Broome County Sheriff's Fred Akshar held a press conference this afternoon into the deaths of 2 people at Village Manor Apartments on Gary Street in Windsor. Sheriff Akshar said that this was a murder & suicide, the deceased have been identified 53 year old Kent Johnson of Windsor and his former girlfriend, 47 year old Tess Savage of Binghamton. Investigators have determined that Savage went to Johnson's apartment, even though she had an order of protection against him, she died of strangulation, a few hours later, Johnson killed himself with a gun.
Norwich City Police Department responded to 90 East Main Street Monday afternoon following a complaint of Gunshots from a tenant at that location. Norwich Police Officers arrested Sean Frear for criminal possession of a weapon, reckless endangerment & criminal mischief, Police stated that Frear was under the influence of methamphetamine when he discharged a 12-gauge shotgun into the apartment below him, he was arraigned & was being held on $5,000 cash bail pending future court action.
The Broome County Special Investigations Unit arrested 34 year old Carnel McCarden of Johnson City, police stated that McCarden dove through a glass window at 57 Miriam Street Tuesday to elude police investigators. McCarden was armed with 2 handguns, he was injured by broken glass, police searched the residence They Seized crystal methamphetamine and drug paraphernalia. McCarden was charged with 3 counts of criminal possession of a weapon, 2 counts of criminal possession of a controlled substance, criminal possession of stolen property and obstructing governmental administration, McCarden was arraigned and sent to Broome County Jail.
The Delaware County District Attorney's Office announced that 28 year old Paris Belton of Patersonville pleaded guilty to DWI In Masonville Town Court. Belton was charged after crashing his vehicle on State Route 8 on March 5th, Sidney Police & State Police responded, Belton had his licensed revoked, was ordered to attend a drug & alcohol evaluation, & must comply with recommendations, Belton was also charged $900 in fees & fines, and he must install an interlock device on all of his vehicles.
Several Area Fire Departments were called to the scene of a structure fire on Mary Brown Road in the town of Laurens this morning At about 9:10 AM. Firefighters from Laurens, Hartwick, Milford, West Oneonta, Morris & Oneonta have responded, The fire was called in an occupant, who reported that all other occupants escaped without injuries. Firefighters were still at the scene early this afternoon, WCDO News will have more information as it becomes available.

Delaware County District Attorney's office announced that 52 year old Robin Reese of Bainbridge pleaded guilty to 2 counts of Driving While Intoxicated, in the Village of Delhi on 2 separate occasions. Reese admitted that she had a previous DWI conviction within the prior 10 years, which resulted in these charges being felonies, she was sentenced to 2 separate terms of 5-year felony probation supervision, she was also sentenced to Adult Treatment Court, she must undergo a drug and alcohol evaluation, and successfully comply with any treatment recommendations. Reese's license was revoked, and the Court imposed fines and surcharges in the amount of $4,140.00.

The State Police, Department of Motor Vehicles and the Governor's Traffic Safety Committee remind motorists that driving under the influence of drugs and alcohol, including cannabis, is not only dangerous, it is illegal in New York State.
Cornell Cooperative Extension sponsors the Walton Farmers’ Market and would like to expand the number of produce vendors this year. Legislation co-sponsored by Assemblywoman Donna Lupardo of Endwell, is elevating care standards at animal shelters and animal rescue organizations in New York State. The new legislation will require shelters to pass state inspections, to be administered under the division of Agriculture and Markets. Violations could result in denial, revocation, suspension or refusal of license renewal as well as possible fines of between $100 and $1,000 per violation. The new standards take effect in 2025.

New York Mets pitcher Max Scherzer made a rehab start Tuesday night for the Binghamton Rumble Ponies in a 7-6 loss, in front of a record-setting crowd of 7,491 at Mirabito Stadium against the Reading Fightin Phils, he talked to reporters after the game:

Scherzer, was throwing to fellow New York Mets Catcher James McCann, he went three and a third innings, allowing three hits and two runs, with one walk and six strikeouts on 65 pitches. McCann was 1-4 with a run scored and a walk in his fourth game with the Rumble Ponies on a rehab assignment.

The Chenango County Sheriff's Office announced this afternoon that the stolen Excavator that was stolen from the Town of McDonough on July 19th has been recovered. No arrests have yet been announced, the investigation is ongoing.
A fundraiser will be held in downtown Sidney Tomorrow to benefit the Delaware Valley Humane Society, director Erin Insinga explains:

The vendors will be set up in the Market Square lot at Main & Division Street in downtown Sidney from 9:00 AM to 2:00 PM.
The National Weather Service announced that they are changing the way severe weather alerts will be issued for thunderstorms. Starting July 28th, the National Weather Service will be issuing wireless emergency alerts. Cell phones in the warning zone will be alerted to the danger, typically, a white box with plain text will show up on your phone, and the NOAA logo will appear at the bottom of the screen.
State Comptroller Tom DiNapoli's Office audited the Town of Otselic, the report showed that The Supervisor did not maintain complete, accurate and timely financial records and reports, did not provide the board with accurate financial reports and did not record deposits totaling $127,000, cash withdrawals totaling $199,000 and fund transfers totaling $874 in the accounting records. Auditors also found, the required 2016 through 2019 annual financial reports were not filed with the Comptroller’s office; also a board member had a prohibited interest in the contracts between the town and his auto parts businesses.
The Friends of Rogers announced a free Shredding Event tomorrow at the Rogers Center in Sherburne. The event is free to the public & is sponsored by Preferred Mutual Insurance Company, it runs from 9:00 AM to 12:00 Noon tomorrow.

The 2nd of 4 events will be held this Sunday for "Dairy Day" at Keith Clark Park, Rotary Spokesman Larry Halbert explains:

Governor Cuomo announced that
lane closures for road and bridge construction projects on State highways are
suspended until 6:00 AM Monday morning to accommodate travelers during the busy
Independence Day holiday weekend. Some
work may continue behind permanent concrete barriers or for emergency
repairs. Motorists are also urged to
follow the state's Move Over Law, which requires motorists to slow down and
safely move over for law enforcement vehicles, fire trucks, ambulances, tow
trucks and construction or maintenance vehicles that are stopped along the side
of the road.
There's still time to enroll
children in Chenango Arts Councils Kids Summer Art Camp to be held at the
Council's location at 27 West Main Street, Norwich. The Chenango Arts Council's Kids Summer Art
Camp runs for two weeks from July 29th through August 9th 2019, from 9:30 am to

Governor Cuomo today announced
more than 300,000 New Yorkers have received training through the Citizen
Preparedness Corps, since the program started in 2014. the Citizen's Preparedness Corps provides the
tools and resources necessary for preparing New Yorkers for any type of
disaster so they respond accordingly and recover as quickly as possible to
pre-disaster conditions. Trainings are
conducted by the New York National Guard, working with experts from the
Division of Homeland Security and Emergency Services' Office of Emergency
Management and Office of Fire Prevention and Control. Volunteers from the
American Red Cross also teach courses.

Governor Cuomo today announced
more than 300,000 New Yorkers have received training through the Citizen
Preparedness Corps, since the program started in 2014. the Citizen's Preparedness Corps provides the
tools and resources necessary for preparing New Yorkers for any type of

pre-disaster conditions. Trainings are
conducted by the New York National Guard, working with experts from the

search warrant at 121 Ashcraft Road in the Town of Plymouth Tuesday. The search
warrant stemmed from an investigation involving the distribution of Crystal
Methamphetamine, Norwich Police assisted with the investigation and execution
of the search warrant. The Narcotics
Division arrested 47 year old William Johnson and 35 year old Kelli Johnson for
Criminal Possession of a Controlled Substance, Criminal Use of Drug
Paraphernalia, and Endangering the Welfare of a Child. The Sheriff’s Office
recovered Crystal Methamphetamine, packaging material, digital scales, cash,
and several firearms. The investigation remains ongoing.

Year old Melodie Loya of Bainbridge won the regional Scripps National Spelling
Bee in Oneonta, & she will once again be heading to Washington DC, and a
fundraiser has begun to help meet expenses, DCMO BOCES spelling bee coordinator

33 year old Kevin Wilcox of
Harpursville pleaded not guilty to charges of vehicular assault and driving
while impaired by drugs, at his arraignment Tuesday. Wilcox was arrested following the
investigation into Monday afternoon's incident in Binghamton, where he
allegedly drove onto the sidewalk on Beethoven Street and struck 17-year-old
Harper Stantz and 19-year-old Britney Laserinko. Both were taken to Wilson Hospital with a
variety of serious injuries, including internal injuries & fractures. Wilcox is being held in the Broome County
Jail pending future court action.
18 year old Alec Zarkower's
death has been ruled as a suicide, following an autopsy performed Tuesday. Zarkower's body was found in his dorm room at
SUNY Delhi Monday morning, SUNY Delhi officials said that counselors are available
for students in need. Zarkower was a
freshman at SUNY Delhi, and was originally from Cortlandt Manor in Westchester County.
The Trial of Heather Franklin will begin on Aprils 1st in Chenango County Court, for the murder of her special needs son Jeffrey in 2017. Heather & Ernest Franklin were accused of killing the teenager and setting fire to the family home in the town of Guilford, after they had watched "Manchester by the Sea" which contained a similar plot. Ernest Franklin was convicted on Murder 7 Arson charges last week; he will be sentenced on May 3rd.

pedestrians in decades, according to a new report from the Governors Highway
Safety Association. More than 6,200
pedestrians were killed in motor vehicle accidents in 2018, which was a
continuation of an upward trend over the last 10 years; it was the highest number
since 1990. unsafe driving behaviors
like speeding or distracted or drowsy driving; alcohol consumption and
smartphone use by both drivers and pedestrians; and a rise in the number of
larger SUVs,
Governor Cuomo today announced
that he will not sign a state budget without a permanent 2% property tax cap,
and he also wants to lower the state tax rate again:

activity remains high across the nation, and there's a second wave of severe
infections striking some states. Over
26.3 million flu illnesses, 12.4 million medical visits and 347,000 flu
hospitalizations were reported nationwide between October 1st & March 2,
with 64 children dying from the flu during that time. The H1N1 virus strain has dominated this
season, but H3N2 viruses have been recirculating in the Southeast, the CDC still continues to recommend getting
a flu shot for those who have not, even though it is late in the season.
Delaware County Sheriff Deputies arrested 39 year old
Kenneth Schuler of Boca Raton, Florida on charges of felony DWI and felony
aggravated unlicensed operation of a motor vehicle, following an investigation
into a property damage motor vehicle accident on Lower Third Brook Road in the
Town of Walton. Schuler was additionally charged with speed not reasonable and
prudent, unlicensed operator, refusal to take a breath screening test and
operating a motor vehicle without a required ignition interlock device. Schuler
was arraigned and was remanded to the Delaware County Jail on $5,000 cash bail
pending future court action.

The Catskill Development Foundation was awarded $28,150 for a food and agricultural entrepreneur training program at Delaware County FoodWorks+, The Oxford Academy and Central School District was granted $30,000 to fund the salaries of 25 students working for local businesses in the 10-month Career Pathways Program, Cornell Cooperative Extension of Madison County received $20,850 to provide marketing assistance for farmers and managers of farmers markets looking to expand their businesses. The governor’s office hosted the listening sessions throughout September and October to gauge community appetite for legalizing marijuana, A study by the New York City Comptroller’s office estimated that revenues from taxes on regulated marijuana sales could bring in $3.1 billion dollars for the state. In Colorado, marijuana retailers made $1.5 billion last year and collected $247 million in taxes.
New York Farm Bureau has released its annual "Circle of Friends," naming 160 New York State Legislators to the distinguished list. The award is an indication of the individual lawmaker's support of New York agriculture and Farm Bureau. State Police have located James Sitts, who was wanted on an arrest warrant out of the town of Oneonta Court for 2 counts of Grand Larceny. Sitts was located and arrested by City of Oneonta Police Officers on December 8, He was later transferred to the custody of State Police and was arraigned in the town of Oneonta Court where he was remanded to the Otsego Jail with no bail. His next court date is January 3rd.

New York Farm Bureau has released its annual "Circle of Friends," naming 160 New York State Legislators to the distinguished list. The award is an indication of the individual lawmaker's support of New York agriculture and Farm Bureau. The "Circle of Friends" honor is based upon each legislator's voting record on issues of agricultural importance as well as other evidence of legislative support, including sponsorship of bills that New York Farm Bureau has either supported or opposed during the most recent legislative session, State Senators Fred Akshar, Jim Seward & John Bonacic plus Assembly members Cliff Crouch, Bill Magee, Donna Lupardo & Gary Finch were all named to the Farm Bureaus “Circle of Friends" again this year.
Governor Andrew Cuomo's office has announced the start of a child care availability task force. The group is comprised of representatives from the child care provider community, the business community, unions that represent child care providers, representatives from several state agencies and local departments of social services will develop recommendations to make quality, affordable child care accessible across the state. The task force met for the first time on Wednesday.
Voters in the Unadilla Valley School district have until 8:00 tonight to vote on the district's proposed 10 million dollar capital improvement project. Voting is being held at the District Office Lobby.
The Food and Drug Administration announced today that Del Monte Foods has recalled more than 64,000 cases of "Fiesta Corn" seasoned with red and green peppers. So far there had been no reports of illness, Del Monte determined the cans had not been properly sterilized, leading to the risk of spoilage. State Police have located James Sitts, who was wanted on an arrest warrant out of the town of Oneonta Court for 2 counts of Grand Larceny. Sitts was located and arrested by City of Oneonta Police Officers on December 8, He was later transferred to the custody of State Police and was arraigned in the town of Oneonta Court where he was remanded to the Otsego Jail with no bail. His next court date is January 3rd.

Governor Cuomo announced a $62 million investment for the Pedestrian Safety Action Plan, to utilize engineering, education and enforcement campaigns to enhance pedestrian safety across the state. More than $22 million is already being used for the 1st projects on state roads, while $40 million is being invested to enhance pedestrian safety on local roadways. In the Southern Tier; Work will begin soon to make $3.8 million in safety upgrades at 123 locations, 48 sites this year & another 75 sites to be completed in the summer of 2019.
The contract to keep the Veterans Affairs Clinic on State Route 7 in Bainbridge will expire at the end of the year, they see between 75 to 100 Veterans a day, and are scheduled to get a 2nd doctor to serve their, yet the facility may be moved to Oneonta. Seggos said that much of the wasted food is disposed of in solid waste landfills where its decomposition accounts for more than 15% of emissions of methane, which is a potent greenhouse gas. The Broome County Special Investigations Unit Task Force executed search warrants in Endicott & Vestal, following a traffic stop in Endicott, 4 Broome County residents & 2 from Kentucky have been arrested on Drug charges, police seized crystal meth, crack cocaine, morphine, oxycodone, $24,000 in cash form suspected drug sales, 2 loaded handguns, including 1 stolen from Kentucky, plus drug packaging, digital scales, plastic packaging and drug paraphernalia. All 6 were arraigned, 5 were remanded to the Broome County jail pending future court action.
Binghamton Firefighters responded to 3 fires in unoccupied buildings last night at 8 Livingston Street, & 23 Tudor Street & Susquehanna Street within a 6 hour period. The 3 fires follow another fire at an unoccupied apartment building at 38 Columbus Park East on March 1st, all 4 fires are labelled suspicious & the investigations are ongoing.
The Sidney Emergency squad is looking for larger accommodations, as the unit has expanded in recent years, they will be holding a fundraiser at the Sidney Golf & Country Club Saturday night, Sidney EMS Spokesman Ray Baker explains:

Utica Police arrested 23-year-old Fahrudin Omerovic (o MAIR o vich) on 4 counts of making terroristic threats against Utica College Monday, resulting in a lockdown. Omerovic is a Utica College student he faces arraignment this morning, the incident is still under investigation.

Once the advisory and ban go into effect, all tractor trailers, tandem trailers, buses, box trucks, and other high profile vehicles will be restricted from entering: I-88 from Binghamton to Albany, I-81 from Pennsylvania line to the New York State Thruway, & Route 17 Binghamton to I-84.
The Otsego County Sheriff's Department announced a missing persons alert, for 60 Year old Margaret Thayer, who is described as white, female, 5'5" tall 140 pounds, hazel eyes, she wears glasses, and may have been wearing a maroon winter coat. Allen was a passenger in a vehicle stopped by troopers for numerous traffic violations in the town of Windsor. An investigation revealed that Allen had approximately 100 grams of marijuana in his possession. Allen was released on tickets returnable to the town of Windsor Court on March 6, 2018.

This product was sold at the Cooperstown Farmers’ Market, in late December and early January and at the Sunflower Natural Foods Market, Woodstock, starting on January 10th. Governor Cuomo today awarded more than $4 million to develop ten 24/7 Open Access Centers to deliver immediate engagement, assessment and referral service options to those seeking treatment for substance abuse. The primary goal is to ensure that anyone in need of substance use disorder services has immediate access to addiction treatment services 24 hours a day, 7 days a week. Locally, the tri-county region will be served by The Neighborhood Center, which received $450,000.
The Chenango County District Attorney's Office reported that Kevin Roof of Binghamton pleaded guilty to a January 2017 burglary on Algerine Street in Afton. Roof will be sentenced to 8 1/2 years in prison, plus 5 years of post-release supervision. Roof pleaded guilty to the burglary, in which he was shot during the incident, he was taken to Wilson Hospital and treated for non-life-threatening injuries. James Fletcher of Greene was also arrested in connection to the incident, he pleaded guilty last year to attempted burglary and will be sentenced to 3 years in prison with 5 years of post-release supervision.
31-year-old Brett Poyer of Port Crane has been indicted by the Broome County grand jury, for allegedly manufacturing Methamphetamines last month. Last Friday, a Grand Jury charged Poyer with 2nd & 3rd degree criminal possession of a controlled substance and 3 counts of criminally using drug paraphernalia. Poyer will be arraigned on the Grand Jury charges shortly in Broome County Court; 30-year-old Jodi Bickos of Port Crane was arrested with Poyer, her case is pending.

State Comptroller Tom DiNapoli's office audited the Walton Fire Department. The audit found that the Treasurer did not maintain complete accounting records of disbursements, receipts or cash balances, Bank accounts were not reconciled and were not reported to the membership. The Comptroller's office recommends that the Treasurer should make sure that all transactions are entered into the accounting records, that they should Prepare and review bank reconciliations and monthly financial reports, & they should Audit and approve bills prior to payment and document the approval in the meeting minutes or supporting documentation.
The Broome County Clerk's Office is warning area residents about an email that appears to be coming from the clerk's office, regarding the payment of an overdue bill. The email is a fake, the office said that they do not send emails regarding past due bills.
State Police have released an update regarding Friday's early morning fire that claimed the lives of 2 small children. Police responded to the structure fire at 498 Dehning Road, in the town of Davenport, 3 year old Kiley Sullivan & 1 year old Cody Sullivan died during the fire, and their father 44 year old Carmen Sullivan was taken to Upstate Medical in Syracuse for burn juries. State Fire Investigators are assisting with the investigation and a cause has not been determined yet. This investigation is continuing.
The Broome County Sheriff’s Office received a tip that a subject wanted on multiple warrants was staying at a motel in the Town of Dickinson. Deputies attempted to make contact, when the suspect apparently left through a window & observed 27 year old Daniel Santacroce driving out of the parking lot at a high rate of speed. He was taken into custody in Binghamton. Santacroce was found to be in unlawful possession of prescription pills, he did not possess a valid driver’s license as his driving privileges were suspended. Santacroce was wanted on Arrest Warrants from Johnson City & Vestal; he was arraigned and was remanded to the Broome County Jail on $10,000 cash bail.
Governor Cuomo today announced he is advancing a 30-day budget amendment to encourage pharmacies to enroll in the State Vaccines for Children Program, which provides vaccines to children and individuals regardless of their ability to pay. The legislation would codify the executive order temporarily allowing pharmacists to administer flu vaccines to children ages 2 to 18. The legislation would permanently suspend the section of state education law that limits the authority of pharmacists to administer immunizing agents to anyone under age 18.

State Comptroller Tom DiNapoli's office audited the Walton Fire Department. The audit found that the Treasurer did not maintain complete accounting records of disbursements, receipts or cash balances, Bank accounts were not reconciled and were not reported to the membership. The Comptroller's office recommends that the Treasurer should make sure that all transactions are entered into the accounting records, that they should Prepare and review bank reconciliations and monthly financial reports, & they should Audit and approve bills prior to payment and document the approval in the meeting minutes or supporting documentation.
The Broome County Clerk's Office is warning area residents about an email that appears to be coming from the clerk's office, regarding the payment of an overdue bill. The email is a fake, the office said that they do not send emails regarding past due bills.
State Police have released an update regarding Friday's early morning fire that claimed the lives of 2 small children. Police responded to the structure fire at 498 Dehning Road, in the town of Davenport, 3 year old Kiley Sullivan & 1 year old Cody Sullivan died during the fire, and their father 44 year old Carmen Sullivan was taken to Upstate Medical in Syracuse for burn juries. State Fire Investigators are assisting with the investigation and a cause has not been determined yet. This investigation is continuing.
The Broome County Sheriff’s Office received a tip that a subject wanted on multiple warrants was staying at a motel in the Town of Dickinson. Deputies attempted to make contact, when the suspect apparently left through a window & observed 27 year old Daniel Santacroce driving out of the parking lot at a high rate of speed. He was taken into custody in Binghamton. Santacroce was found to be in unlawful possession of prescription pills, he did not possess a valid driver’s license as his driving privileges were suspended. Santacroce was wanted on Arrest Warrants from Johnson City & Vestal; he was arraigned and was remanded to the Broome County Jail on $10,000 cash bail.
Governor Cuomo today announced he is advancing a 30-day budget amendment to encourage pharmacies to enroll in the State Vaccines for Children Program, which provides vaccines to children and individuals regardless of their ability to pay. The legislation would codify the executive order temporarily allowing pharmacists to administer flu vaccines to children ages 2 to 18. The legislation would permanently suspend the section of state education law that limits the authority of pharmacists to administer immunizing agents to anyone under age 18.
