Chenango County Sheriff's Office assisted State Police & the Susquehanna SPCA Wednesday with a Search Warrant after an investigation of Animal Cruelty at a residence in the Town of North Norwich. This search warrant led to the seizure of dozens of animals, The investigation is still on going and more details will be released shortly.
23 year old Dakota Mann of Walton appeared in Delaware County Court and was sentenced to an indeterminate prison term of between 2 and 4 years for Criminal Contempt and an additional year for 3rd degree Assault. On May 17, 2024, Delaware County Sheriff’s Deputies were dispatched to a Walton residence for an ongoing Domestic Dispute, where Mann assaulted 2 people, Walton Police Department and State Police also responded, they discovered that there was an order of protection for 1 of the victims, Man was arrested & was was remanded to the Delaware County Correctional Facility. On July 1, Mann assaulted a fellow inmate, & was charged with 2nd degree Assault, Mann pleaded guilty in Delaware County Court last year, his plea agreement was vacated, on Tuesday his sentencing recommendation was increased.

23 year old Dakota Mann of Walton pleaded guilty in Delaware County Court Monday to 3rd degree Assault & Criminal Contempt. On May 17, 2024, Delaware County Sheriff’s Deputies were dispatched to a residence in Walton for an ongoing domestic, where the caller & 1 other person claimed to have been assaulted by Mann, who violated an order of protection. Mann was remanded to the Delaware County Correctional Facility. On July 1, 2024, while incarcerated, Mann assaulted & injured a fellow inmate, Mann was additionally charged with 2nd degree Assault. Mann faces sentencing on December 9th to 1 1/2 to 3 years in state prison for Criminal Contempt, and 1 year for Assault.
Governor Kathy Hochul today announced that 221 State and local government workers have been deployed to North Carolina, South Carolina and Georgia to help with response and recovery efforts following Hurricane Helene. Team members include staff from the National Guard, Division of Homeland Security and Emergency Services, Department of Transportation, DEC, State Police, Department of Agriculture and Markets, among many others. State Agencies are also gearing up deployment top Florida following the expected devastation from as Hurricane Milton heads towards Florida.

Governor Cuomo announced today that 10 more states have been added to the list where individuals traveling from those states must quarantine for 14 days.  The new states are Alaska, Delaware, Indiana, Maryland, Missouri, Montana, North Dakota, Nebraska, Virginia and Washington Meet Metrics to Qualify for Travel Advisory, the state of Minnesota has been dropped from the list.  The 31 states are listed at coronavirus.health.ny.gov.

State Police arrested 36 year old Joshua Brown of West
Monroe, for Criminal Possession of a Controlled Substance, Driving While
Ability Impaired by Drugs. Troopers responded to County Road 32 in the town of
North Norwich for a 1-car accident, they located the vehicle in a corn field
with Brown behind the wheel.  Brown was
transported to Chenango Memorial Hospital for an evaluation.  An investigation yielded suspected
concentrated cannabis, LSD, mushrooms and Marihuana wax.  Brown was arraigned in the town of Norwich
court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000
property bond.
Otsego County Sheriff’s Department arrested of a Town of
Laurens man found to be in possession of contraband in the Otsego County
Correctional Facility.  20 year old
Dakota Coffey was charged with Introduction of Dangerous Contraband After he
was found in possession of a vape pen containing THC oil hidden on his person
while being processed into the Otsego County Jail and it was located later by
staff after a search of his housing unit.
Coffey was arraigned in the Town of Hartwick Court where he was released
on his own recognizance.

Governor Cuomo announced that the federal government has adopted new safety regulations for the shipment of crude oil by rail. The federal measures follow increased efforts in New York State which were taken after train explosions in North Dakota, those trains run through upstate New York.

Governor Cuomo announced the completion of another round of crude oil tank car and rail inspections, where they uncovered 84 defects, including 3 critical safety defects & 2 hazardous materials violations that required immediate corrective action. The inspections were the latest part of the Governor's push to protect New Yorkers from the potential dangers associated with the transport of crude oil by freight rail companies. State and federal teams examined 855 crude oil tank cars and approximately 30 miles of track in these inspections. The Increased inspections followed a series of out-of-state disasters involving the transport of crude oil from the Bakken oil fields in North Dakota.

The North Dakota Industrial Commission voted to approve regulations to reduce the volatility of crude oil at the source before it is shipped across the nation. North Dakota will increase the safety of transporting crude oil that eventually crosses New York State. Governor Cuomo's administration has taken 66 actions to safeguard New York's residents from potentially serious incidents involving the increased shipment of Volatile crude oil by rail or Boat, the actions were taken following a well-publicized train explosion in North Dakota earlier this year.

Governor Cuomo received a status report outlining progress by State agencies to protect New Yorkers from the potential risks with the transport of crude oil. 66 actions have been implemented to strengthen standards, regulations and procedures to make the transport of crude oil by rail and water in New York safer, and to improve spill preparedness and response. U.S. Senator Charles Schumer is urging the U.S. Department of Transportation to require railroads to provide detailed information about hazardous materials to local emergency responders, while Governor Cuomo sent a letter to President Obama outlining steps compiled by state agencies to reduce the dangers oil trains pose. Both of those requests came before a CSX train carrying crude oil derailed and caught fire in downtown Lynchburg, Virginia yesterday, forcing evacuations of residents and office workers.   Cuomo has been calling for increase transparency with regards to crude oil shipments by rail since a North Dakota train explosion earlier this year.

Governor Cuomo announced that state officials have launched a series of inspections to safeguard New York’s residents, communities, waterways and lands from potential serious incidents involving the shipment of volatile crude oil by rail throughout the state.  The State DOT participated in a series of inspections at the Port of Albany and its adjacent rail yard, as well as inspections in Albany and Buffalo along rail tracks and in rail cars.  The inspections stem from the volatility of crude oil from North Dakota and its significantly increased shipment by rail through the State. A safety agreement between U.S. transportation officials and railroads that haul crude oil doesn’t go far enough to protect upstate communities, according to US Senator Charles Schumer.  Schumer said the agreement should be amended to phase out unsafe tanker cars and reduce train speed in populated areas. The agreement between the U.S. Transportation Department and the Association of American Railroads leaves out tens of thousands of tank cars known to split open during derailments. Trains pull hundreds of tankers of crude oil from North Dakota cross New York daily.  Environmental groups have called on the state DEC to do a full environmental impact study of the oil shipments.

Governor Cuomo announced an executive order directing several State agencies to do review of safety procedures and emergency response preparedness related to railroad shipments of crude oil from North Dakota, following accidents in North Dakota and Quebec.   The Executive Order directs the agencies to report to the Governor no later than April 30th.
