The Bainbridge Development Corporation is helping to develop a new master plan for the town of Bainbridge, Corporation President Dave DeClue explains:

DeClue said that the last master plan developed by the town of Bainbridge was done with the assistance of SUNY Oneonta in 2002 & 2003.
The city of Oneonta announced their first meetings for 2017. City hall will be closed on Monday January 2nd, it will open on Tuesday for the Common council meeting at 7:00 PM, on the agenda for that meeting, the council has designated many items as surplus & up for sale, and the complete list is available at publicsurplus.com. The Oneonta Board of public Service will hold their first meeting on January 5th at 4:00 PM.
Congressman Chris Gibson will leave Congress after 3 terms in Washington, representing the 19th district. Gibson accepted a job offer from Williams College, in Massachusetts. He will begin in February as a visiting lecturer on leadership, & he will continue to live in Kinderhook New York. Gibson may also write another book, and pursue other possible academic positions; Republican John Faso will replace him in the 19th Congressional District.
Congressman Richard Hanna of the 22nd district in New York State will leave Congress after serving 3 terms in the House of Representatives. Hanna has decided to retire at the age of 64 from Public service, he also owned a successful construction company in Barneveld prior to running for Congress, he said that he wishes to spend more time with his family, which includes 2 elementary school aged children. Hanna will be replaced by Claudia Tenney.

State Police will also be out in full force across the state for New Year’s Eve & New Year’s Day this year. Troopers will be looking for speeders, aggressive drivers, drivers using hand held devices, and drunk or impaired drivers.
Governor Cuomo announced that between December 21st to 23, Members of the administration participated in volunteer events held at 18 organizations statewide to distribute 4,065 toys, coats and school supplies to communities in need. Donations, provided by businesses and individuals, were brought to drop-off locations across the state and collected by organizations at holiday gatherings ahead of the distribution events.
State Commissioner of Health Dr. Howard Zucker reminded all New Yorkers to test their homes for radon, an invisible, odorless and tasteless gas that can ultimately be fatal. Radon is the second leading cause of lung cancer in the U.S.; Test kits are available through the State Department of Health's for $11 at www.health.ny.gov. Tests of residential basements in New York State found elevated radon levels in about 37% of the homes.
State Senator Jim Seward will be sworn into office for his 16th senate term on Sunday at 2:00 PM; at the Foothills Performing Arts Center. Oneonta Mayor Gary Herzig will serve as master of ceremonies. Supreme Court Justice Michael Coccoma will administer the oath of office.

State Police responded to a 2 vehicle fatal collision on I-88 Wednesday night in the Town of Colesville. 23 year old David Murrer of Harpursville struck another motor vehicle, driven by 64 year old Synthia Baciuska & occupied by her husband 67 year old Lynn Baciuska both of Afton. The Baciuska vehicle left the roadway and overturned, Mr. Baciuska was ejected & was declared dead at the scene, Mrs. Baciuska was transported to Wilson Hospital for non-life threatening injuries. Murrer suffered minor injuries and refused treatment at the scene, he was charged with Vehicular Manslaughter and DWI & was arraigned in Town of Colesville Court & he was remanded to the Broome County Correctional Facility on $2,500 cash or $5,000 bond. Anyone who may have information regarding this accident or witnessed this incident is requested to contact State Police at 775-1241. The investigation is continuing.
State Police in Binghamton are looking for information that may lead to the whereabouts of a Binghamton man who fled from troopers in a reported stolen vehicle. On Tuesday, December 27th, state troopers pulled over 28 year old Ryan Markoff of Binghamton, in the town of Kirkwood, after he was observed driving a vehicle that was reported stolen. Markoff drove off as troopers were interviewing him and headed north into the city of Binghamton. State Police pursued Markoff through the city, and terminated the pursuit shortly after he entered Pennsylvania. Markoff was last seen driving a blue 2011 Kia Sorento, New York registration FPX 4416. He may have possibly traveled to Montrose, Pennsylvania and is known to frequent the Windsor and Hancock areas. Anyone with information is asked to contact the New York State Police in Binghamton at (607) 775-1241.
Governor Cuomo announced that new health insurance reforms aimed at combatting New York State's heroin and opioid crisis will go into effect January 1st. These reforms were part of the legislative package that the Governor signed this year, health insurance plans will be required to cover treatment services provided to New Yorkers suffering from opioid addiction, increase access to treatment, expand community prevention strategies, and limit the over-prescription of opioids in New York.
Broome County District Attorney Steve Cornwell announced on Thursday that there have been 76 confirmed overdose deaths in Broome County this year. Of the 76 deaths, The average age was 37, 63% were male; 37% were female, 90% of the deaths were attributed to heroin or opioids; 10% to other drugs.
Governor Cuomo today announced the launch of a new public awareness campaign reminding New Yorkers that the first increase to the minimum wage will go into effect on December 31st. Governor Cuomo signed legislation this year making New York the first state in the nation to enact a $15 minimum wage to be phased in over several years. Minimum wage workers who do not receive their raise should call 1-888-4-NYSDOL to report their employers. Locally, the minumum wage will be increased to $9.70 an hour. 32-year-old Jacob Fowlston of Norwich was arrested by Norwich Police Wednesday afternoon and charged with a hate crime, following an alleged assault on December 24th on Fair Street in Norwich. Fowlston is accused of making racial slurs at the victim before striking him. Fowlston was arraigned & faces a felony hearing on Tuesday in Norwich City Court.
State Health Commissioner Dr. Howard Zucker today declared influenza prevalent in New York State. With this declaration, health care workers who are not vaccinated against influenza must now wear surgical or procedure masks in areas where patients are typically present. Flu activity in the State is now considered to be widespread, with laboratory-confirmed cases in 39 counties and all boroughs of New York City. So far, 658 flu-related hospitalizations have been reported, and there have been no reports of pediatric deaths from flu.
State Lawmakers will once again have to deal with an education budget next year that could make things difficult on the smallest upstate district, according to Assemblyman Pete Lopez:

Lopez said that state mandates on small school district sometimes drive the cost of education up to $30,000 per student per year.

The Sidney Civic Center was officially sold to 2+4 Management earlier this month; they plan to turn the 2nd & 3rd floors into Senior Apartments. Sidney Village mayor Andy Matviak comments:

Matviak said that village offices would remain where they are on the 1st floor. Matviak said that plans are also moving forward on Main Street, in the River street area, and also for new housing on Upper West Main Street.
Delaware County Sheriff's department Investigators arrested 28-year-old Jeffrey Roberts, of Sayre, Pennsylvania as a Fugitive From Justice.. Roberts is charged with Retail Theft of Property, as well as several misdemeanor traffic offenses. Roberts was incarcerated at Delaware county Jail on an unrelated charge at the time of his arrest, and he will be arraigned as a Fugitive From Justice in the Town of Delhi Court at a later time.
The American Red Cross urges eligible donors to make an appointment to give blood to help meet the constant need for blood this winter. A blood drive is being held in Sidney today, from 1:00 to 6:00 PM, at the Sidney Elks Lodge at 104 River Street, another blood drive is being held in West Oneonta from 1:00 to 6:00 PM at the West Oneonta Fire Department, at 2865 County Highway 8. State Police are investigating the report of a missing person, 36-year-old Jaime Nieves of Binghamton. Nieves was last seen in the area of Park Avenue in the City of Binghamton on December 3rd, he has not had any known contact with friends or family. Anyone with any information is asked to contact the State Police at 775-1250.
The Oneonta City Clerk's office announced that City Hall will be closed on Monday december 26th, meetings will continue on Tuesday at 5:00 PM with the Finance/ Human Resources committee meeting., in the Common Council Chambers.
The Chenango SPCA & The Guernsey Library in Norwich have teamed up for a program where donations of dog or cat food, of cat litter, will be used to eliminate overdue book fees at the library. More information is available at 334-4034.
The Delaware County Sheriff’s Office launched a Random Acts of Kindness Holiday Initiative this year, which involved Deputies engaging in random acts of kindness while on duty. Discretionary situations such as a broken tail light or other minor infraction would result in a presentation of a gift certificate instead of a ticket, all sponsored by the Deputies and local supporters. Deputies were on the lookout for citizens engaged in positive activity and would recognize them as well. The Delaware County Deputy Sheriff’s Police Benevolent Association donated a sum of money to purchase gift cards and gift certificates from Delaware County businesses as well as also soliciting donations from Delaware County citizens, organizations and businesses; over $1,200 was received. Also, with the assistance of the Delaware County Office for the Aging, 12 elderly Delaware County residents were selected to be the recipients of Christmas gifts funded and purchased solely through a donation by the PBA.
U.S. State Senator Charles Schumer completed his 18th year of visiting all 62 counties in New york State at least once a year. Schumer intends to keep that [promise again next year, even though he faces increased demadns in Washington as the Senate Minorty leader.

Governor Cuomo today announced that temporary lane closures associated with road and bridge construction projects on New York State highways will not be permitted from 6 a.m. on Friday, December 23, to 6 a.m. on Tuesday, December 27, and again from 6 a.m. on Friday, December 30, to 6 a.m. on Tuesday, January 3 in order to accommodate motorists during the busy year-end holiday travel weekends. Some work may continue behind permanent concrete barriers or for emergency repairs.
State Police are currently investigating a fatal accident that had occurred at about 3:52 a.m., this morning on Interstate Route 81 northbound, between the Marathon and McGraw exits. This accident involves a tractor-trailer and a car. The driving lane is currently closed due to the investigation but traffic can continue in the passing lane.
A free Christmas Dinner is being offered in Sidney again this year, by area resident Gene Schmidt:

Gumaer was arrested following the report of an attack on a 12-year-old Girl in August 2016 in Endicott. Gumaer will be sentenced on February 17th, 2017.
38-year-old Justin Barkley told a judge in Tompkins County Court that believed that he was shooting President Elect Donald Trump, at the Ithaca Wal-Mart parking lot on December 8th, and not UPS Driver William Schumacher. The judge has ordered Barkley to undergo a mental evaluation, to determine if Barkley is competent to stand trial. Barkley was taken into police custody after fleeing the scene, shooting at Police & engaging law enforcement in a standoff.
The recent "Selfies With Elfies" for Sarah fundraiser, raised over $750 dollars with events in Bainbridge & Afton. The money raised assisted Sarah Richardson has stage 4 Liver Cancer, & is the mother of a 3-year-old boy, Organizer Heather Bucalos is also a cancer survivor and she told WCDO News that she will continue to plan local fundraisers for those battling cancer & facing rising medical costs.

Delaware County Sheriff’s Office arrested 32-year-old Matthew Rose of Unadilla on a sealed indictment warrant issued by the Delaware County Court, at the time of his arrest, ROSE was in possession of a small amount of marijuana, ROSE was charged with Unlawful Possession of Marijuana, plus 2 counts of Criminal Sale of a Controlled Narcotic, for allegedly selling prescription medications twice in the Village of Sidney. Rose was arraigned and was remanded to the Delaware County Jail on $40,000 cash bail or $80,000 secured bond.

State Police arrested 62-year-old Charlotte Hart of Bainbridge for Criminal Mischief, Disorderly Conduct & Harassment, after troopers responded to a report of an ongoing argument at the Xtra Mart in the Town of Bainbridge. Hart allegedly entered the store and was upset with a neighbor, who was working inside, and struck the woman in the face and smacked a cell phone from the woman’s hand. Hart was arraigned in the Town of Bainbridge Court and was released without bail being required. An order of protection was issued, she faces court action in the Town of Bainbridge on January 24th.
Governor Cuomo today announced that New York State's Cigarette Strike Force seized 53,307 cartons of contraband cigarettes and 261,220 untaxed cigars in 2016. The combined street value of these items is approximately $5.6 million and the seizures represent a 117% increase in illegal tobacco confiscations. Locally, The Southern Tier had only 4 cartons of illegal cigarettes confiscated, but had over 42,000 illegal cigars confiscated, which was the second highest total in the state behind New York City.

State police arrested 19 year old Christopher Tuckett of Floral Park, Long Island on 2 counts of Criminal Possession of a Controlled Substance, Reckless Driving and other traffic violations, after a trooper observed a vehicle speeding at 106 miles per hour, in a 65 miles an hour zone on I-88 in the Town of Otego Sunday. Tuckett was found to be illegally possessing prescription pills, he was issued tickets returnable to the Town of Otego Court on Thursday.
SUNY Delhi University Police reported that 21 year old Steven Sutliff was found in good health Friday afternoon by Oneonta City Police at the Huntington Library. Sutliff was reported missing on Tuesday after he left Delhi on December 10th for Oneonta and told roommates he would return Monday December 12th.
The Word of Life church pastor Tiffanie Irwin of New Hartford was sentenced to 12 years in prison. in connection with the beating of 2 boys during a church “counseling session” last year. 9 defendants who belonged to the Word of Life Church parish in Oneida County were charged for the beatings that killed 19-year-old Lucas Leonard and severely injured 17-year-old Christopher Leonard.

It appears less likely that a Special Session of the Legislature will be called before the end of the year, as Governor Cuomo & Senate leaders have differing agendas as the year closes. Governor Cuomo said that he wants to appropriate up to one billion more dollars to help the homeless, and expand of the state’s hate crimes law, lawmakers wants a pay raise for the first time in 17 years, & neither side is budging. Lawmakers will wind up back in Albany for a brand new session in January.
Attorney General Schneiderman urged all New Yorkers to take immediate steps to protect their personal information online, in the wake of Yahoo's recent disclosure that a third party had breached its servers and accessed the personal data of over 1 billion users. The data compromised includes email addresses, telephone numbers, dates of birth, hashed passwords (using MD5) and, in some cases, encrypted or unencrypted security questions and answers. The investigation indicates that the stolen information did not include passwords in clear text, payment card data, or bank account information. The Attorney General urges anyone with a Yahoo account to change their passwords and security questions -- not only with Yahoo accounts, but for any other accounts which you use the same or similar information.
State Comptroller Tom DiNapoli reminded New Yorkers that contributions to a New York State 529 College Savings Program account are tax deductible. Contributions made by December 31st can provide up to $10,000 in state tax deductions on 2016 income tax filings. Williams was charged Saturday with criminal possession of a weapon, plus menacing, reckless endangerment, obstructing governmental administration, false personation & trespassing, Police accused Williams of using a chain as a weapon, and giving police a false identity. He was held at the Oneonta Police Department pending arraignment in the Oneonta City Court.

Aizaz Siddiqui of Binghamton was released on $50,000 Bail today from the Broome County Jail. Siddiqui was accused in connection with the hit & run death of Stefani Lineva along State Route 434 on Binghamton Southside on December 3rd.
State Comptroller Tom DiNapoli proposed changes to the state’s procurement practices in the wake of criminal charges and allegations of corruption in the awarding of state economic development project contracts. By state law, the Comptroller’s office is responsible for reviewing and approving state agency contracts above $50,000 and certain contracts over $1 million for state public authorities, In recent years, executive and legislative actions have eroded the Comptroller’s contract oversight. In 2015, state agencies issued over $6.8 billion in contracts without Comptroller review. DiNapoli suggested restoring previous powers to his office that have been steadily removed in the last 5 years, Create tougher ethics requirements and penalties for those who abuse the procurement process, & Increase transpoarency over the entire process.
Governor Cuomo's office and state lawmakers are discussing a plan to authorize Uber, Lyft & other ride-sharing services statewide as part of current negotiations, which may lead to a special session of the legislature being called back to Albany befroe the end of the year. State lawmakers have been lobbying for a pay raise for teh first time in 17 years, while the Governor has been lobbying for more stringent ethics reforms to be passed. Uber & Lyft have been allowed to operate in New York City under the same rules & taxis & limosines, they would not have to operate under those rules in other locations around the state.

State Comptroller Tom DiNapoli proposed changes to the state’s procurement practices in the wake of criminal charges and allegations of corruption in the awarding of state economic development project contracts. By state law, the Comptroller’s office is responsible for reviewing and approving state agency contracts above $50,000 and certain contracts over $1 million for state public authorities, In recent years, executive and legislative actions have eroded the Comptroller’s contract oversight. In 2015, state agencies issued over $6.8 billion in contracts without Comptroller review. DiNapoli suggested restoring previous powers to his office that have been steadily removed in the last 5 years, Create tougher ethics requirements and penalties for those who abuse the procurement process, & Increase transpoarency over the entire process.
Governor Cuomo's office and state lawmakers are discussing a plan to authorize Uber, Lyft & other ride-sharing services statewide as part of current negotiations, which may lead to a special session of the legislature being called back to Albany befroe the end of the year. State lawmakers have been lobbying for a pay raise for teh first time in 17 years, while the Governor has been lobbying for more stringent ethics reforms to be passed. Uber & Lyft have been allowed to operate in New York City under the same rules & taxis & limosines, they would not have to operate under those rules in other locations around the state.
The next meeting of the Oneonta Downtown Revitalization Initiative local planning committee is tonight at 7:00 PM at the Foothills Performing Arts Center. 2 more committee meeting are scheduled for December 20th & January 3rd, both at the Foothills Performing Arts center.
Governor Cuomo announced $2.8 million in NYSUNY 2020 awards for Binghamton University, to support the development of a renewable energy research and development facility, to focus on battery life maximization. The facility will collaborate with several other SUNY campuses, provide student research opportunities and promote workforce training in energy conservation.

State Police arrested 3 men for Criminal Possession of a Controlled Substance, after a traffic stop on I-81 in the Kirkwood; they are accused of possessing over 3 pounds of crystal methamphetamine with an estimated street value of $250,000. Charged were 34-year-old David Babenzien of Port Crane, 28-year-old John Finnerty of Windsor, & 26-year-old Anthony Kosick of Binghamton. All 3 were arraigned & were remanded to the Broome County Jail without bail.

Rumble Ponies officials will bring the 4 new team uniforms to the Maine-Endwell Middle School auditorium; they will be sported by members of the Maine-Endwell Little League team in a special presentation.
At Last Weeks' Regional economic Development Council awards Ceremony, Governor Cuomo reversed course & state that he may now be in favor of allowing ride sharing services Like Uber & Lyft into the upstate small cities. The reversal follows the report that Buffalo is the only site for an NFL Football team, without the ability for fans to get to the game using Uber or Lyft, and that 40,000 New Yorkers recently tried to use the Uber app on their smart phone, only to find out that the service was still not available. The topic may come up in a special session that may be called for the Legislature before the end of the year.
