A Chenango County Grand Jury indicted Richard Clemons on multiple charges for alleged sex crimes involving a young child. The indictment charges Clemons with 2 counts of 2nd-degree rape, multiple counts of promoting a sexual performance by a child, possessing a sexual performance by a child, tampering with physical evidence, forcible touching and sexual abuse. The crimes were reported in the City of Norwich in mid-to-late October.
Starting January 1, New York State’s Foam Ban will be expanded to include polystyrene foam coolers and other containers designed to be used for cold storage. The new law encourages New Yorkers to use sustainable container and packaging options, no covered food service provider, manufacturer or store will be allowed to sell, offer for sale, or distribute expanded polystyrene containers.
The Arc Otsego has been awarded a $10,000 grant from the Community Foundation of Otsego County to establish its Essential Needs Fund. The grant will allow The Arc Otsego to distribute direct financial support for urgent housing-related expenses, including rent and utility bills. Assistance will be provided on a case-by-case basis following a short application process, ensuring support is fair, timely, and tailored to each individual’s situation.

Governor Kathy Hochul signed legislation that enhanced real property tax exemptions for Seniors. The law allows localities to provide a property tax exemption for senior citizens who meet the income eligibility limits, up to 65% of the assessed valuation of their properties, the maximum percentage of exemption local governments have been able to offer senior citizens was set at 50% and has not been raised in decades, which could translate into savings of up to $300 annually for the average senior.
State Police arrested 29 year old Dylan Whitman of Oxford following an accident early Saturday on North Road in Oxford. Whitman was charged with Aggravated Unlicensed Operation of a Motor Vehicle, DWI, & Operating a Vehicle with a BAC of .08 or higher. Whitman was also wanted on a criminal Warrant from Oneonta, and he faces court action shortly.
SUNY Delhi is receiving a $32 million investment from Empire State Development, and the SUNY Construction Fund to build a new mechatronics facility. SUNY Chancellor John King announced that many mechatronics students at Delhi can secure jobs at major local companies like Chobani and IBM. SUNY Delhi’s North Hall will be the site of the program, which will prepare students for careers in advanced manufacturing. The 15,000 square-foot facility is expected to open in 2030.

Delaware County Sheriff's Office arrested 26 year old Jacob Roman of Walton with 2 counts of Grand Larceny, and 1 count of Burglary, On October 18th, Deputies were dispatched to Benton Avenue in the Village of Walton for a reported Burglary in Progress where they located, identified and arrested Roman. On November 21st, Deputies located and arrested Roman on new charges after it was alleged that he had taken the victim’s credit card and made numerous purchases on the card which amounted to over $1,500 without authorization. Roman was transported to the Delaware County Correctional Facility for arraignment.
Gene Schmidt of Unadilla & his family will once again offer a free Christmas Dinner on Christmas Day at the Sidney Elks Lodge, Schmidt said that do need some volunteers to help with preparation, serving and cleaning up:

State Police & Local Law Enforcement Agencies around the State New York State will increase patrols during the holidays to combat issues like impaired and reckless driving, and to deter other crimes like robbery and larceny. The patrols will include both visible enforcement, such as checkpoints, as well as unmarked vehicles mingle with traffic to catch distracted drivers.
The 14th Annual Holiday Craft Fair will be held by the Bainbridge Guilford Teacher's Association on Saturday from 9:00 AM to 1:00 PM in the BG High School Gym. Over 40 local crafter & artisans will participate, there will be raffle & door prizes, people are asked to bring a non-perishable food item, pet food or a hygiene product as a donation & to get a ticket for a door prize.

33 year old Corey Green of Vestal was sentenced in U.S. District Court to 19 years in federal prison for his role in a drug trafficking conspiracy spanning the United States. Green admitted that he possessed, distributed, and conspired to distribute large quantities of fentanyl, heroin & Methamphetamine in and around Broome County, he also admitted to possessing 3 handguns and 2 AK-47 style weapons to further his drug-trafficking activities, while being prohibited from possessing firearms due to previous convictions, & conspiring to launder his drug-trafficking proceeds. Green was sentenced to a 19 year prison term, concurrent 3 and 5-year terms of post-release supervision, and a money judgment of over $185,000 of unrecovered proceeds from his drug trafficking. Co-conspirator Michael Jacobs of Endicott, was previously sentenced to 10 years and 10 months term of imprisonment & 5 years of post-release supervision.
21 year old Joziah Worthington was sentenced following his convictions after trial in Broome County Court, Criminal Possession of a Weapon in the 2nd & 3rd Degree, to 9 years in a State Correctional Facility with 5 years of post-release supervision for 1 charge, and 7 years in prison with 3 years of post-release supervision for other charge, to run concurrently. Worthington was arrested by state Police in 2024 in Johnson City, for illegally possessing a firearm as well as a large capacity ammunition feeding device capable of accepting 31 rounds, loaded with 25 rounds, Worthington’s DNA being found on the firearm.
Chobani announced that at the East Park Bandstand in Norwich last Saturday, following the 30th annual Norwich Parade of Lights, More than 30 Chobani volunteers distributed 3,000 cases of Chobani products, to thank the community. Chobani will also participate in the annual tree-lighting ceremony at Hyde Park in New Berlin on December 6th, employees plan to give out over 200 cases of yogurt to local families.
NBT Bank presented the United Way of Mid Rural New York with a check for $190,000 to help fund programs that provide financial stability, education and health resources for individuals and families in Chenango, Delaware, Madison and Otsego counties. NBT Bank employees donated $95,000 to the United Way’s annual campaign through personal contributions, and the company matched that amount with an additional $95,000.

The DCMO BOCES Board of Education reviewed a proposed capital building project plan at a recent meeting on a plan for renovation of the Robert W. Harrold Campus, the Alan Pole Campus in Norwich and the purchase of the former Masonville Elementary School to house programs for students. BOCES District Superintendent Michael Rullo told WCDO News of the main reasons for the projects:

Both the renovations and the purchase of the Masonville School site are subject to voter approval on February 3rd of next year, the BOCES buildings over more than 50 years old, with the most recent renovations approved in 2005. The projects would start in March of 2027 and conclude in 2028.
The City of Oneonta is accepting applications for a firefighter civil service exam to be held on January 10, 2026. The application deadline is December 10, Applications can be submitted in person or by mail to the Oneonta Civil Service Commission at City Hall at 258 Main Street and the starting salary for 2026 hires is $52,000. State Police responded to I-88 in Afton for a crash involving a Department of Transportation vehicle and a pick-up truck. Troopers learned that a crew of 7 DOT workers were completing pothole repairs along the east bound lanes of I-88, an attenuator truck in the right lane warned drivers that there was roadwork ahead and that the right lane was closed, while a second attenuator truck was in the vicinity of the crew members. A Pick-up truck pulling an enclosed trailer with picnic tables crashed into rear of the second attenuator truck, The DOT worker that was operating the attenuator and the 20-year-old operator of the pick-up truck were both transported to Wilson Hospital for non-life-threatening injuries. Both eastbound lanes were closed during the removal of the vehicles. Troopers were assisted by Afton Fire, Bainbridge Fire, Sidney Ambulance.
State Police responded to South Hall of the SUNY Morrisville Campus Monday afternoon at 3:45 pm, they found a 20-year-old male, who was not a student, with a gunshot wound to the neck. The victim was transported to Upstate University Hospital in Syracuse, No other injuries were reported and a suspect has not been located, the investigation is continuing. Normal class schedules resumed this morning.
54 year old Donald Lane of Oneonta, was arrested Sunday for Sex Offender Failure to Update Change of Address following an investigation in to a sex offender failing to abide by restrictions by the State Sex Offender Registry. Lane is a level 2 sex offender, he failed to make the proper notifications regarding an address change, he also had a prior conviction of the failing to update the Sex Offender Registry, he was located in the City of Oneonta by deputies and taken in to custody following a brief foot pursuit, he was lodged him in the Otsego County Correctional Facility to Arraignment.

Delaware County District Attorney Shawn Smith announced an 8 count indictment has been filed against 54 year old Joseph Bellows of Downsville, from the crash that occurred in Hancock on July 17th, that resulted in the death by electrocution of East Branch Assistant Fire Chief Jason McGlone. Bellows was charged with Speeding, Driving While Intoxicated, Using a Cell Phone while Driving, Criminal Mischief, Vehicular Manslaughter and 2nd degree Manslaughter. DA Smith said that the most serious charge of 2nd degree Manslaughter carries a maximum sentence of 5 to 15 years in jail if Bellows is convicted.

Otsego County Sheriff's Office arrested 42 year old Christopher Romain of Edmeston and 41 year old Kristin Natterer of Edmeston, following an Animal Cruelty investigation. Romain was charged with 1 count of Torturing/Injuring/Failure to Provide Sustenance to Animals, while Natterer faces 11 counts. The Investigation revealed that the pair were housing numerous emaciated dogs at the residence The dogs were seized and the defendants were taken in to custody, were processed and issued Appearance Tickets returnable to the Town of Edmeston Court at a later date. All of the animals were turned over to the Susquehanna SPCA where they are currently receiving medical attention.

Delaware County District Attorney Shawn Smith announced an 8 count indictment has been filed against 54 year old Joseph Bellows of Downsville, from the crash that occurred in Hancock on July 17th, that resulted in the death by electrocution of East Branch Assistant Fire Chief Jason McGlone. Bellows was charged with Speeding, Driving While Intoxicated, Using a Cell Phone while Driving, Criminal Mischief, Vehicular Manslaughter and 2nd degree Manslaughter. DA Smith said that the most serious charge of 2nd degree Manslaughter carries a maximum sentence of 5 to 15 years in jail if Bellows is convicted.

Otsego County Sheriff's Office arrested 42 year old Christopher Romain of Edmeston and 41 year old Kristin Natterer of Edmeston, following an Animal Cruelty investigation. Romain was charged with 1 count of Torturing/Injuring/Failure to Provide Sustenance to Animals, while Natterer faces 11 counts. The Investigation revealed that the pair were housing numerous emaciated dogs at the residence The dogs were seized and the defendants were taken in to custody, were processed and issued Appearance Tickets returnable to the Town of Edmeston Court at a later date. All of the animals were turned over to the Susquehanna SPCA where they are currently receiving medical attention.

Delaware County Sheriff's Deputies responded on August 20th, to a 2 car motor vehicle accident in the Town of Sidney, in which one driver had reportedly left the scene. With the assistance of the Village of Sidney Police Department, the driver was identified as 38-year-old Joshua Crisell of Sidney, and the vehicle was located at a residence in Sidney. Deputies charged Crisell with Reckless Driving, driving to left of pavement markings, failure to keep right and leaving the scene of a property damage accident, Crisell was released on an appearance ticket for the Town of Sidney Town Court at a later date.
State Police issued 109 tickets during a four-hour long Operation Hard Hat detail within a work zone on Interstate 81 in the town of Chenango Thursday. The detail was a combined effort with the State Police and the Broome County Sheriff’s Department, Crews from the DOT were repairing the bridge rail over Front Street. The area is a 55mph zone and just the left lane was closed, while two others were still open to accommodate traffic. Troopers charged 27 for using cell phones while driving, 36 for speeding, 27 for no seat belt, 19 other cvarious tickets were issued.

On August 18th, Deputies o served Zuk with a Delaware County Family Court Order of Protection, he was advised that he needed to vacate the property, Zuk failed to comply, he was charged with Criminal Contempt, he was processed, arraigned & was released on his own recognizance. On August 20th, Deputies were advised that Zuk had attempted to make telephone contact with the protected party, he was charged with Criminal Contempt, he was arraigned and was being held at the Delaware County Correctional Facility on $5,000 cash bail and $10,000 bond.

Jeremiah Raub was found guilty by a Broome County Jury today for 1 count of 2nd-degree murder and 2 counts of 1st-degree arson, in connection with a 2011 Binghamton fire that killed 17 year old Jeffrey Aissa. 6 people escaped the blaze, Aissa died inside the house. The 1st trial for Raub ended when the jury could not reach a verdict, he will be sentenced at a later date in Broome County Court.

The national enforcement period started on Wednesday, August 13, 2025, and runs through Labor Day, Monday, September 1, 2025. Labor Day weekend traditionally results in heavy traffic throughout the state. During last year’s enforcement campaign, which ran from Wednesday, August 16, 2023, through Monday, September 4, 2023, State police issued 47,173 total tickets and arrested 632 individuals for DWI.
Governor Kathy Hochul launched a new website: ny.gov/phonefree, for New York parents and students to look up their school’s plan for implementing the new smart phone restrictions this fall. The website has more than 1,050 public school districts, charter schools and BOCES that have already published their policy for the coming school year, that's about 96% of schools state-wide.

Binghamton University officials reported a record breaking number of applications, to almost 75 thousand. Over 3,000 were from Prospective Freshman, 850 from transfer students and 13 hundred new graduate students are expected, Move-in weekend is this weekend.

Sidney Police Department received a complaint Monday at about 8:45 pm of a pedestrian being struck by a vehicle on West Main Street. Officers learned that a juvenile was riding a bicycle on the sidewalk, attempted to cross the Sherman Ave intersection using the crosswalk. A vehicle on West Main Street made a turn onto Sherman Avenue at the same time the juvenile was crossing, the vehicle struck the juvenile and did not stop, traveling west on Sherman Ave and possibly turned right on Union Street. The Juvenile was airlifted to Upstate Medical Center where they were treated for their injuries and released. Sidney Police are asking the public's help in identifying the vehicle and driver involved in this incident, which is described as a white mid-sized sedan. Anyone in the area of the incident with security cameras is asked to check for possible video of the incident or suspect vehicle, Anyone with any information on this incident is asked to contact the Sidney Police Department at 607 561-2301.
Chenango County Sheriff's Office arrested 48 year old Jason Fowlston of Sherburne for Overdriving, torturing, and injuring animals, after a report that he physically abused a dog in his home. Broome County Sheriff’s Office Road Patrol responded Saturday to a report of a burglary on Boswell Hill Road in the Town of Union. The homeowner spotted 2 individuals with flashlights inside his house with his home security camera system and called 911. Deputies, with State Police, located the 2 suspects, they fled into a wooded area, but were apprehended. Arrested were 43 year old Matthew Ortloff of Chenango Forks, & 45 year old Jeremiah Johnson of Endicott. The pair were charged with Burglary, Conspiracy, Possession of burglar tools, criminal mischief, along with seve4ral other related charges, they were arraigned and remain in custody at the Broome County Correctional Facility.
Delaware County Department of Public Works has received reports from a Village of Walton resident that twice now an individual with a laminated “County Tag” has knocked on her door requesting access to her basement to check her water meters. The County does not have a water department, so we will never be asking to check water meters. If you experience a similar situation, we encourage you to report it to your local village office and law enforcement.

Chenango County Sheriff’s Office arrested 26 year old Cassandra Davi and 31 year old Taylor Micha, both of Edmeston, after Deputies observed a suspicious vehicle that was parked at a business in the Village of Sherburne for an extended amount of time. Davi and Micha were found to be in possession of fentanyl, packaging material, and scales, they were taken into custody and transported to the Chenango County Sheriff’s Office for processing. Both face charges, for Criminal Possession of a Controlled Substance, Tampering with Physical Evidence, Criminally using Drug Paraphernalia, Obstructing Governmental Administration & Loitering, both were arraigned and remanded to the Chenango County Jail on cash bail.
City of Norwich announced that Milling will begin today, starting from the South end of the city to the North end. The City Hall parking lot will most likely be done on Wednesday.
Sidney Police Department received a complaint Monday at about 8:45 pm of a pedestrian being struck by a vehicle on West Main Street. Officers learned that a juvenile was riding a bicycle on the sidewalk, attempted to cross the Sherman Ave intersection using the crosswalk. A vehicle on West Main Street made a turn onto Sherman Avenue at the same time the juvenile was crossing, the vehicle struck the juvenile and did not stop, traveling west on Sherman Ave and possibly turned right on Union Street. The Juvenile was airlifted to Upstate Medical Center where they were treated for their injuries and released. Sidney Police are asking the public's help in identifying the vehicle and driver involved in this incident, which is described as a white mid-sized sedan. Anyone in the area of the incident with security cameras is asked to check for possible video of the incident or suspect vehicle, Anyone with any information on this incident is asked to contact the Sidney Police Department at 607 561-2301.

27-year-old Hamail Waddell pleaded guilty in Broome County Court to Burglary, Assault and Tampering with a Witness. On May 24th, Waddell and another individual, unlawfully entered the home of his ex-girlfriend on Morgan Road in Binghamton, which violated a No Contact Order of Protection, Waddell assaulted another man, causing physical injuries, When officers attempted to arrest him, Waddell also attacked a Binghamton Police Officer, injuring the officer, at the Broome County Jail on June 24th, Waddell made a recorded phone call to a protected party. Waddell will be sentenced to 6 1/2 years in State Prison, followed by 4 years of post-release supervision.
A new report by State Comptroller Tom DiNapoli examined healthcare professional shortages in 16 rural counties and found alarming shortfalls in primary care, pediatric, and obstetrician and OBGYN doctors, plus dentists and mental health practitioners, with several counties having none of those specialized Doctors at all. The rural counties examined included Chenango and Delaware Counties, on average, the counties have 4 primary care physicians per 10,000 people, which is less than half the state & US averages and falls below established guidelines. The Counties have 0.5 pediatricians for every 10,000 people, less than one-fifth of the state ratio. The reports states that Tele-medicine & Mobile clinics could be deployed on a regular schedule to help under-served rural communities, also expanding School-based health centers are another option to expand healthcare access to rural New York.

The “Historic Architecture in the Chenango County Seat” walking tour, will be led by architectural historian Bryan McCracken, Beginning at 12:30 pm., in front of the Chenango County Courthouse in Norwich. The “Local Treasures Revealed” building tour, will begin at 2:00 PM, led by Will MacGuire, in the Live Event NY Showroom at 1 South Broad Street in Norwich. Norwich City officials announced Sunday that the Boil water was lifted, after announcing that E. coli bacteria was found in the City water supply late last week. E. coli bacteria were found in 1 out of 11 drinking water samples collected on August 6th, Coliform bacteria were found in 3 out of 11 drinking water samples collected. The State Department of Health considers any confirmed E. coli positive sample as a public health hazard and a violation of drinking water standards. After repeated sampling, the results meet the minimum standards for public water supplies, If residents experience some discoloring in the water, run the water until it clears. Chenango County Sheriff's Office responded to a report of a bomb threat Tuesday at about 1:00 PM that was made to Community Bank on State Highway 23 in the Town of Norwich. The building which included Community Bank, a Mirabito Gas Station, and Dunkin Donuts were quickly evacuated. Chenango County Sheriff’s Office and State Police responded and secured the scene, a State Police Explosives Detection Canine conducted a thorough search of the entire premises and did not locate any signs of any explosive devices, it was determined that there was no threat to the public and the businesses were back open at approximately 4:00 pm. The investigation to who made the threat is still ongoing.
For the 3rd straight day, An air quality health advisory has been issued by the State Department of Environmental Conservation. This advisory, once again concerning fine particulate matter, due to ongoing wildfires in Canada. Information about the level of smoke can be found at airnow.gov.
Governor Kathy Hochul today announced over $20 million in awards for the Green Innovation Grant Program and the Wastewater Infrastructure Engineering Planning Grants. A Wastewater Infrastructure Engineering Planning Grant Award includes the City of Oneonta, where they will receive $100,000 to investigate sources of inflow and infiltration in the City’s sanitary sewer system to protect water quality in the Susquehanna River.
52 year-old Terrell Heyward was sentenced to 21 years to life in prison today in Broome County Court. On January 11th, Heyward shot 54 year-old Sarah Hauer in the back of the head at the Woodburn Court apartment building on Exchange Street. The District Attorney's Office contended that Heyward was frustrated that his girlfriend, who was a friend of Hauer’s, wouldn’t see him. When Hauer told Heyward that his girlfriend was unavailable, he shot Hauer and fled these, leaving her to die.
State Police are warning the public after recently receiving an increasing number of complaints from victims of computer and phone scams, including a victim that reported to Investigators in Sidney that they got a pop-up alert on their computer, it appeared to be from Apple, with a phone number to dial for help. When the victim called it, the scammer told the victim that their account was linked to child pornography, that the victim’s identity was compromised and that their personal information was on the dark web, the victim was told to call another number which was allegedly from the U.S Department of Treasury, the scammers sent a “courier” to the victim’s house to pick up payment to allegedly fix the problem. Police remind people to Never share personal information with someone that you don't know.

Otsego County Sheriff's Office arrested 37 year old Mohamad Haidar of Decatur, following an investigation into repeated domestic violence. Haidar was charged with Predatory Sexual Assault, plus multiple counts of 1st degree & 3rd degree Rape, 1st & 3rd degree Criminal Sexual Act, Assault, Stalking, Labor Trafficking, unlawful inprisonment, Strangulation, Criminal possession of a weapon & Overdriving, torturing, failure to provide proper sustenance for animals. Investigators were contacted by victims who reported sustaining severe abuse for several years while living with Haidar, where they were forced to live at the residence and submit to extreme abuse which often resulted in serious physical injury. Haidar was taken in to custody without incident, a search warrant was executed & evidence was seized. The Susquehanna SPCA removed numerous animals. Haidar was processed and was lodged in the Otsego County Correctional Facility for Arraignment, the investigation is on-going and additional charges are pending. Reed allegedly possessed over 500 milligrams of cocaine, on November 26, 2024, Deputies conducted a traffic stop and found Reed to have a suspended license, officers seized cocaine and drug paraphernalia from the vehicle.
