35 year old Patrick Kain of Norwich was sentenced in federal court Thursday to 35 years in jail & 20 years post release-supervision on 3 counts of sexual exploitation of a child and 1 count of committing a felony involving a minor by a registered sex offender. Kain was convicted in Chenango County Court of Sexual Abuse in 2014, which required him to register as a sex offender; he admitted that he created sexually explicit images & videos of 3 different victims approximately 5 years old.


Otsego County Sheriff Office arrested 33 year old Amanda Brown of Otego for Over-driving Torturing & injuring animals, & failure to provide sustenance. Brown was charged this week following a complaint to the Sheriff's Office, Brown Faces court action in Town of Otego Court at a later date.


The Afton Parks & Recreation Committee announced that they will host a Halloween Party on Saturday October 30th, at the River Club in Afton. Prizes will be awarded for the best Costume; more information is available at 639-1022.


The Discovery Center and Ross Park Zoo in Binghamton announced that they will combine forces for the Halloweekend event on Saturday and Sunday from 11am to 3pm at Ross Park. Tickets will be sold online at thediscoverycenter.org.


Oneonta officials announced that Downtown Oneonta trick or treating is taking place from 12:00 noon to 2:30 pm on Saturday & a new "Trunk or Treat" event will be held at the Main Street Baptist Church. On Sunday, the Oneonta Rotary Club is organizing the Halloween parade 4:00 pm, it will line up on Elm Street starting at 3:00 pm.

The Albany County Sheriff's Office has filed charges against former Governor Andrew Cuomo for forcible touching, relating to an incident last December at the Executive Mansion in Albany. The Albany City Court issued a summons for Cuomo to appear in that court November 17th, investigations in other jurisdictions are continuing.


Otsego County Department of Health reported that the County remains at a HIGH level of community transmission, with 108 active cases, 28 new cases reported Thursday, with 7 Hospitalized. This Year, the Health Department is aware of 672 breakthrough cases of COVID in fully vaccinated individuals, which corresponds to 2% of the fully vaccinated population. There have been 3,185 cases in unvaccinated individuals, which corresponds to 15% of the unvaccinated population. An unvaccinated person is 7.5 times more likely to contract COVID-19, and 10 times more likely to be hospitalized & they are more likely to suffer more severe illness & death. Governor Kathy Hochul today signed a package of legislation that prohibits the sale of ghost guns, prohibits the possession of unfinished frames or receivers by anyone other than a licensed gunsmith or dealer in firearms and requires gunsmiths and dealers in firearms to register firearms in their possession. Another bill adds firearms designed to resemble toys to the definition of a 'disguised gun.'

The Otsego County Health Department reported 1 more COVID 19 death Thursday, bringing their total of deaths from COVID for this year to 48 & 67 deaths since the pandemic began. The Department reported 20 new cases Thursday with 173 active cases, 7 hospitalized & 5267 total cases since March of 2020.


The State Department of Transportation will hold a public meeting on Wednesday, September 22 at 5:30 PM, to present the design plans for improvements to pavement, sidewalks and drainage on State Route 7 in the Village of Otego. The project will enhance bicycle and pedestrian safety and improve resiliency along Main Street from the I-88 ramps to the Otsdawa Creek Bridge. The in-person event will take place at the Otego Fire Department at 5 River Street in Otego. The FCC has adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a "988" Exchange, will need to transition to 10-digit dialing. Beginning October 24, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.


The Otsego County Health Department reported that a bat has tested positive for Rabies on Thursday in Cooperstown. Officials said that there was no human exposure; more information about rabies is available at 547-4230.


The Annual Sidney Center Tractor Parade will be held tomorrow in the hamlet; those with Tractors & Doodlebugs are advised to bring their vehicles to the Fireman's Field in time for the 12:00 Noon start time. The Sidney Center Fire Department will also have a chicken barbecue tomorrow.

State Police are investigating the intentional burning of a pride flag outside of a home in Gilbertsville.   The flag was hanging on the front porch of the home on Spring Street when it was set on fire sometime between September 9 and September 12.  The fire also caused minor damage to the paint on the front porch.  The homeowner also reported that another pride flag and a “Keep it Kind” lawn sign were stolen from the same property several weeks ago.  It is unknown at this time if the incidents are related.  Anyone with information is asked to New York State Police at (607) 561-7400.


Governor Kathy Hochul announced that $200 Million dollars in additional food assistance through the SNAP program will be available through the end of September.  All SNAP Recipients Will Receive Maximum Food Benefits for the Month, Governor Hochul also directed the state Office of Temporary and Disability Assistance to continue working with the federal government to ensure these supplemental benefits will reach households in need throughout the fall.


The 6th annual Friends of Rogers Wild Goose Chase 5k Trail Run/Walk will be both virtually and on-site at the Rogers Center in Sherburne on Saturday.  A virtual event also allows participants to complete the run/walk race at their own pace and location of your choosing or at Rogers Center.   Registration is open at runsignup.com

On Saturday, The Bainbridge American Legion will host a “9/11 Day of Remembrance” Chicken BBQ at the Bainbridge Family Dollar Store starting at 10:30 AM.  Legion Post 806 is dedicating this BBQ to honor the 20th Anniversary of the 9/11 terrorist attacks against our country and to remember all those who died that day, & also honors the sacrifices of those who served in the military fight over the past 20 years.


Otsego County Relay for Life & the village of Milford are teaming up for "Celebrating Our Heroes" on Saturday September 11th.  Festivities begin at 4:30 PM with a parade from the Milford central School to Wilber Park, where there will be activities for children and guest speakers Jim Seward, State Senator Peter Oberacker & Assemblyman John Salka.


In commemoration of the 20th anniversary of the September 11th, 2001 attacks, the Albany Stratton VA Medical Center will hold a commemoration Saturday, September 11, at 8:45 AM at their All Faith Chapel to honor the lives lost and those lives that were changed by the tragic events. Delaware County Sheriff's Deputies were dispatched to a 1 car motor vehicle accident Thursday on State Highway 23 in the Town of Davenport, near the intersection of Brick House Hill Road.  The investigation determined that a 13-year-old passenger sustained a serious head injury from the accident & LifeNet airlifted the teen to Albany Medical Center.  The driver 35 year-old Robert Smith of Davenport sustained minor injuries and was treated at the scene.   Deputies learned that Smith fell asleep at the wheel, the car travelled across the on-coming lane of traffic and ran off the roadway where it struck a tree, Smith was charged with operating a motor vehicle with a suspended registration, moving from a lane unsafely, failure to keep right, he will appear in the Town of Davenport Court at a later date.


The State Department of Transportation is advising motorists that, beginning tomorrow, Chenango Street in City of Binghamton, will close in both directions at the I-81 overpass. The closure is expected to last approximately three months.  Motorists are advised that detours will be posted, through traffic heading north on Chenango Street will be diverted at Frederick Street & Southbound traffic will be diverted at Bevier Street.  Local traffic will retain access to homes, businesses, places of worship, and side streets located between the diversions and the overpass. Bicycle and pedestrian access will be maintained through the work zone on Chenango Street.


Joshua Beams was appointed this week as the Otsego County Administrator, at a special Meeting of the Otsego County Board of Representatives.  Beams is a 2005 SUNY Oneonta Graduate, he will start on October 4th.


Plans will be in the works shortly, as Unadilla House Owner Gus Hatzidakis & Unadilla Mayor Jack Insinga will work together to try to get funding to rebuild & restore the long time Unadilla Centerpiece, Mayor Insinga said that he discussed it with Hatzidakis today & told WCDO what they expect to do next:

Insinga said that the Unadilla House had become problematic with squatters and drug users damaging the property in recent years, the squatters have left and they are now hoping to turn that around, re-open the business & fix the apartments.

Delaware County Public Health announced that a 53rd death from COVID 19 complications, they have had 100 new positive cases in the last week, there are 118 active cases, 4 hospitalized and 170 are quarantined.  The CDC & Delaware County Public Health recommends everyone should wear a mask indoors in public places.  Vaccine clinic sites at can be found at covid19vaccine.health.ny.gov.  Currently, 49.4% of the Delaware County population is vaccinated, 77% of the positive cases are unvaccinated, 23% of the positive cases are vaccinated & 2.5% of positive cases are college students/employees.


The Sidney Rotary Club & the Cullman Child Development Center will hold a "Family of Heroes" Event for area Children on Sunday at the Sidney Veteran's Memorial Park, according to spokesman Larry Halbert:

The Greene Fire Department reported last night that they responded to a bridge washout at Wylie Road & Paradise Valley Road.  Greene, Afton, McDonough & Coventry fire Departments were also responding today to reports of downed trees & power lines from last night's storms.  NYSEG reported about a dozen Chenango County customers were without power this morning.


Otsego County Department of Emergency Services reported that State Route 51 remains closed south of the village of Morris to the Butternuts Town Line is still closed.  In the town of Morris, portions of Dimock Hollow Road, Gulf Road & Pittsley Road are closed.  In the Town of Butternuts, Dunham’s Cross road is closed, in the town of Pittsfield Cobb & Hawks roads are still closed, all roads in the town of Unadilla that were affected by flooding, are now open.


The Oneonta Common Council announced the appointment of Brian Knapp as the new Chief of the Oneonta Fire Department.  Knapp replaces interim chief Michael Mancini who was appointed following the retirement of Patrick Pidgeon in February.


SUNY Chancellor Jim Malatras announced that Alberto Cardelle will be the new President of SUNY Oneonta, starting September 6th.  Cardelle replaces interim President Dennis Craig, following the resignation of Barbara jean Morris late last year. Cardelle previously served in a variety of position at Fitchburg State University in Massachusetts.


Hartwick College Athletics officially renamed their annual Golf Tournament after coach and alumnus, Nick Lambros, from the class of 1959.  “The Classic Nick Lambros Golf Tournament” will be held on Saturday, September 25 at Oneonta Country Club with a 1 p.m. shotgun start.  For more information or to register for the tournament, go to hartwickalumni.org, or call 431-4431.

Craig also announced that the Walton Police Department arrested 3 unidentified juveniles for damaging the Fair Secretary's Office; they will be hiring a company to come in & for clean-up & repairs.


The State Health Department & Governor Cuomo are urging New Yorkers who have not yet been vaccinated, to do so as quickly as possible, as the highly infectious Delta Variant of COVID 19 has caused the state's infection rate to quadruple in recent weeks, to 1.75% of those tested on Tuesday.  1452 tested positive Tuesday, and over the last few days, Patient Hospitalizations, patients in ICU Beds & those on Ventilators are starting to increase again.  There were 5 deaths attributed to COVID Tuesday.

State Attorney General Letitia James announced an agreement with McKesson Corporation, Cardinal Health and Amerisource Bergen Drug Corporation, that will deliver up to $1.1 billion to New York State to combat the ongoing opioid epidemic. The agreement is the largest monetary settlement; it will remove those 3 companies from New York's ongoing opioid trial, currently underway in State Supreme Court.


The State Department of Labor released preliminary local unemployment rates for June.  The State's seasonally adjusted unemployment rate decreased .1% to 7.7% in June; Locally Chenango County had 4.6% unemployment, Delaware County 4.9% & Otsego County 4.9% in June.


Sidney Police Department responded July 13th to Walgreens for a report of an employee having personal property stolen from them by customers, on Monday, Sidney Police arrested 28 year old Russell LeBlanc of Delhi & 37 year old Jamie Benham of Sidney for 1 count each of Petty Larceny & Conspiracy.  Benham was released on an appearance ticket to appear back in court at a later date, State Parole was notified of LeBlanc's arrest, who issued their own warrant for his arrest, LeBlanc was arraigned in Village of Sidney Court, where he was released on his own recognizance to appear back in court at a later date, he was then turned over to State Parole officers who remanded him to the Delaware County Jail.

Over 48,000 people were tested for COVID 19 on Sunday July 4th, with over360 positives discovered, the positivity rate creeped up to .76, twice the rate of 1 week ago, but still below 1% & still the lowest rate in the country.  Patient Hospitalizations, ICU patients & those on ventilators continue to trend downward; just fewer than 65% of all eligible New Yorkers have completed their COVID vaccinations.


City of Norwich Mayor Shawn Sastri announced plans to resign, and he will take over the position as the city's Youth Bureau director.  Sastri's resignation takes effect on July 18th.  City officials will meet tomorrow regarding the mayor's plans.


The Afton Fair returns this week after missing last year's festivities due to the pandemic, spokesperson Rhonda Barriger told WCDO News about some of the activities that are planned for this year:

Cameron Beckman is the 2021 DICK'S Sporting Goods Open tournament champion.  Beckman carded a 68 and finished the tournament 12 under at the En-Joie Golf Course in Endicott this weekend.

State Police are investigating a fatal hit and run crash that killed 37 year old Michael Vargas of Laurens, Friday Night to State Route 205, for a crash involving a vehicle and bicyclist, the vehicle left the scene, & Vargas was pronounced dead at the scene.   State Police arrested 22 year old Michael Goodspeed of Mount Vision, for Vehicular Manslaughter & Leaving the Scene of a Fatal Motor Collision.   Goodspeed was transported to Otsego County Central Arraignment and Processing.


Delhi Fire fighters responded to a fire in the early Morning hours Friday on Elk Creek Road, the homeowners Michael & Lisa Buel were able to safely evacuate with their dog; however 5 of the family’s cats died in the fire. The Buels were taken to O’Connor Hospital for smoke inhalation; Michael Buel was transferred to Upstate Medical Center in Syracuse for further treatment.  Bloomville, Bovina, East Meredith, Meridale and Walton Fire Departments responded with several others on standby.   The fire was under control in about 3 hours, the home was a total loss, and no injuries were reported among firefighters.


The Rotary Club of Sidney and the Cullman Developmental Center are teaming up to create a series of events for children this summer, this 1st is this Sunday at Sidney Veterans Memorial Park from 1:00 to 3:00 PM, Rotary Spokesman Larry Halbert explains:
