Delhi Firefighters responded Wednesday evening to a fire at 161 Main Street in the village, at a homeless shelter. 4 occupants escaped without injury, the building is a total loss, and the cause of the fire is under investigation.
More than a dozen Fire Departments responded to a blaze at 116 Franklin Avenue Extension in the Town of Fenton early this morning. The fire was reported at about 1:40 AM, there are no injuries reported, the cause of the fire is under investigation.
Governor Kathy Hochul today announced New York State's success in awarding $900 million in Child Care Stabilization Grants to child care programs statewide. The grants are part of a $2.3 billion package of investments in New York State's child care industry funded by the federal American Rescue Plan Act and Coronavirus Response and Relief Supplemental Appropriations Act. The Office of Children and Family Services (OCFS) awarded funding to nearly 15,000 eligible child care providers over four months, from August through November. Over 219 Million Dollars will go to the Southern Tier Counties child care programs.

New York Attorney General Letitia James today released the following statement after a jury voted that Teva Pharmaceuticals USA, Inc. and its affiliates were liable for the public nuisance charges made by New York state in its opioid trial in State Supreme Court: A subsequent trial will be held to determine how much Teva and others will be required to pay. Attorney General James has already negotiated deals with Johnson & Johnson, McKesson, Cardinal Health, and Amerisource Bergen for a global value of approximately $26 billion, the cases against Mallinckrodt and Rochester Drug Cooperative are now moving separately through U.S. Bankruptcy Court.
The Center for Agricultural Development & Entrepreurships Farmer' Survey deadline is tomorrow. The survey takes about 15 minutes to complete and allows farmers to identify their top food system priorities. The survey represents the 2nd phase of CADE’s data collection process, from 17 focus groups which were conducted between March and October in partnership with Cornell University, SUNY Cobleskill, and other researchers. The City of Oneonta Police Department is investigating a bank robbery at the NBT bank at 1 Wall Street Wednesday at about 11:00 AM. A single male suspect demanded the teller to hand over an undisclosed amount of money, he is described a 5’8 to 6’ tall, wearing a dark colored hooded sweatshirt, dark colored pants and is about 220-250 pounds with a heavy build. He was last seen walking in an easterly direction on Wall Street. The public is encouraged to contact the Oneonta Police Detectives with any additional information at (607) 432-1111.
The American Red Cross is holding a blood drive today at the A.O. Fox Hospital Tri-Town Campus Lab between 1:30 PM and 6:30PM in the Conference Room N-112. Flanagan appeared at a press conference in Binghamton yesterday with Assembly members Donna Lupardo & Joe Angelino & State Senator Fred Akshar.

Governor Kathy Hochul announced $23 million in grants to help improve water quality across New York State while mitigating the effects of climate change. Locally, the Village of Sidney will receive $480,000 to install water meters equipped with advanced meter reading technology, the Village of Walton will get $30,000 to identify sources of inflow and infiltration, evaluate alternatives, and recommend improvements to the wastewater collection system.
Delaware County Department of Emergency Services has received a shipment of disposable masks from the State and starting today, they are being distributed to a variety of locations in the County. The masks can be found in Delhi at the Price Chopper & County Office Buildings, in Walton at the Big M & Delaware County Mental Health Facility, in Deposit at the Big M & DMV office & in Sidney at the Price Chopper, Great American and DMV. The masks will be free to anyone in the community and will be on a first come first serve basis.
New York’s ban on single-use Styrofoam food and beverage containers, as well as ‘packing peanuts,’ takes effect Saturday. The new law allows a civil penalty of up to $250 for the first offense, $500 for the second in the same calendar year, and $1000 for the third and subsequent violations in the same calendar year.

State Police have identified the Trooper who fired his issued firearm Last Wednesday in Unadilla as Trooper Justin Miller, who has been a trooper since 2016. Trooper Miller responded on December 22 to a domestic dispute in Unadilla, he was confronted by Mark Beilby who was armed with a knife inside the home. Beilby did not comply with Trooper Miller’s repeated commands to drop the knife and advanced at the trooper, Trooper Miller discharged his firearm, striking Beilby, and then administered first aid, Beilby was first takn to AO Fox Hospital’s Tri-Town Campus in Sidney & then to Wilson Hospital in Johnson City, where he was pronounced deceased. The State Attorney General’s Office is investigating the incident.
The State Health Department tested over 650,000 people Friday & Saturday combined, with about 85,000 new positives, for a positivity rate of 14.1%. Patients Hospitalizations were close to 4900, patients in an ICU dropped slightly to 880, the number on ventilators went up by 6 to 501. The State Department of Health announced new guidance allowing healthcare workers and other essential workers who test positive for COVID-19 and are fully vaccinated to return to work sooner than previously allowed, in order to provide healthcare and other essential services. This decision follows new guidance from the CDC, after a surge of the Omicron variant. Workers can return if they have not had a fever for at least 72 hours without fever-reducing medication, have a resolution of symptoms & testing is not required.
Otsego County Sheriff's Office arrested 41 year old Brian Boore of Worcester following a traffic stop in the Town of Worcester. Boore was charged with Criminal Possession of a Controlled Substance following a traffic stop on Main Street Worcester, Boore was a passenger in the vehicle and was found to be in possession of a small quantity of heroin and methamphetamine, he was an appearance ticket returnable to the Worcester Town Court at a later date.
The Village of Oxford has received $50,000 for tree planting from the DEC, the Village Tree Board will coordinate the planting of 175 street and park trees during the spring and fall of 2022 with guidance from the NYS DEC and a local certified tree expert. The grant was awarded in celebration of Arbor Day as part of a $1.18 million award to communities across the state to inventory, plant, and maintain public trees.

Federal prosecutors in Broome County Have charged Connor Spells of Sacketts Harbor following an undercover investigation regarding child pornography and an attempt to meet an underage female for inappropriate sexual behavior. Spells is accused of driving to Broome County to meet with a 10- year-old girl, he was met by officers and was charged with attempted enticement of a minor and distribution of child pornography Spells is being held pending future court action.
Area Emergency Services Departments are keeping an eye on potential flooding issues, after several inches of rain fell yesterday. Minor Flooding was reported in Margaretville, while Delaware County officials anticipated possible mild flooding in Hancock. Otsego County Officials were concerned with Gilbertsville; following recent flooding issues there cause damage. Local Waterway levels can be found at wcdoonline.com/river.

The New York State Division of Consumer Protection and the State Department of Public Service is alerting consumers of phone calls in which scammers, pretending to be from electric companies are looking for overdue payments and threatening to suspend electricity services unless they receive a payment immediately. Payment has been requested by means of untraceable services such as gift cards, and money transfer apps, including PayPal and consumer complaints can be filed at dos.ny.gov/consumer protection.
The Oneonta Boys & Girls Club is hosting it’s first-ever "Trunk or Treat" event from 6:00 pm to 8:00 pm tonight in the parking lot of the club. The event is free and it replaces the annual Halloween party.

Delaware County Public Health reported they 55th COVID-19 death on Monday. Delaware County Public Health's reported 52 new COVID positive cases Saturday through Monday, they have 152 active cases, 6 hospitalized and 248 quarantined. The county has recorded 3,338 cases with 3131 recoveries since the pandemic began.
NY State of Health announced the affordable health insurance options available to New Yorkers in 2022. Open enrollment for coverage in a 2022 Qualified Health Plan starts November 16th for new and returning consumers and ends on January 31, 2022. The State DEC announced that the State’s new catch-and-release trout stream season begins on October 16th, as part of the DEC’s Statewide Trout Stream Management Plan. The new season runs until March 31st of next year & requires anglers to use only artificial lures and immediately release trout they catch. Chobani and the Utica based non-profit Compassion Coalition donated & delivered $29,000 worth of food and supplies to help 4 local backpack programs in Central New York last week. Chobani distributed more than 1,200 cases of their products to the Edmeston Central School, Unadilla Valley School District, Sherburne-Earlville Central School, and Norwich City Schools, to restock school food pantries, which helps to feed more than 200 children and their families throughout the year. Chobani also announced that they are sending 200,000 Chobani products to those affected by Hurricane Ida; this follows a recent delivery of 100,000 products to Afghan evacuees in temporary housing across the country, and the US servicemen and women supporting them.
State Police arrested 24 year old David Kemp of Eaton for using a fake COVID 19 Vaccination card, after his employer turned him in. Kemp could face 7 years in prison after being charged with possession of a forged instrument & the unauthorized use of a government agency’s seal on the fake card makes it a federal crime.

State Police have identified the deceased individual shot by a Walton Police Officer as 66 year old Paul Weeden of Walton. On Monday Morning, an officer from the Walton Police Department was dispatched to a mental health call on Griswold Street, the officer made contact with Weeden, who pointed what was believed to be a gun at the officer, the officer retreated, Weeden followed & ignored multiple commands to drop his weapon, he again pointed the suspected gun at the officer, who fired his weapon and struck Weeden. The officer called for EMS and rendered emergency aid, Weeden was pronounced dead at the scene. The investigation is continuing.
Dylan Robinson was sentenced to 20 years to life in prison in Otsego County Court on Monday, for the murder of his father, Kenneth Robinson in Worcester in October 2019. Robinson & several others were accused of going to Kenneth Robinson's home to steal money & marijuana, it escalated to the killing of the elder Robinson & attempting to burn the house down to cover up the crimes. Robinson was convicted after a 3 day trial in June.

Delaware County Public Health's reported 52 new COVID positive cases Saturday through Monday, they have 152 active cases, 6 hospitalized and 248 quarantined. NY State of Health announced the affordable health insurance options available to New Yorkers in 2022. The State DEC announced that the State’s new catch-and-release trout stream season begins on October 16th, as part of the DEC’s Statewide Trout Stream Management Plan. Chobani and the Utica based non-profit Compassion Coalition donated & delivered $29,000 worth of food and supplies to help 4 local backpack programs in Central New York last week. State Police arrested 24 year old David Kemp of Eaton for using a fake COVID 19 Vaccination card, after his employer turned him in. Kemp could face 7 years in prison after being charged with possession of a forged instrument & the unauthorized use of a government agency’s seal on the fake card makes it a federal crime.

State Police have identified the deceased individual shot by a Walton Police Officer as 66 year old Paul Weeden of Walton. On Monday Morning, an officer from the Walton Police Department was dispatched to a mental health call on Griswold Street, the officer made contact with Weeden, who pointed what was believed to be a gun at the officer, the officer retreated, Weeden followed & ignored multiple commands to drop his weapon, he again pointed the suspected gun at the officer, who fired his weapon and struck Weeden. The officer called for EMS and rendered emergency aid, Weeden was pronounced dead at the scene. The investigation is continuing.
Dylan Robinson was sentenced to 20 years to life in prison in Otsego County Court on Monday, for the murder of his father, Kenneth Robinson in Worcester in October 2019. Robinson & several others were accused of going to Kenneth Robinson's home to steal money & marijuana, it escalated to the killing of the elder Robinson & attempting to burn the house down to cover up the crimes. Robinson was convicted after a 3 day trial in June.

The American Red Cross continues to ask for eligible people to donate blood, as blood supplies are at their lowest since the summer of 2015 locally. Blood Drives are being held locally today in Morris from 12:00 PM to 5:00 PM at the Zion Episcopal Church, at 162 Main Street, and in South Kortright from 11:30 AM to 5:30 PM at the South Kortright Central School on State Highway 10. Appointments can be made by using the Red Cross Blood Donor App, visiting RedCrossBlood.org or calling 1-800-RED CROSS.
State Police were dispatched to State Route 28 in Andes for a State DOT truck struck by a vehicle. An investigation at the scene revealed that 4 DOT workers were in a truck retrieving cones in a work zone. 2 of the occupants of the DOT truck exited the vehicle when a 43-year-old male rear ended it. The 43-year-old male was not injured. The driver of the DOT truck, a 53-year-old male sustained a shoulder injury, A 24-year-old male passenger in the DOT truck was not injured, the 2 DOT workers that had stepped out were injured after they jumped over the guiderail; one had a minor Knee injury, the other sustained a laceration to the arm, he was transported to O’Connor Hospital for further medical care. Impairment was not a factor in the crash.

A new study conducted by the U.S. Department of Agriculture appears to indicate white-tailed deer can carry the COVID-19 virus, but health officials say the chances of a human getting infected by a COVID-positive deer are low, but they still urge hunters to take precautions. The study analyzed serum samples from free-ranging white-tailed deer in four states, New York, Pennsylvania, Michigan and Illinois, 40% of deer tested were positive for antibodies, meaning they had been exposed to the virus at some point. The New York Department of Environmental Conservation said that the risk of animals spreading COVID-19 to people is low.

Chenango County Public Health confirmed their 84th COVID-19 attributed death today. Chenango County Public Health has 105 active cases, including 33 vaccinated cases; they have 277 quarantined, & 2 hospitalized. Only 57% of Chenango County Residents have had at least one dose of a COVID vaccine, more Pfizer vaccine clinics are expected to be scheduled next week, more information is available by calling 337-1660.
The Broome County Health Department announced that they have had to reopen their rapid COVID testing site. Residents can get tested on weekdays from 3:00 to 6:00 PM by appointment only, in front of the health department on Front Street in Binghamton. The announcement follows that the rapid increase in COVID cases in the county has once again increased demand for the testing, as some local health care providers were becoming overwhelmed with testing requests. The New York State Department of Labor today announced the state’s $15 minimum wage phase-in will continue, with the next stage taking effect December 31, 2021. The minimum wage will rise to $15 per hour on Long Island and in Westchester, matching the New York City minimum; the minimum wage should rise to $13.20 per hour in the rest of the state.

Officials reported that Outpatient Laboratory blood draws are now by appointment only, Monday through Friday, from 7:30 a.m. to 4:30 p.m. Patients can schedule an appointment online at mybassetthealthconnection.org or call 547-3700. Shane Santiago of Otego was sentenced to 4 to 12 years in prison in Otsego County Court Monday for 2nd degree manslaughter, from the July 15, 2020, crash that killed 2 people in Pittsfield on county Route 13. Tehya Gonzalez and Cheyenn Aubry were passengers in his Santiago’s car, which drove off the road at 85 miles an hour, killing them both. Santiago survived and was treated at the hospital for minor injuries.

In accordance with CDC's recommendations, individuals must have received the Pfizer vaccine for their initial vaccine series at least six months ago will be eligible, along with those who have underlying health issues. Individuals who received the Moderna or Johnson & Johnson vaccine are not currently eligible for a booster dose, but may be in the near future.
The New York State Board on Electric Generation Siting and the Environment will meet on Today at 10:30 A.M., in Albany, on the agenda for that meeting is the application of Bluestone Wind, LLC for a Certificate of Environmental Compatibility and Public Need for the Construction of their proposed Wind Farm Project in the Towns of Windsor and Sanford. Delaware County Sheriff's Deputies patrolling State Highway 10 in the Town of Delhi last Friday night, observed and stopped a vehicle that was being operated erratically, crossing the solid yellow center lines. 41-year-old Melissa Pycroft of Hobart was charged with driving while intoxicated, driving with a blood alcohol content of .08% or more, failure to keep right and moving from lane unsafely. Pycroft was released on appearance tickets directing her to appear in the Town of Delhi Court on a later date to answer the charges.

Chenango County Sheriff's Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday. Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney. Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.
The state has made progress in making high-speed connections available to New Yorkers, ranking 2nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli. The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home. Chenango County Sheriff's Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday. Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney. Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.
The state has made progress in making high-speed connections available to New Yorkers, ranking 2nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli. The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home. The operator of Prestige Limousine, 31 year old Nauman Hussain, has pleaded guilty to 20 counts of negligent homicide in connection with the fatal Limo crash in Schoharie in 2018. Hussain will be placed on interim probation for 2 years, will serve 1,000 hours of community service, he will not serve jail time & he was ordered to pay an undisclosed amount of money in restitution to the families of the deceased. The October 6th, 2018, crash killed 18 people in the limo including the driver, plus 2 pedestrian in the parking lot of the Apple Barrel Convenience store at State Routes 30 and 30A in Schoharie.

The Greene Fire Department reported last night that they responded to a bridge washout at Wylie Road & Paradise Valley Road. Greene, Afton, McDonough & Coventry fire Departments were also responding today to reports of downed trees & power lines from last night's storms. NYSEG reported about a dozen Chenango County customers were without power this morning.
Otsego County Department of Emergency Services reported that State Route 51 remains closed south of the village of Morris to the Butternuts Town Line is still closed. In the town of Morris, portions of Dimock Hollow Road, Gulf Road & Pittsley Road are closed. In the Town of Butternuts, Dunham’s Cross road is closed, in the town of Pittsfield Cobb & Hawks roads are still closed, all roads in the town of Unadilla that were affected by flooding, are now open.
The Oneonta Common Council announced the appointment of Brian Knapp as the new Chief of the Oneonta Fire Department. Knapp replaces interim chief Michael Mancini who was appointed following the retirement of Patrick Pidgeon in February.
SUNY Chancellor Jim Malatras announced that Alberto Cardelle will be the new President of SUNY Oneonta, starting September 6th. Cardelle replaces interim President Dennis Craig, following the resignation of Barbara jean Morris late last year. Cardelle previously served in a variety of position at Fitchburg State University in Massachusetts.

There were 5 deaths attributed to COVID Tuesday.

The State Department of Labor released preliminary local unemployment rates for June. The State's seasonally adjusted unemployment rate decreased .1% to 7.7% in June; Locally Chenango County had 4.6% unemployment, Delaware County 4.9% & Otsego County 4.9% in June.
Sidney Police Department responded July 13th to Walgreens for a report of an employee having personal property stolen from them by customers, on Monday, Sidney Police arrested 28 year old Russell LeBlanc of Delhi & 37 year old Jamie Benham of Sidney for 1 count each of Petty Larceny & Conspiracy. Benham was released on an appearance ticket to appear back in court at a later date, State Parole was notified of LeBlanc's arrest, who issued their own warrant for his arrest, LeBlanc was arraigned in Village of Sidney Court, where he was released on his own recognizance to appear back in court at a later date, he was then turned over to State Parole officers who remanded him to the Delaware County Jail.

Sidney Police Department responded July 13th to Walgreens for a report of an employee having personal property stolen from them by customers, on Monday, Sidney Police arrested 28 year old Russell LeBlanc of Delhi & 37 year old Jamie Benham of Sidney for 1 count each of Petty Larceny & Conspiracy. Benham was released on an appearance ticket to appear back in court at a later date, State Parole was notified of LeBlanc's arrest, who issued their own warrant for his arrest, LeBlanc was arraigned in Village of Sidney Court, where he was released on his own recognizance to appear back in court at a later date, he was then turned over to State Parole officers who remanded him to the Delaware County Jail.

Sidney Police Department, with the assistance of the State Police, arrested 29 year old Anthony Masi of Sidney on a number of charges. Masi is accused of failing to comply with an officer attempting to conduct a traffic stop on July 4th; Sidney Police followed Masi into the Town of Sidney for several miles before ending the pursuit, which eventually ended with Masi crashing his stolen motorcycle into an SUV in Oneonta. Masi was charged by Sidney Police with criminal possession of stolen property, Unauthorized use of motor vehicle, Unlawfully fleeing a police officer in a motor vehicle, Reckless driving, Aggravated unlicensed operation, plus a number of other charges, Masi was arraigned in Village of Sidney Court, he was released on his own recognizance & he was turned over to State Police who took him into custody on an arrest warrant issued from another jurisdiction.
Chenango County Public Health announced their upcoming COVID 19 vaccine schedule. On Wednesday, 2nd doses for homebound patients will be administered, on July 31st, a 1st dose Pfizer vaccine clinic will be held for 12 years of age and older at the former Label Shopper Store in the South Plaza in Norwich from 10:00 AM to 12:00 Noon. Chenango County Health Department now has COVID-19 vaccinations in their clinics, appointments are requested at 337-1660, the clinics will be on July 23 & 30th for the J&J Vaccine, August 6th for the Moderna Vaccine & August 13th, 20th & 27th for the Pfizer Vaccine.
Governor Cuomo today announced that 4 mass vaccination sites will cease operations as part of the ongoing downscaling that will allow the State to focus on localized vaccination efforts. As part of the downscaling, the site at Binghamton University will cease operations following vaccinations on July 26.
Assemblyman Joe Angelino is urging voters to participate in an upcoming virtual hearing on legislative redistricting for the Southern Tier and Central New York on Monday, August 9 at 2:00 PM. The input from these meetings will help the Independent Redistricting Commission in the redrawing of legislative and congressional district lines for 2022. Those who wish to participate are encouraged to register at: nyirc.gov/meetings.
Starting Monday, August 16th, the Susquehanna SPCA monthly rabies clinics will be first come, first serve, at the new location on State Route 28 Cooperstown. Pet owners are reminded to bring the pet's previous rabies certificate, so that the veterinarian can look at it to determine if your pet is eligible for a 3-year vaccine. Rabies clinics will be held on August 16th, September 13th, October 4th, November 15th & December 13th, more information is available at 547-8111 ext. 111.

The Otsego County Office of Emergency Services continues to assess damage to area roads from the flooding over the weekend, Acting Emergency Services Coordinator Victor Jones told WCDO News that some roads are open & passable, but still in rough shape, and they are looking to Albany for help:

Jones said that State Route 51 from the Village of Morris, South near the Butternuts/Morris town line is inaccessible; State Route 51 at the bridge in front of the Gilbertsville Fire Department is down to 1 lane but is open to all traffic. In the Town of Morris, previously closed roads are passable, In the Town of Pittsfield: Cobb Road up until the section that runs into 42nd & Broad is open, but the extension from that intersection is not passable. Hawks Road remains closed. Otsego County Route 4 from State Route 23 in the Town of Morris to State Route 51 in the Village of Gilbertsville remains closed on the northern end, in the Town of Unadilla, damaged roads are passable.
The Otsego County Sheriff’s Office arrested 40-year-old Bradley Cook of Oneonta on a warrant from a sealed indictment, Cook is charged with 2 counts of criminal sexual act for allegedly having sexual contact with the child under the age of 11. Cook was arraigned and was remanded to the Otsego County jail on $10,000 cash bail or $100,000 bond he returns to court August 13th.
The American Red Cross continues to experience a severe blood shortage and donors of all blood types, especially type O are urged to make an appointment, Blood drives are being held today from 1:00 to 6:00 PM at the Sidney Elks Lodge, or from 1:00 to 6:00 PM at the Foothills Performing Arts & Civic Center, 24 Market Street, in Oneonta.
