Delaware County Sheriff's Office announced the arrest 31 year old inmate Rafael Frias for attempted assault. On October 15th, Investigators with the Delaware County Sheriffs Office received a complaint from the Correctional Facility of an assault between 2 inmates, they arrested Frias, he was arraigned at the Delaware County Centralized Arraignment Court, and was remanded back to the custody of Correctional Facility on other unrelated charges.
The State DEC is investigating the possibility of White Tail Deer in New York State possibly suffering from Chronic Wasting disease, after 1 deer in Herkimer County tested positive for the fatal disease last month. The DEC Statement said that the disease is always fatal, and can spread through certain Deer & Moose populations, they will continue to monitor as hunting season approaches.
State Police at Troop C announced that 42 people were charged with DWI in their coverage area from October 15th to the 30th. In 1 of the cases, a passenger in one of the stopped vehicles is also facing drug charges.
Delaware County officials remind area residents that the burn ban is still in effect until further notice, the dry ground & low water levels could be conducive to rapidly spreading wild fire, Delaware County is still one of 15 counties under a state Drought watch.

The results are in for yesterday's Election day, in the U.S. Senate race for New York, Incumbent Democrat Kirsten Gillibrand wins easily, in the U.S. House New York District 19, Josh Riley appears to have won a tight race over Marc Molinaro, in the State Senate District 51 race, Republican Incumbent Peter Oberacker wins by about 20% over Democrat Michele Frazier, in the local State Assembly Races, in the 121 District, Joe Angelino received double the vote over Vicki Davis, in the State Assembly 102nd District, Incumbent Republican Chris Tague wins by a substantial margin over Janet Tweed, and in the 122nd District, Brian Miller wins by a large margin over Democrat Adrienne Martini. in the Chenango County Court race, Republican Diane DeStefano wins easily over Democrat Lisa Natoli, and New Yorkers easily passed the STATE PROPOSITION to add an amendment to protect against unequal treatment.
Delaware County Sheriff's Office arrested 3 people after a 3-month investigation into fraud, forgery and identity theft. In August, Deputies received a complaint in regard to stolen funds from multiple accounts, multiple unknown charges and new accounts being opened without consent. Deputies, Sidney Police & State Police and the Delaware County District Attorney's Office arrested 44 year old Lori Brooks of Sidney, 27 year old Joshua Hunt of Unadilla & 37 year old Matthew Walsh of Sidney on a variety of charges including Grand Larceny, Conspiracy, Criminal Possession of a Forged Instrument & criminal possession of stolen property, Brooks was issued an appearance ticket and turned over to State Police for an outstanding warrant & was then turned over to the Otsego County Correctional Facility for arraignment. Hunt was being held at the Otsego County Jail on an unrelated charge, he was processed & was brought back to the Otsego County Jail, Walsh was turned over to the Delaware County Correctional Facility for Arraignment, he will appear at the Village of Sidney Court at a later date, the investigation is ongoing and additional arrests are possible.
A Delaware County Correction Officer discovered an incarcerated individual unresponsive in a cell Tuesday, personnel began conducting lifesaving measures, and emergency medical services were called. Following extensive efforts, lifesaving measures were unsuccessful, and the incarcerated individual was pronounced dead at the Delaware County Corrections Facility by a Delaware County Medical Examiner. The case was referred to the Office of the New York State Attorney General and the New York State Commission of Correction for external review.
Bassett Healthcare Network's FoxCare Center is hosting a blood drive with the American Red Cross today from 12 pm. to 5 pm. at the Conference Room 1 at FoxCare Center in Oneonta. The Sidney Elks Lodge will be hosting a Veterans Resource Fair Wednesday from 10:30 AM to 1:30 PM at the lodge on River Street. There will be a free lunch, free haircuts & a variety of services available to area Veterans such as Blood Pressure screenings, and representatives from Medicare, The VA of Albany, The Tri-County Veterans Services as well as financial experts. State Police will step up efforts to combat speeding and impaired driving during Columbus Day Weekend. The Speed and Impaired Driving Enforcement Initiative aims to reduce the number of incidents caused by dangerous driving behaviors like Speeding, driving impaired by alcohol and/or drugs, which accounts from about 1/3 of all fatal crashes. State Police remind motorists to Obey the speed limit, designate a sober driver, or plan for a ride share to get home safely, always wear seat-belts and do not drive distracted.
The Tri Town Theatre will be presenting Beauty & The Beast October 18th, 19th & 20th at the Sidney High School Stage, cast members George Wells & Sarah Norris visited WCDO to talk about their roles in this production:

Oneonta City Officials announced that starting today, Norfolk Southern Railroad crews will be rehabilitating the railroad interface at the Delaware Avenue railroad crossing. Norfolk Southern will be implementing a road detour for Delaware Avenue while work is taking place. Chenango County Sheriff's Office arrested 43 year old Thomas Toomer of Oxford for multiple counts of Criminal Possession of a Weapon, 1 count of Aggravated Criminal Possession of a Weapon, 1 count of Criminal Contempt. Members of the Chenango County Sheriff’s Office responded to Toomer’s residence to serve an eviction notice, Toomer and an additional occupant of the residence were removed, the other occupant had an order of protection against Toomer. Toomer was then taken into custody without incident. Several firearms, ammunition, and high-capacity magazines were located in the residence. Toomer had 3 previous Felony convictions & was not allowed to have firearms, he was arraigned & was remanded to the Chenango County Correctional Facility without bail pending additional court action in Chenango County Court.
WCDO Sports Director Nate Lull has a fall golf tournament coming up this weekend at the Colonial Ridge Golf Course in Morris to support The Nate Lull Scholarship, Lull said he wasn’t planning on another Tournament, but the chance to add to the scholarship fund made was a no brainer:

On September 18th, 2024 the Sidney Police Department began an investigation into a social media post that made a threat to several specific students of the Sidney School District. The same threat was also directed to several specific students of the Walton School District. Sidney Police Department has charged a 14 year old female with one count of Making a terroristic threat and four counts of Aggravated harassment, Due to the subject's age she was issued a juvenile appearance ticket to appear at the Delaware County Probation Department and released.
State Police is warning the public of a nationwide automated sextortion scam in which scammers use people’s email address to coerce payments using intimidation. Scammers obtain emails and other personal information purchased illegally on the dark web to contact victims, & claim to possess images of the victim viewing pornographic material and threatens to disclose this content to everyone in their contact list unless they pay in Bitcoin, however, the scammer does not have access to the victim’s device or personal information. If you receive one of these emails, do not engage or share any personal information, Victims should block the sender, delete the email, and report it through the FBI Internet Crime Complaint Center at ic3.gov or call the FBI at 1‐800‐CALL‐FBI. State Police or local law enforcement agencies can also assist with criminal investigations.

State Police issued a total of 10,240 tickets statewide during the Labor Day weekend enforcement campaign, which ran from Friday, August 30th to Labor Day, September 2nd. State Police utilized sobriety checkpoints, additional DWI patrols, and ticketed impaired and distracted drivers, they arrested 232 people for DWI. In Troop C, they had 12 DWI arrests, & they issued 405 tickets for speeding out of a total of 832 tickets.
37 year old Justin Button of Kirkwood, was sentenced in Broome County Court today to 4 years in State Prison, followed by 3 years of post-release supervision for Criminal Possession of a Weapon. On March 9, 2023, Button was discovered to have a loaded and operable .25 caliber handgun while in the City of Binghamton, during a traffic stop by a Community Response Team.
State Police in Troop “C” will be hosting 2 child car seat checks this weekend. Troopers will be participating in the "Touch A Truck" events Saturday from 10:00 AM to 2:00 PM at the Broome County Fairgrounds in Whitney Point, & on Sunday in Broome County from 10:00am – 1:00pm at the ‘Paws for a Cause’ dog walk at Otsiningo Park. 25 year old Sean Gillespie of Bovina was sentenced to 3 years in prison to be followed by 1 year of post release supervision in Delaware County Court Monday. Gillespie appeared in Delaware County Court for sentencing on his conviction of Criminal Possession of a Controlled Substance, with Intent to Sell, he admitted to possessing fentanyl, with the intention of selling it, in the Village of Delhi on March 13th, he also forfeited the money he received from the sale of the illegal substance, Gillespie was remanded to the Delaware County Correctional Facility pending final sentencing.
The Village of Bainbridge was recently awarded the Community Development Block Grant for $500,000, by the New York State Office of Community Renewal, to help area property owners get needed funding for repairs & renovations, Mayor Phil Wade Explains:

The Sidney Village Board met last night, & there were questions regarding an additional charge added to the water bill starting September 1st. Sidney Village Mayor Ray Baker told WCDO News that the village had to find a new water source after years of manganese in the old supply, and was ordered by the DEC to correct the problem, there was state money & loans available to help pay for it, which led to the rate increase:

Delaware County Sheriff's Office arrested 54 year old Stephen Kiss of Davenport for Criminal Contempt and Harassment following an Order of Protection Violation incident, in the Town of Davenport. On August 14th, Deputies responded to the Charlotte Creek Mobile Home Park, Deputies found that the victim had been harassed by Kiss while an order of protection was in place, On August 19th, Deputies arrested Kiss, he was held at the Delaware County Correctional Facility to await centralized arraignment.
The State Department of Labor today released local area unemployment rates for July, the State's seasonally adjusted unemployment rate increased from 4.2% to 4.3% in July, Locally, Chenango County had 3.7% Unemployment, Delaware County had 4.5% & Otsego County 4.3% in July.

There are a variety of messages these scammers will send to get you to click on a link & that will lead to the hackers retrieving information, such as account usernames and passwords, Social Security number, date of birth, credit and debit card numbers, PIN Number or other sensitive information, to report a suspected suspicious text, send all of the pertinent information by email to spam@uspis.gov.

Former Congressman George Santos pleaded guilty to wire fraud and aggravated identity theft, he could face 7 years in prison under the terms of a plea agreement with federal prosecutors. Santos is scheduled to be sentenced on February 7th.
Delaware County Sheriff's Office arrested 75 year old Wayne Sparling of Walton for Aggravated Harassment. On July 23rd, Deputies received a complaint of a dispute between neighbors, they requested an Arrest Warrant from the Town of Walton Court. On August 7th, Deputies received an Arrest Warrant and arrested Sparling, he was turned over to the Delaware County Correctional Facility for Centralized Arraignment Processing.
Governor Kathy Hochul signed legislation that allows New York’s small craft manufacturers of spirits & cider, to ship directly to consumers. The new law takes effect in 90 days, allowing consumers to purchase New York’s craft spirits & cider and have it shipped to their home.
Chenango County Health Department will hold a rabies clinic for Dogs, Cats & Ferrets today at Baille Lumber in Smyrna from 5:30 to 7:00 PM. Pre-Registration is required by calling 607-337-1673, a $5 donation is suggested. On Tuesday morning, a State Trooper in Bainbridge attempted to initiate a traffic stop but the operator failed to comply, a short time later, the Trooper observed the vehicle had struck a pole, a tree, damaged a yard and the vehicle had caught on fire & the driver fled the scene, Troopers located 39 year old Peter Puglisi of Unadilla, in the afternoon at an address on County Road 38 in the town of Bainbridge. Puglisi was arrested and issued appearance tickets for Criminal Mischief and Unlawfully Fleeing a Police Office in a Motor Vehicle, he is scheduled to appear in Bainbridge Town Court on July 15th.
Troopers were dispatched to the report of children locked inside a hot vehicle and screaming at the Oneonta Walmart parking lot on a 99 degree day. The children were exhibiting signs of distress from the heat, Good Samaritans gave the children water, they were removed from the car and were taken to Fox Hospital & 39 year old Kurtis Carpel of Mount Upton, NY was charged with 2 counts of Reckless Endangerment and 3 counts of Aggravated Driving While Impaired with Child as Passenger after an investigation revealed that he was impaired. Carpel was taken to Otsego County Jail for Centralized Processing and Arraignment.
The State Department of Transportation is advising motorists to expect traffic crossovers and lane reductions between exits 18 and 19 on Interstate 88 in the towns of Maryland and Worcester, for pavement rehabilitation work, starting today through October 31st. Eastbound motorists will be crossed over to the westbound side and traffic will be reduced one lane in each direction separated by a concrete barrier.

On Tuesday morning, a State Trooper in Bainbridge attempted to initiate a traffic stop but the operator failed to comply, a short time later, the Trooper observed the vehicle had struck a pole, a tree, damaged a yard and the vehicle had caught on fire & the driver fled the scene, Troopers located 39 year old Peter Puglisi of Unadilla, in the afternoon at an address on County Road 38 in the town of Bainbridge. Puglisi was arrested and issued appearance tickets for Criminal Mischief and Unlawfully Fleeing a Police Office in a Motor Vehicle, he is scheduled to appear in Bainbridge Town Court on July 15th.
Troopers were dispatched to the report of children locked inside a hot vehicle and screaming at the Oneonta Walmart parking lot on a 99 degree day. The children were exhibiting signs of distress from the heat, Good Samaritans gave the children water, they were removed from the car and were taken to Fox Hospital & 39 year old Kurtis Carpel of Mount Upton, NY was charged with 2 counts of Reckless Endangerment and 3 counts of Aggravated Driving While Impaired with Child as Passenger after an investigation revealed that he was impaired. Carpel was taken to Otsego County Jail for Centralized Processing and Arraignment.
The State Department of Transportation is advising motorists to expect traffic crossovers and lane reductions between exits 18 and 19 on Interstate 88 in the towns of Maryland and Worcester, for pavement rehabilitation work, starting today through October 31st. Eastbound motorists will be crossed over to the westbound side and traffic will be reduced one lane in each direction separated by a concrete barrier.

State Police were dispatched last Wednesday to an accident involving a UTV in the town of Smithville. An investigation revealed that a UTV was on Waldon Road in the town of Smithville when the operator; 52 year old William Williams of Greene lost control, left the roadway, struck a tree and the UTV came to rest on its side. Williams did not survive, the unidentified 24-year-old passenger was transported to Wilson Medical Center for non-life-threatening injuries. The investigation is on-going.
Chenango County Sheriff's Office arrested 21 year old Nicholas Harrington on 4 active warrants and an additional open case. On May 29, Harrington was arrested by the Chenango County Sheriff’s Detectives Division, there were warrants for Forgery, for being the operator of a vehicle in an accident, for Criminal Possession of Stolen Property & Grand Larceny, and for a stolen vehicle, he was taken into custody in the Town of Pitcher, he was arraigned & was released on his own recognizance pending future court action.
The Chenango County Health Department announced that raccoon located on County Route 10 in the Hamlet of Preston was tested on May 30, 2024, by the NYS Wadsworth Laboratory and was found to have rabies. Delaware County Sheriff’s Office arrested 62 year old Michael Kirby of Delhi, after a warrant was issued for his arrest by the Town of Walton Court, and the Town of Deposit Court. Deputies responded to reports of Domestic Disputes 3 times in May where Kirby violated an order of protection & had subjected the victim to physical contact. Kirby was charged with Aggravated Harassment, Criminal Contempt, Reckless endangerment & on the arrest warrants, he was remanded to the Delaware County Correctional Facility on $10,000 cash bail or $50,000 secured bond.
A nurse who recently began working at the Broome County Correctional Facility has been charged after an investigation found she had stolen 8 pain pills earlier this week. 31 year old Meghan Manning of Troy, PA reported to her superiors that 8 pills with Codeine had gone missing from the Correctional Facility Pharmacy Room. Manning was charged with Falsifying business Records, Criminal Possession of a Controlled Substance & Petty Larceny, Manning was processed and given an appearance ticket to appear at the Town of Dickinson court, her employment with PrimeCare Medical has been terminated.

Barnett is a 30 year old white male with long brown hair, hazel eyes, he is 5'11" and 170 pounds and he walks with a cane, he suffers from schizophrenia & is in need of medication, anyone with information should call the Otsego County Sheriff's office of 1-800-346-3543.
US Marshalls in Florida arrested 33 year old Casey Lyons of Binghamton, On Friday, in Volusia County, Florida. Lyons was the Broome County Sheriff’s #6 Most Wanted fugitive and had been sought by deputies since September 2023 for Failure to Register Under the Sex Offender Registration Act, Lyons had been convicted of the charge 2 previous times and has now been charged a 3rd time. The Broome County Sheriff’s Warrants Division successfully developed information on Lyons’ location and coordinated with the Volusia County Marshals Regional Fugitive Task Force ahead of the arrest.

The Oxford Fire Department was assisted by the Norwich, Coventry, Guilford and Greene Fire Departments.
