Governor Cuomo today announced that his administration has reached a three-year labor agreement with the New York State Public Employees Federation. PEF is one of the largest unions in the United States and is New York's second-largest state-employee union, representing 54,000 workers. The three-year contract agreement includes a 2 percent increase in 2016-17, 2 percent increase in 2017-18 and a 2 percent increase in 2018-19. Both the state and PEF agree to work together on a plan to reduce out-of-control healthcare costs. Other elements of the contract will be released shortly. The contract must now be approved by its Executive Board and ratified by its membership.

Oneonta Police responded to a possible drug overdoese death on Orchard Street on Tuesday. 45 year old Matthew Hill was found deceased in his apartment where drugs were located, he had been arrested in August by Oneonta Police on drug charges.
Governor Cuomo today announced that State Park campgrounds set a new record for attendance for the fifth consecutive year. Through Columbus Day, campsites, cabins and cottages across the state were occupied for more than 633,000 nights, surpassing 2015's record of 623,891 nights. State Park camping occupancy has climbed nearly 17 percent since 2009.
NYSEG is reporting that about 140 customers in Chenango County were without power, mainly in Guilford Oxford & Bainbridge. Crews hope to have power restored shortly.
The Chenango County Sheriff’s Office has been receiving a large number of larcenies from vehicles over the last couple of weeks. We ask that people remain vigilant and make sure that they do not leave anything of value in their vehicles as well as keeping their vehicles locked. The City of Oneonta will be paving the utility trenches at the intersection of Chestnut street & West Street today & tomorrow between the hours of 7:00 AM and 4:00 PM, 2 way traffic will be maintained but traffic delays can be expected, West Street will require closing to through traffic between chestnut & Center during the work hours & detours will be set up along Church Street. The Ottawa Senators have announced their American Hockey League development team will be moving from Binghamton to Belleville, Ontario Canada beginning in the 2017-18 season. Binghamton Senators Executive Vice President Tom Mitchell said that the Ottawa decision to relocate has no impact on the future of the AHL's presence in the Southern Tier:

Mitchell said that another team will be brought to Binghamton, but that announcement cannot be made at this time. The last season as the Binghamton Senators will begin with Opening Night on Saturday, October 15th.
A Sidney Center man was ticketed Friday morning by Delaware County Sheriff's Deputies acting on complaints received from the Sidney School District regarding vehicles passing stopped school buses on County Highway 23 in the Town of Sidney. 21-year-old Matthew Stafford was issued 2 tickets for passing a stopped school bus on 2 separate occasions; he received 1 ticket for possessing more than one unexpired driver’s license. Stafford was released and ordered to appear in the Town of Sidney Court at a later date to answer those charges. The Delaware County Sheriff's Office reminds the public that it is illegal and very dangerous to pass a stopped school bus when its red lights are flashing, as the bus is picking up or discharging students.
State Police have announced that name of the person killed in an accident in Cortland County last week. 61-year-old Ronald Reed of Cortland crossed into the opposing lane with his vehicle, he struck a tractor-trailer driven by 48-year-old Michael Gross of Norwich. Reed was declared dead at the scene, Gross was transported to Upstate Medical in Syracuse for non-life threatening injuries.
Governor Cuomo today signed legislation instituting new consumer protections for consumers using gift cards. Under this new law, the time period in which fees can be charged to unused gift card balances has been increased from 13 to 25 months and any monthly service fees that are applied after this time must be waived if the consumer uses the gift card within three years of the issue date. In addition, this law will require the gift card's terms and conditions to describe exactly what the procedure is to replace a missing card. Finally, no gift card may now have an expiration date of earlier than five years from the date of issuance.
Governor Cuomo today signed legislation allowing New Yorkers to be buried with their pets at not-for-profit cemeteries. The bill will allow humans to be buried with their cremated pet with the cemetery’s written consent. Cemeteries will also be required to place all payments for the pet internment in its permanent maintenance fund and provide customers with a list of charges pertaining to the burial of the pet. This legislation will not apply to cemeteries owned or operated by religious associations or societies.
The recent closing of a loan with Rock Valley Spirits brings the total amount invested by the Delaware County Industrial Development Agency in the Towns of Hancock and Deposit through the Millennium Pipeline Community Benefit Fund to $785,800. The IDA has used the Millennium Fund to support 11 businesses and community development projects, matched with nearly $3.9 million of private and public investment in the Towns of Hancock and Deposit, resulting in the establishment of 4 new businesses, and the creation/retention of 73 jobs.
State Police responded Saturday to Union Center Highway in the Town of Union, for a report of a man suffering from gunshot wounds. The man identified as 50 year old Timothy Mancini was transported to Wilson Hospital in Johnson City, where he was being treated for his injuries. The investigation has revealed that the shooting followed an altercation, 4 subjects were detained and interviewed and were later released. The investigation is continuing and no arrest have been at this time. Anyone with information is asked to call the New York State Police at (607) 775-1241
A speed enforcement detail in Bovina Center by Delaware County Sheriff's Deputies led to the arrest of a parolee on a number of vehicle and traffic charges. 29 year old Joseph VanLeuvan of Big Indian was observed speeding, he was pulled over & he driving while unlicensed, & had 11 active suspensions for failing to answer summonses in various courts and his driving privileges had been revoked for several years. VanLuevan was charged with Aggravated Unlicensed Operation of a Motor Vehicle & speeding, He was arraigned in the Town of Delhi Court & he was released in his own recognizance pending action in the Town of Bovina Court at a later date.

The Chenango Arts Council announced a continuation in funding from the New York State Council on the Arts for the 2017 Broome, Chenango & Otsego Decentralization Grant Program. The $129,280 is available to non-profit organizations and artists who partner with an eligible non-profit for cultural initiatives in 2017. Funding is available for grants up to $5,000 each to support Community Arts and Arts Education grants in Broome, Chenango and Otsego counties. Governor Cuomo today announced that more than $35 million in upgrades to SUNY campuses throughout the state are complete. The Dormitory Authority of the State of New York completed these projects in time for the fall semester; The projects were funded from residence hall fees. Among the Campus upgrades SUNY Delhi received 1.2 million dollars for 2 lounges in Russell Hall have been converted into kitchens, and the exterior of Murphy Hall has been updated. At SUNY Oneonta, the $2.3 million dollar project had 5 residence hall lounges converted into kitchens and fitness centers, and drainage improvements have been made to pedestrian walkways at the East Campus, wall coverings along the corridors of Blodgett Hall have been replaced, 4 residence hall fire alarm panels have been replaced, and 4 resident halls have received Wi-Fi upgrades.
Officials in Norwich announced that the annual Pumpkin Festival will be held in downtown Norwich on Friday October 28th & Saturday October 29th. The Norwich Business Improvement District is seeking business Sponsorships for the event and volunteers to assist during that festivities. More information is available at 336-1811.
The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on Tuesday September 27th, at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th.
The New York State Park Police are seeking candidates interested in a law enforcement career in the New York State park system. A competitive written Civil Service examination will be held November 19th; online applications are available at the Department of Civil Service web site cs.ny.gov. Applicants must be between 20 & 35 at the time of the exam, Applications for the exam must be submitted to the Department of Civil Service by October 5th. State Police arrested 43 year old Angel Rodriguez of Long Island, and 25 year old Desiree Hernandez of Brooklyn for criminal possession of stolen property, after a trooper responded to check on the welfare of the occupants of a broken down vehicle on State Route 17 in the Town of Hancock. An investigation determined that the car had been reported stolen on August 6th in New York City. Rodriguez & Hernandez were arraigned in the Town of Hancock court and were remanded to the Delaware County jail. Rodriguez had his bail set at $25,000 cash and Hernandez had her bail set at $15,000.
State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. Cal Harris was sentenced in Owego Village Court today on a harassment charge. Harris was found guilty of harassing a student at a SUNY Broome satellite campus back in March of 2015, he will serve no jail time, he was ordered to undergo anger management and an order of protection was issued, & Harris will also have to pay a fine. Harris said that he plans to appeal, Harris is still facing a charge for allegedly stalking a state police investigator in Oneonta, right after Harris was released after a 4th trial for murdering his estranged wife Michelle in September 2001.
This year's American Cancer Society's Tri Town Relay for Life at General Clinton Park in May, raised $90,046. The money raised will be used for Cancer research, Education, advocacy, and services for patients. Bassett Healthcare Network has been awarded a $297,419 by the U.S. Department of Health and Human Services for up to four years to bring telehealth services to the school-based health care setting. The grant-funded project will benefit students enrolled in 18 of Bassett’s school-based health centers in Delaware, Otsego and Chenango counties. In addition to providing access to sub specialists, the school-based project will include diabetes care and education, obesity prevention programming and nutritional counseling, oral health care, behavioral health services, and asthma care and education. From July of 2015 through June of 2016, the program handled 33,522 visits; 32 percent of those were mental health visits, and 59 percent were medical visits; the dental component handled over 3,054 visits.
For more than 75 years, the National Baseball Hall of Fame and Museum has been committed to preserving the history of the National Pastime in Cooperstown. Starting today, thanks to the Hall of Fame Digital Archive Project, 25 volumes of 10 different Babe Ruth scrapbooks in the collection will be available online for the first time. These one-of-a-kind scrapbooks, created by Ruth’s agent Christy Walsh, provide a unique look at Ruth’s career through letters, stories and photographs, and give a glimpse at the authentic Babe Ruth. Additional digitized photos, audio, video and text, from the Museum collection will be published every other Wednesday as the Museum adds to the PASTIME online collection, which is available at collection.baseballhall.org.

State Attorney General Eric Schneiderman announced his office is investigating Mylan Pharmaceuticals, the maker of EpiPens, after a review by the Office of the Attorney General revealed that Mylan might have inserted potentially anticompetitive terms into its EpiPen sales contracts with numerous local school systems. Mylan's EpiPen is the predominant epinephrine autoinjector, which is used where an individual suffers a severe allergic reaction, which could otherwise lead to death.
A jury has been seated & Testimony began today In Broome County Court, in the case of 32 year old Brendan Barrett, who is charged with 2nd-degree murder, 1st-degree manslaughter, and 2nd-degree assault for the murder of infant Camryn Davies, at 9 Bevier Street in Binghamton on December 9th, 2013.
State Police arrested 26-year-old Brittany Waldruff and 24 year old Derrick Waldruff of North Norwich, on 4 counts of cruelty to animals. Their arrests occurred after troopers responded to assist the Norwich Dog Control Officer with an abandoned beagle and puppies at home on State Route 12 in the Town of North Norwich. The Waldruffs are accused of abandoning their pet beagle and her 4 new puppies without food or water inside a locked apartment after they were evicted. Both were issued tickets returnable to the Town of North Norwich Court on September 14th.
The Oneonta Department of Public Service announced that they would be flushing water mains on the low service in the West End over the next 2 weeks. The flushing will affect residents & businesses at Chestnut Street & All other streets west of Clinton Street, including all Town of Oneonta customers connected to the City water system. Governor Cuomo today signed landmark legislation mandating that schools test drinking water for lead contamination. Lead is a toxic material that is extremely harmful to young children and can result in lowered IQ, behavioral problems and brain damage. The state Department of Health also issued emergency regulations pursuant to the new legislation, requiring that school districts test their water for lead contamination by Oct. 31, 2016 and report results to parents, the state Department of Health and local government officials. These new regulations will reduce the risk for exposure to this dangerous substance and ensure all New York’s students have access to clean, drinkable water.

Closing arguments began earlier today in Broome County Court in the Murder trial of Almond Upton of Florida. Upton was on trial for 1st degree murder for the intentionally running down Trooper Christopher Skinner, while he was conducting an unrelated traffic stop on I-81 in the town of Chenango in May 2014. At the conclusion of closing arguments, the jury will begin deliberations.
Attorney General Eric Schneiderman announced the arrest and arraignment of 4 former employees of Focus Rehabilitation and Nursing Center in Cooperstown, who are accused of leaving a 94-year-old patient left in a recliner with substandard care for 41 hours over the Memorial Day weekend in May. Lorraine Caldwell, of Holland Patent, Amanda Gus of Hartwick, Sarah Schuyler of Mohawk and Donna Gray, of Sidney were charged with Falsifying Business Records, Endangering the Welfare of an Incompetent or Physically Disabled Person & Willful Violation of Health Laws, all 4 were arraigned in Town of Otsego Court & were released on their own recognizance.
The state DOT Announced that sections of state highways 8 & 51 that were damaged by storms & flash Floods, are improved since yesterday. DOT Region 9 Spokesman Dave Hamburg told WCDO News today that Route 8 was opened late yesterday afternoon to alternating traffic controlled by temporary signals. The Route 51 Bridge at County Route 3 between Mt. Upton and Morris was opened to traffic this morning. Both areas are safe for travel and work at both locations continues.

On the heels of its merger with Time Warner Cable, Charter Communications has outlined its four-year rollout plan to service 145,000 currently unserved households in upstate New York.

State Police at Sidney arrested 62-year-old James Jordan of Otego for menacing & criminal mischief, after troopers responded to a report of a fight at a home on State Route 7 in the Town of Otego. Jordan was in a physical dispute with another man while in his garage, when he allegedly grabbed an axe and threatened the other man with it, & for smashing the taillight on the man’s Volkswagen Jetta. Jordan left the scene but was located nearby and arrested, he was arraigned in Town of Otego court and was released without bail required. His next court date in the Town of Otego is on August 25th.

The State Police Community Narcotics Enforcement Team, State Troopers and Oneonta Police Department executed a search warrant at 510 Main Street in the City of Oneonta, following an investigation into heroin sales. Troopers seized 110 bags of heroin, $343 in cash, digital drug scales, 22 marihuana plants, 5 shotguns, 4 rifles, ammunition, 3 daggers, and marijuana cultivation equipment. 29 year old Tadd Sherwood of Oneonta was arrested for Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon by a felon, Endangering the Welfare of a Child and Unlawfully Growing Cannabis. The Endangering Welfare of a Child charge is the result of a 5 year old child and 4 week old infant living in the residence where narcotics were found. Sherwood was arraigned in the Town of Milford Court and remanded to the Otsego County Jail without bail.
The Broome County Sheriff’s Office responded to the Red Roof Inn, on Old Front Street in the Town of Dickinson Thursday, following the report of a patron destroying a room. 42-year-old Loretta Parliman is accused of causing about $1500.00 damage, she was arraigned in the Town of Dickinson Court & was remanded to the Broome County Jail without bail. Parliman was charged with Criminal Mischief, False Personation, & faces additional charges following the secretion of narcotics from a body cavity.
46-year-old Cindy Fortner of Homer is expected to plead guilty in Broome County Court this afternoon to Conspiracy, in connection with the abduction of her teenage daughters, Shaeleen & Kylea Fortner, from the Town of Binghamton. Prosecutors accused Fortner of arranging her daughters April 2015 abduction and was an accomplice along with 29-year-old Amanda Hellmann of Vestal, who already pleaded guilty to kidnapping & will serve 10 years in prison.
State Police stopped a Hyundai speeding at 83 miles per hour on State Route 17 this afternoon in the Town of Sanford. 20 year old Shymil McBee-Miles of Binghamton was driving a stolen vehicle that from Vestal. When Troopers approached the vehicle, McBee-Miles drove away, at a high rate of speed, fleeing the scene. McBee-Miles attempted to take exit 82's ramp at a high rate of speed, and crash the vehicle, which overturned & he was ejected from the vehicle and was arrested while attempting to crawl away. McBee-Miles was transported to Wilson Hospital for a knee injury. McBee-Miles was arraigned in the Town of Windsor court for criminal possession of stolen property, He was remanded to the Broome County jail with no bail set, additional charges pending.
The Sidney High School Visual Arts Department Exhibit at the Harrington Gallery on Cartwright Avenue, will be on display through tomorrow at 4:00 PM. The exhibit can be seen between 11:00 & 4:00 on Saturday

Governor Cuomo today announced that maple syrup production in New York has increased by 18%, breaking last year’s 70-year production record by more than 100,000 gallons and maintaining the state’s standing as the second leading producer behing Vermont, of fresh maple syrup in the nation. New York’s maple farmers produced more than 700,000 gallons of maple syrup in 2016, due to warmer-than-normal temperatures, which allowed for an extended season.

Tonight, Charlotte valley & Windsor will hold their graduation ceremonies at 6:30, at 7:00 PM, graduations will be held for seniors of Afton, Deposit, Franklin, Milford, Morris, Unatego & Laurens. On Saturday AT 10:00 am, Ceremonies will begin for Sidney, Greene, Harpursville, Norwich, & Walton, at 10:30 for Gilbertsville-Mount Upton, at 10:45 for Oneonta, & 11:00 AM for Oxford Academy. Saturday afternoon graduation ceremonies will be held for Unadilla Valley at 2:00 PM & Saturday night for Bainbridge-Guilford Seniors at 7:00 PM. Edmeston seniors will graduate on Sunday afternoon.
The Chenango County Sheriff’s department responded to a burglary in progress at 268 Round Pond Road in the Town of Smithville Thursday morning. A Sheriff’s Deputy and members of the Greene Police Department discovered a male suspect in the residence, at 11:15 AM, officers noticed smoke coming from the rear of the residence and called for fire department response. The suspect jumped through a window at the rear of the residence in an attempt to escape & suffered injuries. 26-year-old Adam King of Smithville was transported to Wilson Hospital in Johnson City; he was released to the custody of the Sheriff's department. The fire was caused extensive damage to the residence, & is considered to be a total loss. King was charged with 2nd degree Burglary, Arson & Criminal Mischief, and he was arraigned this morning in the Town of Smithville Court and was remanded to the Chenango County Jail on $100,000 cash bail.

Deputies discovered a golf cart in a ditch in the area of Owens Road in Plymouth. 21 year old Jeremiah Garbett of Plymouth was arrested, The stolen cash and both stolen golf carts were recovered, Garbett was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility on $10,000 to reappear at a later date.
A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on 1 count of 3rd degree Assault. Ann Myrick was charged, for allegedly knocking a 66-year-old victim to the ground in Bill’s Diner in Norwich, causing serious physical injury. Myrick was issued an appearance ticket for Town of Norwich Court at a later date.

Law Enforcement Agencies in Otsego County have responded to a reported Bank Robbery at the NBT Bank Branch at 1 West Street in Edmeston at about 11:30 this morning. The Edmeston Central School District & Pathfinder Village were locked down and State Police & Otsego County Sheriff's deputies have been investigating. WCDO Will have more information as it becomes available.
The Sidney Police Department arrested 43-year-old Jack Blanchard of Guilford for 2 counts of Criminal Sale of a Controlled Substance. The arrest is the result of a 2-month investigation into the sale of Cocaine in the Village of Sidney. Blanchard was arrested on an Arrest Warrant Sealed Indictment issued by Delaware County Court. He was sent to the Delaware County Correctional Facility to await arraignment on the charges.
Schoharie County Judge Richard Mott did not reach a verdict in the 4th Cal Harris Murder trial Friday. Judge Mott had deliberated for about 12 hours on Thursday & Friday; he had not reached a decision on whether Call Harris murdered his estranged wife Michelle on September 11th, 2001. Deliberations will continue on Tuesday.
Congressman Chris Gibson announced the passage in the House of an amendment he authored in support of former Navy and Marine Corps personnel and other Veterans who were exposed to Agent Orange during their service aboard vessels off the coast of Vietnam and now have serious illnesses that are directly connected to that exposure. The Blue Water Navy Vietnam Veterans Act ensures those Veterans is granted presumptive coverage for Agent Orange exposure. The House bill introduced by Congressman Gibson has 320 cosponsors from both parties, while the Senate version introduced by Senator Kirsten Gillibrand has 41 bipartisan cosponsors.

The New York State DOT announced that construction work for the Prospect Mountain construction project will be performed and will require lane closures in the City of Binghamton. Beginning tomorrow, through Thursday, from 9 AM to 3:00 PM, I-81northbound/State Route 17 westbound will be reduced to 1 lane between Exit 3 and 4S for the removal of concrete barrier. The right two lanes will be closed. On Thursday, from 9:00 AM to 3:00 PM, I-81 northbound/State Route 17 westbound Exit 4S will be closed temporarily for the removal of concrete barrier. A signed detour will be in place directing motorists around the ramp closure. All work will be performed weather permitting.

24-year-old James Spain of Walton pleaded guilty to sexual misconduct, for allegedly performing sexual acts with an under-aged female. Spain was released on his own recognizance; Sentencing is scheduled for July 18th.

The Academy trains over 6,000 emergency services providers from across the state in over 130 courses per year.
The Bainbridge Village Planning Board Meeting originally scheduled last week, has been rescheduled for this evening. The meeting begins at 7:00 pm in the Bainbridge Village Clerk's office at 33 West Main Street & is open to the pubic.
