State Police arrested 41 year old Donatello Lazarati of Baldwinsville for Bail Jumping and Criminal Contempt, following a violation of a court order issued following his arraignment on a previous Grand Larceny charge. Lazarati was prohibited from leaving the United States and was directed to surrender his passport. Lazarati failed to comply with those conditions, State Police were notified Thursday that Lazarati was attempting to leave the United States and purchased an airline ticket to Qatar at John F. Kennedy International Airport, he was arrested at the airport, brought back to Troop C, and was processed in and was remanded to the Chenango County Jail on $35,000 cash, $50,000 credit or $250,000 partially secured bond.
Chenango County Sheriff's Office arrested 60 year old Steven Moore of Bainbridge for Criminal Possession of a Controlled Substance as well as on an active bench warrant Thursday. Deputies observed Moore on Bixby Street, they were aware of the bench warrant issued by the Town of Bainbridge Court and took him into custody without incident. Deputies discovered methamphetamine in Moore's possession, he was transported to the Chenango County Sheriff's Office, he was arraigned & was remanded to the Chenango County Correctional Facility. He is scheduled to appear in the Town of Bainbridge Court at a later date.
The Luszi’s Legacy Cornhole Tournament last weekend successful, the tournament raised $1,600 that will go directly to Pet Street Station Animal Hospital fund, to assist families deal with the bills for emergency or quality of life care for their senior pets.

Governor Hochul has been pushing for new laws to crack down on auto insurance fraudulent claims that have been driving up the price of New York insurance Policies above what drivers in other states are paying:

Hochul said that the State Florida implemented a series of reforms to crack down on insurance fraud, knocking down insurance costs by about 20% for their driver in the last 2 years, she is urging the legislature to pass similar laws by the end of this session in June.
Greater Opportunities of Broome and Chenango County has been awarded $9 million in grant funding for a new 20-unit residential housing project in Norwich. The development will be located at the former Flanagan Field on Plymouth Street, $8 million from the State Homes and Community Renewal Home-ARP and $1 million from a Chenango County Infrastructure Grant. The project calls for a 20-unit residential development that will be ADA compliant, Greater Opportunities will enter into a purchase agreement with the Norwich City School District to acquire the land after a survey is performed.
The State Cannabis Advisory Board and The State Office of Cannabis Management announced the launch of the second application round for the Community Reinvestment Program Grants, continuing New York's effort to reinvest adult-use cannabis tax revenue into communities disproportionately impacted by past federal and state drug policies. This grant opportunity has a minimum of $5 million to award and up to $15 million, Interested applicants can apply for the Community Reinvestment Grants at cannabis.ny.gov/reinvestment.
The National Baseball Hall of Fame & Museum today announced that artifacts from Team Venezuela, have been acquired by the Hall, after Venezuela’s 3-2 win over Team USA, to win the World Baseball Classic Tuesday night in Miami Florida. The Museum acquired Helmet worn by WBC Most Valuable Player Maikel Garcia in the championship game, Venezuela-themed shoes worn by closer Danny Palencia in the championship game, Batting gloves worn by Eugenio Suárez when he hit the game-winning double. State Police & Norwich Police arrested 62 year old Martin Lewicki of Norwich, for criminal possession of stolen property & tampering with physical evidence Lewicki is accused of stealing items from area retail stores & attempting to sell the merchandise online. Lewicki was arraigned in City of Norwich Court and was remanded to the Chenango County Correctional Facility without bail, the investigation is continuing & more charges may be filed.
51 year old Antoine Loup of Endicott was sentenced to 25 years to life, for 2nd degree Murder & Tampering with Physical Evidence. On July 8, 2023, Loup pulled up at 4 Filmore Avenue in Endicott where Aaron LeGare, and others were playing cards, LaGare approached Loup’s vehicle, an argument ensued & Loup shot LaGare in the chest & fled the scene.

28 year old Erin Hubbell of Margaretville, appeared in Delaware County Court this week & she pleaded guilty to Criminal Possession of a Controlled Substance. Hubbell admitted to possessing over 500 milligrams of cocaine on January 8th in the Town of Roxbury, she faces up to 2 ½ years in state prison, Sentencing is set for June 17th.

62 year old William Evans of the Bronx appeared in Delaware County Court this week & was sentenced to state prison for Possession of a Forged Instrument. On December 26, 2023, State Police were dispatched to a Delaware County bank, where 2 individuals had attempted to cash washed checks using a stolen identity, multiple attempts to use the stolen identity to cash checks had been made at other banks, security footage determined that 1 of the suspects was Evans. Last September, a Delaware County Grand Jury indicted Evans, he pleaded guilty to the Forged Instrument charge, he will serve 1 to 3 years in prison.

New York State Police announced the line-of-duty death of a retired investigator who was assigned to the World Trade Center site following the terrorist attacks on September 11, 2001 On April 12, Investigator Thomas Herrick died from an illness resulting from that assignment at the Twin Towers site, Herrick served the police department for 26 years, retiring on Aug. 19, 2009.

The State Department of Labor today released preliminary local area unemployment rates for September, The State’s seasonally adjusted unemployment rate held constant at 4.4% in September 2024. Locally, Chenango County had 2.7% unemployment, Delaware County 3.2% & Otsego County had 2.9% in September.
Delaware County Sheriff's Office arrested 48 year old Noel Wildey following an execution of an eviction in the Town of Masonville. Last Wednesday, members of the Delaware County Sheriff's Civil Division were conducting an eviction at a residence in the Town of Masonville, where Wildey failed to provide his proper name and date of birth, giving several false names, it was discovered that Wildey had an active Arrest Warrant out of the State of Pennsylvania. Wildey was charged on the warrant & for Criminal Possession of a Controlled Substance and Obstruction of Governmental Administration, he was held at the Delaware County Correctional Facility to for arraignment.
Secretary of State Walter Mosley today announced the completion of the $19 million Dietz Street mixed-use housing development as part of the Oneonta Downtown Revitalization Initiative, which includes the new Hartwick College Baking Innovation Lab:

The new mixed-use building was constructed on an underutilized parking lot on Dietz Street and now hosts not only the Hartwick Baking Innovation Lab, but also 64 units of affordable and below market rate housing. The project received $1,470,000 in funding from the City’s $10 million Downtown Revitalization Initiative award.

The Otsego County Sheriff's Office arrested 30 year old Jacob Nack of Oneonta for Promoting Prison Contraband. Nack is accused of not taking his medications properly while in the Otsego County Correctional Facility, he was issued an Appearance Ticket returnable to the Town of Middlefield Court at a later date.
Several Fire Companies responded to a barn fire on County Route 22 in Smyrna Sunday morning. Several animals died in the fire, the cause of the fire is under investigation.
A ribbon cutting will be held for the Hartwick College Baking Innovation Lab on Dietz Street in downtown Oneonta this morning at 11 am. This unit of the Hartwick Center for Craft Food and Beverage will provide world-class research and hands-on learning.

Chenango County Sheriff's Office responded Tuesday evening to the report of a 2 car motor vehicle accident in the Town of Oxford, that resulted in 1 fatality. Deputies attempted life saving measures to 1 of vehicle operators who was ejected from the vehicle, Raymond Smith of Oxford, eventually succumbed to his injuries from the accident. The driver and passenger of the second vehicle involved self-extricated and were transported to Wilson Hospital for evaluation. The investigation revealed that Smith was traveling West bound on County Road 35 when another vehicle operated by a juvenile was traveling south bound on State Highway 220 and failed to stop at the intersection, striking the passenger side of Smith's vehicle. The investigation is continuing.
Broome County District Attorney office announced that an indictment was unsealed in Broome County Court charging 40 year old Tiease Cooper with one count of 2nd degree Manslaughter, Criminal Possession of a Controlled Substance and Endangering the Welfare of a Child. In April 2023, Cooper is accused of recklessly causing the death of a 13-month-old child by knowingly possessing and knowingly allowing other persons to possess fentanyl at 77 Saratoga Avenue in Binghamton in a manner that allowed the 13-month-old child to ingest fentanyl. Cooper was arraigned on the indictment, entered a not guilty plea & was released under the supervision of the Pretrial Release Program, with specified conditions of release.
Norwich Police Chief Reuben Roach announced that 4 members of his Department were awarded letters of Commendation as well as 2 officers being awarded a Citation of Bravery with a pin of Valor, On April 24th, Officers Scott Laughlin & Tyler King responded to a Trespass in progress call, that turned out to be an ambush and a suicide by cop ploy. Both Officers were awarded Citations of Bravery and pins of Valor. Sergeant Martin was awarded a Citation of Commendation for his leadership during this incident. On May 4th, Officers Taylor Waite & Tyler Dexheimer apprehended an individual who was operating a stolen vehicle from a forcible robbery that had occurred earlier that day in the City of Cortland. Officers Waite & Dexheimer, as well as their Sergeant, Steven Rounds, were awarded Citations of Commendation for their actions.

44 year old Cruz Garcia was indicted by the Delaware County Grand Jury for Unlawful Imprisonment, Attempted Assault and Criminal Obstruction of Breathing. The indictment alleges that Garcia attempted to cause serious physical injury to a female victim when he strangled her & held her against her will in June 2023 in the Town of Middletown. Garcia was arraigned on the Indictment in Delaware County Court this week, and pleaded not guilty, he was remanded to the Delaware County Correctional Facility where he was already being held on unrelated charges.

Delaware County Sheriff's Office arrested Steven Baker of Sidney for failure to register with the Delaware County Sheriff’s Office for the Delaware County Local Law Animal Abuser Registry. Deputies were made aware that Baker had failed to register with the Sheriff’s Office within 5 days of his release from incarceration as mandated in the County Law, Deputies located and arrested Baker Monday for 1 count of violating Local Law Number 15 of 2021, he was transported to the Village of Sidney Police Department where he was processed and released on an appearance Ticket returnable to the Town of Delhi Court at a later date.
Attorney General Letitia James today co-led a coalition of every attorney general in the nation in securing $350 million from Publicis Health, LLC for the company's role in the opioid crisis. Publicis is one of the world's largest healthcare advertising companies and developed predatory and deceptive marketing strategies for Purdue Pharma to increase prescriptions and sales of opioids such as OxyContin, ultimately fueling the opioid epidemic. New York will receive $19,176,750 as a result of the agreement, which will be used to fund opioid abatement, treatment, and prevention.

NYSEG Crews responded to power outages around Chenango County this morning, with over 4700 customers without power, the majority of those were in the City & Town of Norwich, and the issue was attributed to a substation, the Norwich City School District was closed today.
4 people were injured yesterday when a vehicle crashed into the White Rose day Spa on the Vestal Road Wednesday afternoon. 4 people were taken to area hospitals after the crash with non-life threatening injuries, the vehicle was a courtesy rental from Miller Honda nearby, the investigation is continuing.

Matthew Caletka of Binghamton, pleaded guilty in Broome County Court to Criminal Possession of a Controlled Substance, on April 19, 2023, The Broome County Special Investigations Unit executed a search warrant at 9 Sherwood Avenue in Binghamton. Caletka was found to be in possession of over 2 ounces of Methamphetamine, he admitted to possession with the intent to sell. Caletka will be sentenced to 3.5 years in State Prison and 2 years post-release supervision when sentenced on April 26th. .
Cortland County Deputies were attempting service at 171 Homer Avenue in the City of Cortland, Monday, they were confronted at the door by a male subject with gun, and the Cortland City Police Department and State Police responded to assist. Multiple unsuccessful attempts were made to deescalate the situation and the subject fired upon the Officers. Gunfire was exchanged within the residence and the subject was struck, he was transported to Upstate Medical Center in Syracuse, where he currently remains in stable condition. No Officers were hurt and the State Police have assumed control of the investigation.

State Police are participating in the national enforcement initiative to crack down on impaired driving this holiday season. The national “Drive Sober or Get Pulled Over” campaign, began today & runs through Monday, January 1st, 2024. In addition to the DWI checkpoints and patrols, Troopers will be watching for distracted drivers, vehicle occupants who are not properly buckled up, and drivers violating the “Move Over Law,” which requires motorists to exercise extreme caution when passing emergency vehicles that are stopped in or on the side of the road. State Police will also conduct underage drinker enforcement details statewide.

The National Baseball Hall of Fame and Museum will celebrate the Texas Rangers’ 2023 World Series championship through Autumn Glory, the Museum’s tribute to the postseason. The State Court of Appeals ordered new Congressional maps be drawn for the 2024 election, the redistricting decision will ensure that all , district lines should be drawn by the Independent Redistricting Commission, and not by state lawmakers.
28 year old Devon Ireland of Unadilla pleaded guilty to Attempted Disseminating Indecent Material to Minors, in Delaware County Court, he admitted that he was sending sexual messages to a person he believed to be a minor, Ireland is a registered sex offender, it was later revealed that the person he was messaging was an adult, decoying as a child. Ireland will be sentenced to 1 year in jail, he will be required to pay fines and surcharges & he will provide a sample of his DNA for the state data bank. Ireland was remanded to the Delaware County Correctional Facility pending sentencing on January 29.
State Police responded to a 3-vehicle crash in the town of Newfield, with 1 fatality reported. The investigation revealed that a Toyota and a Jeep were traveling north, The Jeep was stopped for another vehicle in front of it making a turn when the Jeep was rear-ended by the Toyota, which then went into on-coming traffic and was struck by a Cadillac. A passenger of the Toyota, 17-year-old Peyton Shaw of Waverly was pronounced dead on scene, The operator of the Toyota 18-year-old Dale Beeman of Spencer, was transported to Packer Hospital, the operators of the other vehicles were treated at the scene by EMS & were released.
State Police arrested 34 year old Joshua Bean of Endicott for 3 counts of Menacing, State Police responded to a complaint at Highland Park in the town of Union, where Bean allegedly menaced 3 people with a pocket-knife while they were working at the holiday fireworks display. Bean was arrested then transported to the Broome County Correctional Facility for arraignment.
Governor Hochul signed Angelica’s Law, which decreases the number of prior license suspensions needed to qualify for aggravated unlicensed operation of a motor vehicle. The legislation was named for Angelica Nappi who lost her life after being killed by a driver with multiple prior suspensions.

Leyland took the Florida Marlins to a World Series title in 1997, he had several winning seasons managing the Pittsburgh Pirates & Detroit Tigers with 6 first-place finishes, 3 pennants, he won the Manager of the year Award 3 times. Members of the Binghamton Metro SWAT Team executed a search warrant at 39 Travis Avenue in Binghamton Friday, after a gunshot was heard earlier in the day by Binghamton Police officers conducting a welfare check. Officer found a deceased male in the basement, who died from a self inflicted gunshot wound, the name of the deceased was not released.

11 Fire Companies responded Friday night a fire in Stamford. The buildings were on fire at 62 to 64 Main Street in Stamford, 2 historic buildings were lost, the fire displaced 30 residents and 2 businesses, 2 residents & 2 firefighters were injured, with non-life threatening injuries. The Red Cross & Churchill Gym helped displaced residents, the cause of the fire is under investigation. The Stamford Village Hall will accept donations today through Friday from 9:00 AM to 3:00 PM. Locally, Waste Recovery Enterprises of Sidney is collecting donations of canned food & toiletries for the 11 families displaced, teh items can be dropped off at their location at Valley View Road & they will deliver them to Stamford.
Delaware County Sheriff's Deputies responded to a call, where it was alleged that a fully disabled and incompetent individual had been left on a bus after it was parked for the evening, & after noticing that the victim had not returned home, a residential facility aid had discovered the victim’s location and brought her to a hospital. Chenango County Sheriff's Office arrested 32 year old Jentre Bergman of McGraw for Robbery. On September 23rd, Bergman allegedly went to a residence in the Town of German, where he forcefully stole a Harley-Davidson motorcycle by pointing a shotgun at the victim & fled the scene on the motorcycle. An arrest warrant was then issued for Bergman, who was arrested by the Cortland County Sheriff’s Office and held in their facility on un-related charges. Bergman was then transported to the Chenango County Sheriff’s Office where he was processed for charges of Robbery, Grand Larceny, and Menacing, he was arraigned in the Town of German Court where bail was set at $5,000. Bergman was then transported back to the Cortland County Correctional Facility where he is being held.

40 year old Cory Kujawski of Burlington Flats was indicted by an Otsego County Grand Jury. State Police arrested Kujawski, for 3 counts of Predatory Sexual Assault Against a Child, 2 counts of Course of Sexual Conduct Against a Child & 1 count of Criminal Sexual Act, he is accused of inappropriate sexual contact with a child under the age of 13 on several occasions, he was arraigned and released on his own recognizance & was referred to Otsego County probation.
State Police arrested 39 year old Antoine Laporte of Buffalo for Criminal Possession of a Weapon after a Trooper observed a vehicle traveling at an excessive speed, The Trooper attempted to catch up to the vehicle but lost sight of the car, the trooper ended up finding the vehicle rolled over at the bottom of the East Branch exit ramp. Laporte walking on Harvard Road, he fled but was eventually detained, Laporte had multiple warrants for Assault and Larceny in Erie County and in the state of New Jersey, troopers also located a weapon in the wrecked vehicle. Laporte was transported to Wilson Hospital for a medical evaluation, he was released & was turned over to the Delaware County Correctional Facility for arraignment.

State Police arrested 39 year old Adam Bright of East Meredith for Aggravated Vehicular Homicide, Aggravated Vehicular Assault, Aggravated Unlicensed Operation, Driving While Impaired by Drugs & Reckless Driving, after an investigation into a head-on crash on May 26th, on State Highway 23 in Davenport. Bright's minivan collided with a tractor trailer driven by 53 year old Michael Lutz of Oneonta. Bright was airlifted to a hospital for non-life-threatening injuries, his passenger, 43 year old Stacey Stachow of Meredith died at the scene, Lutz suffered minor injuries and was treated and released at a local hospital. Bright was located by Troopers Wednesday, he was arraigned at the Hamden Town Court and remanded to the Delaware County Jail.
Delaware County Public Health Services has confirmed its first monkeypox case in Delaware County. The person had traveled outside of Delaware County and contact tracing efforts are underway. Monkeypox spreads through close, physical contact between people. The Delaware County Public Health Services advises those who experience symptoms, such as rashes or lesions, to contact their healthcare provider, this includes anyone who has traveled to countries and areas where monkeypox cases have been reported, for more information, go to health.ny.gov/diseases.

The Broome County Sheriff’s Office responded Tuesday morning at the abandoned Vestal Hills Country Club, for the report of a person being shot with a Bow & Arrow. Deputies found 23-year-old Bayso Vannavongsa of Binghamton early Tuesday morning in the parking lot of the Country Club with a non-life threatening wound to his chest. He was transported to Wilson Hospital for evaluation. State police attempted to stop the vehicle that allegedly left the scene, and the 2 occupants, Savannah Perry and Carson Vanco of Endicott, fled but were found on Powderhouse Road. Police accuse Vanco of shooting the arrow at Vannavongsa, The investigation is on-going and criminal charges are expected.
Federal Prosecutors announced that 63 year old Timothy Deuel of Tioga County, pleaded guilty to 3 counts of possession of child pornography. Deuel was sentenced in the U.S. District Court in 2015 to 87 months imprisonment and 10 years supervised release as a result of his conviction for distribution of child pornography, he admitted that he again possessed approximately 1,000 images of child pornography and more than 200 video files of child pornography. Sentencing on the latest conviction will be on November 29th, Deuel faces a maximum sentence of 20 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.
State Police responded to Otsego County Highway 13 and Hawks Road in the town of Pittsfield for a report of a vehicle on fire with a person trapped inside. Troopers learned that firefighters were already on scene and confirmed that the vehicle was fully engulfed with a person inside who was deceased. An investigation revealed that the 36-year-old female operator went off the roadway, struck an embankment and a tree.
Delaware County Sheriff's Deputies were dispatched Tuesday to a 2 car motor vehicle accident at State Highway 23 and County Highway 10 in the Town of Davenport. Initial reports state that a car was traveling Northwest on County Highway 10, it entered the intersection of County Highway 10 and State Highway 23, when it was it was struck by a pickup truck traveling Southwest on State Highway 23. A female passenger in the car was pronounced dead at the scene. The male driver of the car suffered serious, life threatening injuries. The male driver of the pickup truck suffered minor injuries and his male passenger was uninjured. The cause of the accident is still under investigation by the Sheriff’s Office Accident Reconstruction Team, no tickets have been issued and no arrests have been made.

The Delaware County Department of Public Works will be closing County route 14 in the Town of Franklin to through traffic beginning at 7:00 a.m. today, to remove a large tree. State Police arrested 42 year old Christopher Yeary of Hamden, Saturday night for Criminal Possession of a Weapon, Unlawful Imprisonment, Criminal Mischief, Criminal Obstruction of Breathing, & Menacing, following a domestic dispute on Chambers Hollow Road. Walton Police Officers were first on scene and assisted in removing a victim from the area, Yeary allegedly choked, then menaced the victim with a firearm. He then prevented the victim from leaving the residence and smashed the victim’s cell phone. Yeary refused to leave the residence to speak with law enforcement. After several hours, Yeary was taken into custody, he was arraigned and remanded to the Delaware County Jail on $25,000 bail or $50,000 bond.
State Police responded early Saturday Morning to a 1-vehicle crash on Shacktown Mountain Road in the town of Pittsfield. Troopers discovered that a vehicle exited the roadway, went down an embankment and struck trees, a 22-year-old passenger was pronounced deceased on scene. The 22-year-old driver was transported to Bassett Hospital for non-life-threatening injuries. The crash remains under investigation.

A 43-year-old David Jakubonis of Fairport was charged in federal court Saturday with assaulting a member of Congress using a dangerous weapon. Jakubonis faces up to 10 years in prison if convicted of wielding a sharp object at Congressman Lee Zeldin during a campaign event in Monroe County Thursday night. Jakobonis was charged by local law enforcement with Attempted Assault in the attempted attack, Zeldin wasn’t injured.
Delaware County DPW announced the closure of county Route 37 in the town of Middletown to through traffic starting at 7:00 AM on Monday July 25. Crews will be performing a slope stabilization project, the closure will be between Main Street and Breezy Hill Road, work is expected to be completed by the end of August. Governor Cuomo announced that 203,904 New Yorkers were Tested for COVID Sunday with 13,714 positives, or 6.72%.  Patient hospitalizations were up again by 161 to 8,645, the Number in an ICU went down slightly to 1,426, 891 were on ventilators and 170 died.
State Police assisted the Village of Sidney Police Sunday Night after a vehicle failed to comply for a traffic stop after entering I-88 at exit 9 in the Village of Sidney.  The vehicle exited at Bainbridge onto State Highway 206, the vehicle intentionally struck a State Police vehicle in Masonville, causing damage. The vehicle continued onto Parker Hollow Road where it left the roadway & took off again, it located a short time later on its roof on Pine Hill Road.  The male driver was transported to A.O Fox Hospital with non-life threatening injuries.  The female passenger was transported to Wilson Hospital with non-life threatening injuries.  The investigation continues, charges are pending.  More will be released when it is available.
Governor Cuomo announced that following successful implementation of the pilot plan to open Bills Stadium to fans last week, Buffalo Bills fans can attend the team's 2nd home playoff game on Saturday, January 16. Under this continued demonstration, approximately 6,700 fans will be allowed to attend the game only after first obtaining a negative COVID-19 test result and adhering to all public health precautions. Contact tracing will also be conducted after the game and tailgating remains prohibited.

53-year-old Jason Babcock of Sidney for Driving While Ability Impaired by
Alcohol, and Aggravated Unlicensed Operation of a Motor Vehicle, following an

driven to his probation meeting in the Village of Delhi while under the

Broome County Executive Jason Garnar has declared a State of Emergency in Broome County because of flooding and damaged roadways. Julian VanCourt-Wels pleaded guilty to 1st degree Assault, after he accepted a plea deal from the Otsego County District Attorney’s office, back in December; VanCourt-Wels stabbed his girlfriend in the face multiple times at their Maple Street apartment in Oneonta. Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.
Delaware County Sheriff’s Deputies arrested 48 year old Roy Cullen of Arkville, on charges of felony aggravated unlicensed operation of a motor vehicle, DWI, unlicensed operator, and moving from lane unsafely following a report of car into a tree in the Town of Middletown. Cullen was arraigned at Hamden Town Court, he was released on his own recognizance and scheduled to re-appear at Hamden Town Court at a later date to answer the charges.
Governor Cuomo signed anti-hazing legislation to help keep students safe as they go back to school. The law prohibits certain physical contact or requiring physical activity in any organization's initiating ceremony to prevent the deaths or serious injuries of students during fraternity pledging ceremonies. The legislation was prompted by the death of Michael Deng, a Baruch College student who died after suffering a massive head injury as a result of a hazing ritual in 2013.

Tobias Rundstrom-Wooding of Norwich received 20 years to life in prison for 2nd-degree murder and 1st-degree rape, in Chenango County Court Monday. Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.
A State of Emergency has been declared in the Town of Hancock due to an issue with the Bear Brook Dam, which is located on the old Village of Hancock reservoir. The dam was overtopped last Thursday during the severe rainstorm, causing extensive damage to the dam & the brook, the dam is not in imminent danger of failure. If evacuations become necessary, the residents below the dam will be notified. The State of Emergency was declared because the dam is located on private property and a State of Emergency allows local officials to gain access to the property & to mitigate the situation.
Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.
The Greene Fire Department announced that Chenango County road 2 between Route 12 and Route 206 is closed, Officials said that flash flooding washed out the road, make it impassable until further notice.

The Otsego County Health Department has reported that the Oneonta School district has 6 cases of Pertussis, also know as Whooping cough. Parents of students at the Oneonta School have been notified, Pertussis is highly contagious & is usually accompanied by fever, a runny nose & a harsh cough.
Oneonta Police arrested A Milford man for 2nd degree Assault, criminal possession of a weapon & criminal Tampering. 23-year-old Michael VanDeusen was charged following a fight in Oneonta on November 18th, where an unidentified man from Mount Vision suffered a non-life threatening stab wound. VanDeusen was arraigned; he faces action in Oneonta City Court in January.
The Afton Central School District has appointed Timothy McNamara as the new Superintendent of Schools. McNamara has accepted the position; the Afton School board is expected to act on McNamara's appointment at their meeting this evening.
Governor Cuomo announced nearly $6.5 million in grants to 55 state-approved anti-sexual assault crisis and prevention programs operated by hospitals, non-profit organizations and governmental agencies statewide. The grants will help fund local crisis hotlines and direct services for sexual assault victims, such as crisis counseling, advocacy and trauma therapy, and support prevention and education in schools, on college campuses and in communities. Resorts World Catskills announced that the new casino in Monticello is expecting to add 1400 jobs once they are open for business. The company is holding job fairs in Sullivan & Orange Counties, the casino is one several new casino's opening in the Upstate Counties, after the state amended their laws to allow for the casino's to open.
NY State of Health announced enrollment in Qualified Health Plans and the Essential Plan have reached nearly 900,000, outpacing last year by 13%. Open Enrollment in a Qualified Health Plans continues through January 31st, but consumers need to enroll by December 15th, 2017 for coverage beginning January 1st, 2018. Environmental Advocates of New York released an update to its 2016 report Tapped Out: New York's Clean Water in Peril. The new analysis published by the DEC as required by the Sewage Pollution Right to Know Act, shows that from May 2013 to July 2017, a total of 10,687 overflows were reported, translating into over 3.8 billion gallons of sewage being discharged into waterways. Statistics indicates more work is needed to help municipalities fully comply with the Act and more funding is needed for municipalities to address aging infrastructure.
Governor Cuomo today announced $2 million is available through round 3 of the Climate Resilient Farming grant program to help farms reduce their operational impact on the environment and better prepare for, and recover quickly from severe weather events. $2.9 million has been provided to 37 farms across the State to implement critical projects that reduce greenhouse gas emissions, promote energy savings, mitigate water and soil quality concerns, and increase on-farm resiliency to climate change. The Request for Proposals for the grant program is located under Funding Opportunities at agriculture.ny.gov; Proposals are due by February 26, 2018.

New York's highest court; The Court of Appeals will hear arguments over whether state statutes and its constitution provide room for physicians to legally prescribe medications to help terminally ill, mentally competent people end their own lives, if the patients choose. The action is being brought by 3 people who say they may face questions on whether to seek end-of-life medical assistance, as well as four physicians and a PhD nurse from End of Life Choices New York. 5 states have legalized a role for physicians to aid in patient suicides; they are Oregon, Colorado, Washington, California and Vermont.
Binghamton Police arrested 34-year-old Edward McCray of Binghamton, following a domestic disturbance Saturday. McCray is accused of menacing his neighbors with a sharp object and was driving an SUV erratically, Police reported that McCray attempted to flee in his vehicle as officers arrived, striking 2 parked vehicles, and intentionally ramming 2 police vehicles, before driving a short distance & overturning his vehicle into a house at 6 Macon Street. McCray exited his overturned car and tried to run on foot, but police apprehended him & charged him with DWI, Attempted Aggravated Assault of a Police Officer, Menacing, and Resisting Arrest. No injuries were reported.
Delaware County Sheriff’s Deputies arrested 34 year old Cherie Ebert of East Branch on numerous charges stemming from a report of an underage house party on May 20th in the Town of Hancock where alcoholic beverages and illegal drugs were alleged to have been used and consumed by minors. Deputies charged Ebert with 15 counts of unlawfully dealing with a child, criminal nuisance, and 2 counts of endangering the welfare of a child, A 16 year old was also arrested and released on an appearance ticket for unlawful possession of marijuana. Ebert was arraigned & was remanded to the Delaware County Jail on $500 bail.

Delaware County Sheriff’s Deputies arrested 25 year old Steven Smith Jr. of Franklin Friday, for DWI, driving while ability impaired by drugs, failure to keep right, making an unsafe lane change, unlawful possession of marijuana, and criminal possession of a controlled substance. The arrest followed a 1-car accident on State Highway 357 in the Town of Franklin. Smith was later released on tickets returnable to Franklin Town Court at a later date.

Chenango County Sheriff's Department arrested 46 year old Shawn Springett of Sidney for 2nd degree Burglary and Criminal Mischief. Deputies arrested Springett following an investigation in the Town of Afton, after it was found that he allegedly entered a residence without permission and broke the homeowners belongings. Springett faces court action shortly.
The Otsego County Health Department announced that a child safety seat check will be held today in Cooperstown. Technicians will be available at the parking lot of the Tops Market in Cooperstown from 4:00 to 6:00 PM, more information is available at 547-4230.

State Lawmakers are considering legislation to authorize people with end of life illnesses to request life ending drugs from their physician. The proposal calls for 2 doctors to certify that a patient's illness is terminal, the measure has been brought up in previous years in the state legislature, but it has never come up for a vote. 5 state currently allow for terminally ill patients to request life ending drugs from a physician.
Fallen police officers from all over New York State are being remembered in Albany today, a Memorial at the Empire State Plaza. 40 more names are being added to the Memorial, 38 of the 40 lost their lives after becoming ill while serving at Ground Zero after the 9/11 attacks on the World Trade center in New York City in 2001.

Delaware County Sheriff’s Deputies arrested 28-year-old Hasan Siddiqi of Franklin last Wednesday on charges of Operating a motor vehicle without a headlight, failure to keep right, unlicensed operator, and aggravated unlicensed operation of a motor vehicle in the 3rd degree. Deputies say this arrest is a result of a traffic stop on State Highway 23 in the Town of Walton. Siddiqi was arraigned in front of Judge Hall at Walton Village Court and was released on his own recognizance.
New York state is accepting public comment on new learning standards that will replace the controversial “Common Core”. The revised standards will be presented the Board of Regents today, and public comments will be accepted through June 2nd. State Education Department officials released the standards last week following a 2-year process that gathered input from the public, educators & assorted experts. The Board of Regents is expected to adopt the new standards in June.
Legislation is being introduced in the state Assembly & Senate that would prohibit the state’s pension fund from investing in Big Oil, Gas or Coal companies. The Fossils Fuels Divestment Act would end any investments in 200 of the largest publicly traded energy companies, in an effort to send a signal to Wall Street to acknowledge climate change and invest in renewable energy companies.

The Public Safety & Legal Affairs Committee of the Otsego County Board of Representatives announced that they continue to investigate the situation regarding Sergeant Ros Devlin of the Otsego County Corrections Department, who is also the son of Otsego County Sheriff Richard Devlin. Ros Devlin was accused of using excessive violence as a corrections officer, he is also accused of making threats, possibly against area schools and the public in general that led to his pistol permit being revoked, and he was banned from being on County Property, and his behavior was being investigated by the County District Attorney’s office, The County’s Labor Attorney, the Sheriff’s Department & State Police. Sheriff Devlin was requested to recuse himself from the investigation due to an obvious conflict of interest, which he initially refused; County officials said that the Sheriff did not advise them of his original disciplinary action until April 10th. The investigation is continuing.
Delaware County Sheriff’s Deputies arrested 21 year old Alissa Young of Hancock, Thursday for 1 count of Driving While Ability Impaired Drugs plus other charges, Following the report of a vehicle going off the road and into a ditch on State Highway 97 in the Town of Hancock, she was arraigned and was remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bail bond. Deputies also arrested Young’s passenger, 26-year-old Anthony Rhinebeck of Hancock, for Criminal Possession of a Hypodermic Instrument, he is accused of possessing 3 hypodermic instruments, Rhinebeck was arraigned and was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bail bond.
The New York State Department of Taxation and Finance announced that they have extended the hours of its Income Tax Call Center through the April 18 filing deadline to assist taxpayers. On Monday & Tuesday, the call center at 518-457-5181 will remain open until 7:30 p.m. to assist taxpayers with last minute tax return filing questions. The Delaware County Tourism Advisory Board is now accepting applications for funding under the newly created Tourism Promotion & Development Grant program. This program will provide funding assistance to eligible applicants for projects that seek to attract visitors to Delaware County and enhance the overall tourism industry. 4 Chenango County Farms will benefit following an announcement by Governor Cuomo, to address the impact of climate change on agriculture. The Chenango County Soil and Water Conservation District was awarded $67,716 to work with four farms to plant 1,015 acres of cover crops over a three year period, to improve soil quality, reduce erosion, increase soil organic matter and improve resiliency to the farm from extreme weather conditions like floods & droughts.
State Police arrested 34 year old Rachel Howard of Burlington Flats for the Aggravated Driving While Intoxicated with a B.A.C. result of .18 and other traffic violations. This arrest occurred after a traffic stop when Howard was observed driving across hazard markings while on County Route 22 in the Town of Exeter. An investigation determined that she was driving while highly intoxicated. Howard was issued tickets returnable to the Town of Exeter Court on April 19, 2017.
The New York State Museum is opening a new exhibit on the Empire State's experience in World War I. The exhibit titled "A Spirit of Sacrifice: New York State in the First World War" opens on Saturday, just over a week after the nation marked the 100th anniversary of the United States' entry into the conflict fought from August 1914 to November 1918. The exhibit's highlights include a life-size recreation of a trench on the Western Front. The exhibit at the downtown Albany museum runs through June 3, 2018. More than 500,000 New Yorkers served during WWI, the most of any state. Nearly 14,000 lost their lives.
The State DEC is opening spring turkey season on May 1 in the upstate counties. The DEC's annual youth turkey hunting weekend is scheduled for April 22 & 23, for junior hunters ages 12-15. New York's 29 members of the Electoral College have cast their ballots for Hillary Clinton today, who won the state's popular vote, despite losing the presidential race to Republican Donald Trump in the expected final Electoral College tabulations, which will be completed today. The electors gathered today in the state Capitol's Senate chambers.
State police arrested 19 year old Christopher Tuckett of Floral Park, Long Island on 2 counts of Criminal Possession of a Controlled Substance, Reckless Driving and other traffic violations, after a trooper observed a vehicle speeding at 106 miles per hour, in a 65 miles an hour zone on I-88 in the Town of Otego Sunday. Tuckett was found to be illegally possessing prescription pills, he was issued tickets returnable to the Town of Otego Court on Thursday.
The Word of Life church pastor Tiffanie Irwin of New Hartford was sentenced to 12 years in prison. in connection with the beating of 2 boys during a church “counseling session” last year. 9 defendants who belonged to the Word of Life Church parish in Oneida County were charged for the beatings that killed 19-year-old Lucas Leonard and severely injured 17-year-old Christopher Leonard.
Delaware County Sheriff’s Deputies arrested 33 year old Candis Gier, of Walton on 2 counts of criminal possession of a controlled substance, 2 counts of petty larceny, after an investigation into a report of a theft of prescription pills from a Walton residence. Gier was released on appearance tickets returnable to Walton Town Court at a later date.

Binghamton city officials have found out the names of 4 area people who pulled a woman out of a burning car last thursday, after a 10 vehicle pile up on state route 17 Eastbound. Doug Kumpon, Ed Staff, Chris White and Albert Fiori have been identified as 4 of the people who came to the aid of a person trapped in a burning Ford Taurus that was pushed up into the concrete median, Binghamton Mayor Richard David released a video from one of the involved vehicles dashcam, mayor David is expected to announce a ceremony to honor the 4 for their life saving actions. Several people suffered injuries, but no one died in last Thursday afternoon's 10-car collision.
Binghamton Police responded to the report of a shooting at 1 Mozart Street at about 11:30 this morning. 3 people were involved in the shooting and one person was shot in the head & has died. The suspect was in custody a short time after the shooting, 2 shooting victims were taken to area hospitals.
The federal government has designated 24 New York counties as natural disaster areas following a severe summer drought that has adversely impacted some water supplies and farms. Farmers in the affected areas may be eligible for assistance, including emergency loans, from the federal government. The state will conduct on-site assessments of farms affected by the drought as well, Cuomo’s office said. 15 counties declared as the primary natural disaster areas cover, 1 of the contiguous counties named in the declaration is Broome County. Many other counties locally & into the North Country are requesting primary disaster declarations.
Governor Cuomo announced that the Great New York State Fair will hold a special celebration in honor of the Maine-Endwell Little League team, which completed an undefeated season this past weekend by winning the Little League World Series. The Governor declared Thursday, September 1 “Champions Day” at the Fair in honor of the team, which will be congratulated for its victory at a special ceremony on Chevy Court. Free tickets to the Fair are available to members of the Maine-Endwell community to take part in the celebration. The Maine-Endwell team is the first New York team to win the Little League World Series since 1964.

Governor Cuomo today announced that non-essential lane closures for road and bridge construction projects on New York State highways will be suspended from 6 a.m. on Friday, September 2, to 6 a.m. on Tuesday, September 6, in order to accommodate travelers during the busy Labor Day holiday weekend. The New York State Department of Health today announced that, based on a statewide needs assessment; it will implement numerous recommendations through new regulations and guidelines to enhance its Medical Marijuana Program. The recommendations, which will improve access for patients suffering from severe, debilitating and life threatening conditions, include authorizing nurse practitioners to certify patients for the program, allowing for home delivery service of medicine, expanding the financial hardship waiver for patients and caregivers who apply for registration, and modifying the state’s data management system to make it more user friendly for certified patients and caregivers. State Police at Oneonta arrested 28 year old Nicolas Martinez of Oneonta for the 3rd degree Assault & criminal obstruction of breathing or blood circulation, after troopers investigated a domestic dispute report from a home on Deer Haven Road in the Town of Oneonta. Martinez allegedly struck and choked the victim, causing injury; he was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail on $200 cash bail or $400 property bond.
Frontier communications announced that long distance service throughout New York State has been interrupted due to a problem in the Albany area. Crews are working to fix the problems; it should be restored by the end of the day.
The Tioga County District Attorney's office confirmed that Cal Harris has been found guilty of 2nd degree Harassment. Harris was convicted for harassing a Suny Broome student on March 5th 2015 at a satellite class. Harris's sentencing will take place September 7th.

Hundreds attended a memorial for Oneonta Mayor Dick Miller yesterday, the memorial was held at the Foothills Performing arts Center, Miller took his own life in his home on Saturday October 25th.

Governor Cuomo signed legislation that will expand access to potentially lifesaving medication for students and school personnel in the event of an emergency. The new laws include provisions that will allow schools to administer epi-pens to students without prescriptions in emergency situations and that will allow students diagnosed with asthma, allergies and/or diabetes to self-administer prescribed medical treatments. One new law authorizes schools to possess and administer auto-injectable epinephrine, in an emergency situation, even if the recipient of such treatment does not have a prescription.

State Police responded to a Tioga County 911 report of a hit and run motor vehicle accident involving two joggers in the Town of Tioga. 41-year-old Daniel Manwarring and 43-year-old Karen Manwarring, when they were struck by a Blue Nissan Xterra that then left the scene. Daniel Manwarring was declared deceased at the scene and Karen Manwarring was transported to Wilson Hospital with non-life threatening injuries.   33-year-old Jason Townsend of Nichols is in custody & faces court action shortly.
Chenango county sheriff’s department responded to a report of a hit and run motor vehicle accident on South Canal St in the Village of Oxford, where a 1999 Chevy Blazer, driven by 25 year old Donald Towndrow of Norwich, rear ended a 2009 Hyundai driven by a Village of Oxford woman as she was turning onto a side street,   Towndrow left the scene of the accident, but was located and was charged with unlicensed operation, leaving the scene of a personal injury motor vehicle accident, and following too close. He faces action in the Village of Oxford Court at a later date.

The U.S. Department of Agriculture today selected Chobani Greek yogurt as the supplier for a school lunch pilot program that will expand to 12 states this fall. The USDA awarded Chobani the first 1-month contract to supply Greek yogurt to New York, Arizona, Idaho, California, Iowa, Illinois and Mississippi.
The state Senate approved legislation, to postpone for two years, Cuomo administration plans to close state institutions for the disabled and mentally ill. The bill would postpone closures and consolidations of four facilities operated by the Office of Mental Health and the Office for People with Developmental Disabilities until April 1, 2017. Sponsors say more time is needed to put appropriate safety nets in place. The bill sponsors represent Binghamton, where the Broome Development Center is scheduled to close in 2016. The bill moves to the assembly for consideration as the state Legislature is scheduled to wrap up their session this week
Chenango County Sheriff's Deputies arrested 38-year-old Richard Small of Cortland on charges of Grand Larceny and Conspiracy. Small & 3 other individuals are accused of stealing over $1000 of merchandise from the Norwich Wal-Mart. Small was arraigned in the Town of Norwich court and is being held on $1000 cash bail pending action in the Town of Norwich Court at a later date.
Oneonta Police Department arrested 27-year-old Erika Speller of Oneonta, for criminal sale of a controlled substance & criminal possession of a controlled substance. Speller was charged after Police confiscated cocaine and cash, she was arraigned in Oneonta City Court and sent to the Otsego County Jail on $25,000 cash bail or $50,000 bond.
US Senator Charles Schumer said the federal government must step up funding to chip away at a backlog of repairs to aging local bridges in upstate New York. There are 2,200 bridges across the state that are owned by cities, towns, villages and counties and are considered either structurally deficient or functionally obsolete. The state receives $71 million a year in federal money to help localities fix and maintain bridges. That amount has been flat for the past five years. Schumer said Congress is still talking about how to fund the transportation bill
The State legislature has made it legal for pet owners to be buried with their deceased animals. Beginning in August, pet cemeteries will be allowed to accept the cremated remains of people. The regulation, which was proposed last fall and recently adopted, does not allow pet cemeteries to charge a fee for a human burial and cannot advertise human burial services

Firefighters from Masonville, Sidney, Walton, Trout Creek, Sidney Center, Bainbridge, Deposit & Mount Upton fire companies responded to a fire at the Briggs residence on state route 8 between Sidney & Masonville.   The fire was reported at about 8:30 Thursday morning, officials said that the house suffered fire, smoke & water damage, no one was home when the fire broke out, no injuries among firefighters were reported. The cause of the blaze is under investigation.
The state Senate passed legislation to make all honorably discharged military veterans eligible for a high school degree. “Operation Recognition,” already allows veterans of World War II, Korea and the Vietnam wars to get diplomas, the legislation would expand eligibility to other veterans who didn’t complete their formal education. The bill was sent to the Assembly.
Chenango County Sheriffs Deputies arrested 24-year-old Cassandra LaTour and 41-year-old Brett Brooks following an investigation into a reported larceny at a Norwich business. Both were charged with Conspiracy and Petty Larceny for allegedly entering a business with the intent of stealing property. LaTour was also charged with 3rd degree Burglary, Brooks was issued an appearance ticket to appear in the Town of Norwich Court at a later date, LaTour was arraigned in the Town of Norwich Court and will reappear at a later date.
Broome County Executive Debbie Preston will undergo surgery next week at Memorial Sloan Kettering Cancer Center in New York City. Preston announced her diagnosis of lung cancer 2 weeks ago, she will go to Sloan Kettering on Sunday and will have the upper left lobe of her lung removed the Monday. She plans on spending much of next week at Sloan Kettering before heading home to recover.
U.S. Postal Service letter carriers will be collecting non-perishable food items tomorrow, as part of the national Stamp Out Hunger program. Food items can be left by mailbox’s for pickup, all donations will stay in local comminutes.
The Town of Hartwick will hold its annual Clean Sweep event from 9:00 AM to 3:00 PM on Saturday. The Town will be collecting Used electronics, televisions, tires, scrap metal and white goods, used appliances, backyard waste, mattresses, furniture; leaves and grass clippings; and returnable bottles and cans.   Regular trash & household Hazardous waste will not be taken at this event.

The Mayor of the Village of Sherburne is requesting a voluntary evacuation of the south end of the village due to flash flooding. Streets include Chapel, South Main and adjoining streets, it includes Sherburne Senior Housing.  A shelter is being set up at Sherburne-Earlville Elementary School, with 2  buses being sent to Sherburne Senior Housing to provide transportation for residents.
