Chenango County Court Judge Frank Revoir made only a mild adjustment to the bail of Ernest Franklin of Guilford this week. Franklin's cash bail remained the same at $125,000, bond was reduced from $250,000 to $200,000 Thursday, Franklin is accused of planning the murder of his special needs son Jeffrey Franklin & setting fire to the family home to cover up the murder. Heather Franklin is currently out on bail; both will be tried separately next year, according to Chenango County DA Joe McBride.

The State DEC, the Chautauqua County DA's Office & and Chautauqua County Sheriff's Department announced that 34 year old Thomas Jadlowski of Sherman, surrendered to officers, he is accused of shooting his neighbor, 43 year old Rosemary Bilquist, while she was walking her dogs on November 22nd. Jadlowski was arraigned on a 2-count indictment for 2nd degree manslaughter & hunting after legal hours. Billquist died from a gunshot wound at a local hospital within hours of the incident.
New York State Office of General Services announced that a special exhibition at the Empire State Plaza, “AIDS: Art in Protest,” will open today on World AIDS Day. The event is free and open to the public, it will be held at the exhibit space located on the walls adjacent to the Empire State Plaza Visitor Center and Gift Shop. The exhibit will be on display until January 1, 2018

The State Police CNET Team, State troopers, Chenango County Sheriff’s Office and State DEC executed a search warrant at 163 Sherman Hill Rd in the Town of Afton, following an investigation into the sale of methamphetamine. 36-year-old Matthew Mazepa, & 21-year-old Taylor Quackenbush of Afton were arrested for criminal possession of a controlled substance. Officers seized crystal methamphetamine, marihuana, Digital scales, drug packaging material cash & cell phones. Mazepa was arraigned in Afton Town Court and remanded to the Chenango County Jail without bail. Quackenbush was issued Appearance Tickets for Afton Town Court and released.
The New York State Department of Labor today released preliminary local area unemployment rates for October 2017. Locally, Chenango County's rate was at 4.7%, Delaware County at 4.8% & Otsego County at 4.3%. The State’s seasonally adjusted unemployment rate decreased from 4.9% to 4.8% in October 2017.
Governor Cuomo announced the completion of a $1.7 million project to replace the State Route 28 bridge over State Route 7 and the Norfolk Southern Railroad in the town of Milford. The bridge opened to traffic today, just in time for the Thanksgiving holiday. The new bridge is a two-span structure supported by steel and concrete beams. It has 12-foot travel lanes and eight-foot shoulders in each direction. Approximately 5,200 vehicles use the Route 28 bridge each day.
Delaware County Sheriff’s Deputies were dispatched to a one-car roll over with property damage on Case Hill Road in Treadwell on November 6th. Deputies determined that William Rathbun’s vehicle left the roadway, entered into a ditch & rolled over and stuck a utility pole, which caused a minor power outage. Rathbun was ticketed for failure to keep right, speed unreasonable and prudent, & possession of a loaded firearm in a motor vehicle. Rathbun will appear in the Town of Franklin Court at a later date.
The Afton Central School District Board of Education has invited 2 candidates to interview for the Superintendent position. A forum for each candidate will be held next week, with the forum with Daniel Erickson; who is the middle school principal in Johnson City, will be November 28th, from 5:30 to 6:30 PM in the Afton Central School auditorium. Timothy McNamara is the principal in the Downsville Central School District; his public forum will be on November 30th from 5:30 to 6:30 PM in the Afton Central School auditorium.
The State DMV, the DEC and the State Office of Parks, Recreation & Historic Preservation are reminding New Yorkers to register their snowmobiles. Snowmobile registrations must be renewed annually, it can be performed online on the DMV website, by mail or in person at a DMV office. Last year, 106,867 snowmobiles were registered in New York.
The Oneonta Common Council will hold their next regular meeting this evening starting at 7:00 PM. The meeting will be held in the Common Council Chamber on the 2nd floor of Oneonta City Hall. The Oneonta clerk's office announced that City Hall would be closed for the Thanksgiving holiday on both Thursday & Friday this week.
The Village of Bainbridge announced that there would be 2 public hearings in addition to the regular monthly Board meeting. State Comptroller Tom DiNapoli is urging New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. DiNapoli said New Yorkers should use their gift cards within a year of purchase to avoid inactivity fees and register cards with the retailers that offer it so the owner can be identified. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy.

Governor Cuomo today announced General Motors and Cruise Automation are applying to begin the first sustained testing of vehicles in fully autonomous mode in New York State in early 2018. GM and Cruise are applying to begin the testing in Manhattan, All testing will include an engineer in the driver's seat to monitor and evaluate performance, and a second person in the passenger seat. The legislation in the current state budget, allows for the testing of autonomous technology through a pilot program.

State Senator Fred Akshar & Assembly Members Donna Lupardo and Cliff Crouch will hold a public Town Hall Meeting to discuss the repurposing of the Broome Developmental Center to provide substance abuse treatment to individuals struggling with addiction. Officials from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, Broome County Department of Social Services and the Broome County Health Department will answer questions and address concerns related to the repurposing project. Delaware County Sheriff Deputies arrested 36-year-old Harold Wilson of North Branch for Aggravated Unlicensed Operation of a motor vehicle. Wilson was observed traveling on State Highway 206 in the Town of Colchester at a high rate of speed where he was stopped, Deputies determined that Wilson was driving with 13 active suspensions, he was arraigned in the Town of Colchester Court, he was remanded to the Delaware County Jail on $750 cash bail or $2,500 secured bond.

Governor Cuomo announced more than $3.7 million in grants to help further reduce motor vehicle theft and insurance fraud.. Police departments, sheriffs' offices and district attorneys' offices will share the funding for anti-theft and anti-fraud training programs to law enforcement professionals. The grants are awarded by the state's Motor Vehicle Theft and Insurance Fraud Prevention program, the state Division of Criminal Justice Services provides staff to the board and administers the grant program.

Governor Cuomo will advance legislation to add 11 fentanyl analogs to the state controlled substances schedule, giving law enforcement the ability to go after the dealers who manufacture and sell. The Governor is also directing the State Department of Financial Services to take immediate action to Advise Insurers Against placing arbitrary limits on the number of naloxone doses covered by an insurance plan. The Governor announced that a synthetic Fentanyl that is mixed with heroin is being sold illegally, which has a high risk for user to overdose, fentanyl-related deaths increased at 160% statewide.
A raid at Motel 88 in Oneonta netted Police 70 bags of heroin and crack cocaine, 33 year old Jason Chase of Cortland, was arrested for 2 counts of Criminal Possession of a controlled substance following a no knock search warrant.  Police discovered that Chase had 2 arrest warrants for Criminal Sale of a Controlled substance, and was also wanted by the New York State Division of Corrections and Community Supervision. Oneonta Police were assisted by City of Norwich Police Department, Chenango County Sheriff’s Department and the State Division of Corrections and Community Supervision.
Travis St. Denny of Norwich will be in jail for 10 years and plus post-release supervision for a guilty plea for 2 counts of criminal sexual act & 1 count of producing obscene materials to a minor. St. Denny was arrested earlier this year following a tip from a Child Abuse Hotline.

The State DEC has confirmed that a deer attacked a man in the city of Troy on Tuesday. Tony Remillard was taking out trash in his backyard when the 10-point Buck pinned him against a fence and hit him in the face with his antlers, before a neighbor came to his rescue. The dear ran off and died, it was tested positive for Rabies. Remillard is undergoing post-rabies exposure treatments.
State Assemblyman Cliff Crouch today encouraged families to take advantage of the "NY ABLE" program, which focuses on encouraging and assisting individuals and families to save private funds in accounts to help individuals with disabilities to maintain their health and quality of life. Delaware County Public Health announced that a cat from the town of Franklin tested positive for rabies. The stray cat attacked one person and a dog on September 20th, the individual delayed calling Public Health until September 24th, 2017; the cat was then sent for testing to Wadsworth lab on September 25. The person is receiving rabies Prophylaxis treatment. The dog was up to date on its rabies vaccinations and will receive a booster. A Pre-Trial Hearing was held in Chenango County Court today, regarding the murder & arson trial of Ernest Franklin of Guilford, who along with his wife Heather are accused of killing their son Jeffrey & setting the family residence on fire to cover it up. A Pre-Trial Hearing for Heather Franklin has not been scheduled, Chenango County District Attorney Joseph McBride has stated that the 2 will be tried separately, The Trial is expected to begin next year.
Governor Cuomo announced more than $220 million in federal grants that will support counter terrorism and emergency preparedness activities in counties across New York State. The funding supports regional preparedness efforts, including planning, organization, and training activities that are critical to sustaining and improving community prevention, protection, response, and recovery capabilities. U.S. Senators Charles Schumer and Kirsten Gillibrand announced $1.8 Million Dollars for the Sidney Municipal Airport, through the Federal Aviation Administration. the Airport will use the funding to construct a new taxiway. The funding is awarded through the Airport Improvement Program and is administered by the FAA, for grants to public agencies for the planning and development of public-use airports.
Governor Cuomo announced that 124 Airmen from the 106th Rescue Wing of the New York Air National Guard will deploy this afternoon to the U.S. Virgin Islands to assist in the response to Hurricane Irma. Additionally, the Governor is deploying Task Force 2 to Florida, that team specializes in structural collapse rescue, excavation emergencies, technical rope rescues, confined space rescue, and other specialized rescues.
State Police arrested 24-year-old Adam Gager of Windsor on 7 counts of Falsifying Business Records. Police were advised of a theft of over $800 from the Mirabito gas station on Old Route 17 in the town of Windsor, Gager was an employee, He is accused of deleting items from the store sales records and using the money to purchase lottery tickets. Gager was arraigned in the town of Windsor court and was remanded to the Broome County Jail in lieu of $2,000 cash bail or $4,000 property bond.
Delaware County Public Health announced their last Free 2017 Rabies Vaccination Clinic for dogs, cats and ferrets, which will be held on October 18th from 6:00 to 8:00 PM at the Delhi Fire Hall. Hartwick College will celebrate the 40th Anniversary of its men’s soccer team’s NCAA Division 1 National Championship this weekend. The National Weather Service has confirmed that a tornado touched down in the Madison County town of Georgetown on Tuesday afternoon. The Investigation revealed that the tornado had sustained winds of 90 miles per hour & was a part of the Storm system that traveled through Central New York Monday Afternoon. Damage in the area of the tornado included downed trees and Utility Poles there were no injuries were reported.
State Owned Drones will be used for the 1st time at the New York State Fair in Syracuse this year. The drones will be used to monitor traffic conditions & the capacity of the surrounding parking lots, on the weekends of the Fair, which traditionally has the highest attendance. Governor Cuomo said that the State DOT & STATE Police would operate the Drones.
Chenango County Sheriff’s deputies arrested a Town of Coventry resident on charges of Sexual Abuse & Endangering the Welfare of a Child. 38-year-old Charles Crosby-Barrows was being held on unrelated charges at the Chenango County Jail, he is accused following an investigation of a reported sexual abuse of a juvenile female in 2016.
Math & English scores for New York Students who took standardized tests this spring, showed a slight increase over the 2016 scores, according to the State Education Department. 39.8% of students grades 3 to 8 were proficient in English Language Arts, up almost 2% from 2016, 40.2% of students passed the Math tests, up by 1.1% from 2016. Students who opted out declined from 21% to 19%.
Chenango County Sheriff’s deputies arrested 50 year old Michelle Ryan-Cook of Smyrna for 2nd degree Forgery, 3rd degree Grand Larceny & Falsifying Business Records. Ryan-Cook is accused of stealing more than $3,000 from a Sherburne business from November 2016 to April 2017; she faces court action shortly.
Governor Cuomo announced a coordinated effort by state agencies to crack down on underage drinking on college campuses and in college towns as the fall semester begins. The State Liquor Authority, Police Agencies & the State DMV will conduct statewide sweeps of locations holding liquor licenses, looking for fake IDs and illegal sales to minors. The combined enforcement effort will begin immediately.


Governor Cuomo will officially open the Great New York State fair today, at the fairgrounds in Syracuse. The fair will open after the Governor's announcement; it will run daily through Labor Day.
The Chenango County Sheriff’s Office arrested 21-year-old Kathleen Brown of Norwich for illegally entering a residence. Brown allegedly punched & grabbed an individual by the neck, and pulled a child from a family member, she then attempted to leave in a vehicle that did not have child safety seats. The driver, 22-year-old Lucas Cummings of Norwich was found to have a suspended driver’s license. Brown was arraigned in the Town of Norwich Court for Criminal Trespass & Endangering the Welfare of a Child. She was released & will appear in court at a later date. Cummings was issued a Ticket for Aggravated Unlicensed Operation of a motor vehicle & will appear in the Town of Norwich Court at a later date.
Delaware County Sheriff's Deputies responded to a motor vehicle accident on State Highway 28 in the Town of Franklin. 22-year-old Nicholas Thompson of Garnerville crossed over the opposing lane and drove off the roadway and struck a culvert. Thompson was transported to Fox Hospital for treatment of injuries sustained in the accident. Deputies charged Thompson with DWI & Failure to Keep Right. He was issued tickets returnable in Town of Franklin at a later date.

A Chenango County Grand Jury will convene shortly to hear the cases against James Brower and Tobias Rundstrom-Wooding. Both men are accused of raping & murdering 11 year old Jacelyn O'Connor in their Norwich Trailer July 30th. Brower faced court action in Norwich yesterday, where it was determined that there was enough evidence against the men to send the case to a Grand Jury. Both men are being held without bail in the Chenango County Jail pending Grand Jury Action.
Governor Cuomo today announced that $3.6 million has been awarded to 45 farms through round two of the Southern Tier Agricultural Industry Enhancement Program. The program helps farmers and agribusinesses expand and improve their operations, while promoting the responsible use and protection of the state's natural resources.  Locally, 10 projects in Chenango County will receive Chenango County over $1,000,000 dollars.
Oneonta Police are reminding area vehicle owners to always lock up their vehicles, after the report of a few vehicles being ransacked around the city. State Senator Fred Akshar joined local librarians at the Fenton Free Library to announce over $150k in library funds for 24 libraries through the BOOKS Program. These funds will go towards children's programming and new books for the children and young adults collections at libraries across the 52nd Senate District. The Sidney Central School District announced that they would offer after-school programs for no charge, starting in September. The District will offer an after-school program for students in grades K through 6th Monday through Friday until 5:00 PM, on full-length school days & Transportation is available. The After-school programs will begin on Monday, September 11th, more information and registration will be posted on the school website by the end of this month.


Delaware County Sheriff's Investigators arrested a New York City woman on a Sealed Indictment Warrant, regarding the distribution of heroin from New York City into Delaware and surrounding counties. 24-year-old Courtney Williamson of Queens and 34-year-old Monica Iannarelli, of Brooklyn were charged by the Grand Jury with 3 counts of Criminal Sale of Controlled Substance & 3 counts of Conspiracy. Williamson was arrested in April in the Town of Middletown; officers seized 83 bags of heroin and 30 bags of cocaine, she is being held in the Delaware County Jail on $100,000 bail. On July 28th, Iannarelli was apprehended in Brooklyn by U.S. Marshal’s and was turned over to Delaware County Sheriff's Deputies; she was arraigned on Monday and was held on $50,000 cash bail.
Delaware County Sheriff’s Deputies arrested 29-year-old Todd Tripp of East Meredith, for Aggravated Unlicensed Operation of a Motor Vehicle, following a report of an accident in the Town of Franklin. Tripp was will appear in Town of Franklin Court to answer to the charges at a later date.

State Police in Oneonta are currently looking for 16 year old Alyssa Jones of Oneonta, she was last seen on Friday July 28th at about 10:00 PM at the Bunga Wiz Festival in Laurens. She is described as a black female who is 5′ 01″ with a muscular build. She was last seen wearing pink shorts, a gray tank top and flip flops. Anyone with information is asked to call the New York State Police at (607) 432-3211.

The Otsego County Sheriff’s Office arrested Dominic Centonze of Roseboom for allegedly make recordings through a 2-way mirror. Officer conducted a search Centonze’s home last Week and found the mirror along with recording equipment and several computers. Centonze was arraigned on 4 counts of unlawful surveillance and was remanded to the Otsego County Jail on $2,500 cash or $5,000 bond, pending court action on Wednesday
Senate Majority Leader John Flanagan admitted Sunday he has drinking problem, he revealed that received treatment for his alcohol addiction, which he blamed on the pressures of his job. Flanagan said that he would remain in the senate, but did not address speculation that he may seek the Republican Party nomination in the race for Governor in 2018.
More people are starting to suggest a run at Governor Cuomo for the State's top job next year. Former Republican candidate Carl Palladino of Buffalo is expected to give it another shot, after losing badly to Cuomo once before. Actress Cynthia Nixon is expected to announce shortly that she is considering a run for the Democratic Party nomination in 2018, against Cuomo. Former State Senator Terry Gipson is also expected to announce challenge Cuomo next year, which is criticized by many in the Democratic Party as abandoning the Liberal base.

U.S Senator Charles Schumer said that he will fight proposed cuts from the Trump Administration for small airport routine maintenance, upgrades & expansions. Schumer said that the small airports are vital to the economies of the areas they serve, Schumer said that cuts would be reckless, wrong headed & would be a safety concern.
The Delaware County Chamber of Commerce announced a "First Friday Meet & Greet Breakfast", which will be held in Sidney on September 1. The event will run from 8:30 to 10:00 am at the Sidney Elks Club at 104 River Street, registration is available at delawarecounty.org.
Governor Cuomo announced more than $4 million has been awarded for 11 agricultural water quality conservation projects, benefiting 16 farms in the Southern Tier. The funding allows farmers to address water quality challenges in priority watersheds while increasing productivity, reduce erosion, and limit the amount of harmful sediments and other deposits in New York's waterways.

State Police arrested 34 year old Tobias Rundstrom-Wooding of Norwich, for 1st degree Murder, in connection with the murder of 11 year old Jacelyn O'Connor on July 30th. He was arraigned in Chenango County Court and was remanded to the Chenango County Jail without bail pending further court proceedings today at 11:00 am. Last week, police arrested James Brower in connection with the same case. The Chenango County Sheriff’s Office and the Chenango County District Attorney’s Office assisted with this investigation. A raccoon tested positive for rabies in the town of Davenport. 2 dogs were exposed to the diseased raccoon when they cornered and killed the animal. The dogs were up to date on their rabies vaccinations and each received a rabies booster. 2 people were also exposed and are receiving rabies post exposure treatment. This is the 3RD animal in Delaware County to test positive for rabies in 2017. Public Health recommends that pet owners take advantage of the free remaining rabies clinics in Delaware County, on August 9th from 4:00 PM to 6:00 PM, at the Franklin Fire Hall, August 23rd from 5:00 to 7:00 PM at the Sidney Fire Hall, an October Rabies Clinic will b held in Delhi; the date and time will be announced soon.
State DEC officials reported that missing hiker Wayne Lamicela of Arkville was found alive. State Forest Rangers reported that on Saturday, at around 1 p.m., a caretaker for private property located Lamicela, in a wooded area, Lamicela was barefoot but still mobile and able to walk on his own power. Lamicela was transported to the Margaretville Community Hospital for further evaluation.
The State Department of Transportation announced that two lanes eastbound, and one lane westbound on State Route 17 between Exit 62 Nichols and Exit 63 Lounsberry reopened Friday afternoon. Starting today, one lane in each direction will remain open as crews continue to repair damage caused by a late July flash flood. Motorists are advised to be alert for slow moving traffic and sudden stops.

Delaware County Public Health announced today that 2 dogs in the Town of Walton came into contact with a raccoon that tested positive for rabies. There was no human exposure reported. 1 of the exposed dog’s rabies vaccinations was not up to date, the owner is working with Delaware County Public Health and Town of Walton officials to ensure the dog will be quarantined for 6 months. The other dog was up to date; it received a booster, and will not need to be quarantined. Public Health recommends that pet owners take advantage of free rabies clinics on Wednesday from 6:00 to 8:00 PM, at the Delhi Fire Hall, on August 9th from 4:00 to 6:00 PM at the Franklin Fire Hall, or August 23rd from 5:00 to 7:00 PM at the Sidney Fire Hall.
U.S. Senator Kirsten Gillibrand will announce a series of Town hall Meetings around the state, following a session in Syracuse last week. Gillibrand said that many people have registered concerns about losing the so-called "Obama-Care" in favor of the Republican backed proposals that could throw 22 million Americans off of Health insurance, according to the Congressional Budget office.
The Chenango County Sheriff’s Office & the Broome County Sheriff’s Office arrested a Village of Oxford man on an active arrest warrant for Forcible Touching. 27-year-old Michael Pier was wanted on an active arrest warrant issued by the Village of Oxford Court, he was arraigned in the Village of Oxford Court and remanded to the Chenango County Correctional Facility on $2500 cash bail. Pier is to re-appear in the Village of Oxford Court on a later date.
A growing number of bald eagles are being poisoned by ingesting lead from ammunition in animal carcasses left behind by hunters. New York biologists have documented an increase in bald eagle deaths from lead, even though the state’s eagle population has rebounded to record numbers since 1976. Hunters are being asked to consider switching to copper or steel ammo or to remove the carcasses of animals they kill, in order to protect the Bald Eagle population.

Chenango County Sheriff’s Office responded to a burglary in progress in the Town of Norwich Saturday. 3 subjects were reported fleeing a residence and traveling behind neighboring properties. Deputies responded & located & arrested 25 year old Tiffany Vallance from North Norwich, 22 year old Faziem Jenkins from the City of Norwich, and 21 year old Russell Button of Plymouth. Jenkins and Vallance are accused of unlawfully entering the building while Button acted as a lookout, Jenkins and Vallance allegedly attempted to steal property of the owners. All 3 were charged with 2nd degree Burglary and Conspiracy; they were arraigned in the Town of North Norwich Court and remanded to the Chenango County Correctional Facility on $5000 cash bail.

Norwich Police arrested 22-year-old Tyler Streeter of Norwich on charges of: Use of a child in a sexual performance, disseminating indecent material to minors, Forcible touching & Endangering the welfare of a child. Streeter was arraigned in Norwich City Court Monday, and was taken to the Chenango County Jail on $25,000 cash bail pending additional court action on June 30th.
State police reported that on Monday, Broome County 911 received a call to Bell Road in Windsor for a subject who made threats to harm himself and law enforcement. Troopers responded and were assisted by Broome County Sheriff’s deputies, a search continued overnight and this morning, at around 9:00 AM, the subject was located at a relative’s residence and taken into custody without incident and transported to Binghamton General Hospital for a mental health evaluation. The name of the person is not being released.
New York State is among the worst states in the country when it comes to deteriorating rural bridges, according to "TRIP" National Transportation Research Group. Their report found that 13% of New York’s rural bridges are structurally deficient, 11% of New York’s rural roads are rated in poor condition, 20% are in mediocre condition. The rate of traffic fatalities on New York’s non-Interstate, rural roads is 1.65 fatalities per 100 million vehicle miles of travel, almost 250% higher than the fatality rate on all other roads in the state.
Delaware County Sheriff Deputies were dispatched Monday afternoon to a 1-car accident on State Highway 206 in the Town of Walton. 34-year-old Christopher Pashley, of Franklin, informed Deputies that his vehicle veered off the right hand shoulder of the roadway and into the ditch when he fell asleep while driving. Deputies charged Pashley, with criminally possessing a hypodermic instrument and a traffic summons for moving from lane unsafely, The Division of Parole was notified, & Pashley was then charged on a Parole Violation Warrant, he was released from Prison in December, 2016 after serving part of a 1-½ year prison sentence for Criminal Sale of a Controlled Substance. Pashley was arranged in the Town of Walton Court and was remanded to the Delaware County Correctional Facility without bail.
The Oneonta Common Council is expected to vote for a new Police Chief at their next meeting on July 5th. Acting Chief Douglas Brenner has the endorsement of Oneonta Mayor Gary Herzig, the meeting on July 5th will be held in the Common Council Chambers at Oneonta City Hall at 7:00 PM.
Governor Cuomo issued a proclamation calling for an extraordinary legislative session to extend New York City Mayoral Control over their school districts, to be held on Wednesday. The Governor has discussed the extraordinary session with the legislative leaders, after this issue was not dealt with prior to the scheduled end of the Legisaltive Session last week. The Governor's office may ask for action on other left over issues as well for wednesday session.
