The New York City Department of Environmental Protection announced that the Filtration Waiver granted to towns & counties in the City's upstate Watershed has been granted for another 10 years. The agreement was reached 20 years ago after lengthy negotiations between the City, The State & a coalition of local leaders from the towns affected by the original onerous regulations proposed in 1989. The agreement allowed for New York City to receive water from the upstate reservoirs without building an expensive filtration system.
The City of Oneonta announced that City Hall would be closed on Monday, New Year's Day. Oneonta City Hall will re-open on Tuesday January 2nd, a Common Council meeting is scheduled for Tuesday evening at 7:00 PM.

The PROGRAM is funded through the Environmental Protection Fund, with resources from the fund used to cover the full cost of purchasing U.S. Drug Enforcement Administration-compliant medication drop boxes, as well as the cost of pick up, transport, and destruction of collected waste pharmaceuticals for a two-year period. The program is being instituted as Flushed medications have been found in New York lakes, rivers, and streams and can negatively affect the waterways, as well as the concerns about unused pharmaceuticals getting into the wrong hands. Retail pharmacies, hospitals, and long-term care facilities are encouraged to enroll online at dec.ny.gov/chemical or at on.ny.gov/rxpilot.
Governor Cuomo unveiled the 15th proposal of the 2018 State of the State: launch a comprehensive program to provide students access to healthy, locally-sourced meals from kindergarten through college. There are nearly 2.7 million New Yorkers, including almost 1 million children, who do not have consistent access to the food they need to live an active, healthy life. The Governor's No Student Goes Hungry Program includes investments to expand the Farm to School program, legislation to expand access to free breakfast and policy changes to ensure students in kindergarten through college receive access to farm-fresh foods in a quality learning environment.

Construction of the new bridge was expedited and completed in one construction season, replacing a bridge that opened in 1941. Approximately 2,000 vehicles per day travel the Route 7 Bridge.

State Police are investigating an accidental shooting that occurred in a residence in the town of Guilford this morning. The name of the deceased & the shooter have not been released, the investigation is on going.
Delaware County Sheriff’s Deputies arrested an unidentified 16 year old at the DCMO BOCES Harrold Campus in the Town of Masonville Tuesday, following an investigation into a physical altercation involving a weapon on school grounds. The youth was charged with 1 count of 3rd degree Assault & 1 count of Menacing. The teen was arraigned in the Town of Colchester Court and released into the custody of his guardian, pending further action by the Town of Masonville court.
Delaware County Sheriff’s Deputies arrested 27-year-old Jonathan Howard of Walton Thursday for leaving the scene of a property damage motor vehicle accident, making an unsafe lane change, and obstructing government administration. Howard is accused of leaving the scene of an alcohol related crash in an attempt to elude arrest by law enforcement. Howard was later released on appearance tickets returnable to Walton Town Court at a later date.
Area Law Enforcement officials remind the public that New York’s “911 Good Samaritan” law provides protections from charge and prosecution for drug and alcohol possession for the victim and those who seek to help for an overdose victim. Law Enforcement officials reported that if someone suspects that a loved one is experiencing a drug or alcohol overdose; don’t hesitate to call for help, as early intervention is an important factor in their recovery.
The Oneonta Clerk's office announced that City Hall will be closed on Monday, Christmas Day. The Operations Planning & Evaluation Committee meeting scheduled for Wednesday has been cancelled, The Finance/Human Resources Committee will be held Wednesday at 5:00 PM, & on Thursday at 4:00 PM the Examining Board of Plumbers meeting will be held as scheduled. All meetings will be held in the Common Council Chambers on the 2nd floor.
Governor Cuomo announced that road construction will be suspended during peak holiday travel times over the next two weekends to provide easier travel for residents and visitors. Governor Cuomo also urged motorists to abide by New York's Move Over Law and utilize one of 64 text stops located across the state to text, make phone calls, or do other non-driving activities. All work behind temporary lane closures associated with road and bridge construction projects is suspended until 6:00 AM Tuesday. Some construction work behind permanent barriers or for emergency repairs may be done.
A free Christmas dinner will be offered in Sidney on Christmas day at the Fire House on River Street, organizer gene Schmidt explains:

The Sidney Main Street revitalization Project is wrapping up the work on one side of Main Street this week, except for the planting of trees perennials & grass that will be planted in the spring. Ian Law of Place Alliance explains:

Chenango County Sheriff’s Deputies arrested 37-year-old Timothy Heady of Smyrna, fur unlawful manufacture of Methamphetamines. Heady was arrested as deputies were conducting a follow up in reference to a burglary in the area; Deputies were then assisted by the State Police Crime Scene Contamination Unit. Heady was arraigned in the Village of Sherburne Court and was remanded to the Chenango County Correctional Facility on cash bail; he will reappear in the Town of Smyrna Court at later date.
State Police arrested 65-year-old Joaquin Delgado of the Bronx, for Aggravated DWI, with a B.A.C. result of .20% and other traffic violations, after troopers responded to a report of a car in a ditch on Phillips Odell Road in the town of Guilford. Delgado was not injured; he was issued tickets returnable to the town of Guilford Court on January 18, 2018.
Michael Rodriguez of Pennsylvania was charged with reckless endangerment & assault, for firing allegedly firing a weapon at the Galleria Mall in Wallkill on November 26th. A mother & 12 year old son were injured in the shooting, Rodriguez will not be arrested on any weapons charges as he had legal permits to carry the weapon in both Pennsylvania & new York.
Fire investigators have ruled that it was static electricity set fire to a flammable liquid during the manufacturing process that led to a fire at the Verla Cosmetics factory in New Windsor on November 20th. 1 person was killed & 125 suffered a variety of injuries at the plant that employed 225 people.
The Broome County Legislature has tabled a vote on accepting state funding for the proposed opioid addiction center being opened in the former Broome Developmental Center. The State had offered 2.7 Million dollars toward start up costs at the facility, which was scheduled to open early next year. Syracuse Behavioral Healthcare is scheduled to operate the facility.
51-year-old John Gomes of Cohoes has been charged with reckless endangerment & arson, for allegedly trying to recreate a smithing technique he saw on television that led to a fire that destroyed 3 buildings & damaged 18 others last Thursday in Cohoes. 1 firefighter was injured in the Thursday afternoon fire, which spread rapidly from Gomes's backyard due to 20 to 30 mile an hour wind gusts.

Chenango County Court Judge Frank Revoir made only a mild adjustment to the bail of Ernest Franklin of Guilford this week. Franklin's cash bail remained the same at $125,000, bond was reduced from $250,000 to $200,000 Thursday, Franklin is accused of planning the murder of his special needs son Jeffrey Franklin & setting fire to the family home to cover up the murder. Heather Franklin is currently out on bail; both will be tried separately next year, according to Chenango County DA Joe McBride.

The State DEC, the Chautauqua County DA's Office & and Chautauqua County Sheriff's Department announced that 34 year old Thomas Jadlowski of Sherman, surrendered to officers, he is accused of shooting his neighbor, 43 year old Rosemary Bilquist, while she was walking her dogs on November 22nd. Jadlowski was arraigned on a 2-count indictment for 2nd degree manslaughter & hunting after legal hours. Billquist died from a gunshot wound at a local hospital within hours of the incident.
New York State Office of General Services announced that a special exhibition at the Empire State Plaza, “AIDS: Art in Protest,” will open today on World AIDS Day. The event is free and open to the public, it will be held at the exhibit space located on the walls adjacent to the Empire State Plaza Visitor Center and Gift Shop. The exhibit will be on display until January 1, 2018

The State DEC, the Chautauqua County DA's Office & and Chautauqua County Sheriff's Department announced that 34 year old Thomas Jadlowski of Sherman, surrendered to officers, he is accused of shooting his neighbor, 43 year old Rosemary Bilquist, while she was walking her dogs on November 22nd. Jadlowski was arraigned on a 2-count indictment for 2nd degree manslaughter & hunting after legal hours. Billquist died from a gunshot wound at a local hospital within hours of the incident.
New York State Office of General Services announced that a special exhibition at the Empire State Plaza, “AIDS: Art in Protest,” will open today on World AIDS Day. The event is free and open to the public, it will be held at the exhibit space located on the walls adjacent to the Empire State Plaza Visitor Center and Gift Shop. A review of the Oneonta Police Department’s actions, following the recent death of a man in custody has been completed by the Oneonta Police Department & the Otsego County District attorney's office. Oneonta Police had a search warrant for a city residence & to perform a strip search of 52-year-old Kenneth Faulkner of New Rochelle, following a lengthy drug investigation. Faulkner resisted the efforts of 4 officers; he swallowed a packet of cocaine, which led to his death several hours after the struggle on November 2nd. The results of the department’s report have been submitted to state officials.

Police discovered a meth lab with 30 “one pot” vessels, various methamphetamine laboratory components, a loaded 12 gauge shotgun & a Small amount of marihuana. Police arrested Orion Tanzini of Kirkwood, Brittany Clark of Whitney Point, Jamie Wilson of Whitney Point, Brian Mirra of Chenango Forks, along with Clark. A search warrant was also executed for Charles McNeilly, of Whitney Point, where police again seized meth making materials & arrested Thomas Cole of Whitney Point, Ashley VanOstrand of Whitney Point, along with McNeilly. All face court action shortly, the investigations are continuing and additional charges are pending.

Private educational and health services added the most jobs (+51,900) of any major industry sector over the past year. 65 year old Ramadan Abdullah of Johnson City was found guilty this afternoon in Broome County Court, on a number of counts of criminal possession of a weapon. The man charged after a major weapons bust in Broome County in June has been found guilty of several counts of criminal possession of a weapon. The jury deliberated for about 8 hours starting yesterday through early this afternoon, Abdullah faces sentencing on December 19th, and he was transported back to the Broome County Jail.
Senator Fred Akshar announced the expansion of the “Ag in the Classroom” program from 5 to 10 schools across the 52nd Senate District. In January, Akshar announced a pilot program through 5school districts including Harpursville, & Windsor locally, this week, Akshar announced that Bainbridge-Guilford, Chenango Valley, Deposit, Greene also joined the program. The Ag in the Classroom classes and curriculum are administered by Cornell Cooperative Extension.
66-year-old Ronald Cook of Utica was scheduled to be arraigned back in Oneida County Court this afternoon. Cook was on the run from Law Enforcement from last Wednesday to Saturday, when he removed his GPS Ankle bracelet & failed to visit with his parole officer. Cook served jail time for the rape of a Binghamton woman in 1990, he was arrested at a Binghamton restaurant Saturday afternoon & was turned back over to Oneida county officials.
State police are investigating a 3 vehicle crash last night on I-88 near the Harpursville exit. Preliminary reports suggests that a tractor trailer crashed into 2 pick up trucks that were on the shoulder of the highway, where the owner of one pickup was assisting the other with a mechanical issue. The investigation is continuing.

Chenango County Sheriff’s department arrested 51-year-old Scott Fitch of Preston for 2 counts of Harassment. Fitch is accused of subjecting a victim to unwanted physical contact during the course of a domestic dispute, Fitch was arraigned in the Town of Oxford Court and was released on his own recognizance, he will appear in the Town of Preston Court at a later date.
An online petition has been gathering names to keep the name of the new Bridge over the Hudson River as the "Tappan Zee" Bridge. Earlier this year, proposals were made by Governor Cuomo's political Allies to name the new bridge as the "Mario Cuomo" bridge after the former Governor, who of course was the current Governor's father. The petition is located at change.org; it received 40,000 signatures in the first week.

State Police at Oneonta arrested 43 year old Jason Wright of Oneonta, for Criminal Possession of a Firearm and Public Lewdness. Troopers responded to a report of a naked man exposing himself from an apartment on Chestnut Street, Wright is accused of exposing himself in a lewd manner while standing near a window, he was also found to unlawfully possess a handgun inside the apartment. Wright was arraigned in the Town of Oneonta Court and was remanded to the Otsego County Jail on $1,500 cash bail or $3,000 property bond.
State Police arrested 28 year old Jonathan Holt of Brooksville, Maine for Criminal Possession of Marihuana and Criminal Possession of a Controlled Substance. Troopers conducted a traffic stop of a 2005 Honda CRV, which was observed speeding on I-88 in the Town of Milford. The vehicle was searched after troopers detected the odor of Marijuana, with a passenger, Holt allegedly possessing over one pound of marihuana, plus hashish and hallucinogenic mushrooms. Holt was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail on $2,000 cash bail or $4,000 property bond.

State Police arrested 28 year old Jonathan Holt of Brooksville, Maine for Criminal Possession of Marihuana and Criminal Possession of a Controlled Substance. Troopers conducted a traffic stop of a 2005 Honda CRV, which was observed speeding on I-88 in the Town of Milford. The vehicle was searched after troopers detected the odor of Marijuana, with a passenger, Holt allegedly possessing over one pound of marihuana, plus hashish and hallucinogenic mushrooms. Holt was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail on $2,000 cash bail or $4,000 property bond.

Oneonta City Police arrested 28-year-old Andrew Tenace of Oneonta for allegedly selling heroin last month. Tenace turned himself in to police Tuesday Afternoon, he was charged with criminal possession of a controlled substance with intent to sell, & criminal sale of a controlled substance. Tenace was observed by undercover officers making a sale downtown on September 8th, he was arraigned in Oneonta Town Court & was sent to Otsego County jail on $10,000 cash bail.
Hartwick College announced a partnership with the Peace Corps, establishing New York State’s first college-level program, to prepare interested students for careers or volunteer service abroad. Audits of municipal water systems estimate local governments are losing millions of dollars in revenue due to water loss, inaccurate meters or improper billing, according to a report issued today by State Comptroller Tom DiNapoli. 161 local government and 7 public authority water systems were audited from January 2012 through May 2017, with 22 with water loss issues and estimated repairs that could yield as much as $2.2 million in savings. Several local governments had insufficient revenues to operate their water systems, many due to incorrect billing. A review of 16 municipalities with revenue or billing deficiencies revealed that corrective action could increase revenues by more than $400,000.
The Village of Sidney Board of Trustees announced that they would have an informational meeting Monday at 10:00 AM in the Civic Center Board Room regarding the ongoing Main Street Revitalization Project, The 3rd meeting of the series will be held on Monday November 6th at 10:00 AM at the Civic Center.

Governor Cuomo will advance legislation to add 11 fentanyl analogs to the state controlled substances schedule, giving law enforcement the ability to go after the dealers who manufacture and sell. The Governor is also directing the State Department of Financial Services to take immediate action to Advise Insurers Against placing arbitrary limits on the number of naloxone doses covered by an insurance plan. The Governor announced that a synthetic Fentanyl that is mixed with heroin is being sold illegally, which has a high risk for user to overdose, fentanyl-related deaths increased at 160% statewide.
A raid at Motel 88 in Oneonta netted Police 70 bags of heroin and crack cocaine, 33 year old Jason Chase of Cortland, was arrested for 2 counts of Criminal Possession of a controlled substance following a no knock search warrant. Police discovered that Chase had 2 arrest warrants for Criminal Sale of a Controlled substance, and was also wanted by the New York State Division of Corrections and Community Supervision. Oneonta Police were assisted by City of Norwich Police Department, Chenango County Sheriff’s Department and the State Division of Corrections and Community Supervision.
Travis St. Denny of Norwich will be in jail for 10 years and plus post-release supervision for a guilty plea for 2 counts of criminal sexual act & 1 count of producing obscene materials to a minor. St. Denny was arrested earlier this year following a tip from a Child Abuse Hotline.

The State DEC has confirmed that a deer attacked a man in the city of Troy on Tuesday. Tony Remillard was taking out trash in his backyard when the 10-point Buck pinned him against a fence and hit him in the face with his antlers, before a neighbor came to his rescue. The dear ran off and died, it was tested positive for Rabies. Remillard is undergoing post-rabies exposure treatments.
State Assemblyman Cliff Crouch today encouraged families to take advantage of the "NY ABLE" program, which focuses on encouraging and assisting individuals and families to save private funds in accounts to help individuals with disabilities to maintain their health and quality of life. A Pre-Trial Hearing was held in Chenango County Court today, regarding the murder & arson trial of Ernest Franklin of Guilford, who along with his wife Heather are accused of killing their son Jeffrey & setting the family residence on fire to cover it up. Governor Cuomo announced more than $220 million in federal grants that will support counter terrorism and emergency preparedness activities in counties across New York State. The funding supports regional preparedness efforts, including planning, organization, and training activities that are critical to sustaining and improving community prevention, protection, response, and recovery capabilities. U.S. Senators Charles Schumer and Kirsten Gillibrand announced $1.8 Million Dollars for the Sidney Municipal Airport, through the Federal Aviation Administration. the Airport will use the funding to construct a new taxiway. The funding is awarded through the Airport Improvement Program and is administered by the FAA, for grants to public agencies for the planning and development of public-use airports.

Hartwick College will celebrate the 40th Anniversary of its men’s soccer team’s NCAA Division 1 National Championship this weekend. In December 1977, Hartwick College stunned the collegiate soccer world by defeating the defending champion and heavily favored San Francisco 2-1 in Berkeley, California, The festivities will begin Saturday at 6:00 PM at the Lambros Arena, at Hartwick College. The annual Toys for Tots Golf Tournament will be held today at the Canasawacta Country Club in Norwich. Registration begins at 8:00 AM, with a captain and crew format, plus lunch, on-course beverages and buffet dinner included. Proceeds will benefit Toys for Tots.
