State Police Superintendent George Beach has promoted Captain William McEvoy to the rank of Major and has assigned him to the position of Troop Commander at Troop C in Sidney. Major McEvoy started his career in 1984 as a trooper and was first assigned to Troop C; in 1989 McEvoy was promoted to Investigator and assigned to the Drug Enforcement Task Force in New York City. In 1991, he returned to Troop C, where he spent the majority of his years with the State Police, his most recent assignment was BCI Captain.
33-Year-Old Tory Brown of Columbus was arrested by Chenango County sheriff’s Deputies for unlawful possession of marihuana, criminal possession of a weapon and aggravated unlicensed operation. Brown was charged following a traffic stop in the Village of New Berlin for operating a motor vehicle while having his driving privileges suspended, marijuana and a weapon were located in the vehicle. Brown was arraigned in the Town of New Berlin Court and was remanded to Chenango County Jail on cash bail pending future court action.
The State Education Department should improve its process to investigate serious complaints against nurses and more actively monitor professional misconduct, according to an audit released today by State Comptroller Tom DiNapoli. The investigations of “priority 1” complaints against nurses, which includes offenses such as sexual misconduct, practicing under the influence of alcohol or physical abuse, are supposed to be completed within 42 days. Auditors found that on average it took 228 days to complete such investigations, SED officials acknowledged the risks noted by DiNapoli’s auditors and cited steps to address them. Chenango County Sheriff’s Office arrested 46-year-old Kristin Slater of Sherburne for aggravated driving while intoxicated, following an accident in a parking lot of a local business in the Village of Sherburne. Slater is accused of striking 2-parked cars in the parking lot; her BAC was more than three times the legal limit. Slater was arrested and processed without indent and later released on tickets for a return date in the Village of Sherburne Court in October.
The Delaware County Board of Elections announced that Friday October 13th, is the last day to postmark a registration form to vote in the November 7th General Election. Also, October 13th is the last day for the Board of Elections to receive an enrollment change to be effective for 2018. In Delaware County this year, Offices up for Election include Supreme Court Justice, County Sheriff, County Clerk, County Treasurer and many town offices. Officials also stated that the Sidney Center poll site change: Districts 1 & 3 voters will vote at the New Sidney Center Fire Department Building. Chenango County Sheriff’s Office arrested 20-year-old Stephen Duvall for criminal possession of stolen property, following the report of a stolen golf cart was being operated in the Village of New Berlin. When Deputies responded a local resident had stopped Duvall & the golf cart by blocking him in with his personal vehicle, the cart had been reported stolen in Otsego County. Duvall was arrested and was turned over to the Otsego County Sheriff’s Office for further investigation; he faces court action in New Berlin Court on October 16th.
On Saturday October 14th Delaware County Public Health and the Village of Sidney Police will be holding a free Car Seat Safety Event at McDonalds in Sidney, from 9AM-12PM. The free event will educate parents and caregivers on proper car seat installation and use. The Otsego County Chamber of Commerce will host the "Opioid Crisis Enters the Workplace" presentation today in Oneonta. The event will be held at the Foothills Performing Arts Center starting at 8:30 AM until 11:00 AM. Local experts in the field of Drug Addiction, as well as Oneonta Mayor Gary Herzig & State Senator Jim Seward will speak at this event.
The U.S. Environmental Protection Agency announced the appointment of Pete Lopez to become Regional Administrator for Region 2. Lopez will oversee environmental protection efforts in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. Lopez has served as a member of the New York State Assembly since 2007.
This Sunday will be the 24th Annual Pit Run in Neawah Park in Oneonta. The race is held each year in memory of State Police Investigator Ricky Parisian, who was killed in the Line of Duty attempting to stop an armed Robbery in Oneonta. The Pit Run begins on the Main Street Bridge between Market and River Streets, passes through the SUNY Oneonta campus and ends at Neahwa Park. Delaware County Sheriff’s Department Investigators and County Probation Officers searched a residence in the Town of Davenport in June, which resulted in the seizure of Marijuana, allegedly belonging to 20-year-old Rumael Soler, who was not home at the time. The Town of Davenport Court issued an Arrest Warrant for Soler, who was arrested Tuesday when he appeared in town of Davenport Court on an unrelated matter. Soler was charged with Criminal Possession of Marijuana, & Harassment in connection with a separate incident. Soler was arraigned in the Town of Davenport Court on both charges, and released on his own recognizance, to re-appear in that Court at a later time.

Police remind residents to lock up doors and windows of all vehicles and structures, Remove valuable items & cash from vehicles and never leave them in plain site, park in open well-lit areas with good visibility & Call the police if you witness suspicious activity.

Campbell was arraigned and was remanded to the Delaware County Jail without bail, he will appear in the Village of Walton Court at a later time.

The Salvation Army based in Sidney will hold an additional collection drive again later this week, for those affected by Hurricane Harvey, spokesperson Marie Cole explains:

Cole said that early estimates from the Walton collection over the weekend, netted about $4000 dollars for the relief effort.
Delaware County Sheriff’s Deputies arrested 40 year old Gloria Prott of Southhaven on charges of unlawful possession of marijuana, criminal possession of a controlled substance, driving while ability impaired by drugs, speeding at 80 miles an hour in a 55 zone and operating a motor vehicle with an open container of an alcoholic beverage, following a traffic stop on State Highway 17 in the Town of Hancock. 49-year-old Edward Prott of Southhaven was a passenger in the vehicle; he was also arrested for criminal possession of a controlled substance and unlawful possession of marijuana. Cocaine and Marijuana were seized from the vehicle; both were arraigned in Hancock Village Court and were remanded to the Delaware County Jail on cash bail pending future court action.
More than 9.1 million New Yorkers were working in 2016, according to a report released by State Comptroller Tom DiNapoli. The report showed that regional growth remained uneven, with downstate regions experiencing the highest employment growth while most upstate regions saw declines. The report also showed that the total number of employed workers declined in the Southern Tier, the Mohawk Valley, Central New York and Western New York from 2011 to 2016, women constitute nearly 48% of the labor force, 40.6% have a bachelor’s degree or higher, and nearly 24% of workers in New York belonged to unions.

The investigation led Deputies to a Sherburne residence where marijuana plants were discovered, Brown was released on an appearance ticket for a later date in the Town of Sherburne Court.
Chenango County Sheriff’s Deputies arrested 57-year-old Timothy Hunter after a warrant was issued for his arrest following a domestic dispute where he allegedly displayed a firearm; the victims fled the scene to a nearby residence & called 911. Hunter was arrested without incident and arraigned in the Town of North Norwich Court where he was remanded to the Chenango County Correctional Facility on $250 cash bail.
The Oneonta Common Council will hold their next regular meeting this evening. The meeting will begin at 7:00 PM in the Common Council Chambers at City Hall.
A bat tested positive for rabies in the Town of Walton, the 4th rabid animal in Delaware County this year. There was 1 human exposure and the individual is receiving rabies post exposure prophylaxis. Delaware County Public Health’s last free rabies clinic for 2017 will be held in October at the Delhi Fire Hall. State Police arrested 62-year-old Gary Perine of Sanford for 3rd degree Arson. On August 25, troopers and local fire departments responded to an unoccupied house fire at 28 Kenyon Hill road in the town of Sanford, troopers accuse Perine had purposely started the fire inside his home. Perine was arraigned in the town of Sanford court and was remanded to the Broome county jail with no bail set. His next court date is pending.
Governor Cuomo announced that the Great New York State Fair concluded a successful year by breaking two records on its final day. Labor Day attendance of 124,819 not only set the record for the most people to come to the Fair on a single day, it also drove the Fair to an all-time annual attendance record of 1,161,912 people. During this year's run, the Fair set four daily attendance records, including breaking the record for the largest single-day audience ever twice.

Chenango County Sheriff’s Deputies arrested 57-year-old Timothy Hunter after a warrant was issued for his arrest following a domestic dispute where he allegedly displayed a firearm; the victims fled the scene to a nearby residence & called 911. Hunter was arrested without incident and arraigned in the Town of North Norwich Court where he was remanded to the Chenango County Correctional Facility on $250 cash bail.

State Police arrested 62-year-old Gary Perine of Sanford for 3rd degree Arson. On August 25, troopers and local fire departments responded to an unoccupied house fire at 28 Kenyon Hill road in the town of Sanford, troopers accuse Perine had purposely started the fire inside his home. Perine was arraigned in the town of Sanford court and was remanded to the Broome county jail with no bail set. His next court date is pending.
Governor Cuomo announced that the Great New York State Fair concluded a successful year by breaking two records on its final day. Labor Day attendance of 124,819 not only set the record for the most people to come to the Fair on a single day, it also drove the Fair to an all-time annual attendance record of 1,161,912 people. During this year's run, the Fair set four daily attendance records, including breaking the record for the largest single-day audience ever twice.

Governor Cuomo announced that a 30-member State Incident Management Team is heading to Texas today to support the response and recovery efforts in the wake of the devastation from Hurricane Harvey. The 30-member, multi-agency Team has been requested by the State of Texas Division of Emergency Management and the Texas A&M Forest Service to assist state and local officials with operational coordination, obtaining information, mapping, and logistical support for ongoing response operations.
State Police and local law enforcement agencies will be out in force this Labor Day weekend as part of the national "Drive Sober or Get Pulled Over" DWI campaign. Labor Day weekend traditionally results in heavy traffic volumes; State Police will maximize their DWI enforcement efforts, with sobriety checkpoints & unmarked patrol vehicles on state highways. Police will also be watching for distracted drivers, occupants who are not properly restrained and drivers that are violating the Move Over Law.

Former Binghamton Mayor Juanita Crabb and former Binghamton Triplet Jerry Coleman will be inducted into Binghamton’s Baseball Shrine in a ceremony at NYSEG Stadium before the Binghamton Rumble Ponies game tonight at 7:05 PM. Crabb was instrumental in bringing professional baseball back to the Southern Tier in the 90’s, Coleman was a member of the 1946 Binghamton Triplets, he played for 9 seasons in the Major Leagues with the New York Yankees, appearing in 6 World Series, he was MVP in the 1950 Fall Classic. Young allegedly violated a court order of protection, & she had been in a course of conduct that caused the protected person to fear for his employment and career. Young physically resisted being arrested and handcuffed; she kicked a trooper in the ankle at Police Barracks. Young was arraigned and was remanded to the Delaware county jail on $1,500 cash bail or $3,000 property bond. She faces action in Kortright, Unadilla & Oneonta courts shortly.

Their next court dates are pending.
Governor Cuomo requested that the federal government grant a Major Disaster Declaration for 15 counties impacted by flash flooding, tornados and unprecedented levels of precipitation during severe storms in late June and July. Once the declaration is granted, FEMA funding would be available to the state and eligible local governments and nonprofit organizations to support debris removal, structure repairs and emergency protective measures. Locally, Broome County was one of the 15 counties included in the request for the disaster declaration.

Cal Harris has filed papers in federal court in Syracuse today, against Tioga County officials for malicious prosecution and civil rights violations. Harris was twice convicted for murdering his estranged wife Michelle in 2001 he won appeals each time, the 3rd murder trial was moved to Schoharie County, that jury was deadlocked, and in trial Number 4, Harris was freed from Jail. Harris' lawsuit targets former Tioga County District Attorney Gerald Keene, who prosecuting the murder case twice, and got convictions against Harris, plus Police detectives that worked the case, & people who testified against him, they are expected to respond to the suit in Federal court later this year.
Delaware County Sheriff’s Deputies arrested 51 year old Matthew Dyer of Florida, for 20 counts of Reckless Endangerment, following an investigation by Sheriff’s Deputies and the management of Reithoffer Shows, that revealed that Dyer was operating a ride at the Delaware County Fairgrounds while intoxicated; endangering the passengers on the ride. Police arrested 18-year-old Damion Archibald of Otego, 17-year-old Matthew Judd of Oneonta, 16-year-old Rayven Golinski of Otego, plus 2 15 year olds whose names were not being released, on a variety of charges including Burglary, petty Larceny & criminal mischief. The teens are accused of breaking into & damaging Twisted Sisters Glassworks at 72 Roundhouse Road.

The State Court of Appeals reversed a decision today, that would have granted convicted murderer Ganesh Ramsaran of New Berlin a new trial, The Court of Appeals sent the case back to the appellate division to re-examine the Ramsaran trial in Chenango County Court, Ramsaran was found guilty in September 2014 of killing his wife, Jennifer in 2012, last July, a state appellate court ruled that Ramsaran should get a new trial due to ineffective defense regarding DNA evidence
Sidney, Unadilla & Masonville fire fighters responded to a fire at 80 Main Street in Sidney today at about 2:45 PM, in the basement of Ermeti’s Community Lounge. Sidney Fire Department Assistant Fire Chief Ray Baker told WCDO News that the fire appears to have started in a dryer, & it was under control in about 30 minutes.
Delaware County Sheriff’s Deputies arrested 20-year-old Rumeal Soler of Davenport, on a Bench Warrant from the Town of Oneonta Court for Failure to Pay Fines. The arrest came as the result of an investigation into a two-car motor vehicle accident in which Soler was one of the drivers. Soler had an active warrant for his arrest; he was taken into custody and turned over to the Oneonta Police Department for arraignment.
40-year-old David Burton of Johnson City was found guilty today in Broome County Court on murder & arson charges. Burton was found guilty of starting a fire at an ex-girlfriends residence in October 2015 in Johnson City, the fire Killed the Ex-Girlfriend's 2 sons, 3 year old Michael Maxwell & 4 year old Joshua Maxwell, and injured 2 others. Burton will be sentenced on September 14th.
Ride Sharing services began in New York State today, after Uber & Lyft paid to begin operating in the state. The ride sharing services were only allowed in New York City, until legislation was passed this year, allowing for it to expand into all 62 New York Counties. State Lawmakers have reportedly reached a deal to name the new Tappan Zee Bridge after the late Governor Mario Cuomo. A new bridge is currently being built to replace the old span over the Hudson River, which was originally named after Governor Malcolm Wilson, who served as Governor in the 70's.

Delaware County Sheriff’s Deputies were dispatched Tuesday Morning to West Front Street in the Village of Hancock for a property damage accident involving a camp bus and tractor trailer. The bus was driven by 78 year old Richard Weaver of Bethany, Pennsylvania, struck the rear end of a tractor trailer driven by 47 year old Shawn Smith of California. The camp bus had discharged all of its passengers just prior to the accident, Weaver was issued traffic summonses for following too closely, failure to keep right and failure to have a US DOT number and failure to display the carrier’s name on the bus. Both drivers also face administrative action against their commercial driver’s licenses as a result of safety and log book deficiencies.

Ridesharing companies like Uber and Lyft will be able to start offering rides statewide beginning on June 29, in time for the 4th of July Holiday. The State Senate legislature passed a bill this year to allow for ride-sharing in the Upstate communities, but it did not allow it to start until July 9th. The new bill allows for ridesharing to begin in time for the possible Lucrative July 4th holiday.
In conjunction with the Governors Traffic Safety Committee, The Delaware County Sheriff’s Office participated in the statewide, zero tolerance Click It or Ticket Seatbelt Campaign from May 22nd, to June 4th, with 3 highway checkpoints & dedicated patrols. National seatbelt usage in 2016 reached 90% for the 1st time. Delaware County Deputies issued 123 traffic tickets during the 2 week period, with 72 of those tickets being issued during the grant funded “Click It or Ticket” activities.
Governor Andrew Cuomo announced a "Clean Energy for Agriculture Task Force" plan to help New York farmers cut energy costs and utilize clean energy. Recent Studies show that nearly 36,000 farms account for 3% of the State's greenhouse gas emissions and 25% of NY's land use, the plan aims to reduce the emissions by 40% by year 2030,

The site of the 1969 Woodstock Music and Art Fair, The Bethel Woods Center for the Arts, has officially been placed on the State and National Register of Historic Places. The National Register is a program of the National Park Service and U.S. Department of the Interior, which recognizes the significance of buildings, structures and sites throughout the country. In August 1969, more than 400,000 people traveled to Max Yasgur's dairy farm for the now-famous three-day music festival, featuring some of the most iconic musicians of all-time. Currently, The Bethel Woods Center for the Arts is located at the Woodstock site.
The Chenango County Sheriff’s Office is now taking applications for Sheriff’s Camp 2017. The camp program runs Monday mornings though Thursday afternoons and is for youths 9 years to 12 years old. Sheriff's Office Staff put on demonstrations on drugs, canines, gun safety, horse & buggy rides, boating safety and scuba diving. Applications can be picked up at County school district or at the Chenango County Sheriff’s Office, more information is available at 334-5175.

Included in the package is a bill sponsored by Senator Jim Seward, to change the requirement for school districts to conduct internal audit risk assessments from annually to biennially. The package of bills was sent to the Assembly.
The operators of New York State’s power grid expect electricity demand to be manageable. The New York Independent System Operator reported that electricity supplies are expected to be adequate, with enough resources to meet any peak demand this summer, even during heat waves where air conditioner usage peaks. Operators forecast that peak demand will be over 33,000 Megawatts, slightly above last years peak.
Governor Cuomo announced $1.5 billion dollars for renewable energy projects such as wind, solar, hydroelectric & fuel cells, to advance the state’s goal of achieving 50% of electricity from renewable by 2030. The investment is expected to produce over 40,000 jobs in the coming years.

Area HazMat teams were called to 54 South Street in Walton this morning, for a reported gas leak at the Waste-water treatment plant. State Route 10 was closed from the village of Walton to the Beerston area, and there were some evacuations. WCDO NEWS will have more details as they become available.
New York State is now accepting applications from companies interested in testing or demonstrating autonomous vehicles on public roads. New legislation allows for testing autonomous technology through a year-long pilot program. Applications for testing may be submitted by manufacturers, all vehicles will also have to comply with federal safety standards as well as State inspection standards, and a person holding a valid driver license must be present in the driver's seat at all times while it is operated on public highways. Testing results must be sent to the Commissioner of Motor Vehicles no later than March 1, 2018. The law permitting demonstrations will expire April 1, 2018.
State Attorney General Eric Schneiderman announced settlements with 6 ticket brokers that illegally purchased and resold hundreds of thousands of tickets in New York State since 2011, including on popular ticket resale platforms like StubHub and Vivid Seats. 5 of the companies violated New York’s ticket laws by using illegal ticket “bots” to purchase large numbers of tickets on websites such as Ticketmaster.com before the tickets could be obtained by consumers, then resold them at a large profit. The settlements require the six companies to pay a combined total of $4.19 million in penalties, a separate settlement was reached with Componica of Iowa, that developed software libraries used by ticket bots to try to get around security tests used by ticket selling websites.

The bill would allow transportation network companies to begin operating in time for the Fourth of July holiday weekend. Ridesharing regulations were included in the recently adopted state budget, but the law allowed Uber & Lyft to begin operating on July 9th. The new legislation would allow ride sharing to start on June 29th.

State Police arrested 69-year-old Leroy Bigelow of Little Falls, for Criminal Sexual Act, 2 counts of Sexual Abuse and 2 counts of Endangering the Welfare of a Child. Bigelow is accused of having sexual contact with 2 different victims less than 11 years old while in the Town of Guilford. Bigelow was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail on $50,000 cash bail.
Animal Adventure Park announced that they will delay their opening day due to the weekend storm. The park had planned to open the gates on Saturday morning at 10:00 AM; the opening has been postponed to Monday, at 10:00 AM. Due to the weather, a number of species would be off exhibit and indoors for their safety if the opening occurred on Saturday. Animal Adventure Park recently became an international known park as the live stream of April The Giraffe giving birth was watched by Million worldwide.

State Police arrested 69-year-old Leroy Bigelow of Little Falls, for Criminal Sexual Act, 2 counts of Sexual Abuse and 2 counts of Endangering the Welfare of a Child. Bigelow is accused of having sexual contact with 2 different victims less than 11 years old while in the Town of Guilford. Bigelow was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail on $50,000 cash bail.
Animal Adventure Park announced that they will delay their opening day due to the weekend storm. The park had planned to open the gates on Saturday morning at 10:00 AM; the opening has been postponed to Monday, at 10:00 AM. Due to the weather, a number of species would be off exhibit and indoors for their safety if the opening occurred on Saturday. Animal Adventure Park recently became an international known park as the live stream of April The Giraffe giving birth was watched by Million worldwide.
During Trauma Awareness Month in May, the American Red Cross urges eligible donors to help ensure that blood is available for patients with traumatic injuries and other serious medical needs by donating blood. State Police arrested 44-year-old John Shapley of Afton for Aggravated Driving While Intoxicated with passengers less than 16 years old and with a B.A.C. result of .18%, as well as other traffic violations. Troopers responded to a 911 report of an accident on Oak Hill Road in the Town of Afton, Shapley is accused of driving while highly intoxicated, with his two children as passengers, he crossed into the opposing lane and caused another driver to swerve off the roadway, he then struck a mailbox and continued to drive to his home nearby. Shapley was arraigned in the Town of Afton and was remanded to the Chenango County Jail on $20,000 cash bail or $50,000 property bond.

New York State Court of Appeals upheld a state law that allows for a permanent suspension of driver's licenses for repeat drunk driving offenders. The 5 justices ruled unanimously in favor of maintaining the law, which allows for the DMV Commissioner to have the authority to refuse to re-license drivers who have lost their licenses to repeated drunk driving convictions.
State Police arrested 26 Year Old Kimberly Steeley of Worcester for Driving While Ability Impaired by Drugs and other traffic violations. The arrest occurred after an Otsego 911 report of an erratic driver on Chaseville Road in the Town of Maryland, a traffic stop was conducted when Steeley was observed making an unlawful U-turn. Troopers determined that Steeley was driving while impaired by drugs, the charge was a felony due to a prior DWI conviction. Steeley was issued tickets returnable to the Town of Maryland court on May 23rd.

State Police responded to the Morris High School Tuesday, following an alleged threat by a student to bring a gun to school. The unidentified 16-year-old male student was removed & was sent for a mental health evaluation. State Police said that no gun was located & no injuries were reported.
On Monday, State Police executed a search warrant in the Town of Milford. During the search, a quantity of heroin and cocaine as well as CASH, was seized, & 3 people were arrested on a variety of drug charges. Charged were 28 year old Richard Cushnie of Maryland, 37 year old Keith Blush, of Maryland, NY & 24 year old Kwannasia Barnes of Binghamton, all 3 were arraigned in Town of Milford court & were sent to the Otsego County Correctional Facility pending future court action.
The State Senate passed the "Community Heroes Protection Act" with a 55-7 vote. The bill sponsored by Senator Fred Akshar would designate crimes explicitly made against law enforcement and first responders punishable as hate crimes. A recent study found that 135 law enforcement officers were killed in the line of duty in 2016, the highest total since 2011. Of those killings, 21 came in ambush-style shootings – the highest total in more than two decades. The bill heads to the Assembly for consideration.
