It appears less likely that a Special Session of the Legislature will be called before the end of the year, as Governor Cuomo & Senate leaders have differing agendas as the year closes. Governor Cuomo said that he wants to appropriate up to one billion more dollars to help the homeless, and expand of the state’s hate crimes law, lawmakers wants a pay raise for the first time in 17 years, & neither side is budging. Lawmakers will wind up back in Albany for a brand new session in January.
Attorney General Schneiderman urged all New Yorkers to take immediate steps to protect their personal information online, in the wake of Yahoo's recent disclosure that a third party had breached its servers and accessed the personal data of over 1 billion users. The data compromised includes email addresses, telephone numbers, dates of birth, hashed passwords (using MD5) and, in some cases, encrypted or unencrypted security questions and answers. The investigation indicates that the stolen information did not include passwords in clear text, payment card data, or bank account information. The Attorney General urges anyone with a Yahoo account to change their passwords and security questions -- not only with Yahoo accounts, but for any other accounts which you use the same or similar information.
State Comptroller Tom DiNapoli reminded New Yorkers that contributions to a New York State 529 College Savings Program account are tax deductible. Contributions made by December 31st can provide up to $10,000 in state tax deductions on 2016 income tax filings. New Yorkers can open an account and if they already have one can contribute and deduct up to $5,000 from their New York State taxable income. Married couples filing jointly can deduct up to $10,000 each year.
A Sidney native has entered into the world of publishing, when he published his first science fiction novel earlier this month through Amazon.com. Scott Scavo told WCDO News is a 1995 Sidney High School Graduate who started his story as bedtime stories for his children, and wound up with so much material it became a book:

Delhi University police announced that they are searching for 21 year old Steven Sutliff, who told his roommates on Saturday afternoon that he was heading to Oneonta, and would return on Monday. Sutliff was reported missing on Tuesday evening. Sutliff is described as a 5'9" white male, weighing about 150 pounds, with brown hair and brown eyes. Anyone with information on Sutliff's whereabouts are asked to contact SUNY Delhi University Police at 607-746-4700, or New York State Police at 607-561-7400.

Drivers can expect sobriety checkpoints and an increased number of Troopers patrolling New York roadways, starting today through Sunday, January 1st, 2017.
The Chenango County Sheriff’s Office and the Village of Sidney Police Department arrested 46 year old Chanin Ives on an Arrest Warrant issued out of the Town of Guilford. Ives was arrested on an Arrest Warrant for 2nd degree Aggravated Harassment, Ives was arraigned in the Town of Guilford court & was remanded to the Chenango County Correctional Facility on $500 cash bail.

Delaware County Sheriff’s Deputies arrested 29-year-old Heather Terry and 28-year-old Daniel Jamieson, both of Walton, on Friday, for criminal possession of controlled substance. Both are accused of possessing Heroin following a probation search of their Walton residence, both were arraigned & were remanded to the Delaware County Jail, Terry on $2,000 bail and Jamieson of $10,000 bail. Both will re appear at Walton Village Court at a later date.
The team formerly known as the Binghamton Mets will be known as the Binghamton Rumble Ponies, following a season long survey of fans to rename the team under the new ownership. Team President Jim Hughes spoke at this morning’s announcement:

The Binghamton Rumble Ponies new team identity was revealed in front of 700 students, teachers and administrators at Benjamin Franklin Elementary School today in Binghamton, Carousel Silver, Fire Red and Binghamton Blue make up the club's new official colors, paying tribute to Binghamton's carousel heritage.
State Police reported 242 arrests for DWI during the Halloween Crackdown on impaired driving. The campaign ran from Friday and ended Tuesday, State Troopers issued 11,497 total tickets, including 4,342 for speeding, 322 for distracted driving, 333 for child restraint and seatbelt violations, and 176 for failing to “move over.” Additionally, Troopers investigated a total of 1,111 crashes, with 227 people injured, and 3 people were killed.
Delaware County Sheriff’s Deputies arrested 20-year-old James Hannigan of Hobart Saturday, on 1count of driving while ability impaired by drugs following a traffic stop in the Town of Meredith. Hannigan is additionally charged with failure to keep right, unlawful possession of marijuana, he was released on tickets returnable to Meredith Town Court at a later date.
The State Department of Labor recovered nearly $3.45 million in fraudulently obtained Unemployment Insurance benefits during the first 10 months of 2016. In 2015, the office set a record, collecting over $3.7 million in restitution from 568 cases statewide. The amount collected to date in 2016, already up to 93% of the total amount collected in all of 2015 and an 8% increase over the same period last year.

Deputies allege the defendant left the scene of a motor vehicle accident involving a rental vehicle after striking a tree, and later reported the vehicle stolen in an attempt to evade criminal action. Coss was later released on an appearance tickets for Delhi & Meredith Town Courts at later dates.

State Police are attempting to locate an unknown white male for questioning relative to a burglary on October 19th at a home on Bassett Road in the Town of Triangle. The suspect was wearing a baseball cap & was observed on surveillance video, which can be viewed on the State Police Facebook Page. Governor Cuomo today announced that more than $35 million in upgrades to SUNY campuses throughout the state are complete. The Dormitory Authority of the State of New York completed these projects in time for the fall semester; The projects were funded from residence hall fees. Among the Campus upgrades SUNY Delhi received 1.2 million dollars for 2 lounges in Russell Hall have been converted into kitchens, and the exterior of Murphy Hall has been updated. At SUNY Oneonta, the $2.3 million dollar project had 5 residence hall lounges converted into kitchens and fitness centers, and drainage improvements have been made to pedestrian walkways at the East Campus, wall coverings along the corridors of Blodgett Hall have been replaced, 4 residence hall fire alarm panels have been replaced, and 4 resident halls have received Wi-Fi upgrades.
Officials in Norwich announced that the annual Pumpkin Festival will be held in downtown Norwich on Friday October 28th & Saturday October 29th. The Norwich Business Improvement District is seeking business Sponsorships for the event and volunteers to assist during that festivities. More information is available at 336-1811.
The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on Tuesday September 27th, at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th.

State Police arrested 43 year old Angel Rodriguez of Long Island, and 25 year old Desiree Hernandez of Brooklyn for criminal possession of stolen property, after a trooper responded to check on the welfare of the occupants of a broken down vehicle on State Route 17 in the Town of Hancock. An investigation determined that the car had been reported stolen on August 6th in New York City. Rodriguez & Hernandez were arraigned in the Town of Hancock court and were remanded to the Delaware County jail. Rodriguez had his bail set at $25,000 cash and Hernandez had her bail set at $15,000.
State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. Student loans represented 11.4% of the $722 billion outstanding consumer (or household) debt in New York in 2015. The full report is available at osc.state.ny.us.
A new poll of registered New Yorkers suggests that Hillary Clinton has a big lead over Republican candidate Donald Trump. A Sienna Poll released today shows Clinton with 51% compared to only 30% for Trump. 19% were undecided or favored other candidates.

The city received a $10 million dollars Downtown revitalization award through the Mohawk Valley Economic Development regional council, the first meeting of the steering committee will be on September 27th, a time & a place has not yet been announced. A Broome County jury has found Brendan Barrett not guilty of beating an infant to death. Barrett was originally charged with 2nd-Degree Murder, 1st-Degree Manslaughter, and 2nd-Degree Assault in the December 2013 death of Camryn Davies.
GO-EDC energy sub-committee has scheduled a general interest presentation on this subject for Today, at 4:00 PM in the conference room of the Oneonta Hampton Inn. Dan Sullivan, the Mohawk Valley Region's new outreach coordinator for the Clean Energy Program will be the presenter. The CECP is a NYSERDA program which provides grant opportunities to Clean Energy designated communities of between $100,000 - $250,000 depending on population.

State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. Student loans represented 11.4% of the $722 billion outstanding consumer (or household) debt in New York in 2015. The full report is available at osc.state.ny.us.
A new poll of registered New Yorkers suggests that Hillary Clinton has a big lead over Republican candidate Donald Trump. A Sienna Poll released today shows Clinton with 51% compared to only 30% for Trump. 19% were undecided or favored other candidates.

1 man was dead, another 1 was wounded & the shooter was taken into custody, after Binghamton Police responded to the report of a shooting at 1 Mozart Street in the city yesterday at about 11:30 AM. Binghamton Police Chief Joseph Zikuski said that officers found 1 victim dead and another man shot in the arm, they recovered a long gun believed to have been used in the shooting, he said. The surviving victim might lose his arm. Chief Zikuski said 2 people who know the deceased victim parked a vehicle in front of the Mozart Street residence, knocked on the door, and the gun was fired. The investigation is ongoing.
Oneonta City Police arrested 25-year-old Benjamin Williams of Oneonta for 6 counts of 2nd degree assault, & possession of obscene sexual performance by a child. Williams is accused of injured the infant on several occasions; Police also discovered child pornography on 2 devices. Williams was arraigned in Oneonta City Court he was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond for each of the felony charges, the infant was taken to Bassett hospital in Cooperstown for a variety of injuries including a broken leg.
2 teenagers are accused of shooting an 11 year old in Johnson City Tuesday night. Police reported that the 17 and 16-year-old boys are charged with felony assault, the 16 year old was also charged with felony criminal possession of a weapon. The 11 year old victim was treated at Upstate University Medical Center in Syracuse and later released, the injuries were not life threatening.
An Otsego County jury convicted 50-year-old Jeffrey Feldman of Worcester of 8 counts of Criminal Sexual Acts against a child plus 4 counts of Rape, plus other related charges. Feldman faces sentencing in Otsego county court on November 4th.
Governor Cuomo today announced the second round of funding is available through the state’s Farm to School Program, which helps school districts establish stronger relationships with local growers and producers and increase their use of homegrown specialty crops. $500,000 in grants is available for projects that help schools buy and serve healthy, locally grown foods on school menus. Last year, 6 Farm to School programs were awarded, benefitting 45 school districts from Western New York, Mohawk Valley, Capital Region, North Country, Finger Lakes and Southern Tier. The funding helped the districts employ local or regional Farm to School coordinators, purchase supplies and equipment needed to increase the capacity of the school kitchen and food service staff to prepare and serve locally produced specialty crops, and to make capital improvements to better transport and/or store those crops. A search of the vehicle led to the discovery of over 16 ounces of marihuana. Primavera was arraigned in the Town of Hancock jail and was remanded to the Delaware County jail on $1,500 cash bail or $3,000 bond.
Following the investigation into a disabled vehicle on August 13th, in the village of Delhi. Deputies arrested 37-year-old Robert Avery of Utica On 1 count of Criminal Possession of Stolen property. Avery is accused of being in possession of a vehicle that was reported stolen in Utica August 7th, he was arraigned in Village of Delhi Court and sent to Delaware County Jail on $3000 cash or $6000 property bond bail.

Maine Endwell Little League is headed to the USA Finals in Williamsport, after defeating a team from Bowling Green Kentucky yesterday in the latest action of the Little League World Series. The Binghamton Mets announced that NYSEG Stadium would host the Official Watch Party for the Championship Game on Saturday at 3:30pm on the stadiums big screen. The New York State Fair began its 12-day run today as Governor Cuomo assisted in opening up the fair again this year. The fairgrounds have undergone a $50 million makeover that includes a new main gate, a larger midway and a new camping area for recreational vehicles. Last year, more than 900,000 people visited the fair.
Governor Cuomo signed legislation to curb the power of independent expenditure campaigns unleashed by the 2010 Supreme Court case Citizens United vs. Federal Election Commission. The legislation strengthen disclosure requirements for political consultants and lobbyists who provide services to sitting elected officials or candidates for elected office by requiring them to register with the state and reveal their clients.

Browning was arraigned in the Town of Greene court and released on his own recognizance. Browning is to reappear in the Town of Greene Court at a later date.
Delaware County Sheriff’s Deputies arrested 31-year-old Courtney Otte of Walton for aggravated unlicensed operation of a motor vehicle in the third degree. Deputies allege the defendant operated a motor vehicle in a northerly direction on State Highway 10 in the Town of Walton while having an active suspension on her license for failure to answer a summons. Otte was additionally charged with unlicensed operation, operating a motor vehicle with an out headlight, and was released on traffic tickets returnable to Walton Town Court at a later date.

Local sales tax collections across New York State only grew 1.7% in the first 6 months of 2016, according to a report released today by State Comptroller Tom DiNapoli. Overall, growth slowed from 2.6% in the first quarter to 0.8% in the second quarter. The Mid-Hudson region had the strongest growth at 2.7%, collections declined in the Central New York region by 1.3% Local sales tax collections were generally lower due in part to lower tax revenue by lower gasoline and diesel fuel prices.
Broome County District Attorney Steven Cornwell announced that he would prosecute a drug ring case after announcing a 95-count indictment was handed down against 7 people arrested last week in Endwell. Terrance Wise is charged with 84 counts and is accused of being the leader of the drug ring, 2,700 bags of heroin were seized in the raid at his residence last week.
The City of Oneonta will be growing thanks to 10 million dollars in State money for economic development projects around the market street area. Mayor Gary Herzig comments:

The State DEC unveiled new regulations concerning deer and bear hunting, to increase opportunities for junior hunters to take bears, rescind an antlerless-only rule from 2015 in portions of southeastern New York and the Lake Plains, reduce antlerless harvests in two management units in the western Adirondacks, and clarify when special season tags may be used by bow and muzzleloader hunters. The new bear hunting regulation now includes the taking of bears in the youth firearms hunt over Columbus Day weekend that was previously a deer-only event.
The Town of Bainbridge & the National Guard Counter Drug Task Force has collaborated to bring a prescription drug drop box to the Town hall. The drop box can be used by area residents wishing to safely dispose of prescription drugs, a ribbon cutting ceremony will be held today in Bainbridge at 6:00 PM.
State Police arrested 22-year-old Cody Smolin of Roxbury, for endangering the welfare of a child and harassment, after troopers responded to report of a dispute inside a car in the Town of Roxbury. An investigation determined that, while being a passenger inside with a small child, Smolin grabbed the driver’s face during a verbal dispute. Smolin was arraigned in the Town of Roxbury Court where he was released on his own recognizance. His next court date is pending.
The Chenango County Sheriff’s Office arrested 58-year-old Mark Babcock of Otselic for 2 counts of Criminal Sale of a Controlled Substance, following a sealed indictment by a Chenango County Grand Jury. The Indictment alleged the sale of narcotics from Babcock’s residence; he was already in custody and is awaiting arraignment in the Chenango County Court.
Governor Cuomo today signed legislation to legalize interactive fantasy sports in New York State. The bill requires that fantasy sports companies must register with, and operate under regulations issued by, the State Gaming Commission. the legislation will generate approximately $4 million in revenue to fund state education aid. The legislation also takes steps to institute consumer protections for players for the first time, some of which include offering introductory procedures to new players, identifying highly experienced players, prohibiting the participation of minors and protecting players' funds upon deposit.

State Police arrested 22-year-old Cody Smolin of Roxbury, for endangering the welfare of a child and harassment, after troopers responded to report of a dispute inside a car in the Town of Roxbury. An investigation determined that, while being a passenger inside with a small child, Smolin grabbed the driver’s face during a verbal dispute. Smolin was arraigned in the Town of Roxbury Court where he was released on his own recognizance. His next court date is pending.
The Chenango County Sheriff’s Office arrested 58-year-old Mark Babcock of Otselic for 2 counts of Criminal Sale of a Controlled Substance, following a sealed indictment by a Chenango County Grand Jury. The Indictment alleged the sale of narcotics from Babcock’s residence; he was already in custody and is awaiting arraignment in the Chenango County Court.
Governor Cuomo today signed legislation to legalize interactive fantasy sports in New York State. The bill requires that fantasy sports companies must register with, and operate under regulations issued by, the State Gaming Commission. the legislation will generate approximately $4 million in revenue to fund state education aid. The legislation also takes steps to institute consumer protections for players for the first time, some of which include offering introductory procedures to new players, identifying highly experienced players, prohibiting the participation of minors and protecting players' funds upon deposit.
The Sidney Department of public Works announced that Pearl Street East from James Street to Prospect Street would be closed today. Crews will be replacing Storm Pipe; the work will be performed from 7:00 AM to 3:30 PM.

Otsego County Highway 18 from Gilbertsville to State Hwy 23 is also closed, County Officials & State DOT Officials remind motorists to never drive around barricades, as roads may be undermined below the road or along the edges.
The Chenango County Sheriff’s Office arrested three individuals after they were caught in the act of trying to steal catalytic converters from Menards Garage in the Town of Oxford. Detectives conducted surveillance in Menards Garage, and at approximately 12:30 am Saturday, 3 suspects attempted to remove a catalytic converter from a vehicle in the lot. After a short foot pursuit, 27 year old Casey Towndrow & 20 year old Monica Towndrow were taken into custody. 27 year old Joshua Shurock was arrested a short time later as he attempted to pick up a co-defendant from an area near the scene. All 3 were charged with Criminal Mischief, Conspiracy & Attempted Petty Larceny. They are scheduled to appear in the Town of Oxford Court at a later date. The City of Norwich Police Department and New York State Police assisted at the scene.
Retiring Area Congressman Richard Hanna announced that he would vote for Democrat Hillary Clinton over Republican businessman Donald Trump on Election Day in November. The 3-term Republican Congressman said that Donald Trump is "unfit to serve our party and cannot lead this country." Hanna said that he decided to take action this week after watching Trump criticize the Muslim American parents of a U.S. Army captain killed in Iraq. State police continue to investigate the November 1983 murder of 19-year-old Bessie Williams of Johnson City. Williams was reported missing when she did not return home after she picked up her paycheck at the Quality Inn Lodge and Convention Center in Endwell. In April 1985, State Police responded to a report of human skeletal remains in a wooded area in the Town of Barker, which were identified as Bessie Williams, State Police have been attempting to identify a suspect whose vehicle was towed in 1983, from a field bordering the wooded area, the suspect was described as an intoxicated white male, 25 - 30 years old, 5' 07 – 5'10", medium build with a noticeable "pot belly", wearing work boots, jeans and a blue wind breaker, in a late 70s white Ford hatchback, with unknown New York license plates. Anyone with information is asked to call the State Police at 561-7497 and ask to speak with Senior Investigator Terry Shultz.
The state Department of Health has never put to use any of the money generated through distinctive license plates and a license application check-off box to support New York’s organ donation campaign, according to an audit by State Comptroller Tom DiNapoli. The “Life Pass It On” Trust Fund, had a balance of more than $1 million and it has not been used since its inception over a decade ago. DiNapoli recommends that the Department of Health establish and implement fund management controls to ensure that special revenue funds are utilized for their intended purposes, Regular monitoring of fund activity; and Communicating with DMV regarding revenue deposits and possible collaboration of marketing/promotional efforts. State Police arrested 41 year old Jerry Stone Jr. of New Berlin for aggravated DWI, with a B.A.C result of .24% and other traffic tickets after a crash. Troopers responded to a Chenango County 911 report of a two vehicle crash on County Road 34 in the Town of Norwich. Stone was arraigned in the Town of Norwich court and was released without bail required. His next court date in the town of Norwich Thursday.

23 Year old Andre Lee of Binghamton was convicted Tuesday afternoon of 2nd-degree murder, assault & criminal possession of a weapon, in the death of 19 year old Scott Wright on July 4, 2014. Wright died 3 days later; Sentencing for Lee is scheduled for September 21st.

John Guzy of Bainbridge was sentenced to 40 years to life in prison, for the murder of 26-year-old Derek D. Prindle and attempted murder of Derek S. Prindle, the victim's father on October 27th, 2014, in front of the former Peak Fitness on State Route 7 in Bainbridge. Guzy was also ordered to pay restitution for funeral expenses for Prindle, among other related expenses, Guzy's attorney has filed a notice of appeal.
State Police arrested 19-year-old Jason McCrady of Greene, for 3rd degree Assault, criminal obstruction of breathing or blood circulation and harassment. This arrest occurred after troopers. McCrady is accused of punching, shoving & choking his girlfriend, causing injuries, he was also wanted on a bench warrant for aggravated harassment by State Police in Homer. McCrady was arraigned in the Town of Greene court and was remanded to the Chenango County jail on $1,000 cash bail or $2,000 property bond, pending court action on July 12th.
The trial of Almond Upton is scheduled to begin on July 11th In Broome County. Upton is accused of intentionally running down State Trooper Christopher Skinner as he was conducting an unrelated traffic stop on May 29 2014, on I-81 in the town of Chenango, Trooper Skinner was killed instantly.
The City of Oneonta Fire Department will be conducting a community risk assessment over the next few months. Department members will be walking through neighborhoods, checking out building exteriors & properties, they will be in uniform, will have Id's & they will not ask to enter a residence. State Police CNET along with State Troopers & Norwich Police executed a search warrant following an investigation into Heroin sales in the Norwich area. 54 year old Antonio Totten of Norwich was found to be in possession of crack cocaine, $1803. in cash, wax envelopes containing heroin, brass knuckles, marijuana, and 2 cell phones. Totten was charged with 2 counts of Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon & Unlawful Possession of Marijuana. Totten was arraigned & was remanded to the Chenango County Jail on $100,000 cash bail or $250,000 bond.
The Village of Sidney Police Department announced the Main Street railroad crossing will be closed to traffic today for repairs. Reopening of the railroad crossing is expected on Tuesday, Motorists are advised to use an alternate route.

The State DOT announced that construction work for the Prospect Mountain construction project will require alternating lane closures in the City of Binghamton, today through Thursday, from 7:00 AM to to 5:00 PM. Front Street will have periodic, alternating lane closures between Prospect Street and Bevier Street. Crews will be performing bridge pier work. Flag personnel will guide alternating traffic through the work zone. Work will be performed weather permitting. Motorists are advised to be alert for slow moving traffic and sudden stops.

The trial of Almond Upton is scheduled to begin on July 11th In Broome County. Upton is accused of intentionally running down State Trooper Christopher Skinner as he was conducting an unrelated traffic stop on May 29 2014, on I-81 in the town of Chenango, Trooper Skinner was killed instantly.
The City of Oneonta Fire Department will be conducting a community risk assessment over the next few months. Department members will be walking through neighborhoods, checking out building exteriors & properties, they will be in uniform, will have Id's & they will not ask to enter a residence. State Police CNET along with State Troopers & Norwich Police executed a search warrant following an investigation into Heroin sales in the Norwich area. 54 year old Antonio Totten of Norwich was found to be in possession of crack cocaine, $1803. in cash, wax envelopes containing heroin, brass knuckles, marijuana, and 2 cell phones. Totten was charged with 2 counts of Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon & Unlawful Possession of Marijuana. Totten was arraigned & was remanded to the Chenango County Jail on $100,000 cash bail or $250,000 bond.
The Village of Sidney Police Department announced the Main Street railroad crossing will be closed to traffic today for repairs. Reopening of the railroad crossing is expected on Tuesday, Motorists are advised to use an alternate route.
3 public meetings will be held today at Oneonta City Hall. The Operations, Planning & Evaluation Committee will begin their meeting at 4:00 PM, followed by the Finance & Human Resources Committee meeting at 5:00 PM, and the Zoning & Housing Board of Appeals at 7:00 PM. All 3 meeting will be held in the Common Council Chambers on the 2nd Floor of City Hall.
The State DOT announced that construction work for the Prospect Mountain construction project will require alternating lane closures in the City of Binghamton, today through Thursday, from 7:00 AM to to 5:00 PM. Front Street will have periodic, alternating lane closures between Prospect Street and Bevier Street. Crews will be performing bridge pier work. Flag personnel will guide alternating traffic through the work zone. Work will be performed weather permitting. Motorists are advised to be alert for slow moving traffic and sudden stops.
