The State Police CNET Team, State troopers, Chenango County Sheriff’s Office and State DEC executed a search warrant at 163 Sherman Hill Rd in the Town of Afton, following an investigation into the sale of methamphetamine. 36-year-old Matthew Mazepa, & 21-year-old Taylor Quackenbush of Afton were arrested for criminal possession of a controlled substance. Officers seized crystal methamphetamine, marihuana, Digital scales, drug packaging material cash & cell phones. Mazepa was arraigned in Afton Town Court and remanded to the Chenango County Jail without bail. Quackenbush was issued Appearance Tickets for Afton Town Court and released.
The New York State Department of Labor today released preliminary local area unemployment rates for October 2017. Locally, Chenango County's rate was at 4.7%, Delaware County at 4.8% & Otsego County at 4.3%. The State’s seasonally adjusted unemployment rate decreased from 4.9% to 4.8% in October 2017.
Governor Cuomo announced the completion of a $1.7 million project to replace the State Route 28 bridge over State Route 7 and the Norfolk Southern Railroad in the town of Milford. The bridge opened to traffic today, just in time for the Thanksgiving holiday. The new bridge is a two-span structure supported by steel and concrete beams. It has 12-foot travel lanes and eight-foot shoulders in each direction. Approximately 5,200 vehicles use the Route 28 bridge each day.
Delaware County Sheriff’s Deputies were dispatched to a one-car roll over with property damage on Case Hill Road in Treadwell on November 6th. Deputies determined that William Rathbun’s vehicle left the roadway, entered into a ditch & rolled over and stuck a utility pole, which caused a minor power outage. Rathbun was ticketed for failure to keep right, speed unreasonable and prudent, & possession of a loaded firearm in a motor vehicle. Rathbun will appear in the Town of Franklin Court at a later date.
The Afton Central School District Board of Education has invited 2 candidates to interview for the Superintendent position. A forum for each candidate will be held next week, with the forum with Daniel Erickson; who is the middle school principal in Johnson City, will be November 28th, from 5:30 to 6:30 PM in the Afton Central School auditorium. Timothy McNamara is the principal in the Downsville Central School District; his public forum will be on November 30th from 5:30 to 6:30 PM in the Afton Central School auditorium.
The State DMV, the DEC and the State Office of Parks, Recreation & Historic Preservation are reminding New Yorkers to register their snowmobiles. Snowmobile registrations must be renewed annually, it can be performed online on the DMV website, by mail or in person at a DMV office. Last year, 106,867 snowmobiles were registered in New York.
The Oneonta Common Council will hold their next regular meeting this evening starting at 7:00 PM. The meeting will be held in the Common Council Chamber on the 2nd floor of Oneonta City Hall. The Oneonta clerk's office announced that City Hall would be closed for the Thanksgiving holiday on both Thursday & Friday this week.
The Village of Bainbridge announced that there would be 2 public hearings in addition to the regular monthly Board meeting. The hearings are for the new Spectrum contract and the resolution for the Restore NY grant application. All residents are encouraged to attend this evening at 6:30 PM at 33 West Main Street.

Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy.

The investigation is continuing into the fire of a boxcar in Milford Tuesday afternoon. The fire broke out in Tuesday afternoon in a vintage boxcar on the Cooperstown & Charlotte Valley track near the Milford depot. Several Area Fire companies responded to the fire that was battled into Tuesday Evening. Investigators labeled the fire as suspicious, no arrests have been announced.

The program helps grades K through 12 connect with local farmers, increase the use of locally grown food on school menus and educate young people about agriculture. Norwich City Police Department and the Chenango County Sheriff's office arrested 24-year-old Brandley Bishop of Norwich was charged with criminal sale of a controlled substance, following a month long investigation into the sale of methamphetamine in the City of Norwich. Bishop was remanded to the Chenango County Jail on $10,000 cash bail.
Oneonta Police conducted 3 no-knock search warrants this past weekend, resulting in the arrests of 2 men on drug charges. Police seized crack cocaine, marijuana, packets of heroin & cash, 34 year old Terrell Ford of Wilson North Carolina was charged with 2 counts of criminal possession of a controlled substance, 25-year-old Damien Ortiz of Queens, was charged with 2 counts of criminal sale of a controlled substance. Both were being held pending court action in the City of Oneonta Court.
Delaware County Sheriff’s Deputies responded to a 1-car motor vehicle accident on County Route 23 in the Town of Walton. Deputies arrested 25-Year-old Anthony Masi, of Unadilla; he is accused of possessing a vehicle that was reported stolen out of the Otsego County Sheriff’s Office earlier in the day. Masi was charged with 2 counts of Criminal Possession of Stolen Property, Criminal Possession of a weapon in the fourth degree, plus Aggravated DWI, Aggravated Unlicensed Operation as well as other Traffic Violations. Masi was arraigned in the Town of Delhi Court; he was remanded to the Delaware County Correctional Faculty in lieu of $20,000 cash bail pending future court action.

Delaware County Sheriff Deputies arrested 41 year old Jason Mack of Ellenville, for speeding, aggravated unlicensed operation of a motor vehicle, unlicensed operation of a motor vehicle and operating an uninspected motor vehicle after Mack was observed traveling at a high rate of speed on State Highway 17 in the Town of Hancock. Mack’s had 16 active suspensions, he was arraigned in the Village of Hancock Court where he was remanded to the Delaware County Correctional Facility on $1,000 cash bail or $2,000 secured bond.
A Motorcyclist was airlifted to Wilson hospital after colliding with a pick up truck on State Route 12 in the town of Norwich this morning at 11:15. Lifenet of Sidney was called in to transport the operator of the motorcycle, whose name has not been released. The investigation is ongoing.

Attorney General Schneiderman today announced that New York has joined with 31 other states in a settlement with technology company Lenovo to resolve allegations that the company violated state consumer protection laws by pre-installing software on laptop computers sold to New York consumers that made consumers' personal information vulnerable to hackers. New York will receive $154,544 from the settlement funds pending approval in New York State Supreme Court.
Broome County Sheriff’s Office is currently looking for Bryan Getchell on an outstanding warrant and they are asking area residents for assistance. Attorney General Eric Schneiderman & a coalition of 16 Attorneys General filed a lawsuit to protect Deferred Action for Childhood Arrivals grantees. The lawsuit details how the Trump administration has violated the Equal Protection clause of the Constitution by discriminating against DREAMers of Mexican origin, who make up 78 percent of DACA recipients; violated Due Process rights; and harmed States' residents, institutions, and economies. 36 year old James Brower of Norwich appeared in court this morning in Norwich, he is charged with 1st degree murder, for the murder of 11 year Jacelyn O’Connor of Morris Sunday in Norwich. Chenango County District Attorney Joseph McBride stated that the autopsy revealed that the cause of death was Asphyxiation by smothering, after Brower allegedly raped the girl in his residence. Brower was returned to the Chenango County jail without bail, pending a further court action next Tuesday.

Governor Cuomo announced that 850 solar projects have been installed or are in development in communities across New York State through the second round of locally organized "Solarize" campaigns. In the Southern Tier there are 30 solar projects either completed or are being planned.

Buckley and his passenger 39 year old Vernon McDaniel of queens did not have valid driving licenses, a vehicle search resulted in the discovery & seizure of 14 pounds of marihuana. Buckley was arrested for Criminal Possession of Marihuana & traffic violations; he was arraigned and was remanded to the Delaware County jail on $50,000 cash bail or $100,000 bond. McDaniel was arrested for Unlawful possession of Marihuana and was issued a ticket to the town of Hancock court on a later date.
The Binghamton Rumble Ponies announced that the Eastern League has selected Binghamton to host the 2020 All-Star Game at NYSEG Stadium. The multi-day event will feature the top prospects in the Eastern League Additional information about the events comprising Binghamton's 2020 Eastern League All-Star Game will be made available at a later date. Binghamton hosted the Double-A All-Star Game in 1994, but has never hosted the Eastern League classic.

Governor Cuomo announced that over $5.2 million dollars in wages and interest were returned to 2,285 workers state wide through June as a result of prevailing wage enforcement efforts by the State Department of Labor. In addition, more than $307,560 in civil penalties has been assessed against employers who violated prevailing wage law and 34 individuals or business entities have been barred with doing business with New York State since the beginning of the year. In the Southern Tier, over $390,000 was recovered for 188 workers who were not paid in full.

The weekend will continue with a pancake breakfast Saturday morning, Soccer & Field Hockey games at Alumni Field Saturday afternoon, a Social at the Elks lodge Saturday night, and a memorials service & luncheon Sunday.
The state appeals court on Thursday overturned the former Assembly Speaker Sheldon Silver's 2015 corruption conviction for pocketing $4 million in kickbacks from a cancer researcher and real estate developers. Silver was sentenced to 12 years in prison last year, he appealed after the Supreme Court narrowed the definition of "official act" for the purposes of proving corruption cases. Silver was convicted on 2 counts each of mail fraud, wire fraud, extortion and 1 count of monetary transactions involving crime proceeds.
13 people were rescued from a ravine after floodwaters trapped hikers, swimmers and picnickers along the Canajoharie Creek last night. Rescuers from State Police, local Fire Agencies, responded, and there were no injuries reported. Rescuers had to use various equipment and ropes to pull some of the people up a 120-foot-high cliff in the gorge; the operation took about 8 hours to complete.
Another Democrat has thrown his hat into the ring for the 2018 election for the 22nd Congressional District seat. Heath Phillips of Cincinnatus, made the announcement to challenge fellow Democrat Anthony Brindisi of Utica, for the seat occupied by Republican Claudia Tenney, who was only elected to the seat last November.
State Police are looking for 16-year-old Khailee Stoughton of Laurens; she was last seen leaving her home on June 19th. She is described as a Black Female; 5' 4" tall and medium build. She has long brown hair and brown eyes. She has been traveling between Albany and the Laurens/Morris/Oneonta areas, anyone with information is asked to call State Police at 432-3211.

This legislation solidifies the status of industrial hemp as an agricultural commodity under New York Agriculture and Markets Law and creates an industrial hemp-working group to advise the State on research and policies concerning the crop. The Governor announced up to $10 million in grant funding would be available through 2 initiatives to advance industrial hemp research and economic development opportunities.

State Police issued 12,169 tickets and arrested nearly 240 people for DWI this Memorial Day weekend, as part of the STOP-DWI traffic enforcement period. The initiative targeted impaired and reckless drivers, between May 26 and May 29. State Police and local law enforcement increased patrols and conducted sobriety checkpoints to deter, identify and arrest impaired drivers.
The states of New York, Pennsylvania, Delaware and New York City today announced an agreement on a plan to continue sustainable water management for the Delaware River. The New York City DEP will voluntarily release additional water from its Delaware System reservoirs to protect the ecological health of the Delaware River, maintain seasonal reservoir voids that enhance flood protection, and lessen the regional harm caused by the expiration of the Flexible Flow Management Program, which regulated the flow of water from the Cannonsville, Neversink and Pepacton reservoirs on the headwaters of the Delaware River since it was first adopted in 2008. The program had been extended for several years upon unanimous agreement of the governing bodies, which were given that authority by a 1954 U.S. Supreme Court Decree.
New York State is getting 35 million dollars to expand After-School Programs. The Governors office stated that the money would go to the school districts with the highest poverty rates, State officials are looking to increase after school participation by 36%, to more than 20,000 children statewide.

Local Libraries receiving funding include Franklin, the Huntington Library in Oneonta, & Kinney Memorial Library in Hartwick.
The Delaware County Senior Council held its annual Big Wheels Golf Tournament on Friday, May 12, 2017 at the Delhi College Golf Course. The golf tournament was assisted by volunteers from the Delhi College Golf Course, Office for the Aging and the Treadwell Foster Home. More than 70 golf sponsors made donations to cover the cost of the event. 21 teams with 81 golfers participated in the tournament & raised close to $7,000, the money will be used to offset a variety of Delaware County senior programs and services for the elderly.
A free rabies clinic is being held in Chenango County today. The clinic for dogs, cats & Ferrets will be held at the North Norwich Firehouse from 5:30 to 6:30 today.
State Police arrested 74-year-old Marion Thompson of Sidney for 1st Degree Sexual Abuse & Endangering the Welfare of a Child. An investigation determined that Thompson allegedly had sexual contact with the victim who was less than 11 years old. Thompson was arraigned in the Town of Sidney Court; he was released in his own recognizance. Thompson’s next court date is on June 22, an order of protection was issued against him on behalf of the victim.
State Police responded to a report of shots fired on Butternut Lane in Roxbury. 57-year-old Kenneth Hinkley of Roxbury is accused of firing a few rounds into the air, from an unlawfully possessed assault rifle. Hinkley was arrested for Menacing, Reckless Endangerment, Criminal Possession of a Weapon; he was arraigned and remanded to the Delaware County Jail on $2,000 cash bail or $4,000 bond. His next court date is on June 7th.

Governor Cuomo announced a statewide crackdown on distracted driving as part of April’s National Distracted Driving Awareness Month. Operation Hang Up targets drivers on electronic devices today through April 10th. Preliminary data indicates a 918 percent increase in tickets for texting while driving in New York State from 2011 to 2016. According to the National Highway Traffic Safety Administration, nationwide in 2015, 3,477 people were killed in distracted driving crashes and an estimated 391,000 were injured in motor vehicle crashes involving distracted drivers.

Delaware County Sheriff's Office arrested 38 year old Ronald Boecke of davenport for 2 counts of Failure to Register an E-mail and/or Internet address, as required by the Sex Offender Registration Act. Boecke was arrested at the Delaware County Correctional Facility where he was being held on a Probation Violation charge, he was arraigned on the latest charge & was sent back to the Delaware County Correctional Facility on $1,000 cash or $2,000 bond pending future court action.

State Police arrested 29 year old Robert Shultz of Lisle, for felony Sexual Abuse. The arrest occurred after troopers investigated a crime in the Town of Triangle, where Shultz is accused of having sexual contact with the victim by forcible compulsion. Shultz was arraigned in the Town of Triangle Court and was remanded to the Broome County Jail without bail.
Delaware County Sheriff’s Deputies responded to a 1-car roll-over accident Monday evening on County Highway 14 in the Town of Meredith. 18 year old Dylan Cumpston of Delhi escaped the vehicle, he was transported to O’Connor Hospital in Delhi where he was treated & released. Deputies issued Cumpston was charged with failure to keep right and unlawful possession of marihuana, he will appear in the Town of Meredith Court at a later date to answer the charges.

Delaware County Sheriff's Office arrested 38 year old Ronald Boecke of davenport for 2 counts of Failure to Register an E-mail and/or Internet address, as required by the Sex Offender Registration Act. Boecke was arrested at the Delaware County Correctional Facility where he was being held on a Probation Violation charge, he was arraigned on the latest charge & was sent back to the Delaware County Correctional Facility on $1,000 cash or $2,000 bond pending future court action.

State Police arrested 29 year old Robert Shultz of Lisle, for felony Sexual Abuse. The arrest occurred after troopers investigated a crime in the Town of Triangle, where Shultz is accused of having sexual contact with the victim by forcible compulsion. Shultz was arraigned in the Town of Triangle Court and was remanded to the Broome County Jail without bail.
Delaware County Sheriff’s Deputies responded to a 1-car roll-over accident Monday evening on County Highway 14 in the Town of Meredith. 18 year old Dylan Cumpston of Delhi escaped the vehicle, he was transported to O’Connor Hospital in Delhi where he was treated & released. Deputies issued Cumpston was charged with failure to keep right and unlawful possession of marihuana, he will appear in the Town of Meredith Court at a later date to answer the charges.

A certificate of need has been submitted to the New York State Department of Health to make Tri-Town Regional Hospital in Sidney; a satellite emergency department under the leadership of Fox Hospital in Oneonta. Tri Town Regional Hospital CEO Dr. Carlton Rule explains:

Dr. Rule said that both hospitals are part of Bassett Healthcare Network; he said that if the Certificate is approved, the conversion to a satellite Emergency Department model would take effect in the third quarter of this year. Dr. Rule said that services would not change; state regulations simply stipulate that a satellite emergency department must be within 35 miles of an acute care hospital. Fox Hospital is 23 miles from TRH in Sidney while Bassett Medical Center is just over 45 miles away.
59 school districts have been designated as fiscally stressed under State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System, which is a decrease from 82 districts that were listed in stress last year and 90 the year before. The latest round of scoring designated two school districts in “significant fiscal stress,” nine in “moderate fiscal stress” and the remaining 48 as “susceptible to fiscal stress.” Only 2 local schools were listed in the "Susceptible to Fiscal Stress Category, those were the Harpursville & Afton school district.

Cuomo had members of his cabinet deliver his State of the State & Budget presentations around the state in the last week and a half, and did some presentations himself in a few upstate locations where he announced upstate economic development projects.
Governor Cuomo wants $2 billion to address some of the nation's oldest water and sewer systems in this year's State Budget. The Governor wants to replace old water mains, modernize sewer systems and remove lead pipes. The Governor said that the $2 billion would be spent over five years. It would come on top of $200 million for water projects approved by lawmakers last year.

The 1st hearing will be focus on the Governor's plan to make state & City university free again, for students in families making less than 125,000 a year, the 2nd hearing will be dedicated to workforce development, following hearings will deal with taxes, state spending on public safety, economic development, health care & social services, education and the environment. The legislature has until April 1st to pass a budget.
