. The incident remains under investigation. Governor Cuomo announced today that state investigators will be on patrol at popular summer concert venues to crack down on underage drinking and the use of fake IDs to purchase alcohol. Operation Prevent enforcement sweeps will be conducted at popular upstate concert venues; it is supported by the Governor's Traffic Safety Committee and led by investigators from the Department of Motor Vehicles in cooperation with the State Liquor Authority, State Police, State Parks Police, and local law enforcement.

The State Health Department reported that they were back over 1000 positive cases of COVID, with 1142 positive cases, for a 1.5% positivity rate Saturday, with Hospitalizations, The number in ICU Beds & Those on Ventilators have remained about the same as the positivity rate continues to climb. The percentage of adults over 18 with a completed vaccine series is up to 67.3%
State tax receipts exceeded the Enacted Budget Financial Plan forecast by $4.8 billion from April through June, according to State Comptroller Tom DiNapoli. Tax receipts through June totaled $30.9 billion, almost $17 billion more than received in the same period last year, spurred in part by a $13.5 billion year-to-year increase in personal income tax receipts.

Police in Cobleskill arrested 53 year old Raymond George for 1st degree manslaughter, for allegedly driving his vehicle into the Colonial Motel Tuesday, killing fellow Motel resident James Williams, following an argument. Police reported that 2 dogs were also killed in the incident, 11 people were displaced due to the structural damage to the building. George was arrested shortly after the incident nearby, Police determined that Williams had been sitting on a bench outside his room with his dogs, when he was struck; he was trapped in the wreckage and was pronounced dead at the scene. George was arraigned and ordered held without bail. State Police, Schoharie County Sheriff's Department, the Schoharie County District Attorney’s Office and state corrections officials assisted with the investigation.

Otsego County Sheriff's Office arrested 32 year old Joseph Santiago of Burlington following a traffic stop in the Town of Burlington on June 7th. Santiago was charged with Criminal Possession of a Hypodermic Instrument & Criminal Possession Controlled Substance. The Investigation revealed that Santiago, who was a passenger in the stopped vehicle, was wanted on an active bench warrant issued out of the Town of New Lisbon court, he was found to be in possession of numerous narcotics during the stop. Santiago was remanded to the Otsego County Correctional Facility on the bench warrant; he faces action in Town of Burlington court June 21st.

State Police continue to investigate a fatal hit and run involving a vehicle that struck 2 bicyclists on Route 26 in Cincinnatus. The deceased bicyclist is identified as 67 year old Kitt Warren of De Ruyter; the injured bicyclist is identified as 67 year old John Rutan of McGraw, who was taken to Upstate Medical Center with non-life-threatening injuries. 2 other bicyclists were not injured and are identified as a 34-year-old female of Greene, and a 64-year-old male of Cincinnatus. The operator of the vehicle did not stop; the vehicle was located by a Cortland County Sheriff’s Deputy in the Town of Willet. The investigation is on-going; more will be released when it is available.
State Police are asking for the public’s assistance in locating 14-year-old Anjelia Sturtevant was last seen at her residence in the town of Roseboom on Monday night. Anjelia was last seen wearing a pink camouflage pull over sweatshirt with a hood and may be carrying a white colored makeup bag with a gray pattern. Anjelia is 5’ 2" and weighs approximately 190 pounds. She has brown eyes and brown hair & multiple piercings. Anyone with information should call State Police at 561-7400.
Afton Fire fighters responded to a Commercial Building Fire at 175 Main Street last night, at the new Gavin's Pizza location that opened earlier that day. Afton received assistance from Harpursville, Masonville, Bainbridge & Coventry. Fire was located in the wall of the building, & was knocked down quickly; Mike Gavin told WCDO News that he hopes to be re-opening sometime next week.

The Otsego County Sheriff's Office arrested 21 year old Scott Sieger of Oneonta following an investigation into a Forged Check. Sieger was charged with Forgery, criminal Possession of Stolen Property & Criminal Impersonation, for allegedly forging a stolen check in order to purchase a vehicle, he will appear in Town of Oneonta Court at a later date.
The mobile screening coach will be in Oneonta at Damaschke Field in Neahwa Park Today, from 1:00 to 7:00 pm For "Pink in the Ballpark Night" with the Oneonta Outlaws to provide No Cost mammograms and Pap tests to women 40 and over. The Village of Sidney announced that the water will be shut off today from about 7:00 AM to 12:00 Noon on West Main Street between Sunset Avenue & Circle Drive. Crews will be installing a new Water valve in that area at that time.
The Town of Unadilla reported that a few of their roads will be "briefly closed” today for chip sealing. The affected roads are Butternut Road, Sand Hill Road, Lovers Lane, Rod and Gun Club Road & Leizear Hill Road.

U.S. Senator Kirsten Gillibrand & others are calling on the United States Department of Agriculture to provide additional relief to New York dairy farmers that have taken a financial hit during the COVID-19 crisis. The Coronavirus Food Assistance Program or "CFAP" was created last year to provide direct relief to farmers and help keep them afloat as their clients closed down due to the pandemic, these payments were put on pause in January due to a 60 day regulatory review, when the review was over, and no payments to dairy farmers were announced:

Sidney Police Department responded Tuesday to a suspicious person complaint on Cartwright Avenue. Officers found a person sleeping on a discarded couch on the sidewalk, it was learned that 50 year old Richard Chlebuch of Philadelphia Pennsylvania was wanted on an active arrest warrant from Pennsylvania for a probation violation and on another warrant out of New Jersey. Chlebuch was arrested as a fugitive from justice and was arraigned & was remanded to the Delaware County Jail to await extradition to Pennsylvania.
Village of Sidney Police Department arrested 2 people following an investigation into the sale of heroin and methamphetamine in the Village of Sidney. Police arrested 22 year old Colin Stanton of Sidney & 42 year old Jessica Ambrose of Sidney for criminal sale of a controlled substance. Both subjects were arraigned in Sidney Village Court & were released on their own recognizance & were ordered to appear back in court at a later date.
The Chenango County Sheriff's Office arrested 2 parolees on drug charges, following a narcotics investigation at the Norwich Motor Lodge. Officers seized methamphetamines, heroin, and illegally possessed prescription medication. 24 year old Cheyenne Davenport was charged with Criminal Possession of a Controlled Substance and Criminal Use of Drug Paraphernalia, she was wanted on a parole warrant & she was remanded to the Chenango County Correctional Facility without bail. 30 year old Zackery England was charged with Criminal Possession of a Controlled Substance & Criminal Use of Drug Paraphernalia, he was also wanted on an active warrant and he was remanded to the Chenango County correctional Facility without bail.

Chordas was entering State Route 79 in the town of Barker, from a driveway when he collided with a Pick-up truck, Chordas was found unconscious & was extricated from the vehicle & was taken to Wilson Hospital where he was pronounced dead. The unidentified driver of the truck suffered minor injuries & was taken to Wilson, the investigation into the crash is ongoing.

Delaware County Public Health nurses will be offering curbside single dose J&J vaccinations in front of the Public Health office at 99 Main Street in Delhi, from 12:00 to 2:00 PM every Wednesday beginning today, during the Delhi Farmer’s Market. A bill sponsored in the State Senate by local Senator Peter Oberacker, unanimously passed both houses of the legislature this week. The new bill would amend the current law to allow air ambulances to administer transfusions while providing air transport services. The bill is headed to Governor Cuomo's desk for approval.

The report stated that District officials have not established adequate controls to ensure that financial activities are properly recorded and reported, and cash is safeguarded. There were no records to support the collection of hall rental receipts. As a result, the Board of Fire Commissioners, the district’s treasurer or auditors are unable to verify whether all hall rental receipts were collected and deposited in a district bank account. District officials agreed with the Comptroller's recommendations and indicated they initiated corrective action.

Chenango County Public Health reported 190 active cases of COVID 19 with 21 hospitalized & 522 quarantined. They are up to 1821 cases since last spring with 1540 recoveries & 35 deaths.

Sidney Central School District reported 4 positive COVID-19 cases, 2-2nd graders, 1-7th grader and one 9th grade student have tested positive for COVID-19. The Delaware County Health Department has conducted an investigation and contact tracing, There will be no change to the instructional model at this time.

The Open Enrollment Period for uninsured New Yorkers will be extended through March 31st. This extension allows individuals eligible for Qualified Health Plan insurance additional time to enroll for coverage in 2021.
