Two Delaware County campgrounds sustained damages when straight-line winds, also known as a micro-burst, rolled through Cooks Falls on Sunday June 30th around 10:30 AM. Delaware County Spokesperson Shelly Johnson Bennett told WCDO news about the damages:

Johnson Bennett said that the deceased woman has been identified as Carol Luistro of Edison New Jersey, there were a few other people who suffered minor injuries, she also said that the National Weather Service Damage Assessment Team investigated the affected areas Sunday evening, they reported that it was part of a band of thunderstorms that impacted eastern Delaware and western Sullivan Counties on Sunday morning.


42 year old Thomas Mould of Stamford was indicted for Criminal Sexual Act, Forcible Touching and Endangering the Welfare of a Child by the Delaware County Grand Jury on June 27th. Mould is accused of engaging in sexual conduct with a victim less than 17 years old in Stamford on June 22nd, Forcible Touched the intimate parts of another person, and he did knowingly act in a manner likely to be injurious to the physical mental or moral welfare of a child. Mould faces the potential of being sentenced to life in prison if he is convicted and sentenced as a persistent felony offender.


People waited in line Saturday on main Street in Oneonta to purchase tattoos, with the money going to the Delaware Valley Humane Society, Shelter Director Erin Insinga said that the response & the donation was overwhelming:

State Police arrested 67 year old Eric Halstead of Candor, for Corrupting the Government & 3rd degree Grand Larceny, following an investigation by State Police with the Office of the State Comptroller. An investigation revealed that over several years while Halstead was Mayor of the Village of Candor, he withdrew over $23,000 dollars in cash from a Village account for personal use, Halstead replaced approximately $19-thousand dollars but still owes money to the Village of Candor. Halstead was arrested and Arraigned & he was released on his own recognizance and scheduled to appear in the Candor Town Court on August 5th.

State Police responded to a report of a domestic dispute on County Highway 47 in the town of Oneonta. 37 year old Timothy White of Oneonta was in possession of long guns and a victim was fearful of White’s past actions that could lead to further harm. While issuing an Extreme Risk Protection Order, Troopers observed numerous firearms and narcotics related items which further resulted in a search warrant of White’s residence, where Police seized methamphetamines, heroin, pills, scales, packaging materials & 2 rifles with defaced serial numbers White was charged with multiple counts of Criminal Possession of a Controlled Substance & Criminal Possession of a Weapon, he was arraigned & was remanded on $50,000 cash or $100,000 property bond.


State Police were dispatched to Thursday to Jericho Road in the town of Bainbridge to a suspicious male and vehicle parked in the driveway of a residence where he didn't belong. While attempting to interview the uncooperative driver, Troopers smelled an odor of an alcoholic beverage. 28 year old Jacob Roach of Frankfort was arrested, Troopers discovered that the vehicle was stolen from a lot in Binghamton, Roach was charged with DWI, Criminal Possession of Stolen Property, Obstructing Governmental Administration, Obstructing Emergency Medical Services, Roach was transported to the Chenango County Jail for Centralized Arraignment.


An Investigation by the State Attorney General's Office will begin shortly, following the shooting by Utica Police of a 13 year old Friday night. Utica's Crime Prevention Unit conducted a stop of two juveniles related to an ongoing investigation, one of them fled on foot and displayed what appeared to officers to be a handgun, an un-named officers discharged his weapon and shot the teen, who succumbed to his injuries at an area hospital.

Delaware County District Attorney's office announced that 45 year old Timothy Bennett of Walton, pleaded guilty to Aggravated Driving While Intoxicated by alcohol and Aggravated Unlicensed Operation of a Vehicle, Wednesday. Bennet crashed his car in January on State Highway 10, in the Town of Walton. The investigation revealed that the Bennet was intoxicated by alcohol and had a BAC of .18 & had a suspended driver’s license, he was sentenced to a 3-year term of probation supervision, he must complete the impaired driver program and a victim impact panel, undergo a drug and alcohol evaluation, & he must install an ignition interlock device in any vehicle he owns, his license was revoked for a minimum of 1 year, and he was ordered to pay over $1600 in fines and surcharges.

The Body of 76-year-old James Andrews of Binghamton has been found in Silver Lake Township, Pennsylvania, his body was discovered on April 8 by members of the Binghamton Police Department, FBI Albany and the FBI. Andrews was reported missing to Binghamton Police in August 2019, His death is being investigated as a homicide. Investigators said the owners of the property where Andrews was discovered have cooperated with authorities and did not have knowledge that Andrew’s remains were at their property. The Sidney Arbor Day Celebration will return as a full scale event this year on Friday, April 29th at Keith Clark Park, Organizer Lorrie Roach explains:

State Department of Labor announced that the number of private sector jobs in the State increased over the month by 27,500 to 7.9 Million in March. New York State's seasonally adjusted unemployment rate decreased from 4.9% to 4.6% in March.


The Broome County Sheriff's Office arrested 30 year old Joseph Martino for allegedly unlawfully entering a Conklin business on April 12th. Martino was charged with burglary and criminal mischief and faces court action shortly.

As part of the State Budget passed last weekend, there were some changes to the controversial Bail Reform Legislation passed 2 years ago during the Cuomo Administration. Delaware County Sheriff Craig DuMond announced the retirement of his Undersheriff Timothy Buckley, effective May 21nd. Sergeant Kim Smith, a 25-year member of the Sheriff’s Office, will be appointed the next Undersheriff of Delaware County. Undersheriff Buckley initiated his Law Enforcement Career in 1996 working for various municipal Police Departments in Delaware and Chenango Counties.

State Police arrested 2 men Saturday for 1st degree Robbery following the report of an armed Robbery in Davenport Friday. Troopers responded to a report of a robbery at gunpoint, their investigation revealed that 2 men known to the victim threatened, pistol whipped and stole items from him. Investigators arrested 42 year old Ryan Flood of Davenport, he was found to be in possession of an unregistered and loaded gun, he was charged with Robbery, & Criminal Possession of a Weapon, Police later arrested 34 year old Timothy White of Oneonta for Robbery, Both were arraigned and remanded to Delaware County jail on $25,000 cash bail or $50,000 bond.


Delaware County Sheriff Deputies responded January 3rd, to a residence in the Town of Hamden to execute an Arrest Warrant on 30-year-old Shane Tweedie of Hamden. Tweedie is charged with 3rd degree Assault in connection with a Domestic Dispute in November. Tweedie locked himself inside his residence, refused to comply, brandished a knife and threatened responding Deputies with a weapon; Deputies subsequently made entry into the residence and took Tweedie into custody without further incident. Tweedie was arrested on the Arrest Warrant, and was additionally charged with Menacing and Obstruction of Governmental Administration, he was arraigned and was remanded to the Delaware County Correctional Facility on $5,000 cash bail or $2,500 secured bond.


The American Red Cross is facing a national blood crisis, as Dangerously low blood supply levels are posing a concerning risk to patient care and forcing doctors to make difficult decisions about who receives blood transfusions and who will need to wait until more products become available. The Otsego County Health Department reported 1 new death from COVID 19 in their latest report, bringing their total to 97 since the pandemic began. Otsego County has 959 active cases, with 92 added Monday, they have 6 hospitalized. Otsego County Health Department also has a feature on their website to report a positive COVID test from a home testing kit.


The Chenango County Health Department added 6 more deaths to their total of COVID 19 deaths today. Last week the health Department team was able to confirm COVID-19 as the contributing cause of death for 6 County, they passed away between November 21st & December 27 of 2021. Currently, Chenango County has 802 active cases, 43% are vaccinated, they report 1180 quarantined, 10 are hospitalized, all of those are unvaccinated. Vaccine sites can be found at the Chenango County Health Department website or at covid19vaccine.health.ny.gov.


Governor Kathy Hochul announced today that all the New Yorkers enrolled in SNAP will receive the maximum allowed of amount of food for January. All the homes that participate in SNAP, including those that already are on the level maximum of benefits, will receive one assignment further by the end of this month, providing approximately $ 230 million in funding federal to the economy of the state. The State Health Department reported that over 282,000 were tested for COVID Sunday, with over 54,000 positives, for a positivity rate of 19.35%. Over 12,000 are hospitalized, over 1500 are in an ICU unit and almost 800 are on ventilators, there were 135 deaths in hospitals & nursing homes from COVID Sunday.


Governor Kathy Hochul today announced a multi-agency initiative led by the New York State Department of Public Service to encourage eligible New Yorkers to sign up for the federal government's Affordable Connectivity Program, a newly-launched program that provides discounts of up to $30 a month toward internet service for low-income families. 34 year old Patrick Kain of Norwich pleaded guilty in federal court to 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain admitted that from about 2016 through 2019 he created sexually explicit images and videos of 3 different victims, each of whom was about 5 years old, he also possessed about 90 videos and 10 images of child pornography not involving his own victims, on a laptop and at an online storage account, Kain faces a mandatory minimum sentence of 35 years and a maximum sentence of 160 years, a $250,000 fine and restitution to the victims, when he is sentenced on October 6th -


Otsego County Sheriff's department arrested 27 year old Brandon Doyle of Sharon Springs after an investigation into an animal cruelty in the Town of Westford last month. Doyle was charged with Overdriving, Torturing and Injuring Animals & Failure to Provide Proper Sustenance following a cattle complaint reported from the Susquehanna SPCA Doyle was issued an appearance ticket returnable to Town of Westford Court at a later date.


Delaware County Sheriff's Office announced that a “Click-it or Ticket” detail in the Town of Davenport on May 29th, with the Otsego County Sheriff’s Deputies, resulted in the arrest of 46 year old Stacey Juhl of Worcester. While conducting a seatbelt checkpoint, Deputies observed a vehicle attempting to avoid the checkpoint; they stopped the vehicle on Southside Drive & found that Juhl’s driving privileges had been suspended on 3 occasions for failure to answer summonses in Otsego County courts, as well as for an insurance lapse. Juhl was charged with aggravated unlicensed operation of a motor vehicle and having an obstructed drivers view, she was released and directed to appear in the Town of Davenport Court on a later date.


Delaware County Sheriff's Office arrested 21 year old Timothy Reed of Johnson City for DWI following a personal injury motor vehicle accident on County Highway 23 in the Town of Walton. Deputies responded at about 2:30 AM on May 30th, to a 911 report of a motor vehicle accident on County Highway 23, near the intersection of Woodlawn Road, Reed was identified as the driver of the vehicle & charged, he faces court action at a later date.


The Community Cultural Center of Sidney will have their official Ribbon Cutting ceremony this Saturday at 1:00 PM, at the corner of Bridge & Main Street. The 1st use of the building will be for an art exhibit, and then many other options will be available, according to Executive Director Pat Cristelli:

Just after 4:30 p.m., Jason Johnson was taken into custody near a river bank off State Route 79 in Colesville.

EARLY AFTERNOON UPDATE:

Broome County Sheriff’s Deputies and State Police responded to East Windsor Road in Colesville to check on the welfare of an individual at 8:35 PM Wednesday night, . Law enforcement did exchange gunfire with Johnson, State Trooper Becky Seager was shot in the hip & was taken to Wilson Hospital with non-life threatening injuries. Multiple agencies are looking for 34 year old Jason Johnson this afternoon, he is described as a white male, 5’7 and 160 pounds with a Mohawk style haircut, he was last seen in the East Windsor Road area near Thorn Hill. He is considered armed and dangerous, It’s possible that Johnson may be operating a 1996 Ford F-250 pick-up truck, blue in color with the NY license plate HZV7759, Police said that the public should not approach him and should call 911 immediately.


Empire State Development will open the online application portal Today for the COVID-19 Pandemic Small Business Recovery Grant Program. The minimum grant is $5,000, the maximum grant amount is $50,000 per applicant and will serve as reimbursement of employee wages, rent and mortgage payments, taxes, utility bills and PPE purchases other operating expenses from the pandemic. A Winter Weather Watch is in effect as a storm system works
its way to the region, local Meteorologist Rich Townsend comments:

Townsend said that he expects about 3 to 5 inches of snow
with this storm, possibly a little more in the higher elevations; road
conditions will be mostly wet.


Broome County Sheriff's Department is asking for the
public's assistance in trying to locate 31 year old Christopher Nugent of
Deposit, who was charged with gang assault in connection with a stabbing at the
Main Street, Johnson City McDonald's in December.  The Warrant Division describes Nugent as
white, standing 5’10” tall, weighing 155 pounds with brown hair and blue eyes,

The number of private sector jobs in New York State grew by
7,900, or 0.1%, to 8,254,400, a new, all-time high, according to preliminary
figures released today by the State Department of Labor.  The statewide unemployment rate was at 3.9%.


Upstate New York casinos authorized to offer sports gambling
could be accepting wagers by Memorial Day weekend, after the state Gaming
Commission posted its rules for sports betting Wednesday, which started the
60-day period during which the public can weigh in on the issue.   After the Public Comment period, sports
wagering would be allowed at the 4 privately owned non-Indian-owned casinos,
including Tioga Downs.


State Leaders are optimistic a new state budget can be
passed before the new fiscal year begins April 1.  State Senate Majority Leader Andrea
Stewart-Cousins told reporters that she's committed to passing the budget on
time and that negotiations with Cuomo are making progress.  Last minute issues include proposals to
eliminate cash bail for criminal defendants & Making the 2% Tax Cap
permanent.

greater Norwich community to lower the American flag from through Sunday, March
31 to honor Norwich Police Sergeant Timothy Annesi, who died from a chronic

will be held this morning at 9:30 a.m. at the Broad Street United Methodist
Church.


The Village Of Sidney will be holding an informational
meeting today from 6:00 pm to 7:00 pm in the Sidney Civic Center Board Room
regarding possible implementation of one refuse hauler for all residential
homes in the Village of Sidney. This will be 1st of 2 meetings on this topic,
there will be a discussion of the proposal and residents are encouraged to ask
questions or raise concerns about this subject.

24 Year old Kevin Perry of Laurens was sentenced in Otsego County Court to 2 concurrent prison terms of 25 years to life. Perry pleaded guilty to 2 counts of 2nd degree murder for the killing of his parents Solveig & Timothy Perry, in the family home in Laurens last December.
The State Department of Transportation reminds motorists to obey the "Move Over Law". DOT Officials remind motorists that they should slow down & move over for vehicles with flashing red, white or amber lights, such as DOT vehicles, tow trucks, ambulances, fire trucks, & police vehicles.
NBT Bancorp reported record net income for both the three and nine months ended September 30th. Net income for the 3rd Quarter was $29.8 million, up 30.3% from the third quarter last year. Net income for the first 9 months was $83.9 million, up 30.1% from the same period last year.
Chenango County will be offering the civil service test for Public Safety Dispatcher on Saturday, January 19, 2019. The last date to file for the exam is Tuesday, December 11, 2018. The exam application and announcement are available at: co.chenango.ny.us/personnel/examinations.
The State Health Department announced 5 suspected cases of the Acute Flaccid Myelitis virus in New York. So far, 4 of the cases were reported just outside of New York City and a 5th case in Buffalo, Health officials confirmed 39 cases of EV-D68 in children across the state, which is a virus that is linked to Acute Flaccid Myelitis. The Centers for Disease Control and Prevention revealed that they are investigating 155 suspected cases of AFM nationwide.
The State Labor Department announced local unemployment rates today. Statewide, the rate was at 4.1% for September, in Chenango County, unemployment was 3.6%, in Delaware County, 3.9% and in Otsego County, 3.5%.


State Police arrested 45 year old James Mumbulo of Edmeston for 27 counts of Overdriving, Torturing and Injuring Animals, after State Police were dispatched to check the welfare of several animals at a rented dairy farm on County Route 20 in Edmeston. Troopers located 27 deceased cow carcasses and several inches of manure, there was no food or water in the barn. After consulting with a veterinarian and the District Attorney’s office, Mumbulo was arrested. He was released on appearance tickets returnable to the town of Edmeston Court on November 19th.
Delaware County Sheriff’s Deputies arrested 24 year old Frances Thomas of Harpersfield for cruelty to animals; failure to provide proper food and sustenance. Deputies allege that Thomas failed to care for a dog over a period of time, failing to provide it with proper food, water, shelter and veterinary care. Thomas was issued an appearance ticket and is scheduled to appear at the Harpersfield Town Court at a later date.
State Police arrested 2 people after a traffic stop on State Highway 28 in the town of Otsego. The driver, 20 year old Victoria Sawyer of Worcester, NY was arrested for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation, The passenger, 32 year old Brandon Brinson of Wilmington, North Carolina was charged with Criminal Possession of a Controlled Substance and Controlled Substance in a Non-Original Container. Sawyer and Brinson were arraigned in the town of Otsego Court and released on their own recognizance and will reappear at a future court date.
The Chenango County Farm Bureau will hold their 63rd Annual Meeting tonight. The meeting will start at 6:30 PM at the Silo Restaurant in Greene.

State Police arrested 58 year old Arthur Veprovsky last night, following a stand off at Lower Third Brook Road in Walton. Police responded to the report of a domestic dispute that led to a lengthy stand off. After several hours, Veprovsky was taken into custody and was processed late last night; more details are expected to be released shortly.

Governor Cuomo and state leaders attended the 3rd Beer Wine & Cider Summit today in Albany, the governor said that changes in antiquated laws could help get upstate product into the New York City Bars, restaurants & Hotels:

The growth of the industry in the last three years has been dramatic, even with the impediments into the New York City market. Locally the growing of hops and the growth of microbreweries has assisted in growing the local economy. Among those participating in the summit today were local lawmakers, Senator John Bonacic and Assemblyman Bill Magee.
37-year-old Dushon Goldwire of Binghamton has been indicted on a charge of attempted murder, in connection with a July 30th shooting in Binghamton. Goldwire is accused of attempting to shoot 26-year-old Michael Perez following a confrontation, Perez was not injured. Goldwire faces court action in Broome County Court shortly.
The sentencing of former State Senator Tom Libous has been postponed until after Libous completes another round of Chemo Therapy. U.S. District Judge Vincent Briccetti today scheduled Libous’s sentencing back to November 24th, from October 30th, Libous was found guilty of lying to the FBI regarding using his political influence to get his son Matthew into a politically connected White Plains Law Firm, he faces up to 5 years in prison. Matthew Libous is serving a 6-month sentence for tax fraud.
The next free Otsego County Rabies clinic will be held today in Otego. THE clinic will run from 6:00 to 8:00 PM at the Otego Fire Department.

The New York State Police will conduct graduation exercises for its 2015 Canine Handler Basic School at the State Police Academy in Albany Thursday afternoon. Attorney General Eric Schneiderman today announced agreements with Auburn Community Hospital in Auburn and Our Lady of Lourdes Memorial Hospital, in Binghamton that will bolster their language assistance and financial aid services. Both hospitals serve increasingly diverse communities Schneiderman said that implementing and revisiting language assistance and financial aid policies would work to ensure the hospital’s services remain available to individuals regardless of their English proficiency or ability to pay.
