State Police arrested 52 year old Lawrence Slater of Norwich, after a Chenango County Grand Jury indictment. Slater was operating a vehicle on April 12th and crashed into an on-coming vehicle driven by 62 year old Steven Biviano of Oxford, who was pronounced dead at the scene, on State Highway 12 in the town of Oxford. Slater was operating the vehicle with a BAC of .18%, he was charged with Aggravated Vehicular Homicide, Manslaughter, Vehicular Manslaughter, Felony DWI & Aggravated Driving While Intoxicated, he was was arraigned in Chenango County Supreme Court and remanded to the Chenango County Jail on $25,000 cash bail, or $50,000 bond.
47 year old Steven Caiati of Starlight, Pennsylvania, pleaded guilty in Delaware County Court to 1 count of Tampering with Physical Evidence and 1 count of Driving While Ability Impaired by Drugs, for driving under the influence of methamphetamine, he attempted to conceal his stash of methamphetamine from police. Caiati will be required to pay a fine of $1,270 while also having his driver’s license suspended for 6 months, he was sentenced to time served (approximately 90 days) and extradited to Pennsylvania where his parole will be violated as a result of this felony conviction.
62 year old Keith Ward of the Bronx pleaded guilty in Delaware County Court to Grand Larceny, Ward cashed a forged check at an area bank, the case was presented to the Delaware County Grand Jury and obtained an indictment, he failed to appear for arraignment and the Delaware County Court issued a warrant. Ward was taken into custody on the warrant and was remanded to the Delaware County Correctional Facility without bail. Judge Hubbard sentenced Ward to 1.5 to 3 years in state prison, Ward will likely receive additional prison time as a result of violating parole.
The Otsego County Health Department reported that a Bat has tested positive for Rabies in the town of Morris. U.S. Marshals in Henderson County, Kentucky, arrested 48 year old Joseph Titsworth of Norwich as a Fugitive from Justice, on a Warrant out of the City of Norwich. Titsworth was charged as being a Fugitive from Justice, plus 3 Counts Failure to Register as Sex Offender, Titsworth absconded from New York in 2024 and has been wanted by Norwich Police since that time. U.S. Marshals received numerous tips from the public, and they were able to locate Titsworth hiding in an elderly person’s home in Henderson County, Kentucky. Norwich Police Officers traveled to Kentucky and bring Titsworth back to Norwich, Monday evening, he was arraigned and was held without bail due to multiple, prior felony convictions.
Governor Hochul & State Health Commissioner Dr. James McDonald updated New Yorkers on the measles cases and encouraged everyone to make sure they are up to date on vaccines. There have been 4 total cases of measles in New York State so far this year, 3 in New York City and 1 in Suffolk County. None of the cases this year are related to each other or connected to the outbreaks in Texas and New Mexico. More information is available at health.ny.gov/diseases/communicable/measles.
The Chenango Blues Association announced that the 2025 NBT Bank Summer Concert Series will be on Thursdays from July 3rd to August 28th at East Park in Norwich, also the 32nd Annual Chenango Blues Fest will be held on August 15th and 16th.

State Police today announced that it issued 11,582 tickets during this year’s St. Patrick’s Day enforcement initiative. State Troopers arrested 239 people for DWI and investigated 563 crashes, which resulted in no fatalities. State wide, there were 3680 tickets issued for speeding, In Troop C, 905 tickets were issued, with 330 for speeding, 16 for DWI, 40 for violating the seat belt laws and 40 for violating the move over law.

Downtown Norwich continues with the Thursday evening NBT Bank’s free Summer Concert Series. The weekly musical performances are presented by the Chenango Blues Association, to East Park, tonight, Johnson & Johnson 1-shot COVID vaccines are available from UHS Chenango Memorial Hospital. “We will have several doses of the Johnson & Johnson vaccine on-hand on a first come, first serve basis with no appointment necessary, set up opposite the stage near the gazebo; from 6:30 pm. to 8:30 pm., for those 18 & older.
Delaware County Sheriff's Office announced that State Route 206, between the Village of Walton and Lower Third Brook Road, was closed to traffic for several hours Tuesday morning as a result of a tractor trailer accident. At approximately 9:30 am., Tuesday morning, Deputies, members of the Walton Volunteer Fire Department and Emergency Squad and State DOT workers responded, the driver, 59 year-old Rogelio Rodriguez, of Decatur, Indiana, was driving an empty milk tanker when he momentarily took his eyes off the road causing the truck to strike the guide cables and a tree. Rodriquez was not injured in the collision.
Delaware County Sheriff's Office announced that a Downsville man is facing a charge of criminal contempt following a report of a domestic dispute in the Town of Colchester. On Tuesday evening, Deputies responded in the Town of Colchester, 53 year-old Michael Colao, of Downsville violated the terms of an order of protection issued by Delaware County Family Court. Colao was charged with criminal contempt, he was released & will appear in the Colchester Town Court on a later date.
Delaware County Sheriff's Office arrested 21 year-old Shawn Zimmerman, of Gloversville, for endangering the welfare of a child and forcible touching, Zimmerman is accused of inappropriately touching a juvenile female in the Village of Stamford. Zimmerman was arraigned in the Town of Harpersfield Court where he was issued a temporary order of protection prohibiting him from having contact with the victim, he was released in his own recognizance pending a future appearance in that court.
Due to an increased spread of COVID-19, Chenango County is requiring mandatory face masks in all County Buildings and Offices at the start of business on Monday, August 16, 2021. All employees and members of the public (vaccinated and unvaccinated) fall under this requirement. It is also at this time recommended that Chenango County businesses, organizations and schools immediately implement a face mask requirement for their vaccinated and unvaccinated employees, patrons and students.
Otsego County is currently at a SUBSTANTIAL level of community transmission, and is on the verge of becoming HIGH level of community transmission. CDC & Otsego County Department of Health recommends everyone to wear a mask indoors in public if you are in an area of substantial or high transmission, to maximize protection from the Delta variant and prevent possibly spreading it to others. This week there have been several cases of individuals having a repeat COVID-19 infection. This occurs when someone is infected with COVID-19 and 90 or more days later tests positive again for COVID-19. These repeat infections are mostly occurring in unvaccinated individuals. This reinforces that immunity from natural infection diminishes after 90 days. It is important if you have had COVID-19 and are not vaccinated please consider getting vaccinated to prevent a reinfection. In Otsego County. there are 82 active cases, 19 new cases reported today, with 5 hospitalized, there have been 2614 total cases in 2021.

Broome County Sheriff’s Office responded to a fatal motorcycle crash Tuesday night in West Corners at Glendale Drive & Campville Road at 11:44 pm. 42-year-old Jason Krissel of the Town of Union was ejected off of his motorcycle & was pronounced dead, Krissel applied the brakes aggressively at the intersection, after traveling at a high rate of speed. The investigation is continuing.

The Chenango County Blues Association announced that the Chenango Blues fest is being scheduled for this summer.  The blues fest will begin on Thursday August 19th with a free concert at the East Side Park Stage, a lengthy line up of acts are also slated to perform Friday August 20th & Saturday August 21st at the Chenango County Fairgrounds, information will be updated at chenangobluesfest.org.

The State DOT is advising motorists that starting today; the right lanes of US Route 11 northbound and southbound in the Town of Dickinson in Broome County will be closed for approximately 1 year to re-construct the interchange of Exit 5 on I-81. During that time, the on and off ramps of I 81 northbound at Exit 5 will both be reduced to one lane. Travelers on US 11 should expect minor to moderate delays at peak commuting times.  Motorists are urged to slow down and drive responsibly in work zones.

State Police arrested 73-year-old Csaba Fekete of Bainbridge, for 2 felony counts of Criminal Contempt in the 1st degree. Troopers were advised of 2 incidents where Fekete was allegedly sounding a loud alarm outside his home and then yelling at separate neighbors, which violated an order of protection. Fekete was arraigned in the town of Bainbridge court and was remanded to the Chenango County jail on $20,000 cash bail. His next court date is pending.
The Chenango County Sheriff’s Office & State Police arrested 23-year-old Geraldo Rivera of Greene for 2nd degree Burglary. Deputies arrested Rivera following a report that he was found inside the victim’s residence by the victim. Rivera was arraigned in the Town of Greene Court and remanded to the Chenango County Jail on $10,000 cash bail pending future court action.

State Police arrested 41 year old Steven Sapinsky, of New Berlin, 26 year old Sabrina Gray of New Berlin & 30 year old James Bailey of West Edmeston, for Unlawful Manufacture of Methamphetamine & Petty Larceny. Troopers responded to a report of shoplifting from the Dollar General on State Route 12 in the town of Norwich, and then driving away, the suspect vehicle was stopped & troopers accused the 3 of stealing items commonly used to manufacture meth. Sapinsky, Gray, and Bailey were arraigned & were remanded to the Chenango County jail in lieu of $20,000 cash bail or $50,000 property bond. Their next court date is pending.
Delaware County Sheriff’s Deputies were called to the scene of a Tractor Trailer; roll over motor vehicle accident at the intersection of County Highway 26 and East River Road, in the Town of Hamden. 30 year-old Nelson Perez-Aybar was hauling a tanker trailer, loaded with liquid sugar, he failed to properly shift down while descending the grade & was unable to come to a stop before entering the intersection, he attempted to turn at a speed of 20 to 30 miles per hour, tractor-trailer than overturned and slid into an earthen embankment. Perez-Aybar was not injured; he was issued several traffic tickets for Town of Hamden Court.

Constitution Pipeline Company announced the recipients of the 6th cycle of their Community Grant program, awarding 25 grants totaling more than $200,000 to benefit local communities within the counties traversed by the proposed pipeline project. Local counties will get more than $185 million in state and federal homeland security grants, to support infrastructure protection, sustain anti-terrorism programs, and enhance emergency preparedness and response. Otsego County will receive $500,000 for improvements and enhancements to merge 911 public safety-answering systems, and fund the implementation of new technologies for data sharing, greater operating efficiencies, and regional consolidation. Otsego, Delaware, Chenango and Broome counties, will share in $108,000 in a Hazardous Materials Grant program.
