The Madison County District Attorney, State Police, University Police at SUNY Morrisville and the Madison County Sheriff’s Office announced that an arrest has been made in connection with a shooting on the SUNY Morrisville campus that left a 20-year-old man with a gunshot wound to the neck back on November 3rd of 2025. The victim was not a student, and was taken to Upstate Medical Hospital for emergency surgery. A Madison County grand jury indicted 19 year old Kido Simon on 6 counts, including attempted murder, assault, criminal possession of a weapon and criminal use of a firearm. Simon was a student at SUNY Morrisville at the time of the shooting, he is being held at Madison County Jail on bail set at $1,000,000 cash, $1,500,000 bond and $2,000,000 partially unsecured bond. Simon’s next court appearance is scheduled for June 3 at the Madison County Courthouse. 1 other person is wanted in connection with this case who remains at large.
Governor Kathy Hochul announced the launch of the 2026 Regional Economic Development Council Initiative, eligible REDCs will compete for funding through the $150 million ACHIEVE competition to support high-impact regional projects to advance regional goals. Up to $60 million in Regional Council Capital Funds will be made available in the 2026 Consolidated Funding Application in addition to funding from more than 20 programs to facilitate projects that advance each region’s strategic plan and state priorities. more information is available at regionalcouncils.ny.gov.

On Friday, State Police arrested Lieutenant Thomas Fellrath of the Otsego County Sheriff’s Office on multiple charges following an investigation by the State Police & the Otsego County District Attorney’s Office. Fellrath is charged with Criminal Possession of a Controlled Substance, Defrauding the Government, Official Misconduct, Fellrath is accused of possessing 10 grams of cocaine during a traffic stop on the New York State Thruway in Herkimer County, At the time of his arrest, Fellrath was on-duty and driving an unmarked Otsego County Sheriff’s Office vehicle outside of Otsego County.
Delaware County has continued to transition operations of the senior meals program after Delaware Opportunities abruptly ceased operating on May 7th. Delaware County Office for the Aging has supported Senior meals both at congregate meal sites and through home meal deliveries. Congregate meal sites are now fully staffed and operational in Delhi, Hancock, Walton & Grand Gorge, the Margaretville senior meals dining center is open and located back in the Margaretville Methodist Church. The Sidney senior dining center has been temporarily relocated to the Sidney Community Cultural Center at 1 Bridge Street in Sidney, today that site will be operational to serve meals on site and prepare meals for home delivery. The County continues to work with the owners of the Sidney Senior Housing site to permanently relocate senior meals back to the senior nutrition site at 21 Liberty Street Sidney. Governor Hochul's Office announced a 5 year deal has been reached on a contract for the CIVIL SERVICE EMPLOYEE ASSOCIATION, with more than 55,000 New York State Employees. The Contract Includes Yearly Salary Increases, Increases in Location Pay and Changes in Health Benefits, the Contract is Subject to Union Membership Ratification
Delaware County Public Health recommends that pet owners take advantage of any of the free rabies clinics for dogs, cats and ferrets in Delaware County. The Otsego County Sheriff’s Office arrested 30 year old Victor Quisquina of Virginia following the investigation of a property damage motor vehicle accident in the Town of Otego. Quisquina was charged with DWI and several related charges, and he did not possess a valid driver’s license, he was processed and released with Uniform Traffic Tickets/Appearance Ticket and is set to appear in court at a later date.
State tax receipts totaled $85.8 billion through three quarters of the State Fiscal Year (SFY) 2025-26, $2.3 billion higher than estimates released in the Division of Budget’s Mid-Year Update, according to the State Comptroller's Office. Collections were $5.9 billion higher than those through December 2024, Personal income tax receipts totaled $44.9 billion and were $1.5 billion above projections and $4.2 billion higher than the same period in SFY 2024-25, due to the impact of wage and financial market growth over the course of the year. The Delaware County Sheriff's Office is assisting with a Missing Persons Report from Weehawken New Jersey. 20 year old Emilio Acosta left home on December 18th, he had 2 knapsacks and his ski helmet, he is familiar with the Roxbury area and his family reportedly used to go skiing at Belleayre Mountain. Acosta is 6'1", about 190 pounds with black hair & he was wearing a New York Yankees cream colored sweatshirt, Gray Sweatpants and black Timberland boots. Delaware County residents who may spot Acosta are asked to call the Weehawken Police Department at (201)863-7800.

Several local events are planned to observe Martin Luther King Jr. Day, commemorating King’s life and legacy as a leader of the civil rights movement of the 1950s and 1960s. Hartwick College's Yager Museum will be open 11:30 am. to 4:30 pm. in observance of Martin Luther King Jr. Day. The National Baseball Hall of Fame in Cooperstown is offering a program at 1:30 pm. Monday titled “MLK and Baseball,” The First Baptist Church of Cooperstown will host a memorial service today at 6 pm. The Broome County Martin Luther King Jr. Commission is holding a march starting at 5:30pm at the King Promenade at the Court Street Bridge next to Boscov’s in downtown Binghamton, followed by services at 6pm at the First Congregational Church on Main Street.
New York State recently announced more than $25.5 million in grants to support 29 water quality and climate resiliency projects in the State DEC’s Region 7. In Broome County, the Town of Chenango will receive $560,000 construct a salt storage facility, The Friends of the Upper Delaware River, receives $458,537 to conduct an in-stream stabilization and floodplain reconnection project to improve flood resiliency, aquatic habitat, and water quality in the Upper Delaware River Watershed, and Broome County will receive $400,000 to purchase a new vacuum truck to reduce sediment flow from catch basins discharging into the Minor Tributaries to Lower North Susquehanna River and ultimately the Chesapeake Bay watershed.

The DCMO BOCES Board of Education reviewed a proposed capital building project plan at a recent meeting on a plan for renovation of the Robert W. Harrold Campus, the Alan Pole Campus in Norwich and the purchase of the former Masonville Elementary School to house programs for students. BOCES District Superintendent Michael Rullo told WCDO News of the main reasons for the projects:

Both the renovations and the purchase of the Masonville School site are subject to voter approval on February 3rd of next year, the BOCES buildings over more than 50 years old, with the most recent renovations approved in 2005. The projects would start in March of 2027 and conclude in 2028.
The City of Oneonta is accepting applications for a firefighter civil service exam to be held on January 10, 2026. The application deadline is December 10, Applications can be submitted in person or by mail to the Oneonta Civil Service Commission at City Hall at 258 Main Street and the starting salary for 2026 hires is $52,000. State Police responded to I-88 in Afton for a crash involving a Department of Transportation vehicle and a pick-up truck. Troopers learned that a crew of 7 DOT workers were completing pothole repairs along the east bound lanes of I-88, an attenuator truck in the right lane warned drivers that there was roadwork ahead and that the right lane was closed, while a second attenuator truck was in the vicinity of the crew members. A Pick-up truck pulling an enclosed trailer with picnic tables crashed into rear of the second attenuator truck, The DOT worker that was operating the attenuator and the 20-year-old operator of the pick-up truck were both transported to Wilson Hospital for non-life-threatening injuries. Both eastbound lanes were closed during the removal of the vehicles. Troopers were assisted by Afton Fire, Bainbridge Fire, Sidney Ambulance.
State Police responded to South Hall of the SUNY Morrisville Campus Monday afternoon at 3:45 pm, they found a 20-year-old male, who was not a student, with a gunshot wound to the neck. The victim was transported to Upstate University Hospital in Syracuse, No other injuries were reported and a suspect has not been located, the investigation is continuing. Normal class schedules resumed this morning.
54 year old Donald Lane of Oneonta, was arrested Sunday for Sex Offender Failure to Update Change of Address following an investigation in to a sex offender failing to abide by restrictions by the State Sex Offender Registry. Lane is a level 2 sex offender, he failed to make the proper notifications regarding an address change, he also had a prior conviction of the failing to update the Sex Offender Registry, he was located in the City of Oneonta by deputies and taken in to custody following a brief foot pursuit, he was lodged him in the Otsego County Correctional Facility to Arraignment.

Chenango County Sheriff's Office arrested 49 year old Christopher Prosser of North Norwich for Disseminating indecent material to minor’s. Prosser is a registered sex offender, a complaint was filed that he was having a sexually motivated conversation with a teenaged female, while using an alias. Investigators discovered that Prosser sent a nude photo of himself and solicited the minor to do the same, he also made arrangements to meet up with the female for sexual relations. Prosser was taken into custody at his home without incident and transported to the Chenango County Sheriff’s Office for processing, he was arraigned & was held on $15,000 cash bond.
The City of Norwich is one of this year’s Preserve New York grantees, with a grant of $20,000 will fund the Broad Street-Main Street Historic District Nomination. Norwich Community Development Director Erik Scrivener explains:

State Police announced that their Service Day open house scheduled for Saturday, at the State Police Academy in Albany, has been canceled due the weather forecast. No new date has been announced.
A new report identifies which States are investing most in manufactured housing as an alternative to existing homes. In New York State, 13.4% of all new single-family houses built were manufactured homes, the 13th highest share in the nation. New York State shipped 1,616 manufactured homes last year, and issued 10,453 permits for single-family site-built homes. Otsego County Sheriff's Office arrested 37 year old Nicolas Martinez of Milford has been arrested for Offering a False Instrument for Filing. Martinez was charged following an investigation into information he provided on paperwork submitted to the Otsego County Civil Office, a background investigation in to Martinez's pistol permit application, found that he intentionally failed to disclose sensitive information required by law for the application, he was processed and released with an Appearance Ticket returnable to the Town of Middlefield Court at a later date.

Jeremiah Raub was found guilty by a Broome County Jury today for 1 count of 2nd-degree murder and 2 counts of 1st-degree arson, in connection with a 2011 Binghamton fire that killed 17 year old Jeffrey Aissa. 6 people escaped the blaze, Aissa died inside the house. The 1st trial for Raub ended when the jury could not reach a verdict, he will be sentenced at a later date in Broome County Court.
The 2025 New York State Fair started today & will run through September 1st in Syracuse, , with a variety of attractions including midway rides, free concerts, and the annual butter sculpture. Tickets are $8 per person and parking is $12 per vehicle, Daily Hours will be from 9:00 AM to 11:00 PM.

The Sidney Police Department, arrested 66 year old Mark O'Neill of Sidney following a week-long investigation for a hit and run motor vehicle accident that occurred on August 11th. O'Neill was charged with Reckless endangerment, Leaving the scene of a personal injury accident, Failing to yield right of way to pedestrian in cross walk, he was released on an appearance ticket to appear in court at a later date.
51 year old Joseph Amato of Treadwell was indicted by a Grand Jury on for Driving While Intoxicated and Obstructing Governmental Administration, this would be Amato’s third DWI within four years. It is alleged that on June 26, 2025, Deputy Elderkin conducted a routine traffic stop and found Amato to be slurring his words with the odor of alcoholic beverages, Amato refused to submit to field sobriety test, He was also uncooperative with law enforcement and impeded their ability to perform the traffic stop.
The DCMO BOCES school district in Norwich is currently auctioning off 2 2018 International school buses. These vehicles have become popular for being converted into into campers, the online auctions are open to the public at municibid.com and ends on Tuesday, August 19th. The Binghamton Police Department arrested 20 year old Tayshon Smith of Brooklyn, for 2nd degree murder. Smith was found in Chesterfield, Virginia he is the 2nd person now charged for the death of Qualyn Terry last February.
The Binghamton Police Detective Division is seeking the public’s assistance in locating a vulnerable adult identified as 45-year-old Chiara Liburdi of Binghamton, she has been missing since the afternoon hours of January 11. Liburdi is described as a white female with brown hair and hazel eyes. She is 5-feet-5-inches tall and weighs approximately 160 pounds. She was last seen wearing a dark colored jacket with a fur hood, grey pants, and black boots. Anyone with information on the whereabouts of Liburdi is encouraged to contact the Binghamton Police Detective Division at (607) 772-7080.

The Otsego County Sheriff's Office arrested 22 year old Nicholas Harrington of Preston for multiple counts of Burglary, Grand Larceny, & Criminal Possession of Stolen property, Harrington allegedly entered a barn and stole a Can-Am 4 wheeler along with several cans of gas, he was observed loading it in to the bed of a white Dodge pick-up truck that investigators were familiar with as being used in other crimes in Chenango County. On Tuesday, Harrington was located in Morris and taken in to custody on the charges from the Town of Butternuts & on 3 warrants from Chenango County. A search warrant was executed in Morris where stolen items were located, as well as the white pick-up truck, which was stolen from another county. Harrington was being held in the Otsego County Correctional Facility on $10,000 cash bail or $100,000 bond.
35 year old Tadd Sherwood of Oneonta was sentenced to 1 year of incarceration for his part in the theft of $1,368.77 worth of goods from Tractor Supply on August 18, 2023, in the Town of Davenport. Sherwood & Autumn Knapp stole merchandise from the Tractor Supply in Davenport and fled the scene in a Mazda, security camera footage offered positive identifications on the suspects and a license plate from the vehicle. Arrest warrants were issued for the pair, deputies with the Otsego Sheriff’s Department arrested Knapp, State Troopers apprehended Sherwood.

The National Weather Service confirmed at least 1 tornado in the City of Rome, and 3 likely tornadoes in Hamilton County. 1 death was attributed to yesterday's severe storms in Canastota, in Madison County.
NYSEG reported that about 3400 customers in the WCDO Listening area were without power this afternoon, following 2 days of severe thunderstorms that led to downed trees & power lines. Crews are working to restore the power as quickly as possible.

Delaware County Sheriff's Office arrested 4 individuals on drug charges. Deputies were assisted by the Delhi Police, Deputies located a quantity of Fentanyl and drug paraphernalia within the vehicle and on the persons inside the vehicle. Arrested were 25-year-old Sean Gillespie of Delhi, 27-year-old Marissa Peck of Andes, 32-year-old Shaun Carman of Delhi & 27-year-old Erin Hubbell of Margaretville, All 4 were transported to the Delaware County Sheriff’s Office to await Centralized Processing Arraignment.
State Police were called to State Highway 12B in the town of Sherburne Sunday for a report of a motorcycle accident. When Troopers arrived, a dirt bike was observed in a ditch at the point of Foote Hill Road and State Highway 12B, their investigation determined that 26 year old Derek Leinbach of Sherburne, was traveling on State Highway 12B when he slid off the road into a ditch, he was pronounced dead at the scene, The investigation is ongoing.

Contraceptives will be available without a prescription in New York under an order signed by state health officials on Tuesday. The measure comes as the first over-the-counter birth control pill was made available in U.S. stores this month. The Food and Drug Administration said that the once-a-day Opill could be sold on store shelves and without a prescription. More than 25 states already allow pharmacists to provide contraceptive care.
74 year old George Sydlar of Davenport was sentenced to 30 days in jail when he appeared in Delaware County Court Tuesday. A jury convicted Sydlar of Falsely Reporting an Incident to 911, for calling 911 repeatedly to falsely report that his neighbor committed a crime, Police instructed Sydlar that his complaint with the neighbor was a civil complaint & and not a criminal one. A pre-sentence investigation was conducted by the Delaware County Probation Department, Sydlar refused to cooperate, & he was sentenced to 30 days in Jail, and he was transported to the Delaware County Correctional Facility to serve his sentence.
Delaware County District Attorney's Office reported that Katie Ryerson was convicted of Petty Larceny, while she was employed at the Delhi Rehabilitation and Nursing Center, she stole oxycodone pills from a nursing home resident for her own personal use in June 2023. Ryerson was placed on interim probation supervision for at least one year. Part of this requires Ryerson to enroll in and complete the Delaware County Adult Treatment Court Program. If she fails to complete the program, she will be sentenced to one year in jail, she is also expected to temporarily lose her nursing license.

43 year old Misty Cintron of Sidney was convicted in Delaware County Court to Criminal Sale of a Controlled Substance & Criminal Possession of a Controlled Substance with intent to sell. Cintron admitted to selling fentanyl in the Village of Sidney on December 30, 2022. and for possessing at home with intent to sell. she was arrested along with Brandon Hendricks last November, he was also convicted of similar charges in February. Cintron will be sentenced to 3 and 1/2 years in state prison, on the 1st charge, and 3 and 1/2 years in state prison, to be followed by 1 year of post-release supervision for her 2nd conviction, The sentences will run concurrently, and she will also be permitted to enroll in the Lakeview Rehabilitation program once she is transferred into state prison, Cintron was remanded back to the Delaware County Correctional Facility.
6 area Fire departments responded to a barn fire on State Highway 28 near Fly Creek Tuesday morning around 6:30 a.m. Firefighters were able to save a tool shed and all its contents, a Barn, chicken coop and a tractor were lost in the blaze.
Service arrangements for Trooper John Grassia have been set for Monday, March 25 and Tuesday, March 26, 2024 in Schenectady, following the mass Trooper Grassia will be laid to rest with full military honors at the Solomon Saratoga National Cemetery, Trooper Grassia was killed in a helicopter crash recently while serving with the National Guard in Texas.

Sheriff DuMond said that Governor Hochul was at the ceremony last week and she was promising to be tougher on crime in 2024, and he hoped that the new position will give him a seat at the table when discussing future legislation.
Former Davenport Town Judge Candidate George Sydlar was convicted by a jury in the Town of Kortright, for Falsely Reporting an Incident to 911. Sydlar was charged after he called 911 last July 6, after he reported that his neighbor committed a crime, despite knowing that his neighbor had not committed a crime. Further allegations were that Sydlar engaged in this behavior on approximately two dozen occasions, after being told by the police that any dispute he had with his neighbor was civil and not criminal. The trial was moved to Town of Kortright court as the Davenport judge recused himself as Sydlar was running for his position. Sentencing will be in March, Sydlar could face up to a year in jail.
The State Department of Labor released preliminary local area unemployment rates for December. The State's seasonally adjusted unemployment rate increased from 4.3% in November to 4.5% in December, Locally, Chenango County had 4.2%, Delaware County 4.7% & Otsego County also had 4.7% unemployment.
The Chenango County Historical Society recently announced grant awards totaling $49,500 from the State Council on the Arts to support the recovery of the nonprofit arts and culture sector. The State Council has awarded more than $80 million since spring 2023 to more than 1,500 artists and organizations. Delaware County Sheriff's Office arrested 31 year old Thomas Harris of Masonville for making a Terroristic Threat. On January 10th, Deputies received a complaint that an individual had made threats of arson towards a local business, it was determined that Harris did make the threat to “burn down” the business’s headquarters on a recorded line while talking to the business’s after-hours dispatch center. Harris was charged with Aggravated Harassment and Making a Terroristic Threat, he was transported to and held at the Delaware County Correctional Facility to await centralized arraignment.
Delaware County Sheriff's Office arrested 22 year old Devon Kupris of Davenport after Deputies responded Saturday to a motor vehicle accident on State Highway 23 in Davenport, Kupris’s driving privileges were revoked for 3 speeding violations or misdemeanors in 18 months. Kupris was charged with Operating a Motor Vehicle while Intoxicated, Aggravated DWI .18% or higher, Aggravated Unlicensed Operator & Leaving the Scene of a Property Damaged Accident, he was released on appearance tickets returnable at an later date to the Town of Kortright Court.
U.S. Senator Kirsten Gillibrand visited Binghamton to announce her Healthy Food Financing Initiative Re-authorization Act, legislation that would help end food deserts, which are areas where residents don’t have easy access to a full service grocery store with affordable, nutritious food, & they are forced to rely on small convenience stores, which sell little to no fresh produce, meat or dairy and whose prices are higher than those of a typical supermarket. Gillibrand’s legislation would provide $50 million annually in mandatory federal funding for the USDA program that offers loans and grants to incentivize grocery stores to establish locations in under-served communities.

The State Department of Labor announced that its Division of Worker Protection investigators have recovered and returned over $11.7 million in stolen wages to 12,000 affected workers since January 1, putting the Department on track to recover $20 million in stolen wages this year. Over the past decade, they have recovered and dispersed more than $360 million in stolen wages, identified over a million misclassified workers, and assessed over $400 million owed in unemployment insurance contributions through both criminal cases and civil enforcement.

Delaware County District Attorney's office announced that 46-year-old Justin Valk of Davenport was arraigned Monday, on an indictment charging him with 2 Counts of 2nd degree Burglary & 1 count of 3rd degree Burglary. Valk is accused of unlawfully entering a garage on County Route 30, in Harpersfield while displaying what appeared to be a firearm Valk pleaded not-guilty to the 3 count indictment, and he was remanded to the Delaware County Jail on $100,000.00 cash bail.

Delaware County District Attorney's Office announced that 64 year old Jeffery Laskow of Big Indian was convicted of 1 count of Driving While Ability Impaired by Drugs, he entered his guilty plea in the Town of Middletown Court last week. Laskow was involved in a 1 car motor vehicle accident in Margaretville on June 10, 2022, State Police accused Laskow of being under the influence of a drug, he was sentenced to 2 years of probation, and ordered to pay a $1,000 fine and a $400 surcharge, his driver’s license was revoked for 6 months, and he was ordered to attend a Victim Impact Panel and an Impaired Driver Program.

The State Department of Health announced that for the 16th consecutive week, the flu remains widespread across the State, even as the number of laboratory-confirmed influenza cases has decreased 39 percent, the 6th straight week for declining numbers. There were no influenza-associated pediatric deaths reported this week, there have been 8 since the flu season started late last year. There have been 4,459 cases of flu reported, 465 people were hospitalized with influenza in New York, a 44% decrease over the previous week.
The Otsego County Sheriff's Office arrested 38 year old Danielle Mingleton of Cooperstown, following a recent traffic stop in Milford. Mingleton was charged with DWI, Aggravated DWI, Failure to Keep Right, Operating while Registration is suspended or revoked, Operating without Insurance & Consumption of Alcohol in a Motor Vehicle on a Highway, she was released on appearance tickets for Milford Town Court on February 14th.
Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Colchester, crossing over the double yellow line. Deputies identified the driver of the vehicle as 20 year-old Breawna McCree of Bronx, a check of the vehicle’s license plate showed that the vehicle inspection had expired in 2021. McCree was charged with Displaying a Forged Inspection Sticker, Uninspected Motor Vehicle, and Moved from lane unsafely, she was released and is scheduled to appear in the Town of Colchester Court at a later date.

The Broome County District Attorney's Office announced that 40 year old Mitchell McComas of Binghamton was sentenced to 1 1/2 to 3 years in state prison for stealing a truck and a television. McComas admitted that in January of 2022, he stole a 2020 Ford F-150 truck from Hallstead, Pennsylvania and drove it to Best Buy in Vestal, where he stole a $300+ television, he pleaded guilty to Attempted Criminal Possession, he is a repeat offender who was convicted of Grand Larceny in 2018.
The New York State Department of Civil Service announced that the application period is now open for New York’s entry-level investigative civil service exams. The exams, which are used to fill titles in several state agencies, will be held as in-person written exams in April 2023. Attorney General Letitia James along with the Department of Justice & a coalition of 8 states allege that Google has engaged in a 15-year, organized campaign so it could obtain outsized influence at all levels of the ad tech industry, and has used its power to reduce competition. Through this lawsuit, the coalition of states are seeking to have Google sell off various ad tech tools to restore a competitive balance in digital advertising, other states involved in the lawsuit include California, Colorado, Connecticut, New Jersey, Rhode Island, Tennessee, and Virginia.
Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Hancock, at 86 mph in a posted 55 mph zone. Deputies identified the driver of the vehicle as 19-year-old Jaden Whitfield of Hilton, A check of Whitfield’s driver’s license revealed that his driving privileges were suspended. Whitfield was charged with Aggravated Unlicensed Operation of a Motor Vehicle and failing to surrender NYS License to DMV, Unlicensed Operator, Speeding among several other lesser charges, Whitfield was released and is scheduled to appear in the Town of Hancock Court at a later date.

State Police were dispatched Christmas day at about 12:30 PM to assist the Oneonta City Fire Department with a fully engulfed single wide trailer at the Oneida Village Mobile Home Park on Oneida Street. Fire personnel located a deceased male in the residence. State Police Bureau of Criminal Investigation responded to the scene, the deceased man has been identified as 50 year old Aaron Blakeslee, who resided in the trailer. Oneonta Fire Department reported that 1 dog and 2 cats also died in the fire, there were no injuries to any firefighters. Investigators are working with the City of Oneonta Fire Department and State Fire Investigators to determine the cause of the fatal fire.
The State Department of Public Service announced it has expanded its investigation into NYSEG and sister company Rochester Gas & Electric, for potential mismanagement of their utilities’ billing systems and protocols. The Department’s Consumer Advocate will host a series of public forums in affected areas starting in January to hear consumer concerns first-hand, after over 4700 customers complained of sudden spikes in their electric bills of about 60% on average earlier this year. Customers t should contact the Department’s Office of Consumer Services to file a complaint at dps.ny.gov.
Delaware County Sheriff's Deputies arrested a Hamden man on charges stemming from a Menacing Complaint Tuesday. Deputies responded to a reported menacing complaint, Upon arrival Deputies interviewed 49-year-old Hayes Hathaway, deputies determined that Hathaway had pushed the victim from behind, displayed an axe while verbally threatening to cause harm to the victim and then terminated the victim’s electrical supply. Deputies charged Hathaway with 1 count of each of Menacing & Harassment, & was released & ordered to appear in Town of Hamden Court at a later date.
Governor Kathy Hochul signed a legislative package to crack down on pandemic fraud. The Legislation increases the award amounts given to individuals who report fraud related to a State of Emergency. Currently, private citizens can file civil lawsuits on behalf of the government to help recover defrauded money and may be rewarded a percentage of the money recovered. With this new law, whistleblowers may be eligible to receive additional money if the fraud was perpetrated during a state of emergency.

Delaware County Emergency Services announced that crews from East Meredith, Pindars Corners, Stamford & Trout Creek Fire Departments were deployed to Erie County to assist with the disaster in Western New York. All were equipped with UTV's & brought necessary supplies for a 72 hour deployment.
The State Department of Health urges New Yorkers ages 6 months and older to get a flu shot, with the Department’s latest report showing an additional pediatric death, bringing the total to 5 so far this season. The Department's new flu surveillance report shows a total of 217,094 positive influenza cases across all 62 counties in New York have been reported to date. Outside of New York City, week-over-week lab-confirmed flu cases are up 4 percent to 36,047, the report is available at nyshc.health.ny.gov.
Cortland County Sheriff’s Officers responded to the Town of Homer for a motor vehicle accident, the driver, 20 year old Lucas Walley of Walton is accused of being intoxicated & driving off of the road. Walley was charged with Driving with .08 of 1% or More of Alcohol, Driving While Intoxicated, Driving Across Hazard Markings, he was processed and released on his own recognizance with appearance tickets returnable to the Town of Homer Court.

Delaware County Sheriff's Office arrested 34 year old Amanda Nodine of Delhi & 25-year-old Chance Byington of Colchester, after Deputies received a call Sunday from a Home owner reporting that his personal property in the Town of Delhi had been set on fire. Deputies charged Nodine with Criminal Contempt for Violating an active Order of protection, plus 1 count each of Arson & Criminal Mischief. Deputies charged Byington for Criminal Mischief & Arson. Nodine was arraigned in the Town of Hamden Court, an order of protection was issued on behalf of the victim, and she was released in her own recognizance will appear in Town of Delhi Court at a later date. Byington was also released on an Appearance Ticket returnable to the Town of Delhi Court at a later date.
State Police arrested 18 year old Noe Casas-Aguilar of Binghamton and a 17-year-old juvenile for 2 counts of 1st degree Burglary, 2 counts of 1st degree Robbery plus Criminal Possession of a Weapon & Reckless Endangerment. Troopers were dispatched Sunday Morning to a residence on Bevier Street in the town of Dickinson for a report of 2 males that broke into an occupied home. The suspects fled the area and were located later in Binghamton and were arrested. Casas-Aguilar was transported to Broome County Jail for Central Arraignment and Processing. The 17-year-old was transported to Oneida County Correctional Facility.

State Police were dispatched Sunday Night to Parker Hollow Road near Sunshine Mountain Road in the town of Sidney to a single vehicle crash, where a vehicle went off the roadway, struck a tree and became engulfed in flames. The victim has been identified as 58 year old Tammy Oefelein of Bainbridge, her dog also died in the accident.

State Police, as well as Sidney EMS, Sidney Fire Department and Sidney Center Fire Department responded Sunday Night at approximately 7:05 pm, for the report of a Motor Vehicle Accident on Parker Hollow Road, about 1/2 a mile North of Sunshine Mountain Road in the town of Sidney. The initial investigation stated that the Vehicle was traveling north & left the roadway, strikes a tree and becomes engulfed in flames. Police said that an unidentified 58 year old woman from Bainbridge & her dog were killed in the accident, the investigation is continuing.
The New York State Department of Civil Service and the Department of Motor Vehicles announced that the online civil service exam period is now open for Motor Vehicle Representatives. The exam, which is being offered as an online exam for the first time, is used to fill positions across the DMV. The State Health Department reported that COVID positivy rates are still over 9.2%, based on the testing of more than 41,000 New Yorkers Friday. Hospitalization are over 2600, ICU patient numbers are at 259, with 85 on Ventilators. there were 26 death reported at Nursing homes & hospitals from COVID over 72,800 New Yorkers have died in this pandemic.

Staff from the State Comptroller's office will attend community events, such as County Fairs & the New York State Fair to help residents search for lost and forgotten money. The state has returned over $234 million in lost or forgotten money, so far this year, unclaimed funds usually come from old bank accounts, utility deposits, uncashed checks, insurance claims, stocks and other sources that have been dormant, dating as far back as the 1940s. Governor Kathy Hochul today issued an Executive Order declaring a State Disaster Emergency in response to the ongoing monkeypox outbreak. The Executive Order extends the pool of eligible individuals who can administer monkeypox vaccines, including EMS personnel, pharmacists and midwives; allows physicians and certified nurse practitioners to issue non patient specific standing orders for vaccines; and requires providers to send vaccine data to the State Department of Health. Broome County Executive Jason Garner announced that the County has its 1st confirmed case of Monkeypox. Broome County District Attorney Mike Korchak announced that 28 year old Joseph Santi of Binghamton was sentenced to 3 years in prison, after he pleaded guilty to criminal possession of a controlled substance. The Broome County Special Investigations Unit Task Force executed a search warrant in June of 2021 and found Santi to be in possession of pills, methamphetamines, and fentanyl with intent to sell. Santi will also serve 2-years post-release supervision.
41 year old Bradley Cook of Oneonta was sentenced to 20 years in state prison and 15 years of post-release supervision, Cook was convicted on 2 counts of a first-degree criminal sexual act.
The application period is now open for New York State's entry-level law enforcement civil service exam, will be held in the fall. Qualified candidates can apply online until August 3rd. The exam is used to fill jobs for the DEC for Environmental Conservation Police Officer Trainee & Forest Rangers, in the Parks Department for Park Police Officer Trainees & in SUNY for University Police Officers. Approximately 400 entry-level law enforcement positions statewide will be filled over the next year.

Sidney Police arrested 44 year old Andrew Besuglow of Afton Tuesday on a drug charge, following a vehicle and traffic complaint received on December 3rd, where Besuglow was arrested for allegedly Driving while ability impaired by drugs, the substance was sent to the State Police crime lab for processing, where it was confirmed to be Fentanyl. Besuglow was charged with Criminal possession of a controlled substance, he was arraigned in the Village of Sidney Court where he was released on his own recognizance at appear back in court at a later date.
The State's 1st Free Fishing Weekend of 2022, on February 19 and 20, when freshwater anglers are permitted to fish for free without a license. Additional free fishing days include June 25 and 26, September 24 (National Hunting and Fishing Day), and November 11 (Veterans Day). During free fishing days, residents and visitors can fish for free on any of the state's 7,500 lakes and ponds or 70,000 miles of rivers and streams. All other freshwater fishing regulations still apply.

New York Attorney General Letitia James announced that the State Supreme Court ruled that Donald Trump, Donald Trump, Jr., and Ivanka Trump must all appear for sworn testimony, and Donald Trump must produce additional documents in compliance with subpoenas from the Office of the Attorney General. The judge ordered the Trumps to appear for testimony within 21 days, and ordered Donald Trump to produce additional documentation within 14 days.
The State Supreme Court, Appellate Division has ruled Delaware County was justified in terminating former Department of Social Services Commissioner, Dana Scuderi-Hunter and her petition to be reinstated and receive back pay was denied. In 2019, Delaware County filed charges against Scuderi-Hunter for misconduct, insubordination, and child endangerment. Under Civil Service Law, an independent Administrative Hearing Officer was brought in to review evidence, hear testimony, and make a recommendation to the Delaware County Board of Supervisors regarding the case, the Officer found significant evidence to support the charges and recommended immediate termination with no back pay.
A Female State Trooper has filed a lawsuit asking a federal court to declare that former Governor Andrew Cuomo, top aide Melissa DeRosa and state police violated her civil rights. The trooper’s name was not disclosed in the lawsuit, which was filed Thursday filed in New York City, the trooper seeks attorney fees, damages for “severe mental anguish and emotional distress,” and a declaratory judgment that Cuomo, DeRosa and state police violated civil laws on the federal, state and city level prohibiting sexual harassment.

Tuesday's COVID 19 testing numbers continue to show a decrease in the percentage of positive cases, according to the Governor's office & The State Health Department. Over 177,000 New Yorkers were tested, with over 9300 positive cases, for a positivity rate of 5.25%. Patient Hospitalizations dropped sharply to 6628, ICU Patient numbers declined by 46 to 1094, Patients on ventilators decreased by 26 to 641, 136 deaths were reported in Hospitals & Nursing homes Tuesday.
Otsego County Health Department reported 46 new COVID 19 cases Tuesday, with 4 hospitalized and 1 new death reported. The County's 7 day positivity rate was just under 12%, there have been 9 deaths already this year & 104 since pandemic hit in Otsego County 2 years ago.
The Sidney Police Department is now accepting applications for a full-time Police Officer position. This position is not currently open. State Lawmakers released their proposed redistricting maps this week, the state will lose one seat in the House of Representatives based on population shifts in the 2020 census. giant hogweed are making substantial headway in eradicating this dangerous
plant.   Giant hogweed can cause severe
skin and eye irritation, including painful burns and scarring when skin exposed

Executives from the State Office of Victim Services &
the State Office of Children and Family Services  toured the new mobile Child Advocacy Center in
Delaware County Monday.   The Delaware
County mobile unit is 1 of 7 that will be delivered throughout the state this
summer and fall  & it is part of a
$4.45 million investment by the state to improve services for children who are
victims of physical or sexual abuse.  The
program is being funded through a partnership between the State Office of
Victim Services and the State Office of Children and Family Services.

that County Road 32 will undergo Hot Mix Asphalt paving today Between State

Oneonta Officials announced that today, the contractor
will be replacing water services and connecting them to the new water main,
from Hunt Street to Tilton Avenue, each building along this stretch will
experience a temporary water outage while the service is switched from the old
main to the new main, lasting fifteen minutes or less.  Also the contractor will be replacing
stormwater catch basins on Main St, between Pine Street and Gault Avenue.  One-lane traffic will be maintained on Main
Street, at times, side streets along this stretch may be closed to through

Chenango County Emergency Officials are dealing with a
number of road problems from flash flooding, following heavy downpours over the
last several days.  Norwich, Oxford,
Smithville, McDonough & Pharsalia have had numerous issues; damage was
extensive around Oxford, including the school grounds, road closures in Oxford
include Vroman Hill Road, Midland Hill Road, plus Hoben, Ryan, Brooksbank &
Bradley Hill roads.  County officials
advise that motorist turn around if they encounter flooded roads, and contact
authorities immediately.
Oneonta Authorities had to close Main Street this morning
near Fox Hospital, for a reported Natural Gas leak.  The Oneonta Fire Department & NYSEG Crews
responded after a contractor's crew member apparently hit a high pressure gas
line,  Main Street has been re-opened,
residents who were evacuated from their homes on Hudson and Otsego Street were
allowed to return to their homes, City Officials said that Roosevelt Avenue
will remain closed until further notice.
The State Senate passed a bill that eliminates the criminal
penalties for possessing small amounts of marijuana, but fines may still be
applied up to $50 for 1 ounce or less, or $200 for between 1 & 2
ounces.  The State Assembly voted to pass
the measure early this morning; Governor Cuomo is expected to sign it.  Lawmakers could not get enough votes to make
recreational marijuana legal.
The Chenango Sheriff's Department arrested 31 year old
Nicholas Redd of Norwich on several counts of criminal possession a controlled
substance, he allegedly possessed prescription medication, methamphetamine and
heroin during the traffic stop that occurred in the Town of Norwich, and he
faces court action at a later date.
Delaware County Sheriff Craig Dumond & the Delhi Fire
Department awarded local teenager Kayleigh Verspoor with The County Sheriff's
Department "Super Star" Award and the Delhi Fire Department's plaque
of recognition. On Sunday, May 26th, Verspoor rescued 2 canoeists who had
tipped over in Delta Lake in Rome while working as a counselor at Haven Camp
for disabled adults.

2 Norwich residents were arrested by the Chenango County
Sheriff’s Office for Criminal Trespass, Theft of Services, Criminal Possession
of a Controlled Substance and Unlawful Possession of Marihuana.  Deputies arrested 32 year old Scott Russell
& 22 year old Brooklyn Stout after a complaint from the Norwich Inn, both
are accused of using a stolen motel key to enter one of the motel rooms, they
stayed the night and did not pay for the room.
While in custody, a search uncovered Marihuana & a controlled
substance, both were released on appearance tickets for the Town of Norwich
court at a later date.
NYSEG will be conducting natural gas service and main work
located between 294 &297 Chestnut Street in the City of Oneonta.  A lane closure between Lewis Ave and Pearl St
will be necessary to provide safety for their crews as well as the public.
The Chenango County Health Department will hold another free
rabies clinic Saturday, for dogs, cats & Ferrets.  The Clinic will be held at the Greene

State Police arrested 26 year old Alexander Donenko of Lisle
for Criminal Mischief, Criminal Trespass, Aggravated Unlicensed Operation and
Unlawful Possession of Marijuana.   A
trooper was dispatched to the Broome County Fairgrounds in Whitney Point for
the report of a Pick-up truck ripping up the lawn.  Donenko was arrested the following day &
was found to be in possession of a small quantity of marijuana, a suspended
license and an active bench warrant with the city of Binghamton Police
Department, he was processed and will be appearing in the town of Triangle
Court on May 14th, & he was turned over to the Binghamton Police
Department.
The Oneonta City School District Board of Education
announced that they accepted the retirement of Joseph Yelich as Superintendent
and appointed Assistant Superintendent Thomas Brindley as his replacement. Both
actions will become effective on July 1st.  Yelich has served as superintendent in Oneonta
since 2013.
State Police arrested 44 year old Daniel White of Meredith
for DWI, Refusal to Take Breath Test, Leaving the Scene of Property Damage
Accident, Possession of Open Container, Unsafe Speed and Moving from a Lane
Unsafely.  Troopers were dispatched to a
1-car accident on Dry Brook Road in the town of Meredith.  When troopers arrived, they were told by
Meredith Fire fighters that White left the scene; he was located hiding in a
ditch a short distance from the scene. White was processed and arraigned in the
town of Davenport court where he was released on his own recognizance; He will
appear in the town of Meredith court on June 5th.
The Oneonta Municipal Civil
Service Commission announced open-competitive exams 2 jobs to be held on June 1st.  The open positions are Library Clerk &

The State Health Department announced 5 suspected cases of the Acute Flaccid Myelitis virus in New York. So far, 4 of the cases were reported just outside of New York City and a 5th case in Buffalo, Health officials confirmed 39 cases of EV-D68 in children across the state, which is a virus that is linked to Acute Flaccid Myelitis. The Centers for Disease Control and Prevention revealed that they are investigating 155 suspected cases of AFM nationwide.
The State Labor Department announced local unemployment rates today. Statewide, the rate was at 4.1% for September, in Chenango County, unemployment was 3.6%, in Delaware County, 3.9% and in Otsego County, 3.5%.
State Police arrested 45 year old James Mumbulo of Edmeston for 27 counts of Overdriving, Torturing and Injuring Animals, after State Police were dispatched to check the welfare of several animals at a rented dairy farm on County Route 20 in Edmeston. Troopers located 27 deceased cow carcasses and several inches of manure, there was no food or water in the barn. After consulting with a veterinarian and the District Attorney’s office, Mumbulo was arrested. He was released on appearance tickets returnable to the town of Edmeston Court on November 19th.
Delaware County Sheriff’s Deputies arrested 24 year old Frances Thomas of Harpersfield for cruelty to animals; failure to provide proper food and sustenance. Deputies allege that Thomas failed to care for a dog over a period of time, failing to provide it with proper food, water, shelter and veterinary care. Thomas was issued an appearance ticket and is scheduled to appear at the Harpersfield Town Court at a later date.
State Police arrested 2 people after a traffic stop on State Highway 28 in the town of Otsego. The driver, 20 year old Victoria Sawyer of Worcester, NY was arrested for Criminal Possession of a Controlled Substance and Aggravated Unlicensed Operation, The passenger, 32 year old Brandon Brinson of Wilmington, North Carolina was charged with Criminal Possession of a Controlled Substance and Controlled Substance in a Non-Original Container. Sawyer and Brinson were arraigned in the town of Otsego Court and released on their own recognizance and will reappear at a future court date.

Delaware County Sheriff Deputy’s arrested 37 year old Benjamin Pankiewicz & 31 year old Ashlee Calabrese of Walton for Attempted Assault after they had engaged in a physical altercation with one another. Pankiewicz was also arrested for Endangering the Welfare of a Child, as the altercation occurred while a child was present. Calabrese was issued an appearance ticket, having to appear in the Town of Walton Court at a later date. Pankiewicz was arraigned & was remanded to the Delaware County Correctional Facility in lieu of $500 cash or $1,000 secured bond.
The City of Oneonta Department of Public Service announced this year’s schedule for curbside residential brush and yard waste pick-up. City residents wards 1 through 4 will be picked up on Monday April 16th, those living in wards 5 to 8 will be picked up the following Monday, April 23rd. Residents should have brush and yard waste out no sooner than the weekend before the scheduled pick-up to prevent possible code violation.
State Attorney General Eric Schneiderman announced criminal convictions and a civil resolution against Broome County trash collection firms, Bert Adams Disposal and Taylor Garbage Service. The 2 companies conspired to rig bids, allocate customers, and fix prices for trash and recycling services, which forced residents and businesses to pay artificially inflated prices for essential services, they also colluded on bidding for municipal contracts. As part of Bert Adams Disposal’s guilty plea, it will be required to pay $850,000 in criminal penalties. Taylor Garbage Service, Inc. will pay $500,000 in civil penalties, and Robert Taylor, the company’s president and co-owner, will also pay a $50,000 penalty to New York State.
A New York State Budget Presentation will be presented Today at 12:00 Noon, at The Northeast Classic Car Museum, in Norwich. State Commissioner RoAnn Destito of the State Office of General Services will make the presentation.
Governor Cuomo announced that the State Department of Health has issued a health advisory to hospitals, emergency departments and urgent care centers following severe and life-threatening bleeding cases in Illinois, Maryland, Wisconsin, Indiana and Missouri, due to the consumption of synthetic marijuana believed to be contaminated with rat poison. To date, no cases have been reported in New York State. Synthetic marijuana is sold with street names such as K2, Spice and AK-47, which consists of plant material coated by chemicals, which are supposed to mimic the effects of naturally grown marijuana.

State Police arrested 2 Springbrook employees who allegedly took inappropriate Snapchat videos of residents without their knowledge. Police arrested 20 year old Sharon McDowall of Oneonta & 22 year old Julianne Carbone of Oneonta for Endangering the Welfare of an Incompetent or Physically Disabled Person & Unlawful Surveillance, McDowall was arraigned and remanded to the Otsego County Jail on $5,000 cash or $10,000 bond, Carbone was issued appearance tickets and is scheduled to be in town of Oneonta Court Tuesday.
While tens of thousands march to end gun violence in Washington D.C. Saturday, many residents came out for smaller scale marches in Oneonta & Binghamton on Saturday. The Marches started after survivors of the Parkland Florida School mass shooting organized the march on Washington in an effort to change gun laws across the country.
The State Department of Civil Service today announced the availability of approximately 500 new student internships for the upcoming Summer 2018 Session throughout New York State government and encouraged students to apply prior to the April 20, 2018 application deadline. Delaware County Sheriff’s Deputies arrested 56 year old Patrick Macdonald of Walton, New York on charges of Driving While Intoxicated, Aggravated DWI with a blood alcohol content of .18 or higher, and Obstructing Governmental Administration, Unlawfully Fleeing a Police Officer in a Motor Vehicle, and Reckless Driving, as well as numerous vehicle and traffic violations. This arrest was a result of a police pursuit beginning in the Town of Walton and concluding in the Town of Franklin. Macdonald was arraigned in the Town of Hamden Court & was remanded to the Delaware County Jail on $2,500 cash bail or $5,000 secured bond. Sheriff’s Deputies were assisted by the Village of Walton Police Department.
USA Today reports today that former NFL player turned Baseball player Tim Tebow, will start this spring season with the Binghamton Rumble Ponies. The New York Mets are still assigning players to various levels this week, as the opening day of the Major League baseball season is this Thursday.
State Police executed a search warrant in the town of Unadilla, they arrested 28 year old Michael Schermerhorn, 32 year old Heather Prince, 40 year old Eric Hoyt & 37 year old Barbara Meyers, all of Unadilla, on a variety of charges, including illegal manufacture of Methamphetamine. State Police seized methamphetamine oil, 2 grams of meth, a sawed off shotgun, a digital scale and components used to make methamphetamine. All 4 were arraigned in the town of Otego Court & were remanded to the Otsego County Jail on $15,000 cash bail or $30,000 bond pending court action on March 29th.
Broome County Sheriff's department responded Friday to a 4 car accident in the Town of Union. 30 year old Rebecca Crane of Sayre, Pennsylvania hit vehicles waiting at a stop light, she admitted to speeding as her husband 33 year old Gary Crane was in the car & wasn't breathing due to a heroin overdose, he was taken to Wilson Hospital where he recovered. Rebecca Crane was charged with Driving While Intoxicated with child in vehicle, Driving While Ability Impaired-Drugs, Criminal Possession of Controlled Substance, Criminally Possessing a Hypodermic Instrument, Endangering the Welfare of a Child, Crane was arraigned & is being held without bail, more charges are expected.

The Federal Energy Regulatory Commission has declined to over-rule New York State’s denial of the construction of the Constitution pipeline. The DEC ruled that the pipeline failed to meet certain requirements, the federal agency will not over rule the state’s decision. The Constitution pipeline was proposed to run from Northeast Pennsylvania, through Broome, Chenango, Delaware & Otsego Counties into Schoharie County, carrying gas would could have been tapped into by businesses and communities along the route.

Memorial services will be held saturday from 2:00 to 4:00 PM & 6:00 to 8:00 PM at the Walton Fire department, for 18 year old Destyni Twyman of Watlon, who died suddenly from an undisclosed medical emergency tuesday. Final Services will be held on Sudnay at the Walton fie house, an autopsy was conducted Wednesday, no officials cause of death has been released.
State Police arrested 42 year old William Caputo of Raleigh, North Carolina for DWI and other traffic violations, after troopers responded to a 1 vehicle collision on Russell Road, in the town of Walton. Caputo is accused of driving while intoxicated when he drove off the roadway and stuck a tree, Caputo was transported to Delaware Valley Hospital for anxiety and chest pains, he refused to submit to a test to measure his blood alcohol content. Caputo was arraigned & was remanded to the Delaware County Jail on $10,000 cash bail or $20,000 property bond.
The Sidney United Way recently named ACCO Brands as the recipient of the 2017 “Community Matters” award. Chenango County Judge Frank Revoir has found Wayne Spratley of Greene not guilty of all 6 charges he was facing, in connection with a shooting incident in downtown Norwich in July 2015. Spratley was found not guilty Thursday of attempted 2nd-degree murder and 1st-degree assault, attempted 2nd-degree murder & criminal use of a firearm.

104-year-old Frank Doolittle of Bainbridge will be presented with the Congressional Gold Medal at a ceremony in Sidney on Saturday, Veteran’s day. Doolittle will receive his medal Saturday at 2:00 PM in a ceremony at the Thomas Z. Fagan Municipal airport from Congresswoman Claudia Tenney; Doolittle served in World War 2 in the US Civil Air Patrol.
The votes have been tabulated, and New York Voters Approved of Proposition #3 Tuesday, which would allow for the forming of a Land Bank, to allow for some projects to move forward on a case by case basis. The move would allow for some projects like making some roads wider & for the construction of bike paths in the Catskills & the Adirondacks.
State Police responded to a report of 3 people attempting to burglarize a home in the Town of Union. Responding troopers observed the reported vehicle & conducted a traffic stop. Police arrested 20 year old Alfred Irish of Endicott, 20 year old Anthony Bennett of Apalachin and 20 year old Vincent Pitts of Vestal, were arrested on Burglary Charges, they were arraigned in the Town of Union Court and remanded to the Broome County Jail with no bail set. Their next court dates are pending.

State Senator Fred Akshar joined members of the Norwich Fire Department and Norwich Mayor Christine Carnrike to announce approximately $290,000 in State and Municipal Facilities Program (SAM) funding to purchase two new ambulances for the City of Norwich. The two ambulances were purchased this summer and have already been put into use, rotating into service to replace two older ambulances. Norwich Fire Department covers the City and Town of Norwich and the towns of Plymouth, North Norwich and Preston.

27-Year-old Jihad Ray of Binghamton pleaded guilty to Manslaughter in Broome County Court, in connection with the shooting of Brandon Hernandez of Binghamton on April 22nd. Ray pleaded guilty to manslaughter in the first degree, a class B felony, in Broome County Court on Wednesday. Ray faces sentencing on December 14th, where he will be sentenced to 18 years in prison with an additional five years of parole.
The Unadilla Public Library will feature a video screening of "Blissville, an Investigation" by video artist Hank Linhart of Brooklyn. The documentary outlines the former Queens New York Neighborhood that was incorporated into the neighborhood of Long Island City following the construction of a highway in the late 1930's. Governor Cuomo announced New York has expanded eligibility for crime victims' compensation for individuals who have no other way to pay expenses resulting from the crime. Victims of hate crimes and certain other offenses that are not physically injured, and vulnerable elderly or disabled individuals incapable of caring for themselves who have lost up to $30,000 in savings, can now seek compensation from the state Office of Victim Services. The Legislation went into effect Tuesday and applies to claims for medical and counseling bills, funeral and burial costs, and lost wages and support.

State Police arrested 21-year-old Joshua Bertram of Chenango Forks, for Aggravated Driving While Intoxicated with a B.A.C. result of .19% and other traffic violations. Troopers responded to a report of a 1 vehicle accident with no injuries on County Road 32 in the Town of Greene, troopers observed Bertram passed out in the driver seat while his vehicle was in a ditch, he was issued tickets returnable to the Town of Greene Court on September 21st.
State Police arrested 27-year-old Kenneth DeGroat Jr., of Windsor, for DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Resting Arrest, Obstructing Governmental Administration and other traffic violations. This arrest occurred after troopers responded to a motorcycle accident on Foley Road in Windsor, where the driver had been given a ride to a nearby gas station and left his motorcycle at the scene. DeGroat had been driving with a suspended license, and did not have a court ordered ignition interlock device, he also refused to submit to a breath test. DeGroat was arraigned in the Town of Windsor Court and was remanded to the Broome County Jail without bail set.
Governor Cuomo today announced that over $69 million in grants, interest-free, and low-cost loans has been approved by the State Environmental Facilities Corporation to support drinking and wastewater infrastructure projects. The Town of Colchester will receive $318,000 for the construction of a new water treatment building with a cartridge filtration system so that their source may be used as for drinking water. Other improvements include a new finished water tank level monitoring system, a back-up electrical generator, new chemical feed systems, and a new raw water tank.
