The Chenango County Sheriffs department arrested 60-year-old Richard Graef of Columbus for Harassment, obstruction of governmental administration, and resisting arrest. Graef was charged following a traffic stop in the Town of Columbus for a moving violation, he exited the vehicle, began threatening the deputy and subjected the deputy to unwanted physical contact, interfered with the official duties while the deputy was conducting the traffic stop, and then resisted arrest while being placed into custody. Graef was arraigned in the Town of Columbus Court and was remanded to the Chenango County Correctional Facility in lieu of cash bail. Graef is scheduled to reappear in the Town of Columbus Court at a later date.
The Chenango County Sheriffs department arrested 38-year-old Richard Small of Cortland for Promoting Prison Contraband. Small is accused of attempting to hide narcotic prescription medications on his person while remanded to the Chenango County Correctional Facility. Small was processed and will appear in the Town of Norwich Court at a later date.
State Attorney General Eric Schneiderman and Massachusetts Attorney General Martha Coakley led a coalition of 17 states to file a brief in the U.S. Supreme Court urging them to uphold the interpretation of the federal Fair Housing Act. The Inclusive Communities Project had proven a low-income housing tax credits program resulted in a disparate impact on African-American residents in violation of the Fair Housing Act. The Supreme Court is scheduled to hear arguments in the case on Wednesday, January 21, 2015.

Officials at the Utica School of commerce announced that the vast majority of classes at the Oneonta Branch and Sidney Site would be suspended for the Spring Semester. All current students and re-entering students will be able to continue their programs at the Utica Campus with transportation provided by the college through Oneonta Bus Lines. The college will continue to maintain the Elm Street Oneonta facilities for student support functions, with the Learning Center -Library relocating there, and computers will be available for student use, 3 days per week. The USC Board of trustees sited a decline in enrollment and recent parking changes in Oneonta for the changes.
Delaware County Fair officials announced their line up for their annual concert for August 22nd 2015. Headliners will be Parmalee with singer-actress Jana Kramer opening. The dates for the 2015 Delaware County Fair are August 17th to the 22nd.
Governor Cuomo announced steps taken in New York State's "Reforming the Energy Vision" strategy to spur clean energy innovation and investment, improve customer choice and protect the environment. 5 new reforms will enable further growth of the clean energy industry and modernize how utilities operate, The 5 steps taken by the Public Service Commission follow through on the State's efforts to transform the energy system, details are available at governor.ny.gov
Congressman Chris Gibson announced the federal spending bill approved by the House last week includes $344 million to ensure the Departments of Defense and Veterans Affairs are developing electronic health records to transfer veteran's medical information. The legislation also includes language to require the VA to create a system to prevent unnecessary mistakes or delays in veterans’ medical care. If goals are not met, a portion of the funding will not be released. The VA reform bill signed into law earlier this year requires the VA to permit veterans to be seen by non-VA healthcare providers if they reside more than 40 miles from the nearest VA medical facility or are unable to secure an appointment at a VA facility within 30 days.
The Delaware County Sheriff's office announced the availability of text message notification as an enhancement to the New York Sheriffs' Victim Hotline known as "VINE". The hotline allows crime victims to learn the custody status of an offender 24-7 by 1-888-VINE-4-NY, the VINEMobile app, the Sheriffs Mobile Patrol App or at VineLink.com.
The Delaware County Broadband Initiative was awarded $2.9 million in matching New York State grant funding by the Southern Tier Economic Development Council following Governor Cuomo’s annual Regional Council Awards Ceremony on Thursday. The DCBI project will extend broadband services to the un-served residents and businesses, with over 210 miles of fiber optic facilities passing 1800 un-served and underserved households, businesses, and institutions in several towns in Delaware County. Manufacturing activity in New York State contracted for the first time in nearly 2 years. The New York Feds Empire state general business conditions index fell to –3.58 in December, falling to negative territory for the first time since January 2013. The new orders index tumbled –1.97 to 9.14 in November, the pace of growth in employment fell slightly with the index of the number of employees falling t 8.33 from 8.51. The survey of manufacturing plants in the state is 1 of the earliest monthly guideposts to U.S. factory conditions.
There has been a dramatic decline in the number of deaths in New York caused by AIDS. The state Health department recorded the number of AIDS related deaths were down by ¾’s from 1997 to 2012, when the number had dropped to 749. The decline is attributed to greater awareness on how the disease is spread and also powerful drug treatments for those diagnosed with the illness.

The Broome County Sheriff's Office responded to a car & school bus crash this morning shortly after 7:00 AM, on at State Route 79. Deputies reported that a Harpursville Central School District bus was rear-ended; none of the 26 students were injured. 2 passengers in the car suffered injuries, with one being sent to an area hospital for neck pain. The names of the passengers have not yet been released.
16 proposals for 4 casino licenses in New York will be presented today and tomorrow before a state panel that decide the winners shortly. 4 licenses will be granted in 3 regions of the state, the Capital region, the Catskills & the Southern Tier, among those seeking a casino license includes Traditions Resort & Casino & Tioga Downs Casino & Howe Caverns Resort & Casino.
State Police in Binghamton are currently investigating 3 incidents where railroad ballast was thrown onto Interstate 88 and the West Service Road, from a railroad overpass in Chenango Bridge. The incidents occurred Saturday between approximately 10:38 & 11:00 AM, 3 vehicles were damaged, no injuries were reported. State Police are requesting anyone with any information on these incidents to call them at 775-1241.
The Walton Police Department is looking for a suspect responsible for a home invasion that occurred yesterday in Walton. The break-in occurred at 3 a.m. at a residence on Fair Street . A male subject forcibly entered the residence and was confronted by the occupants in the bedroom. The suspect displayed a knife and a struggle ensued, leaving one of the home's occupants with minor injuries. The suspect was described as a white man, 5-feet-5 inches to 5-feet-8 with a thin build. Anyone with information should call Walton Police at 865-5400.

Matviak said that up to 100 structures in the low lying areas around River street are involved in buyouts, that section of the village was hit hardest in the floods of 2006 & 2011.

Following last December's Metro-North derailment in the Bronx that killed four passengers, US senator Charles Schumer introduced legislation to put into law, the recommendations of a panel that focused on the railroad's culture of safety, mandating inward and outward facing cameras, increased track inspections and fines for safety violations. The law would apply to Metro-North, Long Island Rail Road, New Jersey Transit, Amtrak and other passenger lines across the country. The bill would boost the Federal Railroad Administration's oversight of the nation's rail systems by authorizing an increase in funding for FRA's safety and operations work.

The murder trial of Ganesh Ramsaran is underway in Chenango County Court in Norwich, as jurors and alternates were seated this week. The prosecution is calling witnesses to testify on the witness stand, Ramsaran is accused of Killing his Wife Jennifer in December 2012.
New York State parks, historic sites and campgrounds hosted another successful season with nearly 36 million visits from Memorial Day weekend through Labor Day weekend; a 2% increase over 2013. Governor Cuomo included a 3rd round of $90 million in New York Works funding for improvements to State parks and historic sites in the 2014-15 State Budget for projects at 109 State parks and historic sites. Outdoor recreation generates $33.8 billion in consumer spending in New York, directly supporting 305,000 jobs.
State Troopers responded to a roll over tractor-trailer accident Thursday on I-81 Near Exit 11 in Cortlandville. During the accident the trailer became detached and fell into the Tioughnioga River. 31 year old Robinson Jaquez of Lancaster, Pennsylvania was not injured, the investigation is continuing, traffic was re-opened following the clean up & accident reconstruction work.
Doctor Carlton Rule has been appointed to replace Dan Ayres as CEO of both Tri-Town Regional Hospital in Sidney and O’Connor Hospital in Delhi. Dr. Rule told WCDO News about his new role:

Delaware County Fair organizers announced the passing of long time Fair Director Gary Tweedie, who passed Wednesday at the age of 72. Tweedie was a Director of The Fair for nearly 40 years and served as President & Vice-President for numerous years& served as President of The New York State Association Of Agricultural Fairs in 2000.
Organizers of the Afton fun show at the Afton fairgrounds announced today that activities originally scheduled for Saturday, have been moved to Sunday due to expected foul weather tomorrow. Activities will begin at 9:00 AM Sunday details are available funshows.theaftonfair.com.
State senator Jim Seward said 4 local domestic violence programs have been allocated grants in the 2014-2015 state budget. Opportunities For Otsego will receive $12,500, Catholic Charities in Schoharie $15,000, Chenango County Catholic Charities $10,000, and Delaware Opportunities $7,500.
Health insurance companies in New York will receive average rate increases of 5.7% next year, less than half the increases they had requested for individual and family plans. The insurance companies had proposed increases averaging 12.5% with some companies seeking as much as 28% more for some plans. The average increase the state decided to award is below the state’s 8% overall increase in health care costs. The increase also applies to New York State of Health, the exchange that was set up under the Affordable Care Act, to provide subsidized health insurance for state residents who might not otherwise be able to afford it.

State police are reminding motorists to support the AAA’s annual “School’s Open; Drive Carefully” for the safety of children traveling to and from school.  The Annual campaign alerts motorists to the special risks to school age children from motor vehicle crashes, which is the leading cause of death for children from 5 to 14 years old. The campaign runs through October 15.   Motorists will receive an additional reminder each time they see one of the “School’s Open” bumper stickers on State Police vehicles, other state vehicles, & school buses.


The New York State Fair in Syracuse ended its 2014 run with attendance that topped last year by 113,990 visitors. The fair broke a record Saturday for the most people to ever go through the turnstile in one day, then, broke it again yesterday with a new high of 122,870. Overall attendance for the fair this year was just over 965,000 people.


A new state Board of Elections enforcement began its work today.  The new compliance office will probe potential election law and campaign finance violations; the unit will begin with 3 investigators, 3 lawyers and 2 support staff. For the past several years, the Board of Elections has had no investigators on staff to enforce election law. The unit was part of several ethics reforms the Legislature agreed to in March in exchange for Cuomo's decision to shut down his anti-corruption commission.


New York’s Upstate Niagara Cooperative of Buffalo was awarded a contract to provide Greek yogurt to public schools across 3 states.  U.S. Senator Charles Schumer said that Upstate Niagara would provide 142,700 pounds of Greek yogurt to New York, Arizona and Tennessee, as part of the U.S. D.A. School Lunch Program Pilot, through the end of the school year in June 2015. The USDA will then consider bids for the following school year.


Local officials urge residents to think safety for National Preparedness Month in September.  Staying informed about developments and making kits with supplies are some of the steps families can take to minimize problems whenever a natural disaster hits the area.  National Preparedness Month is sponsored by the Federal Emergency Management Agency in order to educate people to prepare for and respond to emergencies of all types and sizes.  More information can be found at ready.gov

Governor Cuomo has directed state agencies, including the Department of Transportation, to suspend all non-emergency construction that would result in lane closures or traffic delays over the Labor Day holiday weekend.   The actions are part of the State’s ‘Drivers First’ initiative, launched in 2012 (https://www.governor.ny.gov/press/09272012Drivers-First), which prioritizes the convenience of motorists to ensure that traffic disruptions are as minimal as possible to drivers at highway and bridge projects across the state.  The Governor’s directive is in effect until Tuesday, September 2 at 6:00am. The state Department of Transportation gave an update on the Prospect Mountain construction project. Crews are working around the Chenango Street Bridge. By the end of the bridge construction, there will be more than 50 arches helping create the bridge. Chenango Street near the Chenango Street Bridge will be open at noon on Saturday. The bridge is expected to be completed by early 2015. A big detour in the project right now is the detour around the I-81 north ramp, which is currently closed and is scheduled to re-open by November 1st.


The State Education Department released the state-mandated teacher and principal evaluation results. The release of evaluation data enables New Yorkers to see, for the first time, the results of their schools' teacher and principal evaluations. The law establishing the teacher evaluation system in New York mandates that each teacher gets a rating between 1 and 100. September is National Preparedness Month. The Red Cross will participate in a Community Preparedness Fair on Friday, Sept. 5 from noon to 4 p.m. at SERVPRO, 134 Conklin Ave. in Binghamton. The fair will consist of preparedness tools, car seat checks with the Broome County Sheriff's Office, a State Police seat belt convincer, and a healthy neighborhood program to help improve quality of life. The Red Cross will also hold a blood drive at the fair from 11 to 4


State Police arrested 40-year-old Edward Bryden of Sidney Center for 2nd degree Menacing.  The arrest resulted from a dispute complaint at a residence on Center Street; troopers accuse Bryden of repeatedly engaging in conduct that caused fear to the victim.  Bryden was arraigned in the Sidney Town Court and released on his own recognizance.  The court issued an order of protection against Bryden.

State Police arrested 53-year-old Donna Huzinec of Norwich, for 1 count of 2nd degree Grand Larceny & 20 counts each of 2nd degree Forgery & Falsifying Business Records.
The arrests were made following an investigation into the defendant allegedly filing for and receiving payments for services she did not provide while being employed by Springbrook Residential Services.   Huzinec was issued an appearance ticket for the Pharsalia Town Court on August 28th.


Attendance continued to soar at the New York State Fair in Syracuse. Officials said 83,438 people passed through the turnstiles yesterday, 381 more than last year. Sunday's attendance marked highest first-Sunday attendance in the last five years. So far this year, 4,920 more people have attended the first four days of the fair than during the same time period last year.


A statewide crusade against texting while driving spurred law enforcement agencies, in the Southern Tier and across New York state, to hand out record numbers of tickets last year for texting behind the wheel. Texting-while-driving tickets more than doubled from 2012 to 2013, & the number grew after the state changed texting and driving from a secondary offense to a primary one in 2011. Fines for texting and driving can be as much as $150 for the first offense, $200 for the second offense and $400 each time beyond that within 18 months.


The Norwich Police, in conjunction with the Chenango County STOP- DWI office, will conduct several Sobriety Road Checks in the coming week at various locations in the county. The first Road Check will be tonight. The road checks are a highly visible method of reminding the public to Not Drink and Drive.


Democratic Gubernatorial Primary Candidate, Zephyr Teachout will appear this Wednesday at 5:15 PM in front of the Court House at 92 Court Street in downtown Binghamton.  Teachout is seeking to unseat Andrew Cuomo in the democratic primary on September 9th, she teaches law at Fordham University and apposes Hydraulic fracturing.


Governor Cuomo announced the launch of the online State Recruitment Resources Center, which will serve as the online employment recruitment location for job seekers, who are certified eligible for participation in the Governor’s Program, to Hire Persons and Veterans With Disabilities. The website enables job seekers to upload their resume and transcript, and provides application information regarding disability certification. For more information, visit cs.ny.gov.


State Police arrested 50-year-old Jeff Winegard of Whitney Point for Driving While Ability Impaired by Drugs. Troopers responded to a Broome County 911 report of a one-car accident on Hickory Street in Triangle. Winegard was issued tickets for Town of Triangle court September 3rd.

Governor Cuomo opened up the New York State Fair in Syracuse this morning, with a ribbon cutting ceremony.  Cuomo is currently running for a 2nd term as governor, his republican challenger Rob Astorino also made the rounds at the State Fair today, he is trailing Cuomo in the most recent polls by a 2 to 1 margin.  Green Party Candidate Howe Hawkins held a press conference at the main entrance to the fair at 12:00 Noon.


The 3rd murder trial of Owego Businessman Calvin Harris has been rescheduled to begin in October, instead of the original September 15th date, in Schoharie county court.  The move was made following arguments by Harris’s defense team during pre-trial proceedings.  Harris was first convicted in 2007 for the September 11th 2001 murder his estranged wife Michelle, that conviction was set aside when an eyewitness came forward claiming to have seen Michelle Harris after the original murder date.  Harris was convicted at his 2nd trial in 2009, which was also overturned, Michelle Harris’s body, and the murder weapon have never been found.


Governor Cuomo is calling on the state to outlaw discrimination against transgender people, claiming that gender identity should be included in the state’s civil rights law alongside race, religion, and disability.   Cuomo said that if he is re-elected, he would push to outlaw discrimination based on a person’s gender identity when it comes to housing, employment or public accommodations.


Attorney General Eric Schneiderman announced a $16.65 billion settlement with Bank of America. The settlement includes $800 million that will be allocated to New York State; Bank of America acknowledged it made serious Misrepresentations to the public from the packaging, marketing, sale and issuance of residential mortgage-backed securities

The State Police CNET team, along with Endicott and Vestal Police arrested 32-year-old Greg Potter of Endicott, for Criminal Possession of a Controlled Substance, Unlawful Manufacture of Methamphetamine, and 2 counts of Criminally Using of Drug Paraphernalia.  Potter was arrested after police executed a search warrant.  Items seized included liquid and powder methamphetamines; liquid anabolic steroids, packaging materials and scales, as well as components used in the manufacture of methamphetamine.  Potter was arraigned in Village of Endicott Court and sent to the Broome County Jail without bail.


The State Police CNET Gun Investigation Unit, arrested 50 year old John Hamilton of Binghamton on 4 counts of Criminal Possession of a Weapon, 3 counts of Criminal Possession of a Weapon, Unlawful Possession of a Large Capacity Ammunition Feeding Device, Unlawfully Possessing or Selling Noxious Material and Unlawfully Growing Cannabis.  Hamilton was charged after police executed a search warrant at his residence. Police seized illegally possessed weapons, explosives and marihuana. Hamilton was arraigned in Binghamton City Court and sent to the Broome County Jail without bail.


The Upper Susquehanna Watershed Project held annual conference at Sidney High School this afternoon, to present the projects of 7 students who collected data for a variety of projects all tied to the water quality of the Susquehanna River Basin.  Sidney Science Teacher Rich Townsend said that this summer, soil gauges were added:

The Upper Susquehanna Watershed Project will hold its annual conference at 1:00 PM in Room N509 at Sidney High School.  Students and teachers from the project will present reports on their research on the upper Susquehanna River basin. There will also be updates by faculty on Sidney High School’s Flood Monitoring Project.  The public is invited to attend.   Refreshments will be served.


Opponents of Hydraulic Fracturing for natural gas are planning to rally at the first day of the New York State Fair today, the day when the Governor of the state traditionally opens up the fair. The protestors will be at the Main State Fair entrance from 11:00 am to 3:00 pm in Syracuse.

An Otsego County man, charged with shooting his father, was sentenced yesterday. Michael Buck pleaded guilty to 1st degree manslaughter in June, for the fatal shooting of his 64-year old father, Joe Buck. Buck attempted to withdraw his plea earlier this month, but the motion was denied. Buck was sentenced to 20 years in state prison.


It was a successful week for the Delaware County Fair this year, despite 2 days with rain. County fair organizer John Jackson told WCDO News that they were pleased with the results:

Jackson said that The County Fairs Ultimate Idol winner was Joanna Yaeger from Horse Heads, also 214 participants in the 5K run/walk & 10K run, both Demolition Derbies were sold out, the Easton Corbin, Danielle Bradbery show drew about 3000 folks. Next years Delaware county fair will run from August 17-22.
Sue Andrews has been appointed Chief Financial Officer of Bassett Medical Center effective September 1, 2014. Andrews, who has been with Bassett's Division of Finance for 34 years and vice president since 2008, will succeed Nicholas Nicoletta, who announced last month that he is retiring December 31, 2014 as CFO of Bassett Medical Center and Corporate CFO of Bassett Healthcare Network. Andrews is a native of Sidney.
This year is the 50th Anniversary of the Oneonta Job Corps Academy; they are holding a variety of events to celebrate this month throughout the region. Spokesperson Lynn Price told WCDO News what prospective students can expect:

The Chenango County Sheriff's Department arrested 40-year-old Richard Maricle of Oxford for Criminal Mischief & Criminal Contempt. Maricle was arrested following an investigation of domestic dispute in the Town of Oxford, where he is alleged to have destroyed property belonging to the victim and violated an order of protection. Maricle was arraigned in the Town of Norwich Court & was ordered to the Chenango County Jail on $250 bail pending future court action.
Governor Cuomo signed legislation to Expand and strengthen services for veterans, active service members and their families. The new law eases the transition to a new school for children of military families that relocate as a result of military orders, lowers the cost of higher education for Veterans receiving benefits under the GI bills, and offers military family members greater flexibility with professional licenses received from other states or jurisdictions. A $117,000 federal grant will allow the Greater Binghamton Airport to conduct a study on sustainability. Congressman Richard Hanna announced the grant Monday, which will identify ways to reduce environmental impacts, realize economic benefits and improve community relations. The grant will help develop a sustainability policy for the airport to address the problem long-term. The study is expected to establish baseline figures to help the airport set goals.
The Bainbridge-Guilford Central School District Board of Education is currently seeking individuals interested in filling the remaining year (one) of a board member term of office.
