Chenango County Sheriff’s deputies arrested a Village of
Oxford couple for Cruelty to Animals.
The investigation began after a citizen located an abandoned and
neglected American Bulldog in North Norwich; it was brought to a Veterinarian
for treatment. Deputies arrested 23
year old Monica Towndrow of Oxford for Cruelty to Animals and Providing a False
Statement, 26 year old Matthew Spicer of Oxford was also arrested for Cruelty
to Animals. The investigation is ongoing
and additional arrests are expected.

The investigation began after a citizen located an abandoned and

year old Monica Towndrow of Oxford for Cruelty to Animals and Providing a False
Statement, 26 year old Matthew Spicer of Oxford was also arrested for Cruelty
to Animals. The investigation is ongoing
and additional arrests are expected.
The Chenango County Sheriff’s Office arrested three individuals after they were caught in the act of trying to steal catalytic converters from Menards Garage in the Town of Oxford. Detectives conducted surveillance in Menards Garage, and at approximately 12:30 am Saturday, 3 suspects attempted to remove a catalytic converter from a vehicle in the lot. After a short foot pursuit, 27 year old Casey Towndrow & 20 year old Monica Towndrow were taken into custody. 27 year old Joshua Shurock was arrested a short time later as he attempted to pick up a co-defendant from an area near the scene. All 3 were charged with Criminal Mischief, Conspiracy & Attempted Petty Larceny. They are scheduled to appear in the Town of Oxford Court at a later date. The City of Norwich Police Department and New York State Police assisted at the scene.
