Otsego County Sheriff's Office arrested 52 year old Shawn Fallon of Winfield for Sex Offender Failure to Notify Change of Address & Sex Offender Failure to Submit Annual Verification. The Investigation revealed that Fallon did not report a change of address to the State Sex Offender Registry within 10 days, they were also notified by the Sex Offender Registry that Fallon had failed to submit his annual verification. Fallon was located in the Town of Winfield and taken into custody without incident, he was processed and was issued an Appearance Ticket returnable to the Town of Middlefield Court at a later date.

On Saturday from 12:00PM to 1:30PM on the green between Stella Luna Restaurant and Foothills Performing Arts Center, several local organizations will team up with the Otsego County Democratic Committee will lead a local rally and march for the third "No Kings" day. 25 year old Justin Robinson of Homer, Michigan is facing the charges of Criminal Contempt and Harassment, following an Order of Protection Violation, which occurred in the Town of Kortright. On May 25th, 2024, Delaware County Deputies responded to a domestic dispute they arrested Robinson for Criminal Trespass and Harrassment, he was arraigned, an order of protection was issued On Monday, Deputies were advised that Robinson had returned to the residence of the victim, Deputies arrested on the Criminal Contempt & Harrassment charges, he was held at the Delaware County Correctional Facility for arraignment.

State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. Additionally, Salamey is accused of failing to pay a surveyor & Sub Contractor, he was arraigned in the Norwich City Court and is scheduled to appear at the Sherburne Village Court on November 16, 2023.

The City of Norwich will add 3 new Police Officers, from the recent class of graduates at the The Broome County Law Enforcement Academy. 40 graduates completed the 6 month training course to become deputies or police officers, and will be joining law enforcement agencies around the southern tier, including 2 deputies for the Chenango County Sheriff's Office.
45 year old Kellie Sanderson of Walton, appeared in Delaware County Court and was arraigned on a sealed indictment. The 5-count indictment charged Sanderson with 3 counts of Offering a False Instrument for Filing, Welfare Fraud & Grand Larceny, for submitting false applications to the Delaware County Department of Social Services on 3 separate occasions reporting incorrect household income to obtain public assistance benefits that she was not entitled to in an amount greater than $3,000. Sanderson pleaded not guilty to the charges and was released, the case is scheduled for a conference on November 13th.

State Police in Troop C arrested 63 year old Candy Barklow of Apalachin for Aggravated Vehicular Assault. Troopers were dispatched on June 6th to a report of a vehicle that struck a man working on his front lawn when he was struck. Barklow fled the scene, the victim was taken to Wilson Medical Center with serious injuries. Barklow was arrested about 25 minutes later by Vestal Police for DWI, Barklow was transported to Tioga County Central Arraignment and Processing.

The Binghamton Police Department announced the arrested of 28 year old Justin Williams of Greenville North Carolina in connection with a fatal shooting at 58 Floral Avenue Tuesday morning. Williams was charged with 2nd degree murder and criminal possession of a weapon for the shooting death of 31-year-old Victor Texidor of Binghamton. Williams was stopped by a Pennsylvania State Trooper who spotted Williams Vehicle on Interstate 81 near Gibson. Williams was arraigned in Binghamton City Court and remanded to the Broome County Jail. Anyone with information is asked to contact Binghamton detectives at 607-772-7080.

The Delaware County Sheriff's Office announced the arrest of 46 year old Gweyn Brockway of Davenport on charges of Forgery and Grand Larceny in the Town of Sidney. Brockway was working as a Home Health Care nurse, she was accused of stealing, forging and depositing checks owned by a patient and her family, totaling over $17,000. Brockway and charged her with 21 counts of Forgery and 1 Count of Grand Larceny, she was issued appearance tickets for Town of Sidney Court at a later date.

The State Supreme Court, Appellate Division has ruled Delaware County was justified in terminating former Department of Social Services Commissioner, Dana Scuderi-Hunter and her petition to be reinstated and receive back pay was denied. In 2019, Delaware County filed charges against Scuderi-Hunter for misconduct, insubordination, and child endangerment. Under Civil Service Law, an independent Administrative Hearing Officer was brought in to review evidence, hear testimony, and make a recommendation to the Delaware County Board of Supervisors regarding the case, the Officer found significant evidence to support the charges and recommended immediate termination with no back pay.

Albany County District Attorney David Soares is dropping a criminal charge against former Governor Andrew Cuomo for allegedly fondling an aide in Albany last year. Soares' decision comes just before Cuomo was due in court this week to answer to the misdemeanor charge, The Albany DA's decision follows other jurisdiction's prosecutors dropping similar charges against Cuomo. The Albany County charges were filed by the Sheriff's Office last October, Cuomo has denied those specific allegations.
The Otsego County Health Department reported 81 new COVID 19 cases on Monday, with 7 hospitalized 398 active cases, and a 12% seven day rolling average positivity rate. Officials remind Otsego County Residents to adhere to the Mask Mandates now in effect until February to try to stop the spread of the highly contagious Omicron Variant.
The Otsego County Department of Motor Vehicles announced that their office will be closed this week & will re-open on Monday January 10th. The office was closed due to COVID 19 issues among the DMV staff, residents can still perform transactions at dmv.ny.gov.
Delaware County Public Health reported 279 new positive cases of COVID 19 in their latest report covering Thursday through Monday, the positivity rate was up to 15.3%. Delaware County has 462 positive cases with 375 quarantined, there have been 85 deaths from the virus during the pandemic.
Governor Kathy Hochul and Attorney General Letitia James announced that New York, Connecticut, Maryland, and New Jersey filed a petition to the U.S. Supreme Court to continue their lawsuit against the federal government for the Trump Administrations cap on the deduction for state and local taxes, known as SALT. The petition asks the Supreme Court to review an October 2021 ruling by the U.S. Court of Appeals for the Second Circuit that upheld the district court's rejection of the states' suit, which argues that the SALT cap was a politically motivated bid by the former federal administration to interfere with the policy choices of Democratic led states.

Delaware County Sheriff’s Deputies responded on November 16th, to a two car accident on County Highway 11 in the Town of Davenport. Deputies determined that one of the drivers, 29-year-old Eli Stapleton was driving with a suspended driver’s license. Stapleton was subsequently arrested and charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was released and is scheduled to appear at the Davenport Town Court at a later date.

Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.

State Police and local law enforcement will be increasing patrols to target speeding from tomorrow through August 8th. Statistics from the Institute for Traffic Safety Management and Research at the University at Albany's reported that unsafe speed was a contributing factor in 314 fatal crashes in 2020, compared to 230 fatal crashes in 2019, which was a 36% increase. The 314 fatal crashes last year resulted in 365 deaths including drivers, bicyclists, and pedestrians. The enforcement campaign is supported by the Governor's Traffic Safety Committee, during last year's Speed Awareness Week; law enforcement throughout the state issued 21,428 tickets for speeding and 30,273 tickets for other vehicle and traffic law violations, such as impaired and distracted driving.

The Accreditation of the Corrections Division of the Sheriff’s Office finalizes the full and complete accreditation throughout all Divisions of the Sheriff’s Office; the most current accreditation stated that the corrections facility met or exceeded all 166 components for accreditation.

Delaware County Public Health announced Tuesday that a 22nd person has died of Covid-19 related complications. Delaware County Public Health received 22 positive lab reports for COVID-19 Tuesday, they report 129 active cases in the County with 16 hospitalized & 231 quarantined.

Delaware County Sheriff’s Deputies responded to a 911 report of a domestic dispute in the Town of Tompkins last Friday. Deputies arrested and charged 40 year-old Benjamin Pankiewicz of Walton for criminal mischief, he is accused of breaking a cell phone and preventing another person involved in the domestic dispute from communicating a 911 request for emergency assistance. Pankiewicz was processed and released on an appearance ticket directing him to appear in the Town of Tompkins Court at a later date.

25 year old Mamadou Barry of Brooklyn has been charged with 9 felony charges after he was found with counterfeit money in Oneonta. State Police arrested Barry on 6 counts of Criminal Possession of Forged Instrument & 3 counts of Tampering with Physical Evidence, a trooper on patrol observed Barry using an electronic device while he was driving and speeding while on State Highway 28 in Oneonta. Barry allegedly threw paper-like objects out the vehicle window as the trooper initiated a traffic stop. Berry is accused of using counterfeit bills at 3 Oneonta businesses; he was arraigned in the town of Oneonta Court & was remanded to the Otsego County Jail on $25,000 cash bail or $50,000 bail bond pending court action on November 15th.

During National School Bus Safety Week, the State DMV and the Governor’s Traffic Safety Committee are reminding motorists to stop and wait whenever they encounter a stopped school bus with its red lights flashing and “stop” sign extended. Drivers who pass a stopped school bus illegally could be ticketed and face fines and other penalties. Motorists should also watch for students as they walk or bike to school and always follow the posted speed limits. Drivers convicted of passing a stopped school bus face a fine of $250 to $400, five points on their driver license, and up to 30 days jail time for a first violation. Three violations in three years can result in a maximum fine of $1,000, five points, a six-month license revocation, registration revocation, and up to six months jail time.
Delaware County Sheriff’s Deputies investigated a 1 car property damage automobile accident in the Town of Harpersfield. 62 year old Ralph Leonard of Hobart is accused of leaving the scene before officers arrived, Deputies traveled to Leonard’s residence, where a marijuana growing operation was observed. Leonard was charged with Criminal possession of marijuana, Unlawfully Growing Cannabis, f Criminal possession of a controlled substance, Obstructing governmental administration & Aggravated unlicensed operation, he was arraigned & was remanded to the Delaware County Jail on $4,000 cash bail or $8,000 bond.
Otsego County Sheriff's Department arrested 21 year old Jared Talbot of Oneonta after an animal cruelty investigation involving pigs in the Town of Laurens. Talbot is accused of overriding torturing or injuring animals and failure to provide sustenance in violation of the NYS Agriculture and Markets Law. Talbot will appear in the Town of Laurens Court on a later date.

Chenango County Sheriff’s Office & State Police CNET and SORT Team executed a “no knock” search warrant at 24 North Washington Avenue in the Village of Oxford, following a lengthy investigation. 40 year old Joshua Figary is accused of distributing crystal methamphetamine, cocaine, and marihuana, during the execution of a search warrant, police seized several loaded handguns, $1200 cash & crystal methamphetamine packaged for resale. State Police at Sidney arrested 56 year old James Watson of Guilford for Criminal Mischief, after Troopers were dispatched to a domestic dispute on State Route 8 in Guilford. Watson is accused of breaking the victim’s car window during the dispute, he was arraigned in the town of Guilford Court where he was remanded to the Chenango County Jail with no bail pending court action on September 11th, and an order of protection was also issued to the victim.

State Police arrested 27 year old Steven Barrows of Sidney and 27 year old Zackery England of Sidney for Burglary and Conspiracy and 30 year old Nicole Bell of Oneonta for False Personation, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and Unlawfully Possessing a Noxious Material & as a fugitive from justice from the state of Georgia. An investigation revealed that Barrows and England allegedly attempted to break into the property in Guilford, burglarized a seasonal home in Oxford and a seasonal garage in Guilford. Bell originally provided a false name during the arrest of all 3, she was found to be in possession of 2 bb guns, methamphetamine, heroin and brass knuckles. Barrows and England were arraigned in the town of Oxford Court where Barrows was remanded with no bail to the Chenango County Jail and England was remanded on $15,000 cash bail or $30,000 property bond. Bell was arraigned in the town of Unadilla Court and was remanded to the Otsego County Jail on no bail. Additional charges are also expected.

Delaware County Sheriff’s Deputies arrested 37 year old Jarred Cutting of Masonville for 8 counts of Criminal Contempt, for allegedly violating a court order of protection. Delaware County Sheriff's Deputies arrested a Hancock couple for allegedly possessing stolen Snowmobiles from Pennsylvania & possessing drugs packaged for sale. State Police arrested 38 year old Michael Sullivan of Agawam, Massachusetts & 30 year old Gabrielle Graham of Pittsfield, Massachusetts for criminal possession of a controlled substance, Sullivan was additionally charged with Unlawful Possession of Marihuana. Troopers received a complaint of a disabled vehicle on I-88 in the town of Afton; they located marijuana and a smoking pipe with residue. Sullivan and Graham were arraigned in the town of Afton Court and remanded to the Chenango County Jail on $1,000 cash bail or $2,000 bond. Their next court date is scheduled for April 23, 2018 in the town of Afton Court.
Johnson City Police Department announced that 29-year-old Corey Robinson is being detained in Marietta, Georgia, he is suspected of murdering 46 year old Erika Smith Cunningham, who was found dead at 92 Crocker Avenue Sunday morning. An arrest warrant was issued on Thursday and Robinson was taken into custody a few hours later. Robinson will be charged with 2nd degree murder, Extradition proceedings have begun, Robinson is expected to be returned to Broome County in about a week.

Delaware County Sheriff's Deputies investigated a complaint at the Charlotte Valley School Thursday, relating to a threat made by an elementary student at dismissal time that day. Deputies issued a juvenile appearance ticket to an unidentified 8-year-old Davenport youth, who allegedly threatened to burn down the School, the student was charged with making a terroristic threat, & will appear at the Delaware County Probation Department at a later date to answer that charge.
State Police arrested 26-year-old Christopher Neumann of Castleton in connection with a collision that injured 2 troopers & 2 tow truck operators early Sunday on Interstate 90. Troopers Brent Karow and Shane Swartz were investigating an unrelated 1-car crash on I-90 in North Greenbush at approximately 5:15 a.m. Sunday, when Neumann's vehicle struck their patrol car, which then hit both troopers and tow truck operator, Jeffrey Waite. Trooper Karow was thrown 70 feet into the median, while Trooper Swartz and Waite were thrown under the tow truck, all 3 were taken to Albany Medical Center, a 2nd Tow Truck employee was hit by flying debris & was treated at the scene. Neumann was charged with 1st degree vehicular assault, DWI and numerous other traffic violations, he was arraigned & was remanded to the Rensselaer County Jail.

Delaware County Sheriff’s Deputies arrested 17 year old juvenile from Bellmore, New York on charges of driving 91 miles per hour in a 55 miles per hour zone, as well as one count of criminal possession of a forged instrument 3rd degree. Deputies say the defendant knowingly possessed a forged driver’s license for the purposes of deceiving or defrauding another. The juvenile was later released on an appearance ticket and is scheduled to re-appear at Hancock Town Court at a later date to answer the charge.

A Pre-Trial Hearing was held in Chenango County Court today, regarding the murder & arson trial of Ernest Franklin of Guilford, who along with his wife Heather are accused of killing their son Jeffrey & setting the family residence on fire to cover it up. A Pre-Trial Hearing for Heather Franklin has not been scheduled, Chenango County District Attorney Joseph McBride has stated that the 2 will be tried separately, The Trial is expected to begin next year.

State Police arrested 24-year-old Adam Gager of Windsor on 7 counts of Falsifying Business Records. Police were advised of a theft of over $800 from the Mirabito gas station on Old Route 17 in the town of Windsor, Gager was an employee, He is accused of deleting items from the store sales records and using the money to purchase lottery tickets. Gager was arraigned in the town of Windsor court and was remanded to the Broome County Jail in lieu of $2,000 cash bail or $4,000 property bond.
Delaware County Public Health announced their last Free 2017 Rabies Vaccination Clinic for dogs, cats and ferrets, which will be held on October 18th from 6:00 to 8:00 PM at the Delhi Fire Hall. Broome County Executive Jason Garnar announced that they have submitted their Shared Services Initiative Plan to the Broome County Legislature. Lawmakers from both major parties were not pleased with President Trump's statements to the Wall Street Journal this week. Trump was quoted as saying that Upstate New York residents should just leave, and head to states where there are not enough people for existing manufacturing jobs, like Wisconsin. Local Congresswoman Claudia Tenney, who normally supports Trump, released a statement, saying that she hoped Trump’s comments were taken out of context, that Upstate has a rich history of manufacturing, and policies must be implemented to revive the region. Democratic Assemblyman Anthony Brindisi, who is challenging Tenney for the 22nd district seat next year, said President Trump should be doing what he promised and help create American jobs here at home."

DOT Officials in the Southern Tier are looking to add personnel quickly following the closing this week of State Route 17 in Tioga County, where flash flooding took out chunks of land supporting a bridge that carried the highway over a bridge in the Nichols area, officials are hoping to have the bridge repaired by the Labor Day weekend.
State Police arrested 3 individuals after a traffic stop on State Route 41 in the town of Afton Sunday. Charged were 24 year old Cecily Choi of New Jersey, 20 year old Adrian Beall of Texas & 37 year old Jason Rodriguez of Brooklyn. All 3 subjects are accused of possessing numerous narcotics & marihuana, they were charged with 3 counts each of Criminal Possession of a Controlled Substance, Criminal use of Drug paraphernalia, Rodriguez was also charged with the misdemeanor of Driving a Motor Vehicle While Ability Impaired by Drugs. They were arraigned in the Town of Afton court and remanded to the Chenango County jail without bail.
A Roxbury man and woman were arrested by Delaware County Sheriff's Office Investigators on felony drug possession charges Monday following a probation search that led to the seizure of approximately one hundred (100) grams of powder and crack cocaine, over eleven hundred dollars ($1100.00) cash and a number of fireworks. Sheriff’s Investigators arrested and charged 30 year old David Dykstra and 33 year old Lisa Skala on 2 counts of Criminal Possession of a Controlled Substance & Unlawfully Dealing with Fireworks. Dykstra was being supervised by the Delaware County Probation Department from a 2016 conviction in New Jersey. Dykstra and Skala were arraigned & were remanded to the Delaware County Jail on $150,000 bail pending further court action.
Governor Cuomo announced that he is directing the Traffic Safety Committee to examine the "Textalyzer" technology, which is being developed to determine if a motorist was texting while driving at the time of a crash. Cuomo said that committee will try to determine if the device can stand up to privacy & constitutionality questions that are being raised. Cuomo said that many state drivers are still using hand held devices while driving, in violation of state laws.
