Broome County Sheriff’s Deputies arrested 35 year old Devyn Wilcox of Harpursville on 27 counts of Endangering the Welfare of a Child & 1 count of disorderly conduct on Thursday. Deputies responded Thursday afternoon to the Harpursville School District Bus, Wilcox is accused of entering the stopped bus and began yelling, screaming, swearing and threatening juveniles, according to witnesses & video. There were 30 students from elementary school to high school ages on the bus. Wilcox was taken into custody without incident at his residence, he was processed at the Broome County Sheriff’s Correctional Facility and released on appearance tickets for the Town of Colesville Court at a later date. The investigation is continuing.
The next Nate Lull Scholarship Fundraiser will be held at Awestruck Ciders in Sidney this Sunday from 11am to 5pm, Lull told WCDO News that Sunday's fundraiser is one of the key fundraisers for the Scholarship:

State Police, as well as Sidney EMS, Sidney Fire Department and Sidney Center Fire Department responded Sunday Night at approximately 7:05 pm, for the report of a Motor Vehicle Accident on Parker Hollow Road, about 1/2 a mile North of Sunshine Mountain Road in the town of Sidney. The initial investigation stated that the Vehicle was traveling north & left the roadway, strikes a tree and becomes engulfed in flames. Police said that an unidentified 58 year old woman from Bainbridge & her dog were killed in the accident, the investigation is continuing.
The New York State Department of Civil Service and the Department of Motor Vehicles announced that the online civil service exam period is now open for Motor Vehicle Representatives. The exam, which is being offered as an online exam for the first time, is used to fill positions across the DMV. Qualified candidates can take the exam online until 11:59 EST on Wednesday, August 31st. about 500 positions are needed to be filled, more information is available at dmv.ny.gov.
The State Health Department reported that COVID positivy rates are still over 9.2%, based on the testing of more than 41,000 New Yorkers Friday. Hospitalization are over 2600, ICU patient numbers are at 259, with 85 on Ventilators. there were 26 death reported at Nursing homes & hospitals from COVID over 72,800 New Yorkers have died in this pandemic.
Chobani has announced it will host the World Refugee Forum on Wednesday, August 10th. Chobani founder and CEO Hamdi Ulukaya stated that they have successfully brought many refugees to work in their plants, Speakers will include Ulukaya, Congressmen Michael McCaul of Texas & Jason Crow, of Colorado; among others, The virtual event will be held oat 1 pm. eastern standard time and is free and open to the public. Staff from the State Comptroller's office will attend community events, such as County Fairs & the New York State Fair to help residents search for lost and forgotten money. The state has returned over $234 million in lost or forgotten money, so far this year, unclaimed funds usually come from old bank accounts, utility deposits, uncashed checks, insurance claims, stocks and other sources that have been dormant, dating as far back as the 1940s. Residents who cannot make it to the events can search for and claim their money by using the online claiming system at ouf.osc.state.ny.us or by calling 1-800-221-9311.

Governor Kathy Hochul today issued an Executive Order declaring a State Disaster Emergency in response to the ongoing monkeypox outbreak. The Executive Order extends the pool of eligible individuals who can administer monkeypox vaccines, including EMS personnel, pharmacists and midwives; allows physicians and certified nurse practitioners to issue non patient specific standing orders for vaccines; and requires providers to send vaccine data to the State Department of Health. The federal government had secured an additional 110,000 vaccine doses, resulting in a total of 170,000 doses to New Yorkers to date. More Information is available at health.ny.gov/diseases

Health Department officials stated that some groups may be at heightened risk for severe outcomes if they contract the disease. This grant opportunity will provide an additional level of direct support to counties as they continue to deal with the ongoing pandemic. Locally Broome County receives $43,000, Chenango County $11,000, Delaware County over $10,000 and Otsego County over $13,000.

The state Health Department announced that over 4 million COVID 19 tests have been administered since March, with 395,872 positive tests, there were 9 deaths Thursday, and the state death toll is 24,885. Hospitalizations statewide were at 857 on Thursday.
Hundreds of owners of Gyms, Spas, Fitness Centers & Health Clubs are planning to file a class action lawsuit against the Governor Cuomo & the State next week, as they have not yet been allowed to open in any of the phases of reopening. Owners of malls around the state have lodged similar complaints about re-opening as the gyms have, Currently; businesses are advised by the state to follow guidelines at forward.ny.gov.
State Police and local law enforcement agencies will increase patrols to crack down on drunk and drugged driving and other traffic infractions during the 4th of July holiday through Sunday. State Troopers will conduct sobriety checkpoints and target reckless and aggressive driving statewide, Drivers should also remember to "move over" for stopped emergency and hazard vehicles on the side of the road. Last year, the State Police issued nearly 13,410 tickets during the 4th of July weekend; they arrested 249 people for DWI and investigated 187 crashes, which resulted in 2 fatalities.

Pool-goers are reminded to practice social distancing, respect the rules, and do their part to keep the pool area safe for everyone. Delaware County Sheriff's Office Criminal Investigators arrested 25 year-old Brandon Felter of Hancock at the Bradford County Correctional Facility in Pennsylvania, where he was being held as a Fugitive from Justice on the Delaware County Probation Warrant. Felter had previously been sentenced to a 5 years’ probation after being convicted burglary in Hancock, he is accused of failing to report to the Delaware County Probation Department. Felter waived extradition and is being held Delaware County Correctional Facility pending further County Court action.
Otsego County Department of Health announced that they have had 1 New case of the Coronavirus reported Thursday. The county has had 77 total confirmed cases, no one is hospitalized, there have been 5 deaths, 70 recoveries & 31 people are quarantined.
Delaware County Public Health received no positive lab reports for COVID-19 Thursday. they have had 82 positive tests since March, 76 people have recovered, 6 have died, there are no patients recovering at home or in a hospital, 16 are quarantined.

State Police will conduct a week-long enforcement initiative to crack down on speeding and aggressive drivers, running today and through Wednesday, June 13th. Troopers will be using both marked State Police vehicles and Concealed Identity Traffic Enforcement to blend in with traffic. During the August 2017 Speed Week campaign, State Police issued more than 19,000 traffic tickets including more than 7,900 for speeding, and over 580 for distracted driving. Speeding is listed as a contributing factor in nearly one third of all fatal crashes in New York State.
Congressman Sean Patrick Maloney announced his bid for the state attorney general's position. Maloney is the 4th Democrat to enter the race, after Letitia James, Leecia Eve; & Zephyr Teachout, the nominee will be determined in the September primary. The only Republican candidate for state attorney general is Keith Wofford of New York City.

3 men were arrested after State Police CNET and Troopers conducted a vehicle and traffic stop in Johnson City. A search revealed a hidden compartment containing Fentanyl, Oxycodone, suboxone, powdered heroin, a digital scale, packaging material, marihuana and $5,945 in cash. Police arrested 27 year old Coren Walker of the Bronx, 40 year old Scott Layton of Johnson City, & 24 year old Giovanni Foster of Johnson City, on a variety of drug charges, All 3 were arraigned and remanded to the Broome County Jail without bail.
Delaware County Sheriff’s Office’s arrested 47 year old Shawn Maynard of Randolph, at the Champaign County Jail in Illinois. This arrest followed an investigation of a January 2015 accident on State Highway 30 in the Town of Colchester where a woman suffered serious injuries. Maynard was returned to Delaware County, he was arraigned for Driving While Ability Impaired by a Combination of Drugs and Alcohol, Vehicular Assault & 2nd degree Assault, and he was remanded to the Delaware County Jail pending further court proceedings.

A review of the Oneonta Police Department’s actions, following the recent death of a man in custody has been completed by the Oneonta Police Department & the Otsego County District attorney's office. Oneonta Police had a search warrant for a city residence & to perform a strip search of 52-year-old Kenneth Faulkner of New Rochelle, following a lengthy drug investigation. Faulkner resisted the efforts of 4 officers; he swallowed a packet of cocaine, which led to his death several hours after the struggle on November 2nd. The results of the department’s report have been submitted to state officials.

Police discovered a meth lab with 30 “one pot” vessels, various methamphetamine laboratory components, a loaded 12 gauge shotgun & a Small amount of marihuana. Police arrested Orion Tanzini of Kirkwood, Brittany Clark of Whitney Point, Jamie Wilson of Whitney Point, Brian Mirra of Chenango Forks, along with Clark. A search warrant was also executed for Charles McNeilly, of Whitney Point, where police again seized meth making materials & arrested Thomas Cole of Whitney Point, Ashley VanOstrand of Whitney Point, along with McNeilly. All face court action shortly, the investigations are continuing and additional charges are pending.

Private educational and health services added the most jobs (+51,900) of any major industry sector over the past year. Manufacturing lost the most jobs (-17,100) of any major industry sector in New York State, other losses were concentrated in durable goods (-12,800), especially fabricated metal products (-3,200).

Governor Cuomo today announced that the State Police and local law enforcement agencies would increase patrols to crack down on drunk and impaired driving this Halloween weekend. The special traffic enforcement detail will begin Friday & continue through Tuesday. Motorists can expect to see a number of sobriety checkpoints and additional patrols over the weekend. Troopers will also conduct a special enforcement detail to crack down on the sale of alcohol to minors.

The 6 names selected from a pool of over 1,500 fan submissions, are: the Bullheads, Gobblers, Rocking Horses, Rumble Ponies, Stud Muffins or Timber Jockeys. The Double-A Mets affiliate will open the 2017 season on the road in New Hampshire on April 6, the home opener at NYSEG Stadium will be on April 13th.
A Town of Pitcher resident was arrested by the Chenango County Sheriff’s Office on an active arrest warrant for an allegedly Assault on October 1st. Deputies arrested 41 year old Clarence Brown of Pitcher for 1 count of assault, after Brown and another subject allegedly caused serious physical injury to a female victim in the Town of Lincklaen earlier this month, both face court action shortly.

State Police are looking for 81-year-old Alfred Turshman of 232 Frye Road in the Town of German. Turshman was reported missing from his home since August 14th at approximately 1:00 PM in the hamlet of Cincinnatus. Turshman is an 81-year-old white male who has dementia. He is 5’08” and weighs about 180 pounds. He is bald and may be wearing a light blue and tan button down long sleeve shirt, blue jeans and brown loafers. Anyone with information should call the State Police at 561-7400.

2 Deposit men have been arrested by the Delaware County Sheriff's Office on multiple felony drug sale charges following a 6 month investigation. Both men were indicted by a Delaware County Grand Jury and arrested on Arrest Warrants issued late Thursday afternoon by the Delaware County Court. 29 year old Clint Stevens of Deposit was arrested on a Sealed Indictment Warrant charging him with 3 counts of Criminal Sale of a Controlled Substance, prior to that he was arrested on several other charges, for allegedly selling Heroin in Deposit. On Friday morning, Delaware County Sheriff's Office arrested 34-year-old Todd Perrington of Deposit on a Sealed Indictment Warrant charging him with 3 counts of Criminal Sale of a Controlled Substance; he was arrested at the Broome County Jail where he was being held on separate drug charges, for also allegedly selling heroin in Deposit. Stevens and Perrington were arraigned on the latest counts & were remanded to the Delaware County Jail without bail pending future court appearances.
State Police at Sidney arrested 36-year-old Celia Daniels of Oneonta for Aggravated DWI with a child less than 15 years old and Endangering the Welfare of a Child plus several other traffic violations. The arrest occurred after a trooper responded to a Chenango County 911 report of an erratic driver who struck a guide rail on Interstate 88 in the Town of Bainbridge. Daniels is accused of being intoxicated while having her 4-year-old daughter as a passenger. Daniels was issued tickets returnable to the Town of Bainbridge on August 24th.
On Saturday afternoon at approximately 5:30pm, Delaware County Sheriff’s Deputies arrested 24 year old James Fontana of Ardsley for 3 counts of reckless endangerment, felony driving while intoxicated, felony aggravated driving with a blood alcohol content of.18% or greater, felony aggravated unlicensed operation of a motor vehicle, speed not reasonable and imprudent, and failure to stop for a stop sign. This arrest was a result of a UTV accident on Left Pines Brook in the Town of Walton. It is alleged that the defendant operated and subsequently crashed a UTV while in an intoxicated condition with three children inside the vehicle. Fontana was later arraigned and remanded to the Delaware County Jail on $2500 bail.
State Senator Jim Seward and Assemblyman Cliff Crouch announced legislation they sponsored, allowing Delaware County to enact a "bed tax" on hotel and motel room rentals, has been signed into law by Governor Cuomo. The bill follows a home rule request from the Delaware County Board of Supervisors; it allows Delaware County to impose a "bed tax" of up to 2% on hotel and motel room rentals. The estimated return of between $200,000 to $250,000 will be dedicated to promoting County's tourism. Governor Cuomo also signed into law a bill allowing Delaware County to maintain its local sales tax at 4%, which in 1% above the rate authorized in state law.

Governor Cuomo signed legislation Friday banning the sale of powdered alcohol in New York. The bill prohibits the sale of any crystalline or powdered alcohol product, which includes Palcohol, which sells powder versions of rum, vodka and a few cocktails. The Senate approved the bill by a vote of 62-0, while the Assembly passed it by a 139-4 margin.

2 Deposit men have been arrested by the Delaware County Sheriff's Office on multiple felony drug sale charges following a 6 month investigation. Both men were indicted by a Delaware County Grand Jury and arrested on Arrest Warrants issued late Thursday afternoon by the Delaware County Court. 29 year old Clint Stevens of Deposit was arrested on a Sealed Indictment Warrant charging him with 3 counts of Criminal Sale of a Controlled Substance, prior to that he was arrested on several other charges, for allegedly selling Heroin in Deposit. On Friday morning, Delaware County Sheriff's Office arrested 34-year-old Todd Perrington of Deposit on a Sealed Indictment Warrant charging him with 3 counts of Criminal Sale of a Controlled Substance; he was arrested at the Broome County Jail where he was being held on separate drug charges, for also allegedly selling heroin in Deposit. Stevens and Perrington were arraigned on the latest counts & were remanded to the Delaware County Jail without bail pending future court appearances.
State Police at Sidney arrested 36-year-old Celia Daniels of Oneonta for Aggravated DWI with a child less than 15 years old and Endangering the Welfare of a Child plus several other traffic violations. The arrest occurred after a trooper responded to a Chenango County 911 report of an erratic driver who struck a guide rail on Interstate 88 in the Town of Bainbridge. Daniels is accused of being intoxicated while having her 4-year-old daughter as a passenger. Daniels was issued tickets returnable to the Town of Bainbridge on August 24th.
On Saturday afternoon at approximately 5:30pm, Delaware County Sheriff’s Deputies arrested 24 year old James Fontana of Ardsley for 3 counts of reckless endangerment, felony driving while intoxicated, felony aggravated driving with a blood alcohol content of.18% or greater, felony aggravated unlicensed operation of a motor vehicle, speed not reasonable and imprudent, and failure to stop for a stop sign. This arrest was a result of a UTV accident on Left Pines Brook in the Town of Walton. It is alleged that the defendant operated and subsequently crashed a UTV while in an intoxicated condition with three children inside the vehicle. Fontana was later arraigned and remanded to the Delaware County Jail on $2500 bail.
State Senator Jim Seward and Assemblyman Cliff Crouch announced legislation they sponsored, allowing Delaware County to enact a "bed tax" on hotel and motel room rentals, has been signed into law by Governor Cuomo. The bill follows a home rule request from the Delaware County Board of Supervisors; it allows Delaware County to impose a "bed tax" of up to 2% on hotel and motel room rentals. The estimated return of between $200,000 to $250,000 will be dedicated to promoting County's tourism. Governor Cuomo also signed into law a bill allowing Delaware County to maintain its local sales tax at 4%, which in 1% above the rate authorized in state law.

Governor Cuomo signed legislation Friday banning the sale of powdered alcohol in New York. The bill prohibits the sale of any crystalline or powdered alcohol product, which includes Palcohol, which sells powder versions of rum, vodka and a few cocktails. The Senate approved the bill by a vote of 62-0, while the Assembly passed it by a 139-4 margin.

State Police from Oneonta arrested 18 year old Brian Colon of the Bronx and 18 year old Nicole Nunez of Manhattan for Criminal Possession of a Forged Instrument. The arrests occurred after an off duty Trooper called and reported that he had possibly received counterfeit ten dollar bills from a man during a sale on Craigslist. The investigation determined that the off duty Trooper was selling four tire rims on Craigslist and agreed to meet Colon in Oneonta to complete the transaction, Police accuse Colon of paying the Trooper with 70 counterfeit ten dollar bills, and that Nunez had also knowingly possessed several counterfeit ten dollar bills. Colon and Nunez were both arraigned in the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of a $750 cash bail.
Governor Cuomo announced that the White House Office of National Drug Control Policy has commended the State's program that trains law enforcement officers to administer naloxone, to reverse heroin and opioid overdoses. 1,400 police officers from 54 counties have attended the State's training, and emergency responders have used the naloxone to save the lives of 38 New Yorkers who had overdosed. Governor Cuomo also announced a new public awareness and education campaign featuring a website, combatheroin.ny.gov.

A newly created database of New Yorkers deemed too mentally unstable to carry firearms has grown to 34,500 names. The database is the result of the Safe Act. Gun control supporters argue a wide net is appropriate, given the potentially dire consequences. Under the law, the reports prepared by doctors, psychologists, nurses and social workers are first sent to county officials. If they agree with the assessments, the officials then input the names into the state database. The information is retained for five years. If the authorities find a person in the database has a gun permit they are required to revoke the license and seize any guns. The people in the database are barred from obtaining a permit until their names are purged
The U.S. Environmental Protection Agency, has awarded $197 million to New York State, to help finance improvements to water projects to protect public health and the environment. The money will be used to upgrade sewage plants and drinking water systems throughout the state. This funding, which is awarded annually, is in addition to the $340 million NY recently received for Hurricane Sandy resiliency projects

Community members will honor those who died in the American Civic Association shooting five years ago with a special ceremony Saturday at 1:00 PM. Those in attendance will remember the 13 victims of the ACA shooting, at the downtown memorial on the corner of Clinton and Front streets in Binghamton. The ACA Memorial includes a central granite column with a glass shaft rising from the center that is illuminated at night. Symbolizing the tragedy's rippling effect in the community are 13 sculptures of illuminated birds in flight.

Tennant was arraigned in the Town of Norwich Court, and remanded to the Chenango County Correctional Facility on $2,000 cash bail.
Thousands of New York parents refused to have their children take the statewide English assessments that were given this week. Parents are protesting the state education policy that puts a lot of emphasis on testing & interferes with time in the classroom for actual learning. Results of the 3-day assessments don’t count toward student averages, but they do factor into teacher and school evaluations. It is estimated that more than 25,000 of the more than 1 million third- through eighth-graders in the testing pool, skipped this week’s tests.
U.S. Senator Charles Schumer wants the Federal Trade Commission to investigate whether utilities or power producers artificially inflated upstate New York electric rates in recent months. Rates spiked the most this winter for National Grid customers by an average of 60 to 75%, and average rates rose10 to 15% for NYSEG. Utilities blamed raises in the wholesale cost of electricity and said they have no control over those prices. NYSEG suggested customers struggling with rising rates sign up for their budget-billing plan.

The Education Department is acknowledging that it will end controversial plans, to store identifiable student data in a Web-based cloud, created by inBloom, a nonprofit funded by the Gates Foundation. State lawmakers passed legislation that prohibits the department from giving student information to entities that collect and store data for use in a data dashboard or portal. The state is also required to make sure that student data already uploaded is deleted.

Officials with the Constitution Pipeline, Leatherstocking Gas Company & Amphenol in Sidney announced on Tuesday a plan to get natural gas services to Amphenol’s new plant, as well as to towns and businesses along the I-88 Corridor. The Constitution Pipeline would run 125 miles from northern Pennsylvania to parts of New York State for eventual distribution into New England. Construction of the pipeline could start in January 2015 pending federal approval. The full story is available in this week’s Tri-Town News.
Supporters of the Dream Act pressed Governor Cuomo to include the measure in the state budget. The bill calls for providing state tuition aid to the children of illegal immigrants. The measure failed to pass the state senate by 2 votes after passing the Assembly. The measure was included in the Assembly passed budget, with a 25 million dollar appropriation, the next step would be for Governor Cuomo to include the initiative in the final state budget for the fiscal year that starts April 1.
It's pothole season and driving on State & Local roads resembles an obstacle course, with a great potential for damage to your vehicle. The U.S. Army Corps of Engineers state that the weather is the biggest contributor, where the Asphalt is soft at high temperatures and brittle at low temperatures. When the temperatures dip, roads are more prone to cracking, which lets water pool underneath the surface & lead to potholes.
