Norwich Police arrested 27 year old Caleb Alexander of Columbus Ohio for Criminal Impersonation following an investigation into an adult who was using foul language and disrespecting staff at the Norwich YMCA. Alexander was using a number of incorrect identifications, detectives learned that Alexander later went to Norwich High School, where he allegedly used a false name, date of birth, and address in an attempt to enroll and gain access to the school. Detectives located Alexander a short time later, and he was taken into custody without incident. Alexander was wanted on a parole/probation warrant from Ohio for robbery and impersonating a police officer. Ohio authorities have confirmed that they intend to extradite Alexander to face those charges. Norwich Police stated that no children were harmed, and the suspect never made it beyond the high school office. Alexander is currently being held pending an extradition hearing in Chenango County Court.
The Autumn Family Fun Event will be Held at Peila Farms in Oxford on both days this weekend, free vouchers are available for families with children for special health care needs to enjoy the day's activities, those families can pre-register for the vouchers, Erica Curtis of the Chenango County Public Health explains:

State Police in Troop C are hosting 2 child car seat check points over the weekend, 1 on Saturday from 11 am. – 2 pm. at Glimmerglass State Park in Cooperstown, another on Sunday from 11 am. – 2 pm. at Chenango Valley State Park in Chenango Forks. New York State Law requires that all children must be restrained in an appropriate child restraint system while riding in a motor vehicle until they reach their 8th birthday. All children under the age of 2 must ride in a rear-facing car seat, more information is available by calling Troop C at (607)561-7400 and ask for Traffic.

Delaware County Sheriff’s Office responded to a 911 call reporting that 36-year-old Gerald Walke of Walton made threats to harm himself by use of a firearm.  Deputies took Walke into custody, transporting him to a treatment facility. Investigators received a Temporary Extreme Risk Protection Order, from the County Supreme Court, requesting the removal of Walke’s right to possess rifles, shotguns, or firearms. Explosive Detection K-9 Edge was deployed, the team located precursors for bomb and explosive device construction, a rocket launcher, a rifle, drug paraphernalia & a device believed to be a homemade explosive device. A 2nd warrant was issued, the State Police Bomb Disposal Unit responded and disabled devices, & they seized controlled substances, a handgun, explosive devices, and items used for the construction of explosive devices. Walke was charged with Criminal Possession of a Firearm, Criminal Possession of a Weapon, 4 counts of Criminal Possession of a Controlled Substance with intent to sell, he was arraigned & was remanded to the Delaware County Jail on $25,000 cash bail or $50,000 secured bond.

The 29th Annual Delaware County Clean Sweep will be held in October this year, where residents can properly dispose of a variety of household chemicals, Solid Waste Coordinator Tyson Robb told WCDO News that resident, farms & businesses can start registering now:

Robb said that for those without the internet, there will be a 2 week period in September to phone in for a registration period.
The 2026 property tax levy growth will be capped at 2% for local governments that operate on a calendar-based fiscal year, according to State Comptroller Tom DiNapoli. This figure affects tax cap calculations for all counties, towns, and fire districts, as well as 44 cities and 13 villages. DiNapoli’s office calculated the 2026 inflation factor at 2.64%, The tax cap, limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions. The law also includes a provision that allows municipalities to override the cap.

Delaware County District Attorney Shawn Smith announced the unsealing of an indictment that charged 44 year old Chad Walters of Unadilla, with 1st degree Rape, for allegedly forcibly raping a physically incapacitated female at the victim’s home in Sidney in 2024. The case was presented to a Grand Jury, a warrant for Walters arrest was issued, Sidney Police attempted to locate him, he was found in Texas, he was taken into custody, and was returned to New York by Sidney Police Detective Sergeant Dionne and Officer Wheeler. Walters was returned to Delaware County Court and the indictment was unsealed, Walters was arraigned on the rape charge & he was remanded to the custody of the Delaware County Sheriff on $50,000 cash bail or $250,000 bond.

37 year old Paul Fontana, Jr. of Delhi pleaded guilty to Attempted Criminal Possession of a Weapon in Delaware County Court Monday. Fontana appeared for a scheduled suppression hearing, prior to the hearing, he pleaded guilty in order to satisfy an indictment which alleged that Fontana had illegally possessed 10 or more firearms, including “ghost guns” in his home. The Village of Delhi Police and the Delaware County Sheriff’s Deputies responded after a complaint was lodged that Fontana was making threats to harm himself and others. Fontana will be sentenced to serve 6 years in state prison, and an additional 5 years of post-release supervision.
Otsego County Public Health will hold a free rabies vaccination clinic for dogs, cats & ferrets this evening, at Clifton Park in Unadilla, the clinic will run from 6:00 to 8:00 PM.

On July 3, State Police conducted an Underage Drinking Initiative in Chenango and Otsego Counties. During the initiative, 10 businesses were checked for compliance. All ten were found in compliance and did not sell any alcohol to the underage operative, in Norwich, Oxford, Greene, Smithville Flats & Morris. During these investigations, businesses are checked utilizing a Trooper in plain clothes and one or several underage operatives who cannot lie about their age or provide a false date of birth. State police also announced that 22 people were arrested for DWI, from June 28th to July 5th in Troop c.
The Delaware County Fair returns in August to the Fairgrounds in Walton, Spokesman Jason Craig said that the expanded entertainment area allows for several new activities this year:

31 year old Derek Wignall of Hancock was sentenced to a 5 year period of probation supervision for the crime of Criminal Contempt in the First Degree. On May 31st, Wignall violated an Order of Protection by contacting the protected party while incarcerated on an unrelated matter, Wignall was placed back into custody following the violation of the Order of Protection. Wignall pleaded guilty to the charge he was sentenced to a five-year period of probation supervision and 180 days of Electronic Monitoring both to be supervised by the Delaware County Probation Department.

The Otsego County Health Department announced that a bat has tested positive for rabies in Burlington Flats today. There was 1 human exposure, that person is undergoing post exposure vaccinations. 31 year old Thomas Harris of Unadilla was sentenced to a 5-year term of probation supervision for 4th degree Arson in Delaware County Court. On June 4th, 2022, State Police responded to reports of a structure fire in the Town of Sidney, Troopers discovered beer bottles, some with gasoline, the victim told Troopers that Harris threw the bottles, starting the fire. Investigators obtained DNA Swabs from Harris, Harris's DNA was on the bottles, he was arrested & Harris pled guilty to Arson. Harris was directed to immediately report to the Delaware County Department of Probation.
The State Department of Labor today released preliminary local unemployment rates for August, New York State’s seasonally adjusted unemployment rate held constant at 3.9% in August 2023. Locally Chenango County had 3.2% unemployment, Delaware County 3.8% and Otsego County 3.6% in August.

4 people have been arrested after the discovery of multiple illegal items in Binghamton. The Broome County Special Investigations Unit Task Force, along with the Binghamton Police Department Community Response Team and Patrol Division executed a search warrant Tuesday at 35 Baxter Street, Officers seized weapons, $3,540 in suspected drug proceeds, Oxycontin and items used for packaging and weighing narcotics. Arrested were 47 year old Jaime Marte-Viera, 27 year old Juan Genao, 20 year old Sincere Pryor and 32 year old Tyron Howell on a variety of Drug & Weapons Charges, all face court action shortly.
The State Comptroller's Office reported that local government sales tax collections in New York state totaled $5.7 billion in the 2nd quarter of 2023, an increase of 3%, compared to the same period last year. 2nd quarter growth was lower that the 1st quarter, due to a steep drop in gas prices, sales tax collections on motor fuels decreasing by -19% year over year.

Otsego County Sheriff's Office arrested 32 year old Tyler Newman of Unadilla following a motor vehicle accident on April 24, 2023 in the Town of Unadilla. Newman was charged with Driving While Intoxicated, Aggravated DWI, Refusal to Take Breath Test, Speed not reasonable and prudent among other charges, on County Highway 3 in Unadilla. Newman will appear in Town of Unadilla Court on May 8th.

The Trial of Nauman Hussain starts today in connection with the fatal crash of Hussain's Prestige Limo that crashed in Schoharie, killing 20 people in October 2018. Hussain is facing 20 counts of manslaughter and criminally negligent homicide, Jury Selection began this afternoon in Schoharie County Court.
The Broome County Special Investigations Unit Task Force raided 41 Doubleday Street on Tuesday. Police seized Opioids, methamphetamine, suboxone strips, 5 long guns and 2 handguns, they arrested 47 year-old James Roberts on drug and weapons charges & 43 year-old Danielle Ashdown on weapons charges. Thursday, officers pulled over a vehicle with stolen plates in Binghamton and seized hydrocodone, ecstasy and a pair of handguns, 1 was reported stolen from Owego, they arrested 44 year-old Rondell Wright, 34 year-old Calvin Chambers, 24 year-old John Carter and 38 year-old Shauna Massey. On Thursday, officers raided 1 Lawton Avenue in Binghamton and seized meth, fentanyl and drug selling materials. Police arrested 39 year-old Robert Titus on drug charges.
On April 22, Broome County Sheriff’s Office patrol responded to motor vehicle accident at State Route 12 and 12A in the Town of Chenango, 50 year old Jennifer Chamberlain of Binghamton was talked out of the vehicle by a deputy as gas was spilling onto the pavement, fire fighters responded to the crash and leak. Chamberlain attempted to make a turn, but veered wide left, crossing lanes of traffic. Her vehicle jumped over a raised curb and continued over a mulch bed striking several signposts and bushes before coming to a stop in the gas station parking lot. The broken signposts had ruptured the vehicle’s gas tank. Chamberlain's BAC was .27%, over 3 times the legal limit, she was charged with Driving While Intoxicated, Aggravated DWI with a BAC of 0.18 or more, Speed Not Reasonable & Prudent, Aggravated Unlicensed Operation among other charges, she was arraigned and released on an appearance ticket for Town of Chenango Court.

Delaware County Sheriff's Deputies arrested 30-year-old Kassondra Pierce of Hamden for endangering the welfare of a child. Deputies received a complaint from Child Protective Services with possible allegations of physical abuse regarding a juvenile. Pierce is accused of striking the victim with excessive force, Pierce was processed and released with an appearance ticket returnable to the Town of Hamden Court at a later date.

Delaware County Sheriff's Deputies arrested 31 year old James Cook of Masonville following an incident on September 8th. Members of the Sheriff’s Office & the owner of a property had completed a court ordered eviction at State Highway 206 in Masonville, Deputies returned to a reported trespass in progress, Deputies’ located Cook, he was charged with 2 counts of Criminal Mischief, 1 count each of Aggravated Harassment, Criminal Trespass, and 2nd degree Burglary. Cook was arraigned in the Town of Masonville Court and remanded to the Delaware County Correctional Facility pending future court action.

Former Governor Andrew Cuomo won a lawsuit Tuesday in which he challenged New York’s defunct JCOPE agency’s attempt to seize his profits from a $5.1 million book deal his handling of the COVID-19 pandemic. JCOPE determined that Cuomo improperly used state staff and resources while writing his 2020 memoir, "American Crisis.” they ordered him to surrender his compensation to the state. Albany County Supreme Court Justice Denise Hartman ruled in Favor of Cuomo Tuesday, JCOPE no longer exists & current Governor Kathy Hochul is looking to establish a new ethics commission.

Delaware County Public Health reported 38 more cases of COVID 19 on Tuesday & Wednesday, they have 161 active cases, 8 hospitalized and they are back up to 299 quarantined. Delaware County still reports a 6.3% positivity rate, well above the state average. Only 50.9% of the County population are vaccinated, 63% of the positive cases are unvaccinated, 16% of the positive cases are Pre-K-12th students or school district employees.

A Chenango County man was arraigned in federal court Tuesday, 42 year old Brian Whipple of New Berlin was indicted for receipt and possession of child pornography, from 2009 to 2020, and allegedly possessed the images on multiple devices. Whipple faces a minimum of five years and a maximum of 20 years in prison if convicted. He would also have to register as a sex offender and could be fined up to $250,000.
Delaware County Board of Elections reminds County Voters that October 8th is the last day to register in person and to postmark a registration form for the November 2nd General Election. Early voting will be in the County Office in Delhi will be from October 23rd through October 31st. More information is available at 832-5321.

The Otsego County Health Department reported 1 more COVID 19 death Thursday, bringing their total of deaths from COVID for this year to 48 & 67 deaths since the pandemic began. The Department reported 20 new cases Thursday with 173 active cases, 7 hospitalized & 5267 total cases since March of 2020.

Chobani is hosting its 6th annual Community Giveaway at the Chenango County Fairgrounds in Norwich to show appreciation to the Central New York region.  This year’s event moved to a larger venue due to the Coronavirus. All the fun takes place with Chobani on Saturday, from 10:00 AM to 12:00 Noon while supplies last. Every December, the company hands out 5,000 free cases of Chobani products as a thank you gift to local residents.
Chenango County Public Health announced that they had 652 COVID 19 cases since March, with 51 Active Cases, 268 Quarantines & 4 Hospitalizations. there have been 11 deaths, 588 recoveries & over 45,700 tests performed.
Broome County Health Department announced that they had 106 more COVID 19 positive cases Friday, bringing their total up to 5596 since the Spring, they have 622 active cases, with 30 hospitalized, there were 4 more deaths, their death toll is up to 140, over 4200 are being monitored by the Health Department.

State Police issued 1,779 tickets during this year's Operation Hardhat, an initiative between State Police, the State Department of Transportation and others, to crack down on work zone violations and highlight the importance of safe driving when encountering construction, maintenance and emergency operations along state highways.   The number of violations issued was 69.8% Higher than the 2019 Operation Hard Hat.
Otsego County Department of Health reported 16 new cases of COVID 19 on Thursday, the county has had 1356 total confirmed cases, they report 91 active cases with 10 hospitalized, and there have been 8 deaths.
The 24th Annual Delaware County Clean Sweep began today & continues Saturday.  Farms, businesses & local governments will bring their hazardous materials for collection Friday at their designated times, households that have registered will bring their hazardous items Saturday.

State & Local Health Departments are seeing a rapid increase in COVID 19 cases in the last month, with a state wide increase in Hospitalizations of about 350% since November 1st.  Heather Warner of Delaware County Public Health told WCDO news of the latest trends that they are finding with COVID 19 positive cases:

Warner said that people need to remember to wash their hands, wear their facemasks correctly, socially distance by 6 feet and avoid large gatherings or event get together with a small number of people in one residence or location.
Chenango County Public Health announced their 11th death from the COVID 19 virus today.  They report 51 active cases, 4 hospitalizations, 268 are quarantined & they are up to 652 cases since the Spring with 588 recoveries.
Delaware County Sheriff’s Deputies were dispatched Wednesday morning to a tractor trailer rollover on County Highway 16 in the Town of Delhi.  Deputies located a pick-up truck and flatbed trailer  carrying a farm tractor that had overturned while navigating a sharp curve, the driver 76 year old Donald Hebbard of Franklin, was not injured,  diesel fuel was spilled from the farm tractor & the DEC Spill Team responded to the scene for evaluation and clean-up.  Hebbard was issued a ticket for speed not reasonable and prudent.
The 24th Annual Delaware County Clean Sweep days begin tomorrow & continue on Saturday.  Farms, businesses & local governments will bring their hazardous materials for collection Friday at their designated times, households that have registered will bring their hazardous items Saturday.

Otsego County Department of Health reported 16 new COVID cases reported Wednesday, they report 91 active cases, 11 are hospitalized, they've had 1340 total confirmed cases with 8 deaths, and 766 cases are linked to SUNY Oneonta & 71 confirmed cases linked to Hartwick College.
Delaware County Public Health announced that they had 8 more new cases of COVID Wednesday, they have 76 active cases, 4 are hospitalized, & 255 are quarantined.  Delaware County has had 389 total cases, with 304 recoveries and 9 deaths.
The Delaware County Chamber of Commerce & Delaware Opportunities have teamed up for the annual Toys for Tots campaign, Area drop off points include Delhi Telephone Company, Arc of Delaware County, Beaver Mountain Log Homes in Deposit, Mirabito Energy Products on Steiner Road in Sidney & the Sidney Airport.  The campaign runs through tomorrow when Chamber staff will pick up the toys from member businesses, more information is available at 746-1600.
Broome County Health Department reported 3 more deaths from COVID 19 Wednesday, they have had 134 deaths since March; they've had 5395 cases so far, with 4693 recoveries and over 4000 are being monitored by the department.
Chenango County Sheriff’s Office arrested 64 year old John Brussell of Oxford for aggravated unlicensed operation. After conducting a traffic stop on State Highway 12 in the Town of Oxford, Brussell is accused of operating a motor vehicle without a valid New York State driver’s license. Brussell was released on an appearance ticket and is to return to the Town of Oxford Court on a later date.

They report 4279 total cases, 3724 recoveries & they are still monitoring over 4200 people. The Health Department has learned of a person who was on a Greyhound bus traveling from Port Authority, in New York to Binghamton on November 7th between 10:00 AM & 2:00 PM, has tested positive for COVID-19, anyone who was on that bus should self-quarantine until November 22nd & they should contact a healthcare provider if COVID symptoms develop.
Chenango County Public Health announced that they have gone over 500 total cases of COVID 19 since March with 501. They have 44 Active Cases, 263 Active Quarantines, with 3 Hospitalizations, 439 Total Recoveries, 10 deaths, & they have conducted over 41,000 tests.
Delaware County Public Health released their latest statistics Sunday, 4 new cases were reported, following 2 new cases on Saturday, they are up to 64 active cases, 11 are hospitalized & quarantines are at 204. Delaware County has had 273 total cases, 200 recoveries & 9 deaths.
Otsego County Department of Health had 12 cases of COVID 19 reported over the past 2 days, the number of community cases with no identifiable exposures are rising. Otsego County is up to 1098 total confirmed cases, with 44 active cases, 2 are hospitalized, there have been 8 deaths, 756 are linked to SUNY Oneonta & there are 65 confirmed cases in Hartwick College students.

Chenango County Public Health announced that they had 2 more positive COVID 19 Wednesday, giving them 253 since March.  They have 4 active cases, 2 patients are hospitalized, 75 are in quarantine, there have been 7 deaths and 229 recoveries, over 29,000 tests have been conducted.
Delaware County Sheriff's Deputies  & Downsville Fire & EMS were dispatched to a roll-over accident on County Highway 7 in the Town of Colchester that was reported by “On-Star”.   19-year-old Parker Rosencranse of Roscoe lost control of his vehicle which ran off the roadway, into a ditch and overturned.  Rosencranse was arrested and charged with the DWI, failure to keep right, moving from lane unsafely, unauthorized sticker, among other charges, Rosencranse was released on traffic summonses directing him to appear in the Town of Colchester Court on a later date to answer the charges. Rosencranse & an unidentified passenger were not injured.

Congressman Anthony Brindisi announced today that the VA Clinic in Bainbridge will remain open.  Brindisi stated that the US House passed his legislation to protect the Bainbridge VA clinic as part of the annual Military Construction and Veterans Affairs funding bill.  More than 3,600 Veterans reside in Chenango County.

The Otsego County Health Department announces  free testing for COVID 19 on Thursday August 6, from 9:00 AM to 12:00 Noon in the Town of Worcester Municipal Building at 19 Katie Lane.  This testing site for people who are not sick but want to be tested, by the nasal swab method.   This is a drive up testing site. Individuals will be required to remain in their vehicle and wear a mask when pulling up to the testing tent.  This testing site is for Otsego County residents only, registration is requested at 547-4279.
State Police arrested 51 year old Deborah Caserta of Mount Vision for Driving While Ability Impaired by Drugs.  Troopers stopped Caserta on County Road 48 in the town of Oneonta after receiving numerous complaints in the area of an erratic driver.  Caserta was processed and issued appearance tickets to the town of Oneonta court on August 25, then released to a sober third party.

A 2nd child involved in Sunday's crash in Tioga County has
died from injuries sustained in a 2 vehicle crash.  11 year old Trinity Allen died at a Syracuse
Hospital, her brother Zachary died shortly after Sunday's accident on State
Route 17.  Tioga County Sheriff's office
said that the driver, 38 year old Darlene Allen was coming to a stop after
hitting a deer, her vehicle was hit from behind by a tractor trailer
truck.  Darlene Allen was in critical
condition at Packer hospital with undisclosed injuries following the accident,
the investigation is ongoing.
A New York State Appeals Court has upheld the Murder
Conviction  of Nigel Saunders for the
murder of Jordan Dordell in Binghamton in November of 2013.  Saunders & Julian Talamantez were
convicted in Broome County court for the Dordell killing, Saunders will
continue to serve his 25 years to life sentence following the failure of his
appeal.
The Broome County Sheriff’s Office is currently looking for
Jordan Hawk on an outstanding warrant, he is known to frequent the Anne Road
area in the Town of Windsor,   he is
described as a White Male, 5'5" about 130 pounds with Brown hair &
brown eyes, he is wanted on a violation of parole for criminal possession of a

A Census Bureau Representative will be at the Otsego County Chamber of Commerce office at 189 Main Street in Oneonta Friday afternoon from 2:00 to 4:00 PM, to assist with the online application and to answer any questions for anyone interested in getting information for the 2020 census.   The  Census Bureau is seeking thousands of people to assist with the 2020 Census count and they are actively recruiting for Census Listers and Census Field Supervisors.  No experience or education is required, more information is available at 2020census.gov.

Governor Cuomo signed legislation restricting non-profit
corporations from participating or intervening in any political campaign on
behalf of or against a candidate running for public office. The measure
codifies the federal restriction on non-profit corporations participating or
intervening in political campaigns, also known as the Johnson Amendment.     In June 2018, the Attorney General filed a
civil complaint alleging that the Donald J. Trump Foundation had violated the
Johnson Amendment's prohibition on providing support to candidates in office
which resulted in the Foundation's dissolution.

said that the attorneys for the limousine company's operator, Nauman Hussain,
had wrongly cast blame on Mavis, where workers had allegedly Billed Hussain for
brake work on the 2001 Ford Excursion that was not performed, several months
before the deadly accident.  Hussain has
been charged with 20 counts of manslaughter and criminally negligent homicide
by a Schoharie County Grand Jury

Governor Cuomo today signed
legislation prohibiting the performance or supervision of a pelvic exam on an
anesthetized or unconscious person without informed consent. The legislation
also makes it professional misconduct to perform unauthorized pelvic exams.
This legislation takes effect in 180 days.

Further Action” at the Amphenol Superfund Site on Delaware Avenue in Sidney at

State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

The Oneonta Police Department is
alerting residents of a scam.   A City
resident received mail with a Portugal, Spain postmark, that claims that the
recipient won a large sum of money in a lottery, and personal banking
information was needed to pay out the winnings.
Police said that the documentation appeared legitimate, however they
warn residents to never send any personal or banking information in cases like
this.  Anyone with information on a scam
can contact the State Attorney General's office and use their online complaint
form located online at ag.ny.gov/complaint-forms.

Governor Cuomo signed a bill into law Tuesday that lets
police agencies obtain more information on a Firearm License Application.  The legislation closes a loophole and will
give law enforcement access to out-of-state records.  Previously, New Yorkers could buy guns
outside of the county that they live in and stores would not be able to see
out-of-state gun applications or background checks.

without an Inspection Certificate, driving with an Obstructed view &

SUNY Oneonta officials estimate
that about 2000 new students are moving in today, as classes start for the fall
semester on Monday.   A number of

Delaware County Sheriff’s Deputies arrested 23 year old
Joseph Hahn of Walton for Driving While Ability Impaired due to Drugs,
following an investigation of a 4 car motor vehicle accident on Main Street in
Delhi.   Hahn allegedly rear ended a
parked vehicle, causing damage to an additional two vehicles, while operating a
motor vehicle while impaired by drugs.
Hahn was released on appearance tickets, and was scheduled to appear
before the Town of Delhi Court at a later date for further process.
Chenango County Sheriff’s Deputies arrested 47 year old
William Johnson for criminal possession of a controlled substance, for
allegedly possessing Methamphetamines, crack cocaine & a narcotic during a
traffic stop.  Johnson was arraigned in
the Town of Plymouth Court & was remanded to the Chenango County Jail on
cash bail pending additional court action in the Town of Plymouth Court.
Delaware County Sheriff’s Deputies arrested 31 year old
Alycia Possemato of Guilford for Attempted Assault & Criminal Obstruction
of Breathing or Blood Circulation, following a domestic dispute at the Delaware
County Fair. Possemato was arraigned and remanded to the Delaware County
Correctional Facility on $1,000 cash bail pending action in Village of Walton
Court on a later date.
The State Department of Labor today released preliminary
local area unemployment rates for July 2019. The State wide rate was 4%, locally;
Chenango & Otsego Counties had 4% unemployment, Delaware County 4.5%.

State Police arrested 38 year old Tammy Armstrong of Sidney for Obstructing Governmental Administration and Resisting Arrest. Troopers say she avoided them for days, Investigators and Sidney Village Police located both at Oak Avenue in Sidney. Armstrong was released on appearance tickets where she will have to appear in the village of Sidney Court on October 30th.

State Police arrested 19 year old Nathaniel Rowe of Coventry for Grand Larceny & Criminal Possession of Stolen Property. Troopers learned that a Toyota Camry was stolen from State Route 7 in the town of Afton, Troopers also received a report that an ATV was taken from a property in the town of Coventry. The Toyota Camry was found behind a barn on Buckley Hill Road in the town of Coventry. Investigators determined that the suspect in both cases was Rowe and he was arrested, he was also found to be in possession of a stolen credit card. Rowe was arraigned in the town of Afton Court where he was remanded to the Chenango County Jail on $10,000 cash bail or $25,000 bail bond. This case is under investigation.
Governor Cuomo announced that more than $3.4 million in projects in the Southern Tier are expected to begin this fall to help flood-prone communities plan and prepare for extreme weather events as they continue to recover from Superstorm Sandy, Hurricane Irene and Tropical Storm Lee. The funding is part of more than $41.1 million in NY Rising Community Reconstruction projects slated to get underway across the state this fall. The 3 Broome County projects were identified by NY Rising Community Reconstruction Planning Committee members as priorities for their neighborhoods and are among hundreds across the state funded by the Governor's Office of Storm Recovery NY Rising Community Reconstruction Program.

The Delaware County Sheriff’s Office arrested Mark Tubbs and Angela Huggins both of Sidney, for 1 count each of Unlawful Possession of Marijuana and Endangering the Welfare of a Child. The pair are accused of possessing marijuana in their apartment, where a 9 year old child also resided. The arrests came during the execution of arrest warrants at the Huggins and Tubbs residence by the Delaware County Sheriff’s Office Special Response Team. Both Huggins and Tubbs will appear in the Village of Sidney Court shortly to answer these charges.
Delaware County Sheriff's Department Investigators arrested 35 year old Philip Albergo of Meridale and charged him with Criminal Possession of a Weapon, Unlawfully Dealing With Fireworks and Dangerous Fireworks. Albergo was out on Probation on an unrelated charge, Probation Officers discovered a high capacity ammunition feeding device, which is banned in New York State, they also seized numerous unlawful fireworks. Albergo is being held at the Delaware County Correctional Facility as a Probation Violator, to be arraigned in the Town of Meredith Court on these charges at a later time.
Delaware County Sheriff’s Deputies arrested 39 year old Eric Rossman of Davenport for criminal possession of stolen property, following an investigation into a stolen vehicle in the Town of Harpersfield earlier this year. Deputies encountered Rossman after responding to an accident in the Town of Delhi where he left the scene, they also discovered that Rossman was operating a motor vehicle with a suspended license, which led to several other charges. 19th Congressional District Candidates will be debating in Walton on Tonight from 6:30 - 8:30 p.m., at the Walton Theater on Gardiner Place. Congressional candidates who have secured a place on the ballot have been invited, including incumbent John Faso and Democratic challenger Antonio Delgado, Green Party candidate Steven Greenfield and Independent Diane Neal. State Police have arrested a 67-year-old Douglas Slater following a stabbing in the town of Conklin Sunday night. State Police responded to 663 Conklin Road to the report of a vicitm with a stab wound, and the fleeing of the suspect by car. Slater was spotted in a vehicle by Binghamton Police, he was charged with 1st Degree Assault & was remanded to the Broome County Jail without bail, the victim was transported to Wilson Memorial Hospital in Johnson City where he underwent surgery.
Delaware County Sheriff’s Deputies arrested 23-year-old Cheyenne Strong of Bainbridge on an arrest warrant issued by the Town of Davenport Court for Criminal Contempt. Strong allegedly violated an active order of protection & was arraigned in the Town of Walton Court and was released on her own recognizance. She is scheduled to return to the Davenport Town Court at a later date to answer the charges.
Delaware County Sheriff’s Deputies arrested 31 year old Eduardo Torres Jr. of Walton for Aggravated Unlicensed Operation of a motor vehicle, following a traffic stop on State Highway 10 in the Town of Hamden. Deputies allege that Torres's vehicle was stopped on a dangerous turn on State Highway 10, impeding traffic, and that he had his license suspended. Torres is scheduled to reappear in the Town of Hamden Court at a later date.

Delaware County Sheriff's Deputies, Walton Village Police, New York State Police, & several local Emergency Squads responded Thursday to a head-on collision, with 5 victims and 1 entrapment, on County Highway 21 near the intersection of Russell Road in the Town of Walton. The Investigation by Sheriff's Deputies determined that 42 year old Jeremy Shaw of Walton was driving a pickup truck when he crossed over the center line and struck a SUV head on driven by 43 year old Michael Franzese of Pearl River. Franzese was transported to Delaware Valley Hospital in Walton with head and facial injuries and was later transferred to UHS Wilson Hospital in Johnson City, 41 year old Diane Franzese, 12 year old Anthony Franzese and 10 year old Angelina Franzese were also transported to Delaware Valley Hospital in Walton, they suffered various injuries and were treated and released. Jeremy Shaw sustained injuries to his head and lower extremities, as well as possible internal injuries, and was airlifted to Albany Medical Center. The cause of this accident remains under investigation.

The 17th annual 4-H Golf Tournament tees off on Friday, September 14th at the Delhi College Golf Course. Governor Cuomo announced that teams from FEMA have begun Joint Public Assistance Preliminary Damage Assessments in 8 counties impacted by severe flooding in early August. The assessments will determine if the total amount of damage costs meets the $28.29 million requirement for federal aid, if so, a disaster declaration will be granted and FEMA funding would be available to support infrastructure repair. Broome, Chenango, & Delaware Counties are included locally. The heavy rain storms and resulting flooding caused significant damage to roads, bridges and other critical infrastructure. state & local officials believe that the total costs meet the federal threshold for a disaster declaration.
Delaware County Sheriff’s Deputies & the State DOT Safety Unit conducted a commercial vehicle safety check point at the intersection of State Highway 357 and County Highway 14 in the Town of Franklin. 6 commercial vehicles were stopped and examined, 4 were found to have violations significant enough to necessitate that they be taken out of service until their mechanical issues were fixed or negligence corrected, 5 traffic tickets were issued.

The eastbound lanes of I-88 were closed earlier today between exits 17 and 18 in Otsego County, due to a multiple tractor trailer accident. State Police reported that 2
tractor trailers and a pickup truck pulling an empty livestock trailer crashed, the 1st tractor trailer was traveling eastbound in the left lane of I-88 when it hit the guide
wires, got caught up and then ended up in the right lane, the 2nd tractor trailer also got caught up in the guide wires that were stretched across the road, State Police
reported that the 2nd driver possibly tried to back up when the pickup truck rear-ended the 2nd tractor trailer. The pickup truck then got stuck under the back of the 2nd
tractor trailer, and the driver had to be extricated from the truck, suffering only minor injuries. the investigation is continuing.

State Highway 12 north in Oxford, over Fly Meadows Creek, will close this morning through August 8th for bridge deck replacement. Broome County Executive Jason Garner announced this morning the establishment of a drug treatment center at the former Broome Developmental Center site. Garner announced that Syracuse Behavioral Health Care would run the facility to help those battling opioid addiction.
Delaware County Public Health and the Village of Sidney Police will be holding a free Car Seat Safety Event at McDonalds in Sidney from 9:00 AM to 12:00 Noon. Parents and caregivers can have their child’s car seat checked at no cost by certified child safety seat technicians. Car seats which do not meet the Federal Motor Safety Standard may be replaced.
