Governor Cuomo today announced that his administration has reached a three-year labor agreement with the New York State Public Employees Federation. PEF is one of the largest unions in the United States and is New York's second-largest state-employee union, representing 54,000 workers. The three-year contract agreement includes a 2 percent increase in 2016-17, 2 percent increase in 2017-18 and a 2 percent increase in 2018-19. Both the state and PEF agree to work together on a plan to reduce out-of-control healthcare costs. Other elements of the contract will be released shortly. The contract must now be approved by its Executive Board and ratified by its membership.

Oneonta Police responded to a possible drug overdoese death on Orchard Street on Tuesday. 45 year old Matthew Hill was found deceased in his apartment where drugs were located, he had been arrested in August by Oneonta Police on drug charges.
Governor Cuomo today announced that State Park campgrounds set a new record for attendance for the fifth consecutive year. Through Columbus Day, campsites, cabins and cottages across the state were occupied for more than 633,000 nights, surpassing 2015's record of 623,891 nights. State Park camping occupancy has climbed nearly 17 percent since 2009.
NYSEG is reporting that about 140 customers in Chenango County were without power, mainly in Guilford Oxford & Bainbridge. Crews hope to have power restored shortly.
The Chenango County Sheriff’s Office has been receiving a large number of larcenies from vehicles over the last couple of weeks. We ask that people remain vigilant and make sure that they do not leave anything of value in their vehicles as well as keeping their vehicles locked. A blood drive will be held in Franklin from 1:30 to 6:30 PM at the Franklin Methodist Church, 101 Main Street, and another will be in Oneonta from 10:00 AM to 3:00 PM at the Fox Hospital Levine Center, at 1 Norton Avenue. Appointments can be made by downloading the Red Cross Blood donor App, online at redcrossblood.org or by calling 1-800-RED CROSS.
The City of Oneonta will be paving the utility trenches at the intersection of Chestnut street & West Street today & tomorrow between the hours of 7:00 AM and 4:00 PM, 2 way traffic will be maintained but traffic delays can be expected, West Street will require closing to through traffic between chestnut & Center during the work hours & detours will be set up along Church Street. State Police arrested 35-year-old Albert Dornburgh of Roseboom for Aggravated DWI with a B.A.C. of .18% plus unlawful possession of marijuana. The arrest occurred after troopers checked on the welfare of a vehicle that was stopped, with the engine running while partly in the roadway, on the Exit 16 on ramp for Interstate 88 in the Town of Oneonta. Dornburgh was issued tickets returnable to the Town of Oneonta court on September 27th.
An Owego Apalachin school bus carrying the Girls Volleyball team, crashed on I-88 near Oneonta Saturday morning at about 7:30 AM. The School bus tipped onto its side, no other vehicles were involved in the crash; State Police said the accident resulted in minor injuries. The school bus driver, 43-year-old Lisa Sherwood was ticketed for changing lanes unsafely. 13 people from the bus were treated at Fox Hospital in Oneonta and were released at Saturday afternoon.

The local chapter of the American Cancer Society raised another impressive amount with this year's Tri-Town Relay for Life in may at General Clinton park in Bainbridge. Cancer Society Spokesperson Helen Gregory told WCDO the amount raised, and announced her retirement:

The Broome County Sheriff's Office said they received numerous complaints of the scam last week, where the caller pretends to represent NYSEG, & they threaten to shut off the power of the victim's home or business if they didn't pay their bill. The caller is provided a phone number to call back and provide payment info, along with a confirmation code. The phone number leads through a phone tree when called, and asks for the confirmation number, along with asking personal information such as name, date of birth, and NYSEG account number. The Sheriff's department suggests that area residents hang up & notify law enforcement, & contact NYSEG directly. NYSEG has set up a web page with information on the scam, which can be found at nyseg.com/billpaymentscam. Residents are reminded to never provide personal information to anyone over the phone.
The Chenango County Sheriff’s Office executed “no knock” search warrants Friday, at 2 separate locations and a passenger vehicle. During the execution of the search warrants the Sheriff’s Office discovered approximately 600 Oxycodone Pills, & a residence that was found to contain a sophisticated marijuana growing operation. 36 year old Chester Travis from the Town of Plymouth was arrested for Criminal Possession of a Controlled Substance & Criminal Possession of Marijuana; he was arraigned in the Town of Guilford Court and remanded to the Chenango County Correctional Facility.
State Police is currently investigating several complaints of a telephone scam in which the caller threatens to harm a loved one if the receiver of the call does not send them money. The scam involves unknown individuals calling the scam victim and advising that their loved one has been involved in a motor vehicle accident or has been kidnapped. The calls are threatening in nature and usually involve the caller demanding that money be sent to an area outside of the United States or the person involved will be arrested or harmed. Officials stress that any member of the public who receives one of these scam calls or who has been victimized should call and report the incident to their local policing agency.
Governor Cuomo signed legislation to extend the period for workers and volunteers seeking lost wage and medical benefits as a result of their involvement in the September 11th rescue, recovery and clean-up operations. The bill extends the deadline for individuals to register under the WTC Disability Law until September 11, 2018. The extension will allow additional individuals to receive workers’ compensation, disability, and accidental death benefits as a result of their participation in the WTC rescue, recovery, and clean-up operations.
The State DOT announced that work to replace 2 concrete box culverts on State Route 28 between Upper Main Street and Grove Street in the village of Cooperstown, will continue through December 1 this year. A temporary traffic signal is in place to control alternating single lane traffic. Motorists will also encounter flag personnel. Work will be performed daily between 7:00 AM and 5:30 PM, weather permitting.
The American Red Cross encourages eligible donors to give blood to help ensure a readily available blood supply for emergencies. Blood drives will be held today & tomorrow from 12:00 Noon to 5:00 PM at SUNY Oneonta. Donors of all blood types are needed. The rebates will be provided through the record $300 million Environmental Protection Fund investment in 2017 State Budget, and will help New York meet its commitments under the Multi-State Memorandum of Understanding, which aims to put 3.3 million of the vehicles on the roads by 2025.

1 man was dead, another 1 was wounded & the shooter was taken into custody, after Binghamton Police responded to the report of a shooting at 1 Mozart Street in the city yesterday at about 11:30 AM. Binghamton Police Chief Joseph Zikuski said that officers found 1 victim dead and another man shot in the arm, they recovered a long gun believed to have been used in the shooting, he said. The surviving victim might lose his arm. Chief Zikuski said 2 people who know the deceased victim parked a vehicle in front of the Mozart Street residence, knocked on the door, and the gun was fired. The investigation is ongoing.
Oneonta City Police arrested 25-year-old Benjamin Williams of Oneonta for 6 counts of 2nd degree assault, & possession of obscene sexual performance by a child. Williams is accused of injured the infant on several occasions; Police also discovered child pornography on 2 devices. Williams was arraigned in Oneonta City Court he was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond for each of the felony charges, the infant was taken to Bassett hospital in Cooperstown for a variety of injuries including a broken leg.
2 teenagers are accused of shooting an 11 year old in Johnson City Tuesday night. Police reported that the 17 and 16-year-old boys are charged with felony assault, the 16 year old was also charged with felony criminal possession of a weapon. The 11 year old victim was treated at Upstate University Medical Center in Syracuse and later released, the injuries were not life threatening.
An Otsego County jury convicted 50-year-old Jeffrey Feldman of Worcester of 8 counts of Criminal Sexual Acts against a child plus 4 counts of Rape, plus other related charges. Feldman faces sentencing in Otsego county court on November 4th.
Governor Cuomo today announced the second round of funding is available through the state’s Farm to School Program, which helps school districts establish stronger relationships with local growers and producers and increase their use of homegrown specialty crops. $500,000 in grants is available for projects that help schools buy and serve healthy, locally grown foods on school menus. Last year, 6 Farm to School programs were awarded, benefitting 45 school districts from Western New York, Mohawk Valley, Capital Region, North Country, Finger Lakes and Southern Tier. The funding helped the districts employ local or regional Farm to School coordinators, purchase supplies and equipment needed to increase the capacity of the school kitchen and food service staff to prepare and serve locally produced specialty crops, and to make capital improvements to better transport and/or store those crops. A list of awarded projects from 2015 may be found here.
The Coventry Town Board announced that they would hold a special meeting tonight. The meeting was called to open sealed bids for the Coventry Hall Roof Project, the meeting begins at 6:00 PM at the town hall.
The Oneonta City Department of Public Service announced that they would continue with flushing water mains on the low service today through Friday. Flushing will affect residents & businesses in the area around Fox Hospital, during flushing, water pressure may be decreased & water may change in color. More information is available at 432-2100.

A search of the vehicle led to the discovery of over 16 ounces of marihuana. Primavera was arraigned in the Town of Hancock jail and was remanded to the Delaware County jail on $1,500 cash bail or $3,000 bond.
Following the investigation into a disabled vehicle on August 13th, in the village of Delhi. Deputies arrested 37-year-old Robert Avery of Utica On 1 count of Criminal Possession of Stolen property. Avery is accused of being in possession of a vehicle that was reported stolen in Utica August 7th, he was arraigned in Village of Delhi Court and sent to Delaware County Jail on $3000 cash or $6000 property bond bail.

A Broome County Grand Jury indicted 22 year old Drew Townsend of Endwell for Attempted Murder, for allegedly attempting to beat & choke a 43 year old woman to death. Townsend was indicted on charges of Assault, Strangulation, and Criminal Contempt. Townsend is being held in the Broome County Jail without bail.
State Police responded last night to a 1-vehicle rollover crash on Delaware County route 21 in the town of Franklin. the crash happened at approximately 9:35 last night, the unidentified 18 year old driver of the truck apparently swerved to the opposing lane over-corrected, hit A ditch & overturned, landing the vehicle back on the road in its roof. all 3 unidentified occupants were taken to Fox Hospital in Oneonta
Former Binghamton Mets Heath Bell and Nelson Figueroa will be in attendance for their induction into Binghamton's Baseball Shrine in a pregame ceremony on Friday, September 2. Delaware County Deputies investigated a one car property damage auto accident Sunday on State Hwy 17 in the Town of Hancock. Deputies arrested 39 year old Daniel Sulima of Hancock for Aggravated Unlicensed Operation of a Motor vehicle & leaving the scene of a property damage accident. He was arraigned in the Village of Hancock Court and remained to the Delaware County Correctional Facility on $2,500 cash bail or $5,000 dollar bond, pending action tonight at 6:00 PM in the Town of Hancock..
Governor Cuomo announced the designation of 12 new Brownfield Opportunity Areas in communities across the state, to help participants develop strategies to revitalize neighborhoods affected by dormant and blighted properties. Projects in these areas will be given priority status for grants and the project developers may access additional Brownfield Cleanup Program tax credit incentives. 2 Brownfields in Binghamton were designated, the 1st Ward Brownfield Area consists of 506 acres, located between the Chenango River and the I-86 corridor, the 2nd Brownfield area encompasses 407 acres & is located in the area of Henry Street, the Brandywine Highway, Bevier Street & the Chenango River.

Governor Cuomo signed legislation that will make it easier for families of homicide victims to get help from New York State to bury their loved ones. Under current law, only an individual who paid or incurred the burial expenses can be eligible for reimbursement from the State Office of Victim Services. The new bill allows funeral home businesses to pay for burial costs on behalf of a family and then recover those expenses from the Office of Victim Services. The OVS can provide up to $6,000 for burial expenses.
2 Oneonta residents were arrested Thursday as Oneonta police confiscated 78 bags of heroin. Oneonta Police served a search warrant with assistance from State Police at 1A Orchard Street in Oneonta. Police arrested 54 year old Laura Pepper and 45 year old Mathew Hill on drug charges, both were held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.
The Oneonta Department of Public Service will continue flushing water mains on the low service in the downtown region this week. Flushing will occur between 11:00 PM & 5:30 AM today through Thursday. Sidney village police Arrested 31 Year old for felony assault, & 2 counts of criminal mischief & attempted criminal mischief early Sunday morning. Thomas Walters Jr. is accused of assaulting his father & His wife during a domestic dispute. Walters also tried to kick out the police car window. Walters was intoxicated & was remanded to the Delaware county jail on $10,000 cash bail pending future court action.
State Police arrested 25-year-old August Marcy of Frankfort, for DWI & other traffic violations, following the report of a crash on State Route 80 in the Town of Sherburne. Marcy is accused of driving while intoxicated when he drifted off the roadway and struck 3 street signs and a tree, Marcy was issued tickets returnable in the Town of Sherburne Court on July 7th.
Oneonta Police responded to a 3-car accident Monday morning on I-88 at about 8:30 AM. Police reported that 43 year old Jason Gillis of Brunswick Hills Ohio was distracted by the GPS App on his cell phone, and ran into the back of the car being driven by 22 year old Erin Yelich of Oneonta, which forced her car to spin and hit the guard rail. Yelich was taken to Fox Hospital with minor injuries. A 3rd vehicle was being operated by 47 year old Joseph Dent of Oneonta, who was driving behind Yelich’s car and tried unsuccessfully to maneuver around it., causing Dent's vehicle to flip onto the driver’s side. Gillis was ticketed for use of an electronic device and following too closely. Dent was also ticketed for following too closely.
Testimony began today in Broome County Court in the murder trial of Andre Lee of Binghamton. Lee was arrested for 2nd-degree murder for the shooting death of 19-year-old Scott Wright following a fight at a party at Town & Country Apartments on July 4th 2014, Wright died 3 days later.

Eddie Ocasio is accused of assaulting a Sidney resident after accusing the resident’s wife of stealing his marijuana. The State Department of Labor released the preliminary local area unemployment report for the month of May, the State’s seasonally adjusted unemployment rate decreased over the month, from 4.9% to 4.7% in May, Locally, Chenango county's rate was at 4.5%, Delaware County at 4.9% and Otsego county’s rate was 4%.
Governor Cuomo announced that 22 upstate counties and 3 municipalities are receiving $30.2 million in license fees paid by newly licensed destination resort casinos. The county payouts are one portion of the $151 million in commercial casino license fees that are being distributed using the same formula for casino gaming revenue laid out in the Upstate New York Gaming and Economic Development Act of 2013. Local counties receiving money will be Delaware County, with $241,536 and Broome County $2,360,583. The remaining $40 million is being distributed to public schools statewide as part of the state’s education formula.
The State Department of Health announced a public meeting on the issuance of New York City's Filtration Avoidance determination. Locally a meeting will be held this evening at the Senator Charles Cook County Office Building in Delhi from 6:00 to 8:00 PM.

Cuomo specifically mentioned Combating the heroin epidemic; increasing access to breast cancer screening and treatment; Passing comprehensive ethics reform; Combating Citizens United; and Updating the Alcohol Beverage Control Law.
The Town of Unadilla Board meeting originally scheduled for today has been rescheduled for this Thursday at 6:30 PM at the Unadilla town hall on State route 7. The meeting was moved in order to avoid interference with the Village Flag Day Parade.
The Delaware county sheriffs department responded to a 3-car personal injury accident in Stamford yesterday. 23-year-old Kevin Matthew of New City crossed the double yellow line on State Route 23, striking a vehicle operated by 37-year-old William Eklund of Stamford. The force of the collision forced Eklund's vehicle to hit a parked car, which was occupied by 62-year-old Margaret Smith of Otego. All involved were taken to Fox Hospital in Oneonta for treatment, Mathew was ticketed for failure to keep right, speed not reasonable & Prudent, he will face court action on June 27th.
State Police responded to the report Sunday night of a man who jumped off of a highway overpass onto Interstate 88 in Oneonta, in an apparent suicide attempt. The victim was airlifted to Wilson Hospital in Johnson City with a variety of injuries; the victims name & address are not being released.

The agreement includes a series of initiatives that will reduce the risk of train-motor vehicle collisions at grade crossings across the State. The new initiatives will require coordinated, frequent inspections of traffic control devices at highway-rail crossings and impose penalties on railroad companies and repeat offender drivers who continue to disobey the law and ignore important safety requirements.

The Chenango County Sheriff’s Office arrested 27-year-old Aaron Cleveland of New Berlin for 2nd degree Criminal Contempt. An office was sent to a Village of New Berlin residence to investigate a separate crime, The deputy discovered that Cleveland was the subject of a temporary order of protection from Town of New Berlin Court, Cleveland was arraigned & was remanded to the Chenango County Correctional Facility on $500 cash bail pending future court action.

Wehrenberg was issued traffic tickets for Aggravated Unlicensed Operation of a Motor Vehicle, Uninspected Motor Vehicle, Suspended Vehicle Registration, Operating without Insurance in Effect, Failure to Keep Right and Speed Not Reasonable and Prudent. All tickets are returnable to the Town of Davenport Court on June 28th. Wehrenburg & a passenger were taken to Fox Hospital in Oneonta.
The Oneonta Fire Department responded to a cooking fire Thursday night in an apartment at 7 Raymond Avenue. The fire was extinguished quickly; substantial damage to the Kitchen area was reported. The unidentified male occupant of the apartment was taken to Fox Hospital.
The search effort continues today at Letchworth State Park for a child who fell over the lower falls. 7 people reportedly fell about 60 feet over the falls, search teams found the deceased body of another young boy from that group Sunday. 2 Men & 3 young girls were rescued & taken to a Rochester area Hospital. Investigators discovered that the group were playing in the water Saturday night and one person slipped, causing a ripple effect which sent all of them plunging over the falls.
Broome County Sheriff’s Department stated that the body of 61-year-old Arthur Gehr of the Town of Union was found by searchers in the area of Zion Hill Road and Route 8 near Steam Mill State Forest in Masonville. Gehr suffered from medical issues and depression, he last spoke to his employer on June 5th and was reported missing June 7th. Authorities say there were no signs of foul play, the cause of death has not been released, & the investigation is considered closed.
Governor Cuomo & state legislative leaders announced an agreement to enhance access to breast cancer screenings. The agreement includes legislation to extend hours for screening at 210 hospital-based mammography facilities across the state and to eliminate insurance hurdles for mammograms and other screening and diagnostic imaging procedures to detect breast cancer.

The Chenango County Sheriff’s Office arrested 27-year-old Aaron Cleveland of New Berlin for 2nd degree Criminal Contempt. An office was sent to a Village of New Berlin residence to investigate a separate crime, The deputy discovered that Cleveland was the subject of a temporary order of protection from Town of New Berlin Court, Cleveland was arraigned & was remanded to the Chenango County Correctional Facility on $500 cash bail pending future court action.
Delaware County Deputies investigated a one-car personal injury rollover auto accident Thursday in the Town of Davenport. 43-year-old William Wehrenberg of Davenport lost control of his vehicle on a corner on Parks Hill Road, he went off the road into an embankment causing the vehicle to overturn when reentering the roadway. Wehrenberg was issued traffic tickets for Aggravated Unlicensed Operation of a Motor Vehicle, Uninspected Motor Vehicle, Suspended Vehicle Registration, Operating without Insurance in Effect, Failure to Keep Right and Speed Not Reasonable and Prudent. All tickets are returnable to the Town of Davenport Court on June 28th. Wehrenburg & a passenger were taken to Fox Hospital in Oneonta.
The Oneonta Fire Department responded to a cooking fire Thursday night in an apartment at 7 Raymond Avenue. The fire was extinguished quickly; substantial damage to the Kitchen area was reported. The unidentified male occupant of the apartment was taken to Fox Hospital.
The search effort continues today at Letchworth State Park for a child who fell over the lower falls. 7 people reportedly fell about 60 feet over the falls, search teams found the deceased body of another young boy from that group Sunday. 2 Men & 3 young girls were rescued & taken to a Rochester area Hospital. Investigators discovered that the group were playing in the water Saturday night and one person slipped, causing a ripple effect which sent all of them plunging over the falls.
Broome County Sheriff’s Department stated that the body of 61-year-old Arthur Gehr of the Town of Union was found by searchers in the area of Zion Hill Road and Route 8 near Steam Mill State Forest in Masonville. Gehr suffered from medical issues and depression, he last spoke to his employer on June 5th and was reported missing June 7th. Authorities say there were no signs of foul play, the cause of death has not been released, & the investigation is considered closed.
Governor Cuomo & state legislative leaders announced an agreement to enhance access to breast cancer screenings. The agreement includes legislation to extend hours for screening at 210 hospital-based mammography facilities across the state and to eliminate insurance hurdles for mammograms and other screening and diagnostic imaging procedures to detect breast cancer.

State Police are continuing to investigate a November 1980 homicide case in Broome County 30-year-old Barry Marquart of Binghamton was reported missing after they were contacted by Marquart's father, who stated that his son had been missing & he had received a call from Barry’s roommate. On November 9, 1980 Marquart’s car was found parked at the Exit 5 rest area on I-81 in the Town of Dickinson, Troopers found Marquart’s body in the Chenango River, his wallet was located in Otsiningo Park, south of the rest area. The autopsy ruled the death as a drowning and determined the victim received injuries from blows to his head and face. Anyone with information regarding this case is asked to call Investigator Matthew Hicks at the State Police Major Crimes Unit at 561-7400.

The Chenango County Sheriff’s Office arrested 25-year-old Patrick Davenport of Oxford on an active Bench Warrant from the Norwich Police Department. Davenport was wanted for failure to appear on the charges of Unlawful Manufacturing of Methamphetamine and 3rd degree Burglary. Davenport was turned over to the custody of Norwich Police Department for processing.
Governor Cuomo today announced special education providers would receive a 4% increase in reimbursement rates. Schools benefiting from this increase serve approximately 13,500 students across the state with emotional or physical disabilities, mental health issues, trauma, substance abuse, or involvement with the juvenile justice, social service or child welfare system. Action was taken to continue the reforms approved 2 years ago to help stabilize and streamline the rate-setting process for school-age providers.

Governor Cuomo today announced the $152 million second phase of the 1-81/Route 17 Prospect Mountain reconstruction project in Binghamton has begun. The project will replace bridges and reconfigure ramps to significantly improve traffic patterns in one of the Southern Tier's busiest sections. The improvements also enable the State DOT to request federal designation of the four-mile stretch of Route 17 to become I-86. Work involves reconstructing nearly 9 center lane miles of highway. Interchange 4 will be reconstructed at its juncture with Route 7, by replacing the viaduct bridge over the Norfolk-Southern Railroad tracks and Broad Avenue. 2 new bridges will also be constructed over the Chenango River in the city of Binghamton. This phase is expected to be complete by December 2020.
The Sidney Center Improvement Group will hold their annual spring Street Clean Up this Saturday, from 10:00 am to 12:00 Noon. Group Spokesman Mike Sellitti explains:

The statewide unemployment rate increased from 4.8% to 4.9% in April 2016, the national unemployment rate was an even 5%.

Constitution Pipeline Company has appealed the State DEC’s refusal to grant the company’s request for a Section 401 Water Quality Certification under the Clean Water Act. The appeal was filed with the U.S. Circuit Court of Appeals, they contend that the refusal is arbitrary and capricious and constitutes an impermissible challenge to the Federal Energy Regulatory Commission’s Certificate of Public Convenience and Necessity, which was issued in December 2014. The company also filed an action with the U.S. District Court seeking a declaration that the State of New York’s authority to exercise permitting jurisdiction over certain other environmental matters is preempted by federal law.
