State Comptroller Tom DiNapoli has completed a study of the $277 billion Enacted Budget for the current State Fiscal Year, which has an increase of 7% from the previous State Budget. DiNapoli's report stated the largest increases in spending have been in Medicaid and School Aid, other potential issues are the the retrenchment of federal support; persistent inflation and increasing local government fiscal needs, also the state took action to preserve healthcare coverage for over a million New Yorkers, but that still resulted in 450,000 New Yorkers losing eligibility. The state has significantly increased its reserve levels at approximately $15 billion.

The State DEC and State Department of Health are issuing an Air Quality Health Advisory for fine particulate for today, for the region due to the impact of smoke from wildfires in Canada. In addition, there is the potential for visible smoke and hazy skies across the state and New Yorkers may see temporary spikes in smoke-related pollution. State Police arrested 3 people following a traffic stop in Broome County. Troopers were patrolling Johnson City & observed a vehicle commit Traffic Law violations. Troopers conducted a traffic stop on Prospect Street in the town of Dickinson. The operator was identified as 51 year old Gregory Jackson of Brooklyn. The passengers were 60 year old Sircurtis King of Binghamton & 38 year old Jhenna Wood of Binghamton. Troopers with the assistance of a State Police K9, located cocaine, fentanyl, a digital scale, packaging materials and a large amount of cash. Jackson, King and Wood were each charged with 4 counts of Criminal Possession of a Controlled Substance, 2 counts of Criminally Using Drug Paraphernalia and all 3 were processed and were transported to the Broome County Jail for Centralized Arraignment.

State Police arrested 49 year old James Crosby of Binghamton following an investigation into an alleged threatening social media comment directed at New York State Senator Lea Webb. Crosby was charged with Making a Terroristic Threat as a Hate Crime, The investigation determined that Crosby posted a threatening comment on Facebook in response to a WBNG news story featuring Senator Webb at a Juneteenth event. Crosby was transported to the Broome County Jail for centralized arraignment. State Police also determined that Crosby was in possession of firearms despite being prohibited from possessing firearms due to a prior felony conviction, Police Investigators recovered a rifle, a large capacity ammunition feeding device, and a firearm suppressor, all of which are prohibited under New York State law. Crosby was additionally charged with four counts of Criminal Possession of a Weapon in the 3rd Degree, class “D” felonies.

The United States Attorney's Office announced that 20 year old Jerry Butler of Walton pleaded guilty in US District Court to receiving child pornography. Butler admitted that in January and February 2025, he used a social media messaging application to receive child sexual abuse material from an out-of-state minor victim. Butler exchanged approximately 20,000 messages with the victim in which Butler persuaded the victim to create and send him sexually explicit depictions of herself, or he would publicly embarrass her if she did not comply with his demands. Butler faces a term of imprisonment of at least 5 years and up to 20 years in prison when sentenced in October, he also faces a fine of up to $250,000 and a term of supervised release of at least 5 years and up to life. Butler will also be required to register as a sex offender upon his release from prison.

The Delaware County District Attorney's Office announced that 20 year old Cristian Navarro Guerrero of Staten Island pleaded guilty In Delhi Town Court to 1 count of Criminal Mischief for an incident On April 15, where SUNY Delhi University Police received a report of a broken window at the first-floor entrance to Catskill Hall. After viewing security camera footage, Navarro Guerrero was identified and arrested without incident, he was placed on 1 year of interim probation. Sentencing was adjourned for one year to see how the Navarro- Guerrero performs on probation.

Primary election results have been released, Democrats voted for incumbent Comptroller Tom DiNapoli in a landslide over 2 challengers, Locally Democrats in the 102nd Assembly District chose Janet Tweed over 2 other candidates. In the Republican Primaries locally,New York's 19th Congressional District, Peter Oberacker won the Republican primary, advancing to the November general election to face incumbent Josh Riley, in the 51st State Senate Republican Primary, Chris Tague was the winner, for Otsego County Sheriff, Incumbent Rich Devlin & Mike Stalter were in a virtual tie with some votes still to be counted, In Afton, Town Supervisor John Lawrence wins the Republican Primary.

47 year old Eric Rossman of Stamford appeared in the Town of Harpersfield Court Monday & pleaded guilty to 1 count of Criminal Possession of Stolen Property and 1 count of Conspiracy. In August of 2025, State Police received a report of stolen tools, at a residence located on Wood Road in Jefferson, it was determined that the stolen tools had previously been moved from a house in Harpersfield. Rossman admitted that he did not originally know that the tools were stolen, as he had put his initials on many of them, Once he was aware that they were stolen, he and one co-defendant moved to evade law enforcement. Rossman was sentenced to 1 year of incarceration to be followed by a one-year conditional discharge.

The National Weather Service announced that they have already confirmed 6 tornadoes this year, after last Thursday's 2 confirmations in Cortland & in Yates County. The first tornado of 2026 in New York State was confirmed as an EF-1 in Cattaraugus County on March 31st, the 5 additional Tornadoes were in Upstate or Western New York Counties so far. Since 1990, the average has been 16.5 per year, with a record 25 tornadoes occurring in 1992.

State Police arrested 24 year old Tyler Russell of Endwell, for 6 counts of Manslaughter and 1 count of Arson in connection with Monday's Fire at the Knight's Inn of Endwell, where 6 people died, 2 were hospitalized and over 70 were left homeless. Russell was processed and was turned over to the Broome County Jail for Centralized Arraignment. Additional information, including the identities of the victims, will be released at a later time.

Broome County 911 Center received multiple reports of a fire at the Knights Inn, at 2603 East Main Street in Endwell, at about 6:00 AM today, a total of 6 fatalities have been confirmed. Additional information, including the identities of the victims, will be released at a later time, 2 others were taken to Wilson Medical Center. over 70 residents have been displaced and are being assisted by the Red Cross. A temporary shelter has been set up at the Vestal United Methodist Church. Endwell Fire Department arrived to find heavy black smoke in the front of the building and flames showing from the rear of the building. The fire spread rapidly, and multiple Fire Departments, ambulance crews and police agencies arrived on scene to assist. The New York State Office of Fire, the Broome County Office of Emergency Services, Broome County Mobile Crisis Response Team is on scene, the cause of the fire is under investigation.

State Police are reminding the public to follow State laws regarding e-bikes, e-scooters, and off-road electric motorcycles. E-bikes & E-scooters, Must be operated by riders 16 years or older, Helmets are required for riders ages 16 and 17, No sidewalk operation is allowed unless locally permitted, Riders must follow all traffic laws and yield to pedestrians, E-scooters limited to roads 30 mph or less. E-dirt bikes & off-highway electric motorcycles are Classified as off-highway motorcycles under State law, they are Not legal on public roads, sidewalks, bike paths, or parks unless fully registered, insured, and street legal, Most recreational models do not meet these requirements, Use is limited to private property with permission Parents or guardians may be subject to a charge of endangering the welfare of a child for non compliance.

State Attorney General Letitia James today released guidance to help New Yorkers understand their health insurance options and avoid scams as major changes to New York's Essential Plan take effect. Beginning July 1, 2026, New Yorkers enrolled in the Essential Plan with household incomes over 200 percent of the federal poverty level will no longer be eligible for that coverage, which translates to approximately 450,000 New Yorkers who are set to lose Essential Plan coverage. New Yorkers who enrolled in health insurance through New York State of Health can get free help renewing or changing coverage from New York State of Health-certified enrollment assistors by visiting nystateofhealth.ny.gov or calling 1-855-355-5777. Anyone who believes they have been misled, scammed, or improperly enrolled in a health insurance plan is encouraged to contact OAG's Health Care Helpline for assistance.

State Police arrested 56 year old Joel Salinas of Bainbridge following a traffic stop on Chenango County Road 35 last Tuesday. Troopers observed a vehicle committing multiple violations, initiated a traffic stop, Troopers observed a sawed-off shot gun and other illegal weapons, Salinas was driving to sell the shotgun, the investigation resulted in the seizure of several other illegally possessed weapons. Salinas was charged with multiple counts of Criminal Possession of a Weapon, Criminal Sale of a Firearm, he was processed & transported to the Chenango County Jail for Centralized Arraignment.

The Town of Oneonta announced that they have received a $40,000 grant to plan improvements for the West End corridor. Empire State Development awarded the funding to support the Town of Oneonta West End Development Plan, which calls for businesses and homes, more information is available at townofoneonta.org.

Governor Hochul announced that an agreement on the late State Budget has been reached with Legislative leaders totaling $268 Billion Dollars. Among the agreements highlighted, Universal Child Care, Reforms to Lower Auto Insurance Premiums, a $1 Billion Energy Rebate to New Yorkers, Reforms to increase housing construction and a Crack Down on 3D Printed Ghost Guns

State Comptroller Tom DiNapoli reported today that despite median household incomes increasing in every New York County from 2019-2024, they did not keep pace with the cost of living when adjusting for the 23.1% inflation during that time period. The analysis shows that the inflation adjusted median household income increased by $1,688, or 2%, from 2019 to 2024, in 23 of the state’s 62 counties, real median household income decreased. Locally, 3 of the 10 largest percentage decreases in real household incomes were found in the Southern Tier Counties.

74 year old Miles Marshall faces up 4 to 12 years in prison for stealing more than $50 million from hundreds of people in upstate New York as part of a massive Ponzi scheme. Marshall pleaded guilty last week, to grand larceny, securities fraud and scheme to defraud, Marshall prepared taxes and sold insurance in Hamilton, he is scheduled to be sentenced in Madison County Court on June 11.

State Police & local law enforcement are cracking down on license plate fraud, with the Operation Plate Check enforcement detail that started on Saturday. Over the last few years, law enforcement has noted an increase in the use of fictitious license plates and fraudulent temporary paper tags, During this year’s enforcement period, State Police will add extra patrols through Saturday.

State Comptroller Tom DiNapoli audited the Town of Davenport, The audit found that the board did not conduct, or provide for, an annual audit of the supervisor’s financial records and reports for fiscal year 2024, the supervisor also did not properly maintain financial information for liabilities and fund equity in the balance sheet reports, hindering the board’s ability to monitor the town’s financial operations throughout the year.

New York State agency overtime costs increased 22.7% in 2025 for a total of $1.6 billion, while the number of overtime hours increased by 5.9%, according to the annual report by State Comptroller Tom DiNapoli. The size of the state workforce grew for a third straight year in 2025 increasing by 2.7%, Overtime hours and earnings have continued to surge at the Department of Corrections and Community Supervision, The figures were influenced by the strike by some Corrections employees that took place between Feb. 17, and March 10, 2025.

The Unadilla Fire Department responded Thursday Afternoon at about 2:10 PM to a reported brush fire in the town of Unadilla. 1st arriving crews encountered a large brush fire making it's way up a hillside, NYSEG crews responded to turn off power lines, Firefighters were able to contain the fire and then attack any hot spots following the power shut off. An estimated 4.1 acres burned with all crews being back in service around 5:30 PM. No injuries were reported.

State Police arrested 44 year old Adam Smith of Nineveh following an investigation into a stolen Pick up. Smith was charged with Possession of a Forged Instrument, Grand Larceny, Criminal Tax Fraud, Falsifying Business Records along with other similar charges, On March 12, a Trooper was dispatched to a report of a Ford Super Cab stolen from Bainbridge. Troopers spoke to Smith, he claimed he was in possession of the truck, that he purchased the truck in January & returned on March 11 to retrieve it. Troopers learned the truck was registered to both Smith and to the victim, that Smith stole the truck, illegally obtained the title and forged the owners signature, which he submitted to the DMV, Smith was transported to the Delaware County Jail for Arraignment, He is scheduled to appear at the Guilford Town Court on April 28th for 2 charges & Sidney Village Court at a later date to answer to 4 felony charges.

New York had one of the steepest drops of any state in international tourism in 2025, due to the federal Tariffs, with a loss of 176,000 visitors, 2nd only to California, according to an analysis by State Comptroller Tom DiNapoli. The report showed that as fewer visitors means less spending, which led to a smaller number of jobs in hotels and restaurants. The impact was most acute for the North Country & western New York near the Canadian border, where travel from Canada fell by more than 21%.

The State Labor Department announced that the the number of private sector jobs in New York State increased over the month by .2%, to 8,483,600 in January 2026. The State budget negotiations will continue, as lawmakers & the Governor failed to get the budget passed by the April 1st deadline, Lawmakers passed a budget extension that funds the government and pays state workers through April 7th.

Delaware County Sheriff's Office arrested 30 year old Nicholas Kahl of Middle Island following an investigation of a larceny complaint. On March 22nd, Deputies were dispatched to a complaint in Hamden, it was discovered that Kahl allegedly stole a tractor from a property without the owner’s consent. Deputies arrested Kahl for Grand Larceny, he was transported to the Delaware County Correctional Facility to await Arraignment.

State Comptroller Tom DiNapoli announced that Wall Street’s securities industry bonus pool reached a record $49.2 billion in 2025, up 9% from the previous year, while the average bonus rose 6% to $246,900. The increases reflect a rise of more than 30% in Wall Street’s profits, which totaled $65.1 billion in 2025. Wall Street accounted for 19.4% of the state’s tax collections in the current State Fiscal Year.

State Police arrested 62 year old Frank Kovacs of Laurens, on a warrant for 8 counts of Rape, 3 counts of Criminal Sex Act, 3 counts of Sexual Abuse, Investigators received information pertaining to the rape and sexual assault of a child in Saratoga County from 2008 until 2011 in Clifton Park. Kovacs was arrested at his place of employment in Oneonta, and was transported to State Police in Clifton Park for processing. He was then arraigned at the Clifton Park Town Court where he was remanded to the Saratoga County Correctional Facility on $50,000 cash bail, a $250,000 bond, or a $500,000 partially secured bond. In June 2025, Kovacs was arrested by State Police for rape and sex abuse charges following a Otsego County grand jury indictment, this arrest is a continuation of that investigation. Kovacs is also mayor of the village of Laurens.

31 year old Mathew Hall of Columbia, South Carolina, was sentenced in Broome County to 10 years in state prison, followed by 10 years of post-release supervision, and will be required to register as a sex offender, and a no-contact order of protection was issued for the victim. Hall was found guilty of rape after a Jury Trial in December from a sexual assault that occurred in the City of Binghamton in October 2024, where Hall engaged in sexual contact with a person who was incapable of consent due to being physically helpless.

Another former corrections officer has pleaded guilty in the case connected to the beating death of Marcy Correctional Facility inmate Robert Brooks in December of 2024. Robert Kessler entered his plea in Oneida County Court, to a gang assault charge as part of a plea bargain deal in which he testified against his former colleagues David Kingsley, Nicholas Kieffer and Mathew Galliher. Kessler is scheduled to be sentenced to 4 years in State prison on May 14th.

State Comptroller Tom DiNapoli announced that 7 villages were designated in fiscal stress under his office's Fiscal Stress Monitoring System for their fiscal year ending in 2025. DiNapoli's office evaluates municipalities & school district each year for fiscal stress, no villages in the Tri-County Region were on the list this year. The report can be found at osc.ny.gov.

Delaware County DA Shawn Smith announced that the Appellate Division of the New York State Supreme Court affirmed the Delaware County County Court conviction of Joshua Condon that resulted in a 20 year prison term & 10 years old post release supervision. Condon appealed the sentence for Criminal Sexual Act for abusing an 8 year old child, but after losing the appeal, Condon's original sentence will stand.

37 year old Michael Brutvan of Binghamton, pleaded guilty to Murder in the Second Degree in Broome County Court and will serve a sentence of 17 Years to Life in a New York State Correctional Facility. On May 13, 2025, the Binghamton Police Department was dispatched to the Salvation Army located at 131 Washington Street for a report of a stabbing. Upon arrival, officers located a male inside the establishment suffering from stab wounds to the shoulder and neck. The victim was later pronounced deceased. Sentencing is scheduled for June 22, 2026, in Broome County Court.

State Police arrested 34 year old Trent Burgess of Churchville Sunday for Aggravated Driving While Intoxicated with a Child as Passenger Less Than 16, also known as Leandra’s Law. A Trooper observed a vehicle on State Route 17 initiated a traffic stop, Burgess failed a field sobriety test, he had an 11 year old child in the vehicle, Burgess was processed and was released on appearance tickets to the Sanford Town Court on May 5.

State Police arrested 54 year old Sherry Ashmore of Laurens for felony Grand Larceny, following a report from the Oneonta Walmart Sunday. Ashmore is accused of taking over $1,000 worth of merchandise out of the store without payment, Walmart employees attempted to stop Ashmore but she fled on foot. Troopers located Ashmore in Burger King and she was arrested, was processed and was released on an appearance ticket to the Oneonta Town Court on May 19, 2026.

A new report by State Comptroller Tom DiNapoli details how small businesses generate nearly $1 trillion in sales and revenues with more than 3.7 million employees at over 422,000 establishments in 2023,comprising 98.9% of all businesses in the state. New York ranked 4th among states in the number of small businesses and 3rd behind California and Florida for its share of small businesses, Over 80% of all New York businesses had fewer than 10 workers. Small businesses employed 3.7 million people, close to 45% of the state’s jobs, earning an average of $60,579 in annual pay in 2023.

State Police arrested 2 people and a third person was picked up on an arrest warrant following a traffic stop in the town of Oneonta Saturday. Troopers near Motel 88 in the city of Oneonta observed suspicious activity in the parking lot and initiated a traffic stop. The driver, 45 year old Ashley Darran of Unadilla, was charged with Operating a Motor Vehicle While Impaired by Drugs, a passenger, 40 year old Barbara Walley of Walton was found in possession of suspected illegal drugs and brass knuckles & was charged with Criminal Possession of a Controlled Substance and Criminal Possession of a Weapon, a man who had exited the vehicle was found to have an active warrant with the City of Norwich Police Department and was returned to the City of Norwich to answer to his charges. Darran and Walley were issued appearance tickets to the Oneonta Town Court on April 21, 2026.

State Police arrested 42 year old Michael Holbert of Bainbridge for Aggravated Driving While Intoxicated with a Child Passenger Less Than 16, also known as Leandra’s Law. A Trooper was dispatched to State Route 17/Interstate 86 for a report of a motor vehicle collision, a 2002 Volkswagen struck a guardrail causing the vehicle to become disabled partially in the roadway. Holbert told the Trooper that he and a 4-year-old passenger were not injured, Holbert failed Field Sobriety Tests, he was arrested and his BAC was .15%, he was was processed and issued appearance tickets.

State Comptroller Tom DiNapoli & the State Department of Financial Services announced the approval of the Butternut Valley Banking Development District as a participant in the Banking Development District program and deposited $35 million in New York State funds to Sidney Federal Credit Union’s new Morris Branch. The State DEC announced that on January 28th, in the Town of New Lisbon, Forest Rangers responded for a search for a missing 70-year-old after her husband called to report her missing. Otsego County Sheriff’s Deputies followed her tracks to Butternut Creek, A Forest Ranger Laymon went to County Route 12, where the road crosses the creek, and spotted the missing subject standing in a cornfield. Otsego County Emergency Medical Services transported the patient to Bassett Hospital.

Local government sales tax collections in New York state totaled $24.4 billion in calendar year 2025, an increase of 4.5%, or $1 billion, from 2024, according to a report released today by State Comptroller Tom DiNapoli. Aggregate county collections outside of New York City grew 4%, or $443 million, in 2025 compared to the previous year. 52 of 57 Counties experienced an increase in collections, Chenango County had the highest growth at 11.8%, followed by Yates, Hamilton and Delaware at 10.7%.

The latest Sienna Institute Polling has Governor Kathy Hochul holding a commanding lead over Nassau County Executive Bruce Blakeman, 54-28%. Among registered Democrats, Hochul has an overwhelming 64-11% lead over Lt. Governor Antonio Delgado. 6 of the Governors proposals received 58-68% support, including eliminating state income tax on the first $25,000 earned in tips, ensuring immigration enforcement targeting those in the country illegally, cannot occur in sensitive locations such as schools, hospitals, & places of worship, increasing childcare funding & providing $30 million in payments to farmers to offset what Hochul calls rising costs due to tariffs (59-17%).

Delaware County District Attorney Shawn Smith announced that 62 year old Amber Sines of Sidney pleaded guilty in the Village of Sidney Court to Driving While Intoxicated, Sines was sentenced yesterday to 60 days in jail to be followed by 3 years of probation supervision, her license was revoked, and she will be required to install an ignition interlock device in any vehicle she owns or operates if she re-obtains the privilege to drive. Sines was arrested last March by State Police after observing a vehicle sitting stationery at the intersection of State Highway 8 and Delaware Avenue in the Village of Sidney, the vehicle had an expired registration and inspection and she failed Standardized Field Sobriety Tests at the scene and was placed into custody.

On January 31st, State Police conducted an Underage Drinking Detail in Otsego County, all 14 business were in compliance, NONE of the locations checked sold alcohol to a person under that age of 21. The detailed focused on Otsego County Businesses in Oneonta, Schenevus & Worcester, During these investigations, businesses are checked utilizing a Trooper in plain clothes and one or several underage operatives who cannot lie about their age or provide a false date of birth (if asked).

State Police arrested 23 Year old Garcia Pfister-Gumaer of Windsor felony weapon charges following a traffic stop. Troopers initiated a traffic stop on State Route 79 in the village of Windsor after observing vehicle and traffic violations, a Trooper observed signs of impairment. Pfister-Gumaer failed Field Sobriety Tests. Troopers located illegal drugs & numerous weapons with ammunition, he was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of a Disguised Gun, Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired (Drugs) and Resisting Arrest, Pfister-Gumaer was held at the Broome County Jail for Centralized Arraignment.

Governor Kathy Hochul today announced the largest academic gift in the history of the State University of New York at Binghamton, establishing the Center for AI Responsibility and Research as the first-ever independent AI research center at any public university in the United States. The $30 million philanthropic gift from a group of donors led by Tom Secunda, who is a Binghamton University alumnus and co-founder of Bloomberg LP. The Gift is coupled with a $25 million research capital investment from SUNY.

The ‘Pink Patch Project’ at Broome County Sheriff’s Office presented a $3,864 donation to Traci’s Hope and the Tina Fund toward helping local families fighting cancer. The Pink Patch Project is a national campaign bringing law enforcement and the community together to raise breast cancer awareness and funding to help local families fighting cancer. In the first 3 years of the Broome County Sheriff’s Office Pink Patch Project, they raised over $11,200 for local families battling cancer through contributions and sales of patches, badges, hats and other custom merchandise.

State tax receipts totaled $85.8 billion through three quarters of the State Fiscal Year (SFY) 2025-26, $2.3 billion higher than estimates released in the Division of Budget’s Mid-Year Update, according to the State Comptroller's Office. Collections were $5.9 billion higher than those through December 2024, Personal income tax receipts totaled $44.9 billion and were $1.5 billion above projections and $4.2 billion higher than the same period in SFY 2024-25, due to the impact of wage and financial market growth over the course of the year. New York State recently announced more than $25.5 million in grants to support 29 water quality and climate resiliency projects in the State DEC’s Region 7. In Broome County, the Town of Chenango will receive $560,000 construct a salt storage facility, The Friends of the Upper Delaware River, receives $458,537 to conduct an in-stream stabilization and floodplain reconnection project to improve flood resiliency, aquatic habitat, and water quality in the Upper Delaware River Watershed, and Broome County will receive $400,000 to purchase a new vacuum truck to reduce sediment flow from catch basins discharging into the Minor Tributaries to Lower North Susquehanna River and ultimately the Chesapeake Bay watershed.

Applications are open for Delaware & Broome County families in need to send their kids, between the ages of 9 and 12 free of charge to the 2026 New York State Sheriff’s Summer Camp. Property tax levy growth for New York's school districts and 10 cities will remain capped at 2% for the fifth year in a row, according to State Comptroller Thomas P. DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions. The law includes provisions that allow school districts and municipalities to override the cap. DiNapoli's office calculated the inflation factor at 2.63%. The 2% tax cap calculations are for 675 school districts and 10 cities with fiscal years starting July 1st.

The New York Power Authority is looking to add up to 8 nuclear power plants in New York State, including 1 in Broome County. NYPA could invest $40 million annually over the next 4 years to support workforce development for advanced nuclear energy in New York. Governor Hochul announced Tuesday that she favors plans to add Nuclear power in her State of the State Address to increase the amount of energy available to New Yorkers.

The Town of Colchester Police Department arrested 3 individuals following an investigation into a series of burglaries and larcenies. 21 year old Donavin Brock of Colchester was charged with Burglary, Grand Larceny, Criminal Possession of Stolen Property, Conspiracy, Criminal Mischief, & Aggravated Harassment, 18 year old Tenlei Wood of Walton, was charged with Burglary, Grand Larceny, & Conspiracy and 40 year old Brooke Walley of Andes, was charged with Burglary, following the investigation by the Town of Colchester Police Department, Delaware County Sheriff's Office into multiple incidents involving stolen property, unlawful entry, and related crimes throughout the community. The investigation remains active, and additional charges may be pending, the State Police Forensic Identification Unit assisted in the processing of the crime scenes.

City of Oneonta officials are asking city residents around the SUNY Oneonta campus to Boil their water before using. on Wednesday the water system lost pressure due to the isolation of a broken water main on East Dormitory Road near the intersection of Bugbee Road on the SUNY Oneonta Campus, which could lead to untreated water containing harmful microbes. Stephen Filan pleaded guilty to Criminal Possession of a Weapon, stemming from the illegal possession of an assault rifle and related firearm components. On May 19th, Binghamton Police responded to a report of Filan in possession of a firearm, he was uncooperative, officers secured a search warrant and an Extreme Risk Protection Order to search Filan’s residence, which resulted in the recovery of a loaded, operable assault rifle with a 25-round magazine holding 24 rounds. Sentencing is scheduled for January 15, 2026 in Broome County Court, Filan will be sentenced to 6 years in State Prison followed by 5 years of Post Release Supervision.

27-year-old Hamail Waddell pleaded guilty in Broome County Court to Burglary, Assault and Tampering with a Witness. On May 24th, Waddell and another individual, unlawfully entered the home of his ex-girlfriend on Morgan Road in Binghamton, which violated a No Contact Order of Protection, Waddell assaulted another man, causing physical injuries, When officers attempted to arrest him, Waddell also attacked a Binghamton Police Officer, injuring the officer, at the Broome County Jail on June 24th, Waddell made a recorded phone call to a protected party. Waddell will be sentenced to 6 1/2 years in State Prison, followed by 4 years of post-release supervision.

A new report by State Comptroller Tom DiNapoli examined healthcare professional shortages in 16 rural counties and found alarming shortfalls in primary care, pediatric, and obstetrician and OBGYN doctors, plus dentists and mental health practitioners, with several counties having none of those specialized Doctors at all. The rural counties examined included Chenango and Delaware Counties, on average, the counties have 4 primary care physicians per 10,000 people, which is less than half the state & US averages and falls below established guidelines. The Counties have 0.5 pediatricians for every 10,000 people, less than one-fifth of the state ratio. The reports states that Tele-medicine & Mobile clinics could be deployed on a regular schedule to help under-served rural communities, also expanding School-based health centers are another option to expand healthcare access to rural New York.

Norwich City officials announced Sunday that the Boil water was lifted, after announcing that E. coli bacteria was found in the City water supply late last week. E. coli bacteria were found in 1 out of 11 drinking water samples collected on August 6th, Coliform bacteria were found in 3 out of 11 drinking water samples collected. The State Department of Health considers any confirmed E. coli positive sample as a public health hazard and a violation of drinking water standards. After repeated sampling, the results meet the minimum standards for public water supplies, If residents experience some discoloring in the water, run the water until it clears. State Police responded to a fatal incident Thursday night at 1086 Castle Creek Road in the Town of Chenango. Troopers responded for a report of a stabbing, the initial investigation revealed that 50-year-old Harry Swan of Chenango, was involved in a physical altercation with 48-year-old Jeffrey Ryan of Binghamton. Ryan drove to the Swan's residence, where a confrontation ensued outside the home, with Ryan allegedly stabbing Swan, who went back inside the residence retrieved a knife and stabbed Ryan. Swan was pronounced deceased at the scene, Ryan was transported to Wilson Hospital in critical condition, where he later succumbed to his injuries. The investigation is continuing.

The state’s Financial Plan shows a growing budget deficit with 3-year budget gap of $34.3 billion, as predicted similar to the Financial Crisis of 2009, according to State Comptroller Tom DiNapoli. Higher spending growth in school aid and Medicaid has driven overall state spending growth, and the State Budget was released prior to the federal budget, which called for deep cuts to federal funding and changes to eligibility for safety net programs. Local government sales tax collections totaled $11.9 billion in the first half of 2025, an increase of 3.7% compared to last year, according to State Comptroller Tom DiNapoli. 86% of counties experienced a year-over-year increase in first-half collections, with Hamilton County seeing the highest growth at 14.6%, followed by the counties of Delaware (12.9%), Orleans (12.1%) and Chenango (11.7%). Nearly 75% of cities outside of New York City that impose their own sales tax experienced growth in the first half, with Norwich having the largest increase at 19.3%.

State Police are reminding motorists this summer to obey the state's Move Over Law. The law was passed several years ago to protect law enforcement, Emergency squads, Transportation Department Road crews, and was amended to add town truck operators & others who may have to attend to a road side emergency. State Police are continuing with their "Operation Hard Hat" details, where they set up at construction sites and make sure that motorists are slowing down in Construction zones, fines are much higher for those who speed in the work zones.

The US census Bureau has released statistics showing that New York State lost nearly 121,000 residents to other states in 2024, yet the state's Population increased by 129,000 people. The census bureau reported that almost 14% came from New Jersey, 11.5% came from California, 9.3% came from neighboring Pennsylvania, 7% left Florida fro New York, followed by Massachusetts, Connecticut, Texas & Virginia.

Delaware County District Attorney Shawn Smith announced the unsealing of an indictment that charged 44 year old Chad Walters of Unadilla, with 1st degree Rape, for allegedly forcibly raping a physically incapacitated female at the victim’s home in Sidney in 2024. The case was presented to a Grand Jury, a warrant for Walters arrest was issued, Sidney Police attempted to locate him, he was found in Texas, he was taken into custody, and was returned to New York by Sidney Police Detective Sergeant Dionne and Officer Wheeler. Walters was returned to Delaware County Court and the indictment was unsealed, Walters was arraigned on the rape charge & he was remanded to the custody of the Delaware County Sheriff on $50,000 cash bail or $250,000 bond.

Governor Kathy Hochul today directed flags on all State government buildings to be flown at half-staff in honor of West Colesville Fire Chief James Sitek, who passed away on July 6 in the line of duty, while responding to a fire in Conklin. Flags will be at half-staff from sunrise to sunset on Thursday, July 10.

An Audit by the State Comptroller's Office found that the state Department of Health is not adequately overseeing adult care facilities, they failed to conduct timely inspections and lacked documentation to show critical problems were corrected. 18% of allegations had no evidence they were investigated. a few did not have evidence of any plans for an investigation at all. The Binghamton Police Department have released the names of the 2 people who died in a 3 car wreck Monday afternoon at the Court Street construction site in the City's East End. The deceased operator of a Sedan was 49 year old Safwan Aziz of Binghamton, the deceased operator of the SUV was 71 year old Rafael Cuadra of Susquehanna, Pennsylvania , the unidentified driver of the 3rd vehicle suffered only minor injuries.

Governor Kathy Hochul today announced that more than $36 million has been awarded to 48 projects across New York State through the County Infrastructure Grant Program. Locally, The City of Norwich was awarded $1 Million Dollars to build 20 new housing units on Plymouth Street to serve residents 62 years old and older, as well as individuals and families experiencing homelessness or at-risk of homelessness. Funding for this project will allow for infrastructure expansions required to service these homes, including a new sanitary sewer, water supply system, and storm-water system, as well as streets, curbs, and sidewalks.

State Comptroller Tom DiNapoli’s Office of Unclaimed Funds reminds New Yorkers to check to see if the state has any of their money, from utility deposits, trust funds, old bank accounts, uncashed checks or unused gift cards. In January, the Office began mailing checks for newly reported accounts of $250 or less to eligible individuals, plus staff members from the State Comptroller’s office attend community events across the state to provide assistance with the search process. NYSEG has filed a proposal with the state that could increase rates for customers, as the company claims that they are working to replace again infrastructure. 43 year old Jamie Viviano of Binghamton, was sentenced in Broome County Court last week to 6 years in State prison, followed by 5 years of post-release supervision for 2nd degree Burglary, he also received an additional sentence of 2 1/3 to 7 years in state prison on a separate charge of 3rd degree Burglary, The charges are from 2 incidents, Last August, Viviano stole coins from a washing machine dispenser, he returned in December & stole quarters from the same dispenser, however, Viviano brandished a knife and threatened a worker, escalating the severity of the offense and subsequent penalty.

State Comptroller Tom DiNapoli released his conclusion on this year's State Budget, which came to a total $254 billion, a 5.2% increase in spending. DiNapoli questioned the increase in spending when federal actions on funding to states could decrease revenues, and that could lead to a shortfall before the end of the fiscal year. The biggest items in the budget were 37.4 Billion dollars for schools & 109.6 billion for Medicaid in the Department of Health’s budget. All Funds revenues are projected to total $248.9 billion, nearly the same as last year, tax collections are projected to decrease by less than 1% to $117 billion.

State Police arrested 63 year old Carol Hissin of Endicott after an investigation revealed that she falsified records and took medication intended for patients at Good Shepherd Communities Endwell, on 3 occasions. Hissin was arrested by Troopers at her residence and charged with 3 counts of Falsifying Business Records & Scheming to Defraud, Hissin was processed then turned over to the Broome County Jail for Centralized Arraignment.

2 corrections officers charged in the beating death of Mid-State Correctional Facility inmate Messiah Nantwi appeared in Oneida County Court last week. Craig Klemick turned down a plea offer on Friday morning, he will return to court in August, as did Caleb Blair, who faces charges of murder, manslaughter and other offenses and will also return to court at a later date.

28 year old Ionel Baldovin of Romania was sentenced in US District Court to 33 months in prison for his role in a bank fraud conspiracy impacting 2 area financial institutions and least 5 additional institutions across the United States. Baldovin admitted to placing skimming devices and cameras at ATMs, the devices and cameras captured ATM customers’ account information and PIN numbers, the suspects created fraudulent debit cards from the captured information, which they used to withdraw currency over $450,000 from customers’ accounts in 2017 & 2018, 4 other suspects were already sentenced, the cases were investigated by the FBI, Homeland Security, State Police, the Endicott Police and various local police departments in area counties.

State Police arrested 69 year old Preston Branagan of Plymouth for Torturing or Injuring Animals- Failure to Provide Sustenance, plus Aggravated Cruelty to Animals. Troopers learned of the case in March when it was determined that 2 dogs were not being cared for properly in Plymouth, they observed 1 dog on the premises that was deceased and decomposing, a 2nd dog was tied up on a chain with a collar and appeared uncared for and malnourished with no immediate access to food or water. That dog was surrendered to the Susquehanna SPCA for further care. Branagan was issued appearance tickets to the Plymouth Town Court on June 17.

U.S. Senator Kirsten Gillibrand commented on the impact President Trump’s tariffs on China will have on the availability and cost of essential baby products, including strollers, car seats, and cribs, more than 90% of these products come from China:

NBT Bancorp Inc. announced that it completed the merger of Evans Bancorp, Inc. last week, followed by a core systems conversion over the weekend. State Comptroller Tom DiNapoli encourages New Yorkers to check and see if they have unclaimed funds as lost money in New York reaches over $20 billion, Unclaimed funds occur when people are separated from their money which can come from utility deposits, trust funds, old bank accounts, uncashed checks or unused gift cards. Local government sales tax collections totaled $5.8 billion in the first quarter of 2025, an increase of 3.2% compared to the same quarter last year, according to a report released by State Comptroller Tom DiNapoli. Chenango County saw the highest quarterly growth at 11.8%, followed by Delaware County at 10.4%, & Broome County was 4th at 9.8%. 14 of 18 of the cities outside of New York City that impose their own sales tax experienced year-over-year growth in the first quarter. Norwich had the largest increase at 14.5%.

State Comptroller Tom DiNapoli's auditors found that New York state bought hundreds of millions of dollars' worth of medical equipment at the onset of the COVID-19 pandemic, that now sits unused in storage facilities. To compete for the purchase of the medical equipment at the start of the pandemic, Then Governor Cuomo took emergency steps to accelerate the procurement process, inconsistent with Office of General Services guidance. DiNapoli's auditors determined the state paid $452.8 million to purchase 247,343 Medical items & machines, only 324 of those items were distributed, the audit recommends that the state distribute the items to hospitals & medical providers who may be able to use them, and stop paying for excessive storage fees for those items.

A Citizen Preparedness Training Event will be held on Monday, April 28th in Margaretville at the Town Hall, hosted by Delaware County Public Health, with representatives from the New York National Guard & The State Division of Homeland Security and Emergency Services. New York State residents are reminded to learn about the different types of driver’s licenses, available through the Department of Motor Vehicles. A REAL ID will be required for domestic air travel and access to certain federal buildings starting May 7th, an Enhanced Driver's License serves as a REAL ID compliant document that allows for land and sea travel to Canada, Mexico, and Caribbean without the need for a passport. A Standard License is still available but can’t be used for domestic air travel or entry into certain federal buildings after May 7th. 36 year old Cody Bush of Binghamton was sentenced as a second time felony offender in Broome County Court today to 6 years in State Prison followed by 3 years of post-release supervision for Criminal Possession of a Controlled Substance. Bush was recently pulled over by the Binghamton Police, Bush was found to be in possession of methamphetamine, fentanyl, packaging materials, and a digital scale, he admitted to possessing with the intent to sell.

New York State Department of Health’s computer system improperly paid $16.2 million in Medicaid claims during a 6-month period that started in October 2023, according to an audit released today by State Comptroller Tom DiNapoli. Overall, the audit found 370 million claims were processed between October 2023 through March 2024, totaling nearly $49.6 billion.

The 216th New York State Police Academy Graduation, will be held today at 11:00 AM at the Empire State Plaza Convention Center, in Albany. 176 new Troopers will be honored for completing the 216th session of the Basic School of the State Police Academy, the new Troopers will be assigned to their new troops and will report for duty to begin their career with the State Police.

There have been increased numbers of illegal Immigrants crossing the norther border with Canada coming from Mexico & Central American Countries, and they are suspected of sneaking in illicit drugs, after crackdowns at the Southern Border.

22 school districts were designated in some level of fiscal stress under State Comptroller Tom DiNapoli's Fiscal Stress Monitoring System for the school year ending this June, up from 16 districts in fiscal stress last year. The low number of districts with stress designations largely reflects recent increases in state and federal aid, there were no districts within the WCDO listening on the list this year.

State Police executed a search warrant at a property on Mudge King Road in the town of North Norwich Wednesday night as part of an investigation into possible animal neglect. Over 4 dozen animals were removed, including 30 horses, all animals were all in need of medical care & were taken to various animal rescue locations around the region, Police located multiple deceased animals on the property. The landowners are cooperating with State Police, who were assisted by the Chenango County Sheriff’s Office, Chenango County Office of Emergency Management, the Susquehanna SPCA, Chenango County SPCA, and numerous animal care professionals and advocates. The investigation is on-going.

The Environmental Facilities Corporation Board of Directors approved $273 million in financial assistance for water infrastructure improvement projects across New York State. Locally, Funding was approved for the City of Norwich for $4 million in grant and interest-free financing for the planning, design, and construction of wastewater treatment plant upgrades, the Village of Sherburne receives $3.7 million grant for the planning, design, and construction of wastewater treatment plant upgrades.

The State DEC announced $342,500 in grants were awarded to 17 municipalities across the state to purchase or lease zero-emission light- and medium-duty fleet vehicles as part of the Municipal Zero-Emission Vehicle Rebate Program. The 2024 round of the program is making 17 awards to municipalities, Recipients of the 2024 rebate awards include the City of Binghamton, with $15,000 for 3 battery electric vehicles & the Town of Oneonta, with $7,500 for one battery electric vehicle.

Various Law Enforcement Officials in Broome County joined with the Lindsey family, to express their opposition to the potential parole of James Wales, the convicted murderer of 12-year-old Cheri Lindsey in 1984. Wales was convicted for rape and murder, he has been denied parole 5 times since becoming eligible in 2017, he is scheduled for consideration by the New York State Parole Board.
