The State Health Department reported today that almost 72% of adult New Yorkers have received at least 1 COVID 19 Vaccine & 65.1% have completed their vaccine series.   The Statewide 7 day rolling average for Positive COVID tests is .39%; The Southern Tier Counties is slightly higher at .42%.

The Unadilla Valley Central School District will host a 5K run/walk at 9:00 a.m. Saturday, July 17, for 14 year old Cooper Hine, who is a Unadilla Valley 8th Grader, who was seriously injured in an ATV crash in New Berlin recently.  Another fundraising chicken barbecue and Chinese auction will follow at the South New Berlin Fire Department on July 17th.  Hine is hospitalized at the Upstate Medical center in Syracuse.


The Unadilla Rotary Club announced the return of the annual Autumn Fest, which will be held at the Covered Bridge Farm Market on Sunday September 26th at 10:00 am until 4:00 PM.  Vendors can get more information at unadillarotary.org.


Chenango County Public Health announced that due to the continued decline in COVID 19 cases, they will release updates once a week.  Currently Chenango County reported 7 active cases, 14 quarantines & no hospitalizations; they have had a total of 35212 cases, 3331 recoveries, & 77 deaths since the pandemic started 15 months ago.

State Police responded Saturday to an ATV crash in the town of Davenport.   35-year-old Raina Andrews of Davenport was operating the vehicle, when it exited the roadway, struck a ditch and she was ejected.   Andrews was transported by LifeNet to Upstate Medical Center in Syracuse with serious injuries.  The investigation is on-going.


Delaware County Sheriff's Deputies arrested a Walton resident June 19th on Delaware Street in the Village of Walton.  Deputies observed a speeding vehicle traveling north on Delaware Street, they stopped the vehicle and identified the driver as 28-year old Kassondra  Pierce of Walton,  A routine DMV inquiry revealed that Pierce’s driving privileges and vehicle registration were suspended due to an insurance lapse.  Pierce was charged with unlicensed operation of a vehicle, speeding, operating an uninspected motor vehicle as well as other charges, her vehicle was towed from the scene & she was released to appear in the Village of Walton Court on a later date.

State Police responded to Betty Beavers Gas Mart on County
Road 48 in the town of Otego early this morning for a report of a vehicle that
crashed into a concrete wall.   Troopers
reported that an unidentified 27-year-old woman from Unadilla was operating a
2015 Kia at a high rate of speed on State Highway 991J, she traveled through
the intersection of County Road 48, through the parking lot of Betty Beavers
Gas Mart and into the wall.  Troopers
pulled the woman out of the vehicle and life saving measures were performed by
Otego EMS personnel but were unsuccessful.
The body was transported to Lourdes Hospital for an autopsy & the
investigation is continuing.

The Otsego County Sheriff’s Department is seeking the
public’s assistance in locating 48 year old Roxanne Shipman-Hull of the town of
Hartwick.  She is described as white,
with brown hair, Brown eyes, about 5’6” 115 pounds, she was last seen Sunday
September 29th leaving her residence, telling her boyfriend that she was
leaving & had no future plans.
Deputies said that she has a history of leaving, and a history of self-harm,
she was driving a 2011 Gray colored Honda CRV with license plate number
HZN-9505, she may also be with her brown colored female Labrador
retriever.  Anyone with information is

The Chenango Arts Council will begin their 2019-2020
Performance Season with a free concert on Sunday at 2:00 pm in the Martin W.
Kappel Theater in downtown Norwich. The Catskill Valley Wind Ensemble will be

U.S. Senator Charles Schumer visited Sidney yesterday
afternoon, to announce that he is looking to get funding for an emergency
system to alert residence of potential floods, Sidney Mayor Andy Matviak

Schumer is looking to acquire the $150,000 Grant  from the Appalachian Regional Commission, for
a system that would be more reliable than any existing broadband systems, which
would fail to work in areas of the region that has limited or no broadband
service.


Commerce Chenango is celebrating Manufacturing Week, they

The Broome County Sheriff’s Office responded to a tractor trailer accident on I-88 in the Town of Fenton that was transporting compressed Methane Gas.   52 year old Jeffrey Lind of Hallstead Pennsylvania was ejected from the vehicle and was pronounced deceased, deputies & local fire departments evacuated all homes & schools located within a ¼ mile of the scene.  Lind was operating the tractor trailer owned by Xpress Natural Gas of Montrose,   the preliminary investigation and eyewitness accounts indicated that Lind swerved to avoid a deer, lost control, struck the concrete barrier, overturned & slid across the highway into a concrete barrier.  Crews removed the remaining gas from the scene, the evacuation remained in effect and surrounding roadways were closed into the afternoon hours, the cleanup and investigation continued into the afternoon hours.


Oneonta Police have arrested 27 year old Shawn Stilson of
Oneonta for Criminal Mischief, Reckless Endangerment,  Reckless Driving and Driving the Wrong way on
a 1-Way Road.  Stilson is accused of
leaving the scene of a domestic dispute, driving his vehicle the wrong way down
Fairview Street, across Main Street & over the bridge & down to the
Railroad tracks below early Saturday.
The vehicle was removed, the bridge was fixed & was re-opened to
traffic Saturday afternoon, Stilson was taken to Bassett Hospital, he was
treated, released & faces court action at a later date.

The Otsego County Highway Department will close County
Highway 45 in the Town of Hartwick to all traffic for 2 more culvert
replacements.  Tomorrow, crews will be
closing highway 45 at the intersection with Lippitt Road, the road should be
opened at the end of the day, on Thursday, crews are going to be closing
Highway 45 a couple hundred feet south of Schidzick Road, and again the road
should be reopened at the end of the day.
Detours will be in place through Bill Powers Road, to Towers Road, to
Seminary Road & to State Route 28.


The United Way of Delaware and Otsego Counties will host their
Otsego County Kick Off for the United Way Campaign season on Thursday, from 5:00

Governor Cuomo today announced that the New York National Guard is preparing to send 10 soldiers and two UH-60 Blackhawk Medivac Helicopters with 30 days of medical supplies to Raleigh-Durham, North Carolina to assist with response and recovery efforts in the wake of Hurricane Florence. 50 additional Airmen have also been deployed from the 106th Rescue Wing of the New York Air National Guard. The state's incident management team is also ready to assist with response and recovery efforts including command and control, planning, logistics and administration activities, operational coordination, obtaining situational information and reporting, incident action planning, GIS mapping, and logistical support for ongoing response operations. 100 additional National Guard Members are on standby.
The have been some changes made within the Sidney Fire Department, as the MacDonald Hose Company was closed & the equipment was moved to the Main River Street location, which then forced a move by the Sidney Emergency Squad. Sidney EMS Spokesman Ray Baker explains:

Baker said that the Emergency Squad is still looking for their own permanent location with a garage for their vehicles, one of the sites being considered is the Jehovah's Witnesses Kingdom Hall site at Patterson & Division Streets.
The Delaware County Democratic committee will host their 3rd annual community barbecue Sunday at the Hamden Town Hall Pavilion. The event will run from 2:00 to 5:00 PM, area Democratic candidates, are schedule to attend, including 19th congressional district candidate Antonio Delgado.
The Greater Afton Chamber of Commerce will hold their annual fundraising golf tournament Sunday at 9:00 AM at the Afton Golf Course; Proceeds raised this year will benefit the Afton Community Theater.
The Sidney Center 9th Annual Tractor Parade will be held in the hamlet tomorrow. Tractors, Doodlebugs & Antique vehicles are expected to participate, a chicken Barbecue is also scheduled. The parade will start at 12:00 PM; money raised will go for Agricultural scholarships & to benefit local Agriculture organization.
The Alzheimer's Association of Northeastern New York will begin their series of walking events this weekend, with the Leatherstocking Walk to End Alzheimer's in Oneonta. Governor Cuomo defeated Cynthia Nixon easily for the Democratic Party Primary for Governor, also winning statewide Primary Elections were Kathy Hochul for Lieutenant Governor, & Letitia James for Attorney General. Local State Assembly incumbents Cliff Crouch & Bill Magee won their Primary challenges by large margins. Otsego County Sheriff Richard Devlin Jr. won his Primary election for the Republican nomination over challenger Robert Fernandez.
The Otsego County Chamber of Commerce announced that TEDxOneonta will host a “Ted” talk event tonight at the Goodrich Theater at the SUNY Oneonta campus. A variety of topics will be covered, tickets are available at tedxoneonta.com.
The State DOT has notified the City of Oneonta staff that a consultant contracted by DOT will perform a “peak-hour turn-movement study” at the Main Street intersection with the James F. Lettis Highway, beginning next Wednesday, and continuing around the clock for several days. The study’s duration will depend upon weather conditions. Video cameras, which will be mounted on 20-foot-tall poles, will be installed at the intersection on Tuesday; NYSDOT officials emphasized that cameras will record only movements of metal objects, and are not capable of identifying pedestrians, motorists, specific vehicles, or license plates.

State Police arrested 64-year-old Leslie Bisco of Mount Vision for Aggravated DWI, with a B.A.C. result of .31% and other traffic violations. Police responded to the report of a vehicle stopped in the middle of the roadway on State Route 205 in the Town of Laurens. Bisco was arraigned in the Town of Laurens court and was remanded to the Otsego County jail on $1,000 cash bail or $2,000 property bond, pending future court action.
Fire fighters from New Berlin, Norwich North Norwich Sherburne, Edmeston Garrettsville & Mount Upton responded to a fire at the Ken Tuttle Jr. farm on Balcom road early Wednesday morning. Fire investigators believe that the fire started due to an electrical short. Livestock was removed, no injurious were reported.
The 2nd annual "Glow Run" Benefit will be held this Saturday in Bainbridge, to raise funds though a 5K walk or run, and through the sale of t-shirts, for Mindy Ives Natoli of Oxford. The State Department of Health has been notified of a laboratory confirmed case of mumps at SUNY Oswego and another at SUNY Plattsburgh. The case at SUNY Oswego is likely associated with a mumps outbreak in Long Island, where 45 cases of mumps have been confirmed. The source of the SUNY Plattsburgh case is under investigation. Students, who are susceptible to mumps because they have not been vaccinated because they have religious or medical exemptions, have been told they will be excluded from campus for 26 days after the last possible exposure if they do not get vaccinated. Mumps is a highly contagious viral disease characterized by fever, headache and swelling of the salivary glands. Mumps cannot be treated, however two doses of the MMR vaccine provide the best protection against the disease. More information about the mumps is available at health.ny.gov.
The Southern Tier Chapter of the American Red Cross and Preferred Mutual will be hosting a Home Fire Preparedness canvassing event in Norwich. American Red Cross staff and Preferred Mutual volunteers will be visiting residents on Conkey Avenue, Sheldon Street, and Canasawacta Street, installing free smoke detectors for those homes in need. Aerial surveillance by the Delaware County Sheriff's Office, State Police Aviation Division and CNET, led to the arrest of a Walton man and seizures of marihuana in the Towns of Walton and Harpersfield. 53-year-old William Picinich was charged with Criminal Possession of a Controlled Substance, Unlicensed Growing of Cannabis and Unlawful Possession of Marihuana. Picinich will appear in the Town of Walton Court on September 23rd.
The 19th annual Delaware County Clean Sweep chemical disposal days are scheduled this weekend. County Solid Waste coordinator Sue McIntyre told WCDO News comments:

The statewide unemployment rate decreased from 5.4% to 5.2% in August 2015, reaching its lowest rate since May 2008, according to preliminary figures released today by the New York State Department of Labor. County-by-County breakdowns will be released shortly.

On Friday night, State Police responded to fatal motor vehicle collision, on State Route 12, in the Town of Norwich. 77 year old Robert Gibbs exited his residence and entered the roadway, into the path of a northbound vehicle, he was pronounced deceased at the scene. The operator of the vehicle was not ticketed. The investigation is continuing.
State Senator Jim Seward announced he would not be entering the race for U.S. House of Representatives in the 19th congressional district in 2016. Seward said that his standing as a senior member of the State senate majority enables him to better serve his home district.
United Way of Delaware and Otsego Counties will begin its 2015 campaign at a Kick-Off Breakfast at the Otesaga in Cooperstown at 8:30 AM. The United Way will present the 2015 Alan Donovan award to a nominee who has demonstrated dedication to the community and made a significant impact on the quality of life. Delaware County Sheriff's Deputies arrested 20-year-old Brandon Lewis of Walton for various sex offenses. Deputies charged Lewis with 3 counts each of 2nd degree Rape, Criminal Sexual Acts & Sexual Misconduct. Lewis is accused of engaging in sexual acts with 2 victims less than 17 years old, on a number of occasions in Walton since last December. Lewis was arraigned & was remanded to the Delaware County Jail on $20,000 cash bail pending further court action.
Delaware County officials will hold 2 events on September 21st to discuss the growing problem of suicides in the county. Suicide Prevention Network Chairperson Rene Stratton explains;

Stratton said that Delaware County has a suicide rate of 17.2 per 100,000, which is above the state average.
Trooper Donald Atkinson was issued a certificate of appreciation by Colonel Edward Chamberlayne, of the US Army Corps of Engineers, for his heroic efforts on July 15th at the Whitney Point reservoir. The certificate was in recognition of action taken by Trooper Atkinson who rescued a 14-year-old girl who was trapped in the strong current as she swam by the intake to the Whitney Point Reservoir.
The Oneonta Department of Public Service will continue flushing water mains on the low service through September 25th. Officials said that the flushing includes everything East of Otsego Street, to East End Avenue, and the to end of the city water distribution center just before Fox Care. Governor Cuomo today announced that emergency regulations have been adopted by the State Department of Health to prevent the spread of Legionella bacteria and protect New Yorkers from future outbreaks of Legionnaires’ disease. The regulations take effect immediately. The Governor announced that the Department of Health has launched a general tip line; 1-888-769-7243, to respond to questions or inquiries regarding the regulations from members of the public, as well as engineers, technologists and technicians. These emergency regulations are in effect for 90 days, at which point they will be adopted into permanent regulations, the regulations can be amended before they become permanent.
Governor Cuomo today announced the creation of “NY Responds” to strengthen the State’s emergency preparedness. Every county will have access to universal emergency management software, at no cost to localities, to enable both local governments and state agencies to submit and share vital disaster-related information, from incident reports and resource requests to real-time tracking of assets and weather conditions. The state is supplementing its stockpile of emergency response resources with an additional $50 million worth of equipment in advance of the winter storm season.
Governor Cuomo signed legislation to protect children across New York State from exposure to second-hand smoke. The bill prohibits individuals from smoking near schools while after-school programs are in operation. This bill expands the ban on smoking within 100 feet of the entrances, exits or outdoor areas of public and private schools to prohibit smoking during after-school programs. The ban would be in effect only during those hours in which the after-school programs are in session. Residences or residential property within the 100 foot perimeter would be excluded from the new ban.
On Saturday, Delaware County Sheriff’s Deputies arrested 41 year old Christopher Ross of Franklin, for Driving While Intoxicated, operating an ATV on a public roadway, operating without a helmet, and speed not reasonable and imprudent. This arrest was a result of a motor vehicle accident on Clark Road in the Town of Masonville. Ross was later released on tickets returnable in the Masonville Town Court at a later date.
The Unadilla Rotary Club is presenting the 6th annual Unadilla Autumn Fest on Saturday, September 19th from 10:00 am to 3:00 pm on the Unadilla Community Field. The Bainbridge-Guilford Central School will hold a SPECIAL Board of Education Meeting today in the District Conference Room at 5:30 PM. It is anticipated that the Board will move into Executive Session to discuss a particular personnel issue.


Sidney Village Superintendent of Public Works Mike Mercurio announced today that work would begin at 8:30 tomorrow morning on the traffic light at the intersection of Main & River Street in downtown Sidney. Mercurio told WCDO News that the 1962 state installed light stopped working on March 11th, and parts were no longer available.
The Norwich Fire Department reported that Route 12 just south of the City was completely shut down due to a hazard chemical spill earlier this afternoon. The highway had to be closed for several hours for the investigation & clean up; Businesses in area of Price Chopper Plaza have not been accessible since the spill. More details will be released as soon as possible.

U.S. Senator Charles Schumer has been allotted a single ticket to the Joint Meeting of Congress with Pope Francis on September 24th in Washington, DC. Those interested must sign up by August 26th and enter the raffle for the chance to win either a pair of tickets to see the Pope in the Audience outside the Capitol or the single ticket to hear him speak before Congress. 1 Joint Session ticket winner and 100 winners of a pair of tickets to the Papal Audience will be notified on August 27th.
State Police in Deposit arrested 20-year-old Shawn Stamper of Johnson City, for Driving While Intoxicated, following a report of an accident with injuries on Chestnut Street in the Town of Windsor. Stamper was charged with DWI after he crashed into a guide rail and overturned, he was transported to Wilson Hospital with lacerations to his face, he was issued tickets for Town of Windsor Court on August 24th.
United Way of Delaware and Otsego Counties is seeking donations of kid friendly foods and children’s hygiene items for its 2015 Food and Hygiene Supply Drive. Susan Kurkowski of the United Way told WCDO News what items can be donated:

The drive will begin tomorrow and run through September 14th, when the United Way officially kicks-off their 2015 Campaign. All donations will be given to backpack programs and food pantries in both Delaware and Otsego Counties. Governor Cuomo signed legislation that protects young children by expanding the ban on the sale of products containing TRIS, a cancer-causing chemical used as a flame retardant.  The new law expands the definition of TRIS to include an additional chemical, TDCPP from being used in consumer child care products, including baby products, toys, car seats, nursing pillows, crib mattresses, strollers and other items intended for use by children under three years of age.    Alternative flame-retardants are available as a substitute for TRIS, ensuring that these products can remain essentially the same but with reduced children’s exposure to the chemical.

Addressing climate change and promoting recreation are among New York's conservation goals, according to the state's draft of a new "open space conservation plan (http://www.dec.ny.gov/docs/lands_forests_pdf/osp14draftplan.pdf) ." New York is rewriting its plans for the outdoors, and residents have until Dec. 17 to contribute thoughts on hunting, skiing, encroachment, water supplies, trailblazing and other uses of land in the state. The DEC will hold public hearings to solicit input. The state will also accept comments at dec.ny.gov


The State court system adopted rules to protect people in debt and make it harder for debt collection companies to win default judgments. The rules will go into effect Oct. 1st. Each year, more than 100,000 credit card collection cases are brought against individuals in New York courts. Under the new rules, creditors will be required to submit affidavits containing detailed proof in support of default judgment applications, including the validity of the debt at issue and the chain of ownership for the debt, and lawyers for creditors must submit an affirmation that the statute of limitations has not expired.


Bike Otsego 2014 will be held on Saturday, with 5 bicycle rides around the county.   The "Grand Slam" event covers 75 miles, other rides include a 31-mile for intermediate riders, a 12-mile ride for all ages, also mountain bike riders have a choice between 2 routes through Oneonta, at 1.5 or 2.5 hours.   All rides begin and end in Neahwa Park.


Tomorrow is “National Car Seat Saturday” & Delaware County Public Health and the Village of Sidney Police will be holding a free Car Seat Safety Event at McDonalds in Sidney from 9:00 AM to 1:00 PM. Parents can have their child’s car seat checked at no cost by certified child safety seat technicians. Car seats that do not meet the Federal Motor Safety Standard may be replaced. Sidney Center will hold their annual tractor parade tomorrow. Registration for those wanting to participate will be held at fireman’s field starting at 10:00 AM, the parade will be followed by the presentation of trophies and a chicken barbecue.

Governor Cuomo and Governor Chris Christie of New Jersey announced that they have directed their state's respective Homeland Security Advisors and State Police Superintendents to immediately lead a bi-state review of current safety and security procedures.

The governors will convene a meeting to review initial recommendations in 10 days. In 30 days, the group will again report directly back to both governors with any and all further findings and recommendations.
Former Greene Police Chief Steven Dutcher pleaded guilty to 2 counts of official misconduct and 1 count of criminal contempt in Broome County Court. Dutcher purchased items with village funds for personal use, if Dutcher pays $3,038 in restitution to the village of Greene, he will be placed on probation and fined $1,000.
Broome County Executive Debbie Preston presented a $365 million budget to the County Board Monday. Preston said the budget contains a 2.5% tax levy increase, due to unfunded state mandates & the rising costs of doing business. Taxpayers would see an annual tax increase of $5 per $80,000 in home value if the budget is passed by county lawmakers.
The DEC reminded hunters to apply for deer management permits this week, ahead of the October 1 deadline. Hunters can apply for up to 2 deer management permits once they have secured a hunting license. New York tax collections have continued to rise despite a growing income gap between its richest residents and everyone else, even as a national study shows overall growth in state tax receipts slowing as the income gap widens across the U.S. State officials say New York's progressive income tax rate, which rises from 4 percent to nearly 9 percent for earnings above one milliond dollars, buoys its largest revenue stream for public services and helps insulate it from the problem faced by states dependent on more regressive taxes like sales taxes. New York's annual average tax revenue growth is 3.28 percent so far in this decade.
State Labor Commissioner Peter Rivera has convened a Wage Board as directed by Governor Cuomo. The Board will investigate what, if any, modifications should be made to the required cash wage rates, and the allowable credits for tips, meals and lodging for food service workers and service employees in the hospitality industry. The Wage Board, made up of members representing labor, businesses and the public, will make a recommendation to the Commissioner by February 2015
New York ranks near the bottom for nursing home quality in an annual report that analyzes nursing home care in each state. The report by Families for Better Care, a Florida-based nursing home advocacy group, gives New York an overall grade of F and a rank of 45. New York received the same score and ranking in last year's report. The report evaluates states on eight quality measures ranging from the average amount of nursing home staffing to the percentage of facilities with deficiencies.
