State Attorney General Letitia James led a multi state coalition of 23 attorneys general urging the U.S. Supreme Court to uphold the government's ability to work and communicate with social media companies to address the spread of dangerous content on their platforms. The coalition filed an amicus brief, urging the Supreme Court to reverse a recent decision of the U.S. Court of Appeals that prevents the important exchange of information between the federal government and social media companies about harmful content on their platforms. Other states participating include California, Connecticut, Delaware, Maine, Massachusetts, Michigan, New Jersey, Pennsylvania, Rhode Island, & Vermont.
The Jericho Arts Council is now accepting applications from artists who wish to participate in Regatta Row’s 10th year, which will feature Adirondack Canoe Paddle chairs, and Adirondack Canoe Paddle Rocking Chairs. Jericho Arts Council spokesperson Rachel Hares told WCDO News what the artists receive in order to make the items:

The State Police are continuing the special enforcement initiative to crack down on impaired and reckless driving this holiday season. The enforcement campaign is part of the national “Drive Sober or Get Pulled Over” initiative and runs from Wednesday, December 13, 2023, through Monday, January 1, 2024. Drivers can expect to see sobriety checkpoints, Troopers will be watching for distracted drivers, vehicle occupants who are not properly buckled up, and drivers violating the “Move Over Law,” State Police will also conduct underage drinker enforcement details statewide. During last year’s crackdown, State Police arrested 453 people for DWI and issued 32,934 tickets, including 11,305 tickets for speeding, 912 for distracted driving, and 316 for the “Move Over Law.”
Chenango County Sheriff’s Office arrested 32 year old Keith Tompkins of Oxford for several counts of Criminal Possession of a Controlled Substance, 9 counts of Criminally Using Drug Paraphernalia, after deputies observed a male, laying on the floor in the back of the vehicle, attempting to conceal himself by hiding under automotive parts. Tompkins had an active arrest warrant out of the Village of Oxford Court for Unlawful Fleeing of a Police Officer. Tompkins was in possession of over 2 ounces of crack cocaine, about 4 ounces of crystal Methamphetamine, 1,150 wax envelopes of Fentanyl, packaging material, digital scales, and over $2,000 in cash from suspected drug sales. Tompkins was arraigned and was remanded to the Chenango County Correctional Facility without bail. Tompkins is to appear in Chenango County Court at a later date.

Bassett Healthcare Network and Helios Care are collaborating to provide hospice and palliative care to patients in Central New York. The State Department of Health has given approval for Helios Care to expand their services to include Herkimer and Chenango Counties to better serve within the Bassett Healthcare Network. Currently, Helios Care serves Otsego, Delaware, and Schoharie Counties.
Norwich Firefighters responded early Thursday Morning to 137 Horstman Lane for a reported structure fire in a mobile home, they located a fire in the ceiling and roof area of the structure. Crews quickly extinguished the fire containing it to the room of origin along with ensuring all occupants were clear of the structure. Firefighters from New Berlin & North Norwich also responded, the cause of the fire is under investigation. No injuries were reported & all occupants safely evacuated without injuries.

The heavy rain has slowed down & is changing over to snow showers in some location this afternoon, local Meteorologist Rich Townsend told WCDO News that there could be some isolated minor flooding:

Delaware County DPW Commissioner Jim Thomas reported some roads were flooded earlier today, including State Route 357, which was closed between County Route 14 and State Route 28 in Franklin, also Flooding on State Route 10 slowed traffic between Peaks Brook Road in Delhi and County Route 16, 1 lane traffic was being directed by DOT flaggers, County Route 18 above Delhi & County Route 9 were also closed earlier this afternoon. The Otsego County Sheriff's office announced road closures at Piermott Lane and Wileytown Road in the Town of Hartwick, County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, County Highway 29 in the town of Springfield & Miller Road in the Town of Pittsfield. Following the October announcement of the closure of the Morris branch of Community Bank, N.A., in January, A public meeting, coordinated by Butternut Valley Alliance, was held November 20 to identify the greatest concerns, Maggie Brenner is Vice Chair of the Butternut Valley Alliance, she told WCDO News what options they can pursue for their banking:

Brenner said that the Community Bank closing in Morris affects several communities around Morris, and that there has been significant growth in the surrounding area the last couple of years, which they hope warrants a banking institution to set up some sort of bank or credit union locally, and not force everyone to go 20 miles or more to do all of their banking needs.
The Delaware County Toys for Tots Campaign collected 1300 Items and many Cash Donations, which will support Nearly 300 Delaware County Families and 600 Children this Christmas season. This year's campaign was a joint effort from the Delaware County Chamber of Commerce & Delaware Opportunities, with collection boxes at over 20 businesses.

Chaquasja Veale of Norwich was indicted Friday & was charged with 2nd degree murder, for the killing of 44 year old Alisa Ann Martin in her Norwich home July 6th. Veale had been staying in Martin's home, she died died by strangulation, Veale was being held on bail in the Chenango County Jail pending future court action.
The number of full-time local government workers employed outside of New York City shrank 7.9% from 2007 through 2022, according to a report by State Comptroller Tom DiNapoli. New York’s decline in local government employment is in contrast to the nation, which saw a 2% increase in the number of full-time employees over this 15-year period. Local government workforce levels were most impacted by two key events during this time – the Great Recession of 2007-09 and the COVID-19 pandemic. School districts were the largest local government employer in 2022, Counties were second, followed by cities and villages and towns.
Congressman Marc Molinaro will host a 'Coffee With Your Congressman' meeting today, from 6:30pm to 7:30pm at the Park Diner & Restaurant at 119 Conklin Ave, Binghamton. This event will be open to the public and give constituents an opportunity to connect with Molinaro, ask questions, or share feedback.

Chenango County Sheriff's Office arrested 32 year old Jentre Bergman of McGraw for Robbery. On September 23rd, Bergman allegedly went to a residence in the Town of German, where he forcefully stole a Harley-Davidson motorcycle by pointing a shotgun at the victim & fled the scene on the motorcycle. An arrest warrant was then issued for Bergman, who was arrested by the Cortland County Sheriff’s Office and held in their facility on un-related charges. Bergman was then transported to the Chenango County Sheriff’s Office where he was processed for charges of Robbery, Grand Larceny, and Menacing, he was arraigned in the Town of German Court where bail was set at $5,000. Bergman was then transported back to the Cortland County Correctional Facility where he is being held.

40 year old Cory Kujawski of Burlington Flats was indicted by an Otsego County Grand Jury. State Police arrested Kujawski, for 3 counts of Predatory Sexual Assault Against a Child, 2 counts of Course of Sexual Conduct Against a Child & 1 count of Criminal Sexual Act, he is accused of inappropriate sexual contact with a child under the age of 13 on several occasions, he was arraigned and released on his own recognizance & was referred to Otsego County probation.
State Police arrested 39 year old Antoine Laporte of Buffalo for Criminal Possession of a Weapon after a Trooper observed a vehicle traveling at an excessive speed, The Trooper attempted to catch up to the vehicle but lost sight of the car, the trooper ended up finding the vehicle rolled over at the bottom of the East Branch exit ramp. Chenango County Sheriff's Office arrested 32 year old Jentre Bergman of McGraw for Robbery. On September 23rd, Bergman allegedly went to a residence in the Town of German, where he forcefully stole a Harley-Davidson motorcycle by pointing a shotgun at the victim & fled the scene on the motorcycle. An arrest warrant was then issued for Bergman, who was arrested by the Cortland County Sheriff’s Office and held in their facility on un-related charges. Bergman was then transported to the Chenango County Sheriff’s Office where he was processed for charges of Robbery, Grand Larceny, and Menacing, he was arraigned in the Town of German Court where bail was set at $5,000. Bergman was then transported back to the Cortland County Correctional Facility where he is being held.

Broome County Sheriff Fred Akshar announced a further expansion of visitation hours at the Broome County Sheriff’s Correctional Facility effective immediately. Sheriff Akshar expanded visiting hours to 30 hours per week earlier this year, the latest increase brings the visitation time to 47 hours each week. The visitation expansion coincides with increased staffing levels at the Broome County Sheriff’s Correctional Facility after a successful hiring campaign for new and transferring Corrections Officers. Delaware County District Attorney's Office announced that 37 year old Randy Condon of Sidney was arraigned on a 3 count indictment in Delaware County Court. Condon was charged with 3rd & 4th Degree Grand Larceny, & 2nd degree Burglary for breaking into a Masonville Residence & stole rifles and shotguns, & over 10,000 rounds of ammunition, worth over $3,000 Dollars. Condon pleaded not guilty at the arraignment, he was remanded to the Delaware County Correctional Facility without bail.
49 year old Richard Foster of Middletown appeared in Delaware County Court & entered a guilty plea to Attempted Assault, Foster was originally charged with a series of crimes stemming from a domestic assault that took place on March 14th. Foster was observed obstructing traffic on State Highway 28, Officers apprehended him after he struck a woman multiple times and attempted to steal prescription pills. Foster was sentenced to one year in jail, an Order of Protection was issued for the victim for a period of 2 years.
FEMA Officials announced that the Oxford Fire Department will receive over $95,000 in the latest round of firefighter safety grants. The Grant will allow the Oxford Fire Department to increase training, purchase equipment and protective gear & increase recruitment efforts.
The State Department of Labor today released preliminary local area unemployment rates for July 2023. The state’s seasonally adjusted unemployment rate held constant at 3.9% in July, locally, Chenango County had 2.9% unemployment, Delaware County 3.7% & Otsego County 3.3% in July.

32 year old Steven Barrows of Sidney appeared in Delaware County Court for violating several terms of his probation, he was being supervised on a five-year term as a result of a conviction for Burglary in Otsego County Court. Barrows was arraigned and was declared delinquent and a probation violator, he was sentenced to serve 2 to 6 years in jail, he was also ordered to pay fines, fees and surcharges imposed by the court.
Delaware County Sheriff’s Deputies conducted a traffic stop August 12th in the Town of Colchester, Deputies identified 27 year old Brooke Klinegardner as a passenger, Deputies learned that Klinegardner had an active Arrest Warrant issued by the Delaware County Family Court, Klinegardner was arrested on the Arrest Warrant and was arraigned & was remanded to the Delaware County Correctional Facility without bail and is to appear in the next session of Delaware County Family Court.

The Delaware County District Attorney's Office announced that 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 3 Count Indictment was unsealed, Astalos is accused of selling methamphetamine in the Village of Sidney August 3, 2022, also on September 1, 2022 & for possessing methamphetamine, with the intent to sell it, on February 16, 2023, also in the Village of Sidney. After being arraigned, Astalos pleaded not guilty she was released from custody under the supervision of the Delaware County Probation Department. Each charge carries a maximum 10-year sentence is convicted..
State Comptroller Tom DiNapoli reported today that only 1 year after the Division of the Budget forecast fiscal stability and no projected budget gaps in Fiscal Year 22-23, the 23-24 plan shows looming gaps up to $36.4 billion through the next 3 fiscal years. DiNapoli said that declining revenue, a weak economic forecast, stock market volatility, and spending increases are among the reasons for the outlying budget gaps, DiNapoli recommends beginning to transfer the $13.2 billion in fund balance designated for "economic uncertainties" and controlled by the Governor's office be placed into the statutory rainy day reserves on a monthly basis over the course of the fiscal year, which would bring the reserves to $19.5 billion. The parade originates at Lake Street and Chestnut Street, proceeds down Chestnut Street toward Main Street and onto Main Street to the Baseball Hall of Fame. The Parade of Legends will feature more than 4 dozen returning Hall of Famers as well as Class of 2023 members Fred McGriff and Scott Rolen. The Induction Weekend will conclude with the inductions of McGriff and Rolen Sunday at 1:30 at the Clark Sports Center.

37 year old Nikita Kingsbury of South Kortright was arraigned on a sealed indictment in Delaware County Court. The indictment charges accuses Kingsbury of selling methamphetamine in the Village of Sidney on August 11, 2022, she pleaded not guilty and a Court conference is scheduled for August 14th. Kingsbury was then arrested for Criminal Possession of a Controlled Substance with the intent to sell, for allegedly possessing narcotics with intent to sell in Walton on November 9, 2022, she was remanded to the Delaware County Correctional Facility on the new charge.

The Delaware County District Attorney's Office announced that 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 3 Count Indictment was unsealed, Astalos is accused of selling methamphetamine in the Village of Sidney August 3, 2022, also on September 1, 2022 & for possessing methamphetamine, with the intent to sell it, on February 16, 2023, also in the Village of Sidney. After being arraigned, Astalos pleaded not guilty she was released from custody under the supervision of the Delaware County Probation Department. Each charge carries a maximum 10-year sentence is convicted..
State Comptroller Tom DiNapoli reported today that only 1 year after the Division of the Budget forecast fiscal stability and no projected budget gaps in Fiscal Year 22-23, the 23-24 plan shows looming gaps up to $36.4 billion through the next 3 fiscal years. DiNapoli said that declining revenue, a weak economic forecast, stock market volatility, and spending increases are among the reasons for the outlying budget gaps, DiNapoli recommends beginning to transfer the $13.2 billion in fund balance designated for "economic uncertainties" and controlled by the Governor's office be placed into the statutory rainy day reserves on a monthly basis over the course of the fiscal year, which would bring the reserves to $19.5 billion. Sidney Police Department arrested 33 year old Jesse Terry of Unadilla Wednesday, for criminal possession of stolen property, unlawful fleeing a police officer, aggravated unlicensed operation of a motor vehicle, driving while under the influence of drugs & resisting arrest amon other charges. Sidney Police received an alert about a stolen vehicle out of Oneonta, the vehicle was observed at a car wash, with State Police assisting the traffic stop, Terry did not comply and rammed the Sidney Police car, police pursued along West Main Street, the pursuit ended at the Circle Drive Apartments, where Terry hit 1 of the apartment buildings with the vehicle, he fled into an apartment building and was taken into custody, he was treated at the hospital & was later arraigned in the Village of Sidney Court & was remanded to the Delaware County Jail. More charges are pending.

The indictment was unsealed, Count One accused Moscato of attempting to endanger the welfare of a child, the other counts accuse him of Attempted Disseminating of Indecent Material to Minors, Engaging in a sexually explicit conversation with a minor with the intention of enticing the child to engage in sexual activity, and for sending explicit pictures to the minor. Moscato was released to the supervision of the Delaware County Probation Department, pending a conference on July 24th.
The Otsego County Fair is scheduled for August 1st through the 6th this year at the fairgrounds in Morris, Fair spokesperson Lisa Jackson told WCDO news about the schedule of activities:

Delaware County District Attorney's office announced that 58 year old Mark Seeley of Walton, was sentenced to 2 years in the County Jail for Aggravated Harassment and Criminal Contempt. On September 11, 2022, Seeley, threatened several individuals, the Court issued orders of protection for the victims, Seeley violated the orders of protection multiple times. On May 8th, Seeley agreed to a plea deal in County Court, but on May 31st, State Police were contacted by the victims who had discovered that Seeley posted about the victims on social media. Due to the numerous violations the District Attorney’s Office voided the plea & Seeley was sent to jail.

State Police and other law enforcement agencies continue to search the State Route 79 area and continue to maintain a presence searching for a man that may be a threat to himself and others in Chenango Forks. State Police said that the man may be armed, residents from Route 369 to Richards Road were advised to stay inside, keep their doors and vehicles locked. State Route 79 has been re-opened to traffic. The suspect is described as a white male, with dark hair, approximately 6 foot 1 inches tall and 275 pounds, last seen wearing a black shirt, light-colored pants or shorts and may be wearing glasses. Anyone with information should call 911, & should not approach the suspect..
Delaware County Sheriff's Office arrested 51 year old Stacy Coss of Andes for driving while ability is impaired by the use of drugs, and aggravated unlicensed operator. On July 7th, Deputies stopped a motor vehicle in the Town of Andes being operated by Coss, her driving privileges were revoked from a prior DWI and she was operating a motor vehicle in an impaired state. Coss was released on appearance tickets and directed to appear at the Town of Andes court at a later date.

Governor Hochul announced that temporary lane closures for road and bridge construction projects on State highways will be suspended from 6:00 AM Saturday, July 1 to 6:00 AM on Wednesday, July 5, to ease travel throughout the July 4th holiday weekend. Motorists should be aware that some work may continue behind permanent concrete barriers or for emergency repairs

The Broome County District Attorney’s Office announced 40 year old Quentin Wilson of Binghamton was sentenced to 25 years in prison after being found guilty of burglary, obstructing governmental administration and endangering the welfare of a child in March. Wilson was charged after he knocked in the door of a residence on Julian Street in Binghamton while brandishing a handgun, which he used to strike a victim in the face, he stole property from the residence and fled the scene. Wilson will have to serve five years of post-release supervision after he serves his 25 years behind bars.

The Broome County Special Investigations Unit Task Force and the Tioga County Sheriff’s Office executed a narcotics search warrant at a residence in the Town of Owego. Search warrant targeted 33 year old Bienvenido Aponte of Apalachin, who was charged with 2 Counts of Criminal Possession of a Controlled Substance & 3 Counts of Criminally Using Drug Paraphernalia. Police seized 43.2 Grams of Fentanyl, $4,831 in US Currency, Multiple scales, cutting agents, and packaging materials used for weighing, cutting, and packaging narcotics for sale. According to the USDEA, as little as 2 milligrams of Fentanyl can be fatal, the amount recovered equals 21,000 fatal doses of Fentanyl.
State Police announced that Governor Kathy Hochul has approved a request from the State Police to raise the maximum age to apply to become a New York State Trooper from 29 to 34. Candidates can learn about becoming a New York State Trooper and sign up to take the exam at joinstatepolice.ny.gov.
