Governor Cuomo today announced that his administration has reached a three-year labor agreement with the New York State Public Employees Federation. PEF is one of the largest unions in the United States and is New York's second-largest state-employee union, representing 54,000 workers. The three-year contract agreement includes a 2 percent increase in 2016-17, 2 percent increase in 2017-18 and a 2 percent increase in 2018-19. Both the state and PEF agree to work together on a plan to reduce out-of-control healthcare costs. Other elements of the contract will be released shortly. The contract must now be approved by its Executive Board and ratified by its membership.

Ireland said that once all the requests are made, the tags on Christmas Trees will show up in many Tri-Town Area Establsihments, patrons will take tags & return with the request item, the give away will be on December 10th at 44 Union Street in Sidney.
Oneonta Police responded to a possible drug overdoese death on Orchard Street on Tuesday. 45 year old Matthew Hill was found deceased in his apartment where drugs were located, he had been arrested in August by Oneonta Police on drug charges.
Governor Cuomo today announced that State Park campgrounds set a new record for attendance for the fifth consecutive year. Through Columbus Day, campsites, cabins and cottages across the state were occupied for more than 633,000 nights, surpassing 2015's record of 623,891 nights. State Park camping occupancy has climbed nearly 17 percent since 2009.
NYSEG is reporting that about 140 customers in Chenango County were without power, mainly in Guilford Oxford & Bainbridge. Crews hope to have power restored shortly.
The Chenango County Sheriff’s Office has been receiving a large number of larcenies from vehicles over the last couple of weeks. We ask that people remain vigilant and make sure that they do not leave anything of value in their vehicles as well as keeping their vehicles locked. The investigation into these incidents is ongoing and we ask that if anyone has any information on these larcenies to contact the Chenango County Sheriff’s Office at (607)334-2000.

The City of Oneonta will be paving the utility trenches at the intersection of Chestnut street & West Street today & tomorrow between the hours of 7:00 AM and 4:00 PM, 2 way traffic will be maintained but traffic delays can be expected, West Street will require closing to through traffic between chestnut & Center during the work hours & detours will be set up along Church Street. Schoharie County Judge Richard Mott finished deliberations today, he found Cal Harris NOT GUILTY of killing his estrnaged wife Michelle Harris in September 2001. Harris was convicted twice before in Tioga County Court, the 3rd jury trial ended with a deadlocked jury.

The Sidney Veteran’s Memorial Park Association will hold their dedication ceremony for the Sidney Veterans Memorial Park on Saturday at the State Route 8 & River street location. Association Spokesman Dane Woytek comments:

Woytek said that Congressman Chris Gibson, Assemblyman Cliff crouch & Sidney Mayor Andy Matviak will maker remarks at the dedication Saturday, the Keynote Speaker is US Army Brigadier General Peter Palmer, who is also a Sidney School graduate.
The Annual Gus Macker 3 on 3 Basketball Tournament will be held in July in Downtown Norwich again this year. Organizer Tom Revoir said that teams could start signing up now.

The statewide unemployment rate for April rose 1/10th to 4.9%, the State Labor Department has released the local unemployment rates for April. Chenango County equaled the state rate at 4.9%, Delaware County had a 5.5% rate & Otsego County had 4.6% unemployment.
Oneonta Mayor Gary Herzig announced that the city of Oneonta has filed an application for 10 million dollars as part of Governor Cuomo's Downtown Revitalization initiative. The DRI would invest 10 million dollars each in 10 communities with development project needs; a copy of the Oneonta application can be viewed at oneonta.ny.us/city/government.
Governor Cuomo announced that road and bridge construction projects on State highways will be suspended from 6:00 AM Friday, to 6:00 AM Tuesday, May 31st, in order to accommodate travelers during the busy Memorial Day holiday weekend. Some work may continue behind permanent concrete barriers or for emergency repairs. AAA predicts that of the more than 38 million people traveling more than 50 miles from home this weekend, an estimated 34 million of them will be traveling by car. Travelers are reminded to check 511NY by calling 511 or by accessing 511ny.org to check road conditions.


The Otsego County Sheriff's department is continuing the investigation into Monday's Bank robbery at the Edmeston NBT bank branch. The suspect is described as a white male, in his mid-to-late twenties, 5 foot 7 to 5 foot ten, with a thin build, he was last seen wearing light-colored pants, a dark-colored hooded sweatshirt, dark-colored shoes, a dark-colored knit hat and dark-rimmed glasses. Anyone with information is asked to contact the Otsego County Sheriff’s Office at 547-4273.
The Village of Sidney announced that work would be performed on the Main Street Bridge today from 9:00 to 3:00 PM. The bridge will be open for 1 lane for traffic during the work.

The State DOT will hold a public meeting Today, regarding plans to rehabilitate a bridge on State Route 28 in the town of Milford, The meeting will be held at Milford Central School, the Doors will open at 6:30 p.m. and a formal presentation will be conducted at 7 p.m. The bridge was built in 1985 and carries State Route 28 over State Route 7 and the Norfolk Southern Railroad Main Line. The purpose of the meeting is to share and exchange information with the public regarding the project and its potential impacts, including proposed work zone traffic control options to manage traffic during construction.

The State Senate Task Force on heroin & Opioid Addiction have issued a 4-part plan to combat the crisis in New York State. The plans call for increasing prevention efforts by trying to limit prescriptions for the legal medications from Doctors, opioid education to prescribed patients & Establishing a Narcan kit registry. The plan also calls for increased penalties for existing & new laws dealing with the sale of controlled substances. This year’s state budget commitment of $166 million for heroin and opioid crisis, treatment, outpatient, and residential services, was increased by another $25 million follow the report from the Senate task Force.
U.S. Senator Chuck Schumer introduced a bill to expand Brady background checks. Schumer introduced Brady Bill 2 after more than 2,000 advocates flooded his office Monday morning with phone calls. Senator Schumer's original Brady Bill has prevented more than 2.6 million gun sales to domestic abusers, violent felons, and people with dangerous mental illnesses; the new bill will expand background checks to all gun sales.

The Wessells Regatta will be the first of three canoe races between Saturday May 21st & the Memorial day weekend, with the Pine ridge Grocery Dash for Cash on Wednesday night, May 25th, and the General Clintonm Canoe Regatta on The Memorial Day Weekend.
The brand name Time Warner Cable will soon disappear, as Charter Communications announced that they will phase out Time Warner Cable’s name as a result of its $55.1 billion acquisition of the company. Charter Officials announced that the Time Warner aquiisition along with that of Bright House Networks, will both be combined under the “Spectrum” brand name.
The State DOT will hold a public meeting on Tuesday, May 24, regarding plans to rehabilitate a bridge on State Route 28 in the town of Milford. The meeting will be held at Milford Central School, at 7:00 PM. The bridge was built in 1985 and carries State Route 28 over State Route 7 and the Norfolk Southern Railroad Freight Main Line. All Area School Districts had their school budget propositions passed by their voters yesterday. Several area districts that exceeded the tax cap requiring a 60% super majority vote also passed. Capital Reserve Propositions Passed IN Bainbridge Guilford, Gilbertsville Mount Upton, Laurens, Unatego & Unadilla Valley; bus propositions passed in Afton, Bainbridge Guilford, Laurens, Oneonta, Oxford Unadilla Valley & Walton, & library Propositions passed in Milford, Norwich, Walton & Sidney.
Governor Cuomo announced $1 million in funding to expand access to addiction treatment services and family supports in the Southern Tier, and other locations to connect patients in Emergency Departments to appropriate treatment and support programs. In the Southern Tier, $250,000 was awarded to Addiction Center of Broome County in Binghamton, for those in need in Broome and neighboring Counties, starting June 1st. State Police arrested 53-year-old Kenneth Hines of Brooklyn for aggravated unlicensed operation and other traffic violations. This arrest occurred after a trooper observed Hines speeding at 92 mph, when the posted speed limit is 65 mph, on Interstate 81 southbound in the Town of Barker. An investigation determined his New York driving record showed him having 57 suspensions and revocations on 20 separate dates. Hines was arraigned in the adjoining Town of Fenton court and was remanded to the Broome County jail with no bail set at this time. His next court date in the Town of Barker court is pending.
Sidney Village Police arrested a local couple on drug & weapons charges. Police arrested 41-year-old Elizabeth Roettger (Rote-te-ger) for criminal possession of a weapon, criminal possession of a controlled substance, and controlled substance not in its original container, and 42-year-old Christopher Roettger for criminal possession of a weapon unlawful possession of marijuana. Both were arraigned in Sidney Village court & were remanded to the Delaware County jail on $5,000 Cash Bail & $10,000 bond.
The Broome County Sheriff’s Office is releasing the names of the persons involved in the fatal accident on East Maine Road on May 8th. 32-year-old Thomas Steyer of Binghamton was operating a Cadillac Escalade on East Maine Road; he collided with a Toyota Camry operated by 17-year-old Jontay Card of Binghamton, causing significant damage and multiple injuries. The front seat passenger in the Toyota, 17-year-old Dashaen Pabon of Endicott suffered a serious head injury and was transported to Wilson Hospital. The rear seat passenger, 4-year-old Samrya Oakley, of Johnson City suffered traumatic injuries and died at the scene. Both Steyer & Card were transported to Wilson Hospital for head injuries, Steyer was treated and released. The cause of the accident is still under investigation.
State Police arrested 43-year-old Donald Card of Endwell for robbery, intimidating a witness & unlawful possession of marihuana. Troopers responded to a report of a robbery at home on Delaware Avenue in the Town of Union, last Thursday night, where Card had allegedly forcibly took a wallet with money and valuables from a victim in a wheelchair and fled the scene. Troopers responded to the same location early Friday Morning as Card had returned and was threatening the victim, broke a window & fled the scene. Card was arrested at his home, he was arraigned and was remanded to the Broome County jail with no bail set at this time.
The Sidney Central School District will be holding its Budget Hearing Tuesday night at 7:00 pm in the high school library. Dr. Christensen will be presenting the 2016-17 school budget. The public is invited to attend.
After a spate of lawmakers breaking the law over the last 20 years, lawmakers have not passed any meaningful legislation. Assemblyman Cliff Crouch comments:

Crouch said that he favors legislation that calls for the forfeiture of pensions of convicted lawmakers, complete transparency with regards to all campaign contributions and term limits on leadership & committee chairmanship positions.

The Otsego County District Attorney's Office reported the arrest of 45-year-old Kevin Blush of Milford for 2nd degree rape & child endangerment. Blush is accused of performing sexual acts with a female under the age of 15; he was arraigned in the Town of Hartwick and remanded to the Otsego County Correctional Facility on $5,000 bail. He faces court action on May 11th. A temporary order of protection was issued for the victim.
The Sidney Planning Board will hold a “Meeting in Public” this evening at 7:00 PM. The meeting will be held in room 202 at the Civic Center, the work session is being held to continue work on the Town of Sidney Zoning Local Law
State Senator Jim Seward announced a $50,000 state grant he secured to help with improvements at Copes Corners Park in the Town of Butternuts. The capital funding has been used to help with improvements to the park's bathroom facilities, pavilions, and purchase of playground equipment, it was included in the 2015-16 state budget and secured by Senator Seward through the New York State and Municipal Facilities Program.
The city of Oneonta will be milling, paving & striping the Westcott Lot over the next 3 days. Today, crews are milling & hauling away old asphalt, Tuesday crews will be paving with a hot new asphalt mix, and striping is expected on Wednesday, more information is available at 432-6465.
The town of Unadilla officials announced that Butternut Road is closed today. Crews are oil & stoning the road, they expect to have the project completed at around 4:00 this afternoon.

Oneonta City Police arrested 21-year-old Sadiq Abdulai of Ghana for criminal possession of a forged instrument. Abdulai is accused of passing counterfeit $20.00 around the Hartwick College Campus, which then began circulating throughout the city of Oneonta; he was arraigned & was sent to the Otsego County Jail pending future court action. The investigation is continuing.
The State Tax Department Call Center Hours has extended the filing deadline through April 18th. Beginning tomorrow, the call center at 518-457-5181 will be open for more than 20 additional hours through the end of the filing season to help taxpayers who have last minute tax return filing questions. Representatives will be available from 8:30 a.m. to 7:30 p.m. Monday through Friday, and from 8:30 a.m. to 3 p.m. on Saturdays for the remainder of the filing season. For taxpayers comfortable using a home computer, many questions can be answered at tax.ny.gov.

The Otsego County Conservation associaiton will host their annual Earth Festival in Milford tomorrow. The event is an environmentally-focused, interactive event featuring exhibits, activities, vendors and entertainment, It will be held in from 11 a.m. to 3 p.m. in the Milford Central School gymnasium.
The Oxford Academy and Central School District is adding a new life skill to its educational curriculum with NBT Bank’s Strive® Financial Literacy program. Classes will be offered twice per month throughout the current spring semester, students get an introduction to checking and savings accounts, budgeting, and understanding credit; as well as a special focus on auto financing, student loans and paying for college, and protecting against identity theft by NBT Bank of Oxford Branch Supervisor Jill Eddy.


State Police responded to a Broome County 911 report of a car & tractor trailer accident with serious injuries on State Route 11, at Colesville Road, in the Town of Kirkwood. An investigation determined that a 57 year old Binghamton man was driving a Hyundai when he lost control, and drove off the road into a median, he corrected his vehicle and reentered State Route 11 where he then drove into a trailer that was being towed. The driver of the Hyundai was extricated from his vehicle, & was taken to Wilson Hospital with head trauma. This investigation is continuing.
New York State Division of Veterans’ Affairs Director Eric Hesse will Deliver the Regional Budget Briefing at the Northeast Classic Car Museum on Rexford Street in Norwich at 12:00 Noon today. The presentation will be held in the NBT Event Room
The Binghamton Senators host the Albany Devils this Saturday at 7:05p.m. for their Annual Faceoff Against Cancer game. Fans attending the game are encouraged to visit the various cancer awareness displays and meet the 2016 American Cancer Society Relay for Life teams that will be present throughout the arena concourse. All cancer survivors will receive a free ticket and are encouraged to join us for a Survivor's Lap during the first intermission. The fire that occurred on Monday at 22 Benton Avenue, in the Village of Walton that claimed the life of Phillip Kirk has been ruled as accidental. Fire investigators from Delaware County Emergency Services, Delaware County Cause & Origin Team, Delaware County Sheriff’s Office and New York State Office of Fire Prevention and Control concluded that the fire was caused by an unattended cigarette on a couch in Kirk's apartment. Residents from the other 3 apartments in that building were able to safely exit their homes once the fire was discovered. The structure has been declared a total loss due to extensive smoke & water damage.
Governor Cuomo today announced that a report by the State Department of Labor details the impact of a $15 minimum wage for New York workers and their families. The report stated that 2.3 million New Yorkers would earn higher wages and as a result, increase spending power by more than $15.7 billion across New York State. The Governor is urging the State Legislature to pass his phased-in minimum wage proposal this session. Cuomo said that the Dollars Reinvested in Southern Tier Regional Economy by those making a living wage would be $495,300,000; The Governor's report is available at governor.ny.gov
State Police arrested 23-year-old Dylan Debrock of the town of Maryland, for DWI. The arrest occurred after a trooper responded to an erratic vehicle spinning its tires on Valley View Estates Road in the Town of Milford. The trooper located the 1995 Ford Thunderbird stuck just of the roadway with Debrock standing on the hood. An investigation determined that he was driving while intoxicated when his car slid off the roadway became stuck. Debrock was issued tickets returnable to the Town of Milford on February 16,
Small grants have led to possible breakthroughs in treating veterans suffering form Post Traumatic Stress Disorder. State Senate John Bonacic explained the treatment at a mental Hygiene Budget Hearing in Albany recently.

Bonacic said that they would try to get 2 million dollars into the state budget this year to expand the program, in hopes that a larger sample size, with greater success could lead to federal funding & an expansion of the program.
State Attorney General Eric Schneiderman's Office has returned more than $2.5 million in compensation to New Yorkers last year, through the state's Lemon Law Arbitration Program. $2 million was refunded to 53 consumers who bought a new car and claimed their car was a lemon; the attorney general's office refunded more than $450,000 to 26 additional consumers.
A pretrial hearing For Almond Upton Will Start on march 3rd, Upton is accused of crossing lanes of traffic on I-81 & intentionally running down State Trooper Christopher Skinner in June 2014. Upton is being held without bail in the Broome County Jail, his Murder trial is slated to begin with Jury selection on July 5th in Broome County Court.
Broome County District Attorney Stephen Cornwell has revealed a plan called “Operation S.A.F.E.” that would encourage those struggling with drug addictio into get help, without fear of arrest. Those suffering would be able to go to any local police agency seeking help; the law enforcement agencies would then redirect them to 1 of over 50 drug treatment facilities.
