Otsego County Health Department announced that a Raccoon has tested positive for rabies. The animal was found in Westford, all of the animals that were exposed to the Raccoon are being treated, Officials urge residents to get all pets & farm animals vaccinated, those that are not vaccinated & are exposed will be euthanized. Former Oneida County Corrections Officer Thomas Eck appeared in Oneida County Court on Tuesday, he had pleaded guilty to offering a false instrument for filing, for his role in the beating death of inmate Messiah Nantwi at the Mid State Correctional Facility, Eck was sentenced to 1 year in jail, he was the 15th Corrections officer in Oneida County to be prosected in connection with the death of Nantwi & Robert Brooks. The 2 cases have led to proposed legislation, the Duty to Intervene Act, making it a felony to not intervene while one of your fellow officers is beating an inmate.
Binghamton Police said that 1 man was shot July 4th, at around 9:00 PM, following a report of a large fight breaking out at the intersection of Walnut St. and Gerard Avenue. 24 year old Thomas Murray of Binghamton was arraigned in a federal court room on an indictment charging him with Distribution of Child Pornography and Possession of Child Pornography. Murray was arrested following an investigation by the FBI & State Police, he was returned to state custody where he is being held on similar state charges. Murray allegedly distributed child pornography on a web-based messaging facility on 2 separate occasions & he possessed child pornography on 2 devices, which was uncovered following a search warrant conducted on Murray’s residence in 2025. Murray faces a mandatory minimum term of 5 years in federal prison on the distribution charges, a maximum term of 20 years in federal prison for the distribution and possession offenses, a fine of up to $250,000, and a mandatory term of supervised release of between 5 years and life. Murray would also be required to register as a sex offender if convicted.

State Police arrested 25 year old Hunter Lawrence of Auburn, New York, following an investigation into an inappropriate relationship with a minor. The investigation determined that Lawrence engaged in multiple sexual encounters with a victim under the age of 17 over an extended period of time. Lawrence is employed as a Deputy with the Cayuga County Sheriff’s Office. There are no allegations that the conduct occurred while he was on duty. Lawrence was charged with 4 counts of Rape, plus Endangering the Welfare of a Child, Lawrence was processed and transported to the Cortland County Jail for arraignment, The investigation remains ongoing.
State Police responded Friday afternoon to a one-vehicle rollover crash on Interstate 81 in the town of Lisle. An investigation determined that an SUV operated by 59 year old Paul Veeder of Virginia was north on Interstate 81, he lost control of the vehicle, causing it to leave roadway and overturn. A 19-year-old female from Virginia, was not wearing a seat belt was ejected and became pinned beneath the SUV. She was transported to Wilson Medical Center, where she is being treated for non-life threatening injuries, Veeder and 3 other occupants were also transported to Wilson Medical Center for evaluation and treatment. Veeder was issued traffic citations. The northbound passing lane of Interstate 81 north was closed during the investigation.

Governor Kathy Hochul announced Tuesday that over $2 billion in tax relief checks will be sent out to nearly three million New York homeowners as part of the state's School Tax Relief (STAR) program. Hochul says most homeowners who are eligible for STAR credit will receive a check between $350 and $600. Seniors who are eligible will receive a check between $700 and $1,500.

New York Attorney General Letitia James called for the passage of the One Fair Price law, which would ban surveillance pricing in New York state. Surveillance pricing is when companies use algorithms to analyze consumers spending habits, and then determine the highest price they will pay for a product. James said that 2 neighbors could buy the same product at the same time but pay different prices, The package includes 2 bills, one for online shopping and one for traditional retail stores. The bills also ban the use of electronic shelf labels in grocery stores and pharmacies.

State Police announced a 35% increase in vehicle and traffic tickets issued during this year’s Operation Hard Hat initiative, from April 20 through April 24th. State Police conducted 12 enforcement details across the state. Troopers were deployed within active work zones, 967 tickets were issued, 401 for speeding, 138 for distracted driving, 160 for violations of New York’s Move Over Law. In Troop c there were 65 tickets issued, 34 of those were for speeding,
A heavy presence of emergency responders and volunteers from both New York and Pennsylvania are searching for 18-year-old Dalton Malmstrom, who was last seen leaving his residence near the Susquehanna River in the town of Nichols, at 7:45 am. Saturday, Family members told Police that he was not acting like himself prior to leaving. Dalton is described as a 5-foot-10 white male with dark hair and was last seen wearing a dark-colored shirt. Chenango County Sheriff's Office arrested 47 year old Jason Nichols of New Berlin Friday for Aggravated Driving While Intoxicated and Aggravated Unlicensed Operator and several other charges. Deputies responded to State Highway 23 in the Town of New Berlin for a 2 car motor vehicle accident, Nichols who had a revoked New York driver's license, while intoxicated, he transported to the Chenango County Sheriff's Office, was processed & was released to a sober third party and is to appear in the Town of New Berlin Court at a later date.
Applications are open for the Master Teacher Program and Master Counselors, which recognizes more than 1,600 outstanding public school teachers and counselors throughout the state. Teachers may apply at suny.edu/masterteacher and the deadline to apply is May 21st, Master Teachers and Master Counselors will receive a $15,000 stipend annually; and they will attend required regional meetings to participate in and lead professional development sessions each year.
The New York State Fair announced some of the acts that will be playing at the fair, which will run from August 26th to September 7th this year. Binghamton Police announced the recovery of the body of a man that was reported missing for several weeks. The body of 38 year-old Colyn Williams has been recovered from the banks of the Susquehanna River in Vestal. Vestal Police investigating Williams death, the cause of death does not appear to be criminal, the investigation is ongoing.

A Delaware County Grand Jury returned a 4 Count Indictment against 36 year old William Weil of Bainbridge last week. Weil was indicted for Aggravated DWI, Felony DWI & Endangering the welfare of a child, for allegedly driving intoxicated with a child in his vehicle in Delhi on January 22nd, the DWI is a felony as Weil was convicted of DWI within the last 10 years. Weil faces action on the indictments shortly.
Recruit New York will be held on the weekend of April 18th & 19th this year, Fire Departments & Emergency squads will hold open house events and try to recruit more people to join their local volunteer fire department of emergency squad. NYSEG reported this morning that about 600 customers were without power this morning, following windy conditions Sunday & overnight. The highest number of outages were in the Downsville & Andes areas, crews had restored power by late this morning.
Governor Kathy Hochul recently announced an expansion of child care services at 11 SUNY community colleges in New York State. The services will include evenings and weekends, designed to align with the schedules of student-parents who are enrolled in high-demand programs. SUNY Broome is one of the Colleges participating in the program.

The federal trial of Peyton Gendron of Conklin will be held in Buffalo, Judge Lawrence Vilardo made the ruling last week. Gendron's attorneys were seeking to move the trial, out of Buffalo, citing concerns over the ability to get a fair trial. Gendron shot 10 Black people shopping at a Buffalo Tops Supermarket on May 14, 2022, he has already been convicted on state charges, he faces the death penalty on Federal charges, the next trial should start this summer.
Thousands of unlawful vape and marijuana products were seized from a Conklin gas station as part of a compliance check by the Broome County Health Department. On March 9, members of the Sheriff’s Office and the Broome County Special Investigations Unit Task Force assisted the Broome County Health Department with a flavored nicotine vape compliance check at the “One Dream” Sunoco gas station located at 976 Conklin Rd in the Town of Conklin, they seized approximately 4,000 unlawful flavored nicotine vapes along with THC products, The business does not possess a valid license to dispense THC products. The unlawful flavored vapes are not taxed. In 2019, New York raised the legal age to purchase tobacco and vape products to 21, and in 2020 the state banned the sale of flavored vaping products, other than tobacco flavor. The compliance check was generated via a tip from the Susquehanna Valley Central School District.

Chenango County Sheriff’s Office arrested 33 year old Kimberly Hart of Norwich, following an investigation into allegations of sexual abuse involving a juvenile victim. Hart allegedly engaged in sexual relations with a female juvenile victim & promoted the production of nude images of the juvenile victim and disseminated those images electronically to a registered sex offender residing in North Carolina. Hart was charged with Obscenity, Sexual Abuse, Disseminating Indecent Material to Minors, Sexual Misconduct, Endangering the Welfare of a Child, Promoting a Sexual Performance by a Child & Promoting an Obscene Sexual Performance by a Child Less Than 17 Years of Age. Hart was arraigned & remanded to the Chenango County Correctional Facility on $15,000 cash bail, $30,000 bond, The investigation remains ongoing.

The State Department of Motor Vehicles announced that their department helped New Yorkers recover more than $13.6 million in stolen vehicles, titles, parts and services during 2025. The department reported that 384 Stolen Vehicles were Recovered in 2025 Worth $10.4 Million, and an Additional $3.2 Million Recouped in Titles, Repairs and Refunds, That number is an increase from $11 million recovered in 2024.

On Thursday Night, Broome County Sheriff’s Office Road Patrol observed a stolen vehicle traveling at a high rate of speed on State Route 17 in the Town of Vestal, A pursuit followed, to I-81, to I-88 into the town of Fenton & back through Binghamton into Johnson City, the pursuit ended when a tire fail off, the driver, 28 year old Romario Robinson of Binghamton, was taken into custody. 28 year old Shelby Medovich of Harpursville exited a nearby restaurant & interfered with the investigation of Robinson, she is accused of being a participant in the theft of the vehicle. Robinson and Medovich were charged with Criminal Possession of Stolen Property, Criminal Possession of a Forged Instrument, Conspiracy, Robinson faced additional traffic violations both were processed, arraigned & were released on their own recognizance pending future court action.

The New York State Public Service Commission is currently reviewing a major rate increase request from NYSEG with a final decision expected in the coming weeks. NYSEG is seeking a 35% increase in delivery rates for electricity, almost 40% for Natural Gas customers, they claim that the rate hikes are necessary to fund grid modernization, infrastructure reliability, and meeting state-mandated climate goals. If the rate hike if approved, residential customers could see their monthly bills jump by $30 to $35. The changes would go into effect in May.

Starting January 1, New York State’s Foam Ban will be expanded to include polystyrene foam coolers and other containers designed to be used for cold storage. The new law encourages New Yorkers to use sustainable container and packaging options, no covered food service provider, manufacturer or store will be allowed to sell, offer for sale, or distribute expanded polystyrene containers.

Governor Kathy Hochul signed legislation that enhanced real property tax exemptions for Seniors. The law allows localities to provide a property tax exemption for senior citizens who meet the income eligibility limits, up to 65% of the assessed valuation of their properties, the maximum percentage of exemption local governments have been able to offer senior citizens was set at 50% and has not been raised in decades, which could translate into savings of up to $300 annually for the average senior.
State Police arrested 29 year old Dylan Whitman of Oxford following an accident early Saturday on North Road in Oxford. Whitman was charged with Aggravated Unlicensed Operation of a Motor Vehicle, DWI, & Operating a Vehicle with a BAC of .08 or higher. Whitman was also wanted on a criminal Warrant from Oneonta, and he faces court action shortly.
SUNY Delhi is receiving a $32 million investment from Empire State Development, and the SUNY Construction Fund to build a new mechatronics facility. SUNY Chancellor John King announced that many mechatronics students at Delhi can secure jobs at major local companies like Chobani and IBM. SUNY Delhi’s North Hall will be the site of the program, which will prepare students for careers in advanced manufacturing. The 15,000 square-foot facility is expected to open in 2030.

On November 21st, Deputies located and arrested Roman on new charges after it was alleged that he had taken the victim’s credit card and made numerous purchases on the card which amounted to over $1,500 without authorization. Roman was transported to the Delaware County Correctional Facility for arraignment.
State Police & Local Law Enforcement Agencies around the State New York State will increase patrols during the holidays to combat issues like impaired and reckless driving, and to deter other crimes like robbery and larceny. The patrols will include both visible enforcement, such as checkpoints, as well as unmarked vehicles mingle with traffic to catch distracted drivers.

33 year old Corey Green of Vestal was sentenced in U.S. District Court to 19 years in federal prison for his role in a drug trafficking conspiracy spanning the United States. Green admitted that he possessed, distributed, and conspired to distribute large quantities of fentanyl, heroin & Methamphetamine in and around Broome County, he also admitted to possessing 3 handguns and 2 AK-47 style weapons to further his drug-trafficking activities, while being prohibited from possessing firearms due to previous convictions, & conspiring to launder his drug-trafficking proceeds. Green was sentenced to a 19 year prison term, concurrent 3 and 5-year terms of post-release supervision, and a money judgment of over $185,000 of unrecovered proceeds from his drug trafficking. Co-conspirator Michael Jacobs of Endicott, was previously sentenced to 10 years and 10 months term of imprisonment & 5 years of post-release supervision.
21 year old Joziah Worthington was sentenced following his convictions after trial in Broome County Court, Criminal Possession of a Weapon in the 2nd & 3rd Degree, to 9 years in a State Correctional Facility with 5 years of post-release supervision for 1 charge, and 7 years in prison with 3 years of post-release supervision for other charge, to run concurrently. Worthington was arrested by state Police in 2024 in Johnson City, for illegally possessing a firearm as well as a large capacity ammunition feeding device capable of accepting 31 rounds, loaded with 25 rounds, Worthington’s DNA being found on the firearm.
Chobani announced that at the East Park Bandstand in Norwich last Saturday, following the 30th annual Norwich Parade of Lights, More than 30 Chobani volunteers distributed 3,000 cases of Chobani products, to thank the community. Chobani will also participate in the annual tree-lighting ceremony at Hyde Park in New Berlin on December 6th, employees plan to give out over 200 cases of yogurt to local families.
NBT Bank presented the United Way of Mid Rural New York with a check for $190,000 to help fund programs that provide financial stability, education and health resources for individuals and families in Chenango, Delaware, Madison and Otsego counties. State Police responded to I-88 in Afton for a crash involving a Department of Transportation vehicle and a pick-up truck. Troopers learned that a crew of 7 DOT workers were completing pothole repairs along the east bound lanes of I-88, an attenuator truck in the right lane warned drivers that there was roadwork ahead and that the right lane was closed, while a second attenuator truck was in the vicinity of the crew members. A Pick-up truck pulling an enclosed trailer with picnic tables crashed into rear of the second attenuator truck, The DOT worker that was operating the attenuator and the 20-year-old operator of the pick-up truck were both transported to Wilson Hospital for non-life-threatening injuries. Both eastbound lanes were closed during the removal of the vehicles. Troopers were assisted by Afton Fire, Bainbridge Fire, Sidney Ambulance.
State Police responded to South Hall of the SUNY Morrisville Campus Monday afternoon at 3:45 pm, they found a 20-year-old male, who was not a student, with a gunshot wound to the neck. The victim was transported to Upstate University Hospital in Syracuse, No other injuries were reported and a suspect has not been located, the investigation is continuing. Normal class schedules resumed this morning.
54 year old Donald Lane of Oneonta, was arrested Sunday for Sex Offender Failure to Update Change of Address following an investigation in to a sex offender failing to abide by restrictions by the State Sex Offender Registry. Lane is a level 2 sex offender, he failed to make the proper notifications regarding an address change, he also had a prior conviction of the failing to update the Sex Offender Registry, he was located in the City of Oneonta by deputies and taken in to custody following a brief foot pursuit, he was lodged him in the Otsego County Correctional Facility to Arraignment.

State Police issued 109 tickets during a four-hour long Operation Hard Hat detail within a work zone on Interstate 81 in the town of Chenango Thursday. The detail was a combined effort with the State Police and the Broome County Sheriff’s Department, Crews from the DOT were repairing the bridge rail over Front Street. The area is a 55mph zone and just the left lane was closed, while two others were still open to accommodate traffic. Troopers charged 27 for using cell phones while driving, 36 for speeding, 27 for no seat belt, 19 other cvarious tickets were issued.

Sidney Police Department received a complaint Monday at about 8:45 pm of a pedestrian being struck by a vehicle on West Main Street. Officers learned that a juvenile was riding a bicycle on the sidewalk, attempted to cross the Sherman Ave intersection using the crosswalk. A vehicle on West Main Street made a turn onto Sherman Avenue at the same time the juvenile was crossing, the vehicle struck the juvenile and did not stop, traveling west on Sherman Ave and possibly turned right on Union Street. The Juvenile was airlifted to Upstate Medical Center where they were treated for their injuries and released. Sidney Police are asking the public's help in identifying the vehicle and driver involved in this incident, which is described as a white mid-sized sedan. Anyone in the area of the incident with security cameras is asked to check for possible video of the incident or suspect vehicle, Anyone with any information on this incident is asked to contact the Sidney Police Department at 607 561-2301.
Broome County Sheriff’s Office Road Patrol responded Saturday to a report of a burglary on Boswell Hill Road in the Town of Union. The homeowner spotted 2 individuals with flashlights inside his house with his home security camera system and called 911. Deputies, with State Police, located the 2 suspects, they fled into a wooded area, but were apprehended. Arrested were 43 year old Matthew Ortloff of Chenango Forks, & 45 year old Jeremiah Johnson of Endicott. The pair were charged with Burglary, Conspiracy, Possession of burglar tools, criminal mischief, along with seve4ral other related charges, they were arraigned and remain in custody at the Broome County Correctional Facility.

Chenango County Sheriff’s Office arrested 26 year old Cassandra Davi and 31 year old Taylor Micha, both of Edmeston, after Deputies observed a suspicious vehicle that was parked at a business in the Village of Sherburne for an extended amount of time. Davi and Micha were found to be in possession of fentanyl, packaging material, and scales, they were taken into custody and transported to the Chenango County Sheriff’s Office for processing. Both face charges, for Criminal Possession of a Controlled Substance, Tampering with Physical Evidence, Criminally using Drug Paraphernalia, Obstructing Governmental Administration & Loitering, both were arraigned and remanded to the Chenango County Jail on cash bail.

27-year-old Hamail Waddell pleaded guilty in Broome County Court to Burglary, Assault and Tampering with a Witness. On May 24th, Waddell and another individual, unlawfully entered the home of his ex-girlfriend on Morgan Road in Binghamton, which violated a No Contact Order of Protection, Waddell assaulted another man, causing physical injuries, When officers attempted to arrest him, Waddell also attacked a Binghamton Police Officer, injuring the officer, at the Broome County Jail on June 24th, Waddell made a recorded phone call to a protected party. Waddell will be sentenced to 6 1/2 years in State Prison, followed by 4 years of post-release supervision.

The rural counties examined included Chenango and Delaware Counties, on average, the counties have 4 primary care physicians per 10,000 people, which is less than half the state & US averages and falls below established guidelines. The Counties have 0.5 pediatricians for every 10,000 people, less than one-fifth of the state ratio. The reports states that Tele-medicine & Mobile clinics could be deployed on a regular schedule to help under-served rural communities, also expanding School-based health centers are another option to expand healthcare access to rural New York.

Norwich City officials announced Sunday that the Boil water was lifted, after announcing that E. coli bacteria was found in the City water supply late last week. E. coli bacteria were found in 1 out of 11 drinking water samples collected on August 6th, Coliform bacteria were found in 3 out of 11 drinking water samples collected. The State Department of Health considers any confirmed E. coli positive sample as a public health hazard and a violation of drinking water standards. After repeated sampling, the results meet the minimum standards for public water supplies, If residents experience some discoloring in the water, run the water until it clears. Chenango County Sheriff's Office responded to a report of a bomb threat Tuesday at about 1:00 PM that was made to Community Bank on State Highway 23 in the Town of Norwich. The building which included Community Bank, a Mirabito Gas Station, and Dunkin Donuts were quickly evacuated. Chenango County Sheriff’s Office and State Police responded and secured the scene, a State Police Explosives Detection Canine conducted a thorough search of the entire premises and did not locate any signs of any explosive devices, it was determined that there was no threat to the public and the businesses were back open at approximately 4:00 pm. The investigation to who made the threat is still ongoing.
For the 3rd straight day, An air quality health advisory has been issued by the State Department of Environmental Conservation. This advisory, once again concerning fine particulate matter, due to ongoing wildfires in Canada. Information about the level of smoke can be found at airnow.gov.
State Police are warning the public after recently receiving an increasing number of complaints from victims of computer and phone scams, including a victim that reported to Investigators in Sidney that they got a pop-up alert on their computer, it appeared to be from Apple, with a phone number to dial for help. When the victim called it, the scammer told the victim that their account was linked to child pornography, that the victim’s identity was compromised and that their personal information was on the dark web, the victim was told to call another number which was allegedly from the U.S Department of Treasury, the scammers sent a “courier” to the victim’s house to pick up payment to allegedly fix the problem. Police remind people to Never share personal information with someone that you don't know.

Otsego County Sheriff's Office arrested 37 year old Mohamad Haidar of Decatur, following an investigation into repeated domestic violence. Haidar was charged with Predatory Sexual Assault, plus multiple counts of 1st degree & 3rd degree Rape, 1st & 3rd degree Criminal Sexual Act, Assault, Stalking, Labor Trafficking, unlawful inprisonment, Strangulation, Criminal possession of a weapon & Overdriving, torturing, failure to provide proper sustenance for animals. Investigators were contacted by victims who reported sustaining severe abuse for several years while living with Haidar, where they were forced to live at the residence and submit to extreme abuse which often resulted in serious physical injury. Haidar was taken in to custody without incident, a search warrant was executed & evidence was seized. The Susquehanna SPCA removed numerous animals. Haidar was processed and was lodged in the Otsego County Correctional Facility for Arraignment, the investigation is on-going and additional charges are pending. State Police, the FBI and the State Intelligence Center, have arrested 50 year old Edward Connors of Endicott for making racially motivated threats directed at federal government employees. State Police received information that Connors made multiple threatening social media posts targeting current and former federal employees who are African American, Connors was located at his residence and taken into custody without incident, He was processed and taken to the Broome County Jail for arraignment after being charged with Making a Terroristic Threat as a Hate Crime. Former Oneida County Corrections Officer Christopher Walrath was sentenced to 15 years in State Prison, in connection with the death of inmate Robert Brooks at the Marcy Correctional Facility last December. Walrath had pleaded guilty to Manslaughter as part of a plea bargain deal in Oneida County Court, the plea offer nullifies the original murder charge and results in a lesser prison term, instead of the potential 25 years to life.

New York State has issued Air Quality Alert for area counties until midnight tonight, due to smoke from Canadian wildfires, The State Health Department reported that anyone sensitive to pollutants should limit their exposure to the outdoors until the Air Quality improves.
State Police and local EMS responded to a 2 vehicle crash Thursday evening at about 7:00 PM, at State Highway 8 and State Highway 7 in the town of Bainbridge. an SUV driven by 79 year old John Kessler of Afton went through a steady red light into the path of a tractor trailer driven by 61 year old Neal Jorgensen of Guilford, he was unable to avoid striking the SUV. Kessler was taken to Wilson Medical Center, while Jorgensen was brought to AO Fox Hospital Tri-Town in Sidney. Injuries were not life threatening.

State Police issued 54 total citations, 20 for using cellphones, 16 for speeding, 11 for no seat-belt, 2 for improper child restraints.

Local government sales tax collections totaled $11.9 billion in the first half of 2025, an increase of 3.7% compared to last year, according to State Comptroller Tom DiNapoli. 86% of counties experienced a year-over-year increase in first-half collections, with Hamilton County seeing the highest growth at 14.6%, followed by the counties of Delaware (12.9%), Orleans (12.1%) and Chenango (11.7%). Nearly 75% of cities outside of New York City that impose their own sales tax experienced growth in the first half, with Norwich having the largest increase at 19.3%.

The horse is a neutered male, He is grey with flecks of red and has a darker muzzle. Sidney Police Department received a fraud complaint, where teh vicitm was scammed by an elaborate scheme to defraud and had already lost $57,000. The scammers were able to gain the trust of the victim by posing as a Microsoft computer virus technician and a bank fraud technician, Police learned that the victim was being directed to withdraw another large sum of money by the scammers, Sidney Police & the State Police BCI unit set up a sting operation, which led to the arrested of 42 year old Xueyu Luo of New York City into custody. Luop was charged Grand larceny, Tampering with physical evidence, Scheme to defraud, Resisting arrest and Obstruction of governmental administration, Luo was processed & was transported to the Delaware County Jail to await arraignment, He was released on his own recognizance to appear back in court at a later date. The investigation is ongoing.

Norwich Police Department conducted a routine traffic stop on Rexford Street Monday that led to the arrest of 59 year old William Hamilton & 36 year old Heather Pollock of Norwich, as well as the seizure of a significant quantity of illegal narcotics. Hamilton was also wanted on an active arrest warrant, he was charged for that & several counts of criminal possession of a controlled substance & tampering with physical Evidence. Pollock was also charged with Criminal Possession of a controlled substance & tampering with evidence. Police seized Fentanyl, Methamphetamine, and Crack Cocaine. Hamilton and Pollock were arraigned and were released on their own recognizance pending further court proceedings. The investigation is ongoing.
The State Health Department reported the 1st cases of the West Nile virus has been reported in Onondaga County. The individual is an elderly adult from Cicero, who was hospitalized but has since been discharged and is recovering. Additionally, the first Eastern Equine Encephalitis virus detection in mosquitoes this season has also been reported in Cicero. A Trooper was dispatched to the town of Caroline for a report of a person on a side by side, stealing road signs, The Trooper located Morris, who failed the Field Sobriety Tests, he was processed, his B.A.C was .17%. Warren County 911 received a call from 45 year old Luciano Frattolin of Canada, reporting his 9-year-old daughter Melina Frattolin was missing, with a possible abduction, in Lake George. As the case progressed, law enforcement identified inconsistencies in the father’s account of events and the timeline he provided. The girl was found dead in Ticonderoga, the Warren County Sheriff’s Office has turned the investigation over to State Police. Luciano Frattolin, has been arrested and is currently being held at the Essex County Jail, Luciano Frattolin, the father of Melina Frattolin, was charged with second-degree murder and concealing of a corpse, The investigation is ongoing,
State Police are investigating the accidental death of a East Branch Fire Department Assistant Fire Chief Jason McGlone Thursday night, who was responding to a report of a vehicle that had struck a utility pole on State Highway 30 in the town of Hancock. A preliminary investigation determined that a low-hanging electrical wire was in contact with the top of the fire truck, when Assistant Chief McGlone exited the vehicle and made contact with the metal door and the ground, he was electrocuted and was pronounced deceased. The original crash involved a pickup truck operated by 54 year old Joseph Bellows of Downsville that veered off the roadway, struck a guardrail and utility pole. He was transported to Delaware Valley Hospital, he was charged with Driving While Intoxicated & was issued appearance tickets for Hancock Town Court on September 8th, 2025. The investigation into the firefighter’s death remains ongoing.
Sidney EMS & State Police responded to a motor vehicle accident on Delaware County Route 4 in Sidney, initial reports suggested that a vehicle rolled off the roadway with 3 possible injuries Sunday at about 5:40 PM Sunday, injured occupants were taken to area hospitals for the treatment of injuries, the cause of the crash is under investigation, The Operator was identified as 20 year old Kadance Maus of Walton.

Delaware County Sheriff’s Deputies investigated a complaint regarding 2 vehicles driving recklessly, they located both vehicles and conducted traffic stops. Deputies determined that following a verbal dispute that had occurred, both parties then operated their vehicles in a reckless manner through the Village of Walton, onto State Highway 10 toward Delhi. Deputies arrested 19 year old Hazzie Halstead of Walton for Reckless Driving, Moving from Lane Unsafely and Speeding, plus a number of other lesser charges, 18 year old Aron Garcia-Northrup of Walton was charged with Reckless Driving & Moving from Lane Unsafely, both will appear at the Village of Walton and Town of Hamden Courts at a later date to answer the charges.

State Police responded to a 2-vehicle crash on State Route 11 in the town of Kirkwood. Investigators reported that Denise Ellis of Binghamton, was making a left turn when she failed to yield the right of way to a vehicle traveling north on State Route 11, the 2nd vehcile driven by 73 year old Nora Gibson of Pennsylvania, rolled as a result of the collision. Ellis was transported to Wilson Medical Center, her passenger was not injured, Gibson and a 74-year-old occupant were both transported to Wilson Medical Center. Ellis was ticketed, all injuries are believed to be non-life threatening.

State Police arrested 32 year old Jason Hubbell of Cooperstown, for 2nd degree Burglary, Criminal Mischief and Resisting Arrest. Troopers were dispatched to a report of a domestic dispute in Roseboom, Hubbell allegedly kicked in the front door of a residence, broke a secondary door then drove his vehicle into the victim’s vehicle before leaving the area. Troopers were able to locate Hubbell in Middlefield where he resisted arrest. Hubbell was ultimately taken into custody and later transported to the Otsego County Jail for Centralized Arraignment.
State Police arrested 29 year old Daniel Nelson of Bloomville for 2nd degree Assault, after Troopers responded to a residence in Cooperstown for a report of a domestic dispute on June 22. Troopers later learned that the other person was checked out at a local hospital and was treated for broken bones stemming from injuries sustained during the argument, Nelson was arrested and later transported to the Otsego County Jail for Centralized Arraignment.
