The Winter storm is ready to leave a significant amount of snowfall on the region today through early Saturday Morning, Local Meteorologist Rich Townsend told WCDO News what to expect:

The Governor's Office announced that the State DOT will be sending extra snowplows to the affected areas of this storm, WCDO will have the CDO Stormwatch this afternoon & again tomorrow with a list of school closings and postponements.
State Police arrested 19 year old Jeffrey Bullis of Unadilla, for Criminal Contempt, Stalking, and Criminal Trespass, after Troopers were dispatched to a report of a physical altercation at the House of Consignment on Main Street in Unadilla. State Police reported that Bullis violated an existing order of protection by entering the business, he is accused of grabbing and shoving a victim, causing the victim to strike a window and door frame, another person intervened & held Bullis down until troopers arrived. The victim went to Tri-Town Hospital for an evaluation of injuries that were sustained during the incident. Bullis was also evaluated at Tri-Town Hospital for a complaint of pain but was released and processed at Troop C, Bullis was issued appearance tickets to the Unadilla Town Court on January 23rd. The investigation is on-going, more charges are possible.
The State Department of Labor announced that the number of private sector jobs in the State increased by 19,600, or 0.2%, to 8,080,000 in November. The State's seasonally adjusted unemployment rate remained at 4.3% in November.
The National Baseball Hall of Fame and Museum announced that items from the World Champions Houston Astros is being displayed currently. Artifacts donated by the Astros include a Jersey worn by World Series MVP Jeremy Peña, wristbands & toothpicks from Manager Dusty Baker, a Glove used by outfielder Chas McCormick, spikes from Pitchers Justin Verlander & Ryan Pressly, and a ball thrown by Cristian Javier from the Game 4 combined no-hitter and signed by all 4 Astros pitchers as well as catcher Christian Vázquez.
State Police responded to the report of “shots fired” in the town of Andes, the investigation revealed that a 62-year-old female was injured when she accidentally discharged a semi-automatic rifle, suffering face and hand injuries. The responding trooper applied a tourniquet to subside the heavy bleeding to the victim’s hand, another officer from the Colchester Police Department applied a 2nd tourniquet until EMS arrived and the victim was transported to Bassett Hospital for treatment. Troopers reported that the rifle is not legal in New York State and was not New York Safe Act compliant, 58 year old Richard Geraghty of Andes, was charged with 2 counts of Criminal Possession of a Weapon in the third degree.

Broome County District Attorney Mike Korchak announced he will be running for re-election in 2023. 4 years ago, Korchak lost the Republican primary, but won the election on the Libertarian ticket.
The annual "Drive Sober or Get Pulled Over" campaign, begins today & runs through January 1st. Law Enforcement Agencies across the state are participating, last year 2,077 tickets were issued for impaired driving during the annual initiative.
Unadilla Valley Central School District voters approved a $17.8 million capital project by a vote of 114 to 18. The renovations and improvements will be funded through state aid and an allocation from the district’s reserve funds. The project is expected to be budget neutral, with no anticipated impact on the tax levy.
Area United Way programs are seeing only about 60% of their stated goals for the 2022 year, with donations being accepted through December 31st, Elizabeth Monaco currently heads up the United Way in Chenango, Madison, Delaware & Otsego Counties:

State Police responded to a crash Monday involving a pedestrian in town of Sherburne. Police reported that a vehicle was traveling west on State Highway 80 when a pedestrian who was standing in the roadway and wearing dark clothing was struck. The pedestrian has been identified as 30 year old Megan Mikalunas of North Norwich, she was pronounced deceased on scene. The driver of the vehicle, 57 year old Robert Allen of Oneida stopped and flagged down another vehicle to call 911. Sherburne EMS and State Police responded to the scene, the investigation is on-going.
State Police responded to a 2-vehicle crash Monday in the town of Columbus where 1 person was pronounced deceased on scene. A preliminary investigation revealed that a tractor trailer and a van were both traveling south on State Route 8. The driver of the tractor trailer was making a right turn when the van struck the rear of the tractor trailer. A female passenger in the van, from Rome, was killed, the male driver from Lee Center, was airlifted to Upstate Medical Hospital in Syracuse. The unidentified driver of the tractor trailer was not injured. The crash remains under investigation.
The Bandera Family & Community Alliance announced Free Christmas Dinners again this year for Binghamton & Norwich residents, and this year they are adding a free Christmas Dinner for the Oneonta Community, Bill Bandera told WCDO News about their plans this Christmas:

NBT Bancorp and Salisbury Bancorp, Inc. of Connecticut announced that they have entered into a agreement where Salisbury will merge with and into NBT. Chief Accounting Officer Annette Burns of NBT Bancorp told WCDO News what the merger means:

The merger is expected to close in the second quarter of 2023 following the expected approval by the shareholders and required regulatory approvals.
Leadership Otsego announced they are accepting applications for their program to establish future leaders in the County. The 6 month program meets 1 day a month, Classes will primarily be held in Oneonta, applications will be accepted through January 13th, more information is available at 607-432-4500 extension 2.

The Broome County District Attorney's Office announced that former Broome County DA Stephen Cornwell pleaded guilty in State Supreme Court to Grand Larceny, he was sentenced to 3 year conditional discharge, was ordered to pay a fine of $5,000 and will have to give up his license to practice law. Former Administrative assistant to Cornwell, James Worhach pleaded guilty to Criminal Possession of Stolen property for illegally possessing criminal case files belonging to the office of the Broome County District Attorney's Office, he was sentenced to 1 year conditional discharge, he is still facing additional charges.
In the month of November, members from the State Police at Troop "C" removed 61 impaired drivers off the roadways. 1 of those impaired drivers also had a child under the age of 15 in the vehicle with them, 14 of the drivers were more than double the legal limit, 5 drivers had been previously convicted of DWI in the last 10 years, 11 of those drivers were under the influence of drugs
The SUNY Board of Trustees appointed John King, Jr., as the 15th SUNY Chancellor Monday. Chancellor King served as U.S. Secretary of Education under President Barack Obama.
A Federal Judge has thrown out bribery and fraud charges against former Lieutenant Governor Brian Benjamin. Benjamin resigned last April, he still faces records falsification charges.
Firefighters from Deposit, Windsor, Hancock, Harpursville & West Windsor responded at about 3:00 AM this morning to a fire at the New England Wood Pellet factory at 1580 Airport Road in Deposit. Firefighters are expected to be at the facility throughout the morning hours, more details are expected to be released later today.

Tri-Town Theater perform the classic Broadway hit musical “Oliver” later this month, based on the Charles Dickens novel "Oliver Twist", about an English boy growing up in an orphanage in the 1800's. Cast Members Sarah Norris & Jack Doyle visited WCDO this morning to talk about the show, Norris is in her first leading role & Doyle is performing in the play as a different character than he did many years ago:

The Chenango County Health Department announced that a flu shot clinic will be held Friday November 18th at the Chenango County Office Building in Norwich. The Flu Clinic is free for those 10 years of age & older who have no or limited coverage insurance, per-registration is requested at 337-1660.
Commerce Chenango announced that their 2nd annual "Lights Camera Auction" will be held Saturday November 26th through Thursday December 2nd. Donations are now being accepted through November 18th, more information is available at 334-1402.
The Otsego County Solid Waste Department and the Otsego County Conservation Association are teaming up once again to promote the Otsego County Schools Plastic Film Recycling Challenge. The challenge promotes recycling of film plastics and is open to all public and private k-12 school buildings located in Otsego County. The challenge kicks off on America Recycles Day, November 15, and runs through April 14, 2023.
Governor Kathy Hochul today announced that since early January, when mobile sports wagering became available in New York, the State has collected $542 million in taxes through the week ending October 30, far surpassing every other state in the nation. An additional $200 million in licensing fees has also been collected, generating a total of more than $740 million in revenue, most of it to be used for education.

State Police announced that the body of Frederick Mayock of Springfield Massachusetts was found in Canadarago Lake in Otsego County yesterday. Mayock was reported missing after he went kayaking October 22nd.
Delaware County Sheriff's office arrested 41 year old Billie Jo Browning of Unadilla, after Deputies responded on October 28th, to a 2-car property damage motor vehicle accident on State Highway 28 in the Town of Meredith. Deputies arrested Browning for Aggravated Unlicensed Operation, she will appear in the Town of Meredith court at a later date.
The Chenango County Historical Society announced that they are celebrating the 100th anniversary of The Raymond Corporation, at their annual Membership dinner at 5:00 PM tonight at Raymond in Greene. The event combines the annual Society membership meeting with an exclusive viewing of The Raymond Corporation’s recently unveiled centennial exhibit.

Tomorrow is Election day, New Yorkers Statewide will be voting candidates to send to Washington, in the U.S. Senate seat currently occupied by Charles Schumer, he faces competition from Republican Joe Pinion & 3rd party candidate Diane Sare. Locally, voters in the 19th Congressional District will be choosing between a Republican Mark Molinaro of Duchess County, and Democrat Josh Riley of Tompkins county. In Delaware County, there is an election for County Judge between current District Attorney John Hubbard on the Republican line & for the Democrats, Andrew Van Buren. 43 year old Ray Hyer of Unadilla was arrested in Ohio after he failed to appear in n Otsego County court earlier this year for sentencing on a criminal sexual act charge. Hyer was located in Sandusky, Ohio on October 21st, he was arrested and was extradited back to the Otsego County Jail, he faces additional charges on top of the original criminal sexual act conviction.
Broome County officials are investigating the death of an inmate in the Broome County Jail on Friday. 30 year-old Mitchell Lindow of Binghamton was being held on a murder charge when he was found deceased by Corrections officers conducting a head count, an autopsy was conducted Friday, no cause of death was determined.

State Police announced that 9 people were arrested & drugs were seized after search warrants were executed at Budget Inn Motel on Route 23 Southside in the town of Oneonta Thursday & Friday. Items seized included methamphetamine, cocaine, heroin, fentanyl, crack cocaine, ecstasy, Suboxone strips & Packaging materials and scales, The investigation is on-going.
State Police issued 11,601 tickets and arrested 189 people for impaired driving during the special traffic enforcement detail over Halloween weekend. The initiative targeted speeding and impaired drivers, began on Friday, October 28, and continued through Tuesday, November 1.
the Internal Revenue Service reports that some New Yorkers may be getting a 2nd stimulus check from the IRS. More than 9 million people may qualify to receive stimulus payments and tax credits, these are people who did not file a tax return because their income was too low. the deadline to file for the additional stimulus money is November 17th.
The Houston Astros won the 2022 World Series, artifacts from the team are coming to the Baseball Hall of Fame in Cooperstown. Among the items donated, the Bat used by Yordan Álvarez in Game 6 when he hit a go-ahead 3-run home run, a Jersey worn in Game 2 and wristbands worn in Game 6 by Astros manager Dusty Baker, a Ball thrown by Cristian Javier in Game 4 and signed by all 4 pitchers who combined on just the second World Series no-hitter.

The Broome County District Attorney's Office announced that 32-year-old Stephen Moran of Binghamton was arraigned in Broome County Court Thursday, he was charged with aggravated vehicular homicide, vehicular manslaughter, 2nd degree manslaughter, along with several other charges, he is accused of driving intoxicated at an excessive speed August 8th on the Vestal Parkway, his vehicle crashed into a vehicle occupied by Alfred and Paula Latessa, Alfred was pronounced dead at the scene, Paula succumbed to her injuries at an area hospital shortly after the crash.
Delaware County Sheriff's Office announced that a man missing from Delaware County was discovered illegally harvesting ginseng in the town of Middletown. The unidentified man was reported missing on August 31st after he failed to return home; an acquaintance found the man’s vehicle on a private logging road in the town of Middletown. The Sheriff’s Office K9 team located the missing person in good health, An Environmental Conservation Office seized the ginseng he was charged with harvesting ginseng without landowner permission, trespassing, and petty larceny.
The Greater Binghamton Airport announced today that they will be offering additional flights to New York City shortly. Officials announced that Delta Airlines will be offering 2 flights a day to LaGuardia Airport, starting on January 9th. Tickets for the New York City flights will be sold starting tomorrow.

Investigators are asking the public who live or have businesses near Canadarago Lake and near the boat launch on State Highway 28 to review security or surveillance footage that show a white kayak (pictured below). The State Labor Department released their local unemployment rates for September. Locally, Chenango County reported 2.7%, Delaware County, 3.1%, Otsego County 2.8% & Broome County 3.3%. The State wide Unemployment rate was 4.3% in September.
State Police Bureau of Criminal Investigation is asking the public to keep their eyes open for a Buffalo Turbine “water pump”, which was stolen from a building that was in the process of getting demolished on State Route 8 in the town of Masonville. The item was taken some time between July and October. The pump is red and is marked with a yellow “2”, Anyone with information is asked to contact New York State Police at (607)561-7400, a picture of the machinery can be found on the WCDO Facebook page.

The refundable tax relief program targets COVID-19-related expenses such as disinfectants, HVAC equipment, Expenses related to increased outdoor activity and outdoor space expansions & Machinery and equipment to facilitate contactless sales. Delaware County Sheriff's Deputies responded to a reported harassment complaint in the Village of Walton. The caller was 45 year old Jason Culligan of Texas, it was discovered by Deputies that Culligan had an active arrest warrant out of Harris County Texas for Aggravated Assault. Deputies took Culligan into custody, he was arraigned in the Village of Walton Court and remanded to the Delaware County Correctional Facility pending future court action & extradition.
State Police responded Friday to State Route 26 in the town of Maine for a report of a 1 vehicle crash. When a trooper arrived, the vehicle was upside down and the male driver was still inside. 65 year old Mark Truesdail was transported to Wilson Medical Center where he later died. An investigation revealed that Truesdail was south on State Route 26 when he left the roadway, went into a ditch, which caused the vehicle to go airborne and strike trees.
The Sidney Town Board will be holding a Budget Workshop Today at 6:00 at the Town Building at 44 Grand Street. The Workshop is open to the public.

44 of New York State's 62 counties are already reporting cases of the flu, according to the state Health department. Health officials encourage New Yorkers to get the flu vaccine, with the flu starting a little earlier than normal, and especially as high rates of COVID 19 are still being reported statewide. New York Attorney General Letitia James took action today to maintain the Concealed Carry Improvement Act, after a federal judge granted a temporary restraining order last week. James said that the Act was passed by the State Legislature and was enacted this summer, with requirements for concealed carry permits, prohibits guns in sensitive places, requires individuals with concealed carry permits to request a property owner's consent to carry on their premises, enhances safe storage requirements, requires social media review ahead of certain gun purchases, and requires background checks on all ammunition purchases.
The Otsego County Sheriff's Office arrested 42 year old Kory Minshall of Burlington Flats in Morris October 1st. Minshall was pulled over and was charged with Criminal Possession of a Controlled Substance for Methamphetamines, Criminally Using Drug Paraphernalia, Aggravated Unlicensed Operation, Operating a Motor Vehicle without Insurance, along with several other similar charges, he was also wanted on an active warrant out of Otsego County Family Court and had a suspended driver’s license. Minshall is being held in the Otsego County Jail on the Family Court warrant. He will appear in the Town of Morris Court on a later date.
The Otsego County Sheriff's Office arrested 21 year old Dylan Rulison of Johnstown, following an investigation of a motor vehicle accident with a stolen vehicle in Montgomery County. Rulison was arrested by the Montgomery County Sheriff’s Office on several charges, the vehicle had been stolen from the Town of Worcester, he was charged in Otsego County with Grand Larceny and Unauthorized use of a Motor Vehicle, he was released & will appear in the Town of Worcester Court on October 11th.

2 teenager were shot outside of the home of Congressman and Republican candidate for governor Lee Zeldin, in Shirley in Suffolk County Sunday afternoon. The 2 teenage boys were taken to area hospitals, they had been walking with a third teenager when they were hit by gunfire from a moving car. The wounded teens hid under his porch and into the bushes, while the 3rd person fled the scene. Zeldin & his wife were in the Bronx campaigning at the time of the shooting, their teenage daughters locked themselves inside & called police
The Otsego County District Attorney’s office is investigating the death of an infant in Laurens last Tuesday. An autopsy will be conducted, the investigation is continuing.
The State DEC issued an update on drought conditions across the state. New York Attorney General Letitia James took action today to maintain the Concealed Carry Improvement Act, after a federal judge granted a temporary restraining order last week. James said that the Act was passed by the State Legislature and was enacted this summer, with requirements for concealed carry permits, prohibits guns in sensitive places, requires individuals with concealed carry permits to request a property owner's consent to carry on their premises, enhances safe storage requirements, requires social media review ahead of certain gun purchases, and requires background checks on all ammunition purchases.
The Otsego County Sheriff's Office arrested 42 year old Kory Minshall of Burlington Flats in Morris October 1st. Minshall was pulled over and was charged with Criminal Possession of a Controlled Substance for Methamphetamines, Criminally Using Drug Paraphernalia, Aggravated Unlicensed Operation, Operating a Motor Vehicle without Insurance, along with several other similar charges, he was also wanted on an active warrant out of Otsego County Family Court and had a suspended driver’s license. Minshall is being held in the Otsego County Jail on the Family Court warrant. He will appear in the Town of Morris Court on a later date.
The Otsego County Sheriff's Office arrested 21 year old Dylan Rulison of Johnstown, following an investigation of a motor vehicle accident with a stolen vehicle in Montgomery County. Rulison was arrested by the Montgomery County Sheriff’s Office on several charges, the vehicle had been stolen from the Town of Worcester, he was charged in Otsego County with Grand Larceny and Unauthorized use of a Motor Vehicle, he was released & will appear in the Town of Worcester Court on October 11th.

2 teenager were shot outside of the home of Congressman and Republican candidate for governor Lee Zeldin, in Shirley in Suffolk County Sunday afternoon. The 2 teenage boys were taken to area hospitals, they had been walking with a third teenager when they were hit by gunfire from a moving car. The wounded teens hid under his porch and into the bushes, while the 3rd person fled the scene. Zeldin & his wife were in the Bronx campaigning at the time of the shooting, their teenage daughters locked themselves inside & called police
The Otsego County District Attorney’s office is investigating the death of an infant in Laurens last Tuesday. An autopsy will be conducted, the investigation is continuing.

The Hartwick College Women's Field Hockey Team has been conducting fundraising efforts for the Trinity O'Connor Foundation, named after 6 year old Trinity O'Connor of Sidney who died earlier this year after a battle with cancer. Foundation Spokesperson Kim Ayres told WCDO News that their efforts will culminate with their game today:

The Broome County District Attorney’s Office announced that 33 year old Kevin Cochrane was sentenced to 3 years in prison followed by 6 years of post-release supervision, for attempted use of a child less than 17 years of age in a sexual performance. Cochrane was taken to the Broome County Jail after sentencing in Broome County Court, he will be transferred over to a state correctional facility.
The New York State Department of Health proposed regulations for 23 additional emerging contaminants in drinking water in the State Register today, which then starts a 60-day public review and comment period. The proposed regulations would set new drinking water standards, or maximum contaminant levels, for 4 additional hazardous chemicals, requiring public water systems to reduce levels under the requirements. The proposed rules would also require testing, reporting, and public notification for 19 additional PFAS compounds. The proposed regulations appear at dos.ny.gov/state-register, the public will until December 5th to review and comment

In the month of September, members State Police from Troop "C" removed 53 impaired drivers off the roadways. 2 of those impaired drivers also had a child under the age of 15 in the vehicle with them, 15 of those drivers were more than double the legal limit, 12 of those drivers were under the influence of drugs, 3 of those drivers were previously convicted of DWI within the last 10 years
Chobani has increased pay for their workers in South Edmeston. The company says wages are increasing anywhere between 20% and 30% for their hourly manufacturing employees, that means starting salary will now be $18.50 per hour. The average salary at the business is $23.50.

On Tuesday, Delaware County Sheriff’s Deputies were dispatched to a serious personal injury 2 car Accident on Covered Bridge Road in the Town of Sidney. Deputies discovered that 1 of the vehicles in the crash was sheered into 2 separate pieces. Deputies also discovered that the occupants of both vehicles had been wearing their seat-belts, and that no occupant had been ejected from either vehicle. 4 patients were transported from the scene, one patient was later transferred to Upstate Medical Center for a higher level of care. The investigation is continuing and anyone with any information should call Senior Investigator Chris Erwin at (607) 832-5633 or Investigator David Barnes at (607) 832-5629.
State Police at Norwich are investigating a reported domestic incident that led to the stabbing of two individuals in the town of Otselic early this morning. The victims were transported to a local hospital for treatment and are currently in stable condition. There is no threat to the public. The suspect was taken into custody by members of the New York State Police. More information will be provided when it is available.

Governor Kathy Hochul today announced that more than 100 New York communities are now certified as Climate Smart Communities. Locally, the Town of New Lisbon in Otsego County was 1 of the 11 new municipalities, plus the town of Roseboom was 1 of 4 local governments that were re-certified by completing additional actions, more information is available at climatesmart.ny.gov.
Broome County District Attorney office announced that Vernon Riddick pleaded guilty to Attempted Criminal Possession of a Weapon, for having an unlicensed and loaded .40 handgun on July 24th while driving erratically in Binghamton. Police said that Riddick fled in his car, he abandoned the car and ran on foot, Police confiscated that weapon from a trash can nearby. Riddick faces sentencing in December in Broome County Court.
