There will be a few new things regarding the races for the 56th General Clinton Canoe Regatta this year, Chairman John Harmon explains:

Harmon said that the Regatta activities will run from Friday May 25th, through Memorial Day Monday May 28th.
A new survey from Quinnipiac University has Governor Cuomo leading actress Cynthia Nixon by a 50% to 28% margin. The poll also has Cuomo with a comfortable lead over the likely Republican nominee, Marcus Molinaro by a 57 to 26% margin.
Construction is underway in the town of Franklin, where a roundabout is being placed at the intersection of State Route 357 & 28. The construction is expected to be completed by the end of November, Traffic at the North Franklin intersection of Route 357 and Route 28 will be controlled by flaggers with a daily lane closure and alternating traffic, while work is being done between 7:00AM & 5:30 PM, and after work is done for the day, the area will be reopened to two lanes of traffic.
Firefighters from Walton, Trout Creek & Delhi responded to a fire at an apartment building at 12 Bruce Street in Walton last night. All residents were evacuated, no injuries were reported, the investigation into the cause of the fire is continuing.
The Broome County Sheriff's Department announced that they will co-host a discussion regarding the issues surrounding marijuana legalization, and Tuesday May 8th at the Forum Theater in Binghamton. The discussion will run from 6:00 to 8:00 PM, the guest speaker will be Jodi Hensley, a Massachusetts based activist on illegal drug issues.
Oneonta Officials announced that the Fabulous Friday event scheduled for tomorrow evening has been moved to May 18th. Some of the indoor events will go on as scheduled, the car cruise in is cancelled due to the expected rain & thunderstorms.
The State Public Service Commission has started legal action against Spectrum Cable for potential violations of its franchise agreement. The State approved Spectrum's acquisition of Time Warner and its ability to operate in New York based on the fulfillment of certain obligations, which included providing broadband access to underserved parts of the State and maintaining its workforce.
The Otsego County Chamber of Commerce is holding their 2018 Annual Dinner & Celebration of Business today at 5:45 PM at the Foothills Performing Arts center in Oneonta. The Chamber will be Honoring NBT Bank as the Distinguished Business of the Year, & the late Eugene Bettiol Sr., as the Distinguished Citizen Award winner, which was named in his honor.
The Bainbridge-Guilford Central School will hold a Board of Education Meeting today in the Guilford Elementary School Cafeteria at 6:30 PM. The business portion of the meeting will start at 7:00 PM.

A new Quinnipiac University poll has Governor Cuomo's approval rating to 44%, with 42% disapproval. A poll in March had the governor at 50% approval & 39% disapproval. 45% of those polled think all state lawmakers should be voted out of office.
Top level new York state leaders have been frequently arrested for a variety of crimes over the last several years, the most recent being Sheldon Silver & Dean Skelos resigning from leadership posts in the state legislature. Area Assemblyman Cliff crouch said that lawmakers have been getting ethics training over the last few years.

Crouch said that he believes that new leaders Carl Heastie & John Flanagan will do a fine job & will be scrutinized intensely. Crouch said that the spate of arrests of top-level state leaders since he’s been in Albany shows the need for term limits in all leadership positions, including in committee chairmanships..

The governor announced that they would launch an online media campaign to support the cap that was enacted in 2011. Republicans in both houses want the cap made permanent, while Cuomo seeks only a 5-year extension of the existing law. The cap generally restricts local governments from increasing tax levies by more than 2 percent or the rate of inflation and can only be overridden by voters.
Constitution Pipeline Company announced the recipients of the 6th cycle of their Community Grant program, awarding 25 grants totaling more than $200,000 to benefit local communities within the counties traversed by the proposed pipeline project. Current grants were awarded to the Town of Afton, The Village of Bainbridge, The Bainbridge Historical Society, the Chenango County Blues Association, the Franklin Fire Department, the Delaware County Fire Fighters Association, the Delaware County Sheriff's Office & the Alcohol and Drug Abuse Council of Delaware County.

The arrest occurred after a traffic stop for failing to keep right on State Route 206 in the Town of Bainbridge. Welborn was issued tickets returnable to the Town of Bainbridge Court on June 11th.

One man was killed and 4 other people were critically injured in a serious two-car motor vehicle accident in the town of Colchester on Thursday morning, The crash occurred at about 10 AM on County Highway 7, Delaware County deputies & state police responded, the male driver of one of the vehicles was killed, 4 occupants in the other vehicle, were critically injured & transported to trauma centers in the Hudson valley region. The names of those involved in the accident are being withheld until notification is given to the families, the investigation is continuing.
A mid-level appeals court reversed a lower court’s decision to throw out petition signatures of a Republican state Senate candidate. The state Supreme Court Appellate Division ruled the lower court erred in rejecting the petitions of Tioga County businessman Denver Jones, who is seeking to unseat State Senator Tom Libous of Binghamton. On August 1st the state Board of Elections determined 743 of the 1,713 signatures Jones submitted in July were invalid due to residency issues and other problems. The new order states a total of 203 signatures are reinstated, giving Jones more than required 1,000 signatures. The decision is not final, the case was sent back to the lower court for further proceedings.
The Delaware County Department of Corrections announced that the 4th annual Andrew Brown Memorial Golf Tournament would be held tomorrow at Hardwood Hills gold Course in Masonville, with a tee time of 8:30 AM. Organizers announced that the money raise with this years tournament will go to the family of Johnson City Police officer David Smith, who was shot & killed in the line of duty on March 31st.
Governor Cuomo's campaign will not appeal a ruling allowing Zephyr Teachout to remain in the Democratic primary. A state appeals court rejected the campaign's argument that Teachout has spent part of the past five years in Vermont. A lower court had already ruled Teachout could stay on the ballot for the September 9th primary. Teachout teaches at Fordham University Law School in New York City. A recent Quinnipiac University poll found 85 percent of state Democrats said they know too little about Teachout to have any opinion of her.
The Binghamton Mets clinched their second straight postseason berth as a result of the New Britain Rock Cats' 10-1 loss to Richmond Thursday night. The berth marks Binghamton's 8th trip to the postseason in franchise history, winning the Eastern League Championship in 1992 and 1994.
The Drug Enforcement Administration will enforce tighter control over prescriptions of the painkiller hydrocodone. U.S. Senator Charles Schumer said hydrocodone would be moved from a Schedule III drug to a Schedule II in 45 days. This will mean greater restrictions in how doctors can prescribe the drug as well as the quantity that can be prescribed. According to the DEA, nearly seven million Americans abuse controlled-substance prescription medications, including opioid painkillers that contain hydrocodone.

Sidney Village Police department arrested 6 people following a lengthy narcotics investigation. Charged were 37-year-old Richard Swislosky of Sidney, 30-year-old Stacey Dibble of Bainbridge, 56-year-old Bradley Winner of Mount Upton, 44-year-old Louella Schoener & 31 year old Rebecca Schoener of Greene and Mary Cutting of Unadilla on a variety of drug charges. All were arraigned in Delaware county court & were remanded to the Delaware county jail without bail pending future court action.
The Chenango county sheriffs department arrested 37-year-old Jacob Warner of Oneida for Aggravated Unlicensed Operation of a motor vehicle, Failure to Dim Headlights, Unlicensed Operator, and Criminal Possession of a Controlled Substance, following a stop in the town of Columbus. Warner was driving with an expired license that had been suspended 19 times; he was also in possession of suboxone, with no proof that he was legally prescribed the narcotic. Warner was arraigned & was remanded to the Chenango County Jail on bail pending future court action.

The number of state workers earning more than $100,000 in 2013 rose 7% compared to 2012. Since 2008, the number of state workers hitting the six-figure salary mark jumped 44%. Union officials claim that the numbers are skewed because there are fewer workers on the state payroll, following layoffs & attrition in recent years because of state budget cuts. Data from the state Comptroller’s Office showed 29,045 state workers made more than $100,000 in 2013. That’s up from about 27,000 in 2012 and 20,000 in 2008.
About 8 in 10 New York voters back the legalization of medical marijuana, as a bill to allow it works its way through the Legislature according to a new poll. 83% of those polled by Quinnipiac University support the drug for medical purposes, o 15% are opposed. 51% are in favor of legalizing marijuana, with 44%% opposed. The state Senate Health Committee last week approved a bill to allow medical marijuana for 20 chronic conditions with a 7% sales tax on the retail price. By a 9-8 vote, it was sent to the chamber’s finance committee, keeping it alive for a potential vote of the full Senate
Legislation was introduced in the state Senate that would prohibit smoking at school bus stops. The bill would prohibit smoking within 15 feet of a designated school bus stop, during the morning and afternoon hours, when children are picked up and dropped off from school. The American Academy of Pediatrics has found that 2nd hand smoke increases the likelihood of smoking-related illnesses.
The 30th annual Senior Council Barbecue and Pie Auction will be held on Tuesday, June 10th at 4:30 at the Delhi American Legion. The event is a fundraiser by the Senior Council to raise money for programs and services for the elderly. The price of the tickets is $8.00 and can be purchased from Senior Council members, at the Office for the Aging, 6 Court Street Delhi, or at any of the Senior Dining Centers.

The Amphenol Building Project in Sidney is progressing on schedule. Amphenol Project Manager Tom Czernicki explains:

Czernicki said that they were able to get a roof on the new structure before the winter hit, so this rough winter did not slow them down. There are currently over 150 people working on the Amphenol project on Delaware Avenue.
The increased use of heroin continues to be a major problem locally and throughout the state, as emergency rooms continue to see increasing numbers of overdoses. Dave Ramsey of the Alcohol & Drug Abuse Council of Delaware County told WCDO News that the I-stop Program has cut down on people “Doctor Shopping” for painkillers; the next option for addicts has become heroin:

Delaware County Sheriff’s Deputies arrested 59-year-old David Mokay of Meridale on 1 count of endangering the Welfare of a Child and 1 count of Criminal Obstruction of Breathing or Circulation following a Domestic Incident. Mokay was arraigned in Town of Meredith Court and was remanded to Delaware County Correctional Facility on $1,500 cash bail or $3,000 bail bond. Mokay is to reappear at Meredith Court on March 5th.
A new Quinnipiac University poll shows that 88% Of the 1,488 New York voters surveyed, support the legalization of marijuana for medicinal use, only 9% were opposed. The legalization of marijuana for recreational use was supported 57-39%. The poll was conducted between February 6th & February 10th, with a margin of error of +/-2.5 percentage points.
New York transportation officials are setting up public hearings to discuss options for high-speed passenger rail service between New York City and Niagara Falls has been the long time goal of industry leaders, elected officials and transit advocates. The public meetings will be held between March 4th and 14th in Albany, Syracuse, Buffalo, Rochester, Utica & Poughkeepsie.
Governor Cuomo announced that all 112 New York Works accelerated bridge projects have been completed and open to motorists. The opening of the Western Gateway Bridge in Schenectady County marks the final finished project, the program allotted $212 million to address bridge replacement or rehabilitation on 112 bridges, $687 million was allocated for 9 projects that were delayed due to budget constraints. More than 2,000 miles of pavement were replaced in 2012 as part of the program.
Environmental, health and consumer advocacy groups are pushing back against plans by the Cuomo administration to restructure how pesticides are tracked. 38 groups protested a proposal that rolls back a requirement that commercial applicators report where pesticides are used. It would replace that with a new reporting requirement that collects pesticide data at the point of sale. Environmental Advocates say the changes impede the public’s right-to-know about the use of toxic chemicals. DEC Commissioner Joe Martens said the intent is to make the data more usable and accessible.

Environmental, health and consumer advocacy groups are pushing back against plans by the Cuomo administration to restructure how pesticides are tracked. 38 groups protested a proposal that rolls back a requirement that commercial applicators report where pesticides are used. It would replace that with a new reporting requirement that collects pesticide data at the point of sale. Environmental Advocates say the changes impede the public’s right-to-know about the use of toxic chemicals. DEC Commissioner Joe Martens said the intent is to make the data more usable and accessible.

Chobani's quest to get its Greek yogurt to the Sochi Olympics is coming to an end. The shipment has been held up in a refrigerated warehouse at Newark Liberty International Airport since Russian authorities said the U.S. Department of Agriculture failed to provide a necessary certificate under its customs rules. Chobani will donate a shipment of about 5,000 cups of yogurt donated to New York and New Jersey food banks; they had hoped to send it to U.S. athletes at the Winter Games.
The Cuomo administration has proposed keeping pay flat, for the 6th straight year for caretakers of the disabled and others at state-funded non-profits. Most members of the Assembly signed a letter that urges a 2% cost-of-living increase in the state budget for the next fiscal year, they argued that continuing low pay forces many staff to work unsafe amounts of overtime or take 2nd jobs. The administration estimates saving $76 million, by deferring the 2% increase for human services workers.
The Chenango County Sheriff's Office will host a Boaters Safety Course on Saturday from 8-4, at the Sheriff's Office on county road 46 in Norwich. It is now required for residents to attend a Boaters Safety Course in order to operate any motorized watercraft on any public waterway. Class size is limited to 60. Governor Cuomo’s approval rating remains high at 63%, according to the latest Quinnipiac University poll. The poll also showed that Cuomo would defeat Westchester County Executive Rob Astorino by a 58% to 24% margin in the race for Governor, he would defeat Donald Trump by a 63% to 26% margin. Astorino was also unknown to 86% of voters. Astorino has formed a committee to study the feasibility for entering the governor’s race as the republican candidate.
State police have arrested a Port Crane man for allegedly driving at 92 miles an hour on I-81tuesday. Troopers arrested 26-year-old Randy Nonneberg on a charge of aggravated unlicensed operation. Nonneberg showed troopers an identification card only; a DMV Computer check showed that he had 7 active driving suspensions in New York. Nonneberg was arraigned in the Town of Cortlandville Court and released to appear back on February 24th.
25-year-old Jaclyn Wesley of Binghamton has withdrawn a bid to remain free until her appeal is decided, she was convicted in a Broome County Court on 3 counts of 1st degree vehicular manslaughter & DWI, for driving drunk and crashing her SUV into the Chenango River off I 88 in Fenton on May 20, 2011. Wesley was sentenced last month to 3 to 9 years in prison, she returned to court January 31st after her attorneys requested that the judge postponed sentencing until an appeal was decided, that request was withdrawn. 25-year-old Rob Moorehead, 45-year-old Rob Marshall and 39-year-old Carri Michalski were killed in the crash.
The Sidney Middle School Student Council held a food drive January 27th through February 7th; they collected more than 1,836 cans of food. Proceeds went to the Sidney Food Bank.

State Police investigated a car-pedestrian fatal motor vehicle accident Tuesday night on State Route 17 in the town of Hancock. The investigation revealed that the victim was 36 year old Sherylle Redulfin of Ottawa, Ontario, Canada; she had been involved in a 1 car property damage accident and was standing in the roadway when she was struck by a vehicle operated by 20 year old Laura Victor of Yorktown Heights. Redulfin was transported to Lourdes Hospital where she succumbed to her injuries. The investigation is continuing.
State Senator Tom Libous & Assembly Members Donna Lupardo & Cliff Crouch met with state officials Tuesday in Albany to discuss the proposed closures of the Broome Developmental Center and the Greater Binghamton Health Center. U.S. Senator Charles Schumer announced a new bill that would regulate the buying and selling of metal. Copper thefts continue to increase, he said his bill would deter potential thieves by requiring documentation on where the metal came from, which would then make it a federal crime to steal metal, the bill would also cap the amount a recycler can pay cash for metal at $100, over that would require payment by check.
State health officials report that New York's health exchange website has performed well, in contrast to the federal Affordable Care Website. More than 76,000 people have signed up in New York so far, and the state is on track for its goal of signing up 1.1 million people by 2016.
Governor Cuomo predicted the state will have a surplus next fiscal year, and he vowed to use the money for property-tax relief. State budget figures this month estimated a $1.7 billion deficit for the fiscal year that starts April 1, but Cuomo said there will be a surplus for next year if the line is held on spending. The governor will release his 2014-15 budget proposal in January; the Legislature has until March 31st to approve it.

Delaware County Sheriff Deputies responded to a Road Hazard Complaint on State Highway 17 in the Town of Colchester. Deputies found that 58-year-old Loren Holland of Bethel was operating a dump truck on State Highway 17 in the Town of Colchester, his load shifted and spilled bailed aluminum onto the highway, causing a road hazard. Holland was issued traffic tickets one for unsecured load and a commercial vehicle safety violation for having an expired medical card.
State Troopers at Oneonta arrested 62-year-old Dorothy Murphy of Oneonta for 3rd degree Grand Larceny. The arrest resulted from a complaint from the Smoker’s Choice on State Route 23 in Oneonta; Murphy was arraigned in the Town of Oneonta Court and released on her own recognizance.

A 17-year-old Stillwater residential treatment facility resident was arrested by Chenango County Sheriff's Office for 4th degree Criminal Mischief in the 3rd Degree Menacing. A 17-year-old youth was arrested for intentionally damaging property and menacing a Stillwater staff member. The unidentified Defendant was arraigned in the Town of Greene Court and returned to the custody of Stillwater staff, and will appear in the Town of Greene Court at a later date.

The vote was evenly split among upstate voters, while New York City residents were against it. The poll also found that 32% believe Governor Cuomo was dragging his feet at making a decision on gas drilling, while 24% believed that he was carefully weighing all options. Cuomo said that he is waiting for a health review from state Health Commissioner Nirav Shah, who has delayed the release of his findings twice this year.

Ellison will be arraigned in the city of Binghamton Court shortly.

The Broome County Sheriff’s Office Detective Division has arrested 19-year-old Emmanuel Peterson of Brooklyn in connection with the robbery of the Manley’s Mighty Mart in the town of Dickinson on December 18th. Peterson is accused of entering the store displaying a handgun and ordering the clerk to turn over money from the register, he is charged with 1st degree Robbery, and is currently in custody at the Broome County Sheriff’s Correctional facility on an unrelated robbery in Johnson City. Peterson will be ordered to appear in the Town of Dickinson Court for arraignment.

Chenango County, on a handful of homes were without power in Greene, oxford & New Berlin, the bulk of their outages were in Smithville, in Delaware County, 92 were out in the town of Tompkins.
Police agencies across the state are warning shoppers and business owners to be on the lookout for counterfeit money circulating. The United States Secret Service and other local police agencies are investigating approximately 50 reports of counterfeit currency being passed within the past month. Tips to detect counterfeit money can be found at secretservice.gov and moneyfactory.gov.
