Norwich Police Chief Rodney Marsh and Norwich Fire Chief Jan Papelino will be meeting with the public on Saturday in Downtown Norwich. Both will be at Deja Brew from 9:00 to 11:00 AM for a "Coffee with the Chiefs" event.
Starting Monday, June 6,, NYSDOT will be conducting single lane closures on State Route 28 between Lewis Rd and Turnpike Rd in the Town of Meredith to facilitate a shoulder-widening safety project. Alternating one-way traffic will be controlled by temporary traffic signals 24/7 through mid-August. At that time, the alternating closure zone will move south on NY-28 and is scheduled to last through Mid-October. The scope of this next closure is yet to be determined. A new Travel Advisory will be issued as the time approaches.
Otsego County Sheriff’s Office arrested 37-year-old Douglas Ostrander of Roseboom for 1st degree Rape, Predatory sexual assault against a child, course of sexual conduct, criminal sex act & Endangering the welfare of a child, the alleged sexual abuse happened in the towns of Milford, Cherry Valley and Roseboom. Ostrander was remanded to the Otsego County jail on $25,000 cash bail or $250,000 bond.

Binghamton's annual Spiedie Fest and Balloon Rally will return to August this year in Otsiningo Park. The 2022 Spiedie Fest and Balloon Rally will begin on Friday, August 5, continuing through the weekend. The festival's concerts will feature new performers this year, including Brian Kelley of Florida Georgia Line, Lou Gramm, formerly of Foreigner and Gary Levox of Rascal Flats. State Police updated information on Wednesday's head-on collision involving an SUV and a Trailways bus on State Highway 23 in the town of Davenport. The only occupant of the SUV, was 65-year-old Diane Bevins of Stamford, she was pronounced deceased on the scene. The driver of the bus, 44-year-old Joanna Reedman of Astoria, and a passenger, 59-year-old Aris Vavasis of Hartwick were transported to Bassett Medical Center with non-life-threatening injuries, 3 other passengers were not injured, the investigation is on-going.
New York’s legislature passed legislation banning anyone under age 21 from buying or possessing a semi-automatic rifle. New York already requires people to be 21 to possess a handgun. Younger people would still be allowed to have other types of rifles and shotguns. The bill would also require anyone buying a semiautomatic rifle to get a license, the legislation heads to Governor Hochul's desk for approval.
Delaware County Public Health will be conducting a Car Seat Event today at the Sidney Head Start at the Civic Center. Certified Child Passenger Safety Technicians will be on hand from 12:00 to 2:00 PM to check car seats and give instruction to parents and caregivers on proper car seat installation and use. American Red Cross Blood drives are continuing, as blood supplies remain low. Village of Sidney announced that there will be Water shut offs this afternoon due an emergency repair from 1:00pm - 3:00pm. Water will be shut off From Pleasant Street to Main Street on Bridge Street, From Clinton Street to Main Street on River Street, & on Main Street from Cartwright Ave to Bridge Street.

Oneonta Police are investigating the murder of a 24-year-old Kaleb O’Neill of Oneonta Monday. Oneonta Police Department received a 911 call of a male being stabbed in the alleyway of 6 Dietz Street, O’Neill had multiple stab wounds, 1st responders administered aid, he was transported to A.O. Fox Hospital, where he was later pronounced deceased. State Police Forensic Identification Unit and canine unit were called to the scene and an attempt to locate the suspects was undertaken but revealed no other information. The case remains under investigation by the Oneonta Police Department & State Police BCI & Major Crimes Unit. Anyone with additional information is asked to contact the Oneonta Police Detective Division at (607) 432-1111.
State Police responded to a report of a motorcycle that crashed on I-81 Friday. A trooper located a Harley Davidson that had crashed into a guide-rail in the town of Marathon. The operator, 44 year old Daniel McPhillips of Throop, Pennsylvania was later located deceased, The investigation is on-going.

The Oneonta Housing Authority receives over $293,000 & The Norwich Housing Authority receives over $299,000, the funding is part of 3.2 Billion dollars in funding to over 2800 Housing Authorities across the country to develop, finance or modernize Public housing.

State Police arrested 21 year old Joseph Hayes of Middletown and 26 year old Cory Bartley of Fleischmanns for breaking a window at a synagogue in Fleischmanns, May 20th. Hayes and Bartley entered synagogue property, and Hayes threw a large rock at the building, breaking a window. Bartley also threw a rock at the building, which did not cause any damage. Hayes is charged with criminal mischief, criminal trespass, Bartley is charged with criminal mischief, Troopers issued both men appearance tickets returnable to Middletown town court on June 23.

Fire fighters in Oneonta responded to a fire at 36 High Street Saturday. The Fire caused extensive damage to the rear of the building, all occupants safely evacuated, the cause of the fire is under investigation.
Firefighters from Unadilla & Wells Bridge responded to a fire at 184 Merriman Hill Road Sunday. The fire was confined to a garage, no injuries were reported & the investigation is continuing.

State Police arrested 21 year old Joseph Hayes of Middletown and 26 year old Cory Bartley of Fleischmanns for breaking a window at a synagogue in Fleischmanns, May 20th. Hayes and Bartley entered synagogue property, and Hayes threw a large rock at the building, breaking a window. Bartley also threw a rock at the building, which did not cause any damage. Hayes is charged with criminal mischief, criminal trespass, Bartley is charged with criminal mischief, Troopers issued both men appearance tickets returnable to Middletown town court on June 23.

Wilmarth is expected to be sentenced to 15 years to life upon sentencing in June.

Governor Hochul wrote that problems that needs to be addressed include Repeat offenders, those accused of hate crimes, judges should be allowed to set bail; even if the crime would not currently be bail-eligible. New York State plans to start testing wastewater in all counties across New York State for variants of the coronavirus and track changes in concentration. The sub-variant is responsible for an uptick in cases, making up about 42% in the state. State health Commissioner Dr. Mary Bassett and Governor Hochul stressed that vaccines continue to be a critical tool & people should take advantage of vaccines, and to contact their physician if they get sick, in order to avoid more serious illness.
Otsego County Sheriff's Office arrested 28 year old Robert Wehrenberg on a warrant for failure to appear in Otsego County Court. Wehrenberg previously failed to appear in Otsego County Court, a bench warrant was issued through Otsego County Court, he did make an appearance in court and was remanded to the Otsego County Correctional Facility, & will appear in Otsego County Court at a later date.

Senator Gillibrand said that currently, there are more than 400 federal programs dedicated to helping rural communities, spread across 13 departments, and over 50 offices and sub-agencies. This bill would cut federal red tape by establishing the Office of Rural Prosperity, a permanent office in the White House tasked with coordinating federal efforts to support and connect New York’s rural communities to federal programs.

35 year old Patrick Kain of Norwich was sentenced in federal court Thursday to 35 years in jail & 20 years post release-supervision on 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain was convicted in Chenango County Court of Sexual Abuse in 2014, which required him to register as a sex offender; he admitted that he created sexually explicit images & videos of 3 different victims approximately 5 years old.
Otsego County Sheriff Office arrested 33 year old Amanda Brown of Otego for Over-driving Torturing & injuring animals, & failure to provide sustenance. Brown was charged this week following a complaint to the Sheriff's Office, Brown Faces court action in Town of Otego Court at a later date.

The Albany County Sheriff's Office has filed charges against former Governor Andrew Cuomo for forcible touching, relating to an incident last December at the Executive Mansion in Albany. The Albany City Court issued a summons for Cuomo to appear in that court November 17th, investigations in other jurisdictions are continuing.
Otsego County Department of Health reported that the County remains at a HIGH level of community transmission, with 108 active cases, 28 new cases reported Thursday, with 7 Hospitalized. This Year, the Health Department is aware of 672 breakthrough cases of COVID in fully vaccinated individuals, which corresponds to 2% of the fully vaccinated population. There have been 3,185 cases in unvaccinated individuals, which corresponds to 15% of the unvaccinated population. An unvaccinated person is 7.5 times more likely to contract COVID-19, and 10 times more likely to be hospitalized & they are more likely to suffer more severe illness & death. Governor Kathy Hochul today signed a package of legislation that prohibits the sale of ghost guns, prohibits the possession of unfinished frames or receivers by anyone other than a licensed gunsmith or dealer in firearms and requires gunsmiths and dealers in firearms to register firearms in their possession. Governor Kathy Hochul today signed a package of legislation that prohibits the sale of ghost guns, prohibits the possession of unfinished frames or receivers by anyone other than a licensed gunsmith or dealer in firearms and requires gunsmiths and dealers in firearms to register firearms in their possession. Governor Kathy Hochul today signed several pieces of legislation aimed toward reducing drug-related overdose deaths across New York State and encouraging those suffering from addiction to seek help in their recovery. Governor Hochul said that 1 bill will decriminalize possession of opioid antagonists, which are drugs that block opioids by attaching to opioid receptors without activating them, another bill establishes a program for the use of medication assisted substance use disorder treatment for incarcerated individuals, another decriminalizes the possession and sale of hypodermic needles and syringes & another bill establishes an online directory for distributors of opioid antagonists, to be maintained by the Office of Addiction Services and Supports.

The State Office of Temporary and Disability Assistance is accepting applications starting Today, the Landlord Rental Assistance Program provides up to 12 months of past-due rent to landlords, the assistance is first come, first serve, for landlords who did not receive rent due to the COVID-19 pandemic, more information can be found at otda.ny.gov.
Delaware County Public Health reported 38 more cases of COVID 19 on Tuesday & Wednesday, they have 161 active cases, 8 hospitalized and they are back up to 299 quarantined. Delaware County still reports a 6.3% positivity rate, well above the state average. Only 50.9% of the County population are vaccinated, 63% of the positive cases are unvaccinated, 16% of the positive cases are Pre-K-12th students or school district employees.
Delaware County Clean Sweep Chemical Disposal Days are being held Friday for County Businesses and Saturday for homeowners. The County Solid Waste Department will collect various household chemicals for proper disposal such as paint, pesticides, automotive chemicals, glues, and pool chemicals, various types of light bulbs & sharps & syringes. The clean Sweep disposal days were able to be held on their usual days in October this year, last year they were forced to hold the event later in the year due to the COVID pandemic & subsequent shutdown.

A Chenango County man was arraigned in federal court Tuesday, 42 year old Brian Whipple of New Berlin was indicted for receipt and possession of child pornography, from 2009 to 2020, and allegedly possessed the images on multiple devices. Whipple faces a minimum of five years and a maximum of 20 years in prison if convicted. He would also have to register as a sex offender and could be fined up to $250,000.
The American Red Cross is experiencing an emergency blood shortage and must collect 10,000 additional blood products each week for the next several weeks to meet hospital and patient needs. Donors of all blood types, especially type O, are urged to make an appointment. A blood drive is being held today in Delhi, from 1:00 to 6:00 PM at the Delhi Alliance Church on state Route 28. Appointments can be made by using the Red Cross Blood Donor App, visiting RedCrossBlood.org or calling 1-800-RED CROSS.

The State Department of Transportation will hold a public meeting on Wednesday, September 22 at 5:30 PM, to present the design plans for improvements to pavement, sidewalks and drainage on State Route 7 in the Village of Otego. The project will enhance bicycle and pedestrian safety and improve resiliency along Main Street from the I-88 ramps to the Otsdawa Creek Bridge. The in-person event will take place at the Otego Fire Department at 5 River Street in Otego. State Police are investigating the intentional burning of a pride flag outside of a home in Gilbertsville. The flag was hanging on the front porch of the home on Spring Street when it was set on fire sometime between September 9 and September 12. The fire also caused minor damage to the paint on the front porch. The homeowner also reported that another pride flag and a “Keep it Kind” lawn sign were stolen from the same property several weeks ago. It is unknown at this time if the incidents are related. Anyone with information is asked to New York State Police at (607) 561-7400.

Chenango County Sheriff's Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

Governor Kathy Hochul announced a Special Session of the State Legislature today to address New York's rent and eviction crisis, the Open Meetings Law, and the state's cannabis program. Governor Hochul also announced she is extending New York State's eviction moratorium to January 15, 2022.
Chenango County Public Health announced that a Moderna COVID 19 Vaccine clinic will be held today at the old Label Shopper location for 3rd doses, from 10:00 AM to 12:00 Noon for those that are eligible. Governor Kathy Hochul today announced that $89 million in child care provider stabilization grant funds have been disbursed. More than 10,600 of New York State's 18,000 eligible child care providers have applied for Child Care Stabilization Grant funding. To date, child care providers have requested $585 million of the available $1.1 billion in federal funding. The New York State Office of Children and Family Services is administering the funds.

Chenango County Sheriff's Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

The Binghamton Rumble Ponies announced that today's game against Richmond at Mirabito Stadium has been postponed in conjunction with Minor League Baseball due to Covid-19 health and safety protocols as well as inclement weather in the forecast. State police have identified the deceased in a Hit & Run Motor Vehicle & Pedestrian accident on August 15th, or 16th as 72 year old Alan Weill of Oneonta. State Police continue to ask the public to call them at 561-7400 if they were in the area and may have observed anything. Police announced earlier in the week that that had located the vehicle involved in the hit & run accident, which occurred on State Route 205 near Country Club Road in the town of Oneonta.
Delaware County Public Health received 61 new positive cases of COVID-19 in the last week; there are currently 90 active cases in the county with 3 hospitalizations & 126 quarantined. According to The CDC Delaware County is currently at high level of community transmission. The CDC and Delaware County Public Health recommend that everyone, even those who are fully vaccinated, wear a mask in indoor public locations, to maximize protection from all variants. In New York State, the Delta variant of COVID-19 has been found to be the predominant strain of COVID-19 currently circulating.
State Police reported that 27 citations were issued during an Operation Hard Hat detail in Broome County Thursday. Troopers were set up while workers completed bridge work along Interstate 81 in Binghamton; they issued 19 tickets for speeding, 2 for violating seatbelt laws, & 6 for other violations.
The CDC recommends that people with moderately to severely compromised immune systems should receive an additional dose of a COVID-19 vaccine about 28 days after a 2nd dose of either the Pfizer or Moderna COVID-19 vaccines. The additional dose of COVID-19 vaccine is recommended only for those being treated for solid tumors or malignancies, those who have had organ transplants, those receiving STEM cell transplants, those being treated with certain cortisone therapies, or those with Chenango County Public Health will host a 3rd dose Moderna Vaccine Clinic on September 1st, at the South Plaza in Norwich from 10:00 AM to 12:00 Noon. Delaware County Sheriff's Office arrested 2 people Tuesday after Deputies responded to a burglary reported in the Town of Hamden. The home owner's Video captured 2 subjects, 1 with a handgun, who forcefully entered the home. Randy Hawkins of Morris was taken into custody by State Police; George Klinger was taken into custody at his Morris residence by members of the Delaware County Sheriff's Office and State Police. Officers executed a search warrant at Hawkins’ and Klinger’s Morris residence and recovered a quantity of firearms, ammunition and other property reported stolen in recent Delaware County burglaries. Hawkins and Klinger were charged with 1st degree burglary and criminal use of a firearm, they were arraigned in the Town of Hamden Court, Hawkins was remanded to the Delaware County Correctional Facility on $75,000 cash bail and Klinger was remanded on $40,000 cash bail. The investigation is on-going and more arrests are anticipated.

The Rotary Club of Sidney and the Cullman Developmental Center will hold an event for children this Sunday, from 1:00 to 3:00 pm, "The Buzz about Honeybees" will be held at Keith Clark Park on River Street in Sidney, Rotary Spokesman Larry Halbert told WCDO News that it is a safe event for the children:
